Whilst, in many countries, the scale of forest loss from business-as-usual development is immense, in Poland, this problem does not exist. However, obtaining additional land areas for afforestation is a main issue in Poland. In Poland, after the World War II, the forest area has been systematically growing. In 1945, the forest area was about 6.5 million ha, and the forest cover was 21%. In 2016, the forest area reached 9.2 million ha, and forest cover amounted to 29.5%. Today, there are 0.24 ha of forests per one inhabitant of Poland. The size of wood resources in stands is also changing. In 1945, forest resources on the trunk amounted to approximately 906 million m3 , and in 2016, it reached 2.4 million m3. The problem, however, is the uneven distribution of forests in Poland. Forests in Poland are very strictly protected by law. There are two most important acts, Forest Act of 2001 and Nature Conservation Act of 2004, that regulate principles for the retention, protection and augmentation of forest resources. Over the past decades in Poland, the social demands regarding non-economical functions of forest such as recreational activities, soil and water protection and mitigation of global warming became an important and constantly growing challenge for forest managers. Thus we suggest that, first of all, it is very important to extract the leading function for a given forest area. Interactions between development and conservations policies are very tied and may suggest the need of their integration. In this article, we present the concept of development policy for forest management and forest protection in Poland.

In Poland, there are large discrepancies between the area of forest lands recorded in land−use registers of local authorities and the actual state of forest area in the field. These discrepancies were estimated to 800,000 hectares in 2016, which is 2.5% of the land area of Poland. The diver−gences result primarily from different definitions of a forest in forest regulations and legislation concerning land−use registry and the insufficient update of land registry databases. The aim of the paper is to define the major causes of reclassification of non−forest lands into forest lands and to determine the origin of forests on those lands. The study is based on a mail questionnaire survey carried out in all local public authorities all over the country (altogether 314 rural and 66 municipal counties). The questions focused on manners lands were used in a county, including the area of artificial and natural afforestation and the area of lands reclassified into forest lands over the period 2009−2013, as well as causes of such reclassification. Altogether 232 responses were collected (61.1%), 122 of which contained data of sufficiently good quality. The results show that afforestation of non−forest lands were mostly carried out in an artificial way. Reclassification into forest lands was conducted almost exclusively within rural counties. The reclassified lands were largely regenerated by natural succession. The key factor of land reclassification were works related to forest management planning in non−state owned forests. Afforestation carried out within the Rural Development Programme, co−financed from EU funding, was the second most important factor. In case of afforestation, land reclassification is obligatory no later than in the fifth year after a new forest was planted. The paper concludes with suggestions that there are no effective legal regulations that would make land owners to reclassify their afforested lands into forest lands, except cases of agricultural lands afforestation within the Rural Development Programme. Therefore, it is recommended to seek to cover all non−state owned forests with forest management plans and to obtain the compliance of land registries with the real situation in the field.

The article defines the priorities, principles and main provisions of national forest policy of Ukraine towards European integration. The main objectives and structure of the mechanism of transformation of ecological and economic relations in the forest sector of Ukraine is grounded. The main tasks of transformation of ecological and economic relations in the forest sector should be decentralization of the management system, budget savings and sustainability, sustainable development and ecological security, development of public and private partnership, and welfare of local communities. It justifies priority directions of transformation, which include the system of distribution of powers between central, regional and local levels, the financing system and fiscal regulation in the forest sector, powers and subordination of the organs of ecological control, the organizational forms of companies and associations, the institutionalization of communal and private ownership of forests. Necessary organizational and economic framework for their implementation should ensure the economic mechanisms of transformation of the system of state management of economic processes, financial-credit and fiscal regulation, economic incentives of the deep environmentally friendly forest products, integration of businesses and innovative and investment development of the forest sector, the Institute of ownership of forest land, the property rights of forest users and local communities. The structure of transformation mechanism of ecological and economic relations in the forest sector is developed. It will allow the use of modern economic methods (de-monopolization and transparent competition on the timber market; economic incentives for deep wood processing; the transition to the new organizational forms of integration of economic entities; the empowerment of local communities and their executive bodies) and the instruments (preferential loans; target financing of large-scale projects at the national level; environmental insurance; transfer pricing; export and import duties; the state order; the state guarantees and subsidies), and to form an effective organizational forms of business entities in the forest sector. It is concluded that transformation processes should apply to all spheres of economic activities in the forest sector, especially in the following areas: increased powers of the management bodies of the forest sector at the regional and local levels; simplification of procedures for land allocation by local governments to provide additional reforestation; coordination between the organs of ecological control and forest management to strengthen the relationship between the real state of forestry and the system of rational use of forest resources; the introduction of modern forms of enterprise and associations of enterprises at different stages of the reproductive process.

Article describes Prussian forest policy according to three kinds of property: state, private and other, i.e. Catholic Church and local communities. In period 1772−1914, in the contemporary western and northern Poland, the Prussian government realized the forest policy that was a response to industrial challenges. It established a stable infrastructure, which lasts until now. However, the consequences of this policy are not unequivocal. Citizens who belonged to the Polish national community very often lost their forest property. Prussian state became the main owner and manager as well as administrator of forests.

The article offers an assessment of spatial differences in the structure of payment granting decisions under the EU Common Agricultural Policy. The analysis was conducted for individual EU assistance measures divided into two groups: 1) intensifying measures, intended to step up production and improve the competitiveness of agriculture and 2) extensifying measures, intended to improve the environment and to help rural areas to diversify into non-agricultural activities. It was demonstrated that payments of group 2 prevailed in numerical terms, which was largely a result of the high participation of agricultural holdings in the agri-environmental programme.

Celem artykułu jest ocena, czy obowiązujące regulacje prawne, w tym krajowe, można ocenić jako sprzyjające osiągnięciu celów Unii Energetycznej UE w zakresie gospodarki gruntami leśnymi, a w szczególności czy przyjęte przez Polskę rozwiązania w zakresie gospodarki leśnej można uznać za wspierające osiągnięcie celów rozporządzenia LULUCF. Mechanizmy rozliczania emisji i pochłaniania CO2 opierają się w założeniach na danych historycznych i mają służyć realizacji prognozowanych efektów na przyszłość. Nie jest możliwe ustalenie a priori, czy przedmiotowa regulacja przyniesie określone korzyści gospodarcze, czy straty w zakresie pozyskiwania drewna w lasach państwowych. Będzie to bowiem zależeć od wyniku rozliczania emisji i pochłaniania przez LULUCF.
L’articolo si propone di valutare se le regolazioni in vigore, compresa quella nazionale, risultino favorevoli al fine di realizzare gli obiettivi dell’Unione dell’energia nell’ambito forestale. Nello specifico, la domanda interessa le soluzioni adottate da parte della Polonia nel campo della gestione forestale finalizzate a garantire il raggiungimento degli obiettivi del regolamento LULUCF. Nelle ipotesi iniziali, i meccanismi di contabilizzazione delle emissioni e dell’assorbimento di CO2 si basano su dati storici, ma il loro intento è quello di raggiungere gli effetti prestabiliti per il futuro. Esaminando la sfera legislativa, è impossibile stabilire a priori, guardando da una prospettiva economica, se la regolazione in oggetto porterà o no a determinati benefici per quanto concerne il disboscamento delle foreste statali. Dopotutto, tutto dipenderà dal risultato della contabilizzazione.
The aim of the article is to assess whether the binding legal regulations, including the national ones, may be assessed as conducive to the achievement of the objectives of the EU’s Energy Union in the scope of forest land management. In particular, whether the solutions adopted by Poland with regard to forest management may be considered as supporting the achievement of the objectives of the LULUCF regulation. The mechanisms of accounting for CO2 emissions and removals are based on historical data in the initial assumptions, and are intended to serve the implementation of the effects projected for the future. It is impossible to determine a priori whether the regulation in question will bring specific economic benefits or losses in terms of timber harvesting in state-owned forests. After all, it will depend on the result of accounting for emissions and removals from LULUCF.
