Opis:
The article presents an analysis of selected conditions of certification in forestry in relation to the non−wood forest products utilisation. They were the basis for presenting selected governmental and international organisations concerned with the development, implementation and monitoring of standards relating to the forest−timber industry and environmental issues. The main categories of certification schemes were identified and analysed: certification of forest management, social certification, organic certification and certification of product quality. The analysis of both global and regional problems related to certification of non−wood products, as well as a thorough analysis of the relevant regulations and legislation, demonstrated the need to treat certification as an important tool in the general concept of non−wood forest products utilisation.

Opis:
The article is related to recreational use of forests, a dynamically growing sector of forest exploita− tion complying with the European model of multifunctional forestry. The study examined the relation between selected forestry operations performed in forests and the level of their recre− ational usefulness (recreational potential), and separately between the type of forest−hold and the dominant function of forest versus its usefulness for recreation. The study was carried out in south−eastern Poland, in suburban forests of Rzeszów. Recreational potential was determined with the use of method commonly applied in Poland, based on assessment of several features of tree stands i.e. habitat moisture, age of tree stands, inclination of the terrain, stand density, presence of undergrowth and underbrush, soil cover, species composition of the stand. The rela− tionships were examined with chi−squared test and their strength was assessed with Cramér V index. Tree stands with recreational value account for nearly 72% of the relevant forest area. Mean recreational capacity of the forests amounted to 2.19 man−hour/ha/day. The results show statistically significant effect of forest management in recreational usefulness of tree stands. In the case of forestry operations and type of forest−hold, the relationship is weak, but moderate for forest function. The stands with the largest recreational usefulness where those in which lumber is acquired from small felling sites (92% of these were useful for recreation), or those located in protection forests and fulfilling water protection functions (not to be confused with protection of water intakes, i.e. special forests). Protection forests were found with twice as many recre− ationally useful stands (60%) than commercial forests (32%). Similarly, water−protecting forests were twice as useful for recreation (78%) as forests protecting urban areas (35%) and forests damaged by industry (37%). The main factors reducing recreational usefulness of forests include dense undergrowth and underbrush (40% of land cover). The study identifies the elements of commercial forestry resulting in greater recreational usefulness of forests; hence it is possible to designate tree stands, which can be additionally developed for tourism related purposes without a need to modify the existing principles of forest management. On the other hand, in forests accessible for leisure, foresters can enhance the increase in recreational potential of forests by conducting planned commercial operations.

The article examines peculiarities of implementing the concept of sustainable development in the forest legislation of Russia. On the basis of analysis of legislative provisions and law enforcement practice the authors substantiate the conclusion that, despite a number of drawbacks of Russian criteria and indicators of sustainable development in the field of forest use, their approval means Russia’s commitment to their observance to assess the level of sustainable development, since they are a mechanism for monitoring of and influence on the system of sustainable management of forests. These criteria and indicators require further development by including social indicators of sustainable development in them, which will allow moving from the strategy for ensuring rational use of forests aimed only at finding a balance between environmental and economic interests to full implementation of the concept of sustainable development in the field of forest use.
W artykule poddano analizie wprowadzanie koncepcji rozwoju zrównoważonego do prawodawstwa odnoszącego się do lasów w Rosji. Na podstawie analizy przepisów prawnych i praktyki egzekwowania prawa autorzy uzasadniają wniosek, według którego pomimo wielu wad rosyjskich kryteriów i wskaźników zrównoważonego rozwoju w zakresie użytkowania lasu, ich zatwierdzenie oznacza zobowiązanie się Rosji do wejścia na drogę zrównoważonego rozwoju, ponieważ są one mechanizmem monitorowania i wpływu na systemu zrównoważonego zarządzania lasami. Te kryteria i wskaźniki wymagają dalszego rozwoju poprzez uwzględnienie w nich społecznych wskaźników zrównoważonego rozwoju, co pozwoli na przejście od strategii na rzecz racjonalnego wykorzystania lasów w celu znalezienia równowagi między interesami środowiskowymi i gospodarczymi a pełnym wdrożeniem koncepcji zrównoważonego rozwoju w dziedzinie użytkowania lasu.

This study empirically examines the impact of forests on economic growth in Nigeria for the period of 1990 to 2015. Unit root tests were carried out using the Augmented Dickey Fuller (ADF) test, while the Bounds cointegration test was used to establish a long run relationship between the forests and other independent variables and economic growth. An Error Correction Model (ECM) was also employed to determine the nature of the long run relationship. The findings show that forests have a positive effect on economic growth, however, this is not statistically significant. This study recommends that the government should intensify its efforts in the forestry sector so as to improve the productivity of forest resources in Nigeria. Moreover, the Nigerian government should discourage illegal felling of trees and the importation of timber products, as well as engage and develop the rural communities to reduce the pressure on forest resources and ensure sustainable use. The study also recommends the sustainable use of forest resources through ecotourism and the development of the forestry value chain in Nigeria.

The aim of the paper is to examine the scale of the depletion of forest lands in the areas bordering on the capitals of Polish voivodeships. The analysis of the communes around studied urban centres allows for the assessment of the local governments’ spatial development policy with reference to forest lands. The paper shows how local authorities prevent these lands from disappearing and how closely this task is related to the usage of the spatial information instruments such as land use plans (spatial development plans). In the paper the index of the loss of forest land has been used. It estimates the percentage of the forest land that constitutes forest land intended for deforestation in land use plans with reference to the total area of forest land registered in a commune in 2013. Out of the 148 communes that border on capitals of voivodeships only 34 were qualified for the research, namely those with index of forest land depletion higher than its average value for Poland. One of the conclusions of the research is that areas particularly threatened by the loss of forest lands are those that border on Warsaw, Łódź and Lublin.

The seaside area is one of the most forested in the country. At the same time, the forests in the coastal zone are exposed to a strong anthropogenic pressure due to a high concentration of tourism development and tourism. The aim of the study was to analyze the changes in the forest area availability of the coastal tourist municipalities of the Baltic Sea Coast in connection with the changes in the area of tourism development and tourism in this area. The analysis was conducted in dynamic terms, taking into account the years 2000-2016. In this study, all the communes that directly border the Baltic Sea were taken into account as seaside communes. The statistical data of the Local Data Bank of the Central Statistical Office were used as the source material for the implementation of the research problem addressing: the changes in the area of total forests in all coastal communes of the Baltic Sea Coast in 2000-2016, the changes in the area and population of communes, and selected data on the tourist function of the coastal communes including the data on the number of facilities and beds as well as the number of tourists visiting the coastal communes of the Baltic Sea Coast between 2000-2016. In the coastal communes, in the years 2000-2016, the forest cover index increased from 23.3 to 24.1%. Since 2000, the forest area per 1 inhabitant increased from 1741 m2 to 2149 m2. The increase in the forest area and average forest area per capita occurred mainly in the rural communes, large communes with the highest forest cover indicators, in the urban communes while in the communes with a strongly developed tourism function, there was an opposite tendency. The increase in the tourism load on the forest areas and decrease in the availability of forests for tourists in the municipalities and communes with the largest tourist investment (Kołobrzeg, Międzyzdroje, Władysławowo) is observed. The anthropogenic pressure and the availability of forest decreases in communes with lower population and the marginal role of tourism in their socio-economic development (Choczewo, Trzebiatów, Smołdzino, Kamień Pomorski).

Użytkowanie obszarów leśnych jest gałęzią gospodarki leśnej zajmującą się planowaniem i racjonalnym pobieraniem użytków leśnych w postaci drewna i produktów ubocznych, takich jak: grzyby, borówki, poziomki, maliny, jeżyny, zioła lecznicze, stroisz, choinki, żywica, przyprawy (owoce jałowca), sok z brzozy i wiele innych. Uboczne użytkowanie lasu to także korzystanie z jego funkcji pozaprodukcyjnych, takich jak: nieskażone środowisko (produkcja tlenu), piękno krajobrazu, uprawianie turystyki i rekreacji czy prowadzenie edukacji ekologicznej. Celem opracowania jest przedstawienie znaczenia ubocznego użytkowania obszarów leśnych dla osób uprawiających różne rodzaje i formy turystyki. Do opracowania materiału wykorzystano literaturę specjalistyczną, metodę obserwacji i metodę indukcyjno-dedukcyjną.
The use of forest areas is a branch of forest management dealing with the planning and rational collection of forest land in the form of wood and by-products, such as mushrooms, blueberries, wild strawberries, raspberries, blackberries, medicinal herbs, plants, Christmas trees, resin, spices (juniper fruits), birch juice and many other uses. Side use of the forest is also the use of its non-production functions, such as: uncontaminated environment (oxygen production), landscape beauty, tourism and recreation, ecological education and others. The aim of the study is to present the importance of side use of forest areas for people practicing different types and forms of tourism. Specialist literature, observation method and induction-deductive method were used to develop the article.

Forests are playing an important role especially for inhabitants of small towns and rural communities. The goal of the research was characterization of the actual means and directions of the use of forest resources by small communities, with emphasis on the importance of women. The objective of the research was to determine most important ways of use of forests in rural areas and their role in social development of families. This paper discusses achievements of survey done in Poland. Data were collected through quantitative questionnaires. A total of more than 1000 female inhabitants responses are statistically worked out and partly presented in this paper.

The subject of the paper is the legal issue of changing the forest for agricultural use regulated in art. 13 para. 2 of the Forest Act. The aim of the paper is an attempt to determine what circumstances empower the authority to issue a decision on changing the forest for agricultural use, according to the Forestry Act, and whether the issue of the said decision requires taking into account the provisions of the Act on the protection of agricultural and forest land. The decision on changing the forest for agricultural use, which may be issued on the basis of art. 13 para. 2 of the Forest Act is an administrative act of an individual sui generis. The solution contained in art. 13 para. 2 of the Forest Act does not require changing the use of forest land in the way of the local zoning plan.

Many attempts have been made to develop a strategy for regulating forest use consistent with the multifunctional forest model. In this paper we present two proprietary methodologies of regulation of the allowable cutting size in a multifunctional forest in the 60−year time perspective. We assumed that all restrictions of nature protection and non−productive functions of the forest would still be in force. We based the first method on age class tables (TKW), which is faster but less exact in terms of spatial order of felling. The tree stand method (D−STAN) is based on stands spatial order and the cutting direction basis. In both cases, we based the temporal felling order on species rotation age. Comparing the results, we noticed that they present similar trends in the age structure of tree stands in younger age classes. The main discrepancies of the forecast concerns the share of forest stands in a complex structure: the TKW method gave approximately 12,4%, while the D−STAN one produced 5,1%. The latter approach shows that much smaller areas of stands are used for reconstruction. That marker is influenced by the spatial order of cutting used in the D−STAN model. In conclusion, we suggest to return to the big−area clear−cutting system on fresh coniferous habitats. Medium−area clear−cuttings should be brought back on the least fertile fresh mixed coniferous forests and possibly even fresh mixed deciduous forests.

The study on the distribution and abundance of beaver families in the Augustowska Primeval Forest was conducted in the years 2000 -2003. It embraced all seven Forest Inspectorates administering the Forest. The study consisted in the penetration of banks along watercourses, lakes and drainage ditches. Lodges, bank dens, dams and the length of the banks colonized by beaver families were plotted on maps. Habitat types contained within the territories of individual beaver families were established on the basis of the maps obtained from Forest Inspectorates. The percentage of bank utilisation by beavers in various types of water bodies was determined. The number of beaver lodges and bank dens, as well as their number per family were established. Also, habitat preferences of beavers in individual water bodies were verified. The presented study has the form of a report which can be used for further monitoring of beaver populations in the Augustowska Primeval Forest.
W latach 2000–2003 prowadzono badania nad populacją bobrów w Puszczy Augustowskiej. Ogółem w 7 nadleśnictwach stwierdzono 290 rodzin (Tab. 1). Analizowano 5 typów akwenów: rzeka Czarna Hańcza, Kanał Augustowski, inne rzeki, jeziora i rowy melioracyjne. Największe zagęszczenie bobrów w Puszczy stwierdzono przy ciekach i jeziorach. Z ogólnej liczby 290 rodzin ujawniono 35 rodzin na rowach melioracyjnych. W każdym typie akwenów analizą objęto: położenie żeremi, nor, długość areałów rodzin i wybiorczość siedlisk. Określono w % wykorzystanie brzegów akwenów (Tab. 2) oraz długość brzegu zajętego przez jedną rodzinę (Tab. 3), wybiorczość siedlisk przez bobry (Tab. 4, 5, 6). Ponadto określono liczbę żeremi, nor i gniazd łącznie w rożnych akwenach w poszczególnych nadleśnictwach (Tab. 7), a także ich liczbę przypadającą na jedną rodzinę (Tab. 8). Dane dotyczące rodzin na rowach melioracyjnych przedstawiono w tabelach 9– 11.

The last one hundred years of land use history in the southern part of Valdai Hills (European Russia) were reconstructed on the base of high resolution pollen data from the peat monolith taken from the Central Forest State Reserve supplementing with historical records derived from maps of the General Land Survey of the 18th and 19th centuries and satellite images. According to the created age model provided by dating using radio-nuclides 210Pb and 137Cs, pollen data of the peat monolith allow us to reconstruct vegetation dynamics during the last one hundred years with high time resolution. The obtained data showed that, despite the location of the studied peatland in the center of the forest area and rather far away from possible croplands and hayfields, the pollen values of plants – anthropogenic indicators (Secale sereale, Centaurea cyanus, Plantago, Rumex, etc.) and micro-charcoal concentration are relatively high in the period since the beginning of the 20th century to the 1970s, especially in the peat horizon formed in the 1950s. In the late 1970s – the early 1980s when the pollen values of cereals gradually diminished in assemblages, the quantity of pollen of other anthropogenic indicators were also significantly reduced, which reflects the overall processes of the agriculture decline in the forest zone of the former USSR.

Both linear and aerial elements of forest recreational management should be equipped with recreational facilities which are called “small architecture”. Small architecture is very diverse and serves many different functions, thus it is very important in recreation space. Recreation facilities have to be safe for potential users and offer comfort and relaxation. These conditions can be fulfilled if the construction of facilities is based on anthropometric features of the users. In this paper, there are presented the results of analyses carried out with regard to adaptating technical parameters of selected forest facilities to potential user anthropometry. The study was conducted in Warsaw municipal forests. The analyses were based on analytical formulas, which give appropriate information about the parameters of perfectly designed facilities. Examination of technical condition of the recreation facilities analyzed was also included in the study.

The international community affirms the critical role of forests in climate change mitigation, which includes reducing emissions from degradation and deforestation, carbon stock conservation, sustainable forest management, and increasing carbon stocks in developing countries. It relates to land use and land cover changes. This study aims to review land use and land cover changes (LULC) in two decades, namely 2000-2010 and 2010-2020, and the impact on carbon stocks. Landsat satellite imagery in 2000, 2010, and 2020 are classified into six categories: built-up area, cropland, forest, water body, bareland, and grassland. This classification uses supervised classification. The accuracy kappa coefficient values obtained for the LULC 2000, LULC 2010, and LULC 2020 maps were 89.61%, 83.90%, and 87.10%, respectively. The most dominant systematic LULC change processes were forest degradation in 2000-2020; the transition of forest to cropland (349.20 ha), forest to bareland (171.19 ha), and forest to built-up area (661.68 ha). Loss of using the forest for other uses was followed by a decrease in carbon stock. There was a high decrease in carbon stock in the forest category (11,000 Mg C∙y-1). The results showed a significant change in land use and cover. The decline in the area occurred in the forest category, which decreased from year to year. Meanwhile, the built-up area increases every year. Carbon stocks also decrease from year to year, especially forests as the most significant carbon store, decreasing in the area.

The article deals with the research on the quantitative classification of land use, which directly affects the amount of land use data collected in the real estate cadastre. For the purpose of this article, the cadastral systems of seven European countries – Austria, Bulgaria, Estonia, Spain, Lithuania, Germany and Poland – have been examined, taking into account how detailed is the classification in agricultural and forest areas. The research covered the provisions of legal acts applicable in the researched seven European countries and made available in national languages by the government bodies. The article asks the following three questions: 1) whether the researched countries adopted the same approach to isolating classes of items related to agricultural and forest areas; 2) whether the researched countries feature the same number of classes of items recorded at various levels of detail; 3) what is the percentage of the distinguished item classes of land uses in the agricultural and forest areas in relation to all of the distinguished item classes at all the levels of detail. The conducted research can be used as a material supporting works consisting of the modernization of the functioning of land registration in the real estate cadastre in Poland.

This paper deals with the author's research results on the current situation and future prospects concerning the value of forestry in rural development presented in various reports and papers including columns of Sylwan. Forestry forms a substantial part of the rural economy. Wood ad other forest products and their processing secure a number of jobs in rural areas increasing socio−economic stability and development. Apart from the economic aspects, forestry has a lot of non−market values. It is necessary to analyse potential economic and social benefits of forestry to rural areas and their development of both market and nonmarket values and to include those benefits in rural conceptions.

Bezzałogowe Statki Powietrzne - z początku traktowane jako „zabawka”, z biegiem czasu i postępu technologicznego stały się pełnoprawnym narzędziem wykorzystywanym w gospodarce, w tym w leśnictwie i ochronie środowiska. Możliwości techniczne BSP pozwalają im, poza lotami kierowanymi przez operatora, na wykonywanie lotów autonomicznych (po zaplanowanej trasie) z ładunkiem dochodzącym do kilku a nawet kilkunastu kilogramów. Wyposażone w różnego rodzaju urządzenia rejestrujące mogą być wykorzystywane w ochronie przeciwpożarowej, ochronie przyrody, ochronie i hodowli lasu, gospodarce łowieckiej, urządzaniu lasu. Dodatkowym atutem używania BSP w wielu dziedzinach gospodarki jest niski koszt użytkowania w stosunku do lotnictwa załogowego oraz duża mobilność urządzeń. Dzięki podglądowi obrazu na żywo BSP umożliwiają obserwacje sytuacji niebezpiecznych takich jak pożary lasów, oszukiwanie zaginionych osób czy rozmaite akcje ratunkowe. Ograniczeniem w stosowaniu BSP są zapisy prawa lotniczego, zezwalające na komercyjne wykorzystanie BSP przez osoby posiadające świadectwo kwalifikacyjne operatora BSP w lotach wykonywanych w zasięgu wzroku.
Unmanned Aircraft that initially was treated as a “toy” in time and with technological progress have become a rightful tool used in economy including forestry and environment protection. Technical potential of unmanned aircraft allow them, but for operator-controlled flights, to perform autonomic flights (a planned route) with a cargo of a few or even a few dozens of kilograms. The aircraft being equipped with various recording devices can be used for purposes of fire protection, environment protection, protection and cultivation of forests, wildlife management, and forest arrangement. The use of unmanned aircraft in economy offers yet another advantage, namely a low cost of use compared to manned aviation as well as large mobility of devices. Thanks to live preview image unmanned aircrafts allow to observe dangerous situations such as forest fires, looking for missing people or other various rescue operations. The use of unmanned aircraft is limited by regulations of aviation law that allows only the commercial use of the aircraft by persons having a qualifying certificate of an unmanned aircraft operator in flights performed in view.

Opis:
Sustainable forest management, the leading topic in forest and environmental policy since the 1990s, has required an appropriate tools for both clarification of general principles and measurement of its progress. Many of indicators developed for these purpose are based on forest area. However, definitions of forest are not compatible, especially on national and worldwide scale. Definition of forest applied by FAO refers to crown cover and land use, while definition adopted for reporting under Kyoto Protocol refers only to the occurrence of trees. Polish Act on Forest applies the destination of land use as a determinant of forest. Paper analyses the process of forest area assessment in Poland for the purpose of national as well as FAO and UNFCCC reporting. Natural expansion of trees on abandoned agriculture land, still classified as the agriculture areas in cadastral system, was recognized as the biggest challenge of forest area assessment in Poland. Although natural succession is described by many authors, the total area subjected to this process is unknown. According to the FAO and Kyoto Protocol rules such areas should be reported as forests. As a consequence, forest area in Poland could be at least a few hundred thousand hectares higher than reported in the last assessments basing only on cadastral system. The proper classification of forests not recorded in the cadastral system would also be important challenge, otherwise between forest area on country and international level will be a huge discrepancy. But, there are some areas classified as a forest in Poland, which probably should not be included within FAO and Kyoto reporting. However, the most important topic concerns the possibility of identification of afforested areas, submitted under article 3.3. of Kyoto Protocol, basing on forest area changes between 1989 and 2012. One should recognise if afforested area is not overestimated using such approach, as a result of modification of forest definition in Poland in 1991. Additional question concerns the forest lands included into cadastral system after 1990, but afforested or resulting from natural succession occurring before that time, which currently are reported as afforestation under article 3.3. of Kyoto Protocol.

Opis:
Forests are more frequently being seen as desirable locations for spending leisure time, particularly for those living in cities and deforested suburban areas. The limited recreational facilities of forest areas can be improved with appropriate development without the need for allocating new land. The objective of this study is to present a design concept for enhancing the recreational capacity of a selected suburban forest near Rzeszów. The project is targeted mainly to residents of the Rzeszów area who would be interested in forest recreation. The designed recreational area includes: a fire pit and a ring of seats; a roofed area with a table and benches; a waste container and informative signage. The design also features a playground for children. The study focuses on promoting awareness of the local attractions and sights by means of a walking trail leading across the adapted area and surrounding vicinity. The authors have described an example of a design project which may inspire government entities responsible for woodland areas.

In the 13th and the 14th century, grand dukes had exclusive rights to the forests and aquatic resources of the Grand Duchy of Lithuania. They maintained these rights in the 15th century despite the fact that the rights to royal forests and aquatic had been widely distributed since the reign of Vytautas. Beginning in the second decade of the 16th century, grand dukes became increasingly interested in the productivity of land belonging to the Grand Duchy of Lithuania, in particular forests and aquatic resources. Their concern was largely motivated by the financial burden placed on the Lithuanian treasury in connection with the Muscovite- Lithuanian wars and the economic reforms implemented by Queen Bona and Sigismundus II Augustus. The monarchs passed laws regulating access to royal land in the Grand Duchy of Lithuania. These regulations improved the management of royal land, protected forests against illegal logging and prevented excessive exploitation of water fauna (especially fish)

Every year official data on forest area in Poland is published by the Statistics Poland. Some of this data is based on land use information contained in the Land and Property Registry (LPR). The aim of this study was to examine compliance between forest areas obtained from official land use maps and from aerial photos. Another purpose was to investigate the impact of forest complexes fragmentation on the accuracy of forests area evaluation, using land use data. The Łódź voivodeship was selected as the study area and 280 sample plots (1 km2) were established in systematic 8×8 km grid on aerial photos. Forest areas were manually inventoried using GIS software and compared with LPR maps. In the next step inventoried forests were combined into complexes using spatial analysis. The results from this study demonstrate that 3,4% of the Łódź voivodeship is covered by forest vegetation on lands not recorded as a forest in the LPR. Therefore real value of forest area is possibly higher than those based upon data published by Statistics Poland. Additionally, the part of lands with forest vegetation not recorded as a forest in LPR in total forest area has a statistical relationship with forest complex fragmentation. Much of inventoried forest complexes (41%) officially are not considered as such because of different land use record in LPR. However, our research shows that most of them (given area not the number of objects) is located in forest complexes partly recorded in LPR with correct land use record.

W publikacji przeanalizowano wpływ zmian w użytkowaniu gruntów położonych w zlewni zasilającej arboretum Uniwersytetu Przyrodniczego w Pawłowicach pod Wrocławiem na odpływ ze zlewni lokalnej. Wyniki badań wskazują na konieczność wprowadzenia rozwiązań umożliwiających zwiększenie efektywności zagospodarowania wód opadowych odprowadzanych z powierzchni uszczelnionych na teren arboretum. W pracy scharakteryzowano wybrane inwestycje planowane w celu poprawy stosunków wodnych siedlisk leśnych, a także ograniczenia ryzyka występowania podtopień niżej położonych fragmentów obiektu. Obejmują one rozbudowę różnych form małej retencji z uwzględnieniem aspektu polepszenia jakości wody.
In the paper the impact of land use changes localised in catchment of the Wrocław University of Environmental and Life Sciences (WUELS) arboretum in Pawłowice near Wrocław on outflow from local micro-catchment was analysed. The study results show necessity for solutions that allow increasing the efficiency of rainwater management discharged from the sealed surfaces in the arboretum area. In this study the selected investments that are planning to improve water condition of forest habitat and to decrease flood risk of lower localised area were characterised. The planned investments include the development of various forms of small scale retention taking into account the aspect of improving water quality.
