Historians have relied for too long on written sources (the letters that Pope Martin I wrote from Cherson, as well as De Administrando Imperio) to assess the economic situation in the Crimea, especially in Cherson, during the so-called Dark Ages (7th to 9th centuries). Many still believe that that city could not have survived without shipments of grain from the outside, particularly from the lands along the southern coast of the Black Sea. Seals of Byzantine officials found in Cherson tell a different story, as they indicate commercial exchanges between the Crimea and Constantinople. If the peninsula participated in trade, something must have been offered in exchange for the goods coming from the Capital. The archaeological evidence strongly suggests that during the 8th and 9th centuries, the hinterland of Cherson, as well as the Kerch Peninsula (eastern Crimea) witnessed rapid economic development, largely based on the cultivation of crops. Silos found on several settlement sites, both open and fortified, suggest a surplus, which was most likely commercialized. If so, the closest markets were across the Black Sea, to the south, primarily in Constantinople. Other commodities, such as wine transported in amphorae, traveled in the opposite direction, across the Sea of Azov and into the interior of Khazaria. In exchange, the peninsula received shipments of grain, which were then re-exported to Constantinople. Far from relying on shipments of grain from the Capital, Cherson and the rest of the Crimean Peninsula in fact supplied Constantinople with food. Numerous vats for the production of fish sauce have been found in Cherson, and many were in operation before 900. A good deal of the garum served at tables in Constantinople between the 7th and the 9th century must have come from Cherson. The archaeological evidence therefore calls for a re-assessment of the economic situation in the Crimean Peninsula during the “Dark Ages”.

Background. In health terms, consuming fluoride is well recognised to be a double-edged sword. Consumption of optimal amounts is beneficial to health, however an excess constitutes a health hazard. Objectives. To assess the prevalence of skeletal fluorosis in fishermen from the Kutch coast, Gujarat, India. Materials and method. A descriptive cross-sectional survey was conducted on 653 fishermen from the Kutch District, Gujarat, India, from October 2014 to December 2014. Clinical skeletal fluorosis was assessed using three diagnostic tests. Drinking water fluoride concentrations in different regions of the study area were determined. General information regarding age, gender and adverse habits were also collected. The Chi square test was used for comparisons and the confidence level and critical p-value were set at 95% and 5% respectively. Results. Fluoride concentrations in water from the study area ranged between 3.4- 6.9 ppm. The prevalence of skeletal fluorosis was 30.3%, out of which, the majority of the subjects had mild skeletal fluorosis (18.4%). This condition was found to be significantly associated with age and gender along with tobacco and alcohol consumption; depending on the habit’s duration. Conclusion. Being a public health problem in the fishermen community, skeletal fluorosis requires a-priori attention. Measures for preventing this disease should be undertaken on a communitywide basis.

Opis:
This article reflects the ways and methods of the development of the Russian, particularly Kaliningrad’s, fishing industry aimed at economic growth. The fishing industry conditions and the analysis of the political factors such as the World Trade Organization (WTO) accession and the end of the customs period of the Special Economic Zone that influence on the development of the fishing industry were also analysed. There were developed the measures and proposals, which have to ensure growth of the fishing industry in the current situation.
Artykuł przedstawia sposoby i metody rozwoju rosyjskiego, a szczególnie Kalingradzkiego przemysłu rybnego, mające na celu wzrost gospodarczy. Kondycja przemysłu rybnego i analiza czynników politycznych, takich jak przystąpienie do Światowej Organizacji Handlu (WTO) oraz koniec okresu celnego Specjalnej Strefy Ekonomicznej, które wpływają na rozwój przemysłu rybnego zostały również poddane analizie. W artykule zostały zaproponowane działania, które powinny zapewnić rozwój sektora rybnego w obecnej sytuacji.

Artykuł porusza problematykę funkcjonowania portu rybackiego we Władysławowie. Materia ta została omówiona poprzez przedstawienie rysu historycznego powstania tej jednostki organizacyjnej, jej wpływu na lokalne środowisko rybaków i podjęcie ostatecznych działań związanych z budową portu. Dla uformowania się portu we współczesnym kształcie duże znaczenie miały przekształcenia struktury organizacyjnej przeprowadzone w latach 1950- 1990. Wspomniane zmiany administracyjne miały wpływ na zakres prowadzonej działalności i formy współpracy z lokalnym środowiskiem rybackim. Wszystkie te elementy stały się szczególnie ważne w okresie komunalizacji portów i działań związanych ze zmianami strukturalnymi portów rybackich w Polsce.
The article discusses the functioning of the fishing harbour in Władysławowo. It presents brief history of the harbour, including the influence local fishermen community had on its foundation. The harbour as it is today has been shaped by the transformations of its organizational structure undertaken between 1950 and 1990. The aforementioned administrative changes exerted influence on the scope of the harbour’s activities and forms of cooperation with local fishermen community. All these elements played an important part during communalization of harbours and other processes concerning structural transformations of fishing harbours in Poland.

Opis:
Accidental damage to underwater cables caused by ship traffic seems to be a current problem. According to the statistics more than 44 percent of such damage is caused by fishing vessels. The reason for the next 14 percent is damage from ships’ anchors. The construction of the underwater installation risk model was based on the determination of the density of the traffic in the area where the installation is located. There are several models used to assess the risk of underwater cable damage requiring the implementation of data on the density of traffic of fishing vessels. For this purpose, they usually use AIS (Automatic Identification System) data or statistical data on traffic density in the areas called fishing squares. The aim of this article was to compare traffic data that was based on two independent systems AIS and VMS (Vessel Monitoring System) and verify the reliability of them. The research was carried out in the area of the Slupsk Bank where an underwater cable has been damaged several times. The authors have demonstrated the need to verify the data from both systems in order to obtain reliable information about fishing vessels.

La situación epidemiológica que ha generado la crisis sanitaria como consecuencia del COVID-19 en España ha supuesto la adopción de determinadas medidas en casi todos los ámbitos de la economía. Incluso se ha utilizado para modificar aspectos que no estaban justificados por la urgencia o alarma de la situación sanitaria. El carácter esencial reconocido para la actividad agroalimentaria (agricultura, ganadería, acuicultura, pesca e industria alimentaria) ha permitido mantener la actividad durante todo el estado de alarma. Esta situación excepcional ha exigido medidas urgentes extraordinarias para contrarrestar el impacto económico y social del COVID-19. En el propio sector agrario, el Real Decreto-ley 13/2020 de 7 de abril de 2020 pretendía establecer como medida la compatibilidad de las prestaciones por desempleo u otras prestaciones sociales o laborales con el desempeño de tareas agrarias, atrayendo personas en situación de paro o cese de actividad, así como aquellos trabajadores cuyos contratos hayan sido suspendidos temporalmente o aquellos migrantes cuyo permiso de trabajo iba a finalizar en el período comprendido entre la declaración del estado de alarma y el 30 de junio de 2020 para atender las necesidades de la mano de obra existente. Asimismo, se han adoptado medidas para facilitar la inclusión de los trabajadores en el Sistema Especial de Trabajadores Agrarios Autónomos (SETA), con un menor coste para los sujetos recibidos, mediante Real Decreto-ley 15/2020, de 21 de abril de 2020, de medidas urgentes complementarias para apoyar la economía y el empleo. Para ello, se eliminan todas las condiciones que hasta ahora estaban relacionadas con la renta. Por último, el Real Decreto-ley 19/2020, de 26 de mayo de 2020, por el que se adoptan medidas complementarias en materia agraria, agraria, científica, económica, laboral, de Seguridad Social y tributaria para paliar los efectos del COVID-19, se ha prorrogado por tres meses el contenido del Real Decreto-ley 13/2020, con el objetivo de garantizar la mano de obra suficiente para cubrir las necesidades agrícolas de verano.
L’articolo si propone di rispondere alla domanda in che misura le regolazioni giuridiche, adottate dal legislatore spagnolo al fine di sostenere il settore agroalimentare di fronte alla pandemia del COVID-19, siano efficaci e tutelino gli operatori del settore agroalimentare contro gli effetti dell’epidemia. La situazione epidemiologica legata alla diffusione del virus COVID-19 in Spagna ha portato a una grave crisi sanitaria e ha imposto di intervenire in tutti i settori dell’economia. Sono stati modificati numerosi atti giuridici, compresi quelli per i quali non è stato necessario modificarne il contenuto in seguito alla proclamazione dello stato di emergenza. Gli Autori hanno presentato le disposizioni, tra l’altro, del regio decreto regio n. 13 del 7 aprile 2020 sui sussidi preferenziali di disoccupazione e altre prestazioni sociali nel settore agroalimentare per gli operatori del settore agroalimentare, del regio decreto n. 15 del 21 aprile 2020 sulle misure aggiuntive per il sostegno all’economia e all’occupazione e del regio decreto legislativo n. 19 del 26 maggio 2020 sull’attuazione di misure aggiuntive nei settori dell’agricoltura, della scienza, dell’economia, dell’occupazione e della sicurezza sociale e delle tasse per mitigare gli effetti del COVID-19 sull’agricoltura. A causa della funzione estremamente importante dell’attività agroalimentare (tra cui agricoltura, allevamento animali, acquacoltura, pesca, industria alimentare), i divieti adottati durante l’epidemia non hanno contribuito in modo significativo alle difficoltà di funzionamento dell’industria agroalimentare. Ciò risulta, tra l’altro, dal fatto di aver adottato una regolazione a sostegno del settore agroalimentare alla luce delle sfide poste dalla diffusione del virus COVID-19.
The epidemiological situation that the health crisis has generated as a consequence of COVID-19 in Spain has entailed the adoption of certain measures in almost all areas of the economy. It has even been used to modify aspects that were not justified by the urgency or alarm of the health situation. The essential nature recognised for the agri-food activity (agriculture, livestock, aquaculture, fishing and food industry) has made it possible to maintain the activity throughout the entire state of alarm. This exceptional situation has demanded extraordinary urgent measures counteracting the economic and social impact of COVID-19. In the agricultural sector itself, Royal Decree-Law 13/2020 of 7 April 2020 sought to establish as a measure the compatibility of unemployment benefits or other social or labor benefits with the performance of agricultural tasks, attracting people in a situation of unemployment or cessation of activity, as well as those workers whose contracts have been temporarily suspended or those migrants whose work permit was to end in the period between the declaration of the State of alarm and 30 June 2020 to attend to the needs of the existing manpower. Likewise, measures have been adopted to facilitate the inclusion of workers in the Special System of Self-Employed Agrarian Workers (SETA), with a lower cost for the subjects received, through Royal Decree-Law 15/2020, of 21 April 2020, of complementary urgent measures to support the economy and employment. For this, all the conditions that have been until now related to income are eliminated. Lastly, the Royal Decree-Law 19/2020 of 26 May 2020, which adopts complementary measures in agrarian, agricultural, scientific, economic, employment, Social Security and tax matters to mitigate the effects of COVID-19, has now been extended for three months the content of the Royal Decree-Law 13/2020, with the aim of ensuring sufficient manpower to meet the summer farming needs.

The role of intellectual organizations in the formation of professional competence, social adaptability and volitional qualities of workers of marine industry is actual in terms of growth of natural and man-made emergency situations, unstable socio-economic environment. In the marine industry, except for the education system and research, such organizations have prospects of development as the most competitive in the shipbuilding, fishing industry, port management, the logistics of fishing in the ocean and coastal fisheries, transport and storage prior to further processing. In this article is proposed a holistic resource approach to the formation of intellectual organization as a major maritime educational complex that integrates all stages of maritime specialist training, from a seaman to a master of a large ship including active research and intense maritime practice.
