This paper examines the differences in Financial Literacy among Albanian university students based on their financial education. The main objectives of this study are: i) firstly, to assess the level of financial knowledge, financial attitude and financial behaviour, and to make relevant comparison based on students financial education; ii) secondly, to evaluate an overall score of financial literacy and to investigate its difference among students who are financially educated and their counterparts; iii) finally, to provide some conclusions and policy implications with regard to financial literacy. A total of 607 students from five public and three private universities in Albania participated in this research. The outcome shows that student’s financial behaviour does not differ based on their financial education. In addition, non-financially educated students appear to demonstrate better financial behaviour. Finally, students who have taken a personal financial course are shown to be more knowledgeable and financially literate than their counterparts. This study paves the way for future research in Albania.

The article presents the most important reasons for the low level of the financial and economic competences of high school students. The analysis in this area is based on the research conducted by the National Bank of Poland in November 2014. The aim of this article is to draw attention to the low status of the school subject „introduction to entrepreneurship” which is taught in the secondary school. For this reason the majority of young people lack the basic knowledge in terms of finance and economy. The GFC (global financial crisis) experience has shown that the level of financial liabilities is disproportionate to the possibility of their repayment. One of the reason for this behaviour is the low level of financial education among the young. Therefore, the role of entrepreneurship education at the high school stage is invaluable and determines future attitudes toward economic activity.

The requirements of the modern world pose new and difficult challenges to a modern man.This man finds himself or herself in the middle of changes in the social, economic and political situation. Nowadays, one of the conditions of the social successis to have adequate education and relevant skills These include finance management skills. This trainingis to prepare students foractive and responsible participation in the financial market, sothat in the future people knew how to manage their money, properly configure personal and family budget, and recognize new financial products or properly communicate with financial institutions. This paper provides definitions of such concepts as “financial ability”, “basic funding”in relation to primary education and present show these were incorporated in the curricular of selected countries. This image is enriched by discussion on policies that promoteraising the levelof education in the field of finance.

In the 21st century such words as saving money, financing and electronic money are very popular. It is difficult to discuss about functioning in the society without the ability to efficient movement in the field of finances. The need to propagate financial education since the early age is gaining popularity. This is strictly connected with the development of a wise consumer’s attitude and the ability to manage in various financial situations, as well as passing respect towards money among small children. Both parents and teachers are responsible for promotion of economic ideas. Knowledge gained by children within every day’s life is the source of information for forming financial programs. Children accompany their parents during visits at a bank, shop, post office and other institutions offering financial services. A pre- school child should not only know where such places are and how they look like, but also their duties and the basic rules of functioning. The following article has been devoted to such subject matter. It presents the list of words which are commonly used by children at the age of four or five. To collect the base of the words the method of brainstorm was used and the map of thoughts was created. Finally, the list of the subject matters within financial education for children of the pre-school age has been elaborated.

There have been many studies, whose results confirm the low level of financial literacy of consumers in the world. In 2003 on the initiative of the OECD the process of developing national strategies on financial education (National Strategies or NS) has started. Many countries have already taken the challenge and have developed the NS but unfortunately not all of OECD members.                          First experiences of countries which started developing national strategies allow to define guidelines for this processes. These guidelines can be used in the countries, which are considering the designing and implementation of the National Strategy in the future (e.g. Poland).
Wyniki wielu badań przeprowadzonych w  różnych krajach potwierdzają niski poziom wiedzy finansowej społeczeństw. W  2003 r. z  inicjatywy OECD rozpoczął się proces tworzenia narodowych strategii (NS) w  zakresie edukacji finansowej. Wiele krajów podjęło już wyzwanie i  opracowało narodowe strategie. Niestety, nie we wszystkich krajach członkowskich OECD postępy w  zakresie skoordynowanego rozwoju edukacji finansowej są jednakowe.Pierwsze doświadczenia krajów które rozpoczęły tworzenie krajowych strategii pozwalają określić wytyczne dotyczące tego procesu. Opracowane i  zaprezentowane wskazówki mogą być wykorzystane zwłaszcza w  tych krajach, w  których rozważa się opracowanie i  wdrożenie narodowej strategii w  przyszłości (np. w  Polsce).

The article aims to determine the relationship between the level of the financial and economic competences and the financial exclusion. The analysis was based on the research by The National Bank of Poland and The Kronenberg's Foundation at Citibank. The results of the research indicate that Polish society lacks the most important knowledge in the field of personal finance, financial institutions and foreign currency market. One of the vital reasons for such situation appears to be a really low quality of instruction given at secondary schools as a part of „The introduction to entrepreneurship” subject. Firstly, due to students' lack of the appropriate approach towards broadening their financial knowledge. Secondly, the curriculum of the subject is built inadequately and does not support the development of students' entrepreneurial skills and increasing their knowledge of personal finances. Two major types of financial exclusion linked to the level of financial and economic competences determined by financial education were identified and discussed in this article. The first type is self-exclusion meant as an individual decision to resign from the benefits of using financial products and services. The second one is over-indebtedness, resulting from irresponsibly committing to debts or making risky decisions in terms of currency products. There is growing recognition that financial education has an important role to play in financial inclusion. Financial education is a mean to combat financial exclusion providing understanding of personal finance concepts, improving skills, increasing motivation and level of confidence to make informed financial choices and to participate in economic life.

The goal of this article is to answer the question on the importance of innovations introduced by banks in Poland from the perspective of counteracting the processes related to financial exclusion of social groups. The appropriate level of financial knowledge and the degree of financial integration needed in today’s financialized world. This paper studies the level of financial literacy and the degree of financial inclusion among the students who study economic fields. These students are a special target group – very important for future development of financial markets. They are not only the future participants, but also the potential animators and creators of the financial market as well as the future financial advisors. The research sample comes from Visegrad Group countries (4V Countries), as the representatives from Central and Eastern Europe countries, where the level of financial literacy and degree of financial inclusion seems to be lower in comparison to the West European Countries. The research also contributes to knowledge in the area of expanding the methods of assessments of efficiency of financial education. The Authors decided to verify the new assessment of effectiveness of financial education. It will be conducted by a separate and simultaneous assessment of financial literacy and financial inclusion. The main results of research confirm the very low level of financial literacy and financial inclusion of young future economists in 4V Countries in both groups: starting and finishing the professional financial education. In addition, examining the degree of financial inclusion among the students who at the same time are educated at the basic level confirms the much lower level of informed financial inclusion.

Financial exclusion can be considered as one of the important problems in countries at the average level of socioeconomic development that include, among others, Poland. It consists in the presence of difficulties in accessing and/or using financial products and services available on the main market that meet the needs of individuals, which prevents them from leading a normal life in society. Due to its own characteristics and trends in financial markets, this phenomenon is closely linked to the issue of the digital divide. Accordingly, it can be seen that solutions leading to the reduction of financial exclusion are based on tools using information technology innovations and modern technologies. One of the methods recognised as the most effective in this area is financial education, aimed largely at children and adolescents, which additionally justifies the choice of such tools. It is equally important to determine the extent to which modern instruments are preferred in comparison with traditional ones. The aim of this paper will be the analysis of the solutions based on modern technologies that are used in actions taken to prevent financial exclusion in selected EU countries, including Poland. The structure of the paper is as follows: the first part will present the problem of financial exclusion (identifying groups particularly at risk), then a review of methods of preventing and combating financial exclusion will be presented, with particular emphasis on modern ICT tools, and the final part will indicate possible directions and barriers to the solutions that may lead to a reduced level of financial exclusion of individuals. The methods used include an in-depth analysis of the literature and a review of existing solutions which financial institutions provide on the Web.

The article discusses the issue of the influence of public interest on the regulation of the financial market. The basic challenges for regulators associated with the dynamic development of this market are presented. Anew regulatory paradigm aimed at introducing and implementing values necessary for the proper functioning of the financial market is discussed. The need to protect non-professional participants of this market is emphasized in particular. A new approach to the consumer model is taken into account where the rational consumer has become more susceptible to emotions and irrational behaviors. The special role of financial market stability is highlighted, which has become a kind of public good that is subject to special protection. The way in which public interest materializes in financial market regulations, not only in statutory law but also in soft law norms, is also discussed.

The studies are trying to determine the level of financial literacy and the scale of the demand for financial education. Within these pilot programs are tested or targeted programs are implemented aimed at raising the level of financial literacy of societies. It is also attempted to assess the effectiveness of educational offerings.

The aim of the article is to analyze financial literacy of the young generation. For the purpose of the article the following hypothesis is to be assumed: Young people have low financial knowledge and skills. They require financial education much more than other generations. These considerations are both theoretical and empirical with base in secondary research, as well as primary ones. The applied research methods rely on the operationalization of the conceptual issues related to financial knowledge and skills. Those are scarcely described in the Polish literature. Carried out literature studies are basis for the analysis of secondary and primary research, conducted on a group of 949 students from 10 faculties of the University of Szczecin. The research was conducted in the spring of 2015.
Celem artykułu jest ocena wiedzy (financial knowledge) i umiejętności finansowych (financial literacy) młodego pokolenia oraz wskazanie na preferowane postawy i zachowania finansowe respondentów. Na potrzeby artykułu przyjęto następującą hipotezę badawczą: Wiedza i umiejętności finansowe wpływają na kształtowanie postaw finansowych młodego pokolenia. Młodzi ludzie posiadają niską wiedzę i umiejętności finansowe. Wymagają edukacji finansowej znacznie bardziej niż inne generacje. Rozważania w tym zakresie mają zarówno charakter teoretyczny, jak i empiryczny w oparciu o badania wtórne, jak i własne. Zastosowane metody badawcze polegają na operacjonalizacji pojęciowej zagadnień związanych z wiedzą i umiejętnościami finansowymi, które są niewystarczająco opisane w literaturze krajowej. Przeprowadzone studia literaturowe stanowią podstawę do analizy badań wtórnych i pierwotnych realizowanych na grupie 949 studentów z dziesięciu wydziałów Uniwersytetu Szczecińskiego. Badania były realizowane wiosną 2015 roku.

The level of financial literacy is unsatisfactory in most countries. The most important way to improve the level of financial literacy is financial education. One of the stage of the financial education process is to define its objectives. The particular countries define these objectives in different way, taking into account various levels of details in describing them. Only the specification and hierarchy of the most important objectives of financial education allow to define the priority areas of effective education. This justifies the need to systematize as well as create a hierarchy of objectives. Dynamiczny rozwój produktów i usług finansowych oraz zmiany i kryzysy na rynkach finansowych pokazują, jak ważna jest dla społeczeństwa wiedza finansowa i umiejętność zastosowania jej w praktyce. Świadomość i kompetencje finansowe obywateli stanowią obecnie ważną determinantę rozwoju rynku finansowego. Są one zarazem silnie powiązane z zachowaniami finansowymi społeczeństwa i ich rezultatami. Tylko świadomi możliwości i zagrożeń konsumenci będą mogli w pełni korzystać z innowacyjnych rozwiązań, jakie oferuje współczesny rynek usług finansowych, wybierając te produkty, które najlepiej zaspokajają ich indywidualne potrzeby. Celem opracowania jest przedstawienie poziomu edukacji finansowej, kompetencji finansowych i włączenia finansowego w Polsce na tle wybranych krajów europejskich. Badanie uzupełnia analiza oferty dydaktycznej w zakresie edukacji finansowej na polskich uczelniach wyższych, ze szczególnym uwzględnieniem Szkoły Głównej Handlowej w Warszawie (SGH). Wiedza i umiejętności finansowe Polaków są stosunkowo niskie w porównaniu z innymi państwami Unii Europejskiej (UE). Można zauważyć, że polskie społeczeństwo nie jest odpowiednio przygotowane do tego, by podejmować optymalne decyzje w zakresie finansów i gospodarowania, a coraz bardziej wyrafinowana oferta, która stanowi strategiczną odpowiedź na rosnącą konkurencję na rynkach finansowych, przytłacza konsumentów różnorodnością produktów i usług. Ponadto wysoki poziom kompetencji finansowych pozwala osiągać korzyści w wymiarze nie tylko jednostkowym, lecz także społecznym i ogólnogospodarczym. W niniejszym opracowaniu zastosowano metodę analizy porównawczej oraz analizę opisową i statystyczną.
The dynamic development of financial products and services as well as changes and crises in financial markets illustrate how important financial knowledge and its practical application are to society. The financial awareness and competencies of citizens are currently significant determinants of financial market development. They are strongly linked to the financial behaviours of society and the outcomes such behaviours can lead to. Only consumers who are aware of the possibilities and risks will be able to fully benefit from the innovative solutions offered by the modern financial services market, choosing products that best meet their specific needs. The aim of this study is to present the level of financial education, financial competencies, and financial inclusion in Poland in comparison to other European countries. The research is complemented by an analysis of the educational offer in the field of financial education at Polish higher education institutions, particularly at SGH Warsaw School of Economics (SGH). It has been observed that the financial knowledge and skills of Poles are relatively low as compared to other European Union (EU) countries. It has been noted that Polish society is not adequately prepared to make optimal financial and economic decisions, and the increasingly sophisticated offers, which are a strategic response to growing competition in financial markets, overwhelm consumers with a variety of products and services. Furthermore, it has been established that a high level of financial competencies not only allows for individual benefits but also has social and overall economic advantages. In this study, a comparative analysis method as well as descriptive and statistical analysis have been applied.
