In federal systems, the accumulation, division, distribution, and administration of public finances can be covered by a collective notion of fiscal federalism. These financial relations are particularly interesting not only because by enabling funding of public tasks they are in fact a pillar of the state, but also because they are a kind of litmus test for changing social, economic, and political conditions. What is more, they perfectly reflect the model of federalism adopted in a country. Based on this, the author conducts an analysis of the development of financial relations in Germany and of its causes. She shows the „maturing” process of the German federation and adjusting its federal financial system to the new needs and goals of the state. A starting point for reflections is the establishment of a confederation of German states — German Confederacy at the Congress of Vienna in 1815. This article examines the most formative stages of federal fiscal relations starting from the strong federalism of the Second Reich and large dependence of central authority through the financial centralization of the Weimar Republic and complete liquidation of the federation during the Third Reich and continuing to the model of cooperative fiscal federalism introduced after World War II until the reunification of Germany in 1990.

Research background: Local public investments satisfy basic local communities' needs and are crucial from the perspective of regional convergence. Against this background, investments by the Polish local government pose as an interesting research subject. It is because, due to its size and dynamics, local public investments exert a considerably significant influence on the Polish economy. Self-government entities with primary responsibility for conducting local public investments in Poland are municipalities. Purpose of the article: The paper aims to identify fiscal, demographic and infra-structural determinants of municipal investment spending in Poland. Methods: We use panel data for 2,412 Polish municipalities over the period 2007-2014. For institutional reasons, the sample excludes cities with county rights. The baseline specification employs two-way fixed-effects (FE) estimation that controls both for municipality and year fixed effects. To test for robustness, the sample is restricted to municipalities with up to 20,000; 10,000 and 5,000 inhabitants. For each considered sample, there are four regression specifications. Findings & Value added: Investment spending increases both in own revenues and grants. On the contrary, we document the negative impact of indebtedness level and the coverage of water supply and sewage systems. The coefficients on population size and the share of old inhabitants cease to be negative and statistically significant for municipalities with fewer than 10,000 inhabitants. The results indicate that, apart from fiscal capacity, the investment policies of Polish municipalities are affected by economies of scale, local communities' preferences and infrastructural endowment. The study also shows that incurring debt should be of particular concern for supervisory and control bodies.

W sierpniu 1947 roku na mapie świata pojawiło się nowe, demokratyczne państwo, Indie. Podstawowym problemem pierwszych rządów niepodległego państwa było określenie jego ustroju politycznego i administracyjnego, a w szczególności podziału kompetencji pomiędzy rząd centralny, rządy stanowe i w późniejszym okresie samorządy lokalne, które zostały wprowadzone obligatoryjnie dopiero w 1992 roku na mocy poprawek nr 73 i 74 do konstytucji Indii. Można zaryzykować tezę, iż optymalizacja relacji politycznych i gospodarczych na linii rząd federalny – stany – samorządy lokalne jest podstawową determinantą sprawnego funkcjonowania Federacji Indyjskiej, a może nawet warunkiem jej przetrwania.             Głównym celem artykułu jest identyfikacja politycznych przesłanek oraz determinant procesów decentralizacyjnych w Indiach w latach 1947–2000, a także wskazanie kierunku i siły ich wpływu na badane procesy.
In August 1947, a new democratic state, India, appeared on the world map. The fundamental problem of the first governments of the independent State was to define its political and administrative regime, and in particular, the division of competences between the central government, state governments, and local authorities, which were introduced obligatorily in 1992 under the 73 and the 74 amendments to the Constitution of India. One could risk the thesis that the optimization of political and economic relations between the Federal Government, States and Local Governments is the fundamental determinant of the efficient functioning of the Indian Federation, and maybe even a condition for its survival. The main objective of the article is to identify the political premises and determinants of decentralization processes in India between 1947–2000, as well as to identify the direction and strength of their impact on the process investigated.

Analysis of the direction of changes in the composition of the Senate indicates that the political idea is to shape the Senate according to the most common model of a second chamber in federal states, formed by federal entities and limited in their competence to matters that are most important from the point of view of the entire federation and the interests of federal entities. The future of the Senate will depend on the activity and functioning of this chamber, especially if it turns out to be a functional bridge of communication between the entities of the federation, which is probably the most serious Belgian political challenge.

The united Europe and its institutions still can not handle with the ideological crisis, economic stagnation and with lack of the social acceptance for solutions proposed by the EU. The Union’s diversity, differences between its Member States seem to impose on decisionmakers the use of solutions practiced in federal states. It should therefore be given an alternative: German or Swiss federalism. In context of European integration process it is worth to consider which experiences the EU should choose: the German or the Swiss.

Promoting the rule of the law is a national responsibility. The obligation to ensure legality and advance human rights rests on the national government. This article analyzes how federalism, a system of distributing power among subnational entities, can promote this national goal. The article explores how states in the United States have played an important role in encouraging the federal government to enforce the law and safeguard rights. By means of resistance, cooperation, and redundancy, states have moved the United States closer to rule-of-law ideals. The state action sometimes takes the form of litigation, with states bringing suit against the federal government. Such suits have particular significance in challenging illegal inaction by the national government, as when the federal government fails to enforce environmental laws. Litigation by states may overcome standing barriers that would limit such suits by private individuals. States may also engage in direct action by pursuing their own policies that promote the rule of law. In these areas, the states may oppose the federal government, cooperate with the federal government, or act in an independent, parallel manner. What unites all of these modes and instruments of state-federal interaction is that the goal of states is to influence national policy. The state action may begin within the boundaries of a particular state, but what motivates the state initiative is a vision applicable to the nation as a whole. The ultimate aim of state action is not local divergence, but national uniformity. Federalism serves not as a license for local deviation from national norms, but instead as a means for states to engage actively in creating policy at a national level. In this way, independent state activity can indeed promote the national obligation to promote the rule of law throughout the country.

Aguiyi Ironsi’s attempted restructuring of Nigeria through the Unification Decree of 1966 might have been well-conceived as a political stabilization and unity oriented policy especially given the turbulence that characterized the country’s First Republic and the circumstances surrounding his emergence as Nigeria’s military leader in January, 1966. However, the introduction of the ill-fated unitarism in replacement of federalism inadvertently further destabilized the country. Northerners became pessimistic about the dictates of the new political arrangement and were vehemently suspicious of the rationale for its introduction. The conflicting interpretations of the Decree eventually led to the fall of Ironsi’s government in July 1966, precipitating the problems of legitimacy, distrust and violence that formed the bedrock of the Nigerian civil war of 1967-1970. This paper therefore explores Nigeria’s political system before Ironsi, rationale for his Unification Decree and the unfolding chain of events that led to Nigeria’s war of unity.

The political system of Switzerland is unique and in no other country around the world exists a system which would be in the least similar to this one. The Swiss constitution and the governmental system are thought to be exceptional because of numerous unique solutions introduced. They include direct democracy, the collective, a particular kind of federal cantons connected with a long lasting tradition of a democratic country, often referred to as Sonderfall – “a special case". The unwritten elements of the political culture such as the political concordats or the everlasting aspiration to the balance of the rules of the public life make it difficult for the observers of the public life in Switzerland to understand its rules. Nevertheless, it would be a misunderstanding not to take into consideration plentiful elements of the state structures of Switzerland, which are similar or even identical to the systems of other countries. There can be found some resemblance of the political systems of Switzerland, the USA or the Federal Republic of Germany . Referenda or other social initiatives, which are so frequently used in Switzerland, are also applied, e.g. in many states of the USA. Moreover, concordats are a special form of democratic relations as the consensus democracy and have been examined by political scientists in 36 countries as an opposition of the majoritarian democracy.

Objective: Since 1990, Poland has become one of the most decentralised states in Europe. Local governments now control a third of all public expenditures. They have also delivered the goods, modernising the country’s infrastructure and restructuring its schools. This article attempts to explain why local government reform was so successful in Poland, and what it tells us about “decentralisation” elsewhere. Research Design & Methods: Historical research, practitioner experience, comparative analysis. Findings: The success of Polish local government reform was not due to “bottom up” accountability arising from either civic engagement or local taxation. Instead, “decentralisation” was largely a technocratic revolution from above. But accountability was created through an array of mezzo level institutions that trained and professionalised newly elected local elites, while also embedding them in the regulatory structure of the state and forcing them to monitor themselves. Implications / Recommendations: “Decentralisation” is less dependent on “getting the rules right” or mobilising popular engagement than it is on creating institutions that encourage public officials to learn from, and monitor, each other. Contribution: Reappraisal of what needs to be done to make “decentralisation” work. History of local government reform in Poland.

Wstępna część opracowania zawiera uzasadnienie tezy o znaczeniu wydarzeń politycznych z 1989 roku dla ukształtowania geopolitycznej sytuacji, w której mogła pojawić się koncepcja Padanii. Autor bada próby określenia zasięgu Padanii podejmowane przez zwolenników konfederacji północnych i środkowych regionów Włoch. Prezentuje sposoby implementacji tej koncepcji proponowane w połowie lat 90-tych ubiegłego wieku z inicjatywy Ligi Północnej U. Bossiego jak i przez teoretyków federalizmu (G. Miglio). Autor sugeruje potencjalny wzrost znaczenia tej koncepcji w okolicznościach kryzysu imigracyjnego.
The introduction to the article examines the importance of the events of 1989 for the geopolitical conditions of Italy and the emergence of the concept of "Padania". The paper looks at the issues related to the precise boundaries of "Padania", treated by the followers of its creation as a confederation of northern and central regions of present-day Italy. It presents an attempt to implement the concept of "Padania" in the mid-90s, undertaken at the initiative of the Northern League (Lega Nord), led at the time by Umberto Bossi. There are discussed both concepts of Padania: one of Bossi and one of the theorist of federalism - Gianfranco Miglio. In conclusion, the article says that the Northern League continues to play on the Italian political stage role. Moreover, with the crisis associated with the massive influx into Europe (and through Italy) of Muslim immigrants

Tax sharing arrangements provide considerable financial resources to sub-central government levels. This statement is true both for unitary and federal states although tax revenue sharing mechanisms differ significantly across countries. The basic aim of this article is to compare the mechanisms adopted in Germany and in Poland. It assesses the degree of tax autonomy granted to sub-central government levels in the countries analysed, overviews the principles of apportionment of joint (shared) taxes and presents statistics on tax revenue composition of sub-central government levels.

Zasada federalizmu w Szwajcarii rozwijała się przez wieki. Był to proces, który nie zawsze przebiega ł w sposób pokojowy. Stworzenie szwajcarskiej państwowości wymagało pogodzenia różnych grup i interesów. Dzisiejsze rozwiązania federalne w Szwajcarii umożliwiają pokojowe współistnienie różnych grup językowych i religijnych. Kolejnym wyzwaniem było pogodzenie interesów bogatych i biednych kantonów. Poznanie mechanizmów federalizmu szwajcarskiego może stanowić wskazówkę dla dalszej integracji w ramach Unii Europejskiej, która pod wieloma względami przypomina Szwajcarię.
The federal principle in Switzerland has been developing for centuries. It was a process that has not always proceeded in a peaceful manner. The creation of Swiss statehood required reconciling different groups and interests. Today’s federal solutions in Switzerland allow for the peaceful co-existence of different language and religious groups. Another challenge is to reconcile the interests of wealthy and poor cantons. Understanding how this happened can provide guidance for further integration within the European Union, which in many aspects might be compared to Switzerland.

What it meant by European Integration? We mean the historical process whereby European nation-states have been willing to transfer, or more usually pool, their sovereign powers in a collective enterprise. The European Union, which today contains twenty-eight member states, which has a complex institutional structure that includes a supranational central administration (the European Commission), an elected Parliament, a Court of Justice and a Central Bank, is the outcome of this processes. Many American and European scientists of the European Union have chided “intergovemmentalist” accounts for emphasizing the duration of member state authority over the process of European integration. This article attempts to prove these criticisms in a “historical institutionalist” account that mentions the importance of research on European integration as a political process which spreads over time. Such an aspect distinguishes the limitations of member-state control over permanent institutional improvements, due to a fixation with short-term interests, the existence of unexpected consequences, and actions that “lock in” past decisions and make affirmation of member-state control difficult. Short exploration of the development of social policy in the EC advocates the limitations of conducting the EC as an international regime promoting collective activity among sovereign states. It is important to view integration as a “path-dependent” process that has composed a dispersed, but still obvious “multitiered” European polity.

India’s centre-heavy federalism suffered dual downturns in the 1990s, with the tides of globalization and economic liberalization challenging the sanctity of borders and the incidence of coalition politics increasing the salience of regional equations and demands. But Indian foreign policy in the 1990s remained the almost exclusive preserve of the Centre, ruled by several coalitions of political parties like the National Front (1989–1996), United Front (1996–1998). As Prime Minister Narendra Modi’s popular yet controversial regime is poised at the middle of its second term in 2022 (beginning in 2019), the continued showcasing of the Centre’s leadership in foreign policy decisions, high-profile bilateral and multilateral engagements, bold collisions with uneasy neighbours, are only matched with the unilateralism exhibited within the borders. Given the oft-reported instances of acute voices of assertions by the states on various issues ranging from illegal and forced migration, resource-sharing, or economic development involving neighbouring countries, a stock-taking is needed, to explore how genuinely federal is India’s foreign policy. In other words, the role of the constituent states in leveraging influence and bargaining for their due share of active involvement as stakeholders, merits critical academic intervention. When tested against real cases, two observations can be made. The dynamics shaping federalism and foreign policy may not just involve the Centre and the states but involve local/regional factors and influences from across international borders as well. Second, there is no causal link between the nature of the government in power at the Centre, Union-state political equations, and the imperatives across the borders between provinces and neighbouring countries. This study examines three case studies; West Bengal, Assam, and the Northeast, to reveal that foreign policy operates within the constitutionally designed structures of federalism in India by negotiating recurrent complexities of politics and deceives regional stakeholders or states with narratives of inclusiveness.

The European Union has recently implemented one of the biggest reform packages in its history. Developed solutions are designed to (1) strengthen EU’s resilience to shocks and (2) improve its shock absorption capabilities. It seems that so far the stress was mainly placed on the first objective. Among the reforms which satisfied the second objective the European Stability Mechanism (ESM) plays the key role. However, this is not the only solution. The European Union is also developing a fiscal capacity for the European Monetary Union (EMU). On the base of a subject literature study, I have developed a model with boundary conditions of fiscal federalism (FF), which then was compared to macroeconomic data for the EU. The results of my findings show that the European Union, and especially the euro area, share a lot of characteristics typical for fiscal federalism. The biggest difference between EMU’s structure and FF model is insufficient size of central budget. As a result, the euro area is not equipped with stabilization tools which could act on the very early stage of a crisis. From this point of view, implementation of fiscal capacity in the form of central budget could fill this gap. However, it could bring further fragmentation of economic integration process in the EU, which probably would not positively contribute towards the stability in the political sphere.
