The vocation to parenthood is a constitutive element of married and family life. However, recent decades show that the number of births in Poland is declining steadily. This, in turn, is leading to a decrease in population and population aging in our homeland. The current situation is called a demographic catastrophe, the consequences of which will be felt in the next decades. It is therefore necessary to take concrete steps to change this situation. The aims of this article are to try to describe the present demographic situation in Poland, to recall the main ideas of the teaching of the Catholic Church on the parental tasks of the family and society, and to identify the most important pastoral task, which the Church in Poland faces in this regard.

Opis:
The aim of this article is to draw attention to changes in family policy in Poland after 2008, primarily the increased involvement of the state (government) in the family matters. This state of affairs is noteworthy for two main reasons. Firstly, it seems that such a significant increase in activities of Polish government for families had not been since 1989. So far in the transformation reality of our country withdrawal of the state institutions of social tasks could be rather seen. Secondly it should be noted that this increased involvement falls in a period of economic crisis, and thus occurred despite the particular challenges to the economy and the risks for the possibility of state interference in the affairs of society. These changes and their conditions are worth noting, inter alia, in the context of a discussion which is recently animated on the basis of social policy and economics on the directions of transformation of the tasks of the modern welfare state.

The paper presents main directions of family policy in Poland. The author distinguishes and analyses three main periods: the transformation period (1989–1997), the transition period (1997–2005), and the mature period (2005–2015). The paper identifies and discusses three most durable characteristics of the Polish model of family policy, i.e. the lack of coherence and institutional integrity, pro-natalism, and familialism. In general, differences between main political actors in the area of family policy have not been significant. However, the tensions between pro-market and culturally conservative ideas have influenced the policies to the largest extent.

Poland as well as many European countries is facing demographic crisis. Aging society, changing model of the family and reduced birth rate are serious issues that demand a reaction. Above matters are beyond doubt. However, there is a doubt answering the question what do we do in order to prevent those trends and if we are effective. This paper analyses demographic threats Poland is facing, factors which have impact on birthrate, as well as pro-family and pro-social policy of state. In pursuit of alternatives, solutions from USA shall be presented. Differences in redistribution level, and relation to it will be a subject of analysis, as they should become the source of reflection and inspiration in order to find solutions for problems in Poland and Europe.

The presented article concerns the information policy conducted by the local authorities of the City of Katowice during the implementation and execution of the program for families called „Nas Troje i więcej” (“The Three of Us and More”). The program has been approached in terms of case study in the field of internal communication in the commune understood as a process of exchanging information and dialog of the commune entities (stakeholders). The study covered the years 2011–2016, and their objective was to analyse selected tools of social communication in terms of function of medium, its content, type of communication (one or two-sided) and the capacity of communication channels. The study took into account both obligatory and optional instruments.

Th e family, its conceptualization and functioning, as well as family policy are discussed at the personal, community and state level. Th is makes sense because diff erent cultural, historical, ethical, social and other alternations aff ect the assessment and evaluation of these three signifi cant components. Besides family policy is a very important part of public policy in a state, what makes obvious impact on every human life (even those who are living not in a family). Th e aim of this article is to shed light on theconcept of family, family functioning and family policy as three mutually interacting components in a unifi ed narrative. Th e object of study is the concept of family, family functioning and family policy from the perspective of its content. Th e research methods employed include analysis and design of scientifi c literature and documents. Th e article analyzes the defi nition of family, paying particular attention that diff erent authors present various defi nitions of families. Although these defi nitions focus on different aspects of families (e.g. marriage, community, the continuity of the nation, etc.), it is shown that in each country the concept of a family is regulated by laws, by which regulations (and other legal documents) are prepared. Th e legal concept of a family in Lithuania is still not entirely clear. Th e concept is not defi ned in the Constitution and marriage is not indicated as an obvious attribute of being a family. Meanwhile,the FamilyPolicyConcept(2008) clearly defi nes a family,indicatingthat marriage is necessarily between a manand a woman. Th e recognition of families only by marriage has raised many discussions among politicians, particular public interest groups and private individuals in Lithuania. Th ese discussions became even stronger when the Constitutional Court stated that the FamilyPolicyConcept(2008) contradicts the Constitution of Lithuania. Having in the mind, that the implementation of family policy in Lithuania is fragmented, lacks a unitary system, including the absence of an offi cial institution responsible for family policy (this function is currently delegated to Th e Ministry of Social Security and Labour), the implementation of family policy is legislated andimplemented without correct procedures. Following the concept of family, family functing and family policy analysis, it can be stated that the concept of family and its functions is diff erent. Th ey are both infl uenced by diff erent views from scholars’, politicians’ and other particular persons’ or groups’ regarding marriage, as well as socio-cultural, political and other factors. Th e variety of family conceptions encourages debate, which should not persist and interfere with the formation and implementation of State family policies. Th e concept of family, family functions and family policies are considered as three mutually interacting components. Based on this, the tools of appropriate and thoughtful family policy implementation can be formulated and developed. Family policy in Lithuania is not yet suffi ciently formulated in both conceptual and realizable levels. For that reason it is necessary to do a comprehensive study in order to provide a basis for implementing new family policies based on that study. Likewise, to develop the concept of family and family function, it is necessary to formulate an Educational Policy Concept and to implement its strategies, designing the tools for its implementation in the context.

Family as a historical category has undergone many transformations in the course of history; these transformations were characteristic of various eras. Despite the change of the meaning and model of the family, it has an irreplaceable role for the modern system of the free-market economy, which expresses itself especially in the creation and development of human capital. Human capital considered as the main factor of economic development finds nowhere else such a favorable environment for the emergence and development as in the family. It entails, however, a necessity of bearing considerable costs to ensure its members a better chance of success in professional and social life. As a result, this situation is rebound on the demographic structure of society, because parents reduce the number of children by reason of the necessary input as they want to invest in the ’quality’ of their children’s human capital. Based on the demands for social justice and having regard to the future fate of the aging societies, it is necessary to undertake appropriate action on the grounds of social policy. These activities should be focused in particular on the equitable distribution of burdens, and thus opportunities for the social and professional success of individuals and families, the success that leads to a higher level of social and economic development of the wider community.

Adopted in April 2016 and then amended in July 2016, the Family 500+ programme is the controversial programme of Polish government, which actually supports all families with children by direct cash payments of PLN 500 without any income threshold. This article aims to evaluate the effectiveness of Family 500+ programme in accordance with its three declared goals, mainly to increase the fertility rates, to reduce poverty among families with children and to invest in families in general. The main research question is the following: does the Family 500+ programme reach its goals and at what costs? The hypothesis of the paper is built upon controversy regarding this programme, mainly a number of negative effects that might be caused by this initiative (e.g. a decrease in women’s professional activity) and its non-justification (unfair distribution of resources and political motives). The research method of this paper consists of desk review of relevant data from the Central Statistical Office (GUS) and Eurostat, as well as a range of elaborations conducted by independent researchers.This paper consists of three parts. The first one is devoted to an international perspective, where there is presented an overview of family and child benefits expenditures among European countries and their impact on fertility rates. The second part presents a full range of Polish family and child benefits and the place of the Family 500+ programme within this system. The third section evaluates the implementation of direct goals of the programme, as well as its “side effects”. The conclusive part provides a summary, as well as further ideas regarding the programme improvement. The conclusions are still unclear. The first section proved that high child benefits do not guarantee high fertility rates and vice versa. The second part undermined credibility of the Family 500+ programme as a system of appropriate benefits with income threshold had already presented before. The third section contains a few conclusions: the first one is that there is no reason to argue that the Family 500+ programme increased Polish fertility rates; secondly, in addition to improving the economic situation of the poorest families with children, the lack of income threshold in the programme means unnecessary expenditures on families with good economic conditions; thirdly, an engagement of Polish women in labour market decreased since the implementation of the Family 500+ programme, which has negative effects on Polish economy.

In 2015, the Supreme Audit Office, on its own initiative, carried out an audit related to the Large Family Card (Polish: Karta Dużej Rodziny) as an element of the state’s family policy. The audit was conducted at the Ministry of Labour and Social Policy, which is responsible for the implementation and coordination of the tasks set forth in the Act of 5 December 2014 on the Large Family Card. The audit was also conducted in 18 cities where both the local and national Card had been introduced. NIK positively evaluated the preparation, implementation and activities related to the functionality of these solutions as instruments for supporting large families, both with regard to the national Card, as well as to the solutions introduced at the local level.

Opis:
New solutions in the field of childcare under the age of 3 were introduced in Poland in 2011. This article, based on a survey conducted among Wroclaw families, provides arguments for the thesis that actual implementation of these new solutions is by far insufficient. An analysis of the instruments showed that nurseries are the most popular and recognizable ones – in contrast to other quite unpopular services, such as children’s clubs, daily caregivers and nannies employed on a contractual basis. The results of the research presented in this article, indicate the existence of constraints on both the supply side, including issues related to financial, legal and organizational aspects, as well as on the demand side. The new solutions introduced in 2011 seem not to fully meet the expectations of families.

Celem rozważań jest ocena założeń funkcjonującego prawie dwa lata rządowego programu „Rodzina 500+” na przykładzie gminy wiejskiej Lelów – w oparciu o dane empiryczne (m.in. wywiad, ankieta i analiza dokumentów), w kontekście pierwotnych założeń jego twórców. Część badawcza artykułu osadzona została w niewielkiej miejscowości wiejskiej, położonej w województwie śląskim. Świadczenie wychowawcze będące przedmiotem rozważań funkcjonuje od 1 kwietnia 2016 roku i już wraz z pomysłem na jego ustanowienie pojawiło się wiele kontrowersji. Autorki poszukują odpowiedzi na pytanie, kto jest głównym beneficjentem wsparcia, czy trafia ono do rodzin najbardziej potrzebujących, czy też nie, oraz jakie są krótkofalowe, a jakie mogą być długofalowe efekty wprowadzonego rozwiązania. Czy są zgodne z politycznymi oczekiwaniami wobec programu i jego celem, czy też prowadzą do utrwalenia się negatywnych tendencji na rynku pracy.
The aim of the considerations is to assess the assumptions of the nearly 2-year government program “Family 500+” based on the example of the rural village of Lelów. Considerations are based on empirical data (including: interview, questionnaire and document analysis), in the context of the original assumptions of the program creators. The research part of the article was placed in a small rural village, located in the Silesia region. The provision “Family 500+” that is being discussed is functioning from April 1, 2016 and already with the idea of its establishment a lot of controversy arose. The authors are looking for the answers to the question of who is the main beneficiary of support, whether it goes to the most needy families or not, and what are short-term, and what can be the long-term effects of the implemented solution? Are they in line with the political expectations of the program and its purpose, or do they lead to the consolidation of negative trends in the labor market?

This article seeks to identify the relationships between fatherhood, masculinities, and the welfare state. The paper is based on fifty-two interviews conducted with Polish and Swedish fathers living with their biological children and their partners. A comparison of Polish and Swedish fathers enables us to comprehend how everyday practices and men’s thinking about parenthood and gender roles are connected to hegemonic masculinities models and family policy systems. The study shows how definitions of parental roles adopted in family policy influence men’s engagement in caring activities and the domestic sphere, as well as how they can help in the reconstruction of hegemonic masculinity and traditional gender order within family life.
