Transport is one of the most important sectors of the national economy, which completes the manufacturing sector, is essential to the development of trade, and also has an impact on the population social development, i.e. the development of tourism and reduction of unemployment. Additionally, it enhances regional development and provides access to various services. On the other hand, transport creates significant external costs, which are wholly or partly covered by the public[1]. The highest costs are generated by road transport, much lower by inland shipping, railway and sea transport.1 Although there is a common consensus concerning the overall objectives: dealing with “fair and efficient pricing”, a transport system contributing to “a smart, sustainable and inclusive economy”, their practical realization encounters many problems and is far from straightforward.[3] There are some publications relating to the valuation of external costs of inland shipping [4,5] but none of them analyzes specific aspects of inland waterway transport in Poland. This paper deals with the problem of assessing the benefits of the waterway infrastructure development in Poland and the proposed method of assessing the external costs of road and inland waterway transport, as an essential element in the assessment of the social benefits of each infrastructure investment.

Improving of road infrastructure results in raised transport efficiency and reduced number and fatality of road accidents; it also has a favourable impact on the course of logistic operations. The current relations between the road category in the general meaning and the fatality of road transport accidents, which significantly affect the so-called external costs of transport, have been analysed in this paper. These costs predominantly depend on the risk of an accident with casualties and on the unit cost of a road accident. Indicators have been defined that may facilitate quantitative describing of the fatality of accidents and the share of accidents in the external costs of transport. Numerical values have been determined that describe the current accident hazards on Polish roads of specific categories. The trend lines of the changes in safety indicators facilitate the forecasting inference, which is indispensable for planning the development of road transport and for moulding the external costs of transport. Particular attention has been given to results of the application of the theory of risk to the defining of the relation between the road category and the fatality of accidents. The calculated risk indicator values show quite stable trend lines, which may facilitate the use of such values for the evaluation of the fatality of accidents on roads of various categories.

The basis of each IT system is data exchange both between individual modules of program and between program and user. The number of exchanged data and the number of operations on the data, which should be performed, require application of professional tools allowing for collecting and performing operations on multiple types of data. One of these tools are databases, which are an essential part of any IT system. With database designing are connected many decision problems which can occur both during the construction of database management system and at the stage of integration of entire user application with developed database. The article presents typical decision problems connected with designing of databases. These problems mainly concern sphere of information technology (including the programming language or recovery mechanism of database after the failure). Database architecture for typical IT system from the point of view possible paths for users were discussed, and role of catalogues played in development of database were presented. In addition, modular structure of the database, which was developed for the system SIMMAG3D for modelling and visualization of warehouse facilities in 3D was shown. This system is being developed under a project financed by the National Centre for Research and Development. We discussed in detail one of the essential elements in developed database - catalogues of means of external and internal transport, non-mechanical equipment and accessories which are essential from the point of view of the work load.

Transport is a considerable source of pollution in cities. The social impacts of transport activities result from emissions of pollutants, greenhouse gases, and noise, as well as traffic accidents. Not every urban investment that reduces such ‘external’ effects of transport will be found acceptable by the public. In order to assess and communicate the social impacts of investments, it is necessary to calculate external costs appropriately. This article discusses issues with estimating the social costs and benefits of transport-related investments in cities. The article also provides a classification of social benefits from urban transport investments and proposes a general methodology for estimating such benefits. Due to the versatility of urban investments, there can be no single, universal method. The article proposes methods for analysing social costs and benefits on the basis of two sample urban investments.

The article is a result of research work carried out under the project EMITRANSYS for shaping ecological transport system. The paper presents selected aspects of multi-variant distribution of traffic into transport network for defined scenarios of transport system development. Distribution of traffic on the network is made due to the global criterion function. Partial criteria for distribution of traffic are: external costs, marginal costs and average costs of the transport services expressed in monetary units and in emission units. An important aspect of the development of transport network is to include the external costs of transport activity to economical counting. The harmful components of exhaust gases, external costs for each mode of transport, list of selected external costs for each mode of transport [eurocents/vehicle-km], structure of communication between Warsaw - Gdansk, characteristics of connections in the communication network between Warsaw and Gdansk, distribution of passengers stream in relation Warsaw – Gdansk, the distribution of the passengers stream in relation Warsaw – Gdansk for the second scenario according to criterion of average and marginal costs are presented in the paper.

Celem artykułu jest analiza efektów realizowanej przez UE polityki zrównoważonego rozwoju transportu w odniesieniu do kosztów zewnętrznych transportu. Analizą objęto zmiany wielkości i struktury kosztów zewnętrznych w UE, według gałęzi transportu i rodzajów przewozów oraz według kategorii kosztów. Badania przeprowadzono w korelacji z najważniejszymi czynnikami determinującymi poziom kosztów zewnętrznych, do których zaliczono: wielkość przewozów ładunków i pasażerów, w tym przewozy osób indywidualnymi środkami transportu. Okres badań obejmował lata 1995–2008. Przeprowadzone analizy pozwoliły na sformułowanie konkluzji, iż polityka transportowa UE przyniosła wymierne efekty w zakresie poprawy egzystencji jej mieszkańców. W porównaniu do 2000 roku łączne koszty zewnętrzne transportu zmniejszyły się o 23%, a spadek wystąpił we wszystkich gałęziach transportu. Rosnącym przewozom ładunków i pasażerów w latach 2000–2008 odpowiadał zmniejszający się poziom kosztów zewnętrznych. Jest to niewątpliwy sukces działań i determinacji UE w realizacji przyjętej polityki transportowej. Problem pozostaje nadal zmiana struktury przewozów pomiędzy motoryzacją indywidualną a zbiorowymi, publicznymi formami komunikacji. Jest to ciągle aktualne wyzwanie dla polityki transportowej UE.
One of the main purposes of a sustainable transport policy, pursued for many years by the EU, is to reduce the negative impact of transport on the environment. Achievement of this goal is supported by the increase of the competitiveness of environmentally friendly modes of transport and the creation of the fair competition between modes of transport by a fair charge of generated cost. Therefore, one of the fundamental principles of transport policy is the principle: “the polluter pays’’. The European Commission wants to change the structure of transport, by higher involvement of the environmental friendly transportation, and these actions are supposed to reduce the level of external costs. This article aims to analyze the effects of the EU’s sustainable transport policy for the external costs of transport. The analysis includes changes in the size and structure of external costs in the EU, according to the modes of transport and traffic types, and by cost category. The study was conducted in correlation with the most important factors determining the level of external costs, which include: the volume of freight and passengers, including the transport of individual means of transport. The study period is covering the years 1995 to 2008. The analyzes allowed to draw the conclusion that the EU’s transport policy has brought tangible results in improving the existence of its inhabitants. Compared to 2000, the total external costs of transport decreased by 23%, and the decline occurred in all modes of transport. Growing cargo and passengers transportation in 2000-2008 corresponded the declining level of external costs. It is undoubted success of the EU and determination to implement its transport policy. The problem, which still exists, is the change of the transport structure between the individual collective forms of public communication. It is still a present challenge for the EU transport policy.

Transport of goods is of great importance in socio-economic life of societies. In Poland, where the power industry is based partially on bituminous coal extracted in mines of Upper Silesia, the transportation of coal is of great significance. The coal transportation acquires special importance in the corridor of the Odra River, where the Power Station Opole, Kogeneracja Wrocław, industrial complex of Power Station Dolna Odra, and numerous other industrial companies, that rely on such energy carrier are located. Location (intentional) of coal consumers, as well as historical determinants, created the chance of functioning of alternative transport systems: rail and inland waterborne ones. Intuitive interest in inland waterborne transportation as mass transportation that is cheaper and safer for natural environment, is the subject of present paper. Main objective is the presentation of the method for evaluation of so-called external costs in multimodal transportation of coal including the non-alternative rail transport between coal mines and the port of Gliwice, and inland waterborne transportation from the port of Gliwice to the consumers located by the Odra River.

W artykule przedstawiono zagadnienie dotyczące włączenia polskich kolei do zrównoważonego systemu transportowego Unii Europejskiej. Scharakteryzowano stan techniczny infrastruktury kolei i skutki eksploatacyjne tego stanu, wynikające głównie z wieloletniego niedoinwestowania. Przedstawiono podział zadań przewozowych w ruchu pasażerskim i towarowym między różnymi przewoźnikami, zmieniający proporcje zwłaszcza w okresie po transformacji ustrojowej w 1989 r. Przedstawiono propozycję usprawnień technicznych, organizacyjnych i finansowych, zmierzających do radykalnej poprawy oferty przewozowej. Scharakteryzowano prace nad wdrożeniem metody obliczania kosztów zewnętrznych transportu. Zasugerowano potrzebę zwiększania dotacji z budżetu państwa do przewozów kolejowych, jako ważnego sposobu budowy zrównoważonego systemu transportowego.
The paper presents the issues related to the integration of the Polish Railways with the balanced transport system of the EU. Railway technical infrastructure and consequences of its poor condition resulting from decades lacking investments are described. Distribution of transport tasks in passenger and freight service between different carriers with changing participation ratios - particularly after the transformation of political system after 1989 - was presented. Suggestions about technical, organizational and financial improvements aiming at radical improvement of the offered transport services have been produced. Work on the implementation of a method for calculation of external transport costs was described. It has been suggested to increase state subsidies for the rail transport as being important element of the balanced transport system.

The paper is a result of a research work concerning the development of an environmentally friendly transport system - Project EMITRANSYS. The publication contains the issues of shaping the transport system, where important factor due to the aspect of sustainable development is including the external costs in transport activity. This paper presents a mathematical model of the distribution of the traffic flow in the transport network. The paper presents modal split of traffic ecological flow for chosen scenarios of the development domestic transport system.

The problem presented in this paper concerns the impact of e-commerce on transport costs, including external transport costs, compared with traditional shopping. E-commerce is a phenomenon of the modern economy that can significantly impact both the efficiency of the distribution of goods and on external transport costs. Although such a distribution system can increase the costs of freight transport to final consumers, it can also reduce traffic in cities and thus total external transport costs. In order to asses this impact, the author developed a simulation model and used it to conduct analyses. The analyses were based on available statistical data, data from the literature, and from the transportation market in Poland.

The aim of the article is to present the essence and main scientific achievements of the ChemMultimodal Project developed under the Interreg Central Europe Programme. The Project was implemented at the Collegium of Business Administration of SGH Warsaw School of Economics in 2016-2019. The article concentrates on the main conclusions from the diagnosis of the multimodal chemistry transport market in Poland. It describes a tool helpful in the development of multimodal routes, and indicates the main results of pilots studies on the change in the modes of transport. Additionally it underlines proposed recommendations for changes in the national and regional – Mazovian – transport development strategies that were developed during the last phase of the ChemMultimodal Project.
