Opis:
Expert methods belong to the group of heuristic methods, whose meaning plays more and more significant role in economic phenomena analysis. Data provided in such way should be characterized by good quality. The essential problem in expert research seems to be the problem of reliability of provided information, and what follows, its representativeness. In the article, the expertmathematical method was presented as a method of determining the minimum size of the group of experts, which has a direct impact on research representativeness with assistance of experts. Presentation of the method is supported with empirical example.
Metody ekspertowe należą do grupy metod heurystycznych, których znaczenie w obecnym czasie odgrywa coraz większą rolę w analizowaniu zjawisk ekonomicznych. Dostarczone w ten sposób dane powinny się charakteryzować odpowiednią jakością. Istotny w badaniach ekspertowych wydaje się problem wiarygodności dostarczonych informacji, a co się z tym wiąże – ich reprezentatywności. W artykule zaprezentowano metodę eksperckomatematyczną jako metodę określania minimalnej liczebności grupy ekspertów. Prezentacja metody została poparta przykładami empirycznymi.

The purpose of the article was to establish whether a tourism student can effectively recognize tourism trends, and to achieve this aim the following research tasks were accomplished: 1) the authors identified 10 trends (and 47 impacts), concerning the transformations that have occurred in tourism in recent years and have been recognized by specialists from the European Travel Commission and the European Tourism Action Group; 2) these trends and their impacts underwent a critical evaluation by students who were given the opportunity to add other impacts (their own) to the specialist list; 3) students’ evaluations were compared to current trends identified in other academic work. The research was conducted on 95 tourism and recreation students at the University of Physical Education in Kraków and the Vistula School of Hospitality in Warsaw (formerly: Warsaw School of Tourism and Hospitality Management), in 2017/2018 and 2018/2019. The article has also presented the results of earlier research (unpublished) at two other academic centres (Rzeszow and Kielce) on 113 students, 17 lecturers and 76 travel agency employees. Together the results described in this article present the opinions of 301 respondents. It was established that students, as a group, are sufficiently effective observers of changes in the tourism market to make an appropriate contribution and, consequently, are valuable participants at brainstorming sessions. They use what they have learned during their university study, are familiar with forecasting and scenario methods, as well as taking advantage of the imagination and creativity typical of such students.

The article presents an assessment of the productibility of hybrid nodes. The hybrid node is a new structural element the implementation of which causes numerous (especially technological) problems that need to be solved. The most important element of the hybrid node is the socalled connector, the choice of which is a complex and difficult problem. It involves taking into account many aspects (constructional, strength-related, technological, economic) in order to make sure that the choice is as objective as possible. Therefore, an attempt to acquire a comprehensive view at the problem requires that a set of accurate criteria be used for assessment. In this paper, the author undertakes such an attempt. The expert method presented herein allows for choosing the right connector.

Opis:
Problems of emission of odorants in Poland are not regulated administratively, because there are no regulations to appropriate law records. Still, there is a norm that defines method of measurement, however using it according to polish law is voluntary. The present study is based on the results of measurements carried out at a sewage treatment plant and around that object. Studies were performed using so called expert method that allows practical assessment of nuisance and impact of odorous substances on the environment. Measurements of odorants contents at mechanical-biological sewage treatment plant and in its vicinity were carried out in the years 2013–2014. Measurements of odorants were taken on average 3 times per month and each time in 10 characteristic points, taking into account the basic technological and environmental processes (Fig. 1). Assessment of odour nuisance was made by group of 4 experts with relevant experience and proven sensory sensitivity. Individual parameters of odour intensity measurements in time were rated by 4 experts (A, B, C, D) according to the following odour scale: 0 – imperceptible, 1 – weak, 2 – distinct, 3 – strong. Particular odorous nuisance emitted from the area of sewage treatment was observed at a distance of about 300 m. Nuisance observed at the distance of approximately 500–600 meters from the main sources of emissions was much smaller. Sporadic air pollution with odorous substances are also found in the distance of 900 m in developed agriculturally area and near existing residential development. Thus, nuisance zone of examined sewage treatment plant should be 900 m (Fig. 1). Results of this study and public consultation prove that all nuisance related to the operation of sewage treatment plant depend on composition of odorants in vicinity of the plant, their intensity and frequency of appearing during year. Those factors strongly correlate with directions and wind speed (very variable in the studied area), temperature and geomorphological factors. Very beneficial has here tree coverage of the area. Research odour intensity with the use of expert method should be supplemented with olfactometric measurements.

The paper presents the results of the research and evaluation of the factors influence the diffusion of the enterprise innovation activity results. The author singled out: market volume of the diffusion object, market diversity, the level of market competence, the character of the object of diffusion, the quality and price of the object of diffusion, the level of development of market communications, the level of development of the management system of the enterprise-diffuser, the level of information safety development, the level of enterprise-diffuser creativity. The application of expert method (the method of the immediate evaluation and the method of pairwise comparisons) we have evaluated the validity and dimension of these factors influence on the process of diffusion. The results were statistically analysed using the program Statistica 8.0. Taking into account processed data of expert evaluations we have built a classification of the above mentioned factors influence the diffusion of the results of enterprise innovational activity according to the characteristics of the influence power, the environment of appearance, character and the ability to regulate.

Human reliability quantification (HRQ) methods are becoming increasingly important in risk and accident assessment in systems these terms are usually related to (hi-tech industrial systems, including nuclear and chemical plants). These methods began to intensively develop after numerous accidents caused by human error or inadequate activity of people who controlled and managed complex technological processes. For already existing systems, but also for new ones, it is important to assess the possibility of an accident. Determination of possible preventive activities, which include the influence of human error on the safety of a system, is also required. These are the main goals of the HRQ method. Using Absolute Probability Judgment (APJ) and Success Likelihood Index Methods (SLIM) HRQ techniques in control and management centers in electro-power systems in Belgrade and railway traffic in Nis (both in Serbia and Montenegro) are shown in this paper.

This paper deals with research aimed at developing a method for ergonomic analysis of the driver’s workplace in an electric locomotive. It presents the structure of the diagnosis and its assumptions, and includes a re-evaluation of the questionnaire-expert method in ergonomic research. The article presents research data on weights and evaluations including their standard deviations for particular priority features. Ergonomic levels of the studied operator’s cabin in locomotives are compared.

Organization of the dredging works is a multi-faceted issue. The management of the dredging process varies according to the location and it mostly depends on local conditions (Żak, 2014). The paper presents the results of the expert survey which was structured on a questionnaire concerning the dredging techniques in harbours. Respondents, that take part in the research, were experts from different nations, working at the management levels in the enterprises associated with the dredging branch. The aim of the proposed research was to support the selection of the appropriate dredger, the preparation of optimal work technology and the verification of strategic decisions affecting entire project. Taking everything into consideration the author proposes to use the expert survey as a technique to support the decision-making process. It enables to take advantage of the wide knowledge and experience of experts to create the most suitable dredging project.

The Electronic Chart Display and Information Systems (ECDIS) became inevitable central navigational tool for effective voyage planning and voyage monitoring execution. Furthermore, each model comprises numerous navigational and other display components, each of them with its limitations, reliability and simplicity. This is also supported by the fact that there is a large number of approved manufacturer systems on the market. Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), the system models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The aim of this study is to determine navigators’ response in ECDIS comparison of different manufacturer models to identify pros and cons of specific tasks, features and other navigational functions. The present work is based on international survey in form of questionnaire conducted among ECDIS stakeholders. Answers are presented and discussed, revealing certain shortcomings of specific manufacturer ECDIS system. On the other hand, the analyses show the significant advantages of each system, potentially leading to creation of the ideal system from the end-user’s perspective. The proper configuration of ECDIS should standardise functions and display considering different types, and undoubtedly resolve a problematic issue as a consequence of numerous ECDIS models and their diversities.

Artykuł przedstawia problematykę oceny jakości i wiarygodności informacji dostępnych na stronach internetowych. W tym celu najpierw scharakteryzowano kryteria oceny jakości informacji ze względu na dokumenty elektroniczne oraz udostępniające je media elektroniczne. Następnie, zaproponowano trzy różne metody oceny kryteriów, takie jak metoda ekspertowa, metody techniczne i statystyczne. Na koniec opisano trzy praktyczne strategie wyszukiwania informacji oraz oceny ich jakości i wiarygodności pod kątem wybranych kryteriów i metod.
The article presents the issues of information quality and reliability evaluation available on the Internet. The criterions of information quality evaluation were firstly characterized due to electronic documents and electronic media that provide them. In the next step it were proposed three different methods of criterions evaluation, such as the expert method, technical and statistical methods. At the end it were described three practical strategies for information retrieval and evaluation of their quality and reliability for the selected criterions and methods.

W publikacji przedstawiono wyniki badań eksperckich dotyczących omawianego zakresu. Zaprezentowano sposób doboru ekspertów a następnie dokonano szczegółowej analizy narzędzi, metod i technik zarządzania jakością z punktu widzenia ich przydatności w branży obróbki metali. Dla poszczególnych instrumentów określono który z nich jest skuteczny. Dla poszczególnych instrumentów określono również współczynniki konkordancji ekspertów.
The article focuses on the issue of the effectiveness of quality methods, techniques and tools. The aim of this publication is to analyze the effectiveness of quality management methods, tools and techniques in the metalworking industry using the expert analysis method. The publication presents the results of expert analysis on the discussed topic. The method of selection of experts was presented and then a detailed analysis of tools, methods and techniques of quality management from the point of view of their suitability in the metal processing industry was made. For each instrument we analyze which one is effective. The expert concordance coefficients have also been calculated for individual instruments.

Artykuł wskazuje potrzebę doskonalenia operacji magazynowych, które są wykonywane nieefektywnie w wielu przedsiębiorstwach w Rosji. Zetawienie niezbędnych działań zostało zebrane na podstawie podejścia logistycznego, którego wdrożenie przyczyni się do rozwiązania problemów systemowych oraz wyeliminowania wąskich gardeł. Dla jednego z kierunków wypracowano algorytm sekwencji działań, umożliwiający racjonalne zarządzanie pracami planistycznymi.

The article presents a data analysis and processing for tuning artificial neural network (ANN) of the anthrop technical system reliability, based on the opinions of experts. In general, the system reliability parameters are functions of operands – physical values – like time to failure, time between failures, duration times of specific reliability or operational states, number of failures in a time interval (event frequencies). These values are easier to be determined by an expert – operator with long year experience – than probabilistic model parameters. It is suggested that they be used in elicitation, for example linguistic estimates of the shares of reliability system elements in the system failure frequency. The numerical – linguistic elicitation of these opinions was carried out, which turned out to be uncorrelated and not suitable for tuning the network. Data processing method was used with the appropriate adopted analytic hierarchy process (AHP) geometric scale and matrix approximation method evaluations (logarithmic least squares method). Correlation analyses were performed for received input and output data of network and error of data processing method was determined. The results are shown in the example of elicitation and data correlation analyses for tuning the reliability neural network of the ship propulsion system.

Opis:
The innovation of application of cloud managers is described in the article. The authors emphasize that the innovative direction of development of information activities is the integration of Web platforms (social networks and cloud storages) for creating a unified communication space and storage for large amount of information. Tool that provides this development are cloud managers. For library institutions using such technologies will create the favorable and flexible serviceoriented system for providing users with information resources. For determination of free cloud managers and selected among them a benchmark, the methods of benchmarking and expert evaluation were used in the research. The algorithm for operation with every service is given. The following technological capabilities: “integration with cloud storage”, “cloud disk space manager”, “multimedia playback,” “presence of workspace” for collaboration were taken into account. The result of the study is to determine the cloud manager that can serve as a benchmark for providing free cloud services with a wide range of technological capabilities.

Jest to pierwszy etap badań, mający za zadanie określenie znaczenia ważności wyodrębnionych czynników dla kształtowania systemu informacji logistycznej.
The purpose of this article is to present a description of the assumptions and methods of evaluation group of experts, range of factors that shape the logistics information system in coal distribution channels and selection of experts to assess these factors.

In this paper, a new multi-step approach for the selection of an LNG terminal location (for offshore terminal, onshore terminal, or floating storage regasification unit – FSRU) was presented based on the holistic evaluation of the impacts of the potential LNG terminal. The first step was to divide the entire observed area of the Adriatic Sea of the Republic of Croatia into smaller areas by using the geographic information system (GIS) and then selecting areas where the installation of an LNG terminal was technically feasible based on the pre-elimination criteria. Potential LNG terminal areas were selected by taking into account all pre-elimination criteria, and 14 areas were selected by using pre-elimination criteria in a GIS smart chart tool that enabled the analysis of spatial data. The second step involved analyzing the elimination criteria of the 14 areas selected in the first step by pre-elimination criteria analyses. Six potential LNG terminal micro-locations were selected based on the defined elimination criteria. In the third step, these six micro-locations were evaluated by experts by using 38 specific sub-criteria classified into five distinct groups: economic (11 sub-criteria), ecological (13 sub-criteria), safety (4 sub-criteria), traffic connection (6 sub-criteria), and gas needs (4 sub-criteria). The fourth step involved making a multi-criteria expert analysis of the six locations selected in the previous step (for onshore terminals, offshore terminals, and FSRU) for the analysis of three different scenarios by the PROMETHEE (Preference Ranking Organization METhod of Enrichment Evaluation) method. In every scenario, one group of sub-criteria was selected as the most important according to its cumulative relationship with the other groups of criteria (scenario 1 – economic group; scenario 2 – ecological group; scenario 3 – safety group). A different importance (weight) was given to each of the sub-criteria. The methodology presented in this paper can also be used for decision-making processes for other marine and coastal activities, where incorporating an ecosystem approach is necessary for taking into account safety and project costs; however, the selection of pre-elimination criteria, elimination criteria, and sub-criteria should be carefully adjusted to other situations or activities.

W artykule zostały scharakteryzowane prowadzone obecnie przez autorów artykuły prace związane z doskonaleniem akustycznej metody pomiaru wyładowań elektrycznych, jakie mogą występować w układach izolacyjnych urządzeń elektroenergetycznych. Szczególną uwagę zwrócono na ekspercki system diagnostyczny wykorzystujący metodę emisji akustycznej do oceny stanu mierzonej izolacji transformatorów energetycznych.
The paper characterizes the research work on the improvement of the acoustic method of the measurements of electrical discharges that can occur in insulation systems of power appliances. The utmost attention was directed to the expert diagnostic system using the acoustic emission method for the evaluation of the condition of the power transformer insulation measured.

In the paper were presented examples of use of some intelligence tools such as a neural network, expert system and relational database to ship design. The neural network of back-propagation of errors was applied to select required power of ship main propulsion system on the basis of ship main parameters. Results obtained by using the network were compared with resulting values for similar ships found in Access database application. To aid design of the main propulsion system and ship power plant automation fuzzy logic was applied as an element of Case Based Reasoning (CBR) method in Exsys expert system as well as a few methods for selection of similar ships, elaborated by the authors.

Analizy elektronicznych podpisów biometrycznych są innowacją w ramach badań kryminalistycznych. Celem opisanych w artykule badań było ustalenie, czy możliwe jest kategoryczne potwierdzenie lub wykluczenie zarówno autentyczności, jak i wykonawstwa własnoręcznych biometrycznych podpisów elektronicznych. Kilkuletnie badania różnego typu podpisów elektronicznych pozwoliły na kategoryczne opiniowanie w tej dziedzinie. Artykuł definiuje i określa zakres terminologiczny pojęcia biometrycznego podpisu elektronicznego w ramach szeroko rozumianych podpisów elektronicznych. Analiza podpisów biometrycznych oparta została na metodzie graficzno-porównawczej wykorzystywanej powszechnie w tradycyjnym modelu analizy pismoznawczej. Jedyna zmiana polegała na rozszerzeniu zespołu cech motorycznych o cechy biometryczne, które okazały się niezbędne do kategorycznego opiniowania w tym zakresie. Opisane w materiale wyniki badań pozwalają na badania ilościowe w ramach analizy rękopisów umożliwiające kategoryczne opiniowanie. Biometryczne cechy pisma określane w całości za pomocą danych liczbowych powinny przyczynić się do wyeliminowania ewentualnej stronniczości biegłego.
Analyses of electronic biometric signatures constitute an innovation in forensics. The aim of the study described in this article was to determine whether it is possible to categorically confirm or exclude both the authenticity and the execution of handwritten biometric electronic signatures. Several-year-long research on various types of electronic signatures has made it possible to formulate categorical conclusions in this area. The article defines and determines the terminological scope of the biometric electronic signature concept within the widely understood electronic signatures. The analyses of biometric signatures were based on the graphical-comparative method commonly used in the traditional model of handwriting analysis. The only modification consisted in replacing the set of motoric features with biometric features, which turned out to be necessary for a categorical opinion on this matter. Study results described in the text allow for quantitative examination within analysis of manuscripts thus enabling issuing a categorical opinion. The biometric features of handwriting identified entirely by means of digital data ought to contribute to the elimination of any bias that might exist on the part of an expert.

Interviews are a widely used method in maritime research using qualitative methodologies. Expert interviews are conducted with people who have special knowledge because of their professional position. The status of the interviewer when using expert interviews brings forth certain distinct nuances due to the specific nature of the interview methodology and epistemological considerations. A renowned and senior maritime specialist or a veteran maritime professional researching the nuances of their own field encounter methodological challenges while interviewing other experts during data collection. The paper aims to examine the impact on qualitative data collected in interviews when the interviewers themselves are experts in the field of research. The concepts from the social science research from various disciplines have been examined and discussed highlighting the methodological challenges.

Multistage expert surveys like the Delphi method are proven concepts for technology forecasting that enable the prediction of content-related and temporal development in fields of innovation (e.g., [1, 2]). Advantages of these qualitative multistage methods are a simple and easy to understand concept while still delivering valid results [3]. Nevertheless, the literature also points out certain disadvantages especially in large-scale technology forecasts in particularly abstract fields of innovation [4]. The proposed approach highlights the usefulness of the repertory grid method as an alternative for technology forecasting and as a first step for preference measurement. The basic approach from Baier and Kohler [5] is modified in-so-far that an online survey reduces the cognitive burden for the experts and simplifies the data collection process. Advantages over alternative approaches through its simple structure and through combining qualitative and quantitative methods are shown and an adaption on an actual field of innovation – civil drones in Germany – is done. The measurement of a common terminology for all experts minimizes misunderstandings during the interview and the achievement of an inter-individual comparable level of abstraction is forced by the laddering technique [6] during the interview.
