Coastline is one type of valuable non-renewable resources. From the perspective of economic theory, it can gather population, promote traffic construction, and then improve the level of international trade. The research object of this paper is the coastline resource in Dafeng area. Firstly, we have a brief summary of the existing coastline evaluation literature, then introduce the location and natural attributes of the coastline resources in Dafeng. Following that, the Analytic Hierarchy Process (AHP) model is used to build the economic evaluation index system based on the characteristics of coastline in Dafeng. Specially, this index system consists of 6 factors, and a total of 41 detailed indicators were chosen including water depth, GDP, etc. On this basis, we use the assignment method to quantify the weight of each index, and calculate the comprehensive score of coastline resource by using the YAAHP software. The final conclusion is as follows: The total score of economic evaluation of coastline resource in Dafeng is 0.87. Therefore, the coastline resource in Dafeng will eventually be constructed a unique coastal economic zone, where the implemented port industrial projects will include shipbuilding, logistics, mechanical processing etc.

Aim/purpose - The paper explores the issue of building interdisciplinary research teams from the point of view of the evaluation requirements for Polish researchers and research units. The main aim of the paper is to determine the possibility of creating interdisciplinary research teams involving management and economics researchers. Design/methodology/approach - The author searched 30,404 journals. An assumption was made that team creation should reflect the evaluation requirements of several measurement factors of similarity between disciplines, these were duly developed. An analysis of the possibility of developing effective interdisciplinary teams to maximise the possible number of places for publications and points scored was performed and discussed. The analysis was performed by considering all of the scored journals useful for the development of young researchers and well-regarded journals publishing original research prepared by experienced scientists. Findings - The analysis indicates that the relevant journals are not evenly spread among the various scientific disciplines examined. Considering the possibility of finding many shared journals for publication while achieving favourable interdisciplinary research outcomes and scoring a high number of evaluation points, researchers in the fields of economics as well as finance and management and quality sciences should mainly cooperate with researchers in the field of socio-economic geography and sociological sciences. Research implications/limitations - The analysis was based on the Polish national research evaluation system, which may limit the generalisation of the results. Originality/value/contribution - The results presented in the paper may be useful for researchers, research team managers and authorities who run research units and create effective research teams.

The article presents the results of research concerning the issue of evaluation of police officers of the Police of the Czech republic, which was carried out at the beginning of 2019. W artykule zaproponowano wykorzystanie metody AHP (ang. Analytic Hierarchy Process) w procesie oceny pracowników naukowo-dydaktycznych na uczelni wyższej. Zwrócono uwagę na złożoność problemu decyzyjnego z jednoczesnym wskazaniem zalet metody AHP w tym procesie. W szczególności dotyczy to uwzględnienia preferencji decydenta odzwierciedlających dostosowanie uczelni do zmieniających się uregulowań prawnych i potrzeb rynkowych.
The article proposes the use of the AHP (Analytic Hierarchy Process) method in the process of assessment of research and teaching employees at university. Attention was paid to the complexity of the decision problem with simultaneous indication of the advantages of the AHP method in this process. In particular, this concerns the consideration of the decision-maker's preferences reflecting the university's adjustment to the changing legal regulations and market needs.

Artykuł dotyczy problemów zwiększania efektywności przedsiębiorstw i opracowania systemu oceny pracowników przedsiębiorstwa.Uwzględniono także aspekty motywacji do przestrzegania standardów przez pracowników i działy organizacyjne; zostały one zbadane, ponieważ pracownicy są główną siłą napędową każdego przedsiębiorstwa. Aby właściwie jąocenić, wiele firm potrzebuje systemów oceny. W tym artykule autorzy przeprowadzili badanie i opracowali pakiet oprogramowania do oceny pracowników przedsiębiorstwa.W tym artykule opisano, jak opracować system przewidywania rankingu. MongoDB jest używanyjako baza danych, jako najszybszy sposób na wprowadzanie innowacji, zapewniając elastyczność i łatwość użytkowania bazy danych.

The development of the knowledge-based economy requires undertaking many initiatives that contribute to the increase in the competitiveness of entreprises through the development and the implementation of innovative products. Such initiatives include, among others, strategic research programmes, which are characterised by a great number of levels, a multitude of objectives and results, and high budgets. It causes that the subject of strategic research programmes must be generated or fully accepted by national authorities responsible for this sphere. Therefore, it is necessary to develop a complex and effectiveness management and evaluation system dedicated to strategic research programmes. The authors present the concept and the structure of the system, and particular attention is paid to the evaluation, which enables systematic improvement of the effectiveness and the efficiency of a strategic research programme and research projects undertaken within such a programme.The system designed is currently verified within Innovative Systems of Technical Support for Sustainable Development of Economy Strategic Programme executed in the Institute for Sustainable Technologies – National Research Institute in Radom (Poland).
Rozwój gospodarki opartej na wiedzy wymaga podejmowania inicjatyw mających istotny wpływ na zwiększenie konkurencyjności przedsiębiorstw poprzez tworzenie i wdrażanie rozwiązań innowacyjnych. Do takich inicjatyw można zaliczyć między innymi strategiczne programy badawcze charakteryzujące się wielopoziomowością, mnogością celów oraz uzyskanych rezultatów i wysokim budżetem. Sprawia to, że problematyka strategicznych programów badawczych musi być generowana lub w pełni akceptowana przez odpowiedzialne za tę sferę struktury państwa. Dlatego też konieczne jest opracowanie kompleksowego systemu zarządzania i ewaluacji w odniesieniu do tego typu programów. Artykuł dotyczy zintegrowanego systemu zarządzania i ewaluacji dedykowanego strategicznym programom badawczym. Autorzy prezentują koncepcję oraz strukturę systemu, a szczególną uwagę poświęcają ewaluacji umożliwiającej systematyczną poprawę skuteczności i efektywności programu strategicznego oraz prowadzonych w jego ramach projektów badawczych. Opracowany system zarządzania i ewaluacji jest obecnie weryfikowany w odniesieniu do Programu Strategicznego realizowanego w ITeE – PIB Innowacyjne Systemy Wspomagania Technicznego Zrównoważonego Rozwoju Gospodarki.

Opis:
With the opportunities and benefits offered by Chip Multiprocessors (CMPs), there are many challenges that need to be addressed in order to exploit the full potential of CMPs. Such aspects as parallel programs, interconnection design, cache arrangement and on-chip cores allocation become a limiting factor. To ensure validity of approaches and research, we propose an evaluation system for CMPs with Network-on-Chip (NoC) and processor management system integrated on one die. The suggested experimentation system is described in details. The proposed system that is used for tests and results of the experiments are presented and discussed. As decision making criteria, we consider energy efficiency of Processor Allocator (PA) and NoC, as well as NoC traffic characteristic (load balance). In order to improve the system understanding, brief overview on most important NoC and PA architectures is also presented. Analyzed results reveal that CMP with a PA controlled by IFF allocation algorithm for mesh systems and torus-based NoC driven by DORLB routing with express-virtual-channel flow control achieved the best traffic balance and energy characteristic.

Artykuł prezentuje wyniki badania, którego celem była ocena użyteczności ewaluacji realizowanych na potrzeby regionalnych programów operacyjnych 2007–2013 (RPO). Badanymi elementami, składającymi się na użyteczność ewaluacji, były: jakość, adekwatność i wiarygodność wniosków wynikających z ewaluacji. Badanie zrealizowano w formie analizy dokumentów na reprezentatywnej próbie 71 raportów ewaluacyjnych ukończonych w latach 2008–2012. Wyniki badania pokazują, że wiele raportów nie dostarcza istotnych rekomendacji oraz nie udziela odpowiedzi na kluczowe pytania badawcze. Najczęściej w trakcie ewaluacji nie udaje się odpowiedzieć na pytanie o wpływ RPO na rozwój społeczno-gospodarczy województw. Zaobserwowana niska użyteczność dokonywanych ocen stanowi podstawę do sformułowania wniosków o negatywnych trendach w rozwoju systemu ewaluacji RPO, obejmujących nastawienie systemu na dostarczanie prostych informacji i „produkcję raportów”, a nie zaspokajanie faktycznego popytu na wiedzę.
The paper presents an analysis of usability of regional operational programmes 2007−2013 (ROP) evaluations. The elements of usability under study are: quality, relevance, and credibility of the evaluation assumptions. The study consists in desk research of a representative sample (n = 71) of the evaluation reports completed between 2008 and 2012. The results show that many reports do not contain important recommendations and do not answer key research questions. In most cases, the evaluations fail to supply an answer on the impact of ROP on the socio-economic development of regions. The limited usefulness of evaluation reports leads to conclusions about negative trends in the development of the ROP evaluation system, which is focused on providing simple information, reports production, and does not respond to actual demand for knowledge.

Szczegółowo omówiono Polską Bibliografię Naukową (PBN) – jej transformację, stan obecny, funkcjonalność, potrzeby, oczekiwania użytkowników oraz znaczenie i zadania na przyszłość. PBN jest istotnym portalem Ministerstwa Edukacji i Nauki oraz bazą bibliograficzno-analityczną zintegrowanego Systemu Informacji o Szkolnictwie Wyższym POL-on. Ranga PBN wynika z przypisywanej jej roli oficjalnego źródła danych, wykorzystywanego w procesie ewaluacji jednostek naukowych, a w konsekwencji służącego do podziału dotacji w szkolnictwie wyższym.
The article characterizes the development of the system of institutional evaluation of science in Poland. The Polish Scientific Bibliography (PBN) is discussed in detail – its transformation, current state, functionality, needs, users’ expectations as well as its importance and tasks for the future. The PBN is an important portal of the Ministry of Education and Science and a bibliographic-analytical database of an integrated Information System on Higher Education POL-on. The importance of the PBN results from its role as an official data source used in the process of evaluation of scientific units and consequently, for the distribution of subsidies in higher education.

The paper addresses issues related to the growing social phenomenon that has disturbing consequences for practice – in this case, everyday academic life in Poland. It consists of the critical categories of contemporary humanities; its “first words” are given content very distant from their original, traditional meanings. The meanings of these categories are often reversed, given secondary meanings or even made meaningless. As a result, many words are used as empty labels, fashionable words intended to add dignity to the speaker. The article’s author, referring to the metaphor of “stealing” words, raises three specific issues. Firstly, it presents a register of “stolen” words, three of which are the subject of detailed analysis – evaluation, quality, and dialogue. The second issue is a detailed analysis of the mechanisms governing changes in the meanings assigned to each of these categories and the effects associated with using “stolen” words in the everyday life of academies and dormitories. Finally, the issue of the “perpetrators of the theft” was raised. The author claims that one of them is the “seventh enemy from the seventh world of the field” – an entity that creates the everyday life of academic life, regardless of its place in the university’s social hierarchy.
W artykule podjęto kwestie związane z narastaniem w dyskursie publicznym zjawiska rodzącego bardzo niepokojące skutki dla praktyki – w tym przypadku codzienności życia akademickiego w Polsce. Polega ono na tym, że kluczowym kategoriom współczesnej humanistyki, jej „słowom pierwszym”, nadaje się treści bardzo odległe od ich pierwotnych, tradycyjnych znaczeń. Często odwraca się znaczenia tych kategorii, nadaje się znaczenia wtórne lub wręcz pozbawia sensu. W konsekwencji wiele słów używa się jako puste znaczeniowo etykiety, modne zwroty, które mają dodać powagi mówiącemu. Autor artykułu, odwołując się do metafory „kradzieży” słów, odnosi się do trzech szczegółowych kwestii. Po pierwsze przedstawia rejestr słów „ukradzionych”, z których przedmiotem szczegółowych analiz uczynił trzy – ewaluację, jakość i dialog. Drugą kwestią jest szczegółowa analiza mechanizmów rządzących zmianami z zakresie znaczeń przypisywanych każdej z tych kategorii oraz skutków, które wiążą się używaniem słów „ukradzionych” w codziennym życiu akademii i akademików. Na koniec podjęto kwestię „sprawców kradzieży” Autor twierdzi, iż jednym z nich jest „siódmy nieprzyjaciel z siódmego świata kierunku” – podmiot kreujący codzienność życia akademickiego niezależnie od miejsca w hierarchii społecznej uniwersytetu.

Ocena efektywności procesów wpisuje się w nurt funkcjonowania współczesnych instytucji publicznych. Praktyka wykazuje, że analiza procesów biznesowych i ich optymalizowanie wpływają na efektywność działania całej instytucji. Celem pracy jest przedstawienie metodyki oceny funkcjonowania organizacji. W artykule zaprezentowano istotne aspekty oceny komórek biznesowych. Analizie poddano jeden z obszarów systemu oceny Zakładu Ubezpieczeń Społecznych. W tym celu wykorzystano metodę studium przypadku. Na podstawie uzyskanych wyników badań zaproponowano budowę hurtowni danych z jednoczesnym wdrożeniem metody business intelligence.
The assessment of process effectiveness is in line with the functioning of contemporary public institutions. Practice shows that the analysis of business processes and their optimization affect the efficiency of operation of the entire institution. The aim of the work is to present the methodology for the evaluation of the organization's functioning. The article presents important aspects of business unit assessment. The analysis covers one of the areas of the Social Insurance Institution's assessment system. For this purpose, the case study method was used. Based on the obtained research results, a data warehouse was proposed with the simultaneous implementation of the business intelligence method.

The aim of the work is to present the methodology for the evaluation of the organization's functioning. The article presents important aspects of business unit assessment. The analysis covers one of the areas of the Social Insurance Institution's assessment system. For this purpose, the case study method was used. Based on the obtained research results, a data warehouse was proposed with the simultaneous implementation of the business intelligence method.

Opis:
Current situation of worsening of the health of individuals and societies requires response in architectural design. The article discusses possibilities for integration of health aspects and well-being factors in investment process in pursue of sustainability, by utilizing the advantages of the green building rating systems and evaluation tools which are already present in international and national practice. The aim of this article is to indicate the need for an integral approach in creating a built environment that allows for a healthy life in accordance with the location and current social and other problems. The author believes that the recognition of architectural objects as an integral part of complex urban structures is a necessary approach that determines the integration of the discussed aspects in design. The process should also include raising public awareness, focusing on better planning and design tools, and systems for collecting data and measuring health impacts. Integrating health parameters with already existing sustainable design procedures and standards is crucial. The core of the study was the observation and analysis of the already built housing environment, planned and designed according to the principles of sustainable development, in order to determine the degree of taking into account environmental elements and aspects of health on the object and urban scale.
Obecna sytuacja pogarszania się stanu zdrowia jednostek i społeczeństw wymaga odpowiedzi w projektowaniu architektonicznym. W artykule omówiono możliwości integracji aspektów zdrowotnych i czynników dobrostanu w procesie inwestycyjnym w dążeniu do zrównoważonego rozwoju, poprzez wykorzystanie zalet systemów oceny wielokryterialnej i narzędzi certyfikacji, które są już obecne w praktyce międzynarodowej i krajowej. Celem artykułu jest wskazanie konieczności integralnego podejścia w tworzeniu środowiska zbudowanego, pozwalającego na zdrowe życie odpowiednio do lokalizacji i bieżących problemów społecznych i innych. Autor uważa, że uznanie obiektów architektonicznych za integralną część złożonych struktur urbanistycznych jest niezbędnym podejściem warunkującym integrację omawianych aspektów w projektowaniu. Proces ten powinien również obejmować podnoszenie świadomości społecznej, koncentrowanie się na lepszych narzędziach planowania i projektowania oraz systemach gromadzenia danych i pomiaru wpływu na zdrowie. Kluczowe znaczenie ma integracja parametrów zdrowotnych z już istniejącymi procedurami i standardami zrównoważonego projektowania. Istotą badania była obserwacja i analiza zrealizowanego środowiska mieszkaniowego, planowanego i projektowanego wg zasad zrównoważonego rozwoju, w celu określenia stopnia uwzględnienia elementów środowiskowych i aspektów zdrowia w skali obiektowej i urbanistycznej.

Opis:
Electric traction motors of rail vehicles operate in very harsh conditions. This is due to their varying load and power fluctuations, as well as their exposure to high humidity, excessive shocks, dust and changing ambient temperature. These conditions can lead to the non-operational state of motors in operation which should be identified as soon as possible. This requires building the mathematical model of a traction drive system, which enables the full simulation of its work in real time. It also requires interference in the construction of the electrical system that allows for measuring the values of the relevant diagnostic features. The measurements of these features and their comparison to the values obtained from the mathematical model with the use of a multi-valued evaluation constitute the basis for the formulation of the operational diagnoses of traction motors.
