    The ongoing COVID-19 pandemic has created unprecedented challenges. Comparing pre-pandemic and pandemic experiences led to the re-evaluation of the role of festivities and their associated traditions. Through semi-structured interviews, people’s perceptions of festivities during the two-year-long period of repetitive social restrictions were investigated in Latvia (Latgale region). Data analysis revealed that the quality of festivities related to otherworldliness decreased. Celebration as a powerful practice for developing a sense of togetherness and experiencing collective joy was commonly acknowledged. Festivities were primarily perceived as a tool of socialization and collective identification, as well as an opportunity for entertainment and creative expression.

    The article is an explication of the concept of evaluation as a key element of consensual humanistic education. The evaluation is defined as a systematic recognition of the process of changes – at the individual and group level – and a key element of the decision-making process. The functions of the evaluation are: improvement of ongoing activities, promotion of social competences and strengthening of positive relations in the group, building a sense of security, consolidating the effects of cooperation, indicating the usefulness of the acquired knowledge. Next, the author briefly discusses the successive stages of the consensual decision-making process and the evaluation questions that are relevant to them. She presents the so-called “evaluation matrix”, taking into account – in addition to the already mentioned elements – evaluation criteria (adequacy, safety, level of participation, durability of knowledge, skills and attitudes, affective work), key for each stage of the question, satisfaction indicators and examples of tools to achieve the goal. The text closes a detailed description of these evaluation tools.
    Artykuł stanowi eksplikację koncepcji ewaluacji jako kluczowego elementu konsensualnego kształcenia humanistycznego. Została ona zdefiniowana jako systematyczne rozpoznawanie procesu zmian zachodzących na poziomie jednostki i grupy oraz kluczowy element procesu decyzyjnego. Funkcje tak rozumianej ewaluacji to: usprawnianie aktualnie trwających działań, promowanie kompetencji społecznych i wzmacnianie pozytywnych relacji w grupie, budowanie poczucia bezpieczeństwa, utrwalanie efektów współpracy, wskazywanie na użyteczność przyswajanej wiedzy. W sposób skrótowy zostały omówione kolejne etapy procesu konsensualnego podejmowania decyzji oraz adekwatne dla nich pytania ewaluacyjne. Zaprezentowano tzw. matrycę ewaluacji, uwzględniającą – oprócz wspomnianych już elementów – kryteria ewaluacji (adekwatność, bezpieczeństwo, poziom partycypacji, trwałość wiedzy, umiejętności i postaw, pracę afektywną), kluczowe dla każdego etapu pytania, wskaźniki satysfakcji oraz przykładowe narzędzia służące do realizacji celu.     Zrównoważony rozwój przedsiębiorstw kolejowych jest uwarunkowany bezpieczeństwem, dlatego też każdy operator kolejowy powinien nieustannie dążyć do poprawy bezpieczeństwa i zmniejszenia liczby wypadków. Wymagania dotyczące zgłaszania incydentów i analiz są uregulowane na poziomie Wspólnoty Europejskiej. Za monitorowanie kultury bezpieczeństwa odpowiadają organy regulacyjne – krajowe i europejskie. Na podstawie gromadzonych przez te organy danych i wskaźników dotyczących bezpieczeństwa na kolei autorzy przeanalizowali trendy związane z poziomem bezpieczeństwa na europejskich kolejach. Przeprowadzone analizy porównawcze dla poszczególnych krajów Unii Europejskiej pozwoliły znaleźć główne przyczyny wypadków oraz wskazać wybrane działania korygujące, które można podjąć w celu poprawy bezpieczeństwa i zmniejszenia kosztów wypadków. Dotychczasowe praktyczne doświadczenia pokazują, że koszty działań prewencyjnych są mniejsze niż koszty eliminacji skutków zdarzeń. Chociaż wyniki analizy wyraźnie pokazują, że konsekwentne wysiłki w obszarze bezpieczeństwa prowadzą do strukturalnej redukcji liczby incydentów, wciąż istnieje pole do poprawy w wielu dziedzinach.
    Sustainable development of railway companies is conditioned by safety, which is why each railway operator should continually strive to improve safety and reduce the number of accidents. The requirements for reporting incidents and analyses are regulated at the European Community level. The regulatory authorities - national and European - are responsible for monitoring the safety culture. On the basis of the acquired data and safety indicators the authors analysed trends related to the European railways safety level. Comparative analyses carried out for individual EU countries allowed to find the main causes of accidents and indicate selected corrective actions that can be taken to improve safety and reduce accident costs. Previous practical experiences show that the costs of preventive actions are much smaller than the costs of eliminating the effects of accidents. Although the results of the analysis clearly show that consistent efforts in the safety area lead to a structural reduction in the number of accidents, there is still significant scope for improvements in many areas.

    The paper addresses complex evaluation of safety culture in Slovak manufacturing enterprises by utilizing specific determinants. To accommodate conditions of enterprises in Slovakia, a specific research method was developed for the study of safety culture, which can also be used for manufacturing and non-manufacturing enterprises. We have selected the questionnaire method. Due to the scope of the research, we have defined ten determinants, which form the basis for evaluation of safety culture elements. When determining the level of the specific ten determinants of safety culture, we studied interdependence between the enterprise’s industry, its size (small, medium, large) and points assigned to each determinant. The results of the study are evaluated using a 3D point graph. The discussion shows parts that were evaluated the highest or lowest and outlines suggested approaches to improve the current state.

    Celem prezentowanego artykułu jest określenie transformacji współczesnej szkoły na Ukrainie i w Polsce w kontekście zmian cywilizacyjnych. Wskazano czynniki, które mogą przyczynić się do jej powstania, rozwoju, a także zasugerowano zmianę podstawowych aspektów polskiej i ukraińskiej edukacji w celu sprostania wymaganiom współczesnego świata. Współczesne przemiany edukacyjne winny opierać się na strategii, opartej na procesie uczenia się na przestrzeni całego życia. Artykuł ma także na celu ukazanie znaczenia systemu edukacyjnego jako zjawiskа społecznego, podkreśla się znaczenie projektowo-technologicznej kultury nauczyciela w kontekście wprowadzania reform edukacyjnych.
    The aim of the presented article is to determine the transformation of the modern school in Ukraine and Poland in the context of civilization changes. Factors that may contribute to its creation, development, and suggested changes in the basic aspects of Polish and Ukrainian education in order to meet the requirements of the modern world were indicated. Contemporary educational changes should be based on a strategy based on the learning process throughout life. The article also aims to show the importance of the educational system as a social phenomenon, emphasizing the importance of the teacher's project-technological culture in the context of introducing educational reforms.

    Brak powiązania wdrażania Lean Management ze zmianą kultury organizacyjnej obniża trwałość efektów restrukturyzacji oraz nie przyczynia się do doskonalenia procesów w szkole wyższej w długiej perspektywie. W artykule przestawiono wyniki badań, których celem była identyfikacja cech kultury organizacyjnej szkół wyższych w kontekście wdrażania koncepcji LM oraz określenie zakresu niezbędnych zmian. W badaniach zastosowano metody analizy literatury przedmiotu, badań ankietowych (przeprowadzonych w szkołach wyższych z wykorzystaniem wymiarów Kultury Lean opisanych w książce The Toyota Way Likerta), wywiadów z pracownikami oraz doświadczenia własne autorki. Wyniki badań ankietowych potwierdzają postawioną hipotezę, że kultura organizacyjna badanych szkół stanowi barierę we wdrażaniu Lean Management. W wyniku przeprowadzonej analizy regresji można stwierdzić, że zmiennymi, które w istotny sposób różnicują wyniki ankiety są: rodzaj szkoły, funkcja oraz staż pracy. Wywiady wskazują, że zmiana techniczno-organizacyjna przebiega równolegle i jest zintegrowana ze zmianą społeczną, tylko wtedy kiedy projekty są wdrażane z przyjęciem podejścia oddolnego. Wyniki badania jednoznacznie wskazują, że zastosowanie paradygmatu funkcjonalistycznego w badaniu kultury organizacyjnej uczelni jest niewystarczające, gdyż nie pozwala, dostrzec w pełni innych składników i obszarów Kultury Lean. Dlatego postuluje się rozszerzenie perspektywy badawczej o podejście humanistyczne oparte na paradygmacie interpretatywnym.
    If the process-based approach is not directly connected with changes in organizational culture, it minimizes benefits of restructuring the school and does not contribute to process improvement in the long term. The paper presents a preliminary results of the research which purpose was to identify the common characteristics of Lean Culture in HEIs and to evaluate a range of changes in organizational culture with respect to LM implementation. In research author used the methods of literature analysis, questionnaires (based on the dimensions of Lean Culture formulated in the Likert’s book “The Toyota Way”), interviews and own experience. The general hypothesis formulated in the research was confirmed - the organizational culture of investigated universities hinders the implementation of LM. The assessment of Lean Culture is statistically influenced by the type of school, function in organisation and seniority. The results of interviews showed that the critical condition of successful change of organisational culture in a university is adoption of the bottom – up approach. This approach allows to integrate the changes in organisational and technical system and social system in an organisation. The results of research also indicate that the usage of a functionalist paradigm doesn’t allow to take into consideration all dimensions of Lean Culture. Therefore, researchers have been calling for the broadening of the research perspective with a humanistic approach based on the interpretative paradigm.

    The article presents two scientific cultures, which have different indicators and measures of scientific achievements. Community orientated culture is interested in building of the common area of ideas and it tries to unify glossary, methodology, rules and promotion of good practices. Scope directed cultures are inclusive and open for cooperation. Measures of science are totally different in both cultures- more unpredictable in the first case and very clear in the scope orientated scientific culture. For young scientists the closer community should be only a first stage in the long way to the scientific success. The article indicates virtual communities as a way for finding new possibilities of making science at the satisfactory level.

    Doskonałości naukowej nie da się zadekretować. Można i trzeba natomiast dążyć do niej poprzez wprowadzenie systemowych projakościowych rozwiązań w finansowaniu nauki oraz wykształcenie w naszym środowisku kultury jakości. Uczelnie badawcze powinny być wyłaniane w otwartym, dwuetapowym konkursie. Kandydujące szkoły wyższe przedstawiałyby swój plan restrukturyzacji organizacyjno-zarządczej oraz koncepcję poprawy jakości prowadzonej przez nie dydaktyki i badań naukowych. Aby poprawić system oceny jakości badań i dydaktyki oraz proces uzyskiwania stopni i tytułu naukowego należy przede wszystkim wprowadzić nową kategoryzację dziedzin naukowych (na wzór ERC). Ocenę parametryczną opartą na punktacji czasopism naukowych trzeba zastąpić oceną opartą na parametrach bardziej odzwierciedlających indywidualny wkład danej publikacji w rozwój odpowiedniej dziedziny/dyscypliny naukowej (mean normalized citation score, MNCS oraz PP, top 10%). Rektor w przyszłym ustroju uczelni powinien mieć silną władzę wykonawczą, ale jego działania powinny być transparentne. Powinien on ponosić odpowiedzialność za podjęte decyzje przed profesjonalnie przygotowanym ciałem, które uczestniczyło w jego powołaniu i które w skrajnych przypadkach może go odwołać. Dla prawidłowej komercjalizacji wyników badań niezbędne jest stworzenie całego „ekosystemu” wspomagającego ten proces (tworzenie wokół uczelni firm typu spin off, sprzedawanie przez centra transferu technologii licencji dotyczących patentów powstałych w uczelniach, zachęty finansowe do współpracy z przemysłem).
    Scientific excellence cannot be decreed. However, it can and must be pursued by introducing pro-quality solutions in the financing of science and cultivating a culture of excellence in the scientific community. Research universities should be appointed in an open, two-stage competition.Candidate universities would present their organizational and management restructuring plan and their conception for improving the quality of their teaching and research. To improve the system for evaluation of the quality of research and teaching and the process of obtaining academic degrees and titles, firstly a new categorization of research fields should be introduced (patterned on the ERC). Parametric assessment based on assignment of points to periodicals should be replaced by assessment based on parameters better reflecting the individual contribution of the specific publication to the development of the research field or academic discipline – mean normalized citation score and PP (top 10%). In the future university system, the rector should have strong executive authority, but his actions must be transparent. The rector should be answerable for his decisions before the professionally qualified body which participated in his appointment and in extreme instances should be empowered to remove him. For proper commercialization of research results, it is necessary to develop an entire ecosystem fostering this process (creation of spinoff firms affiliated with universities, sale by technology transfer centres of licences for patents arising at the university, and financial incentives for cooperation with industry).

    The subject of this article are the names of the Bible and the saints derived from the Legends of Gdansk, by Jerzy Samp, a scholar of literature and culture of Pomerania. They are one of the stylistic vocabulary, willingly exploited by the writer. These names have been analyzed in terms of their artistic functions. The analysis shows that they give more elevated style and they are a part of artistic expression as well as assessment and evaluation.

    Evaluation as type of judgement aggregation specifies expected or factual effects of a public intervention. The main goal of evaluation in public administration is to support decision-making processes and therefore increase the quality, efficiency and coherence of public help. That aim is supported by three main functions of evaluation: the function of accountability (executing responsibility), the cognitive function and the function of improvement stimulation within an organization. Among the advantages of performing objective and specified evaluations of public interventions one may name improvements in planning, implementing processes, improvements in quality control, supporting learning processes within institutions, strengthening the feelings of partnerships and joint ownership. For those among other reasons a number of international institutions (e.g. European Union) put emphasis on the development of evaluation culture. On the basis of the results of a project carried out by Centrum Ewaluacji i Analiz Polityk Publicznych UJ (The Center for Evaluation and Analysis of Public Policies) several elements occurring frequently in evaluations in Poland that may inhibit the development of evaluation culture have been identified. Those elements are the perception of evaluation among public administration workers, the way party ordering evaluations uses evaluation criteria, the existing procurement law and lack of rules concerning the reception of evaluation report.
    Ewaluacja dostarcza informacji dotyczących oczekiwanych lub faktycznych efektów interwencji publicznej. Najważniejszym jej zadaniem jest wspieranie procesu decyzyjnego w administracji publicznej, czego docelowym efektem ma być poprawa jakości, skuteczności i spójności pomocy publicznej. Cel ten jest realizowany przez trzy główne funkcje ewaluacji: funkcję rozliczenia (egzekwowania odpowiedzialności), funkcję poznawczą oraz funkcję stymulowania usprawnień organizacyjnych. Wśród korzyści z przeprowadzania obiektywnej i ukierunkowanej oceny interwencji publicznej wymienia się: poprawę planowania, wdrażania i kontroli jakości, wspieranie procesu uczenia się instytucji, partnerstwa oraz poczucia współwłasności. Właśnie w trosce o zapewnienie tego typu korzyści płynących z poprawnie wykonanej ewaluacji wiele instytucji międzynarodowych dba o rozwój kultury ewaluacyjnej. Na podstawie badań przeprowadzonych przez Centrum Ewaluacji i Analiz Polityk Publicznych UJ można wskazać problematyczne z punktu widzenia rozwoju kultury ewaluacyjnej elementy typowe dla ewaluacji w polskich jednostkach administracji publicznej. Wśród tego typu barier najważniejsze to: 1) podejście do badań występujące u zleceniodawców tych badań, 2) sposób traktowania przez nich kryteriów ewaluacyjnych, 3) obowiązująca procedura zamówień publicznych oraz 4) brak reguł dotyczących odbioru raportów ewaluacyjnych.

    Due to the poor evaluation of the design of Japanese cars in the European market, this study proposes an evaluation to improve the rating of Japanese cars by Europeans. First, the concept of passenger car design evaluation is defined. Based on this definition, the appearance of a front image of a passenger car is decomposed into primitive components, and each component is analyzed in terms of shape, size, and position information. The shape information can be evaluated by two quantitative methods: Fourier series expression and aspect ratio calculation. To validate the evaluation method, five Volkswagen, four Peugeot, and three Toyota cars are sampled. The analysis indicates obvious differences in the headlights and radiator grille. Furthermore, a design modification method is proposed. Because design differences between European and Japanese cars are quantitatively evaluated, identifying necessary modifications should be easy. As a trial, one Toyota car design is modified by changing the features of the radiator grille and headlights to more closely resemble the characteristic shape of European cars. Then to validate the design modification, a design image investigation is conducted with the cooperation of 39 German citizens. This investigation demonstrates the design evaluation is effectively improved by altering the design of the headlights and radiator grille.

    The article is focused on the analysis of the essence, purpose and meaning (sense) of evaluation and self-evaluation processes in the school environment. It is an attempt to analyse the pedagogical evaluation as both a specific theoretical problem and a long-term, systematic process by means of which the school is able to reflect and evaluate its work quality in a critical way, to initiate changes and thus to improve and upgrade its quality. The above idea is based on an assumption that the development of the good quality school depends on its concept as an open, co-operative and learning institution focused on educational, cultural and public awareness objectives; and the systematic reflecting, checking and evaluating of its objectives, progress and results form an integral part of its (internal) culture.

    Gametoclonal variation among anther culture-derived plants of three barley genotypes was estimated on the basis of cytological analysis (DH1, DH2 generation), observation of morphological variants (DH2, DH3) and chlorophyll mutation test (DH2, DH3). Individual head rows were grown in the field to detect possible chimeric structure of regenerants and to assess the number of variants and mutations in each line. Spontaneously doubled plants were the most frequent class (70%) among regenerants and almost 90% of them were completely fertile. There was a difference in proportion of haploids produced by different genotypes, but the highest frequency observed did not exceed 21%. The remaining regenerants were tetraploid, and contained chromosomal mutations or chimeras. In total, there were about 15% of polyploids and plants carrying chromosomal aberrations (translocations, inversions) among DH1 individuals. The changes in chromosome number and structure were the main source of observed variation. The level of gene mutation induced in vitro was relatively low. No more than 1% of microspore-derived plants expressed visible morphological changes in DH2 progeny. Only two morphological variants derived from the Bruce cultivar proved to be homozygous mutants (dwarf type) stable up the to third generation. The frequency of DH plants carrying chlorophyll mutation was 5.8%, but most of them (82%) were chimeric and had only a small mutation sector. The level of gametoclonal variation depended on the donor plant genotype. The highest proportion of variants and mutations was observed among DH plants derived from the Bruce cultivar, while the lowest was recorded among plants regenerated from anther culture of the doubled haploid line H930-36. Mechanisms leading to the observed variation and implications resulting from the presented experiments concerning implementation of anther culture in barley breeding were discussed. It was concluded that this method resulted in a high frequency of spontaneous doubling, a low frequency of genetic changes, and being less time and effort-consuming than the ’Bulbosum’ technique, can be applied to most barley breeding programs.
