The adoption of a specific concept of environmental policy involves a choice of life philosophy. It is about what we are intent on within environmental protection, why and for protection of which values certain actions should be taken. The article presents the essence of the relationship between axiology (theory and practice of values) and environmental protection policy mainly emphasising the wealth of concepts, ideas and diversity of activities in this sphere.

Opis:
Celem artykułu jest dowiedzenie konieczności opracowania politologicznego modelu świadomości ekologicznej jako koncepcji akcentującej motywacje do działań proekologicznych. W związku z tym zadaniem zostały omówione przyczyny różnic w definiowaniu świadomości ekologicznej, zakres poprawnego stosowania tej kategorii i dwa teoretyczne modele świadomości ekologicznej: etyczny i socjologiczny. Analiza została dokonana na podstawie dwóch założeń. Pierwsze dotyczy zależności każdego modelu teoretycznego od specyfiki dyscypliny naukowej, w której dany model powstaje, zaś drugie – konieczności dysponowania możliwościami analitycznymi (w perspektywie kreowania aktywnej postawy proekologicznej) w zakresie badania relacji miedzy opisem i normą.
The paper aims to show how essential it is that a model of ecological awareness based on political science and used as a concept emphasizing motivation for pro-ecological activities should be devised. In this connection, the author discusses the reasons for differences in the defining of ecological awareness, the range of correct usage of this category, and two theoretical models of ecological awareness: the ethical and the sociological. The analysis was made on the basis of two assumptions. While the first concerns the dependence of each theoretical model on the specifics of the scientific discipline in which it is formed, the other applies to the necessity of possessing analytical capabilities (with a view to creating an active pro-ecological attitude), that allow relations between a description and a norm to be elucidated.

China’s long-term development plan puts strong emphasis on environmental issues. Chinese government emphasized that the measure of economic growth must take into account the social and environmental costs. Socio-economic development has been coupled with environment protection. The national low-carbon strategy aims at achieving a better balance between the environment protection and economic growth.
W długoterminowych planach rozwoju Chin nacisk został położony na kwestie dotyczące ochrony środowiska. Chiny podkreślają, że mierzenie wzrostu gospodarczego musi brać pod uwagę również koszty środowiskowe. Plany rozwoju gospodarczego zostały w następstwie tego sprzężone z planami ochrony środowiska. Strategia niskoemisyjnych rozwiązań musi prowadzić do określenia nowego modelu rozwojowego pozwalającego z jednej strony chronić środowisko naturalne, a z drugiej utrzymywać konkurencyjność rodzimej gospodarki.

Environmental protection policy is a multi-faceted issue which interests researchers in different branches of knowledge. The implementation of solutions of the environmental protection may take different forms among which are legal instruments. One of those legal instruments is the environmental protection policy. The aim of this article is to analyse this policy and to evaluate its functioning in the Republic of Poland as one of the public policies. Furthermore, a crucial part of this article is to define the environmental protection policy, national environmental policy and its legal bases. What is more, the article will present the analysis of purposes, directions and areas included in the Polish National Environmental Policy - 2030. To make this analysis complete it is required to indicate symptoms of the sustainable development in the environmental protection policy. As a main tool of consideration, the dogmatic-legal method, has been used. The analysis of the main topic consists of legal acts and literature on the subject (containing Polish and foreign scientific publications).

Strategia zrównoważonego rozwoju Unii Europejskiej w dużej mierze oparta jest na tworzeniu wielkoprzestrzennych struktur przyrodniczych. W Europie Środkowo Wschodniej są to: ekoregion Karpaty, Zielony Pierścień Bałtyku, oraz projekt Zielone Płuca Europy. Konwencja Karpacka zrzeszająca siedem państw ma na celu realizowanie idei Zielonego Serca Europy. Dotyczy to głównie problematyki środowiska przyrodniczego i kulturowego. Zielony Pierścień Bałtyku obejmuje obszar Zielonych Płuc Polski, oraz Pomorze Zachodnie. Struktura Zielonych Płuc Polski dobrze funkcjonuje, gdyż działa w międzywojewódzkim porozumieniu ZPP, Rada Naukowa, Fundacja ZPP, a także wydawany jest biuletyn informacyjny. Idea Zielonych Płuc Europy opracowano już w roku 1992, wymaga ona obecnie nowych założeń programowych. Wymienione programy wskazują na wyjątkowo dużą rolę Polski w realizacji założeń zrównoważonego rozwoju Europy.
Strategy of sustainable development of the European Union is largely based on the creation of large-spatial nature structures. In Central-East Europe these are the Carpathian Ecoregion, Green Ring of the Baltic and Green Lungs of Europe initiatives. The Carpathian Convention of 7 countries has been aimed at the development and implementation of the idea of the Green Heart of Europe. It refers mainly to the problems of the natural and cultural environment. The Green Ring of the Baltic includes the areas of the Green Lungs of Poland and Western Pomerania. The structure of the Green Lungs of Poland is functioning very well, as it operates within the frames of the intervoivodship agreement of the GLP, Scientific Council and GLP Foundation. An information bulletin is also issued periodically. The idea of the Green Lungs of Europe was developed in 1992, and now it requires new guidelines. All of these initiatives indicate the very significant role of Poland in the implementation of the strategy of sustainable development in Europe.

Whilst, in many countries, the scale of forest loss from business-as-usual development is immense, in Poland, this problem does not exist. However, obtaining additional land areas for afforestation is a main issue in Poland. In Poland, after the World War II, the forest area has been systematically growing. In 1945, the forest area was about 6.5 million ha, and the forest cover was 21%. In 2016, the forest area reached 9.2 million ha, and forest cover amounted to 29.5%. Today, there are 0.24 ha of forests per one inhabitant of Poland. The size of wood resources in stands is also changing. In 1945, forest resources on the trunk amounted to approximately 906 million m3 , and in 2016, it reached 2.4 million m3. The problem, however, is the uneven distribution of forests in Poland. Forests in Poland are very strictly protected by law. There are two most important acts, Forest Act of 2001 and Nature Conservation Act of 2004, that regulate principles for the retention, protection and augmentation of forest resources. Over the past decades in Poland, the social demands regarding non-economical functions of forest such as recreational activities, soil and water protection and mitigation of global warming became an important and constantly growing challenge for forest managers. Thus we suggest that, first of all, it is very important to extract the leading function for a given forest area. Interactions between development and conservations policies are very tied and may suggest the need of their integration. In this article, we present the concept of development policy for forest management and forest protection in Poland.

The matter of great concerns of the European Union is agriculture and its influence on the environment nowadays. Hence, the issue of integration of environmental incentives within common agricultural policy has increased rapidly. In this regard, member states have introduced new agri-environmental policy measures and the UK?s approach and way of their application will be presented in this paper.
Polityka ochrony środowiska jest obecnie istotnym kierunkiem kształtowania celów Wspólnej Polityki Rolnej Unii Europejskiej. W tym ujęciu kraje członkowskie zostały zobligowane do wprowadzania zasad polityki związanej z ochroną środowiska przyrodniczego, które w rolnictwie realizowane są przede wszystkim w formie programów rolno-środowiskowych. Przyjęto również zasadę obligatoryjnej oceny efektywności programów rolno-środowiskowych. W pracy zaprezentowano na przykładzie Wielkiej Brytanii sposób realizacji oceny efektywności wprowadzania działań środowiskowych w rolnictwie, co może również stać się odniesieniem dla podjęcia w Polsce prób oceny efektywności tych działań.

Artykuł przedstawia zagadnienia polityki i prawa Unii Europejskiej w materii ochrony środowiska miejskiego. Unia Europejska, zwłaszcza Dyrekcja Generalna ds. Środowiska Komisji Europejskiej, przywiązuje dużą wagę do poprawy stanu środowiska miejskiego. Przegląd polityki UE i regulacji prawnych dotyczących środowiska na obszarach zurbanizowanych pokazuje, że prawo UE tworzy zobowiązania, zarówno po stronie UE, jak i państw członkowskich, zmierzające do zapewnienia mieszkańcom miast europejskich zdrowych i atrakcyjnych warunków życia. Główną cechą polityki i przepisów prawa UE w dziedzinie środowiska jest zastosowanie specjalnych środków skierowanych na ochronę środowiska miejskiego. Unia Europejska wykazuje aktywność w tej dziedzinie, wyznaczając kierunki działań, przyjmując prawne rozwiązania, wyznaczając standardy oraz przewiduje finansowe środki przeznaczone na ochronę środowiska miejskiego.

Modern science can distinguish three main types of the origin of threats caused by human activities for the ecology and environmental safety of the planet, country, region, or city. We emphasize, that these threats have appeared in the sphere of material production, and the threats that arise in the sphere of waste management and consumption. We underline, the phenomenon of material production, on the one hand, satisfies all the basic needs of society, and on the other hand, threatens environmental safety. Material production has actualized the needs of consumers, and nowadays consumers themselves are an integral part of ecosystem life. Therefore, we underline that the current situation in Ukraine when scientific economic and legal thought in matters of ensuring environmental safety underestimates the importance of the consumer protection system for solving this problem, focusing mainly on the issues of business entities sounds rather questionable. Therefore, such excess in scientific research makes it necessary to justify the impact of the consumer protection system on environmental safety and this is the issues on which we have concentrated our research.

This article presents the environmental component as one of the extremely important components of national security, which is a state of natural objects protection, as well as the protection of human life and health from environmental threats, where all components of the natural environment are optimal for the normal functioning and development of human civilization. One of the important tasks of ensuring environmental safety is to guarantee a population's livelihood in a technogenically safe and ecologically clean world. This is why concern about the state of the environment grows every year, and the need to integrate environmental policy with security measures remains a priority for world leaders. In the leading states of the world, such as the USA, Germany, Great Britain and France, environmental safety is considered as one of the main areas of environmental policy implementation. In particular,a "Green Deal" is currently being implemented in the European Union which will help the EU become the world's first climate-neutral continent by 2050. It is important that the Ukrainian state faces not the simple, but the obvious and important task of ensuring and restoring its environmental security. In order to transform environmental safety to high standards and become an example of a country that can rebuild its environmental sector in a post-war period, Ukraine needs to develop the following priority directions in the environmental sector: reforming state management in the field of environmental protection, compliance with climate policy, effective waste management, reasonable use of natural resources, and conservation of natural ecosystems and biodiversity. With the introduction of such reforms as part of a comprehensive climate policy, including ecological safety, reform of the regulation of industrial pollution, effective waste management, the rational use of natural resources, ecological management so as to preserve the landscape and biological diversity, effective state management in the field of environmental protection, environmental control and establishing legal responsibility thereof, and comprehensive environmental monitoring, Ukraine will be able to transform its environmental safety to high standards and become an example of a country that was able to rebuild its environmental sector in a post-war period.

Th objective of the analysis are administrative instruments used in the process of environmental policy implementation. Emphasis is placed on the role and meaning of emission and integrated permits, water licenses and the operating Eco-Management and Audit Scheme (EMAS). Another issue found crucial in relation to public administration is the institution associated with environmental impact assessment, including but not limited to strategic assessment.
Przedmiotem podjętej w opracowaniu analizy były instrumenty administracyjne wykorzystywane w procesie realizacji polityki ekologicznej. Szczególną uwagę zwrócono na rolę i znaczenie pozwoleń emisyjnych, pozwoleń zintegrowanych, wodnoprawnych oraz na funkcjonujący system zarządzania środowiskiem( EMAS). Istotną kwestią, poddaną analizie z punktu widzenia administracji publicznej, była instytucja związana z przeprowadzaniem ocen oddziaływania na środowisko, w tym w szczególności ocen o charakterze strategicznym.

The aim of this paper is to identify and assess the main problems with economisation of the environmental policy in Poland. The first part presents the significance of economisation in setting the environmental policy objectives, the second part indicates the problems with economising the activities pursued by the entities which create and supervise the policy, and the third part points to the problems with economising the policy instruments. The Polish environmental policy was oriented towards using aid from the European Union to the maximum possible extent. After 2020, this source of funding will play a minor role. In order to economise the environmental policy, the environmental law needs to be amended and the role of economic and market instruments of this policy must increase.

The aim of this paper is to present and describe the EU’s policy with regard to environmental protection and countering climate change in Africa, in the context of the broader objective of reducing, or eliminating poverty. It is increasingly accepted that we need an integrated approach to climate change and development; only by linking these issues together can we show the entire complexity of the multidimensional issue of poverty. Global development requires taking into account issues related to susceptibility and adjustment to climate change. The paper seeks to answer the questions of the extent to which climate change is a serious and lasting threat to devel- opment, and about the relations between climate change and development. It presents the role and significance of climate change and environmental protection in EU development policy; it describes the major relevant documents and decisions. The author focuses particularly on discussing the issues of climate change and development in the relations between the EU and Africa, and points out the key challenge related to the implementation of policies combining climate and development. Although there is a general conviction about, and awareness of the interrelation of these two phenomena (processes), still too few of the necessary actions are being taken, and the activities related to development and climate are often approached and executed separately.

Ocena wdrażania polityki ekologicznej w Chinach dokonywana jest zazwyczaj w kontekście implementacji prawa ochrony środowiska. Autor proponuje odmienne podejście, zakładając, że efekty polityki uzależnione są nie tylko od takich czy innych prerogatyw na poszczególnych poziomach zarządzania, ale także od wzajemnej interakcji poszczególnych aktorów. Artykuł wskazuje, w jakim stopniu władza centralna jest w stanie definiować cele polityki, wraz z adekwatnym systemem nadzoru wdrażania, jaka jest percepcja władz lokalnych, w jakich warunkach władze lokalne są skłonne do akceptacji celów polityki ekologicznej. Zidentyfikowano, w jakich warunkach władze subnarodowe mogą zniekształcać centralnie zaplanowane działania związane z ochroną środowiska.
The assessment of the implementation of the environmental policy in China is usually made in the context of the application of environmental law. The author proposes a different approach, assuming that the policy outcomes depend not only on such or other prerogatives at individual levels of management but on the mutual interaction of individual actors. The article indicates to what extent the central authority is able to define policy goals along with an adequate system of supervision of implementation, what is the perception of local authorities, and in what conditions local authorities are willing to accept the objectives of the ecological policy. It has been identified in which conditions sub-national authorities may distort centrally planned activities related to environmental protection.
