There has been a big increase in production and investments in wind turbines and wind farms in last 20 years. New generation of wind turbines is more reliable than from 1980’s are, which necessary condition is energy production is to play an important role among renewable energy sources. Over the last 30 years, the size of wind turbines increased 7 times, as nominal power increased nearly 14 times. At present, turbines capable of producing over 10 MW of power are being developed. The main reason for continued growth of turbines sizes is to minimize the energy cost per kilowatt-hour. However, it is worth remembering that according to the „square-cube law”, there is a maximum size after the surpassing of witch the cost of ever-larger turbines would grow faster than financial gain from the increased size. In this article, authors present energy storage methods and devices for wind power plants and cost-effectiveness of the individual energy storage methods. Authors also present data about energy storage efficiency and groups of energy storage devices for wind power plants such as: compressed-air power stations + gas turbine (CAES), utilizing underground wells, pumped storage power plants, rechargeable batteries (lithium-ion, lead-acid, sodium sulphur, VRB, zinc-flow, zinc-air, zinc-air), flywheels, hydrogen production and storage systems, superconducting magnetic energy storage (SMES), electrostatic storage – electrolytic capacitors.

The aim of this article is to assess the implementation process of the EU energy security policy in Central and Eastern European (CEE) countries. In the EU, energy security remains a crucial issue for European Energy Strategy, the fundamental goals of which include the security of supply, sustainability and competitiveness. Security of supply should be considered the most important aspect in this context, because it is connected to deep interdependencies between markets and economies, often based on political or even geo-political considerations. This is currently particularly noticeable, among other things, in the relations between the EU and Russia, where – in the event of any potential energy supply disturbances – some CEE countries are considered to be the most exposed. By analysing matters referred to the security of energy supplies, the article aims to determine the scope of activities undertaken by selected CEE countries which are also EU Member States in order to achieve this goal. The paper stresses the significance of cooperation by CEE countries at regional level, and focuses on initiatives and projects meant to ensure the security of their energy supplies. The conclusions of the paper assess some of the success stories as well as failures experienced by CEE countries in the process of building their energy independence.
Le but de cet article est d'évaluer la mise en oeuvre de la politique de sécurité énergétique de l’Union européenne dans les pays de l’Europe centrale et orientale (PECO). Dans l'UE, la sécurité énergétique est un enjeu crucial pour la Stratégie énergétique européenne qui contient parmi ces objectifs fondamentaux la sécurité de l'approvisionnement, la durabilité et la compétitivité. La sécurité de l’approvisionnement doit être considérée comme l'aspect le plus important dans ce contexte, car elle est liée aux interdépendances profondes entre les marchés et les économies, souvent basées sur des considérations politiques ou même géo-politiques. Ceci est actuellement particulièrement visible, entre autres, dans les relations entre l'UE et la Russie, où - dans le cas de perturbations concernant l'approvisionnement en énergie - certains PECO sont considérés comme le plus exposés. En analysant les questions concernant la sécurité de l’approvisionnement énergétique, l'article vise à déterminer l’étendue des activités entreprises par certains PECO [qui sont aussi les États Membres de l’Union européenne] afin d’atteindre cet objectif. L’article souligne l'importance de la coopération des PECO au niveau régional et se focalise sur les initiatives et les projets visés à assurer la sécurité de l’approvisionnement énergétique de ces pays. Les conclusions de cet article évaluent des réussites, ainsi que les échecs des PECO, dans le processus de la construction de leur indépendance énergétique.

The objective of the Energy Union is to integrate 28 national energy markets, guarantee free movement of energy through the borders of the member states, implement new technologies, increase energy efficiency and renew transmission infrastructure. This project is advocated in response to the energy crisis of 2009, between Russia and Ukraine, as a result of which the gas transit to some of the EU countries was discontinued. This project, however, does not enjoy equal interest among all EU member states. This is the outcome of the national interests of some member states, which, for many years, have had good political and economic relations with the Russian Federation, particularly in the area of energy raw materials. Therefore, Maroš Šefčovič – the European Commissioner in charge of the Energy Union, organised an Energy Union Tour, i.e. a series of meetings in all the member states, taking place at the turn of 2015–2016, the objective of which was to show what the Energy Union could offer each of them. The structure of the paper was determined by the research procedure and the response to all the research questions, comprising: introduction, reflections on the security of the energy raw material supply and the projects of Energy Union and Energy Union Tour as well as the conclusions from the research and the summary.

Liechtenstein is the fourth smallest country in Europe, which determines the low economic importance of this country on the international arena. Therefore, Liechtenstein is usually overlooked in the analysis of economic policies in various countries, including the energy sector. However, the analysis of such a small country brings a valuable complement to researches on potential and challenges with regard to the implementation of energy transformation policy especially taking into account the countries with poor capabilities. It should be emphasised that due to difficult geographical conditions and strong external influences, deepened analysis of the process of formulating energy policy in Liechtenstein should arouse the interest of those countries that suffer geographical disadvantages to strengthen their energy security.

Subject and purpose of work: The aim of the study is to identify methodological problems, which may be encountered during the preparation of the energy balance of a territorial unit, along with indications of ways to solve them. Materials and methods: Problems were identified during the preparation of the energy balance for two selected rural communes and then they were investigated with reference to the literature on this subject. Results: Estimating the energy demand of a local government unit requires proper identification of the groups of energy consumers, divided into facilities owned or co-owned by communes and ones independent from commune authorities. The latter group is divided further, into households, businesses, farms. For each of the users different methods of obtaining data may be needed: a survey and analysis of statistical data, analysis of financial documents, evaluation of the buildings’ age. Generally, however, preparing an energy balance statement requires many simultaneous approaches, and the combination of multi-criterion analysis provides the most reliable picture of the problem. Conclusions: The scope of the data needed to compile an energy balance statement for local government units, depends on the purpose of the developed analysis. Methodological handbooks and training materials on this subject are helpful, but the developed methodologies may need to be modified and adapted to specific conditions.
Przedmiot i cel pracy: Celem pracy jest wskazanie problemów metodycznych, na jakie napotkać można podczas sporządzania bilansu energetycznego jednostki terytorialnej, wraz ze wskazaniami sposobów ich rozwiązania. Materiały i metody: Problemy zidentyfikowano podczas sporządzania bilansu energetycznego dwu wybranych gmin wiejskich, a następnie skonfrontowano z literaturą przedmiotu. Wyniki: Oszacowanie zapotrzebowania na energię w jednostce samorządu terytorialnego wymaga właściwego określenia grup odbiorców energii w podziale na obiekty będące własnością lub współwłasnością gminy oraz niezależne od władz gminy. Druga grupa dzieli się dalej, na gospodarstwa domowe, przedsiębiorstwa, gospodarstwa rolne. Dla każdej z grup odbiorców mogą być potrzebne odmienne metody pozyskania danych: badanie ankietowe, analiza danych statystycznych, analiza dokumentów finansowych, ocena wieku budynków. Najczęściej jednak sporządzenie bilansu energetycznego wymaga stosowania wielu podejść równocześnie, a połączenie wyników analizy wielokryterialnej daje najbardziej rzetelny obraz badanego problemu. Wnioski: Zakres danych, potrzebnych do sporządzenia bilansu energetycznego jednostki samorządu terytorialnego, zależy od celu opracowania analizy. Poradniki metodyczne i materiały szkoleniowe na ten temat są pomocne, jednak opracowane metodyki mogą wymagać modyfikacji i dostosowania do konkretnych warunków.

Aim: In the context of climate change this paper explores the value of models for evaluating energy costs by considering energy accounting and externalities instead of capitalistic economics.   Research methods: We test the hypothesis that the conventional economic model of the energy market can lead to inappropriate choices, and that those choices may be environmentally damaging. We examine energy accounting (energy return on energy investment), embodied energy and the incorporation of external costs as more valuable economic models.   Findings: This paper reviews existing economic tools and examines modifications, which, when applied to energy provision or efficiency and conservation of energy applications, may give more accurate information about investment, return and environmental damage. Energy accounting of schemes should be a preliminary requirement for all proposed energy schemes. Externalities are less readily applied, but as the costs associated with renewable energy are becoming competitive in conventional economic terms, they are less valuable than energy accounting.   Value of the paper: The paper concludes that a preliminary assessment of a proposed energy scheme should be undertaken using energy accounting and external costs to determine the true energy value. These models could be used to select the best environmental option. Indeed “energy uneconomic” schemes, which cost more energy than they deliver, should be abandoned in order to avoid unnecessary environmental damage. After this process, legislation and fiscal measures such as taxes and incentives could be applied to satisfy social and political imperatives. Examples of energy accounting in insulation and consideration of external costs in a proposed strategy to replace fossil-fuelled electrical generation in Indonesia are included in the paper.   Limitations: We have not considered the serious question of finite fossil fuel resources and feel that this would be a profitable line of research.

Artykuł ma na celu prezentację cech charakteryzujących polską kulturę energetyczną oraz kluczowych problemów bezpieczeństwa energetycznego Polski jako czynników wpływających na podejście kraju do ekologicznego wymiaru polityki energetycznej. W tym kontekście analizowane są bariery i szanse rozwoju produkcji energii ze źródeł odnawialnych w Polsce. Artykuł z jednej strony podejmuje temat mechanizmów i przyczyn niedoceniania w publicznym dyskursie potencjalnej roli OZE w zabezpieczeniu przyszłych potrzeb energetycznych społeczeństwa, z drugiej strony analizuje możliwe korelacje między wykorzystaniem OZE a bezpieczeństwem energetycznym Polski.

There is currently no common or standardized procedure for certification of the energy performance of buildings, as each EU Member State takes into account the specificities of its own construction sector when implementing the provisions of Directive 2010/31/EU. This usually depends on two features: the purpose of the building and the climate. Therefore, the purpose of this paper is to evaluate the influence of the hydropower primary energy factor for assessing the energy performance of buildings. For this purpose, non-renewable primary energy factor values were analyzed regarding actual energy production and consumption data from 19 Lithuanian hydroelectric plants. The results of the studies show that the average value of the non-renewable primary energy factor of hydropower plants is 0.059.

Research background: Stable and reliable access to a variety of energy carriers is undoubtedly a basis for the development of any economy. Therefore, the primary condition for the security of the state and its citizens is to ensure the essential minimum of energy on its territory. We can observe, however, an increasing dependence of the Polish energy sector on external sources. Purpose of the article: The aim of this paper is to examine and evaluate the economic aspects of the Polish energy security considering the fact of growing de-pendency on foreign supplies of energy carriers. Methods: In this paper we analyze the Polish energy security using several indicators: fuel/price efficiency ratio, energy intensity of the economy and Herfindahl-Hirschman rate of market concentration. For calculations we use statistical data provided by Energy Market Agency publications, including ?Energy Situation in Poland? covering the years of 2000? 2015. Findings & value added: On the one hand, the Polish energy security depends on its internal conditions and resources - in this context, the available resources of coal and lignite play an extremely positive role because they provide access to a reliable source of energy. On the other hand, Poland is becoming dependent on external commitments that restrict the free use of domestic resources, thus lowering the energy security of the country, speaking in particular of oil and natural gas resources. The analysis carried out in this paper will allow to evaluate the effectiveness of using various energy carriers with respect to their price, market structure and geopolitical conditions.

The subject matter of the essay is the tasks of the President of the Energy Regulatory Authority in relation to energy policy in Poland. The essay is divided into two parts. The first part presents basic information about the national regulatory authority, regulation and kinds of energy policy. The second focuses on the tasks of the President of the Energy Regulatory Authority in various areas, such as: energy effectiveness, energy security, renewable forms of energy and competition in the energy market. The article examines the tasks carried out by the President in the past and those which must come into force in the future to modernize the Polish energy market. Finally, the author thrashes out the legal relations between the functions of the President of the Energy Regulatory Authority and the aims mentioned in Polish energy policy. The author pays special attention to the problems of liberalisation in the energy market in Poland.

The aim of this article is to present the collaboration between companies in the energy sector in Austria and Germany. During the financial crisis 2008–2012, Austrian energy companies became important partners of German firms supplying Germany with the energy necessary for industries and households. In addition, companies from Austria and Germany participated in the first phase of construction of the pipeline Nabucco. Thanks to manage capital of Austrian and German companies, they may now jointly pursue the objective of expansion in third countries market. After the energy reform, known as the Energiewende, Germany needs more electricity, which largely provide the company with a smaller, but equally high-tech Republic of Austria.

Analysing the Polish energy sector, changes in the market can be seen as a consequence of growing role of EU regulations, which increasingly affect the functionality of national and local markets. As a general rule, the basis of regulation is set out in the adopted strategy papers, indicating developmental desires within the energy market. The energy policies that are taken, which define the implementation measures, should guarantee the secu-rity of investment in the long term. The increase in energy efficiency generates significant financial savings while generating benefits for the environment, industry, transport or households. As part of monitoring the level of en-ergy efficiency, the ODYSSEE-MURE programme has developed the ODEX indicator. The aim of thestudy was to analyze the level of efficiency in Poland in general and with an indication of three main sectors, as well as the level of Polish energy savings in the years 2008-2018. Analysing the Polish energy sector, changes in the market can be seen as a consequence of growing role of EU regulations, which increasingly affect the functionality of national and local markets. As a general rule, the basis of regulation is set out in the adopted strategy papers, indicating developmental desires within the energy market. The energy policies that are taken, which define the implementation measures, should guarantee the secu-rity of investment in the long term. The increase in energy efficiency generates significant financial savings while generating benefits for the environment, industry, transport or households. As part of monitoring the level of en-ergy efficiency, the ODYSSEE-MURE programme has developed the ODEX indicator. The aim of thestudy was to analyze the level of efficiency in Poland in general and with an indication of three main sectors, as well as the level of Polish energy savings in the years 2008-2018. The research showed that the increase in energy efficiency of the Polish economy in the period under consideration is systematically increasing. Energy security is an important issue for Ukraine's sustainable development. The main goal of the article is to show the state of energy security of Ukraine, analyze its tendencies and challenges, reveal the impact of energy security on sustainable development of a country. The state of the energy security of Ukraine was analyzed with the help of data collection, processing and analysis. Data was taken from State Statistics Service of Ukraine, Ministry of Energetics and Coal Industry of Ukraine, other sources, and analyzed with the help of tools of statistics and economic analysis. Ukraine, being a developing country and experiencing war, political and economic crisis, struggles for energy security support. The present state of energy availability and consumption in the country influences its sustainable development and political stability, and is a significant restraint in country's survival. Despite the fact that Ukraine has enough resources' deposits to provide itself with energy, it provides less than 50% of own demands and is dependent on Russia's resources. Production of energy in Ukraine is decreasing, but energy consumption remains high. Ukrainian industries are energy-wasteful and energy-inefficient; the country has the leading positions in energy intensity of GDP. The article shows the relation of energy sources and energy security of Ukraine to sustainable development, reveals the dependency of the Ukrainian energy security, and indicates its main threats and ways out.

A transition from generating electricity from conventional sources to generating it from renewables is one of drivers leading us towards a circular economy. Electricity is a specific product and regardless of where and how it is produced, it takes the same form. A novel aspect of the research is the examination of correlations and relationships between guarantees of origin. The research objective is to analyse the market for the guarantees of origin in the volatile price environment that we had late 2021 and early 2022. Therefore, we analysed demand for the guarantees in January 1, 2020 to June 30, 2022 and the correlation between the price of electricity and guarantees of origin. It was based on the secondary data analysis method and the use of Pearson’s correlation coefficient and a linear regression function. The authors of the study made a hypothesis that the trading volume would increase during the study period and that there would be a positive correlation between the price of energy and the guarantees of origin. A key finding of the study revealed a steady increase in the purchase of guarantees despite the rise in prices. The buying of the guarantees is not a top-down requirement, but rather a bottom-up action, which indicates growing social expectations towards enterprises to consume energy from renewable sources.

Energy security plays a key role in energy and economic policy. The importance of energy security has been highlighted by the energy and geopolitical crisis. The aim of this article is to present the crucial threats and challenges facing Polish National Power System, as well as to provide solutions to ensure Poland's energy security over the next 10 years. Article verify the hypothesis that security of electricity supply in Poland may be endangered in the coming years due to, among others, investment gap, coal power plants phase-out and undiversified energy mix. Therefore, it is a necessity to accelerate the investment processes in new generation capacity, especially in nuclear energy. Energy transition plans and energy policy need to be revised in light of the current energy and geopolitical crisis. Rapid growth of photovoltaics improves the energy security, mainly in the summer period, nevertheless, there is still insufficient development of investment in renewable energy sources, particularly in wind energy. In the Polish National Power System there are a lot of constraints such as investment gap, low capacity of transmission and distribution grids and high exposure to climate risk, thus it is necessary to take comprehensive investments to improve energy security in both the short and long term.

Energy is an abstract notion that helps to understand the nature and contributes to the creation of the civilization. The energy notion has a huge meaning not only due to practical reason – it is essential for economy and philosophy too. It turns out that in Hellenic philosophy, and especially in its fundamental part, i.e., metaphysics, there is no place for the concepts and methods of reasoning developed by physics and chemistry. Philosophy assumes that most of the physical and chemical concepts are not known in nature in spe these are employed by science only as a kind of mental keys (qualitative occultea) for the description and understanding of the universe. The concept of energy is only one example of a notion accepted both by the philosophers (in its metaphysical sense) and physicians (in its descriptive role).

  Aim: In the 21st century, energy security is one of the most important elements of contemporary politics and economy. The German turn in energy policy is the first attempt on a global scale to move away from nuclear energy to the use of renewable energy (RES -Renewable Energy Sources), albeit with a temporary increase in the use of conventional energy sources (in particular coal). The authors undertook to analyze the course of the German policy turn as well as new opportunities and threats to the stability of its energy system, notably electricity sector.   Design / Research methods: In order to analyze the course of the German turn in energy policy as comprehensively as possible, the authors recurred to various studies, often presenting divergent points of view on changes in the German energy industry in recent years. The research process was based on the analysis of the content of the materials subject to consideration.   Conclusions / findings: The analysis carried out shows that the efforts to increase the share of renewable energy will be continued in the near future, while limiting the role of traditional energy sources, with the exception of lignite. The policy will also directly lead to a continued importance of natural gas for the global economy. The changes taking place in the German energy balance to a certain extent limit the country’s energy security. This is due to the fact that supplies from wind and solar power plants that are to become dominant in the German energy system are of high volatility and thus constitute a significant threat. Progress in generating energy from renewable sources is not accompanied by similar progress in its storage, and without such storage capacity renewable energy sources will never be stable.   Originality / value of the article: The doctrinal assumptions of Energiewende (German energy transition) are fully consistent with the assumptions of the European climate and energy policy, which is also very important from the point of view of Poland. However, attention should be paid to the fact that too rigorous approach to its implementation may - still for a long time - threaten the economy and energy security of Germany and of other European Union states.   Implications: The conducted analysis unambiguously indicates the direction of the energy policy turn in Germany and in other EU states, as well as a change in the way the energy security system operates. The example of Germany, a highly industrialized country seeking to actively participate in the fulfillment of the commitments regarding the international mechanisms designed to combat the climate change, in particular by the transition of its energy sector towards a near zero emission economy, may provide model solutions which could potentially be adopted in other countries.

Rapid development of distributed energy resources technologies, along with network constraints, plus few consumer-oriented business models, has led to a search for radically different power system configurations. This is the basis for exploring an energy market model which meets the requirements of the changing environment. This model could be referred to as a transactive energy model whose main focus is on trading energy by a peer-to-peer principle, where the power company is replaced with a fully trusted trading platform based on distributed ledger technologies, i.e. blockchain technology. The aim of this paper is to analyze energy sector solutions related to the use of blockchain technology. The emergence of these solutions indicates, on the one hand, the need for verification of the existing energy market model and, on the other hand, the need to modify the approach towards the changing environment. Blockchain technology not only means the use of cryptographic mechanisms to build trustworthy agreements without intermediary institutions between the unfamiliar users of transactions: it is also a new philosophy of life based on trust.

In line with the alteration from fossil toward new and renewable energy sources, students’ perception about new and renewable energy become critical and an instrument to measure their perception is needed. This article reports the development process of Students Perception Instrument of New and Renewable Energy (PINRE) through three development phases. After scales, subscales and items were designed, the review by experts and practitioners was done to fulfil and validate the content. A trial process was conducted with 229 students from 8 schools (grades 9 and 12) in three cities involved. Statistical and additional qualitative data suggest that the PINRE is a valid and reliable instrument. Therefore, PINRE provides an alternative of a useful instrument for educators and researchers who will measure students’ perceptions about new and renewable energy.
