We develop second-order necessary condition of the Kuhn-Tucker type for effciency and prove that the condition holds under a. constraint qualification.     Opis:
    In this paper the vector optimization problem P with continuous and convex objective functions on a compact convex feasible set is considered. We form a new vector optimisation problem P* from P by adding an objective function to the problem P. The necessary and sufficient conditions for the sets of efficient solutions of these two problems to be equal are given. In the case where the set of efficient solutions of the problem P* contains that of P, we also suggest how the difference between the sets of efficient solutions of the problems P* and P might be evaluated. Examples are given to illustrate our results.
    W artykule rozważa się zadanie optymalizacji wektorowej P z ciągłymi i wypukłymi funkcjami celu na zwartym wypukłym zbiorze rozwiazań dopuszczalnych. Tworzymy nowe zadanie optymalizacji wektorowej P* poprzez dodanie funkcji celu do zadania P. Podano warunki konieczne i wystarczające do tego, by zbiory rozwiązań sprawnych obu zadań były równe. Dla przypadku, gdy zbiór rozwiązan sprawnych zadania P* zawiera odpowiedni zbiór dla P, zaproponowano także sposób oceny różnicy między tymi zbiorami rozwiązań sprawnych. Wyniki podane w artykule zostały zilustrowane przykładami.

    The paper describes the methods for constructing a quasi-efficient frontier of minimum risk portfolio under conditions of hybrid uncertainty with allowed short sales. Investor’s acceptable level of expected return is defined in crisp and fuzzy forms. Obtained results are illustrated on a model example. The dependence of the quasi-efficient frontier on the value of α-level is investigated.

    Opis:
    Ways of energy saving in buildings, namely compliance with the regulatory framework of European standards, possibilities to reduce heat losses during energy transportation through pipelines on the example of heating systems and reducing heat losses during the operation of buildings and structures are studied in the article. It was found that, despite the regular updates of the State Construction Norms of Ukraine, the coefficient of thermal conductivity of insulation materials is not brought into line with generally accepted European standards. The second part of the article presents the results of analytical studies of various thermal insulation materials that are widely used in the territory of Ukraine. After comparing the results, we concluded that the most common at this stage of development of insulation materials will not fully satisfy all the requirements, which must meet all the materials for insulation of structures. The use of some materials is impossible of thermal insulation of structures and pipelines with complex configuration. The solution of energy efficiency along with increasing soundproofing properties, reducing the fire hazard, reducing the load on the bearing structures of buildings and structures is possible through the use of aerogel as a thermal insulation material. The material is characterized by low dependence of the thermal conductivity coefficient on changes in ambient temperature, which makes it the best option for use in harsh operating conditions. After analytical studies of various insulating materials, it was found that aerogel in roll in addition to low coefficient of heat transfer is characterized by better operating properties, namely, non-combustibility of the material, environmental safety, light weight, which reduces the burden on the structure, ease of installation, the possibility of using the structures with high rate of sound insulation.

    Inland shipping is the most eco-friendly way to move goods. This transport mode creates smaller external costs in comparison with road transport. The paper presents both inland shipping market analysis and innovative solutions for river ships with the purpose of EU transport policy realization, including environmental negative impacts reduction, minimization of oil-fuel consumption and cleaner energy use through alternative fuels and new propulsion systems.
    Внутренний водный транспорт является наиболее экологичным способом перевозки грузов. Этот вид транспорта также генерирует значительно меньшие внешние издержки по сравнению с автомобильным транспортом. В статье представлен анализ европейского рынка перевозок внутренними водными магистралями. Предложено ряд инновационных изменений на речных судах с целью реализации основных направлений транспортной политики ЕС до 2050 г., включая снижения выброса вредных веществ и минимализации расхода нефтепродуктов путем перехода на альтернативные виды топлива и внедрение новых типов двигателей.
