For ages, oral and essay writing exams have been used for evaluating the knowledge on technical subjects given to the students at Vietnam Maritime University (VIMARU) and other universities in Vietnam as well. These two examination forms showed a lot of weak points such as limited exam content, no objectiveness and big consumption of time in evaluation. It is the time a reform needed to be done. Reform of technical subject examination with multiple choice- essay writing exam forms is presented in this research paper. Multiple choice exams have already widely been applied to the subjects in the fields as economics, social sciences and foreign languages, etc, but rather humble to technical ones; because, using only single, multiple choice exam forms for evaluating the students’ knowledge on such a subject is not quite reliable or adequate. The situation will be improved with the examination reform. It was proved by carrying out experiments at VIMARU from year 2003 up to now. In this paper, the methods of preparation of multiple choice-essay writing combined exam questionnaires, especially, multiple choice questionnaires of problems, and the organization of the combined exams are also studied and presented.

Opis:
Recent developments in Taiwan toward the technology intensive country, the employment of cost effective foreign labors by shipping companies, the widespread of universities and the internationalization of shipping industries propose considerable threats on the quality assurance of maritime education. A resultant crisis for lacking on-board seafarers with managerial levels has urged the consolidation of governmental, private and educational organizations in the attempts to further improve the quality of maritime education and to promote the on-board career incentives. The process from the formulation of problems to the implementation of strategies undertaken by the National Kaohsiung Marine University (NKMU) is reviewed. A chain reaction initiated from the degradation of students’ entry performances due to the widespread of universities has formed a viscous cycle leading to the outsourcing of foreign human resources by shipping industry. Strategies in the aspects of course reform, joint ventures of lectureship with shipping industry, pre-courses for students’ extended career plans and the establishment of educational center that consolidates the departments of navigation, marine engineering and fishery in NKMU are illustrated.

Vietnam Maritime University (VIMARU) is a stated-owned institution in Vietnam. Undergoing more than half of a century of development, VIMARU has been facing to many difficulties and challenges such as limitation of budget from government, limited and obsolete facilities, lack of teaching staff, high density of students with very low tuition fee, and especially, limited chances for students to be trained on board training ships, shipyards and other manufacturing sites. For overcoming these difficulties and challenges, since 1990s, VIMARU had decesively renovated the organization system, especially and strongly focused on the enhancement of the linkage with industries and also, the enhancement of the international relations. In this paper, the experiences and results from the mentioned renovation process of the Vietnam Maritime University are presented.

Przeprowadzona w 1989 roku reforma edukacji miała bardzo ambitne cele: podniesienie jakości szkół, wyrównanie szans edukacyjnych – zwłaszcza dzieci wiejskich, upowszechnienie wykształcenia średniego i wyższego. Dla realizacji tych celów zmieniono ogromnie wiele w systemie edukacyjnym: ustrój szkolny poprzez powołanie gimnazjów, sposób zarządzania szkołami – poszerzając kompetencje JST, finansowanie szkół – wprowadzając zasadę „pieniądz idzie za uczniem”, programy szkolne, zasady oceniania, drogi awansu nauczycieli, reguły kierujące funkcjonowaniem szkoły. Ważną społeczną konsekwencją reformy miało być zwiększenie szans edukacyjnych młodzieży ze środowisk o niskim kapitale kulturowym. Dla przedstawicieli teorii krytycznych, zwłaszcza reprezentantów Nowej Socjologii Edukacji (B. Bernstein, M. Young, N. Keddie i inni) zmiany w organizacji szkół nie są w stanie zrekompensować różnic społecznych. Obserwując rezultaty reformy przy okazji jej dziesiątej już rocznicy widzimy, że pomimo wielu spektakularnych sukcesów: zwiększenie upowszechnienia szkół średnich i wyższych, polepszenia rezultatów polskich uczniów w międzynarodowych testach PISA – społecznych nierówności edukacyjnych nie ograniczono. Przybierają one obecnie inne formy i lokują się w innych segmentach systemu szkolnego. Gimnazja nie wyrównują poziomu nauczania uczniów, ale utrwalają, a nawet powiększają różnice ze szkół podstawowych, umasowione szkoły średnie są ogromnie zróżnicowane pod względem poziomu, podobnie jak szkoły wyższe. Nadal więc uczniowie wywodzący się z „dobrych” rodzin mają dużo większe szanse trafienia do dobrych szkół gimnazjalnych, średnich i na studia dające lepsze możliwości na rynku pracy, niż ich rówieśnicy o „gorszym” pochodzeniu.
The education reform carried out in 1989 had very ambitious goals: improving the quality of schools, popularizing secondary and Higher Education as well as providing equal educational opportunities, especially those for rural children,. In order to achieve those goals, much has been changed in the education system: the school structure, by creating junior high schools; the process of school management, by extending the LGU competence; financing schools – by applying the rule “Money follows the student”; school programs; grading systems; career paths for teachers and rules of school operation. An important social consequence of the reform was intended to be improving the opportunities available to young people with low cultural capital. In the opinion of the representatives of critical theories, especially those representing the New Sociology of Education (B. Bernstein, M. Young, N. Keddie and colleagues), changes in school organisation cannot compensate for social differences. When observing the results of the reform on the occasion of its tenth anniversary, we can see that in spite of many spectacular successes such as popularizing secondary and Higher Education as well as improving the results of Polish students in the international PISA tests, the social educational inequalities have not been limited; They currently take other forms and are found in other segments of the school system. Junior high schools do not even out the teaching level, but preserve and even increase differences resulting from primary schools; the majority of high schools are extremely diverse in terms of level, and so are the colleges. Therefore, students from “good” families still have much a greater chance of getting to good junior high schools and high schools, as well as to colleges that give better prospects on the labour market, than their peers with a “worse” family background.

The turn of the 80. and 90. of the XX century was a period of great political, economic and social changes in Poland. Introduction of democratic principles and Poland joining in the processes of European integration required a quick adaptation of the educational model to the changing social and economic conditions. In the new reality of the state's functioning the educational model based on central management became inadequate because it was applying uniform patterns of education characteristic for the communist era. The range of student's competence in the course of education was considered insufficient. In the era of market economy and general access to information the educational model based on encyclopedic knowledge also became inadequate. The required features which needed to be developed in a future citizen were: openness, creativity, initiative, the ability to function in conditions of competitiveness (Rodzoś, Charzyński 2005). It was particularly significant to prepare the young generation essentially for the proper reception and interpretation of the social and economic processes and changes occurring in the surrounding world. All of the above mentioned reasons lead to passing a bill on a new educational system by the Seym of Poland in 1990 and beginning the process of reforms. However, carrying out the reforms in conditions of the state's difficult financial situation as well as in the context of social habits formed during the 45 years of functioning in the totalitarian system causes numerous problems and inconsistency. The basic ones are: lack of cohesion of educational policy and frequent changes of the concept of reform resulting not from aspiration to increase the effectiveness of education, but from political and economic rationale; discrepancy between the theory of reform and its practical realization; appearance of activities and too hasty introduction of some changes, and lack of mental preparation of the society. These problems defer the process of reform and aggravate gaining positive results in the form of society's education which is better and well adapted to the needs of the contemporary world; they led as well to a decrease in prestige of the profession of a teacher. Despite the difficulties, many positive changes have also been obtained in the polish educational system, i.e. making education non-political, increase of the society's general level of education, implementation of the concept of life-long learning as well as introduction of many educational patterns copied from countries with well developed democratic systems, especially in the European Union.

Contemporary system of education becomes more and more dynamic, meets the requirements of transforming reality and responds to demands of the new technics and strategies of development and management. Evaluation is one of such strategies that also changes its functions and undertakes challenges of contemporary system of education (There are four generations of evaluation). Evaluation as a strategy of applied research is something more than measurement of organizational efficiency, it is reflective cognition of social values by responsive character of the evaluation process. That is a model of developmental evaluation that facilitates discussion about how to evaluate the schools experience, transformations and challenges.
Współczesny system edukacji, stając się coraz bardziej dynamicznym i odpowiadając na coraz szybsze tempo przemian rzeczywistości, wymaga równie dynamicznych narzędzi wspomagających jego rozwój. Takim instrumentem jest wykorzystywana coraz szerzej i efektywniej ewaluacja, która również zmienia swoje funkcje, dostosowując się do wyzwań współczesnego świata (generacje ewaluacji). Należy przy tym podkreślić, że ewaluacja to coś więcej niż pomiar skuteczności działań, to refleksyjne rozpoznanie wartości konkretnego działania, w wyniku procesu o charakterze uspołecznionym. Współczesna ewaluacja musi uwzględniać dynamikę ewaluowanych instytucji, zachować elastyczność, podejmując działania na rzecz interakcyjnego postrzegania zależności skutkowo-przyczynowych w procesie ewaluacyjnym. Jest to model ewaluacji rozwojowej, podejmowany w niektórych obszarach systemu oświaty, marginalizowany przez biurokratyczne wymogi sprawozdawczości europejskiej.

Crash course on competition. A guide for the lost in the tangle of reformThe key resolutions of the reform of the Polish system of science and higher education entered into force in the academic year 2011/2012. This essay contains an in-depth reading of the key governmental documents and legal acts that introduced the reform. Additionally, it comprises a description of the intensive critical discussion on the reform that, unfortunately, started only when the legislative process was nearly finished. Drawing from this debate and developing its interpretations, the essay analyses key institutional solutions of the reform; its fundamental assumptions; its rhetoric and, generally, its discursive background. Such solutions as: moving towards a more competition-based system of public funding for institutions and individuals; intensification of supervision based on quantitatively measured achievement, or enforcing a multi-level integration of public universities with the local business sector do not address the most urgent problems of the underfinanced and insecure students, PhD candidates and academics. In their naively individualistic approach, the reformers ignore the reflection on the social reproduction or the collective and structural aspects of scientific fields. Their monolithic vision of science leads them to imposing requirements developed for natural and technical disciplines upon social sciences and humanities. Finally, what they present as objective expert knowledge grounding the reform can be interpreted as based on deeply conservative economical and ethical assumptions as well as detached from a comprehensive empirical diagnosis.

The aim of this contribution is to assess selected aspects of the development of early childhood education and primary education in the Slovak Republic (SR) during the last twenty years in the context of the process of the transformation of the Slovak education system. Our aim is to emphasise: 1. The formation of a legislative framework for education reforms in SR; and 2. the development of a curriculum for early childhood and primary education. The contribution outlines various mechanisms for curricular transformation which are dependent on mutual configurations and the characteristic components of this difficult process. In the contribution we name the basic factors determining the conditions for the preparation, the implementation process and the assessment of results of education reform in early childhood and primary education. At the end of the article we offer suggestions which we feel could lead to the successful modification or further implementation of education reform in the Slovak Republic.

Specialist literature presents different models of educational systems which put emphasis on various aspects of students’ development and indicate different benchmarks for the evaluation of the effects of education. Some systems stress students’ submission to teachers, some – attach great importance to students’ activity and development of students’ individuality, whereas others promote external evaluation of the effects of education, to which students’ work at school is subordinated. The Polish education reform of 1999 was based on the assumption that education should be adjusted to the conditions of the present time, i.e. flexible functioning of individuals and groups, mobility and capability to change fast. In general, the key goal of the reform was to develop the ability to adapt to new flexible conditions of the modern era. It means that the objective of the 21st century school is not so much to provide students with knowledge as to develop their ability to cooperate with other students and to work in groups. Accordingly, students need to trust themselves and others, as well as identify their own potential, i.e. their strengths and weaknesses. Different research on various aspects of the effectiveness of the reform in the last ten years has revealed that present-day school does not develop students’ (and teachers’) individual activity enough, and in some cases disapproves of it. The analysis of the research into the functioning of the educational system has led the authors to the conclusion that there are distinct deficiencies in the implementation of the reform. Contrary to expectations, changes in the educational system have not resulted in faster and full actualization of the developmental potential of individuals. Therefore the change of the manner of functioning of the education system seems to be essential in preparing the society for the challenges of the 21th century.
