The reforms of the initial vocational education in Poland (1999, 2012, and 2017–2019) placed learning outcomes in the centre of attention, strengthened work-based learning, introduced a forecast for the labour market demand for graduates, and launched a graduate monitoring system. However, several challenges remain, such as the low level of students’ general skills and inadequate funding. Recent surveys and the newly developed graduate monitoring system based on administrative data show that vocational education is heterogeneous. In addition to the differences in educational and labour market status by type of school, the situation of juvenile workers in the dual system differs from the situation of other students of sectoral schools. The educational and labour market experiences also vary by sector of training.

When operating in confined waters such as ports, channels and canals, the ship’s master may not be familiar with the specific and up-to-date navigating conditions such as wind, current and tide. In this case, the master must rely on the knowledge and experience of local experts, the seaport and river pilots, to ensure the safety of the ship, crew and environment. This paper provides an overview of the initial and periodic training required by pilots directed by the China Maritime Safety Administration in accordance with IMO’s A.960 “Recommendation on Training and Certification and Operational Procedure Maritime Pilot Other Than Deep-Sea Pilot” and China’s pilot training requirements. The paper then goes into details describing how pilot training is implemented in Dalian Maritime University (DMU), taking into account the course setting, class hour arrangement, theory and practical class distribution of different class pilots, as well as examining the equipment requirements, trainer’s qualification, and trainee’s seagoing experiences. Based on the results of the China’s pilot training regime, recommendations will be made not only for improving China’s pilot training program, but also where DMU’s best practices may be implemented at other institutions engaged in pilot professional development.

Background. The paper deals with the possibilities for implementation of professional competences of physical therapists working in different systems of education and health protection with regard to the holistic health concept, psychophysical education and interdisciplinary collaboration inside rehabilitation teams. Objectives. The main objective of the study was to compare the possibilities for implementation of professional competences of physical therapists working in rehabilitation teams of education and health protection systems. Material and methods. The survey encompassed 200 physical therapists working in the education (n = 98) and health protection (n = 102) systems of Lithuania. A questionnaire-based method employing closed-type questions was used, which was aimed at revealing whether implementation of professional competences of physical therapists working in different systems differed. Results. The competences of communication and collaboration, i.e. interdisciplinary activities inside rehabilitation teams, were more developed by physical therapists working in the education system (t = 23.483, df = 2, p = 0.001). In the process of physical diagnosis, physical therapists of the health system make a diagnosis of physical therapy independently. The same statistically significant difference was also noticed in the aspect of communication of groups of these specialists when psychosocial problems occur, specifically: t = 14.768, df = 3, p = 0.002. Physical therapists of the education system more actively participate in qualification development, delivery of talks at conferences and organising health promotion programmes, even though no statistically significant difference was found (t = 4.830, df = 3, p = 0.185). Conclusions. The competences of interdisciplinary collaboration are more developed by physical therapists working in the education system; whereas physical therapists working in the health system are more concerned with the making of a physical therapy diagnosis, design of a programme and application of more diverse methods

Głównym celem artykułu jest analiza dotychczasowych prac naukowych poświęconych skuteczności kształcenia i szkolenia zawodowego. Kształcenie i szkolenie zawodowe pozwala na zwiększenie potencjału jednostek i umożliwia dywersyfikację decyzji, prowadząc do rozwoju samozatrudnienia i przedsiębiorczości. Większość osób kształcących się zawodowo wnosi wkład w programy przedsiębiorczości na pewnym etapie swojego kształcenia. W artykule badacz zaprezentował wpływ weryfikacji programu nauczania i kształcenia zawodowego w zakresie przedsiębiorczości, szkolenia w zależności od potrzeb, wzajemnych powiązań z przemysłem, umiejętności przystosowania zawodowego, ocen i egzaminów, zasobów fizycznych i doboru uczestników szkolenia na skuteczność kształcenia i szkolenia zawodowego. Struktury zawodowej rynku pracy i jego instytucji dotyczy teoria kapitału ludzkiego, kładąca nacisk na możliwość podwyższenia wydajności indywidualnej i organizacyjnej poprzez kształcenie i szkolenie (Becker 1962). Większość badaczy wiąże kształcenie i szkolenie zawodowe z tą właśnie teorią. W celu zwiększenia skuteczności tego rodzaju kształcenia, uznawanego za istotny czynnik rozwoju w każdym kraju, należy zatem przeprowadzić analizę dotychczasowych prac naukowych w tym zakresie.
The main purpose of this study is to analyze the existing work of researchers in respect of effectiveness of vocational education and training (VET). Vocational education and training enhances human potentials and diversifies peoples’ choices in order to promote self-employment and entrepreneurship development. Most of the vocational education students contribute to entrepreneurship programs at some point during their vocational education path. In this study, the researcher has discussed the impact of Curriculum Revision and Vocational Entrepreneurship Education, Need Based Training, Interrelation with Industry, Employability, Assessment and Examination, Physical Resources and Trainee Selection on VET effectiveness. Human Capital Theory, which emphasizes the contribution of education and training to individual as well as organization productivity (Becker 1962), is related to the occupational structure of the labor market and the labor market institutions. Most of the researchers have linked vocational education and training with Human Capital Theory. So, it is necessary to study the existing work of researchers in context of vocational education and training so that VET effectiveness can be increased, which is considered as an important factor of development in any country.

Aim. The aim of this article was to analyse relevant literature as well as financial services sector professionals’ expectations on future sustainability competence needs among vocational business graduates as part of an ideation process to design an open online course within the project “Sustainability in Finance – SuFi” (2020-2022). Methods. The online mixed-method survey was elaborated using Google Forms and Webropol and distributed via email among finance services industry professionals in Finland, Latvia, Estonia, and Aland Islands. In total, 221 responses were obtained. The qualitative and quantitative data analysis was performed using NVivo and SPSS. Results. Qualitative data analysis revealed that the conceptual knowledge of business graduates was the most frequently mentioned category, followed by procedural knowledge. Among the key competencies in sustainability, the most necessary was intra-personal competence, followed by inter-personal competence. Quantitative data analysis revealed that the top three sustainable finance competencies in demand within respondents’ organisations were: to understand relevant driving sustainable forces, to think and operate with a long-term perspective, and to communicate sustainable financial information in a meaningful way. Conclusion. In the Baltic Region’s finance sector, there is a need for a more holistic view for understanding the market as part of society as a whole and also the meaning of understanding long-term horizons. The competencies that financial services sector professionals found important for vocational business graduates in future work were used as an input for elaborating vocational business education study courses.

Although the dual studies are very similar in their form such as internships in companies, case studies etc., their scope differs significantly among the analyzed countries. It was observed that, on average, about 70% of students take part in the vocational education and training in Austria, Croatia, Czech Republic, Finland, Netherlands, Slovakia and Slovenia but only 20% in Cyprus and Hungary. In countries such as: Germany, Netherlands and Austria over 40% of companies employ vocational education and training participants while the average costs of continuing vocational training for the EU-28 is calculated at the level of around 1500 Purchasing Power Standard per participant. The research was based on the data obtained from the EUROSTAT.
Możliwości studiów dualnych w wybranych krajach UE. Idea studiów dualnych staje się obecnie coraz bardziej popularna przede wszystkim ze względu na problem braku wykwalifikowanych pracowników. Studia dualne są bardzo podobne w swojej formie, uwzględniającej m.in. praktyki w przedsiębiorstwach, studia przypadków itp., jednak ich zakres różni się znacznie w analizowanych krajach. Przeprowadzona analiza wykazała, że średnio około 70% uczniów bierze udział w kształceniu i szkoleniu zawodowym w Austrii, Chorwacji, Czechach, Finlandii, Holandii, Słowacji i Słowenii, ale tylko 20% na Cyprze i Węgrzech. W krajach takich jak: Niemcy, Holandia i Austria ponad 40% firm zatrudnia uczestników kształcenia i szkolenia zawodowego, podczas gdy średnie koszty ustawicznego szkolenia zawodowego dla krajów UE-28 kształtują się na poziomie około 1500 PPS na uczestnika. Analizę przeprowadzono na danych uzyskanych z bazy EUROSTAT.

Purpose – The aim of the article is to identify the barriers to cooperation between vocational schools and employers. Design/Methodology/Approach – The main data source are the results of two surveys (CAWI): on vocational schools in Lublin, and on employers cooperating with those schools.Findings – The results show the asymmetry of schools’ and enterprises’ objectives, which should be regarded as an important barrier to the development of cooperation between the two. Employers are set on increasing the number of hours of students’ practical vocational training in the workplace, but are reluctant to undertake more costly and more demanding forms of cooperation with schools, like participating in vocational exams, training teachers or providing equipment for school workshops. Meanwhile, schools primarily indicate the need to improve their own resources, especially workshop equipment. They often consider the present state of cooperation with business as satisfactory. Employers’ limited willingness to cooperate stems i.a. from fragmentation of the enterprise sector in Poland, poorly developed cooperative bonds between enterprises, and the small scale of recruitment problems during most of the last two decades.Practical implications – The results allow for the identification of these forms of cooperation between schools and employers, which should be supported by EU structural funds.Value – The research is based on information of high substantive value from the employers who already have experience in cooperation with vocational schools. Results contribute to the formulation of the view on the effects of the reform of vocational education in Poland.

Aim. This empirical study aims to conceptualise the prevalence of Informal Vocational Training (IVT) in India. It also explores the missing link at accreditation level between IVTs and other formal vocational, technical and professional courses and depicts their implications in the occupational, economic, social and cultural lives of people. Methods. This study was conducted in the Srinagar city of the Union Territory of Jammu and Kashmir in India. Both the survey method and the case method were used for collecting the primary data and applying triangulation methodologically. Results. This study reveals that elites generally dominate in the prestigious technical and professional courses because of better accessibility and affordability, and that the vulnerable sections miss many of these opportunities. The vulnerable sections very often get the benefits of IVTs learnt outside the formal system in finding some employment, but such employment attracts lower prestige and income than what they get through formal technical and professional courses. IVTs find no academic recognition in the existing accreditation system, and so people culturally and socially associated with these IVTs continue to remain deprived. Conclusion. There is a need to develop a credit-based link between IVTs and formal vocational, technical and professional courses so that the skills learnt through IVTs could get transferred to the formal system and attract better occupational and economic rewards. The findings are relevant for both developing and developed societies, but more particularly for societies having a considerable presence of informal economy because IVTs exist more within these economies.

The article presents factors influencing decision making by Dynamic Positioning Operator (DPO) and statistics of the DPOs behaviour in an emergency situation. Considering that supply operation is performed by a DP vessel at a distance comparable to its width of the hull to the installation, unit, or another vessel, the thruster failure may lead to a rapidly developing incident such as collision, pollution, or human injuries. Based on the IMO guidelines on formal safety assessment authors suggested a risk model of platform supply operation in dynamic positioning mode. It is shown that different approaches shall be applied for rule-making and active decision support applications. While rulemaking can be mainly based on retrospective incident-based data, decision support shall be developed on the basis of the dynamic state of the system. Therefore, it is necessary to understand the nature of the human element in the specific operation to build up proper technological and organizational barriers to prevent the forthcoming critical error.

The Merchant Shipping (Training and Certification) Regulations of Kenya adapt The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and the Standard Training, Certification, and Watchkeeping (STCW Code) for Seafarers. The STCW Convention and Code defines the quality standards at a minimum requirement as the harmonized threshold for contracting parties, which includes Kenya. Educational Institutions in Kenya primarily uses Quality Management Systems in application of quality to education and training. This is however contrary to the requirements of the STCW Convention and Code for institutions engaged in Maritime Education and Training. The paper focusses in assessing the extent of non-compliance, the circumstantial challenges and thereafter proposes a framework to address challenges in implementing Quality Standard Systems.

Transport pełni kluczową rolę w gospodarce każdego kraju. Jest zatem tym obszarem badań, który pozwala ocenić potencjał rozwojowy i instytucjonalny całej gospodarki. Głównym celem artykułu jest zwrócenie uwagi na fakt, że właściwe funkcjonowanie systemu transportowego nie zależy wyłącznie od odpowiedniego finansowania infrastruktury, ale na budowaniu jego potencjału rozwojowego, co powinno być także warunkiem dobrego zarządzania tym sektorem. Na przykładzie problemów krajów Europy Środkowej i Wschodniej oraz wybranych krajów rozwijających się autor udowadnia, że dążenie do zmniejszenia ubóstwa w krajach postkomunistycznych nie byłoby skuteczne, gdyby najpilniejsze problemy związane z branżą transportową nie zostały rozwiązane w okresie transformacji.

This study interrogated the relevance of maritime education and training (MET) at the secondary level as an effective strategy for developing a sustainable supply of maritime labour and to mitigate current and future supply-demand imbalances arising from philosophical and sociological changes in society and in the maritime industry. Secondary education and its associated curriculum may be developed to form the underlying fundamentals of early awareness of maritime concepts targeted at youth of ages 11-18 years. To find answers to five research questions relating to this topic, a mixed method approach was applied in collecting and analysing data. The findings indicate strong evidence of the importance and relevance of MET at the secondary level. They further show this importance as it relates to an appreciation by the youth of the maritime industry as a domain for technical career options and to the creation of a sense of stewardship of the world’s oceans. Despite these positive findings, the study also finds that a number of key stakeholders are unaware of the potential and role of the maritime industry leading to a notable barrier to the implementation of MET at the secondary level and a lack of the necessary rigour and focus on promoting the industry to the youth via MET in secondary education. The study concludes by noting that there is a need for a focus on reforming the curricula of national secondary education system, where appropriate, as a first step towards the achieving the benefits of implementation of MET at the secondary level.

The COVID-19 pandemic has very quickly changed various human behavior including the world of education. Maritime Education is one that feels the impact of the pandemic. Various Solutions in educational technology must be quickly adjusted to fill the gap and ensure learning is not disrupted. Although online learning is not new, with the pandemic can accelerate digital learning used to overcome and improve the quality of online learning. Article we want to convey our experience in organizing maritime education at the Semarang Shipping Science Polytechnic using case study techniques. The results of this study revealed that although online learning is very helpful for teaching and learning activities during the pandemic, it has not been able to replace practical learning. With the decline of Covid-19 pandemic cases in Indonesia, the author wants to make short-term breakthroughs and possible long-term solutions that can contribute to learning in the future. The use of learning recordings with simulators, practicum recordings and theoretical learning recordings is expected to help maritime learning in the future.

Under the Manila 2010 amendments to the STCW , all crew members on board cruise vessels, mainly those assisting passengers during emergency situations and not only, “should be able to communicate safety-related issues in English or in the language spoken by the passengers and other personnel on board.” Having in view that navigational and safety communications from ship to shore and vice versa, ship to ship, and on board ships must be precise, simple and unambiguous, so as to avoid confusion and error, besides the need to standardize the language used, there is a growing demand of developing communication skills in English, especially for personnel working on cruise vessels, but also on RORO vessels, yachts and small passenger vessels. This is the reason why we have designed, developed and are already delivering the “Maritime English for Auxiliary Personnel" course in Specialized Maritime English to auxiliary personnel working on board cruise vessels to develop their ability to communicate with passengers, mainly during an emergency. The course covers the specific language used to describe the parts of ships, organisation on board ships, all essential safety-related matters and work-specific topics. It also reflects the situations in which auxiliary personnel need to communicate, with each other, with other crew members and with shore side authorities. The final goal of this course is to improve fluency in spoken English in real life situations which, of course, can be both routine and non-routine.

In the field of education, the importance of active learning as a more effective educational method has recently been noted. The element of active learning was introduced to the anchoring training of the training ship for third-year students of Tokyo University of Marine Science and Technology, and its effects have been verified. The learning effect of training was confirmed by the questionnaire results of the students. Moreover, the self-evaluations of student and evaluation of instructor confirmed the skill of grasping a ship's position with improved accuracy and learning effects. Self-evaluation and evaluation by the other student, which were introduced as the element of active learning, both demonstrated a positive learning effect. Furthermore, since an effective training method was examined, a result is reported.

Opis:
Anchoring exercises on a training ship have a significant effect on the acquisition of ship handling skills. Furthermore, such training is also effective for the development of critical thinking and problem solving. The authors investigated this topic to develop effective training methods for anchoring exercises. We created a rubric for anchor training, and the instructor evaluated trainees based on the rubric items. These rubrics were effective for judging trainee performance. The effect of dialogue in group work was shown by comments from instructors and the trainees. Group presentations were also evaluated via student comments. After conducting the anchoring training in native language in the spring, the same exercise was conducted in English in the fall. Only English instructions were offered during the training exercise in the first year (2016). In the second year (2017), students took a brief e-learning course in English about anchoring before attempting the second exercise in English. According to instructor evaluations, the second session in 2017 saw a much greater improvement in trainee performance than did the second session in 2016. English practice in the e-learning course allowed students to focus more on practising the techniques they had learned previously when performing the second training exercise in English.

This article presents the results of the works of the PROMETHEAS project, which focuses on the mental health of sea workers. This project is carried out at the Maritime University of Szczecin and brings together a consortium of various maritime institutions from Slovenia, Greece, Spain, Finland and Great Britain. PROMETHEAS aims to provide tools for assessing the mental health of sea workers that can be used by professionals and stakeholders alike. The most important ones will include an application for mobile systems (Android, iOS) and an online and offline e-learning course.

That goes particularly for the special (technical) subjects, which are being taught to future marine engineers and form the level of their proficiency by the time of the graduation.

In the paper, divided into two parts, a problem of advancements in maritime education and research facing the 21st century challenges, based on the case study of the Gdynia Maritime University (GMU) experience is discussed. Part I is devoted to the main directions of advances in the maritime education and research towards the challenges in a global meaning. In this context, the education and research potential of the Gdynia Maritime University, as one of the world-leading maritime universities, is shortly presented. Part II is dedicated to the Gdynia Maritime University experiencing the 21st century challenges. The GMU’s contribution and good practices concerning the participation in modification of the processes of the IMO STCW 78/2010 convention, adoption of programmes into the international and national qualification frameworks’ standards and procedures, as well as the development of research addressed to a new technological and organizational solution are described and analyzed.

It is the basic requirement of maritime safety education to guarantee the safety of teaching operation while training the crew's occupation safety capability. Marine Training Center of Shanghai Maritime University has undertaken the practical teaching of "marine survival" for many years and come up with the whole safety procedures of training. Based on the requirements of SOLAS convention and regulations of STCW over crew training, this paper introduces the safety allocation, utilization and maintenance of teaching equipments. Through the investigation of the safety situation of students' practical operation, the safety teaching method named "four in one" has been put forward, which includes the pre-teaching safety precaution, the whole monitor during the teaching process, the post-teaching summary evaluation, and the reset and standby of teaching facilities. Finally, during the learning and training of "marine survival", crews and students are called on to place priority on personal safety rather than acquisition of knowledge and skills. Only in this way can they be capable of self-protection and protection of others in the career of seafaring.

The rapid global spread of COVID–19 has created numerous challenges for educational organizations of all levels around the world. Maritime Education and Training (MET) institutions are no exception and have faced major disruptions from the pandemic. Differing technological and organizational solutions have had to be quickly adapted in short timeframes in order to fill gaps and ensure continued teaching and learning. Although online education is nothing new, COVID-19 has accelerated the necessity for distributed learning, digital tools and infrastructure needed to not only cope, but excel in the restructuring of MET. In this article we present our experiences from the blended course offered to maritime bachelor students at our university in Norway through a case study. The findings from the study have revealed that although blended learning has helped continued education during the pandemic, it still has to overcome general as well as MET specific challenges to be successful in future. Considering the impact and challenges of the COVID-19 pandemic on MET, we further discuss the short-term responses and possible long-term solutions that can contribute to uninterrupted, high-quality learning for future MET. The use of emerging technologies for education, such as virtual reality (VR) and web-based training simulators, are likely to play an essential role in the future direction of MET.

In the era of an open global economy, the importance of human resources in creating intellectual capital is important both for shaping work culture and organisation and the ability to stay ahead of competitors. The determinants of the development of the Capital Group of Jastrzębska Spółka Węglowa S.A. are based on the sustainable development of human resources, as well as on a process-oriented approach in the management of innovation. The growth of innovativeness in the Capital Group allowed to develop a new approach to vocational education and training of adults with the use of visualisation equipment and virtual reality techniques. The new approach extending the existing education process, on the example of newly recruited workers in JSW Szkolenie i Górnictwo, wholly owned by the JSW S.A. Capital Group, enables developing and improving specific professional activities or team cooperation. Developing selected skills can significantly improve occupational health and safety. This creates conditions for developing creativity, as well as increases the understanding of processes occurring during team work at selected workplaces in underground mines.
W dobie otwartej globalnej gospodarki znaczenie zasobów ludzkich w tworzeniu kapitału intelektualnego jest ważne zarówno dla kształtowania kultury pracy i organizacji jak i dla zdolności wyprzedzania konkurencji. Uwarunkowania rozwoju Grupy Kapitałowej Jastrzębskiej Spółki Węglowej S.A. opierają się na zrównoważonym rozwoju zasobów ludzkich, a także na podejściu procesowym w zarządzaniu innowacjami. Wzrost innowacyjności w Grupie Kapitałowej pozwolił wypracować nowe podejście do kształcenia i szkolenia zawodowego dorosłych z wykorzystaniem sprzętu do wizualizacji i technik rzeczywistości wirtualnej. Nowe podejście rozszerzające istniejący proces edukacji na przykładzie nowo zatrudnionych pracowników w JSW Szkolenie i Górnictwo, które w całości należy do Grupy Kapitałowej JSW S.A., umożliwia rozwój i poprawę konkretnych działań zawodowych lub współpracy zespołowej. Rozwijanie wybranych umiejętności może znacznie poprawić bezpieczeństwo i higienę pracy. Stwarza to warunki do rozwijania kreatywności, a także zwiększa zrozumienie procesów zachodzących podczas pracy zespołowej w wybranych miejscach pracy w podziemnych kopalniach.

This paper reports from a qualitative study on informal conditions for the implementation credit transfer system in vocation education and training (VET) in Poland based on European Credit System for Vocational Education and Training (ECVET). The study was conducted just before the new law of VET (October 1st 2011) came into force. It introduced: (1)new vocational core curriculum which includes 200 school occupations, in which 252 qualifications are distinguished, (2) learning outcomes approach, (3) the examination requirements based on learning outcomes specified for the qualifications, and other tools supporting credit transfer and accumulation. The main purpose of the paper is to analyse the VET stakeholders knowledge, understanding and opinion on these new solutions and general on credit transfer and accumulation concept which aims at supporting development of lifelong learning. On the very general level respondents support all solutions that could improve learners employability and education opportunities. However part of them do not perform in-depth knowledge and reflections on such concepts as learning outcomes approach. They indicate also a number of drawbacks of the VET reform in Poland that is implemented in a hurry without sufficient support for schools, teachers and learners.

Opis:
The aim of the article is to prove that Information and Communication Technologies (ICTs) can serve as viable didactic tools in the CBRN troops’ education and training. The analysis of selected case studies reveals that specific competences can be trained with the support of social media, e-learning platforms, virtual worlds, mobile technologies or even augmented reality technologies. The unique qualities of these tools, such as an easy access to the training content, interactivity, or possibility of simulating different scenarios allow for designing a training process tailored both for larger groups and an individual.

Seafaring is one of the oldest documented human activities, with a rich heritage created by generations of seamen. The first boats were developed several thousand years ago, based on primitive principles, and they were probably not suitable for other than simple purposes. Analyzing the history of boat building shows a gradual change in designs. These design changes were most likely due to improvements, related to different aspects of experiences undergone; the changing activity purposes of the boats; and the continual resolution of a conflict between what is possible and what is desired. Nevertheless, design changes and different improvements were developed in a relationship between experiences gained by sailors and shipbuilders. Therefore, the development of seafaring was probably, both directly and indirectly, based on the experiences of sailors who had gained knowledge of the sea. The first written documentation to support the relationship between sailors and knowledge of the sea is in the Old Testament of the Christian Bible, approximately 950 years before Christ. King Solomon of Israel formed an alliance with the Phoenician king of Tyre, Hiram 1, because he needed the Phoenicians’ ships and naval expertise. “And Hiram sent his servants with the fleet, sailors that have knowledge of the sea, along with the servants of Solomon” (1. King IX – 27). The phrase “sailors with knowledge of the sea” correlates with a partial core of seamanship science. The science of seamanship is a multi-dimensional expression, which concerns seamen’s complete competence in sailing and operating a ship. The purpose of this article is to discuss the origin and development of the ship-operating aspects of seamanship and shed light on aspects of the development and challenges regarding exercise of seamanship competence-related maritime education and training (MET).

Cyberattacks have become a serious global concern, effecting enormous losses to different sectors. In the shipping business, major companies report violations to their operations’ integrity and security, and losing great amounts of money. While the International Maritime Organization (IMO), through the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 1978, as amended, is yet to release a standard for the cybersecurity education and training of seafarers, some maritime education and training institutions (METIs) have acted proactively and included cybersecurity knowledge and skills in their curricular offerings. This study looked into the cybersecurity course offerings of four METIs that served as the case studies of the researchers. In particular, the following objectives were addressed: the cybersecurity knowledge and skills included in their curriculum; the importance of the cybersecurity knowledge and skills to seafarers; and the educational approaches of the METIs in delivering their topics on cybersecurity. The first and third objectives were answered using different sources of qualitative data, including document analysis, interview and direct observation. The quantitative approach, in the form of a survey questionnaire, was used to address the second objective. The METIs, though not the same in content, were found to have included cybersecurity knowledge and skills in their curriculum. These knowledge and skills were perceived to be very important by seafarers. Similar to the content of their courses, the METIs delivered their cybersecurity courses by employing varied educational approaches. To address the gap on the lack of cybersecurity course design and delivery minimum standards, a framework in the shape of a lantern is developed and proposed to guide maritime courses designers, in particular, and other course designers, in general.

The article addresses the problem of modern maritime education and training in the perspective of computer technologies development, especially the internet. Computer-based training is being a standard for the maritime industry for almost 25 years, but there is still no unified approach on the use of this teaching method in MET. Authors suggest to open a conversation on harmonization of standards regarding CBT in the industry and wider implementation of this teaching method into STCW training process via a blended learning approach, where theoretical part of the course may be taken online, while the practical part is taken in the training facility.

E-learning brings the third wave to Internet applications. E-learning is a new training mode with the open characteristics, which is completely different with traditional training. E-learning teaches students the specialized knowledge of theories, work experience and technology by information networks and computer hardware equipment. Students can through a variety of terminal equipment to learn anytime and anywhere, so as to improve student learning results. Maritime education and training must conform to the trend of times to explore E-learning training to improve the training performance. In this paper, based on the theory of E-learning, comparing the advantages and disadvantages of E-learning training. By analyzing current status of maritime education and training, using E-learning to establish China's maritime education and training of the lifelong education system, using E-learning to promote the internationalization of navigation education and training.

Opis:
Organizational structure of a ship changes under the influence of technological development. Processes on board a ship change as well. Major change refers to the role of the crew and consequently leads to the change of a method of determining competences. Equipment and working processes are becoming more complicated. They have a strong impact on the crew, i.e. on their competences. Competences prescribed in STCW Convention are not in accordance with the changed role of the crew in the processes on board. In STCW Convention, competences have been grouped according to the ship’s functions at different levels of responsibility. Competences have not been prescribed on the basis of the working processes within a system. Such a situation has led to the absence of the proper upgrade of needed competences. Based on the analysis of the functional organizational structure of a ship, the paper suggests more elaborated approach to defining competences. Such an approach links competences with equipment and working processes on board a ship.

This paper presents an innovation in teaching strategy in one major subject in the Maritime Education and Training (MET) program of the Maritime Academy of Asia and the Pacific (MAAP). This strategy makes use of an instructional aid called MAAPCNIA (MAAP Celestial Navigation Instructional Aid), conceptualized and designed by Capt. Daniel S. Torres, Jr. MAAPCNIA encompasses color-coded spheres that depict navigational triangle. This triangle is composed of a blue celestial sphere representing horizon system of coordinates and a white sphere enclosing a globe characterizing time diagram and celestial equator and terrestrial systems of coordinates. With this instrument, celestial spheres can be easily visualized compared when using one-dimensional drawing. Hence, understanding of orthographic projection, which is essentially the core of appreciation and mastery of this tough subject, is enhanced. This paper focuses on the development and impact of MAAPCNIA since its conception in 2004, towards authentic teaching-learning process in Celestial Navigation.

Exploitation of new technology has a strong impact on the role of the human maritime professional. New knowledge and new skills are needed. This is a challenge for institutions responsible for education of the maritime professionals. The education system is challenged by the following facts: Firstly, the typical lifetime of a commercial ship is several times longer than the typical age of a generation of a computer-based system or application. Secondly, the graduating student should possess necessary skills and knowledge to work efficiently and safely on board a 30-year-old ship and a brand-new ship with the latest technology. Thirdly, the STCW convention by IMO must be strictly applied in education of seafarers, which makes it difficult for the education institutions to include necessary contents on the latest technology in the curriculum. In this paper, the challenge of education of maritime professionals is discussed and the possibilities of modern simulator technology in testing and demonstration of intelligent shipping solutions and in training of seafarers are presented. Satakunta University of Applied Sciences has established a simulator-based environment, called Intelligent Shipping Technology Test Laboratory (ISTLAB), for development of new applications and for training of maritime professionals to cope with emerging intelligent shipping solutions such as remote monitoring and control of ships and remote pilotage. The structure and functions of the ISTLAB system, remote pilotage as its primary use case, and possible ways of using it in research and education are presented. International co-operation in research of remote pilotage is discussed in the end of the paper.

Simulator-based training has become an integral part of Maritime education, and its effectiveness hinges on the use of appropriate assessment protocols. Despite the existence of several subjective and objective assessment techniques, instructors face difficulties in selecting and implementing the best practices that fit different learning contexts. The contextualized utility of the available assessment techniques further complicates the contexts. This study adopts a systematic literature review approach to comprehensively analyse available assessment techniques employed in maritime simulator training and to elicit their relationship with the desired learning outcomes. The study also presents a nuanced understanding of the advantages and limitations of the identified assessment techniques. Further, the state-of-the-art of assessment methods is discussed along with a few proposals for the future considering both research and practical implications. The findings of this study are expected to provide valuable guidance to maritime instructors in selecting and implementing appropriate assessment techniques that align with desired learning outcomes in simulator training.

SAFEMODE is an EU-funded project under the Horizon 2020 programme. The project brings together experience from the whole safety value chain including manufacturers, service providers, regulators, academia, and small-medium enterprises. This paper focuses on two core aspects the project is addressing: 1) the systematic collection, analysis, and categorization of Human Factors (HF) data from maritime and aviation safety events, and 2) the development of a Just Culture framework for maritime to encourage reporting of safety events and learning from them, and at which respondents feel they are treated in a fair and just manner when reporting. Learning from safety events is only possible if root causes of accidents and incidents are properly and systematically identified, analysed, and categorized, and reporters know that reporting is a “safe” and beneficial practice. The implementation of these two outcomes as part of the institutionalization strategy of the project includes recommendations to industry guidance and practice and proposals to the International Maritime Organization (IMO).

The reason for modern Maritime Education and Training (MET) is to provide students with the necessary skills, and knowledge to be successful in the future outside of school. Futuristic teachers need to help students become life-long learners who are ready, organized, and equipped for new challenges. This paper tries to find position of Maritime English/IMO Standard Marine Communication Phrases (ME/ IMO SMCPs) versus autonomous ships, to facilitate developments in a safe predictable environment and for ensuring safe navigation in the future, also in a mixed traffic situation where both manned and unmanned ships will be sailing on the same routes and ports. In its attempts, this paper tries to analyse the Obstacles and Disadvantages when no crew is required on board; this could jeopardize the statute of seafarers, and not every aspect of unmanned shipping is all roses. The work is much future oriented and requires challenging conventional concepts and operations.

The quality improvement of the Turkish Maritime Education and Training (MET) system is a relevant political and scientific issue which strongly impacts the competitiveness of the shipping sector in Turkiye. However, MET is quite an expensive Education and Training (ET) system since it requires high investments and incurs high running costs. The existing situation enforces the training system to be able to execute under the desired level of sector expectations in terms of graduates quantity. This study mainly focuses on the investigation of the economic needs of MET facilities. And some of the relevant recommenda-tions are drawn up to improve the efficiency of current MET system. In this respect, the proposed items basically refer to the need of concentrating and integrating resources in order to exploit some degree of economies and pursuing quality in MET.

Assessment of students’ achievements in higher education didactics and in maritime studies is considered as a problematic part of study process. Especially it is difficult to use assessment practically in order to improve students’ learning, for formative purposes. The role of formative assessment in the learning educational paradigm is essential. One of main attributes of formative assessment - self-evaluation of students - has been chosen as the object of the research. For the empirical research, a case of full-time studies of Marine Engineering was decided upon. An originally created questionnaire was used for the research. The characteristics of self-evaluation, such as its frequency, forms, and content were analysed with the aim of finding out their influence on the improvement of students’ learning and effectiveness of maritime studies.

Maritime Safety and Security on board ships very much depends on well trained crews. That is why training and exercising emergency response procedures as well as efficiency in reliable management are extremely necessary. On the other hand research as well as technological development in safety and security, tools and other kinds of technical and organizational systems contribute to further improvement and guarantee high levels of safety and security in maritime transportation. Simulation facilities are essential for both exercising and training but also for research and technological development. This paper introduces the innovative concept of a safety and security training simulator (SST7) and describes research work related to the implementation of training scenarios. Selected results of a case study will be presented. A shorter version of this paper was originally presented at the International Conference on “Marine Navigation and Safety of Sea Transportation” at Gdynia in June 2013.

The Portuguese Naval Academy is a military school with an university status and is equipped with one modern navigation and maneuvering simulator. The Navigation Simulator (NAVSIM) plays an essential role in the academic training for the Naval Academy and for its cadets, that are using this capacity since their first academic year as a learning tool. Identifying the non-technical skills that could be trained and focusing on the specific training of the technical skills is paramount, in order to maximize the training sessions for each cadet’s year. The assessment of statistical data referring to the last 6 years is important to identify where there are gaps in the exercises, as well as how the midshipman are prepared to perform functions of watch keeping on the ships fleet.

Traditional concept of seafarers’ training was based upon theoretical teaching in class room followed by the practical training onboard ship. This concept underwent profound changes in 80s due economic and practical reasons emanating from new face of the marine industry. Simulator based training had obvious advantages of being economical, safe and redundant. But it had its own implications as well. How perfect a simulator may be, it still was far away from real ship experiences. Instructor became more and more important and he is actually responsible to connect up the simulator experience with real ship experiences through his visualization and does not let the trainee get into a discourse or fall into a game mood. This study examines how the importance of simulator instructor is on the rise and present tools available for the qualification of the simulator instructors need to be augmented with new measures so as to ensure the quality of the simulator based training of the seafarers.

Over the recent years, ship traffic in the polar areas has increased. There is reason to believe that this traffic, and especially the cruise traffic, will increase further as the ice retracts towards the poles. There is also reason to believe that with the continued focus and exposure of the Polar Region, the cruise tourism to the region will grow. The increased presence in the polar areas will create positive repercussions for several actors, both on sea and land. There will, however, also be challenges associated with the growing presence in the polar areas. Vessels will be operating at long distances to other vessels and land infrastructures. These vessels will also be operating in climate and conditions that will put extra pressure on both vessel and crew. These challenges need to be solved in order for the ship industry to operate safely in the Polar Region. To ensure that companies operating in these areas identify and manage these challenges, the International Maritime Organization (IMO) developed the Polar Code (2017) with the intent of increasing the safety for vessels operating in polar waters, and to reduce the impact on humans and environment in this remote, vulnerable and harsh area. This code defines a number of requirements, with which the vessels should operate in accordance with. In this paper, we reveal which challenges the vessel and its crew need to deal with when navigating in polar waters. The challenges will be analysed and assessed through the use of a preliminary qualitative risk analysis to determine the potential hazards the vessel is exposed to under operations in polar waters, and to find out what level of risk the different hazards represents for the vessel and its crew. The main objective of the paper is to find out how the risk levels can be reduced, with particular focus on the use of simulator training as a risk reducing measure. The final goal is to measure the risk towards acceptance criteria, which have been determined prior to conducting the analysis.

Besides its obvious benefits, the Electronic Chart Display and Information System (ECDIS) continues to develop as a sophisticated, complex system. With ever-growing features and the integration of external data and sources, it is nowadays normally considered as one among the compact elements forming a part of an even more complex Integrated Navigation System (INS). The ECDIS handling requires a certain level of technical knowledge and operational skills to be gained, besides the usual navigational background. In order to utilize the system efficiently and safely, the navigator has to obtain several levels of education. The Generic ECDIS Training (GT), as defined in the respective International Maritime Organization (IMO) Model Course, introduces the navigator with fundamental, required operational (however introductory) and theoretical knowledge. Apart from the GT, there is an optional, ECDIS manufacturer-approved Equipment Specific Training (EST). The latter represents a special type of training where the navigator improves its theoretical knowledge, understanding, and proficiency, together with competence demonstration on a specific approved ECDIS model. This paper elaborates the dynamics of worldwide regulations pertaining to the ECDIS Education and Training (EET) plan. The reference is given to training procedures in the Republic of Croatia, placing its educational framework in the broader context. Although it is of a non-mandatory nature, the EST is unofficially considered that way, and there is a stable and reasonable ground to consider the opinions and arguments of the navigators who prefer the EST. This is also supported by the fact that there is a large number of approved systems on the market. Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), ECDIS models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The survey among navigational ranks was used to support the study and to relate the existing programs with the actual navigational situation. The motivation was the consideration of the current relationship between defined EET programs, their inequalities, and the actual user needs, referring to the systematisation of the fulfillment of the system as a basic navigation tool. The selected questions referred to the possession of ECDIS certificates and basic education and knowledge, and the navigational ranks’ opinions regarding the opportunity to enhance their knowledge during the EST. The latter considered lack of standardisation (including terminology), apart from different levels of education. As expected, the answers were not uniform, revealing differences in opinion as well as in basic system interpretation. The latter could have possible causes and relation to the particular education system in the first place. The current educational framework was discussed in terms of EET enhancements and the development of the navigation curricula. The study results have been presented and discussed systematically, leading to observations on the potential safety of navigation improvement.

Bezpieczeństwo pracy, szczególnie w przemyśle ciężkim, cechuje się dużą ilością czynników niebezpiecznych w środowisku pracy i jest przedmiotem wysokiej troski każdego przedsiębiorcy. Wypadki przy pracy w tych branżach niosą za sobą duże szkody na zdrowiu, a często i życiu załogi, co skutkuje również znacznymi stratami ekonomicznymi w przedsiębiorstwach. Praca bezwypadkowa jest marzeniem wszystkich pracodawców, a z uwagi, iż najczęstszą przyczyną wypadków zawodowych jest tzw. czynnik ludzki, kształcenie i szkolenie wydają się kluczowymi formami nabywania świadomości o zagrożeniach. Na pierwszej ogólnoeuropejskiej konferencji: „First VISION ZERO Europe Conference” w Bochum w roku 2016 w sesji panelowej, podsumowującej całą konferencję, stwierdzono, że kluczem i pierwszym czynnikiem minimalizacji ryzyka powstania wypadków jest edukacja na każdym etapie wszystkich procesów, stanowiących egzystencję człowieka. Z tego też względu w niniejszym artykule przedstawiono przykłady działań edukacyjnych Akademii Górniczo-Hutniczej w Krakowie, która w swych programach problemy bezpieczeństwa pracy mocno eksponuje i akcentuje. Przykłady te obejmują doświadczenia i perspektywy kształcenia na wielu poziomach studiów i w różnych płaszczyznach tej dziedziny.
The area of occupational health and safety is characterized by a high number of hazardous factors in the workplace and therefore is a concern for every entrepreneur, and particularly for those working in industrial settings. Because work-related accidents often result in serious health damage of workers, or can even bring causalities, they are also associated with high economics losses. While an accident-free workplace is a dream of every employer, both education and training seem to be key in raising awareness of occupational health and safety, especially since the so-called human factor lies at the root of most accidents. The first pan-European “VISION ZERO” conference in Bochum in 2016 did indeed conclude that education at all stages and of all human life processes is absolutely essential in order to minimize the risk of work-related accidents. Along these lines, this papers demonstrates the richness and diversity of educational processes in the field of occupational health and safety at AGH University of Science and Technology in Krakow. This includes the experiences and perspectives at multiple levels and in different areas of study.

One of the primary factors that affect the safe maritime navigation is the insufficient experience and skill of an apprentice officer, which may be improved using simulation-based training by ensuring operational efficiency. This study aims to determine appropriate factors for achieving effective and intensive simulation-based training of apprentice officers and present the guidelines for such a training scheme. Initially, a marine traffic risk model, which interprets and accurately measures the risk of collision with other vessels, is analyzed to derive the most influential factors in safe navigation. Subsequently, simulation experiments are conducted by applying machine learning to verify the required safe navigation factors for effectively training the apprentice officers. As a result of the above analysis, it was confirmed that the factor affecting safe maritime navigation was the distance from other vessels. Finally, the differences between these distances in the simulations are analyzed for both the apprentice officers and the experienced officers, and the guidelines corresponding to both these cases are presented. This study has the limitation because of the difference between the ship maneuver simulation and the actual ship navigation. This can be resolved based on the results of this study, in combination with the actual navigation data.

Vietnam Maritime University (VIMARU) is a stated-owned institution in Vietnam. Undergoing more than half of a century of development, VIMARU has been facing to many difficulties and challenges such as limitation of budget from government, limited and obsolete facilities, lack of teaching staff, high density of students with very low tuition fee, and especially, limited chances for students to be trained on board training ships, shipyards and other manufacturing sites. For overcoming these difficulties and challenges, since 1990s, VIMARU had decesively renovated the organization system, especially and strongly focused on the enhancement of the linkage with industries and also, the enhancement of the international relations. In this paper, the experiences and results from the mentioned renovation process of the Vietnam Maritime University are presented.

The aim of the article was to investigate what profiles of education reformers were presented in „Ruch Pedagogiczny” („Pedagogical Movement”), what views and actions of these people were recollected to teachers and promoted as a valuable example to follow. The content of the magazine’s individual yearbooks was analyzed from its creation in 1912 to 1939. Qualitative analysis of the source material was used. It was discovered that „Ruch Pedagogiczny” („Pedagogical Movement”), published information (articles, chronicle notes) popularizing education and educational traditions. It emphasized the relationship between tradition and innovative assumptions in the field of education and upbringing. Showing the profiles of selected representatives from antiquity to modern times, the need to engage in changes, their implementation, and promotion among other teachers was stressed. A creative, active and patriotic attitude was popularized. Most of the articles were devoted to Poles, especially teachers. They were also written about people who were not directly connected to education, but strongly supported the reforms of education and upbringing with their activities. At the beginning of the 20th century, interest in innovative trends in education and training increased. The discoveries of „Ruch Pedagogiczny” („Pedagogical Movement”) show the teachers’ attention was mostly drawn to the necessity to learn more about pedagogical novelties, yet the pedagogical past was not forgotten. Attempts were made to show the achievements of different figures from the history of education and children’s upbringing, awakening the need for active participation in the changes, referring to the examples from the past.
Celem artykułu było zbadanie, jakie sylwetki reformatorów kształcenia i wychowania przedstawiano na łamach „Ruchu Pedagogicznego”, jakie poglądy i działania tych osób były przypominane nauczycielom i propagowane, jako wartościowy przykład do naśladowania. Analizowano zawartość poszczególnych roczników czasopisma od jego powstania w 1912 roku do 1939 roku. Zastosowano jakościową analizę materiału źródłowego. Ustalono, że na łamach „Ruchu Pedagogicznego” ukazywano sylwetki wybranych przedstawicieli od starożytności aż po czasy współczesne, podkreślano potrzebę zaangażowania się w zmiany, ich wdrażanie, a także ich propagowanie wśród innych nauczycieli. Upowszechniano postawę twórczą, aktywną, patriotyczną. Większość artykułów była poświęcona Polakom, zwłaszcza nauczycielom. Pisano również o postaciach, które nie były bezpośrednio związane ze szkolnictwem, ale swoją działalnością wspierały reformy kształcenia i wychowania. W związku z tym, że na początku XX wieku wzrosło zainteresowanie nowatorskimi prądami w kształceniu i wychowaniu, starano się prezentować je na łamach czasopisma, nie zapominając o osiągnięciach postaci z dziejów wychowania i kształcenia. Służyło to rozbudzeniu potrzeby czynnego udziału w zmianach, z wykorzystaniem doświadczeń z przeszłości.
