Opis:: The issue of economic development has been present at least since the birth of classic economics at the turn of the 18th and 19th centuries, although the conception of development itself was long limited to the idea of growth. Only later, the achievements of the so-called development economics allowed scholars studying socioeconomic changes to notice a strong relationship between quality factors and development. The purpose of this article was to follow the course of the evolution which development economics has taken since its beginning until today, because the lesson that history teaches permits a wiser look into the future and provides an opportunity to build development strategies which are more adequate for actual social problems and goals. Consequently, a definition of the paradigm of modern socio-economic development becomes clearly possible. A task thus formulated requires an adoption of a specific plan to be able to carry out appropriate analyses. Therefore, the Author first defines development economics, and then goes on to describe the individual stages of its evolution, which will permit a synthetic overview of its most important theories, and thirdly, the key elements of the paradigm of modern economic and social development.

The guidelines of sustainable development indicate a synergy of economic, social and environmental aspects that ensure security of people, environment and economy altogether. The public services and municipal services within them are an important part of sustainable development policy. The municipal economy is the part of socioeconomic life that has been radically transformed in Poland in the last years. The main changes are in the activities in environmental protection. The aim of this paper is to identify and assess the conditions and challenges of the market of ecological goods and services. The paper presents the selected aspects of development of the market of ecological goods and services in Poland with a reference to the empirical studies in municipalities of Silesia.

Opis:: ntując aktualne strategie rozwoju ekonomicznego, coraz częściej podkreśla się konieczność odejścia od dotychczasowego modelu gospodarki, jego redefinicję i potrzebę wypracowania nowej koncepcji gospodarki opartej na wiedzy (GOW). Kierunek zmian wyznaczonych rozwojem gospodarki opartej na wiedzy niesie jednak ze sobą szereg wyzwań, którym należy sprostać i które stopniowo uwzględnia się w licznych strategiach zrównoważonego rozwoju. Podobnie, jak realizacja określonych wizji rozwoju zrównoważonego generuje konieczność przyjęcia ściśle określonych założeń, odmiennych od wytycznych stawianych ekonomii głównego nurtu. Artykuł stanowi próbę zbadania zależności pomiędzy GOW a koncepcją zrównoważonego rozwoju, zwłaszcza w odniesieniu do jej ekonomicznych implikacji. Została podjęta także ocena praktycznego funkcjonowania zrównoważonej gospodarki opartej na wiedzy jako ważnej, z punktu widzenia kształtowania społeczeństwa informacyjnego, strategii rozwoju.
Various presentations of the current strategies for economic development increasingly stress the need to abandon the existing model of economy, its redefinition and the necessity to develop a new concept of knowledge-based economy (KBE). Consequently, knowledge is attributed an essential role in stimulating socio-economic development, including also sustainable development. The direction of changes designated by the development of knowledge- -based economy, however, carries with it a number of challenges that must be dealt with and which are gradually being included in numerous sustainable development strategies. Similarly, implementation of certain visions of sustainable development generates the need to make specific assumptions, different from the guidelines defined for the mainstream economy (e.g. taking into account global modelling and system analysis or the law of entropy) (Czaja 2011: 164). Implementation of the preferred directions of development, requires not so much efficient, but proper management, i.e. one which would translate itself onto the plane of decision-making and, subsequently, that of application. Management processes, including management of sustainable development which draws on the principles of a knowledge-based economy, require also taking into account those factors that can really support the sphere of praxis and hence help to shape a knowledge-based society. This article aims at examining the relationship between a knowledge-based economy and the concept of sustainable development, especially in relation to its economic implications. It will, moreover, concentrate on the assessment of practical functioning of a sustainable knowledge-based economy which constitutes an important development strategy in the process of shaping an information society.

Opis:: The article deals with the issue of supporting the technological modernization of agriculture by investing in infrastructure surrounding the farms with the use of a financial instrument in the form of the Rural Development Program (RDP) based on the Lubuskie Voivodeship. The article describes, among other things, the importance of infrastructure and support for its development in rural areas in the process of functioning and modernization of the agricultural sector. For the purposes of the article, the data obtained from the Department of Rural Development Programs of the Lubuskie Marshal’s Office on expenditure and effects of RDP use in 2007-2020, in infrastructure investments in rural areas of the Lubuskie Voivodeship was analysed. In the article, the authors attempted to present the instrument in the form of the Rural Development Program as a tool for indirect impact on the process of modernization and transformation of agriculture in the Lubuskie Voivodeship, primarily by changing the infrastructural conditions for the functioning and development of agricultural production in rural areas.

Opis:: Sustainable development economics is treated as an autonomous category, which can be ascribed to basically any process or phenomenon. However, in current research there is a lack of studies pertaining to fiscal issues of sustainable development. The main aim of this article is an attempt to determine the financial aspect of sustainable development. The main thesis of the article is an assumption that the balancing of the development is subjected to the income-expenditure identity, in particular the investment-saving identity (IS). Sustainable development has been described by a system of financial flows based on the macroeconomic model of market economy. The article is of theoretical nature and comprises the author’s analysis of financial flows, which is the result of a long-term scientific experience of the author. The issues presented in this paper are original, even controversial for some readers, and have not been discussed in domestic or international literature.
Ekonomia rozwoju zrównoważonego traktuje tę kategorię jako autonomiczną, którą przypisuje się już niemal każdemu zjawisku i procesowi. Brakuje jednak finansowej – pieniężnej treści kategorii rozwoju zrównoważonego. Celem artykułu jest próba określenia finansowego wymiaru zrównoważonego rozwoju. Tezą opracowania jest założenie, że równoważenie rozwoju daje się podporządkować tożsamości dochodowo-wydatkowej, a w szczególności tożsamości inwestycji i oszczędności (IS – Investment – Saving). Rozwój zrównoważony opisano przepływami finansowymi z makroekonomicznego modelu gospodarki rynkowej. Artykuł ma charakter teoretyczny i zawiera autorską analizę przepływów finansowych. Jest rezultatem wieloletniego dorobku naukowo-badawczego autorki. Rozważania są oryginalne, być może i kontrowersyjne, nie mają wzorców w literaturze krajowej ani zagranicznej.

Opis:: The key aim of this article is to analyse the level of competitiveness of Poland’s economy in relation to that of sustainability, as well as the assessment of strengths and weaknesses on this issue. Therefore, the research questions which arise are, first, to what extent sustainability affects the competitiveness of Poland’s economy and, second, whether undertaking actions toward sustainable development contributes to improving the competitiveness of the given country. On the basis of this analysis it will be possible to determine the position of economy of Poland in the competitiveness ranking taking into account the sustainability criteria. This paper also attempts to identify the most important factors impacting on the sustainable competitiveness of the economy of Poland. The study was conducted on the basis of such research methods as the critical analysis of Polish and foreign literature and documents, including GCI reports, developed by an international economic organisation, i.e. the World Economic Forum.
Konkurencyjność jest koniecznym, ale niewystarczającym warunkiem dalszego dobrobytu, stąd potrzebne są dodatkowe działania w zakresie społecznego i środowiskowego wymiaru zrównoważonego rozwoju. Na podstawie dostępnej literatury na temat zrównoważonego rozwoju można stwierdzić, że kwestie konkurencyjności rzadko są brane pod uwagę. Jest to uzasadnione tym, że paradygmat zrównoważonego rozwoju jest uważany za czynnik jakościowy, wymagający analizy długoterminowej, a także trudno mierzalny. Celem artykułu jest analiza konkurencyjności polskiej gospodarki w kontekście zrównoważonego rozwoju w oparciu o Indeks Globalnej Konkurencyjności. To pozwoli na znalezienie odpowiedzi na główne pytanie badawcze, w jakim zakresie zrównoważony rozwój wpływa na konkurencyjność polskiej gospodarki? Na podstawie tej analizy będzie można określić konkurencyjność polskiej gospodarki, biorąc pod uwagę kryteria zrównoważonego rozwoju.

Opis:: Sieć ekologiczna Natura 2000 obejmuje już około 19% powierzchni Polski, co w warunkach nowych, bardziej restrykcyjnych zasad ochrony różnorodności biologicznej będzie miało niewątpliwy wpływ na tempo i kierunki rozwoju obszarów o cennych walorach przyrodniczych. O ile powołanie sieci ekologicznej Natura 2000 spotkało się z entuzjastycznym przyjęciem ze strony ekologów, to lokalne społeczności widzą w niej bardzo często hamulec rozwoju gospodarczego. Sytuacja ta wymaga kompleksowego podejścia do zrównoważonego rozwoju obszarów objętych siecią Natura 2000, zarówno ze strony instytucji zarządzającej siecią Natura 2000, jak i lokalnych władz, co powinno się przejawiać w podejmowaniu wspólnie uzgodnionych rozstrzygnięć. Powinno się unikać arbitralnego podejścia o charakterze misyjnym i przy każdym pojawiającym się problemie brać pod uwagę racje oponentów.
Ecological network Natura 2000 has already covered about 19% of Polish territory, which with new and more restrictive rules for the protection of biological diversity, will have undeniable impact on the pace and directions of development of areas with valuable natural assets. Although the establishment of ecological network Natura 2000 was met with enthusiastic reception from environmentalists, local communities very often perceive it as a hindrance of economic growth. This situation requires a comprehensive approach to sustainable development of Natura 2000 areas, both on the part of Natura 2000 network management and local authorities, which should manifest itself in undertaking complex decisions. One should avoid arbitrary approach of a missionary nature and with every emerging issue take into account the arguments of opponents.

Druga obejmuje zarysowanie ujęcia normatywnego idei racjonalności globalnej, gospodarki umiaru i dobra wspólnego. W trzeciej grupie celów uwaga jest skupiona na zdefiniowaniu zaleceń dla polityki gospodarczej w świetle przeprowadzonej diagnozy i zaproponowanego podejścia normatywnego. Główną metodą wykorzystaną w opracowaniu jest krytyczna analiza literatury przedmiotu.
The article sets three groups of objectives. The first article concerns the preparation of a diagnosis regarding the impact of economic growth and socio-economic development processes on the natural environment. The second includes an outline of the normative approach to the idea of global rationality, the economy of moderation and the common good. The third group of objectives focuses on defining recommendations for economic policy in light of the diagnosis and the proposed normative approach. The main method used in the study is the critical analysis of the literature on the subject.

Opis:: Purpose: The paper aims to assess the variation in the environmental quality of life in Poland's voivodships in 2021. The study uses indicators to monitor the links between the natural environment and society. They indicate how environmental conditions affect the quality of life and well-being of the population. Design/methodology/approach: The study used one of the taxonomic methods - the TOPSIS method, based on which the voivodships were divided into four classes characterised by similar levels of environmental quality of life. Findings: The study results showed that Podkarpackie, Lubuskie, Małopolskie and Warmińsko-Mazurskie voivodships, characterised by high natural values and relatively low environmental impact ratios compared to other voivodships and the national average, were in the best group due to the environmental quality of life. The last places belonged to the Pomorskie, Opolskie, Łódzkie and Śląskie Voivodships. Most of them are industrial, which means that the indicators of environmental impact, especially air pollution and collected waste, are relatively high and exceed the national average. Social implications: The research results presented in the article may be useful for the diagnosis of current results and the revision of the environmental policy of the entire country as well as their individual regions in the future. Originality/value: The article fits into contemporary debates on the effectiveness of implementing the concept of green economy as a tool for sustainable development.

Opis:: Subject and purpose of work: This paper analyzes the level of knowledge-based economy (KBE) in terms of sustainable development across the provinces (voivodships) of Poland in 2020. The underlying assumption of this study is that knowledge and skills are one of the fundamental preconditions for successfully implementing the concept of sustainable development. Materials and methods: In order to calculate the rankings of Polish voivodships a synthetic indicator developed on the basis of the zeroed unitarization method was used. Results: There are vast disproportions in the levels of KBE across the voivodeships of Poland. The most advanced KBE was identified in the Mazowieckie Voivodship, and the least developed KBE was found in the Lubuskie voivodship. Conclusions: The capacity to develop a knowledge-based economy is inextricably interrelated with the quality of the social capital, which is directly attributable to the levels of education. In order to offset the interregional disproportions spending on research and development needs to be increased and the investments in human capital (e.g. through career planning, training, improving the professional qualifications of employees, discretionary bonuses) and new technologies should be expanded.

The implementation of the concept of sustainable development faces many obstacles. The most important of them are the lack of social acceptance and the inadequacy of mainstream economic theory to the risks that could lead to limits to growth. The consequence is an attempt to change the paradigm of economics, leading among others to the emergence of economics of sustainable development. One of the solutions to the implementation of the principles of sustainable development is the planetary rationality. Its basic principles were formulated by J. Pajestka at the end of 80’s of XX century. It is based on a holistic approach, which assumes that by knowing the projected threats, human are able to make rational decisions for preventing unfavorable developments. It is essential to solving problems followed at the level of the whole of humanity, rather than individual societies. This article presents the principles of planetary rationality and the possibilities of implementation of this concept into the modern economy. The primary tool used in research is a critical analysis of available literature on the theory of rationality.

Opis:: Celem opracowania jest przedstawienie ekonomicznej problematyki przestrzennych usług środowiska w świetle założeń tworzącej się ekonomii zrównoważonego rozwoju. Jej teoria charakteryzuje się interdyscyplinarnymi podstawami. Uwzględnia dorobek wielu dziedzin naukowych, w tym gospodarki przestrzennej, ekonomii śro-dowiska i ekonomii ekologicznej. W problematyce ekologiczno-ekonomicznej dotychczas najwięcej uwagi po-święcono wykorzystywaniu zasobów naturalnych, produkcji dóbr środowiskowych i ekologicznym uwarunko-waniom wzrostu gospodarczego. W chwili obecnej niezbędnym stało się zdecydowane rozszerzenie analiz eko-logiczno-ekonomicznych o przedmiot usług środowiska, które stanowią jedną z podstaw funkcjonowania makro-systemu środowisko-gospodarka-społeczeństwo. W rzeczywistości nie istnieje realna gospodarka bez procesów ekologicznych odpowiadających usługom środowiska, w tym o charakterze przestrzennym.
The aim of this paper is to present the economic problems of the spatial environmental services in the emerging economy of sustainable development. Its theory has interdisciplinary bases. It is taking into account the achievements of many scientific fields, including spatial management, environmental economics and ecological economics. So far, in case of the ecological and economic problems, most attention was paid to the exploitation of natural resources, the production of environmental goods and environmental determinants of economic growth. Now it became necessary to extend ecological-economic analysis and include environmental services, which represent one of the bases for the functioning of environment-economy-society macrosystem. In fact, there is no real economy without ecological processes connected with environmental services, including the spatial environmental services.

The aim of this paper is to justify the argument that Mankind should not stay out of the scope of economics. This article is a presentation of selected findings and conclusions of long term research conducted by the author „Economics for Sustainable Development”, finished in 2013. Mankind today stands on the deadly turn on its way towards the future – facing the crisis of Gordian’s knot. The key remedy may be a global campaigns for sustainable development, where man and humanity are at the essence. In the vanguard of this campaign should be economics and the economy. Unfortunately, mainstream economics is indeed against sustainable development. It is most of all focused on economic growth and increasing production. Today, economics is mostly oriented on satisfying greed at the expense of satisfying basic needs ad hoc. Moreover, the current economy multiplies the resources which puts human well being and the environment in danger (e.g. toxic waste and weapons of mass destruction). The main reason for this situation is keeping mankind out of the scope of economy and economics. Man’s needs are the very cause and the key goal of the economy and economics itself. The elemental categories, rules, diagnosis, prognosis, assessments of economic reality, the solutions for changing this reality, almost all totally ignore the determinants and conclusions of findings about mankind. There is a need for serious research to be concluded in order to understand the role of man and his place in the economy and in economics. Current economic theory almost fully omits the relevance of primal instincts and subconscious actions of man in economic reality. Also important is the lack of systemic treatment of society and its broadly defined natural and cultural environment based on the general theory of systems and fundamental conclusions of ecology. Better understanding of human ecology and its connections to economics will lead to a better state of existence and development of mankind. Economics must take into account new research and original input concerning man and his place and role in his natural and social environment.

Opis:: The term economy of social responsibility appeared in the context of the concept of 'sustainable development economics'. The starting point was R. E. Smith's statement that sustainable development is synonymous with the doctrine of corporate social responsibility. This means that social responsibility is an important aspect of the organisation's economy and its political and legal as well as administrative environment. Social responsibility requires knowledge of the directions of the state's economic policy. Also important is the social and cultural environment defined by the lifestyles and values system of societies, their traditions, consumer patterns, cultural preferences and religions. The ecological environment, however, expresses the state and quality of nature. The analysis of the theory and practice of applying the doctrine of the social responsibility of the organisation led to a definition of the corporate social responsibility, including cities as business centres. It also led to the conclusion that the doctrine of the corporate social responsibility has constitutional power in Poland. Contrary to popular belief about the voluntary approach to social responsibility of the organisation, a thesis was put forward that social responsibility is a constitutional norm in Poland. In the context of cities' social responsibility, the aspects of research were indicated by: the implementation of social responsibility in cities as organisations important for the state, practices that cities develop, developing cities and indicating the best indicators of measuring cities' social responsibility. A further thesis was put forward that social responsibility applies to the entire state. On the other hand, from the point of view of barriers to sustainable development, an important goal is to look for measures and conditions that ensure long-term preservation of social responsibility, which relates to three aspects: ecological, social and economic.
