Opis:
In the paper the Author tries to present the background to e-Navigation and its definition, the key elements which in the vision for e-Navigation were covered and the IMO's strength as the co-ordinator of e-Navigation, including strategy implementation plan. The underlying important principles were stated, together with the need to take user needs into account. Recent presentations and comments showed just how ambiguous the term „users? can be in the context of e-Navigation. This led to a more in depth review of the components of the IMO Strategy Implementation Plan. The author tries to answer the question of whether these assumptions, decisions and actions taken were appropriate and sufficient. The author asks the simple question whether the mere adoption and introduction of the concept of e-Navigation in life will be enough to meet all the challenges of the twenty-first century.

He presents the details of internal CG’s discussions, different national positions after the announcement by the chairman of the group, Mr John Erik Hagen, the working material in this case. The hidden purpose of this study is to show the style and pace of the IMO working group, details regarding the exchange of posts and the formation of a final common position. Author presents just three weeks working with the CG on e‐Nav in the lens, doing it with the consent of all participants in this discussion.

In the paper the Author describes the general concept of a Universal Maritime Data Model (UMDM) a common representation of all data objects and relationships occurring in the maritime domain. Implementation of IMO's e-Navigation strategy leads to a larger variety and higher volume of information and increased information exchange due to globalization. Consequently there is a need to handle information more effectively in a standardized way. The first step towards a common data structure is to define the meaning of each and every item in the data structure and the relationships among the items. This is done so that implementers of the data structure have common understanding of items. The means to do this is with a data model. At this stage, the data model, like the system architecture needs only to be described in the most general of terms. An example of how a UMDM could be implemented has been provided by the IHO with its S-100 model. In January 2010, IHO introduced a new data model known as S-100 - the Universal Hydrographic Data Model (UHDM). This international standard has been developed by the IHO over the last ten years in consultation with a wide range of stakeholders, including key ECDIS and navigation equipment manufactures. The purpose of S-100 is to provide framework architecture for a contemporary standard for the exchange of hydrographic andrelated maritime data. As the UHDM is aligned with ISO 19100 it will enable the exchange of hydrographic, chart and other maritime data and information together with geospatial data from other domains. The use of ISO 19100-based data standards enables interoperability between geospatial data sets from different domains and could therefore be appropriate for many of the datasets envisaged for data exchange in e-Navigation.

Term single window can mean the point of contact for communication in relation: ship – shore and shore – ship. In this sense, it is mentioned for example in the IMO Resolution A.950(23) “Maritime Assistance Service (MAS)” adopted on 5 December 2003. It can also mean a service or institution on land that collects all information related to safety of navigation before sending them on ships, as defined in the IMO documents on e-navigation. Directive 2010/65/EU of the European Parliament and of the Council of 20 October 2010 on reporting formalities for ships arriving in and/or departing from ports of the Member States and repealing Directive 2002/6/EC requires that vessels shall transmit reports mentioned in the IMO conventions and codes and European Union (EU) and national legislations only once through the national single window established in each EU member state not later than on 1 June 2015. The question is whether these different functions of above-mentioned contact points can be implemented by one shore based institution or service. The article contains an analysis of these issues and tries to answer the set question.

Przedstawiono również kierunki tych zmian. Jednym z podstawowych czynników zmian nawigacji morskiej w najbliższej przyszłości jest proklamowana obecnie "nowa strategia nawigacyjna", zwana "strategią e-navigation".

This paper presents the key assumptions and preliminary research on an integrated system called ESABALT, for enhancing maritime safety, which incorporates the latest technological advances in positioning, e-Navigation, Earth observation systems and multi-channel cooperative communications. The most novel part of the ESABALT concept, however, is a focus on user-driven crowdsourcing techniques for information gathering and integration. The system will consist of a situational awareness solution for real-time maritime traffic monitoring via utilizing various positioning technologies; an observation system of the marine environment relevant to transportation and accidents including assessing the sea ice, oil spread, waves, wind etc.; and a methodology for context-aware maritime communication with cooperative, multi-channel capabilities. The paper presents the intelligent, novel, user-driven solution and associated services developed in ESABALT for enhancing the maritime safety in the whole Baltic area.

Audio watermarking (AW) technology in cooperation with GPS synchronization of watermarked frames is proposed for application in the maritime VHF communication for automatic identification of radiotelephone messages. Automatic identification ensures efficient messaging from the very beginning of a radio transmission, while eliminating the human factor inherent in voice identification. AW refers to inaudible embedding of additional data just into the post microphone signal, using standard marine installations without any additional radio channel resources. The designed algorithm is based on data embedding in the Fast Fourier Transform domain with the rate of 32 bit/s. The experimental prototype of the device is designed on the base of micro-controller development kit 32F429IDISCOVERY and GPS module NEO-6M-0-001. Designed system, applied for automatic ship’s identification, provides the full compatibility with the existing radio installation, and does not require replacement of standard VHF transceivers and operational procedures. Besides automatic identification the system may be used in the special applications, for example, by the threat of terrorist attack; generally contributes to navigation safety and information security.

The e-navigation strategy of the International Maritime Organization (IMO) aims to improve the safety of maritime traffic by increasing cooperation between several maritime stakeholders. The COSINUS (Bolles et al., 2014) project contributes to such a strategy by enabling an automated data exchange (observations, routes and maneuver plans) between ship-side and shore-side navigational systems, developing useful sensor fusion applications upon the new information available from data exchange and introducing new Human Machine Interfaces (HMIs) to support the users of navigation systems. The project shows potential for improvement in maritime traffic safety by ensuring continuous awareness to all participants involved through sensor fusion applications, i.e. by providing all participants (mobile and stationary navigation systems) with a complete view at all times. These applications include detection of critical situations like radar shadowing areas, early and accurate prediction of potential collisions or closest point of approach (CPA) based on the exchanged routes, and improving the accuracy of radars by ensuring high quality data for obstructed or far away routes. The new HMI concepts introduced within the COSINUS project aim at highlighting critical maritime traffic situations. Thus, the users of such navigation systems supported with COSINUS facilities can easily detect such critical situations and react efficiently to avoid collisions, possible crowded areas and inefficient routes.

The development of digital technologies, increasing the availability of big data and advanced processing techniques have enabled Statistics Poland to modernise the system for producing road and maritime transport statistics. As a result of the activities undertaken to adopt modern big data technologies and data from sensors, e.g. the Automatic Identification System (AIS) or the e-TOLL electronic toll collection system, new statistics have been obtained and data dissemination has accelerated. In addition, these activities ensure continuity in data production, especially in situations where collecting data from individuals may be difficult (e.g. the COVID-19 epidemic). The primary purpose of this article is to present the innovative TranStat system that enables the production of road and maritime transport statistics based on large volumes of data in order to shape the country's transport policy. The system was developed under the GOSPOSTRATEG programme and implemented by Statistics Poland, the Statistical Office in Szczecin, the Maritime University of Szczecin, and the Cracow University of Technology. The study presents the most important aspects of the TranStat system, i.e. the characteristics of data sources, the description of functional subsystems, assumptions of the developed models and result data for traffic statistics, transport performance and exhaust emissions calculations for both types of transport. This study also provides information on smart forms implemented by Polish official statistics, reducing the burden on respondents and the costs of surveys.
Rozwój technologii cyfrowych, zwiększenie dostępności danych typu big data oraz zaawansowane techniki ich przetwarzania umożliwiły polskiej statystyce publicznej unowocześnienie systemu produkcji statystyk transportu drogowego i morskiego. Dzięki działaniom podjętym w celu adaptacji nowoczesnych technologii big data i danych sensorycznych, m.in. z systemu automatycznej identyfikacji statków AIS (ang. Automatic Identification System) czy elektronicznego systemu poboru opłat e-TOLL, uzyskano nowe statystyki oraz przyspieszono proces udostępniania danych. Ponadto działania te zapewniają ciągłość w obszarze produkcji danych, szczególnie w sytuacji, gdy zbieranie danych od respondentów może być utrudnione (np. podczas epidemii COVID-19). Głównym celem niniejszego artykułu jest zaprezentowanie innowacyjnego, opracowanego w ramach programu GOSPOSTRATEG systemu TranStat, który umożliwia produkcję statystyk transportu drogowego i morskiego z wykorzystaniem wielkich wolumenów danych i tym samym służy kształtowaniu polityki transportowej kraju. Projekt TranStat został zrealizowany przez Główny Urząd Statystyczny, Urząd Statystyczny w Szczecinie, Politechnikę Morską w Szczecinie oraz Politechnikę Krakowską. W pracy przedstawiono najważniejsze cechy systemu TranStat – scharakteryzowano źródła danych, opisano podsystemy funkcjonalne i założenia opracowanych modeli oraz podano informacje wynikowe dla statystyk natężenia ruchu, pracy przewozowej i emisji zanieczyszczeń dla obu rodzajów transportu. Omówiono też inteligentne formularze wdrożone przez statystykę publiczną, mniej obciążające dla respondentów i umożliwiające redukcję kosztów badań.

To ensure the safety of maritime transport the access to information must be provided through a commonly used services. However, an equally important task is to determine or agree on interpretation of incoming data and assessment of a current and predicted navigational situation and, in further step, intentions of the participants in the transport process. Thanks to the standardization of information format, automatic information exchange gets increasingly wider. Another step ahead is automatic interpretation of information and automation of negotiation processes - intelligent communication. Rapid development of IT and ICT technologies creates such opportunities. This article presents the results of research on a system of automatic communication and co-operation in maritime transport.

The evaluation with the use of neuroscience methods and tools of a student’s satisfaction – happiness from using the e-learning system (e-learning platforms, e-games, simulators) poses an important research subject matter. In the present paper, it is presented a research on course conducted in the Marine Training Centre of Piraeus. In particular, this research with the use of a neuroscience tools-gaze tracker and voice recording (lexical analysis), investigates the amount of satisfaction of the students using Engine room simulator (ERS 5L90MCL11, Kongsberg 2003 AS) and ECDIS system by monitoring the users’ eye movement and speech in combination with the use of qualitative and quantitative methods. The ultimate goal of this research is to find and test the critical factors that influence the educational practice and user satisfaction of e-learning marine systems and the ability to conduct full-time system control by the marine crew.

The article presents at e-Navigation strategy and implementation plan for RIS centres supporting inland navigation. The author describes the RIS centre system architecture and modules collaborating in the process of data transmission based on e-Navigation technologies. The functional requirements of e-Navigation strategies for distress communications procedures and ensuring the safety of inland navigation in compliance with the EU directives are described. The components of e-Navigation, which integrate state-of-the-art satellite and terrestrial radio communications systems in the process of effective and efficient management of navigational data transmission, are presented. Anchoring exercises on a training ship have a significant effect on the acquisition of ship handling skills. The authors investigated this topic to develop effective training methods for anchoring exercises. We created a rubric for anchor training, and the instructor evaluated trainees based on the rubric items. These rubrics were effective for judging trainee performance. The effect of dialogue in group work was shown by comments from instructors and the trainees. Group presentations were also evaluated via student comments. After conducting the anchoring training in native language in the spring, the same exercise was conducted in English in the fall. Only English instructions were offered during the training exercise in the first year (2016). In the second year (2017), students took a brief e-learning course in English about anchoring before attempting the second exercise in English. According to instructor evaluations, the second session in 2017 saw a much greater improvement in trainee performance than did the second session in 2016. English practice in the e-learning course allowed students to focus more on practising the techniques they had learned previously when performing the second training exercise in English.
