Asuccessive working meeting of a group involved in the HEREIN – The European Heritage Network – project took place on 24-27 September 2008 at the Chaumont residence in France. The prime topic of the meeting was the heretofore activity of HEREIN.54 The participants discussed the place and defensive strategies for the protection of cultural heritage within the policies pursued in Europe and those of particular member states of the European Union. Moreover, they presented new projects realised and planned as part of HEREIN and a scheme for the further evelopment of a HEREIN data base. Particular attention was paid to the role played by HEREIN as an instrument for monitoring and supporting conventions concerning cultural heritage, proclaimed by the Council of Europe. The meeting also involved a discussion on the historical parks, gardens and cultural landscape of Europe. The Polish delegation presented its country’s conservation policy relating to the protection of historical parks and gardens as well as tasks and projects concerning assorted monuments in Lithuania and Ukraine. The conference participants toured castles in Chaumont and Blois as well as the recently designed gardens in Chaumont, created as part of the “Des jardins en partage” Festival International des Jardins 2008.

Artykuł jest próbą zwrócenia uwagi na dyskusję prowadzoną od ponad 100 lat na temat dziedzictwa architektoniczno- archeologicznego w podziemiach bazyliki archikatedralnej w Przemyślu. Badania (inwazyjne i nieinwazyjne) z dużą intensywnością były prowadzone w latach 2008–2015. W ich wyniku odrestaurowano podziemia jako zespół funeralny o unikatowych wartościach zabytkowych, a także interesujący zabytek architektoniczny wraz z artefaktami wbudowanymi w strukturę ścian. Artefakty znalazły się w podziemiach w efekcie zawalenia się sklepienia nawy głównej (1733), które przebiło posadzkę i sklepienie piwnic, grzebiąc liczne zabytki małej architektury. Podczas prac restauratorskich zostały one odnalezione jako elementy wtórnie wmurowane w ściany piwnic. Badania archeologiczne w podziemiach bazyliki doprowadziły do odnalezienia dwóch murowanych krypt biskupich zakopanych w ziemnym podłożu pod nawami. Odkryto także późnośredniowieczny i nowożytny system kanałów odwadniających. Sprawia to, że podziemia bazyliki to wyjątkowy zespół architektoniczny i funeralny, w przeszłości będący świadomie tworzoną nekropolią.
This paper is an attempt at drawing attention to a discussion that has been ongoing for over 100 years and concerns the architectural and archaeological heritage in the cellars of the archcathedral basilica in Przemyśl. High-intensity exploration (invasive and non-invasive) of the cathedral was performed in the years 2008–2015. As a result, the cellar was restored as a funerary complex of unique heritage value, as well as an interesting architectural monument together with artefacts that had been incorporated into the wall structure. The artefacts found themselves in the cellars as a result of the collapse of the main nave’s vault (1733), which had fallen through the floor and vaults of the cellars, burying numerous interior architectural elements. They were found during restoration work as pieces that had been incorporated into the cellar walls. Archaeological exploration of the basilica’s cellars led to the discovery of two masonry bishops’ crypts buried in the soil underneath the naves. In addition, a late-medieval and modern-period system of water drainage troughs was discovered. This means that the basilica’s cellars form an exceptional architectural and funerary complex that was a deliberately created necropolis in the past.

The National Heritage Board of Poland together with the National Team for Fight with Crime against National Heritage at the Polish General Police Headquarters have prepared and carried out a series of training intended for police officers from all over Poland; the theme of the course was the protection of archaeological heritage. The training, which involved four meetings, took place in Cracow, Warsaw, Gdańsk and Poznań in 2007 and 2008. The topics included basic archaeology, conservation doctrine, the execution of law, and the role played by the police force in combating crimes committed against archaeological monuments. The participants discussed the cooperation of Regional Centres for the Study and Documentation of Historical Monuments and Voivodeship Offices for the Protection of Historical Monuments with police units. The most important accomplishment of the course was practical acquaintance with archaeological monuments and their recognition and conservation. This objective was attained thanks to the kindness of the directors of archaeological museums in the host towns. The whole cycle was completed by more than 130 police officers. A survey performed during the course showed a high assessment of the training, and confirmed the need to hold further such courses, also those dealing with the protection of other groups of historical monuments. Apparently, such an educational campaign organised by the National Heritage Board of Poland fulfils its function, improves the professionalism and effectiveness of undertakings performed by services established for the protection of the national heritage, and popularises the protection of the cultural heritage.

ICOMOS Charter for the Protection and Management o f the Archaeological Heritage issued in 1990 can be regarded as the final moment of the long-term process of formation of the belief in the archaeological branch that it is necessary to assign priority to preventive conservation in all actions undertaken towards the authentic substance of archaeological sites and relics. \\ ith regard to archaeological heritage, the strategy of preventive conservation must cover at least (lie implementation of the following rules: 1. Creation of optimum conditions of duration and exposure for the monument (elaboration of the monument protection plan). 2. Non-disturbance of the monument substance (restriction of excavation work to a necessary minimum). 3. Monitoring of the condition of the monument (conservator’s inspections and ensuring that the monument will be cared about by social caretakers of monuments). *+. Intervention in the case of any danger (carrying- -out of minimum required repair activities and legal and administrative interventions). The elaboration of the plan of long-term protection and management of the monument must be a key element of the strateg)7. Such a plan must be based on multidisciplinary scientific research aimed at understanding the fragment of the heritage that is to be covered by the conservation. This understanding covers not only an in-depth knowledge of the monument itself, but also of the historical and contemporary context in which the monument is situated, including th<‘ conditions of natural environment and social attitudes. Only with such a knowledge at our disposal can we elaborate an action plan that will allow us to retain the monument substance of the site, at the same time giving the possibility of I lie widest and most diverse use of monument values that are carried by that site. The article deals with practical problems related to the implementation of such proactive approach to the in situ conservation of architectural relics, such as th<‘ conservation of archaeological sites by refilling them with soil, ensuring of proper humidity and other soil conditions for the given site, impact of plants on the maintenance of archaeological sites, problems arising during the construction of roofs for archaeological sites, or special problems connected with the provision of access to archaeological sites for tourists. The problems discussed in the article lead to the conclusion that preventive conservation consists mainly of planning based on scientific research and anticipation of long-term results of undertaken actions.

The article was inspired by a publication which appeared in the British daily “The Guardian”, containing fragments of a report by Dr. John Curtis, a British Museum expert, dealing with the unsatisfactory condition of certain historical monuments in Babylon. Dr. Curtis placed the blame for the existing state of things on the American and Polish soldiers stationing at the Camp Alpha base, located in the Babylon archaeological site by Marine units after the fall of the Hussein regime. This sensational press information produced a worldwide “storm” in the mass media. The authors of the presented article refer to the charges formulated by the British researcher and describe the presence of Polish soldiers in the Babylon military base within the context of the protection of the world famous cultural heritage. They propose multiple arguments demonstrating the superficiality of some of the assessments in the report of the British expert, and cite facts indicating the document's falsehoods. Finally, they confront the more than ten-pages long and sparsely documented text by the British author with the ascertainments presented in an all-sidedly documented report about the current state of the Babylon archaeological site (a text of more than 530 pages long and 1 140 photographs), prepared in wartime conditions by Polish archaeologists-specialists concerned with the protection of cultural heritage. An additionally noteworthy fact is that the British author was familiar with the Polish document and even used it, but did not refer to its contents. The initially outlined problem comprises a point of departure for explaining the motives of Poland’s access to a mission of salvaging threatened Iraqi cultural property. The authors point out that the Republic of Poland and Iraq are signatories of international conventions on the protection of cultural property, a fact which urged the Polish Minister of Foreign Affairs to file at the UNESCO forum a declaration about rendering assistance to Iraq. The article focuses on the protection of Iraqi cultural heritage, realised as part of a stabilisation mission conducted by Polish archaeologists acting within the structure of the Polish Military Contingent (PKW). Examples of contacts between the Polish Ministry of Culture and representatives of Iraqi cultural institutions and provisional authorities as well as scholarships and training financed for the Iraqis, bring the two side closer and lead to a revival of mutual cultural relations. By presenting the specificity of the central-southern stabilization zone, which remains under Polish supervision, the authors depict the enormous devastation of the archaeological sites and museum, committed by well organised and armed groups of robbers. This damage – the outcome of crime-inducing phenomena caused by the war – was not prevented either by the coalition armies or the insufficiently organised and equipped Iraqi Antiquities Service. Conspiciuous examples include the museums in Baghdad and Babylon, whose invaluable collections were looted. The presented results of an archaeological reconnaissance carried out in several provinces of the stabilisation zone by Polish archaeologists-specialists testify that damage to archaeological sites and ancient ruins was also incurred by the local population, whose members gather and use archaeological substance as valuable building materials. The authors also discuss the findings of on-the-spot inspections, which upon several occasions took place at the Babylon archeological site (the location of the Alpha military base), and were conducted both by Polish archaeologists and an independent team of international experts, including Americans, Poles and Iraqis. Their ascertainments showed that alongside military factors connected with stationing the troops, an essential impact on the state of the preservation of the Babylon monuments was exerted by plunder and natural conditions, such as precipitation and a periodically high state of subterranean water. The publication mentions various undertakings and procedures carried out by the command of the multinational division, intent on protecting the historical monuments and minimalising the losses, i. a. archaeological monitoring. Much attention is devoted to the transference of the Alpha base to the Iraqis. The article cites a special plan of a stage-by-stage handing over of Babylon, devised by Polish military commanders and archaeologists to ensure the safety of the ancient town’s monuments after the departure of the multinational subdivision. The authors stress that the Polish Military Contingent, acting as part of the Multinational Division Centre-South, is the only one among of the national contingents whose structure from the very beginning included archaeologists-specialists dealing with the protection of cultural heritage. A tangible result of their work is the realisation – in coordination with the Iraqi Antiquities and Heritage Services – of 23 projects dealing with repairing, reconstructing, and renovating Iraqi historical monuments as well as outfitting the Iraqi services for the protection of historical monuments, including a newly created archaeological police, at a total cost of 700 000 dollars from a fund at the disposal of the commander of the Multinational Division CS. In the closing part of the article its authors portray the unique educational and preventive solutions applied by the Polish Military Contingent for the purpose of eliminating among its soldiers all temptations and opportunities for taking out of Iraq any sort of historical monuments, evidence of the local cultural heritage. The publication ends with an attempted balance sheet of the accomplishments of the Polish mission in the light of media facts.

W artykule omówiony zostaje interdyscyplinarny projekt badawczy (2014–2016) dotyczący dziedzictwa przemysłowego Łodzi, na przykładzie dawnego Monopolu Wódczanego, dzisiaj adaptowanego do nowych funkcji kulturalno-usługowych. Celem badań etnograficznych i archeologicznych było zebranie przekazów ustnych oraz artefaktów, nie tylko dokumentujących historię fabryki, lecz również przedstawiających zawodowe biografie pracowników, czyli osób, których życie splecione było z działalnością przedsiębiorstwa. Dzięki takiemu założeniu, badaczom udało się zrekonstruować przemysłową przeszłość miejsca na podstawie wspomnień, zgromadzonych przedmiotów oraz kwerend archiwalnych. Autorka opisuje ideę, metodologię oraz rezultaty projektu, wykorzystując jako kontekst analityczny pojęcia dziedzictwa przemysłowego i miejskich narracji.
The paper discusses an interdisciplinary research project (2014–2016) concerning the industrial heritage of Łódź, as exemplified by the former Monopol Wódczany, which is today converted for the purposes of new, cultural and service functions. The aim of ethnographic and archaeological activities was to collect oral histories and artefacts, which not only documented the history of the factory, but also presented the professional biographies of its workers, meaning people whose lives had been intertwined with the activity of the company. Thanks to such a research assumption, the researchers were able to reconstruct the industrial past of the place based on memories, artefacts collected, and archive surveys. The Author describes the idea behind the project, its methodology and results, using the notions of industrial heritage and urban narratives as the analytical context.
