    W artykule opisano sposób wykorzystania układów RFID (radio frequency identification) jako dodatkowych zabezpieczeń i nośników informacji w dokumentach, w tym w dokumentach podróży. Podkreślono konieczność zapewnienia im odpowiedniej trwałości i odporności na warunki długotrwałego użytkowania. Przedstawiono najważniejsze testy sprawdzające właściwości dokumentów oraz konstrukcję i zasadę działania opracowanych przez autorów urządzeń testujących. Opisany zestaw aparatury stanowi kompletne wyposażenie do badania trwałości użytkowej różnego rodzaju dokumentów z zabezpieczeniem elektronicznym.
    The article presents the method of using of the RFID chips as additional protection means and information carriers in the documents, including travel documents. It is stressed that there exists the necessity for ensuring the proper durability and resistance to the conditions of long-term usage. The most important tests were presented for testing the properties of the documents as well as the construction and the principle of operation of the testing devices developed by the authors. The presented set of apparatus is a complete equipment for testing the usage durability of different types of documents.

    Zjawisko fałszowania dokumentów, pomimo upływu czasu, znacznej negacji społecznej i wielości zastosowanych środków prawnych i technicznych, nadal występuje w wielu dziedzinach życia społecznego. Proces ten, w przeciwieństwie do oczekiwań i unormowań prawno-administracyjnych, ma nadal tendencję rozwojową. Wraz z rozwojem metod i sposobów duże znaczenie dla przeciwdziałania i zapobiegania fałszerstwom miała i ma represja karna, rozwój badań wykrywających fakt przeróbek i podróbek oraz możliwość odtworzenia pierwotnej treści sfałszowanego dokumentu. Znaczny rozwój nauki w tym zakresie jest niebagatelnym hamulcem dla rozkwitu tej kategorii przestępczości. Podrabianie, przerabianie i używanie fałszywych dokumentów to przebieg złożonych działań ludzkich celem uzyskania określonych korzyści. Jednak rozwój metod i sposobów przeciwdziałania fałszerstwom ma za zadanie ograniczenie tego procesu. Dlatego wprowadzanie innowacyjnych i solidnych zabezpieczeń przed fałszowaniem sporządzanych obecnie dokumentów stanowi siłę napędową ochrony w procesie materialnego fałszowania dokumentów.
    The phenomenon of falsification of documents despite the passage of time, considerable social negation and the multiplicity of legal and technical measures applied, still occurs in many areas of social life. This process, in contrast to legal and administrative expectations and standards, continues to be a development trend. Along with the development of methods and methods, criminal repression, development of research detecting the fact of alterations and counterfeits as well as the possibility of reproducing the original content of a falsified document were of great importance to counteract and prevent counterfeiting. The significant development of science in this area is a significant brake on the prosperity of this category of crime. Counterfeiting, alteration and the use of false documents are the course of complex human activities in order to obtain certain benefits. However, the development of methods and methods of counterfeiting is intended to limit this process. Therefore, the introduction of innovative and reliable safeguards against falsification of currently prepared documents is the driving force of protection in the process of material falsification of documents.

    Opis:
    W artykule przedstawiono metodę przygotowania dokumentu zabezpieczenia przed wybuchem (DZPW). Dokument jest wymagany dyrektywą ATEX 137 i rozporządzeniem Ministra Gospodarki implementującym tę dyrektywę do prawa polskiego. Zaproponowano trzyczęściową strukturę DZPW: cz. 1. "Informacje ogólne" zawierające oświadczenia i terminy dotyczące dokumentu; cz. 2. "Informacje szczegółowe" zawierające ocenę zagrożenia i ryzyka wybuchu oraz sposoby zapobiegania i ochrony przed skutkami wybuchu; cz. 3. Informacje i dokumenty uzupełniające obejmujące wykazy protokołów, świadectw, potwierdzenia, procedur. Podstawą dobrze sporządzonego DZPW jest poprawne wykonanie oceny ryzyka wybuchu. W artykule przedstawiono schemat sekwencji zdarzeń mogących doprowadzić do wybuchu. Na bazie tego schematu opracowano algorytm do scenariuszy awaryjnych skutkujących wybuchem w miejscu pracy. Do algorytmu dołączono pięć baz danych, w postaci list lub linków do dostępnych baz w internecie, dotyczących atmosfer wybuchowych. Zalecenie do opracowania DZPW autorzy przedstawili w dwóch poradnikach: Jak opracować dokument zabezpieczenia przed wybuchem w miejscu pracy oraz Wytyczne techniczne. Metody oceny zagrożenia i ryzyka wybuchu oraz środki zabezpieczeń przeciwwybuchowych W pierwszym poradniku przedstawiono krok po kroku postępowanie przy opracowywaniu poszczególnych części DZPW. Podstawowe informacje o zawartości poszczególnych elementów dokumentu. Zasady czasowe przeglądu i aktualizacji DZPW. W drugim omówiono procesy spalania oraz wybuchu. Przedstawiono zasady klasyfikacji stref zagrożenia wybuchem, opisano szczegółowo rodzaje źródeł zapłonu, sposób i miejsca powstawania atmosfer wybuchowych. Przytoczono techniczne oraz organizacyjne metody zapobiegania ich powstawaniu i unikania ich zapłonu, a także sposoby ograniczania skutków wybuchu.
    This paper presents a method of preparing an explosion protection document (EPD). This document is required by directive ATEX 137 and the decree of the Minister of Economy implementing this directive into Polish law. A three-part structure of the EPD is proposed: part 1 "General information", which includes statements and deadlines relating to the EPD; part 2 "Detailed information", which includes an assessment of the hazard and risk of explosion and ways of preventing and protecting against the effect of an explosion; part 3 "Information and supplementary documents", which includes lists of reports, certificates, confirmations, procedures, etc. A correct assessment of the risk of explosion is the basis of a well-prepared EPD. This paper presents a diagram of a sequence of events that can lead to an explosion. An algorithm for emergency scenarios that result in an explosion at the workplace was worked out on the basis of this diagram. The algorithm was supplemented with five databases in the form of lists or links to databases related to explosive atmospheres, which are accessible on the Internet. Two guides contain recommendations on EPDs: How to work out an explosion protection document at the workplace and Technical guidelines. Methods of assessing the hazard and risk of an explosion, and anti-explosion protection measures. The first guide introduces a step-by-step procedure in working out the individual parts of the EPD and the principles of reviewing and updating it. The second guide discusses the processes of burning and explosion. It presents the principles of classifying zones threatened with an explosion. It also discusses in detail sources of ignition, and where and how explosive atmosphere are created. Technical and organizational methods of preventing the formation of explosive atmospheres, avoiding their ignition are listed, as are ways of limiting the results of an explosion.

    Opis:
    Introduction of electronic protection into documents makes it necessary for the documents to undergo multicriteria tests, and results in a growing need for the development of specialized testers, an example of which can be constituted by a multifunctional testing device. The article presents a control system for a tester which realises the following tests: stamping, writing in, abrasion in an electronically protected document. The authors also describe the structure of hardware used and the structure of tests the devices can realise. Additionally, behavioural analysis with the use of UML activity diagrams is presented as well as technical parameters of the control system developed and its possible areas of application in a series of testing devices.
    Wprowadzanie do dokumentów papierowych zabezpieczeń elektronicznych stwarza konieczność ich wielokryterialnego testowania, a tym samym opracowywania specjalistycznych testerów. Przykładem takiego urządzenia jest tester wielofunkcyjny. W artykule przedstawiono system sterowania tym urządzeniem, realizującym testy: stemplowania, zapisu oraz ścierania w dokumencie z zabezpieczeniem elektronicznym. Opisano strukturę sprzętową systemu sterowania oraz strukturę realizowanych testów. Przedstawiono analizę behawioralną z zastosowaniem diagramów aktywności języka UML. Zaprezentowano parametry techniczne opracowanego systemu sterowania oraz możliwości jego zastosowania, w typoszeregu urządzeń testujących.

    Przedstawiono wyniki identyfikacji i oceny zagrożenia pyłową atmosferą wybuchową oraz oceny poziomu ryzyka wybuchu tej atmosfery w procesach przetwórstwa naturalnych surowców spożywczych. Ocenę wykonano na przykładzie linii technologicznych eksploatowanych w jednej z krajowych wytwórni wyrobów czekoladowych. Zastosowano do tego celu metody oceny i wzór dokumentacji opracowany w ramach realizacji projektu badawczorozwojowego Nr VI.B.12 p.t.: „Opracowanie wzorcowych dokumentów zabezpieczenia przed wybuchem dla małych i średnich zakładów przemysłowych zagrożonych występowaniem atmosfer wybuchowych.” Uzyskane wyniki wykazały niskie poziomy ryzyka na ocenianych miejscach pracy, co świadczy o wysokim poziomie bezpieczeństwa eksploatowanych w zakładzie technologii.
    Hazard identification and explosion risk level assessment results have been presented for food-processing technology. The assessment has been done at one of domestic chocolate products factories as an example. For this purpose the assessment methods and a standard specification have been used. Both of them elaborated in the frames of research-development project No. VI.B.12 entitled “Elaboration of standardized explosion protection documents for small and medium industrial plants being in danger of explosive atmospheres occurrence.” The received results showed low risk levels on the evaluated work places which testifies a high safety level of technologies operated in the factory.

    The article presents the current state of knowledge on explosion protection based on ATEX EC Directives, as well as the processes occurring in Polish industry, which refer to the issue considered. The activities of different subjects operating on the Polish market exert diverse influences on the way of implementing the minimal level of ATEX requirements as well as on optimizing investments in the safety measures. On the basis of experience gained by the ASE company on Polish industrial market in the field of explosion protection equipment the design and delivery as well as experience in carrying out training programs, providing consulting services and expertise, it is possible to propose a comprehensive set of measures aiming at achieving a permanent state of the acceptable level of explosion protection.

    The paper discusses the role of Safety Engineering in the management of technological processes in which there is a high probability of the risk of fire and explosion hazard probability.     At present, the main legal act concerning placing plant protection products on the market and ensuring the safety of plant protection products use is the Directive 91/414. It will soon be replaced. The following legal acts aiming to increase safety of the use of plant protection products have already been adopted or will be adopted in future in the European Union: - The Thematic Strategy on the Sustainable Use of Pesticides; - Directive of the European Parliament and the Council establishing a framework for Community action to achieve a sustainable use of pesticides; - The Regulation of the European Parliament and of the Council concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EEC; - Directive of the European Parliament and the Council laying down essential environmental protection requirements for the placing on the market of new pesticide application equipment and accessories. The provisions of new legal documents are presented in the paper and the possibility of their implementation in Poland is discussed briefly.

    The purpose of this article is to present the issues related to the management process in the electronic communication of a small law firm. In the introduction, the role of information and knowledge in shaping the competitiveness of enterprises is presented. Then the phenomenon of electronic communication as a process of data transmission is shown, which on the one hand determines the competitive position of economic entities including law firms and legal counsellors, and on the other hand, it is the subject of legal regulations. Because the information provided by electronic means shall be subject to the professional secrecy of legal attorneys or solicitors, as the principle of confidentiality applicable to lawyers according to relevant legislation does not exempt these entities from the responsibility in terms of the protection of personal data. Another area raised in the article is to identify actions to protect information transmitted electronically. The last part of the study is to present the results of studies that show the extent to which we use e-mail, free applications such as Dropbox and Google Drive. Moreover the issues of the frequency of password changing and encryption of media as well as attacks on data owned by an office have been discussed. The whole content has been summarized with conclusions.

    The article presents a breakthrough for consumer protection on the financial services market the issue of information obligations in terms of in the field of insurance products with a capital fund. Information provided to consumers is presented in the form of standardized and unified key information documents for the entire European Union. In addition to the content of the documents themselves, the obligations to provide them, review and verification, the study also includes a number of competences in this area granted to supervisory authorities at the EU level as well as in individual Member States.

    This article is trying to bring insight into the historical development of protection of nature, especially forests, animals and birds in the course of history on the territories of the countries, because of the need for environmental protection, which is the basis of environmental policy, as it is perceived today, found itself a reflection of the decisions and actions of individual countries and regions, resp. their rulers back over the centuries, resp. millennia, while individual decisions, do not have the sophisticated nature of law now, but connects them with the current need to protect nature and its various sub-components

    Opis:
    Opiniowanie jest jedną z form współdziałania organów administracji publicznej, mających na celu analizę przedmiotu postępowania i uwzględnienie różnych interesów prawnie chronionych. Prowadzone w ramach opiniowania konsultacje społeczne pozwalają na właściwe zrozumienie interesów i rozpoznanie potrzeb całej społeczności, a następnie udzielenie na nie odpowiedzi w treści dokumentu strategicznego. Na podstawie analizy oceniono aktywność organizacji pozarządowych oraz jakie napotyka bariery wraz z propozycjami zmian i zachęt podczas konsultacji.
    Providing opinions is one of the forms of cooperation between public administration bodies aimed at analyzing the subject of the proceedings and taking into account various legally protected interests. Public consultations carried out as part of the opinion-making process allow for a proper understanding of the interests and needs of the entire community, and then responding to them in the content of the strategic document. On the basis of the analysis, the activity of non-governmental organizations and the barriers they encounter along with proposals for changes and incentives during consultations were assessed.
