Financial markets are undergoing a transformation process, which is determined by the growing impact of non-financial risk, particularly the threat of climate change. Financial institutions, taking into account the effects of climate risk on their operations, take several adjustment measures to reduce the impact of this risk. These activities result from the applicable regulations and legal conditions on the one hand and initiatives undertaken by and for financial institutions on the other. Sustainable Development Goals (SDGs) are a strong stimulus determining activity for the climate. The implementation of the SDGs is monitored at the level of Member States. The SDGs are integrated into public policies, and their assumptions are present in the decisions of financial and non-financial sector entities, which affects the allocation and the flow of financial capital. The article aims to show changes in the functioning of financial markets in the conditions of climate change risk and also through the prism of sustainable development goals. The paper uses the triangulation method (apart from conventional research methods).

The purpose of the article/hypothesis: The purpose of the paper is to present the historical background of sustainable development and importance of sustainable finance, and to discuss the most important challenges currently facing sustainable finance. The article verifies the research hypothesis: recent changes (implementing of the EBA Action Plan, the Sustainable Finance Disclosure Regulations and facing the COVID-19) in the finance sector can help institutions pursue an effective, sustainable development policy. Methodology: The article contains an extensive literature review of the sustainable development policy (including legal acts). Results of the research: Sustainable development in the finance sector plays an important role and is currently facing three main challenges: the implementation of the EBA Action Plan, the Sustainable Finance Disclosure Regulation and COVID-19. The EBA Action Plan and SFDRs may initially require financial institutions to change their policy and thus complicate their operations, but later bring only benefits (e.g. transparency). On the other hand, the COVID-19 pandemic is a significant obstacle to the implementation of the sustainable development policy due to countries and entities focused on fighting this threat (including using financial resources). However, it should be mentioned that sustainable development brings long-term effects (including more effective development), thanks to which companies can achieve the desired benefits and overcome the obstacles and crises caused by the pandemic and future crisis.

Subject and purpose of work: This study aims to analyse the main elements of the green economic development as a framework for green finance and green investment. The analysis spurs from the underlying notion that green economics is inherently a normative framework and a school of thought development of the neo-classical economic thinking with conceptual assumptions, deficiencies, and contradictions, beginning to set out the roots, aims and philosophical principles. Materials and methods: The methods used are the analytical and descriptive ones based on the critical literature review and an experiential reflective attitude on the key issues concerning the variables of green economic development, green finance, and green investment. Conclusions: It is concluded that the implementation of green economy activities have many obstacles to face. The inadequate funding and the institutional support in collaborations and coordination practices are the most crucial.

Zrównoważony rozwój jest bardzo ważną koncepcją, której istotny obszar stanowi zrównoważony transport publiczny w miastach. Jego funkcjonowanie wymaga odpowiedniego poziomu finansowania przez władze poszczególnych miast. Celem publikacji jest przeprowadzenie analizy udziału wydatków na lokalny transport zbiorowy w wydatkach budżetowych ogółem. Oceny dokonano w odniesieniu do wybranych miast Polski. Badania przeprowadzono przy wykorzystaniu metody analitycznej, metody wnioskowania oraz metody badania dokumentów źródłowych (sprawozdań finansowych). Analiza oceny poziomu wydatków z budżetów wybranych miast wykazała duże zróżnicowanie w ponoszeniu nakładów na lokalny transport publiczny oraz dominującą rolę największych miast Polski.
Sustainable development is a very important concept, of which sustainable urban public transport is an important area. Its functioning requires an appropriate level of financing by the authorities of individual cities. The aim of the publication is to analyse the share of expenditures on local collective transport in total budget expenditures. An assessment in this respect was carried out for selected Polish cities. The research was carried out using the analytical method, the inference method and the method of examining source documents (financial reports). Analysis of the evaluation of the level of expenditures from the budgets of selected cities revealed large variation in expenditures on local public transport and the leading role of the largest Polish cities in this respect.

Klastry pełnią istotną rolę w rozwoju gospodarczym i stanowią szansę zarówno dla wzmocnienia lokalnej przedsiębiorczości, jak i gospodarki całego kraju. Celem artykułu jest ocena obecnego stanu klastrów w Polsce. Za punkt odniesienia posłużył przykład klastra spożywczego działającego w województwie podkarpackim — Klastra „Podkarpackie Smaki”. Wnioskowanie poparto wynikami badań własnych. Zastosowano metodę badań jakościowych, a jako wiodącą wybrano technikę indywidualnego wywiadu pogłębionego (IDI). Za narzędzie badawcze przyjęto scenariusz wywiadu. Jak wynika z przeprowadzonego badania, klaster mimo wielu działań i stworzonego łańcucha wartości boryka się z zarządzaniem, finansowaniem swoich działań i ich profesjonalizacją, a także szansami i zagrożeniami, które są obserwowane w sektorze rolno-spożywczym.
Clusters play an important role in economic development and constitute an opportunity to strengthen local entrepreneurship and the economy of the entire country. The article objective was to evaluate the present state of clusters in Poland. The reference point was the example of a food cluster operating in the Podkarpackie Province — the "Subcarpathian Flavours Cluster". The inference was supported by the results of own research. Celem artykułu jest oszacowanie rozmiarów wsparcia udzielanego ze środków publicznych na finansowanie zadań dotyczących rolnictwa i rozwoju obszarów wiejskich, identyfikacja zasad zarządzania publicznymi środkami na rolnictwo i rozwój obszarów wiejskich oraz ocena sposobu podziału i wykorzystania środków na rolnictwo i rozwój obszarów wiejskich z punktu widzenia skuteczności i efektywności interwencji publicznej. Badanie oparte zostało na analizie krytycznej krajowej oraz unijnej legislacji w odniesieniu do rolnictwa oraz obszarów wiejskich, a także analizie sprawozdań finansowych budżetu państwa, budżetu środków europejskich, jednostek centralnych i jednostek samorządu terytorialnego. Wyniki badania, opracowane według przygotowanej metodologii, szacują roczne wsparcie rolnictwa i obszarów wiejskich w Polsce na poziomie około 45-55 mld zł w zależności od roku. Poziom wsparcia jest mocno skorelowany z kalendarzem wieloletnich budżetów Unii Europejskiej. Największa część wsparcia związana jest z dotowaniem systemu ubezpieczeń społecznych rolników oraz dopłatami bezpośrednimi. Badanie oparto na wypracowanej wcześniej metodologii, pozwalającej na ocenę skali pomocy publicznej kierowanej do rolnictwa oraz rozwoju obszarów wiejskich. Agregacja wydatków publicznych z różnych źródeł pozwala na szersze spojrzenie na całość wsparcia. Wartością dodaną jest możliwość prowadzenia dalszych badań z wykorzystaniem wyników prezentowanych w niniejszym opracowaniu.
The aim of this article is to estimate the size of the public financial support for financing tasks related to agriculture and rural development, to identify regulations public funds management for agriculture and rural development, and to assess algorithms of dividing and using funds for agriculture and rural development from the point of view of effectiveness and the effectiveness of public intervention. The study was based on a critical analysis of national and EU legislation in relation to agriculture support and rural development, as well as an analysis of the financial statements of the state budget, budget of European funds and local governments units. The results of the study estimates the annual support for agriculture and rural development in Poland at the level of PLN 45-55 billion depending on the year. The level of support is strongly correlated with the calendar of long-term budgets of the European Union. The largest part of the support is related to subsidizing the farmers’ social insurance system and direct payments (income support). The study is based on a previously developed methodology that allows for the assessment of the level of state support allocated to agriculture and rural development. Thanks to the aggregation of public expenditure from various sources, we have the possibility of a broader view of the entire support. The added value is the ability to conduct further research based on the presented results.

The research focuses on the setting-up of a free zone strengthening the economic diversification of the Grand Duchy of Luxembourg. Dedicated to storage, handling and trading of high value items and in particular artworks and jewellery. The Luxembourg Freeport was inaugurated in September 2014. Using the Resource-Based View as theoretical framework, the paper aims to show what combinations of resources can have a positive impact on economic activities in connection with the Freeport. The research confirms that these activities go beyond pure logistical and operational sights. The findings highlight a triptych of resources justifying this location in an environment where art, finance and logistics seem to create a virtuous circle benefiting economic development of the country and promoting the rise of clustering effects.

Boosting the local economic growth and cohesion policy may be supported by using the public intervention. The local governments may benefit directly and indirectly from the place-based policy implemented as Special Economic Zones (SEZ). SEZ directly increase the employment and the number of firms, while, indirectly, they can raise the local public sector financial performance in the long run by increasing revenues from personal and corporate income taxes. This article assesses the efficiency of this policy at the local level in the context of an institutional environment and inter-agent local diffusion. It also uses the statistical methodology based on the comparison of the empirical density distributions of the economic and financial indicators within the institutional groups to detect the global shift or divergence or convergence patterns. This article examines the Polish experience of public intervention in 1995–2016 with 14 SEZ located in more than 350 different locations. It proves that in general, the financial and economic situation of the municipalities with SEZ did not improve. An institutional analysis of the SEZ operating conditions indicates that the weak operating requirements for SEZ firms together with a poor location cannot constitute a catalyst for local development.

This paper analyses the influence of financial development on income inequality. Throughout this work, one may find the overview of theoretical and empirical literature as well as the empirical model using fixed panel data method. This research paper tries to disentangle the opposing views on the relationship between finance and income distribution, by evaluating the impact of the different dimensions of financial development on the level of income inequality. The important added value of this research is the usage of quintiles of income distribution as a dependent variable that may help to recognise the effect of financial development on the poorest and richest. Another novelty of the paper is the consideration of the effects of financial variables on Gini coefficient in the long and short run. The main results of the analysis using dataset from 2003 to 2014 indicate that financial access decreases income inequality.

In recent years, the banking sector has started to prioritize sustainable development, recognizing the growing benefits of sustainable investment. However, they e ncounter many obstacles on the road, among others, the time horizon, waiting for regulatory proposals, and a lack of understanding of the potential effects of climate change. To strengthen its sustainability policy, the ESMA decided to harmonize transparency rules that should have a significant impact on the entire banking sector. The purpose of the article is to organize basic definitions related to the sustainable development policy, to show the role of finance in the whole process, to present important changes in the regulation, and to approximate current changes in the field of sustainable development in the banking sector.

Slums are global phenomena that exists as a solution for those who couldn’t afford a house. This paper reviews slum's evaluation of revitalization project for one of the poorest slums in Beirut called Hay-Al Tanak. The article discusses the potential impact of sustainable finance initiatives on financial stability. A careful literature review on the subject of sustainable development and stability of the financial sector is performed in order to identify potential gaps in policies and regulations. Existing considerations around the impact of sustainable development efforts focus exclusively on the consequences of climate change for the portfolio of assets held by the financial sector, whereas the author examines the growing market for sustainable financial instruments as a potential threat. The results indicate that sustainability features of new financial instruments are not methodically evaluated in the context of their credibility and may therefore suffer from sudden loss of value that is not accounted for under the existing supervisory mechanisms. Inconsistent definitions and no single perception of sustainability further enhance the risk for investors and issuers and that risk needs to be accounted for under the mechanisms safeguarding financial stability.

Aim: Despite the implementation of the Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) to reduce climate change vulnerability and inequality particularly in the Global South, it is probable that the SDGs and NDCs might not achieve their objectives. The aim of this article is to identify how countries in Sub-Saharan Africa (SSA) can address their climate change governance and cross-sector coordination challenges in order to reduce climate change vulnerability and augment SDG 7 (universal energy access) implementation.   Design / Research methods: A qualitative content analysis was undertaken using research articles, project reports, a case study and policy briefs exploring the nexus of climate change governance, SDG 7 implementation and SDG 13 implementation in the context of SSA and Malawi.   Conclusions / findings: The study suggests that climate change governance and attaining SDG 7 in the Global South might be improved by harmonising NDC activities so that NDC activities can be aggregated and monitored from a regional perspective similar to the case of the Clean Development Mechanism (CDM) Programmes of Activities (PoAs).   Originality / value of the article: The paper is of value to global policy makers as it shows that increasing climate change ambitions and ratcheting-up in the context of SSA should include increasing the deployment of renewable energy technologies as well as initiating new international institutional arrangements for climate change governance through South-South Climate Change Cooperation modalities. Opis:
The article presents the problem of participatory budgeting in Poland, as a popular form of cooperation between the administration and citizens. The study describes the influence of participatory budgeting on people’s awareness and commitment to local issues. The author considers the legal, organizational, economic and social results of putting the procedure of participatory budgeting into practice. The aim of this article is to present the concepts of civic participation. The author describes the model of a participatory budget and the process of its evaluation.
Artykuł koncentruje się na funkcjonowaniu budżetu obywatelskiego w Polsce, którego popularność jako narzędzia współpracy władz samorządowych z mieszkańcami stale rośnie. Uwzględniono rolę mieszkańców w realizowaniu tego budżetu, a także jego wpływ na pobudzanie aktywności i świadomości społecznej w sprawy lokalne. Poddano dyskusji prawne, organizacyjne, ekonomiczne i społeczne skutki wprowadzenia budżetu obywatelskiego w życie. Celem artykułu jest przedstawienie pojęcia partycypacji obywatelskiej oraz opisanie modelu budżetu obywatelskiego i procesu jego ewaluacji. Podjęto również próbę zaprezentowania stanu rozwoju budżetów obywatelskich w Polsce. Skomentowano proces ich wdrażania i dylematy z tym związane.
