Artykuł dotyczy zaprezentowanego przez Rząd w maju 2021 r. dokumentu pt. „Polski Ład” oraz dokumentów pt. „Założenia reformy systemu planowania i zagospodarowania przestrzennego”, w których zaproponowano zmiany w systemie planowania i gospodarowania przestrzenią, takie jak wprowadzenie planów ogólnych, planów zabudowy, zintegrowanych projektów inwestycyjnych oraz katalogu standardów urbanistycznych. Porównanie obecnego systemu z powyższymi dokumentami budzi wątpliwości, czy proponowane zmiany to rzeczywiście jakościowa rewolucja w polskim prawie oraz czy przyczynią się do poprawy jakości przestrzeni. Zmiana studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy na plan ogólny, a planu miejscowego na plan zabudowy, wydaje się dotyczyć przede wszystkim ich nazw. Dla zachowania precyzji wypowiedzi posłużono się cytatami z omawianych dokumentów oraz aktów prawa.
The article refers to the document presented by the Government in May 2021 entitled "Polish Deal" and the documents entitled "Assumptions of the reform of the spatial planning and development system", which propose changes to the spatial planning and spatial management system, such as the introduction of master plans, development plans, integrated investment projects and a catalogue of urban planning standards. The comparison of the current system with the above-mentioned documents raises doubts whether the proposed changes are indeed a qualitative revolution in Polish law and whether they will improve the quality of space. Changing a municipality's study of conditions and directions of spatial development into a general plan, and a local plan into a development plan, seems to concern primarily their designations. In order to maintain the precision of the statement, quotations from the discussed documents and legal acts have been used.

The results of own research and literature data indi-cate that the specialization (different production profiles) offarms may contribute to specific threats to the natural environ-ment. Each type of farm exerts pressure on the environment toa greater or lesser extent, which was confirmed by agri-envi-ronmental indicators. Accordingly to literature data the greatestthreat to the environment (water pollution) pose pig farms due tothe high stocking density that contributes to unfavorable (exces-sive) balances of minerals and soil organic matter. Large posi-tive balances indicate the potential losses of these components,mainly due to their leaching to groundwater and surface waters,and consequently to their pollution (eutrophication). On the otherhand, farms with field crops had high risk of decrease in soil fer-tility due to negative balances of nutrients. The smallest threat tothe natural environment and soil fertility were observed for farmswith a mixed plant-animal production as well as cattle farmsspecializing in milk production (with optimal livestock densityof about 1 DJP ha-1). Under certain conditions, cattle farms mayhave too high balances of soil organic matter, and at the sametime negative balances of NPK minerals.

Opis:
A study of conditions and directions of spatial development of the commune, in accordance with Article 9 § 5 of the Act of 27 March 2003 on spatial planning and development is not an act of local law. The legislator only in a negative way determines what is not a study, but it does not define in a positive way what is the legal nature of this planning act. The article is an attempt to answer the question whether the study of conditions and directions of spatial development is only an act of internal management or is a legal act of a different nature. After analyzing the nature of the study, the article puts forward a thesis that the argument is that if the study is not an act of local law, it does not produce any legal consequences for external entities.
Studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy, zgodnie z art. 9 ust. 5 ustawy z dnia 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym, nie jest aktem prawa miejscowego. Ustawodawca jedynie w sposób negatywny określa, czym nie jest studium, nie definiuje jednak w sposób pozytywny, jaki charakter prawny ma ten akt planistyczny. Artykuł jest próbą odpowiedzi na pytanie, czy studium uwarunkowań i kierunków zagospodarowania przestrzennego jest jedynie aktem kierownictwa wewnętrznego czy też jest aktem prawnym o innym charakterze. Po analizie charakteru studium w opracowaniu postawiono tezę, iż dyskusyjne jest stanowisko, że skoro studium nie jest aktem prawa miejscowego, to nie wywołuje żadnych skutków prawnych wobec podmiotów zewnętrznych.

These findings have important implications for substantiating the course for the strategic development of the Ukrainian labour market, which should form the base for enhancing both life quality for the population and the socio-economic growth of the country.

Artykuł wskazuje możliwości wypracowania podejścia stosującego potencjał cybernetyki do modelowania procesów społeczno-ekonomicznych i politycznych w celu interdyscyplinarnej dyskusji dotyczącej współczesnych kryzysów w kontekście nierówności społecznych i wzrostu gospodarczego. Wybrany został interdyscyplinarny dorobek nauk politologicznych, społecznych i ekonomicznych, który umożliwia podjęcie badania zjawisk i procesów społeczno-gospodarczych oraz uzyskanie wyników o znakomitej zgodności z rzeczywistością zachowując minimalizujący wpływ subiektywnej interpretacji.Do próby modelowania rzeczywistości wyabstrahowano procesy deformacji demokratycznego państwa, która jest atrakcyjnym tematem dyskusji i publikacji kolejnych pokoleń od czasów Arystotelesa. Założono za N. Urbinati, iż współcześnie cywilizacyjne znaczenie poznawcze tych procesów świadczy o respektowaniu społecznego instynktu samozachowawczego, a w konsekwencjio konieczności podniesienia rangi obiektywizmu. Inspirujące modele opisowe N. Urbinati stanowią podstawę systemowego wyabstrahowania badanego okresu przebiegu procesów demokratycznych od kryzysów powstałych w XIX wieku w wyniku pierwszej rewolucji przemysłowej, poprzez dwie wojny światowe w XX wieku w kontekście międzynarodowych ustaleń po ich zakończeniu, poprzez powrót do demokracji w Polsce po zmianach ustrojowych od lat dziewięćdziesiątych XX wieku, do obecnie trwającej czwartej rewolucji przemysłowej zwanej Przemysł 4.0 (ang. Industry 4.0).Artykuł nie stanowi systematycznej prezentacji uzyskanych szczegółowych wyników, gdyż przywołane zostały tylko te najbardziej spektakularne zjawiska świadczące o różnych deformacjach, wynaturzeniach lub transformacjach demokracji (w praktyce lub teorii) w kontekście metodycznym. Wykorzystany został dorobek metodyczny cybernetyki społecznej, cybernetyki ekonomicznej, a także informatyki i ekonomiki informacji. Przyjęto pragmatyczną skuteczność koncepcyjnej perspektywy systemu sztucznej inteligencji (AI) na najwyższym poziomie abstrakcji. 
The article indicates the possibilities of developing an approach using the potential of cybernetics for modelling socio-economic and political processes in order for an interdisciplinary discussion on contemporary crises in the context of social inequalities and economic growth. The interdisciplinary achievements of political, social and economic sciences have been selected, which makes it possible to undertake research on socio-economic phenomena and processes, and to obtain results that are perfectly consistent with reality while minimizing the impact of subjective interpretation.In an attempt to model reality, the processes of deformation of a democratic state have been abstracted, which has been an attractive topic of discussion and publication by successive generations since the times of Aristotle. Following N. Urbinati, it was assumed that the contemporary civilizational cognitive significance of these processes testifies to the respect for the social instinct of self-preservation, and consequently to the need to raise the rank of objectivism. N. Urbinati’s inspiring descriptive models are the basis for a systemic abstraction of the examined period of the course of democratic processes from the crises arising in the nineteenth century as a result of the first industrial revolution, through two world wars in the twentieth century in the context of international arrangements after their completion, through the return to democracy in Poland after the structural changes in the 1990s to the currently ongoing fourth industrial revolution, known as Industry 4.0.The article is not a systematic presentation of the detailed results obtained, as only the most spectacular phenomena are mentioned, which testify to various deformations, distortions or transformations of democracy (in practice or theory) in the methodological context. Methodical achievements of social cybernetics, economic cybernetics, as well as computer science andinformation economics were used. The pragmatic effectiveness of the conceptual perspective of an artificial intelligence (AI) system is adopted at the highest level of abstraction.

The paper surveys topical issues of import substitution based on the potential of small and medium enterprises in oil and gas producing regions of the North under conditions of crisis and sanctions. It analyzes the activity of small and medium enterprises and proves the need of imported goods substitution with domestic ones in Khanty-Mansiysk Autonomous Okrug-Yugra (region). The research sets strategic priorities for government support aimed at import substitution in small and medium enterprises. The objective of the research is to make economic assessment of small enterprises development in the oil and gas producing region under conditions of crisis and to prove strategic priorities of the government support for import substitution in Khanty-Mansiysk Autonomous Okrug-Yugra. As the result the scientific research is supposed to make an economic development assessment of entrepreneurship in traditional industries of minor indigenous peoples of the North as one of the prospective ways of import substitution.
Niniejszy artykuł ma na celu zbadanie aktualnych zagadnień związanych z substytucją importu w oparciu o potencjał małych i średnich przedsiębiorstw w regionach z Północy produkujących ropę i gaz w warunkach kryzysu i sankcji. Analizuje działalność małych i średnich przedsiębiorstw oraz udowadnia potrzebę zastąpienia towarów importowanych krajowymi z Chanty-Mansyjskiego Okręgu Autonomicznego-Jurga. Badanie wyznacza strategiczne priorytety dla wsparcia rządowego mającego na celu substytucję importu w małych i średnich przedsiębiorstwach. Celem badań jest dokonanie oceny ekonomicznej rozwoju małych przedsiębiorstw w regionie produkcji ropy naftowej i gazu w warunkach kryzysu i udowodnienie strategicznych priorytetów rządowego wsparcia dla substytucji importu w Chanty-Mansyjskim Okręgu Autonomicznym-Yugra. W wyniku badań naukowych ma zostać dokonana ocena rozwoju gospodarczego przedsiębiorczości w tradycyjnych branżach mniejszości rdzennych mieszkańców Północy jako jeden z potencjalnych sposobów substytucji importu.

The aim of this paper is to determine the current development status of individual NATO development areas as well as to indicate further research directions. Six research areas in which NATO develops its technologies that influence the high militarization level of the alliance were shown. These include Big Data, Artificial Intelligence, autonomy, quantum technology, space technology and hypersonic capabilities of the alliance, as well as Biotechnology and Human Enhancement. The development of Big Data will significantly increase the alliance’s threat detection, reconnaissance, and identification capabilities and allow for the diagnosis of anomalies and internal threats. Artificial Intelligence can be used for effective military operations (aircraft air combat) and also in intelligence analysis for data collection, processing and search. Autonomy in allied operations will allow the use of unmanned aerial systems and their operations in urbanized terrain and increase situational awareness through continuous monitoring of the combat environment. Quantum technology will allow for increased allied capabilities in the areas of communications, information technology, precision navigation and time delivery systems, and sensing. Space technologies and the acquisition of hypersonic technologies will contribute to reconnaissance and intelligence capabilities, and hypersonic missiles will further provide strategic warfare assets. The research results on biotechnology and Human Enhancement by NATO will provide knowledge for enhancing the psychophysical capabilities of soldiers.

The article is an attempt to answer the question: Is the influence of marketing in the organization increasing or decreasing? In the search for answers to this question, changes that took place in marketing over the past twenty years haves been analyzed. Particular attention and a lot of space was devoted to the evolution of the marketing function and marketing management concept in the practice of business entities. The considerations undertaken in the study allowed, on the one hand, indicatine the weakening of the importance of the marketing function in favour of the marketing concept of management, and on the other hand determinine their contemporary role in business practice.
Artykuł stanowi próbę odpowiedzi na pytanie: Czy wpływ marketingu w organizacji wzrasta czy maleje? W poszukiwaniu odpowiedzi na niniejsze pytanie przeanalizowano postrzeganie marketingu w literaturze przedmiotu na przestrzeni ostatnich dwudziestu lat. Szczególną uwagę i dużo miejsca poświęcono ewolucji funkcji marketingowej i marketingowej koncepcji zarządzania w praktyce funkcjonowania podmiotów gospodarczych. Rozważania podjęte w opracowaniu pozwoliły z jednej strony wskazać na osłabianie znaczenia funkcji marketingowej na rzecz marketingowej koncepcji zarządzania, z drugiej natomiast na wyznaczenie współczesnej roli, znaczenia i dalszych kierunków rozwoju marketingu w praktyce biznesowej.

Oferowane są strategiczne kierunki rozwoju logistyki magazynowej, w warunkach rozwoju innowacyjnych technologii.
