As a result of the development of designer drugs market and its negative consequences, the administration started fighting against their sale. The objective of the audit conducted by NIK was to examine how the responsible state bodies met their obligations in the area, and especially – whether their activities were effective. In relation to some of the issues identified as a result of the audit, we can talk about the expansion of the designer drugs market, since the conditions in which state bodies operate have been changing rapidly. This is especially related to administrative fines for placing designer drugs on the market, and the opportunity to subject activities related to the sale of these products to the law as it stands (de lege lata) criminal responsibility.

The paper presents the inspirations and justifications to publish the “Visual Primer” – an educational book describing the graphic design. The book text and layout began as a subject of M.Sc. thesis defended in the Faculty of Graphic Design in the Academy of Arts in Katowice. Designing this book is tied to the need to arrange and to mold the environment, thus dealing with the problem of enormous visual chaos in public spaces. It is a successful attempt of combining the quality factors (including aesthetic ones) and usability. The content and design of this book shall still be improved, however with some effort the “Visual Primer” will have a chance to be seen in the publishing market.
W artykule opisano motywacje i inspiracje powstania Elementarza wizualnego – książki o charakterze edukacyjnym poruszającej tematykę związaną z grafiką użytkową. Tekst i projekt podręcznika powstały w ramach pracy magisterskiej obronionej w 2011 r. na Wydziale Projektowym Akademii Sztuk Pięknych w Katowicach. Promotorem pracy jest dr Jacek Mrowczyk. Zarówno zawartość, jak i projekt książki wymagają wciąż wiele pracy, ale po odpowiednim dopracowaniu ma ona szansę zaistnieć na rynku wydawniczym.

The objective of this presentation is to show connections of activities leading to improved oil recovery (IOR) when prospecting for oil and gas. Increased wettability of injected water into the reservoirs is caused by specific ions. Technical limitations for production of designer water from seawater by membrane separation are high-lighted. Desirable characteristics of designer water are low NaCl concentrations and high divalent ion concentrations for improving wettability of Crude Oil, Brine and Rock (CBR). Experimental setup incorporated nanofiltration (NF) membranes for ion separation. Retentate from NF contains the main constituents of Designer Water. A property of NF is to retain divalent ions. Performance of the membranes was evaluated in terms of flux and rejection under varying feed compositions, pressures and recovery rates. The research comprised a technical-economical study for salt separation. Results were evaluated in terms of desalination efficiencies and energy requirements. A sensitivity test, spiking Na2SO4 in the feed seawater, showed a decrease in retention of Cl with increasing SO42- concentrations. A reduced permeate flux resulted, however, with increasing Na2SO4 concentrations.

The article is an attempt to analyse the emergent practices around designer drugs in the perspective of Roberto Esposito’s biopolitics. New psychoactive substances are understood as technologies that – at the same time – support and subvert the logics of immunization, reestablishing the relationship between subject and object. The author juxtaposes post-Foucaultian and post-Lacanian theories of drug addiction as two possible ways of understanding the realtion between the drug and its user, both failing to account for the agency of the object itself. The excessive nature of designer drugs makes them immune to legal procedures, but also at the same time, reveals the shortcommings of critical discourse analysis. The author emphasizes the need to incorporate the accomplishments of new materialism and object-oriented philosophy into the realm of cultural studies analysis. Following Dunne’s design theory, he describes new ways of knowledge production in designer drugs communities, and examines them in the context of biohacking and bio-DIY communities. The article is aimed at establishing the biopolitical theory of drugs, that provides a better understanding for contemporary media practices around designer drugs.

Background: The recreational use of psychoactive substances has become quite popular nowadays, yet there a sufficient body of data about psychotic disorders associated with toxicity of these substances is still lacking. The purpose of this article is description of the psychotic disorders among individuals checking into the Admissions Department in one of the psychiatric hospitals in Bielsko-Biała during a period of seven years. Material and methods: A retrospective analysis of cases attended to by the Emergency Department of the Psychiatric Hospital, admitted to the Psychiatric Ward in Bielsko-Biała, and diagnosed with mental and behavioural disorders due to drug use and use of other psychoactive substances between January 2010 and December 2016. The exclusion criterion was prior or concurrent diagnosis of psychotic disorders secondary to a psychiatric condition. For the data analysis, descriptive statistics was used. For the statistical calculations, a freeware spreadsheet software was used. Results: During the period covered by the study there were 5,769 hospitalisations in total, out of which 156 were cases of psychotic disorders induced by the use of psychoactive substances. An average patient was a 26-year-old man, with lower education, unemployed, and single. Alcohol co-ingestion was reported in almost one-third of the cases. As regards the mental state, the most frequently reported symptoms were: delusions (63.5%), hallucinations (50%), suicidal thoughts (14.1%) and considerable psychomotor agitation (31.4%). In 60.2% of cases, aggressive behaviour was reported. Conclusions: Most hospitalisations were connected with symptoms such as delusions and hallucinations. The patients’ aggressive behaviour posing danger to others was the major problem. The substance used by the patients often remained unidentified.
Wstęp: Choć używanie substancji psychoaktywnych jest w dzisiejszych czasach coraz bardziej popularne, wciąż nie ma zbyt wielu danych na temat zaburzeń psychotycznych związanych z toksycznością tych substancji. Celem niniejszego artykułu jest opis zaburzeń psychotycznych wśród pacjentów zgłaszających się na Izbę Przyjęć jednego ze szpitali psychiatrycznych w Bielsku-Białej w okresie siedmiu lat. Materiał i metody: Retrospektywna analiza przypadków osób, które w okresie od stycznia 2010 do grudnia 2016 roku zgłosiły się do Oddziału Ratunkowego i zostały przyjęte na Oddział Psychiatryczny w Bielsku-Białej z rozpoznaniem zaburzeń psychicznych i zaburzenia zachowania spowodowanych naprzemiennym przyjmowaniem środków psychoaktywnych. Kryterium wykluczającym było wcześniejsze lub jednoczesne rozpoznanie zaburzeń psychotycznych na podłożu choroby psychicznej. Do analizy danych użyto statystyki opisowej, do wykonywania obliczeń statystycznych – bezpłatnego oprogramowania arkusza kalkulacyjnego. Wyniki: W badanym okresie było 5769  hospitalizacji, przyczynę 156 stanowiły zaburzenia psychotyczne związane z przyjmowaniem substancji psychoaktywnych. Przeciętny pacjent był 26-letnim mężczyzną z wykształceniem niższym, bezrobotnym i samotnym. W prawie jednej trzeciej przypadków odnotowano dodatkowo nadużywanie alkoholu. W odniesieniu do stanu psychicznego najczęściej zgłaszanymi objawami były: urojenia (63,5%), omamy (50%), myśli samobójcze (14,1%), znaczne pobudzenie psychoruchowe (31,4%). W 60,2% przypadków odnotowano agresywne zachowania. Wnioski: Większość hospitalizacji wiązała się z takimi objawami, jak urojenia i halucynacje. Poważnym problemem było agresywne zachowanie pacjentów stanowiące zagrożenie dla innych. Stosowanej substancji często nie udało się zidentyfikować.

W artykule poruszono problematykę możliwości kwalifikowania wytwarzania i obrotu dopalaczami jako przestępstwa z art. 165 § 1 pkt 2 k.k. Analizie poddano przede wszystkim ratio legis tego przepisu, która wskazuje, że nie ma on charakteru reglamentacyjnego i nie penalizuje wytwarzania lub obrotu substancjami szkodliwymi ze swej istoty. Ponadto w artykule zwrócono również uwagę na inne ograniczenia w możliwości stosowania art. 165 § 1 pkt 2 k.k. jako karnoprawnej reakcji na problem handlu dopalaczami, takie jak konstrukcja abstrakcyjnego narażenia na niebezpieczeństwo czy kwestia przyczynienia się pokrzywdzonego.
The article discusses the issues of possibility to qualify producing or marketing the designer drugs as an offence form article 165 § 1 point 2 cc. The analysis is subjected primarily to ratio legis of this regulation, which shows that it does not have regulatory character and does not penalize producing or marketing the substances which are harmful by themselves. Moreover, the article high ligts other limitations in possibility to use article 165 § 1 point 2 cc as legal respond to the problem of designer drugs production, such as construction of abstract exposure to danger or the issue of the victim’s contribution.

Współczesność przesycona informacją, przesyłem danych i wielopasmowością komunikacji sprawia, że design i rola projektanta zostaje włączona w ten nurt wzajemnej łączności. Przedmiot tym samym ma za zadanie informować o określonych treściach. Tak więc projektowanie, uwzględniając nie tylko czynniki funkcjonalne, formalne i technologiczne, ukierunkowane jest także na spełnienie potrzeby wyrażania komunikatu oraz wewnętrzny nakaz ekspresywności użytkownika. Przedmiotem rozważań w poniższym tekście jest refleksja nad statusem przedmiotu w kontekście jego roli, jaką spełnia jako sposób porozumiewania się. W perspektywie teraźniejszości przedmiot może zostać potraktowany jako znak, czym jego wartość użytkowa i estetyczna zostaje dopełniona znaczeniowo. Ogólna analiza wsparta jest przykładami z dostępnych źródeł, które ilustrują omawiane zagadnienie.
Present day, saturated with information, data transmission and multi-band communication, means that design and the role of the designer are included in this current of mutual communication. The subject is thus intended to inform about specific content. So design, taking into account not only functional, formal and technological factors, is also focused on meeting the need to express a message and the internal order of expressiveness of the user. The subject of the following text is a reflection on the status of the subject in the context of its role as a means of communication. In the perspective of the present, the object can be treated as a sign, by which its utility and aesthetic value is supplemented with meaning. The general analysis is supported by examples from available sources that illustrate the discussed issue.

Introduction. Taking psychoactive substances constitutes a significant problem for Public Health, particularly in preventing drug abuse and addiction. Objectives. To estimate the amount and incidence of drug consumption in middle and high school pupils, including the circumstances in which drug taking first started, and to determine pupils’ knowledge about the consequences of taking psychoactive substances and designer drugs (DDs). Materials and methods. A randomised study was conducted throughout Poland on 9,360 pupils attending middle school (junior high school) in 2009 and 7,971 pupils from middle and high school pupils in 2011. The survey consisted of a questionnaire devised by the Chief Sanitary Inspectorate (GIS) and the replies obtained were subject to the relevant statistical analyses. Results. Drug taking was found to have increased between 2009–2011, especially among those attending high school; proportionally rising from 4% – 11%. The numbers who had ever taken designer drugs were 3% for middle school pupils and 4% from high school. Conclusions. 1) Adolescent drug consumption has increased, particularly in those of older age and in boys. 2) Despite the only brief interval for which designer drugs were legal, they have gained high popularity among the young. 3) Adolescents have insufficient knowledge about the dangers of using DDs. 4) Faced with the growing threat of a dynamic designer drug market, appropriate counter-measures in education and prevention are therefore necessary.

Celem pracy jest udzielenie odpowiedzi na pytanie, czy przepisy art. 160 § 1–3 k.k. mogą zostać wykorzystane w walce z dopalaczami. Prezentowane w pracy ustalenia poczynione zostały w drodze: 1) analizy materiału normatywnego odnoszącego się do badanego zagadnienia, a także 2) analizy poglądów prezentowanych w literaturze i orzecznictwie. W wyniku przeprowadzonych analiz ustalono, że przepisy art. 160 § 1–3 k.k. mogłyby zostać wykorzystane – przynajmniej teoretycznie – jako środki walki z niektórymi spośród społecznie niepożądanych zachowań związanych z dopalaczami. Podkreślenia wymaga jednak, że adekwatna wykładnia rzeczonych przepisów jest niezwykle problematyczna (z uwagi na posłużenie się przez ustawodawcę niejednoznacznymi sformułowaniami, takimi jak: „narażenie”, „niebezpieczeństwo”, „bezpośrednie”). Fakt ten zaś może stanowić istotną przeszkodę w wykorzystaniu ich w praktyce.
The goal of this work is to answer a question if the regulations of art. 160 § 1–3 k.k. could be used in combating designer drugs. The findings of this work are based on: 1) analysis of the normative materials referring to the examined issue; and – 2) analysis of the views presented in literature and judicature. As a result of said analyses it has been established that utilizing regulations of art. 160 § 1–3 k.k. could provide – at least in theory – an effective way of combating some of the socially undesirable behaviors related to designer drugs. However, it has to be stressed that proper interpretation of said regulation is extremely problematic (because of the legislator’s use of ambiguous phrases like: “exposure”, “danger”, “direct”).This can pose a serious obstacle in any attempts of using them in practice.

One of the tasks of the State Sanitary Inspectorate, established to protect people’s health against adverse effects of environmental harmfulness and nuisance, is to fight against production and sales of functional analogues, referred to as designer drugs. In his article, the author presents the duties and mandate of the State Sanitary Inspectorate in this area, the binding legal regulations and judicature of administrative courts. The author also discusses the changes to legal regulations proposed by the European Commission, aimed at making access to substitute substances more difficult.

This paper describes the matter how a developed product passes through the company. The important influence is underlined here, which the designing process has on the order passage through the company. The fact is underlined here that innovation cycles have been reduced in a considerable way. Especially in pre manufacturing stages, the innovation cycle can be reduced in a considerable way by means of theoretically supported system methods of creative designing. The paper describes key principles how to apply these principles which enable apparently contradictory system introduction to designers' work with simultaneous increasing of a space for their demanding creative work, with the target to increase the quality of their work and to increase the passage possibilities of this "narrow bottle neck" within development and order processes.

Współcześnie za "design" uważa się cały proces projektowy, jego rezultat, a nawet sposób myślenia. W niniejszym artykule opisano specyfikę zawodu projektanta na Ukrainie, typowe problemy teorii i praktyki projektowania z pozycji nauczyciela, badacza, a także praktykującego projektanta.

Opis:
Wiatrakowiec I-28 został zaprojektowany i wykonany w ramach projektu „Technologia wdrożenia do praktyki gospodarczej nowego typu wiropłatowego statku powietrznego”. Jest to pierwszy wiatrakowiec zbudowany w Instytucie Lotnictwa i jako obiekt doświadczalny został zarejestrowany w kategorii „Specjalny”. Konstrukcja posiada wiele innowacyjnych rozwiązań i na każdym etapie prowadzone były próby weryfikujące przyjęte przez konstruktorów założenia. W artykule przedstawiono wybrane badania i testy, które zostały wykonane poza wymaganymi przez przepisy lotnicze ASTM, a których celem było zwiększenie bezpieczeństwa lotu oraz potwierdzenie założeń i wymagań konstruktorów.
Autogiro I-28 was designed and realized within the framework of the project "Implementation of technology in the practice of a new kind rotary-wing of the aircraft". It is the first autogiro constructed and tested in the Institute of Aviation and as an experimental object was registered in the category "Special". This construction has many innovative solutions and on each stage of development some tests were provided to verify the assumptions made by the constructors. In this paper some selected tests and investigations are presented, which were made beyond some tests required by the civil air regulations, and the goal of which was enhancing the safety of the flight and confirmation of the constructors’ assumptions and requirements.

Advanced graphic programs are an example of an integrated CAD system. Allow for the study of theoretical models that provide information enabling the assessment of qualitative and quantitative occurrences. The article presents ways of bonds giving and their animation. Furthermore, shows problems appearing in a giving bonds.
