The model of deliberative democracy poses a number of dificult questions about individual rationality, public reason and justification, public spiritedness, and an active and supportive public sphere. It also raises the question about what kind of civic involvement is required for the practices of democratic deliberation to be effective. The aim of this article is to examine the last question by looking at the role and value of citizenship understood in terms of participation. It argues that deliberative democracy implies a category of democratic citizens; its institutional framework calls for the activity and competence of citizenry, and consequently, the participatory forms of deliberative democracy come closest to the democratic ideal as such. Also, the model of participatory-deliberative democracy is more attractive as a truly democratic ideal than the model of formal deliberative democracy, but it certainly faces more dificulties when it comes to the practicalities, and especially the institutional design. This problem is raised in the last section of the article where the possible applicability of such a model to post-communist democracies is addressed. The major dificulty that the participatory-deliberative model poses for the post-communist democratization can be explained by a reference to the cultural approach towards democratization and to the revised modernization theory presented by Inglehart and Welzel. The problem of the applicability of such a model in the post-communist context seems to support the thesis presented here which suggests that active citizenship, civic skills and civic culture are indispensable for the development of deliberative politics.

The aim of the article is to analyse the assessment of Hungary presented in two democracy’s indices: the Freedom in the World Index and the Bertelsmann Stiffung Index in years 2010 - 2016. The research problem is to identify which of the elements shaping the democracy in Hungary in accordance with the indices have deteriorated. The research is based on the analysis of the content and the existing data. The evaluations of Hungary in the indices of democracy have deteriorated since 2010 when Orban and Fidesz won the parliamentary election and gained power (up to 2016). The changes introduced by Orban in the Constitutional Court and the judiciary, the adoption of a new Basic Law, a new electoral law and the media law cast a shadow over Hungarian democracy. Indices show that the four basic principles of a democratic state have been violated, namely 1) the rule of law, 2) the separation of authorities 3) free and fair elections, and 4) freedom of expression.

This thesis is a critical analysis of the constitutional and legal order of the Republic of North Macedonia, following the chronological process dating from the gaining of the county's independence, through the armed conflict in 2001 that brought constitutional changes, to today. The first decade after the breakup of Yugoslavia was crucial for the North Macedonian state and its citizens. The writing/creation of the constitution of the new, independent state was not an easy process and it did not pass peacefully nor did it pass without any problems. The complex social process and relations have initiated the need for amendments to the Constitution, which, since its adoption in 1991 until today, has been changed 32 times in order to adapt to new, emerging situations and to give constitutional and legal responses to the inherent challenges. Of course, proper changes also occurred in the political system itself as a result of numerous factors, which have more or less influenced its character and shape.

The notion of non-liberal democracy has become an inseparable element of the debate on the crisis of liberal democracy. For some scholars and journalists, non-liberal democracy is a consequence of the crisis of liberal democracy. It should be pointed out that when indicating the causes of this crisis in the economic, political, and cultural spheres, researchers rarely address the issue of the legitimacy of identifying democracy as non-liberal and its characteristics. Moreover, no one has initiated a broad debate on the possibility of a retreat from non-liberal democracy and the conditions that must be met to return to liberal democracy. That is why this paper attempts to describe the phenomenon called nonliberal democracy and analyse the conditions which should be fulfilled, both in political and social terms. It is to enable the return to the idea of liberal democracy.

This study adopts the concept of reinventing democracy to refocus attention on the theoretical framework of postcoloniality (in the humanities and social sciences). The study further highlights the eminent position of e-democracy in the current formations for moving contemporary society forward. In examining these issues, a case-study of the National Assembly in Nigeria has been made. We found that in this country, there seems to exist a sacrosanct brand of legislative institutionalism, which contradicts the current global revolution in information and communications technology (ICT). In the process, some level of immobility is introduced to critically desired service delivery in the country and attempts are made by the people’s representatives (of all people) to turn the nation into a colony of mere patriotic listeners. The study concludes that the postcolony must not convert to such a society of the underclass. A complementary concept of e-democracy is e-government. Further embedded in e-government are the dual components of e-readiness and e-participation. We found that this nation’s National Assembly appears to be deficient in e-readiness. The legislative body seems distrusful of e-participation. The study finally recommends that the rights of the citizens under e-democracy must be safeguarded by the central lawmakers, as it would guarantee the crucially expected reinvention of democracy, in such democracy-needy nation-states.

This essay diagnoses the condition of contemporary liberal democracies. It assumes that the current crisis of democracy is not the result of an external ideological threat, but it is the result of the lack of a coherent vision of democracy itself. The author recognises that the key symptom of the contemporary crisis is the decreasing involvement of citizens in public life and their growing reluctance to participate in public debate. He claims that the reason for this is the increasing social polarisation. The article considers two forms of polarisation: vertical (on the line: politicians–voters) and horizontal (on the line of ideological social divisions). The first form is illustrated by Colin Crouch’s considerations, while the second one by Fareed Zakaria’s thoughts. What finds its manifestation in both cases is the phenomenon of citizens’ resignation from participation in the public debate; in the first case it is because of the lack of faith in the effectiveness of this type of opiniongiving mechanism, while in the second case it is because of the lack of recognition of other political and ideological options in society. These reflections are concluded in the postulate that the basic task facing democracy today is to maintain the public sphere as open as possible, i.e. not excluding any ideological position in advance. This kind of conclusion is illustrated with the concepts of Chantal Mouffe (political perspective) and Helmuth Plessner (philosophical-anthropological perspective).

Indeksy demokracji już od wielu lat pomagają naukowcom w klasyfikowaniu reżimów politycznych na całym świecie. Czy jednak projekty tego typu mierzyły i mierzą jakość demokracji w sposób adekwatny? Na podstawie przeglądu literatury przedmiotu można stwierdzić znaczny rozwój metodologii w tym zakresie od końca XX wieku w odpowiedzi na wcześniejsze braki. Autor artykułu opisuje rozwój indeksów demokracji od pierwszych prób mierzenia poliarchii Roberta Dahla z lat 90. XX wieku, koncepcje Svetoslava Andreeva, projekt The Democracy Barometer, na końcu skupiając się na zasadach projektu Varieties of Democracy. W artykule podkreślono wkład Michaela Coppedge’a w rozwój teoretyczny tworzenia indeksów demokracji. Analiza indeksów demokracji jest dokonywana pod kątem neoinstytucjonalnym, wraz z próbą wskazania, w jaki sposób i w jakim zakresie poszczególne podejścia podchodzą do pomiaru demokracji. Wskazano dalsze możliwe kierunki rozwoju indeksów demokracji w przyszłości z uwzględnieniem wpływu krajów trzecich oraz technologii ICT na wewnętrzny poziom demokracji. W podsumowaniu wskazano najważniejsze cechy projektu V-dem odróżniające go od innych indeksów demokracji oraz określono go jako projekt mierzący demokrację w najbardziej dopracowany sposób.
For many years, democracy indices help scientists to classify political regimes all over the world. But does democracy indices measure the quality of democracy in an adequate way? Based on the literature review, an improvement in methodology of democracy indices can be observed since the end of the 20th century as an answer to the previous shortcomings. The author of the article describes development of democracy indices since the very first attempts to measure Robert Dahl’s poliarchy from the 1990s, concepts of Svetoslava Andreeva, the Democracy Barometer project, focusing on the principles of the Varieties of Democracy (V-Dem) project. The analysis of democracy indices is made from the new institutionalism perspective, along with an attempt to indicate how different indices measure democracy. New ways of democracy indices development in the future have been suggested, including the impact of third countries and ICT technologies In the summary, the main aspects of the V-Dem project methodology have been indicated that distinguish it from other democracy indices. What is more, the V-Dem project has been indicated as a project that measures democracy in the most comprehensive way.

The author analyzes procedural and instrumental theories of democracy, interpreting them in the context of epistemic and deliberative democracy. Three major forms of procedural democracy (perfect, imperfect and pure proceduralism) are distinguished, and their practical implementation as sortition-based, aggregative and deliberative democracy is analyzed. Subsequently, the author depicts instrumental and substantive interpretations of democratic government and introduces their most popular criticisms. He argues for the impossibility of strict separation of procedural from substantive theories of democracy. On this basis he criticizes the argument concerning allegedly exceptional status of deliberative democracy, which is claimed to be conciliatory in terms of procedural-substantive distinction.
Celem artykułu jest prezentacja proceduralnych i instrumentalnych teorii demokracji oraz ich interpretacja w kontekście epistemicznych i deliberacyjnych strategii legitymacji rządów demokratycznych. Wyróżnione zostają odmiany demokracji proceduralnej: proceduralizm doskonały, niedoskonały i czysty. Analizowane są jej praktyczno-polityczne implikacje pod postacią demokracji losowej, agregacyjnej i deliberacyjnej. W dalszej kolejności opisane zostają instrumentalne i substancjalne interpretacje procedur demokratycznych oraz argumenty ich krytyków. Autor tekstu wysuwa tezę o niemożliwości ścisłego rozdziału demokracji proceduralnej od substancjalnej. W oparciu o nią skrytykowany zostaje pogląd o wyjątkowym statusie demokracji deliberacyjnej jako koncyliacyjnej wobec sporu proceduralizm-substancjalizm.

The paper attempts to analyze the results of the European Social Survey Round 6 (2012, 2013), focusing on the section related to how democracy is understood in Poland and in the Czech Republic. The most interesting issue encompassed the differences in how democracy is defined in the two countries and the outcomes these differences produce in terms of the perceived legitimacy of the system, as well as demographic factors that correlate with differences in the understanding of democracy in both surveyed groups. Statistical analyses carried out in the paper indicated the presence of different definitions of democracy formulated in Poland and in the Czech Republic (the Czechs gave stronger emphasis to the liberal aspect of democracy, whereas Poles stressed its social aspects more). Nevertheless, the relationship between the definition of democracy and the perceived level of legitimacy of the democratic system (for dispersed and specific legitimacy alike) were found to be relatively weak, as was the case of the relationship between the understanding of democracy, system legitimacy and socio-demographic factors. The only factor found to be significant for the perceived level of legitimacy of the democratic system concerned the level of satisfaction with one’s own material situation.

Celem opracowania jest zwrócenie uwagi na nowe formy demokracji, które dekomponują współczesnyparlamentaryzm. Rozrywają one związek pomiędzy wyłanianiem ciał przedstawicielskich (parlamentów)z wyborami powszechnymi. Wprowadzane formy reprezentacji obywateli opierają się na metodzie losowania.Jest to powrót do korzeni demokracji ateńskiej i politycznej praktyki suwerenności narodu. Do tych nowatorskichform należy zaliczyć demokrację deliberatywną i demokrację uczestniczącą. Najbardziej znaną formą demokracjideliberatywnej są panele obywatelskie. Celem paneli obywatelskich jest wypracowanie konsensusuoraz przywrócenie zaufania do pozapartyjnego sposobu podejmowania decyzji politycznych. Starają się onerozwiązywać ważne problemy społeczne i polityczne. W Irlandii doprowadziły do zmiany konstytucji. Był to, nietylko medialny, sukces tej nowej formy reprezentacji obywateli.Stosowanie najnowszych technologii informatycznych i komunikacyjnych znajduje swoje odzwierciedlenietakże we współczesnym parlamentaryzmie. Przyczyniają się one do kumulowania informacji w rękach rządu, cozwiększa jego nieformalną pozycję. Pojawiają się tu pojęcia demokracji medialnej i demokracji smartfonowej. Tenowe zjawiska przyczyniają się także do dekompozycji parlamentaryzmu naszych czasów.
The aim of the study is to draw attention to new forms of democracy that are decomposing modern parliamentarism. They break the link between the election of representative bodies (parliaments) and general elections. The introduced forms of citizen representation are based on the sampling method. It is a return to the roots of Athenian democracy and the political practice of national sovereignty. These innovative forms include deliberative democracy and participatory democracy. The most famous form of deliberative democracy are citizens' assemblies. The aim of citizens' assemblies is to develop a consensus and restore confidence in the non-party way of making political decisions. They try to solve important social and political problems. In Ireland, they led to a constitutional amendment. It was not only the media success of this new form of citizen representation.      The use of the latest information and communication technologies is also reflected in contemporary parliamentarism. They contribute to the accumulation of information in the hands of the government. This increases its informal position. Against this background, the concepts of media democracy and smartphone democracy appear. These new phenomena also contribute to the decomposition of the parliamentarism of our time.

The modern social doctrine of the Catholic Church supports all of the abovementionedviews with the exception that it treats some of its elements as theso-called “signs of the times” in which the creators of these views lived andwrote. "erefore, we cannot say that they became somehow time-barred. "eyhave entered the tradition of the social doctrine of the Church. Similarly, onecannot reasonably claim that the basic theses of the socio-political theoriesof Saint Augustine or Saint "omas Aquinas are obsolete in philosophical terms.At the most, one can disagree with them or try to correct them. Nevertheless, itseems that there are no better analyses of the nature of authority and its originfrom God. Considering these issues from the perspective of historical applicationsof the theories, especially the one coined by St. "omas, it is impossible notto notice the significant analogies of the reflections of Doctor Angelicus and theidea of a “nobles’ democracy” implemented in the First Polish Republic threehundred years later. It is also difficult to believe that a$er the creation of thescientific community of the Jagiellonian University in the fi$eenth century, theydid not affect the minds of Polish politicians at a time when the foundationsof this democracy were formed. Moreover, it seems that these considerationswere widely applied in the centuries-old process of crystallizing other modernand contemporary democratic system.

The article presents a theoretical and legal analysis of local democracy. The top place in democratic transformations in local democracy; is an effective system of local self-government that is impossible without working mechanisms to implement legislation in the field of local democracy at both national and local levels. The author points out that the importance of local democracy is determined by its essence and role. After all, the local level is the closest to the population, needs, and problems. The creation of appropriate living conditions should be determined locally. It is determined that the term «local area» means a reasonably extensive range of phenomena and processes. In defining this term in scientific doctrine, emphasis is placed on a particular phenomenon or process. The predominance of local democracy is understood as a national model of democracy, as the participation of citizens in governance, as a form of self-organization of citizens and as a democratic system at the municipal level. Based on the analysis of scientific points of view, conclusions are made about the peculiarities of local democracy. The main characteristics of local democracy are an organization of the life of the territorial community on the principles of equality, participation, public dialogue; involvement of citizens in community affairs, dissemination of practices of local initiatives, referendums; self-organization of the population. The local democracy is the development of the people, the broad involvement of local people in participation in matters of meaning. Effective local democracy is a prerequisite for sustainable and equitable economic and social development, good governance, and the promotion of democratic values. The proper functioning of democratic institutions and processes at the local level is a determining and vital factor. Active citizenship at the local level lays the foundation for a stable and robust democracy at the national level because the policy at the national level uses practices and methods at the local level. In contrast, experience at the local level is the basis for national policy and reform.

In the twentieth century, in Latin America; in the heart of Colombia, Nicolás Gómez Dávila lived and thought. The thinker emphasizes the limitations of human reason, in opposition to the modern cult of reason, freedom and the aspiration to build an earthly paradise. The objective of this article is to present this "illustrious unknown", considered by many researchers as one of the most original thinkers of the twentieth century, who played the role of philosopher-writer in the modern world in a unique style; and his critical view of democracy.

Jak mierzyć demokrację? Jak ocenić, czy jeden ustrój demokratyczny jest bardziej demokratyczny od innego i na jakiej podstawie to stwierdzić? Pomiary jakości demokracji na poziomie państw istnieją już od 1946 roku, a na ich podstawie powstawały indeksy demokracji jak np. Freedom House, Polity IV, czy też Varieties of Democracy. Poza poziomem państw jest zdecydowanie mniej narzędzi tego typu, a istniejące – jak np. Local Autonomy Index – nie dotyczą bezpośrednio miast. Poniższy artykuł stawia tezę, że indeks demokracji na poziomie lokalnym jest potrzebny dla rzetelnej analizy jakości demokracji w polskich gminach i miastach. Przeanalizowano w nim dotychczasowe doświadczenia w mierzeniu jakości demokracji na poziomie miast, kierując się podejściem w duchu instytucjonalnym. Następnie omówiono przykłady lokalnych indeksów demokratycznych np. The Civic Index z USA, i najnowszą propozycję indeksu demokratycznego dla miast portugalskich. W zakończeniu zaproponowano zarys metodyki do mierzenia demokracji na poziomie miast w Polsce.
How to measure democracy? How to assess, whether one democratic regime is more democratic than other, and on what basis? Democracy quality measurements on state level exists since 1946, and thanks to them democracy indices like Freedom House, Polity IV or Varieties of Democracy have been developed. Except state level there are fewer tools, and existing ones – like Local Autonomy Index – doesn’t concern municipalities. This article put forward a thesis, that democracy index on municipality level is needed for thorough democracy quality analysis in polish municipalities. In article previous experiences in measuring democracy on municipality level has been analysed. Then examples of local democracy indices has been discussed e.g. The Civic Index z USA and the newest proposal of democracy index for portuguese municipalities. In conclusion, an outline of methodology that measure democracy in municipalities in Poland has been proposed.

Demokracja ma zewnętrzne i wewnętrzne granice. Demokracje dążą do poszerzenia swych granic terytorialnych, zwłaszcza jeśli poza nimi dominują systemy antydemokratyczne. W procesie globalizacji dawne granice państwowe tracą na znaczeniu, ale nie oznacza to, że wszelkie granice znikają. Państwo prawa oligarchicznego jest „zewnętrzem” granicy demokracji. Oligarchia zmienia granice między tym co polityczne i niepolityczne, publiczne i niepubliczne. Jedną z granic demokracji są nadmierne nierówności społeczne. Rosnący dług publiczny pozwala oligarchii przekroczyć granice demokracji. Na granicy między demokracją i oligarchią znajduje się system przedstawicielski. Akt głosowania, przedstawiany jako wyraz świadomości politycznej i aktywności obywatelskiej, jest jednocześnie rezygnacją z własnego politycznego działania. Rozwój demokracji wymaga ponownego przekroczenia przez masy pracujące granicy między klasą „w sobie” i klasą „dla siebie”.
Democracy has got its own external and internal borders. Democracies aim at expanding their territorial borders, especially if some antidemocratic systems dominate outside them. In the process of globalization, former borders lose their meaning; however, it does not mean that all borders disappear. An oligarchic country is the exterior of a border of democracy. Oligarchy changes the borders between what is political and nonpolitical or what is public and nonpublic. Excessive social inequalities form one of the borders of democracy. Increasing public debt allows oligarchy to exceed the borders of democracy. A representative system is exactly on the border between democracy and oligarchy. The act of voting defined as an expression of political consciousness and civil activity is the resignation from one’s own political activity at the same time. The development of democracy requires the working masses to recross the border between ‘the class in itself’ and ‘the class for itself’.

Bulgaria is a partially consolidated democracy. Between the financial crisis of 2008 and the coronavirus pandemic, it began to take on characteristics of authoritarian regimes. However, its case is not a classically understood militant democracy, but quasi-militant democracy. This article aims to present main changes the Bulgarian system faced in 2008– 2019 and its transition from neo-consolidated democracy to quasi-militant democracy. The research questions are: is Bulgaria still a neo-militant democracy? If not, what factors determine and facilitate a departure from a neo-militant democracy?
Bułgaria jest demokracją częściowo skonsolidowaną. W okresie między kryzysem finansowym z 2008 r. a pandemią koronawirusa zaczęła przyjmować cechy systemów autorytarnych. Nie jest to jednak przypadek klasycznie rozumianej demokracji opancerzonej, a quasi-opancerzonej. Celem pracy jest odpowiedź na pytania badawcze: czy Bułgaria wciąż ma cechy demokracji neo-opancerzonej? Jeśli nie, jakie czynniki powodują jej zmianę z demokracji neo-opancerzonej w quasi-opancerzoną? W ramach odpowiedzi pokazano zmiany, jakich doświadczył system polityczny Bułgarii w latach 2008–2019, w tym przejście od demokracji neo-opancerzonej do quasi-opancerzonej.

The aim of this article is to compare the effectiveness of two political systems: liberal democracy and illiberal democracy in fighting the coronavirus pandemic. The analysis has been carried out on the basis of the theoretical assumptions and conceptualization of non-Marxian historical materialism. In the first part of my article, I present the concept of ‘regulative credit” which has been introduced in that theory. In standard socio-political conditions, the growth of power regulations is usually contested by citizens. However, in a situation of danger, when social order is undermined, citizens support the authorities’ extraordinary regulations. This social support, called regulative credit, lasts as long as the danger persists. In chapter two, I characterize shortly liberal and illiberal democracies. In liberal democracy, there is a balance between different branches of power, and citizens share a socio-political consciousness of the individualistic type. In illiberal democracy, the executive branch of power – although it has been democratically chosen – has an advantage over the two other kinds of power, and citizens share a socio-political consciousness of the collectivist type. Those differences result in diverse reactions of the authorities to a situation of threat. The political authorities of an illiberal democracy react faster in comparison with the political authorities in liberal democracies that react slower. Also, the attitude of citizens toward the introduced restrictions varied. Societies of illiberal democracies are more self-disciplined and more willing to accept restrictions from above. Whereas societies of liberal democracies are more individualistic and less willing to accept limitations. In the fourth part of my paper, I analyze briefly the influence of the pandemic on globalization processes and on the relations between the EU and the nation states in Europe. In the summary (chapter five), I predict that the mass use of modern technologies to control social life and strengthening of the sovereignty of nation states will be the two most important effects of the pandemic.

RESEARCH OBJECTIVE: The aim of the article is to show the relationship between the use of direct democracy instruments and populism in Poland. THE RESEARCH PROBLEM AND METHODS: The basic issue is to demonstrate the instrumental use of the referendum institution and the citizen's referendum initiative to carry out current political interests by both the ruling and opposition parties, leading to the objectification of society and facilitating populist influence. The text refers to the conclusions of two populism`s - the populism of  politicians and populism of voters and the case analysis method – which was applied to five national referenda after 1989 and to the ten civic referendum initiatives taken over the same period. THE PROCESS OF ARGUMENTATION: Starting from the indication of the common ground of democracy and populism, what is the people,  it has been pointed out that populism has an instrumental approach to citizens, whose voices are heard by politicians but often generated, only when they recognize him as useful for their interests. RESEARCH RESULTS: The analysis showed that there is justification for the instrumental treatment of both of the discussed forms of direct democracy, what conducive to the populism of politicians, while at the same time strengthens the populism of voters. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The reach of Polish politicians to direct democratic institutions, such as the referendum and the civic referendum initiative, is a selective one and is characterized by far-reaching selfish pragmatism, which has the power to make the instruments of legitimation of their decisions. 
CEL NAUKOWY: Celem artykułu jest pokazanie zależności między stosowaniem instrumentów demokracji bezpośredniej a populizmem w Polsce. PROBLEM I METODY BADAWCZE: Podstawowym zagadnieniem jest wykazanie instrumentalnego wykorzystywania instytucji referendum i obywatelskiej inicjatywy referendalnej do realizacji bieżących interesów politycznych zarówno przez partie sprawujące władzę, jak i te pozostające w opozycji, co prowadzi do uprzedmiotowienia społeczeństwa i ułatwia populistyczne oddziaływania. W tekście odwołano się do koncepcji dwóch populizmów – populizmu polityków i populizmu wyborców oraz metody analizy przypadku – którą zastosowano w odniesieniu do pięciu przeprowadzonych po 1989 r. referendów ogólnokrajowych i dziesięciu, podjętych w tym samym okresie, obywatelskich inicjatyw mających na celu doprowadzenie do zarządzenia przez Sejm referendum ogólnokrajowego. PROCES WYWODU: Wychodząc od wskazania wspólnej podstawy demokracji i populizmu, jaką jest lud, wskazano, że populizm cechuje się instrumentalnym podejściem do obywateli, których głos jest przez polityków słuchany, ale i często generowany tylko wtedy, gdy uznają go za przydatny do realizacji ich interesów. WYNIKI ANALIZY NAUKOWEJ: Przeprowadzona analiza pokazała, iż uzasadnione jest twierdzenie o instrumentalnym traktowaniu obu omawianych form demokracji bezpośredniej, co sprzyja populizmowi polityków, wzmacniając jednocześnie populizm wyborców. WNIOSKI, INNOWACJE, REKOMENDACJE: Odwoływanie się przez polskich polityków do instytucji demokracji bezpośredniej, jaką jest referendum i obywatelska inicjatywa referendalna, ma charakter wybiórczy i cechuje się daleko posuniętym egoistycznym pragmatyzmem, który ma z tych instrumentów uczynić narzędzie uprawomocnienia podejmowanych przez nich decyzji.

The article aims to critically discuss elitist democracy as one of the possible causes of the contemporary crisis of liberal democracy. The research problem is the question about the essential elements of the concept of elitist democracy, which potentially account for the populist counter-revolution aimed at changing the political systems formed after 1989. The theoretical background of this paper is provided by the studies on the crisis of democracy, which have been conducted in recent years and presented by Jan Zielonka, or the duets of Ivan Krastev and Stephen Holmes as well as Roger Eatwell and Matthew Goodwin. The analysis makes it possible to state that relations between elites and non-elites are crucial for elitist democracy, and they include the process of elites distancing themselves from non-elites, depreciating the needs of non-elites and their importance within the political system, and privileging the position of the elites. In turn, the indicated features of elitist democracy constitute the areas of populist criticism of liberal democracy.

Accountability and evaluation have become an integral part of education systems and the day-to-day practice of educators in many countries around the world. The purpose of this presentation is to share an exploration of the links among evaluation, accountability and democracy which draws on the work of the French philosopher Jacques Rancière. It will be argued that evaluation and accountability intertwine not just as a condition for democracy and its improvement but also as a challenge for democracy. Firstly, the notion of evaluation and its relevance to accountability will be outlined. A more detailed outline of accountability will follow in order to present evaluation and accountability as ´explanatory scheme´ (Rancière, 2010); that is, an structure that primarily serves to explain and provide justification. To conclude, connections between accountability and democracy will be discussed and challenges posed by the former one to the latter one are explored.

L’objet de ce texte est d’apporter quelques éléments de réponse aux questions suivantes. Comment, organisés de manière diffuse en réseaux et sous-réseaux, les internautes se constituent-ils en groupes d’influence et font-ils fléchir les choix électoraux d’électeurs „ordinaires” exposés à l’influence des médiats et des propagandes électorales? S’agit- il d’un progrès démocratique qui transforme les formes de gouvernance en élargissant sa base ou, au contraire, fondée sur la fracture numérique, cette expression se traduit-elle par l’appropriation de jeux politiques par des groupes de „minorités actives”? À partir d’exemples de mobilisation de ces groupes lors de récentes campagnes présidentielles aux USA, nous tenterons d’analyser leur impact sur le devenir des démocraties occidentales.

W modelu informacyjnym demokracji można zidentyfikować pozytywne i negatywne tendencje, które kojarzą się z nowym podejściem do zrozumienia znaczenia informacji i władzy, szczególnie gdy informacja staje się narzędziem i metodą tak technologii informacyjnej jak i demokracji. Zaprezentowane analizy mają wykazać, że model konsultacyjny demokracji oparty jest na interakcjach między społeczeństwem obywatelskim i systemem politycznym.
We can identify positive and negative trends in the model of information democracy that associate with a new approach to understanding the importance of in- formation and power, especially when the information becomes a tool and method of information technology and democracy. This paper proves that the consultative model is based on the interaction between civil society and political system.

The article attempts to answer whether, and if so, to what extent, the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union (the so-called Brexit) impacted the British model of democracy. The starting point for the analysis is the famous classification of Arend Lijphart, who distinguished two main models of democracy – Westminster and consensus – identifying the United Kingdom as a prime example of the first of them. Using the method of institutional and legal analysis and the historical method, the author tries to prove the thesis that Brexit has shaken the foundations of the majoritarian democracy in the United Kingdom. However, the transformations of this model are not a new phenomenon, as they are part of the trend of changes occurring in this country, at least since the end of the 1990s. The article also proves the thesis that the serious political and systemic tensions to which Brexit – for very different reasons – led can be treated as temporary, as there is little indication that these tensions would permanently undermine the foundations of the Westminster model of democracy in the United Kingdom.

This paper is based on the concept of environmental political philosophy and from its perspective, it highlights the weaknesses and contradictions of contemporary, existing democracies. It aims to formulate an outline of the concept of environmental democracy, following the accounts of M. Bookchin, R. Morrison and H. Skolimowski, as well as international environmental law enshrined in United Nations documents and resolutions. It is based on the hypothesis that the preservation of a democratic political system in a situation of a collapsing planetary system (the Anthropocene) requires improving the foundations of democratic theory with the insights of the Earth system sciences, particularly of political ecology and critical environmentalism. Through philosophical analysis, explanation and interpretation, this paper explores an environmental democracy that would, on the one hand, preserve the basic constitutional principles of current democratic constitutional regimes, and, on the other hand, reconcile them with the current state of understanding in the Earth sciences concerning the vulnerability of the planetary system. In a sense, J. Habermas’s understanding of human rights characterizes the concept of environmental democracy as a realistic utopia. The author concludes by drawing up the imperative of sustainability, which he sees as a guiding organizing principle of institutions and public policies for the climatic, demographic and economic regime of the Anthropocene.

Autor rozważa w artykule zalety i wady takiego rozwiązania, spekulując również na temat tego, jak regulacja tegoż mandatu mogłaby wyglądać, a także podsumowując odpowiada z uzasadnieniem na pytanie, czy we współczesnych realiach jest to lepsza alternatywa wobec dominującej koncepcji mandatu wolnego.
It is said that parliamentary democracy is in crisis. As a manifestation of the crisis is the dilemma concerning parliamentarian’s responsibility to the voters. The imperative mandate idea is a potential response to the problem. The author analyzes the pros and cons of this form of mandate and speculates how its regulation could look. Last but not least, an answer to the question: is the imperative mandate a proper solution in the contemporary constitutional system, especially if it is a better alternative than the regular one.

This paper is based on research into levels and characteristics of electoral participation in CEE states currently belonging to the European Union. The data covers the time period from 1989 to 2013 and excludes Croatia as the youngest formal member of the community. An analysis of voter turnout records proves the pattern of formal participation decline at an accelerated rate and with graver consequences in post-communist countries which joined the democratic community in the early 1990s. The author’s paradigm in the paper upholds the initial ideals and values of democracy - which presuppose the subjectivity and participation of citizens – and differentiates between these and the practical implications of modern forms of democracy, such as liberal democracy. That leads towards a discussion which highlights the social changes which occurred over the time period in question as the main cause of the observable inefficiency of electoral democracy in modern circumstances. Last but not least the paper makes an argument for socio-political alternatives and high probability of their flourishing in Central and Eastern Europe.

It is very unusual what happened in Botswana after the colonialism period. On a contrary to other African countries they managed to change the poverty into development and wealth. What's more important Botswana avoided wars, humanitarian catastrophes and internal conflicts. The country introduced democracy in 1966 and stayed democratic and multi-party till today. One may say: they discovered diamonds and that's the whole story. Not exactly, because that was not the only factor. Apart from this diamonds or gold were discovered in many African countries and they failed to move forward, get wealthier and more developed. So why did Botswana succeed? How they did it? What were the factors that affected such transformation? The article answers these questions and also describes the process of political and economical changes. It also introduces into country's party system and tries to forecast what will become in the future Botswana.

In the mainstream of contemporary discussion about relation between democracy and philosophy binds the principle, that the duty of proof of own position concerns only the philosophers (that the democrats have some privilege in this field). I think, that the principle hasn't got strong rational ground. Its importance stems rather from strength of the anti-philosophical, democratic Zeitgeist. Ideological diversity is in a democracy less spontaneous and thereby more frail, than in the other systems of government. A democracy has a considerable inclination to discrimination different - than democratic - ideas, opinions and experiences. Hence it needs a philosophy as an antidote for this inclination. The position, that philosophical reason in essentially inadequate to politics, often ignores vital difference between classical and rationalistic theory of knowledge. Besides the position disregards the fact, that the nominalist conversion in the intellectual tradition of West seems not final sentence of history.

Basing on the idea of freedom brought by I. Berlin we can derive to classical models of democracy: liberal and republican. Refl ection on postmodern theories of democracy – radi-cally plural and deliberative – points that they do not strongly differ from the traditional ones, but rather give them new challenges. Radical democracy of Ch. Mouffe and E. Laclau praising pluralism and negative freedom is a deconstruction of a liberal model, while delib-erative project of J. Habermas, praising community and negative freedom, remains in a republican tradition. In the end of the article the author also presents the understanding of the educative role of society and tradition in both classical and postmodern models of democracy.

The reform of the  entered into force at the beginning of 2020. The changes are intended to popularize and to give effect to the ECI, especially through the strengthening of the position of this tool as an instrument of e-democracy and the reinforcing of the principle of subsidiarity and the model of multi-level governance. The reform is a step in the right direction, however, it is rather unlikely that it could boost the ECI as an instrument of indirect legislative initiative, which so far has had little impact. The sheer scale of this issue can be illustrated by the juxtaposition of the over seventy registered ECIs with the merely two initiatives in which the EC decided to follow up with legislative proposals. Such a situation results from the fact that the ECI is treated as a subsidiary tool to the instruments of representative democracy, generally accepted as the basis of the system. This is also the effect of the way the quasi-monopoly of the European Commission in the area of legislative initiative is interpreted. In consequence, the effectiveness of the ECI is currently perceived through the prism of collecting over one million signatures and conducting noncommittal dialogue. Nevertheless, in this context it should be remembered that the most effective form of encouraging the civil society to participate in political activity is to reinforce its agency. Indeed, increasing the impact of the ECI on decision-making processes is not dependent on potential changes in primary or secondary law. The change of attitude will suffice. Indeed, an increased number of legislative proposals stemming from the ECIs might be the result of a change in EU political culture and a greater respect for democratic rules.

The paper presents the results of analysis of the status of organizational and legal mechanism of public administration of electronic consultations (e-consultations) as well as scientific and theoretical substantiation of recommendations to Ukrainian authorities on their improvement. The study of national and international laws in regard to functioning of the mechanism of e-consultations has been conducted to determine positive and negative factors influencing its application. Ways to improve specified mechanism regarding the structure of units of central (regional, local) executive bodies and local governments, legal normative acts concerning e-consultations and participation of public councils in the process of e-consultations have been offered. The main shortcomings of the organizational and legal mechanism of public administration of national e-consultations have been identified, including: low 36 Yanis Yansons quality of e-consultations; unwillingness of the subjects of power to allow the civil society to have a real impact on state affairs, lack of responsibility for ignoring the law in regard to organization and conduct of e-consultations, distrust of the authorities and “digital inequality” etc. Based on the analysis of international experience in implementing the tool of e-consultations, ways to improve the procedure for its implementation in Ukraine, changes to national laws and recommendations to central (regional, local) executive bodies and local governments, public councils and the civil society to improve the organizational and legal mechanism managing tool of econsultations implementation, operation and development.

For some time there is a debate on the term of office mayor sand presidents of cities. Subject of the article is to analyze views on democracy and indicators of democracy, including the local dimension in the context of the controversy over the long cadence reeves impact on the functioning of local government. The author also extends to public opinion polls on the issue of limiting the cadence of mayors. We are analyzing the arguments of supporters and opponents of limiting the cadence of executive power in municipalities, as well as the dilemmas associated with the consequences of such restrictions for the quality of democracy. Limiting cadence has as many supporters as opponents – both sides have serious arguments for their positions.

This article investigates the rise of populism in Poland, applying an interdisciplinary method, with political, social, and economic factors as the compound reason for the turn from liberalism towards populism. The methodology of the study is the exploratory analysis of research, historical materials on Poland`s transition to capitalism, and calculation of the selected empirical data of household incomes, linked to election results, in the regional cross-section. The household economic condition was validated by a report on deprivation and the presented growth of households’disposable income, exposing regional differences between the selected voivodeships. The populist party Law and Justice (PiS) won the two last elections, with the majority of votes in low-income regions, which proved the hypothesis that economic inequality, amplified by globalisation and transition disparities were the main reasons for populism’s prevalence. The democratic backsliding has not changed party-political scenery for very long, which revealed that for the majority of Polish voters, economic upgrading counted more, despite the violation of democracy. Therefore, the advance of knowledge about measures to reduce the in-country socioeconomic disparities between regions has become more important.

The vast majority of the papers on populism describe this political phenomenon as one which is very difficult to explain and to analyze due to its discursive versatility and behavioural chameleonism. Furthermore, I would argue that the term populism covers more political and social realities than one single term would normally concentrate from a semantic point of view. I focus more over the psychological roots of populism which can be observed in the political symbolic field. In that manner, I consider that political symbolic, as part of the behavioural theory, can be a better tool for unveiling the populist discourse than the usual techniques of political analysis.
Ogromna większość artykułów dotyczących populizmu opisuje to polityczne zjawisko jako trudne do wyjaśnienia i analizy ze względu na jego dyskursywną różnorodność i behawioralny „kameleonizm”. Co więcej, twierdzę, że termin „populizm” opisuje większą liczbę politycznych i społecznych faktów, niż pojedynczy termin jest w stanie pomieścić w swej objętości semantycznej. Skupiam się głównie na psychologicznych źródłach populizmu, które mogą być obserwowane w symbolicznej sferze polityki. W tej perspektywie postrzegam polityczny symbolizm, będący częścią teorii behawiorystycznej, jako lepsze narzędzie służące ujawnianiu dyskursu populistycznego niż zwykłe techniki analizy politycznej.

Introductorily, it should be observed that the discussed problem’s significance is increasingly pressing as our interest drifts towards societies dominated by great, universalizing religions Islam being only one of them. From the above, a question arises of whether the notions of religion and democracy, as mentioned in the title, are reconcilable within a single order in the first place. In his deliberations, Bohdan Chwedeńczyk inclines to the view that three types of relations may be distinguished in this respect: religion favours democracy; is indifferent to democracy; or is harmful to democracy. The discussion of the above opinion has, respectively, developed threefold. In one point of view, religion is by nature contradictory to the democratic order, it is in a sense its direct opposite. In other words, we face a choice of opting either for religion or democracy. Supporters of an alternative viewpoint claim that in the long run, a democratic system is not viable without the basis of notions such as religion, and therefore religion does play a vital part in the social order. It serves members of the public by satisfying those of their needs that do not belong to the scope of duties performed by the state and its institutions. Finally, the third approach basically acknowledges the fact that no definitive claims can be made as to the possibility of agreement between religion and democracy. I must admit that the latter is closest to my personal stance in this respect. Naturally, through careful selection of examples, arguments to support the first or the second of the mentioned opinions can be easily produced. There have been numerous examples of academic and journalistic articles advocating one of the clear-cut standpoints, which seem not to leave much room for discussion. However, the issue becomes far more multifarious when taking into account the complexity of religious and political issues analysed in both theoretical and practical perspective.

The article aims to, first, critically assess the idea and practice of deliberative democracy and, second, find it a proper place in the democratic theory. I start with defining the concept as it emerges from the works of some of its most prominent proponents (such as Fishkin, Cohen or Habermas), reiterating several of the important arguments in support of it. I then present various criticisms of deliberative democracy, regarding philosophical assumptions that inform it (the idea of common good, the conditions of rational deliberation etc.) and its modus operandi (its alleged procedural superiority over aggregative methods). I then off er further criticism of deliberative democracy as a model of democracy, an alternative to the dominant model of representative democracy, arguing from its ineff ectiveness in influencing political decisions. Instead, in the final section, I propose to establish deliberation as one of the two criteria of classifi cation and assessment of democratic systems, thus restoring its importance in the democratic theory.

Instead of focusing on the conflict that arises between the Conservatives and the Liberals, minority and majority, I want to draw attention to Ibsen’s poetic revolt. Building on Derrida’s study of the pharmakon in the Phaedrus, I argue that Ibsen continues to investigate the conflict between the speaker and the listener, between the actor and the audience, between speech and writing.

Regarding the contemporary role of mass media, especially television, and rising allegations of trivialization of the political life it is worth to consider how these opinions are justified. It evokes the question whether we are dealing with a situation in which public debate through the media seems to be based not on rational and logical conclusions, but on the competition, whose participants focus exclusively on creating their own images and pursuing symbolic politics. These trends cause that democracy evolves towards mediocracy, and the nineteenth-century ideologies lose their attraction to the simple message, free of thought. This phenomenon is considered in this paper in the meme theory context. The theory, introduced by Richard Dawkins, refers to a unit of cultural transmission, and in politics can be interpreted as short, blunt message, image or symbol, catchy enough to take over the imagination of the recipient. It is characterized by aggressive persuasion, apparent ambiguity and it is aimed to falsify the reality. Besides, its emotional assessment excludes any rational debate. It seems interesting, therefore, the trend of contemporary democracy, and question whether the public debate limited to an exchange of simplified, emotional arguments involves the danger of civil society erosion.

Tribalism and democracy could not exclude each other. Democracy in pure sense means power of nation. In the case of African states, including Congo-Brazzaville, the term „nation" should be properly defined and nation should get consciousness itself. In Congo-Brazzaville the nation consists of 76 tribes, including Pigmy. To stabilise the state and to create truly countrywide character of the nation every tribe should be appreciated and taken into consideration. It means that, in political system should function authority/body which represents all tribes what means whole nation. There- fore the mechanism of corule of all tribes in Congo-Brazzaville is needed as well as other mechanisms of co-rule in the state. „The synarchy" that is co-rule of the tribes should be established. And it is not important if it will be named synergic democracy or multi-ethnic democracy.

The article describes life and work of Leszek Kołakowski (1927–2009), a Polish phi losopher and historian of ideas. Kołakowski is best known for his critical analyses of Marxist thought, especially his three-volume history, Main Currents of Marxism (1976). In his later work, Kołakowski increasingly focused on religious questions. Due to his criticism of Marxism and Communism, Kołakowski was ezectively exiled from Poland in 1968. He spent most of the remainder of his career at All Souls College in Oxford. Despite being in exile, Kołakowski was a major inspiration for the Solidarity movement in Poland in the 1980s and helped bring about the collapse of the Soviet Union. Kołakowski is known to have been a keen analyst of totalitarianism, later also of democracy. Leszek Kołakowski was surely right that our liberal, pluralist democracy depends for its survival not only on the continued existence of its institutions, but also „on a belief in their value and a widespread will to defend them”.
