The sources of the uncertainty in the maritime transport system are described. Furthermore, the two models for human factor reliability are presented. The possibilities of mixed these two methods as the estimators for the probability of correct performance of the navigator are given. This article describes the impact of a pilot’s situational awareness (SA) on the quality of decisions that are made by him or her. Situational awareness has been defined as a state and as a process. The article also refers to how the situational awareness and the decision-making process interact. The decision-making process and its components have been defined. Based on author’s own research as well as conclusions drawn from the subject’s literature, the importance of an acceptable SA level for the correct progress of a pilot’s decision-making process (and the likelihood of making a good decision) has been pointed out.
W artykule opisano wpływ świadomości sytuacyjnej pilota (SA) na jakość podejmowanych przez niego decyzji. Świadomość sytuacyjna została zdefiniowana jak stan i proces. Artykuł odnosi się również do tego, jak świadomość sytuacyjna oraz proces podejmowania decyzji oddziałują na siebie wzajemnie. Zdefiniowano proces podejmowania decyzji i jego komponenty. Przedstawiono również, na podstawie badań autora i wniosków wyprowadzonych z literatury tematu, znaczenie dopuszczalnego poziomu świadomości sytuacyjnej pilota dla poprawnego przebiegu procesu podejmowania decyzji i prawdopodobieństwa podjęcia poprawnej decyzji.

The problem of improving the decision-making process in highly hierarchical organizations is the subject of reflection and discussion of many authors. The aim of the paper is to signal the need to introduce changes not only in the organizational structure of the Police of the Republic of Poland, maximizing the rationality of the decision-making process in the conditions of deep civilizational transformations, but also introducing modern methods of information management. The proposed directions of changes will increase the effectiveness of the functioning of the Police organizational units in the conditions of increasing turbulence of the state environment in the 21st century.

Adaptive (or actor) critics are a class of reinforcement learning algorithms. Generally, in adaptive critics, one starts with randomized policies and gradually updates the probability of selecting actions until a deterministic policy is obtained. Classically, these algorithms have been studied for Markov decision processes under model-free updates. Algorithms that build the model are often more stable and require less training in comparison to their model-free counterparts. We propose a new model-building adaptive critic, which builds the model during the learning, for a discounted-reward semi-Markov decision process under some assumptions on the structure of the process. We illustrate the use of our algorithm with numerical results on a system with 10 states and a real-world case-study from management science.

Characteristics of the selected aspects of managerial decision-making in Police based on own research Regarding specific tasks in Police, an important matter is to ensure public safety. This article outlines the results of studies concerning supporting the decision-making process in air defense with the use of state-of-the art computer simulator. The simulator is intended to simulate air force operations and air defense in the air, and the simulated facilities are supposed to reflect real and hypothetical facilities. It allows us to conduct experiments with the use of models showing particular fragments of reality, which reduce information entropy characteristic of contemporary decision-making situations in air defense.

The introduction of a simulator of Police actions in crisis situations to police training of command skills made it necessary to know the ongoing relationship between training on the simulator and the actual actions of the Police. Visualisation of the effects of decisions taken by commanders in a virtual simulation environment, ending in most cases in the escalation of the threat, trigger off analytic mechanisms and awareness of responsibility for the life and health of people and the officers carrying out commands issued by commanders and other persons taking part in the simulation. Simulation training provides the opportunity to observe the ongoing relationship between cells of the command structure adopted by commanders, depicting among others, the sources of errors and threats of destabilisation of commanding process. There are various scenarios that are possible to play including elements such as: police riot, crowd aggression level, and weather conditions. Based on the feedback from simulation training participants, who are mostly those responsible for commanding processes while performing daily duties, it is reasonable to say that the training conducted on the Police simulator in crisis situations allows the commanding skills and abilities to be significantly shaped. What is more, as the simulator is a universal tool, it enables cooperation training to be conducted with non-police entities, the fire brigade, medical emergency, city guard, and crisis management teams.

Legal Aspects of Lobbying in Decision-Making Processes of Public AdministrationThe process of decision-making in public administration is multifaceted, with the deci-sion being the result of complex proceedings aimed to settle a case or reach a specific goal. Public administration works in this area mainly in the legał environment, but not only. The decision-making process is determined by social conditions and includes agency of various persons whose conduct and actions lead to certain conseąuences. Due to the different tasks of public administration, its activity is not merely a result of the will of a given body but it can also be initiated by applicants interested in the attainment of defined objectives, including through lobbying. The essence of lobbying is to influence, within the confines of law, decisions of public authorities in a particular direction. Balancing exploratory and exploitative behavior is an essential dilemma faced by adaptive agents. The challenge of finding a good trade-off between exploration (learn new things) and exploitation (act optimally based on what is already known) has been largely studied for decision-making problems where the agent must learn a policy of actions. In this paper we propose the engaged climber method, designed for solving the exploration-exploitation dilemma. The solution consists in explicitly creating two different policies (for exploring or for exploiting), and to determine the good moments to shift from the one to the other by the use of notions like engagement and curiosity.

Next-generation of High-Speed Machining (HSM) systems demand advanced features such as intelligent control under uncertainty. This requires, in turn, an efficient administration and optimization of all system's resources towards a previously identified objective. This work presents an optimization system based on Markov Decision Process (MDP), where an intelligent control guides the actions of the operator in peripheral milling processes. Early results suggest that MDP framework can cope with this application, yielding several benefits, which are discussed in detail. Future work will address the full integration of the developed optimization scheme within a commercial machining center.

In this paper we introduce a new modeling paradigm for developing a decision process representation called the Colored Decision Process Petri Net (CDPPN). It extends the Colored Petri Net (CPN) theoretic approach including Markov decision processes. CPNs are used for process representation taking advantage of the formal semantic and the graphical display. A Markov decision process is utilized as a tool for trajectory planning via a utility function. The main point of the CDPPN is its ability to represent the mark-dynamic and trajectory-dynamic properties of a decision process. Within the mark-dynamic properties framework we show that CDPPN theoretic notions of equilibrium and stability are those of the CPN. In the trajectory-dynamic properties framework, we optimize the utility function used for trajectory planning in the CDPPN by a Lyapunov-like function, obtaining as a result new characterizations for final decision points (optimum point) and stability. Moreover, we show that CDPPN mark-dynamic and Lyapunov trajectory-dynamic properties of equilibrium, stability and final decision points converge under certain restrictions. We propose an algorithm for optimum trajectory planning that makes use of the graphical representation (CPN) and the utility function. Moreover, we consider some results and discuss possible directions for further research.

The issue of decision-making has been examined based on the preferences of the entire population, when the preferences of a few subpopulations varying significantly in size are known. The purpose of assigning global preferences according to the coefficients proposed here was to avoid marginalising the preferences of the smaller subpopulations. The preference coefficients for the population have been assigned using a weighted arithmetic mean, where the weights are the square roots of the sizes of the subpopulations. This is similar to the voting system known as the “Jagiellonian compromise”. The statistical properties of these constants were presented in the context of decision making. These results have been illustrated by way of an example where the subpopulations exhibit significant differences, viz. students’ choice of an economics university in Lower Silesia, Poland.

W artykule rozważany jest model probabilistyczny wielostopniowego procesu decyzyjnego ze specjalnym uwzględnieniem przypadku użycia reguły R(4, 2). Zaprezentowano ideę wiązań w grafach oraz możliwość przedstawienia prawdopodobieństwa sukcesu w wielostopniowym procesie decyzyjnym jako liniową kombinację innych prawdopodobieństw w procesie decyzyjnym.
