The banking system is one of the most important components of the financial systems on which modern economies are largely based. The occurrence of instability in this area may lead to serious economic problems. Therefore, the interest of researchers in this area has been focused mainly on assessing the effectiveness and efficiency of the banking sector, which will allow for identifying possible areas for improvement. In this paper, we discuss the use of efficiency as one of the basic measures used to assess the functioning of the banking sector. The aim of this study is to examine the efficiency of the banking sector in Poland, and then to compare the obtained results with selected countries of the region in 2014–2018. The paper presents theoretical considerations in the field of the financial system, the banking system and the efficiency of entities. In the empirical part of the paper, we conducted our own research on the efficiency of the banking sector in Poland using the DEA (Data Envelopment Analysis) method. The results were compared with those obtained in selected countries in the region. The selected countries of the region are: Bulgaria, the Czech Republic, Estonia, Croatia, Hungary, Lithuania, Latvia, Romania and Slovakia.

One of the objectives of performance auditing is to examine and assess the efficiency of the audited processes, programmes and organisations. To this end, the ratio method is usually used (the relation between output and input). However, it is faulty and has several significant limitations. Simultaneously, more advanced analytical methods are often considered as too complicated. The author, apart from discussing the basic issues, including the definition of efficiency, focuses on the application of the so called non-parametric methods for assessing efficiency, especially the Data Envelopment Analysis (DEA) method. This method is known in academic circles, but it is also frequently applied in evaluation and benchmarking in business and in the public sector, and is recommended by various institutions and government agencies in many countries. Although the DEA is used by some audit institutions, it still seems to be not very common in auditing. In his article the author presents, in the most accessible manner possible, the idea of the DEA method, simple tools for its application and case studies.

Jednym z celów kontroli wykonania zadań jest badanie i ocena wydajności procesów, programów i organizacji. Stosowana zwykle w tym celu metoda wskaźnikowa (relacja wyników do nakładów) ma jednak wiele istotnych wad i ograniczeń. Z kolei bardziej zaawansowane metody analityczne są często uznawane za zbyt skomplikowane. Autor, poza omówieniem podstawowych kwestii, w tym dotyczących definicji wydajności, skupia się na zastosowaniu do badania wydajności tzw. metod nieparametrycznych, a w szczególności analizy obwiedni danych (DEA). Metoda jest znana od lat w środowisku akademickim, ale wykorzystuje się ją często również do ewaluacji i benchmarkingu w biznesie oraz w sektorze publicznym. Jakkolwiek DEA jest stosowana przez niektóre instytucje audytorskie, nadal wydaje się być zbyt mało popularna w audycie i kontroli. W artykule przedstawiono istotę metody DEA, proste narzędzia służące do jej realizacji oraz przykładowe zastosowanie.

Purpose – Measurement and evaluation of the effectiveness of R&D expenditure in Poland and comparison of this amount to selected European countries.Research method – The effectiveness of R&D expenditure was measured using the non-parametric DEA (Data Envelopment Analysis) method, which is result-oriented, since the goal of the R&D sector is to maximize the effects. In this paper, a model was created to determine the effectiveness of R&D expenditure in relation to the effects in the form of: the number of scientific publications, the number of patent applications submitted to the EPO and the export of high-tech products per 1 million euros of R&D expenditure.Results – The overall efficiency index for Poland was 0.6925 and was slightly higher than the average for the countries in the study group (0.682). In the efficiency ranking Poland was ranked 12th. The only country that was fully efficient was Germany. Second place was taken by France (0.815), and third place by Italy (0.7825).Originality / value / implications / recommendations– The paper presents a comprehensive analysis, evaluation and comparison of the effectiveness of R&D expenditure in Poland in relation to European countries using the DEA method, taking into account three effects, i.e.: the number of publications, the number of patent applications and exports of high-tech products.

The aim of the study was to determine the technical efficiency of farms specialising in milk production (type 45) using the DEA method. The research covered the period 2008- 2017. Data for calculations were collected using the indirect observation method based the data from the Polish FADN Cfor2008-2017 as the source of actual data. 11055 dairy farms were included in the study. Dairy farms with fewer than 15 cows were excluded from the study. The DEA method uses an approach that minimizes inputs and the CCR and BCC models. In the description of the results, the surveyed farms were divided into three groups: effective farms for which the technical efficiency coefficient was 100%, farms close to effective, in which the technical efficiency coefficient was within <90<100% and ineffective farms, in which the analysed coefficient was smaller than 90%. In the analysis of the results of the given dairy farms, the farms were divided according to their economic size, cow herd size and milk yield.
Celem badań było określenie efektywności technicznej gospodarstw wyspecjalizowanych w produkcji mleka (typ 45) z zastosowaniem metody DEA. Badania obejmowały lata 2008-2017. Dane do obliczeń zebrano, posługując się metodą obserwacji pośredniej i wykorzystując jako źródło danych aktualnych dane z polskiego FADN za lata 2008-2017. Z badań wyłączono gospodarstwa mleczne, które posiadały poniżej 15 krów. W metodzie DEA zastosowano podejście minimalizujące nakłady i modele CCR i BCC. W opisie wyników badane gospodarstwa podzielono na trzy grupy: gospodarstwa efektywne, dla których współczynnik efektywności technicznej wynosił 100%, gospodarstwa zbliżone do efektywnych, w których współczynnik efektywności technicznej mieścił się w granicach <90<100%, i gospodarstwa nieefektywne, w których analizowany współczynnik był mniejszy niż 90%. W analizie wyników danych gospodarstw mlecznych dokonano podziałów gospodarstw według ich wielkości ekonomicznej, wielkości stada krów, wydajności mlecznej.

The main objective of the research was to determine the impact of selected endogenous factors, as well as the amount of subsidies from EU funds on the technical efficiency of production factors in family farms. The research included farms from Bydgoszcz subregion which before pre-accession of Poland to the European Union (1996 -2003) benefited from preferential loans. At the same time, in the years 2004-2011, they kept accounting in the Polish FADN system. Using the regression calculus, the impact of articular factors on the technical efficiency of farms was determined. The structural parameters of linear and non-linear models with many independent variables were estimated. As a result of the conducted analyzes, it was found that they improved efficiency: capital expenditure before and after accession, land area increase before accession, production intensity, increase in equity after accession, asset debt and external costs. However, they worsened efficiency: work expenses, pig stocking, debt of equity, fixed costs as well as additional investment activity and the share of subsidies in income.

The aim of the article is to make a diagnosis of the efficiency of enterprises belonging to the Polish food sector and listed on the Stock Exchange in Warsaw. Achievement of the indicated objective is conditioned by the use of the method of systematic literature analysis and the Data Envelopment Analysis method – one of the methods of mathematical linear programming based on the concept of a production capacity curve. The first chapter presents the theoretical foundations of the DEA method. The next chapter describes the methodology of empirical research. In the third chapter, the most important research results are presented and a discussion of results was conducted.

This article focuses on the efficiency of public administration in Poland in the broad sense. It presents the results of the authors’ own research into the efficiency of province-level Voivodship Offices in Poland from 2008 to 2012. The research made it possible to identify the degree of variation in the efficiency of functioning of these offices and to indicate the underlying causes of the differences. The efficiency of functioning of Voivodship Offices was measured based on a nonparametric approach with use of the Data Envelopment Analysis (DEA) method. It was found that the investigated offices differ considerably in terms of efficiency of functioning. Based on the identified differences in the efficiency levels, a ranking of the offices was also compiled. The results of the research indicate a clear occurrence of a scale effect in the functioning of Voivodship Offices. This, in practice, means that the number of people and businesses they serve is too small in relation to the resources and inputs used. In the course of the research, the unit costs of selected administrative services were evaluated as well as the relationship between the number of employees and the number of analysed services. Conclusions drawn from the research made it possible to formulate recommendations regarding necessary action to be taken in order to improve the efficiency of functioning of Poland’s Voivodship Offices.
Niniejszy artykuł, dotyczący szeroko pojętej problematyki efektywności funkcjonowania administracji publicznej, ma na celu zaprezentowanie wyników badań własnych, których przedmiotem była efektywność funkcjonowania urzędów wojewódzkich w Polsce w latach 2008–2012. Przeprowadzone badania posłużyły do określenia stopnia zróżnicowania efektywności funkcjonowania tych urzędów oraz wskazania potencjalnych przyczyn leżących u podstaw tego zjawiska. Pomiaru efektywności funkcjonowania urzędów wojewódzkich dokonano w ujęciu nieparametrycznym przy wykorzystaniu metody DEA. Stwierdzono, że pod względem efektywności funkcjonowania badane urzędy cechuje duże zróżnicowanie. Na podstawie zidentyfikowanych różnic w poziomie efektywności sporządzono także ranking tych urzędów. Wyniki badań wskazują na wyraźne występowanie efektu skali działania urzędów wojewódzkich, co w praktyce oznacza, że niektóre z nich obsługują zbyt małą liczbę ludności i podmiotów gospodarczych w stosunku do zaangażowanych zasobów i ponoszonych nakładów. W toku przeprowadzonych badań określono również poziom kosztów jednostkowych realizacji wybranych usług administracyjnych, a także relacje liczby pracowników urzędów do liczby analizowanych usług. Wnioski płynące z przeprowadzonych badań stanowiły podstawę do sformułowania rekomendacji dotyczących podjęcia niezbędnych działań służących poprawie efektywności funkcjonowania urzędów wojewódzkich.

Celem artykułu była ocena efektywności technicznej sektora ochrony zdrowia w Polsce w 2016 roku w podziale na poszczególne województwa. Badanie zostało przeprowadzone w oparciu o niepara-metryczną metodę badania efektywności – metodę DEA (ang. Data Envelopment Analysis). Efektywność techniczna funkcjonowania sektora w poszczególnych województwach rozpatrywana była na podstawie infromacji odnoszących się na publicznych szpitali ogólnych funkcjonu-jących na ich terytorium. Wyniki analizy wskazały, które województwa odznaczają się wzorcową, na tle badanej grupy, efektywnością techniczną funkcjonowania. W toku analizy wyznaczone zostały także województwa, na technologii których powinny wzorować się pozostałe, nieefektywne województwa.
The aim of the article was to assess the technical efficiency of the healthcare sector in Poland in 2016. The study was carried out on the basis of non-parametric method of efficiency testing - Data Envelopment Analysis. The technical efficiency of the sector's functioning in voivodships was considered on the basis of information gathered from public general hospitals. The results showed which voivodships were characterized by the best technical efficiency in comparison to the group under study.

The paper presents the literature review concerning the general assumptions of the Data Envelopment Analysis (DEA) and its applications in forest management and wood industry evaluation. So far, efficiency evaluation in forestry sector was carried out using mostly the ratio analysis only. The DEA approach, which was developed in the 1970s, is based on the mathematical programming algorithm and gives more opportunities to analyze efficiency in forestry sector. We describe the main steps of DEA and possible options for the analysis. It also discusses the advantages and disadvantages of the method applications. We also present the most significant papers concerning DEA application in forest management and wood−based industry. As far as forest management is regarded, DEA was used for evaluating forest offices, administration and institutions and optimizing forestry operations performed by both private and state−owned companies. In case of wood−based industry, the method was used mostly for evaluating efficiency of sawmills and pulp mills. Most of the research in this field was carried out in the United States and Canada. DEA was applied to measure efficiency in forest management in Poland only recently, which should be considered as a good step towards improvement of research quality in this field in Poland and should provide comprehensive results of forest management efficiency evaluation. The method should be used more widely to evaluate efficiency of various aspects of forestry and wood−based industry in Poland.

Research background: Economic crisis hit all the European Union Member States hard, with the impact of crisis varying considerably. The low growth performance in the EU has increased concerns regarding an increasing wage dispersion, income inequality at large, and social exclusion in line with poverty. Inequality should be seen as a cornerstone of both sustainable and inclusive growth under the Europe 2020 Strategy. Social inequality in the EU is a real problem, which hampers sustainable economic growth. Purpose of the article: The purpose of this study is to introduce evaluation of social development convergence and divergence trends between the EU Member States in the context of the Europe 2020 Strategy. The study gives an outline of the issues of the labour market and income disparities and poverty. Policymakers must be clear about what social objectives they are aiming to achieve, therefore special attention is paid to headline national goals of the Europe 2020 Strategy. Methods: The main task of this study is to assess social dimension and inequalities problems in the EU27 by applying Data Envelopment Analysis method, resp. time-series dynamic efficiency analysis in the form of output-oriented Malmquist Productivity Index. This study contains changes of key social equality indicators related to the Europe 2020 Strategy and compares objectives and general outlines of period 2010-2015, as well as the impact on national economics and living conditions. Findings & value added: Results contain elements of typology premises of the EU28 and point to a large diversity in inequality patterns, as the Author observes both increases and decreases in inequality at the EU level. Recent changes in social inequality have been associated with the business cycle, particularly with the accessibility of the labour market and, of course, with income inequality. Additionally, the development challenges are discussed for improvement of the socioeconomic well-being of the EU and to avoid social disparities.

The aim of this paper was to evaluate the financial and economic resources efficiency of forest districts in the years 2008−2012 using a nonparametric approach of the Data Envelopment Analysis (DEA). DEA is a linear programming based method for evaluating the performance of comparable production units such as firms. The relative efficiency of compared forest districts is calculated with the Variable Returns to Scale (VRS) model. Although the method is already extensively applied in many areas of economics, its use in forestry remains limited. We studied 110 forest districts from Wrocław, Katowice, Kraków and Krosno regional directorates of the State Forests. The research was conducted in groups of forest districts according to the similar forest site type, which ensured the homogeneity of the units and the comparability of research results. Two categories of the forest districts were identified: ‘lowland' and ‘upland−mountain' ones. The study covered selection of input (efforts) and output (results) variables as well as selection of appropriate DEA model, which were used to evaluate technical efficiency of the forest districts. Within the so−called model of economic resources they were quantified in technical units, whereas in a financial model – in value terms. The research shows differences in the use of economic and financial resources by the analyzed forest districts. The ‘lowland' were more effective than ‘upland−mountain' ones both in terms of the use of the financial and economic resources. Average relative efficiency in a financial model for the ‘lowland' forest districts amounts to 0.896, while for the ‘upland−mountain' ones – to 0.839. In economic resources model this parameter equals 0.853 and 0.823, respectively. The DEA method may be an alternative or complementary to other methods of evaluation of the forest district efficiency. Any attempt of such analysis may be very valuable support in the forest management.

The article presents research results on the assessment of an efficiency of selected socially responsible organizations. The key of selection of entities for the research was Respect index introduced by the Warsaw Stock Exchange. Of the 25 organizations included in the index for the analysis organizations from the banking sector were selected. Efficiency assessment was made using DEA method with an application of input oriented CCR model. In the research, the input was represented by the level of employment (in persons), and the result was represented by an amount of loans and advances (in thous. zl). Apart from the division of banks into efficient and inefficient, for inefficient banks, optimal technologies were defined. These banks in order to improve their efficiency should decrease the level of employment. This applies in particular to Bank Handlowy in Warsaw, where the current result in the form of loans and advances could be reached by about 50% lower input.

Research background: Regions that are able to use their resources in the most efficient way could be perceived as valuable benchmarks when shaping socio-economic policy. The concept of efficiency, however, may be related not only to pure economic categories but to social goals as well. The economic and social spheres overlap and often have some common origins, among which, the sectoral structure of employment seems to be an important one. Purpose of the article: The aim of the study was to compare the social efficiency of employment in three sectors in Polish voivodeships. Not only were we evaluating the relative performance of each region, but we were also paying attention to the efficiency of engagement of human resources in the agricultural, industrial and service sectors. Methods: We adopted the DEA method to assess the social efficiency of Polish regions. We have evaluated social cohesion concerning its two output dimensions: positive, which may be described by social activity, and negative, which may be reflected in the form of social exclusion stemming from material sources. We took into account the level of employment in agricultural, industrial and service sectors as inputs in the model and thus focused our attention on the three sectoral structure of the regional economies. Our model assumed non-radial developmental paths and was input oriented (NR-CCR). The data described the 16 Polish voivodeships in the year 2015, and were extracted from the Central Statistical Office of Poland?s databases. Findings & value added: The research conducted indicates that Polish regions which were the most efficient in terms of social integration were simultaneously those with the best economic results in terms of GDP per capita. The highest social efficiency level was characteristic for employment in the service sector, while agriculture was placed at the lowest level. The same pattern was revealed when social activity and the danger of poverty were considered separately. Thus, structural development appears to be favourable for regional economies also in terms of social cohesion, which is a factor often neglected in the literature.

The machinery sector plays an important role in the economy of each country providing the technology, machinery, equipment and production lines for other manufacturing sectors. Nowadays, these companies often introduce also services to their portfolio, thus exceeding the boundary between the manufacturing sector and the service sector. These actions are caused by the global trend of shifting towards a service economy and harsh competitive conditions in the market place. The aim of this article is to assess the condition of the selected group of companies operating in the sector of machinery and industrial equipment manufacturing in terms of technical efficiency, and to examine whether the number of services offered by them correlates with the efficiency score. The analysis was made using DEA (Data Envelopment Analysis), which as a non-parametric method, is widely used for studding the efficiency of both business institutions and public organizations, for which the relationship between inputs and achieved outputs (i.e. the production function) is unknown. Data for the study were drawn from the EMIS (Emerging Market Information Service) database, and the sampling was made in accordance with the DEA methodology taking into account factual and statistical methods. Both, companies that offer a wide range of services and those that limit the range of services to warranty support, were analyzed, and then the results were compared and discussed.
