Opis:
The aim of the paper is to present the experience of the Republic of Serbia in conducting the 2022 Census of Population, Households and Dwellings, focusing on the employment, legal framework and financing of the census as well as on its successful implementation. It discusses strategic decisions on data collection and the integration of information technology - including geospatial data, data collection techniques, machine learning, record linkage and monitoring system - to overcome the challenges posed by the census. The paper addresses the census undercoverage, explores the use of administrative data for item imputation, and examines the development of a statistical population register. The study demonstrates the benefits of adopting a digital-census approach: significant improvement of accuracy, cost reduction and acquired expeditiousness. The Statistical Office of the Republic of Serbia conducted a digital census combined with traditional methods, excluding self-enumeration, along with the use of administrative data for item imputation, and recommends this approach as the most effective way to obtain precise and comprehensive information about a population, including its demographic characteristics, geographic distribution and overall size.
Celem artykułu jest przedstawienie doświadczeń Republiki Serbii w zakresie organizacji Powszechnego Spisu Ludności, Gospodarstw Domowych i Mieszkań 2022, ze szczególnym uwzględnieniem zagadnień dotyczących zatrudnienia personelu, ram prawnych i finansowania tego badania oraz warunków jego udanej realizacji. Praca skupia się na strategicznych decyzjach w sprawie zbierania danych oraz zastosowania technik informatycznych, takich jak: wykorzystanie danych przestrzennych, cyfrowe metody uzyskiwania danych, uczenie maszynowe, łączenie rekordów czy system monitorujący, mających na celu sprostanie wyzwaniom związanym ze spisem. Autorzy poruszają także kwestie niedostatecznego pokrycia spisu oraz wykorzystania rejestrów administracyjnych do imputacji danych. Ponadto poświęcają uwagę opracowaniu i udoskonalaniu statystycznej ewidencji ludności, dokładności danych, obniżeniu kosztów i zwiększeniu efektywności badania. Główny Urząd Statystyczny Republiki Serbii przeprowadził spis powszechny w sposób cyfrowy, łącząc ten mechanizm z metodami tradycyjnymi (z wyłączeniem samospisu) i posiłkując się rejestrami administracyjnymi w celu imputacji danych. Metoda ta jest w artykule rekomendowana jako najefektywniejszy sposób uzyskania precyzyjnych i wyczerpujących informacji na temat populacji, w tym jej charakterystyki demograficznej, rozmieszczenia przestrzennego i liczebności.

Land surface albedo is a relevant variable in many climatic, environmental, and hydrological studies; its monitoring allows researchers to identify changes on the Earth’s surface. The open satellite data that is provided by the USGS/NASA Landsat mission is quite suitable for estimating this parameter through the remote sensing technique. The purpose of this paper is to evaluate the potentialities of the new Landsat 9 data for retrieving Earth’s albedo by applying da Silva et al.’s algorithm (developed in 2016 for the Landsat 8 data) using the Google Earth Engine cloud platform and R software. Two urban areas in Southern Italy with similar geomorphologic and climatic characteristics were chosen as study sites. After obtaining thematic maps of the albedos here, a statistical analysis and comparison among the Landsat 8 and Landsat 9 results was performed considering the entire study areas and each land use/land cover class that is provided by the Copernicus Urban Atlas 2018. This approach was also applied to the data after being filtered through Tukey’s test (used to detect and remove outliers). The analysis showed a very good correlation between the Landsat 8 and Landsat 9 estimations (ρ > 0.94 for both sites), with some exceptions that were related to some mis-corresponding values. Furthermore, the Landsat 8 and Landsat 9 outliers were generally overlapping. In conclusion, da Silva et al.’s approach appears to also be reasonably applicable to the Landsat 9 data despite some radiometric differences.

The exponential development of technologies for the acquisition, collection, and processing of data from real-world objects is creating new perspectives in the field of machine maintenance. The Industrial Internet of Things is the source of a huge collection of measurement data. The performance of classification or regression algorithms needs to take into account the random nature of the process being modelled and any incomplete observability, especially in terms of failure states. The article highlights the practical possibilities of using generative artificial intelligence and deep machine learning systems to create synthetic measurement observations in monitoring the vibrations of rotating machinery to improve unbalanced databases. Variational AutoencoderVAE generative models with latent variables in the form of high-level input features of time-frequency spectra were studied. The mapping and generation algorithm was optimised and its effectiveness was tested in the practical solution of the task of diagnosing the three operating states of a demonstration gearbox.

Opis:
The study carried out an analysis of the urban traffic noise from 2011 to 2016 at Kielce (Poland). The results of noise simulations according to the Cnossos-EU model were compared with the sound level calculated by monitoring station and a very good agreement was obtained. The mean absolute error was smaller than 1 dB(A). For weekdays the charts shape at individual hours of the day were shown to be similar. However, one can notice a different shape of this charts from the morning peak on Friday to the end of the weekend and especially on Saturday and Sunday.

The article deals with the subject of the obligation to report and provide information to the tax administration about events affecting the identification of a tax liability. The author also tries to show that modern tax obligations in the field of sending various data on activity in the tax and economic area go far beyond the standard clichés and relations declaration – tax authority.

The monitoring of physiological parameters using wearable (bio-) sensors of military personnel is a progressing process within the military environment. It sets high demands on such devices, in order to support healthcare and performance of the personnel. To get an overview of the current status of the use, the evaluation and the implementation in the military, in May 2021, the Multinational Medical Coordination Centre / European Medical Command has organized an expert workshop about ‘Biosensors Supporting Healthcare in Missions’. Three thematic clusters were addressed: ‘Human Performance and Readiness’; ‘Health and Medical Management Applications’ and ‘Ethical and Legal Aspects of the Use of Biosensors’.

This paper presents the evolution of the mesoscale convection system as seen on satellite images during all stages: pre-convection, initiation, and maturity. The evolution of any atmospheric phenomenon can be monitored effectively only when the data available have adequate temporal and spatial resolution. In case of convective storms the resolution should be minutes and kilometers. Therefore, data from the METEOSAT geostationary satellite, with 5-minute and 15-minute intervals were used operationally to monitor the storm of 11 August 2017; this was a most destructive storms, concentrated in several districts of the Pomeranian, Greater Poland, and Kuyavian-Pomeranian voivodeships. Analysis demonstrated that some alarming features, like cold rings or cold U/V shapes, can be visible on the single channel satellite images, without even referring to specific convective products. However, the nowcasting of the convective phenomena requires careful analysis of several dedicated products, including stability indices and water vapor content in the troposphere. It has been shown that with comprehensive analysis of the information provided by the different satellite images and satellite derived products, it is possible to draw conclusions about the severity of the observed storms as well as the probability of the occurrence of the extreme weather at the ground.

This paper describes the architecture of a weather routing system consisting of two key elements: onboard monitoring and route optimiser sub-systems. The former is responsible for collecting various onboard measurements, such as current ship position or ship motion variables. These data, when gathered and processed, are then used for fine-tuning a ship model. The model, together with weather forecasts, is utilised by a multi-objective route optimiser to estimate forecasted ship responses during the voyage. The route optimiser has been developed in a client-server architecture to reallocate all necessary high-tech resources to the server side and keep the client software as simple and light as possible. The system also includes a module responsible for optimising transmission costs, to reduce onboard transmission during the voyage. The entire solution has been deployed onboard the demonstrator ship ‘Monte da Guia’ and tested during its operations at sea.

Purpose – The purpose of this article is to identify and indicate the basic issues of employee moni-toring that arise in the field of economic and legal sciences from the perspective of employers, such as the factors motivating employers to use various forms of employee monitoring, current conditions of such activities resulting from state law and the European Union law, as well as potential threats to employers using broadly understood monitoring. Research method – Dogmatic and statistical methods, the analysis of legal acts and research results, as well as literature studies and observations of practice were used to prepare the article.Results – The possibility of using modern technologies to monitor employees is an important tool in the pursuit of effective organization of working time, although there is a lack of studies showing whether the monitoring methods offered on the market actually increase work efficiency. The actual needs of employers with regard to various forms of monitoring are not reflected in the provisions of the Labor Code. Employers should approach employee monitoring with caution, because inapprop-riate actions in this area may have negative effects.Originality / value / implications / recommendations – The article concerns issues of significant impor-tance from the perspective of not only Poland, but also other European Union countries, current in the realities of the pandemic and based on the latest legal regulations.

This article shows that the most sensitive indicator of local and regional karst activity in territories of apparent karst processes is the behaviour of karst lakes. The authors propose a hydrogeological monitoring methodology for the karst process based on the phase-measuring geoelectric control method in the coastal zone of karst lakes. The geoelectric current control of hydrogeological changes in the medium at local levels uses a multi-frequency vertical electric sounding combined with a phase-measuring method of registering the geoelectric signal. These proven methods permit to distinguish variations of spatial parameters and the electric conductivity of several layers at a time. Moreover, they significantly increase the noise resistance and sensitivity of the measuring system. An adaptive algorithm function of the measuring complex for geoelectric monitoring of karst lakes’ coastal zones was developed to control the operation of facilities and data collection systems. Based on an example of a lake where karst processes are active, the key zones of hydrogeological control were identified depending on karst manifestations. The research confirmed the possibility of local and regional monitoring of the development and forecasting of destructive karst-suffosion processes based on hydrogeological regime observations of karst lakes.

In the era where compute power like electricity is easily available and easy to use across the globe, and big data is generated in enormous amounts at ever-increasing rates, the question, what to monitor and how, will become ever more relevant to save the world from flood of meaningless, dumb data, leading frequently to false conclusions and wrong decisions whose impact may range from a minor inconvenience to loss of lives and major disasters.

Intelligent IoT functions for increased availability, productivity and component quality offer significant added value to the industry. Unfortunately, many old machines and systems are characterized by insufficient, inconsistent IoT connectivity and heterogeneous parameter naming. Furthermore, the data is only available in unstructured form. In the following, a new approach for standardizing information models from existing plants with machine learning methods is described and an offline-online pattern recognition system for enabling anomaly detection under varying machine conditions is introduced. The system can enable the local calculation of signal thresholds that allow more granular anomaly detection than using only single indexing and aims to improve the detection of anomalous machine behaviour especially in finish machining.

The validation of the measurements quality after on-site diagnostic system installation is necessary in order to provide reliable data and output results. This topic is often neglected or not discussed in detail regarding measurement systems. In the paper recently installed system for soft X-ray measurements is described in introduction. The system is based on multichannel GEM detector and the data is collected and sent in special format to PC unit for further postprocessing. The unique feature of the system is the ability to compute final data based on raw data only. The raw data is selected upon algorithms by FPGA units. The FPGAs are connected to the analog frontend of the system and able to register all of the signals and collect the useful data. The interface used for data streaming is PCIe Gen2 x4 for each FPGA, therefore high throughput of the system is ensured. The paper then discusses the properties of the installation environment of the system and basic functionality mode. New features are described, both in theoretical and practical approach. New modes correspond to the data quality monitoring features implemented for the system, that provide extra information to the postprocessing stage and final algorithms. In the article is described also additional mode to perform hardware simulation of signals in a tokamak-like environment using FPGAs. The summary describes the implemented features of the data quality monitoring features and additional modes of the system.

Opis:
The article discusses one of the ways to monitor human health through a continuous comparative analysis of skin temperatures on various parts of the body. Comparing the temperatures of such parts as the armpit, limbs of the arms and legs, it is proposed to draw a conclusion about the state of blood circulation and blood density. A detailed algorithm for processing the measured temperatures is presented. An automated data processing and notification system is proposed. The description of the initial version of the device developed by the authors is given, where the assumptions about possible health problems are notified using light lamps and an audio signal. An inexpensive Arduino NANO microcontroller is proposed as a technical tool for an information processing device.. The research results can be applied in automated systems as hardware and software. The device can be useful in constant monitoring the health status of newborns, people with serious disabilities and people with limited ability to move independently.

Budowa systemu pomiarowego opartego o sieci komórkowe jest stosunkowo łatwa i tania w budowie i eksploatacji. System zdalnego monitoringu musi zostać odpowiednio dostosowany do specyficznych wymagań sieci, niezbędne jest odpowiednie wyposażenie, umożliwiające rejestrowanie i przesyłanie danych w sieci GSM lub Internet. Działanie urządzenia zostało przedstawione w artykule na podstawie ciekawego przypadku uszkodzeń trakcyjnych silników elektrycznych. Silniki były wykorzystywane do napędu pojazdów szynowych, a pomiary zostały wykonane w trakcie normalnej eksploatacji pojazdu. Przedstawiono również przykładowe wyniki pomiarów. Pomiary i rejestracje wykonywane były zdalnie za pomocą urządzeń telemetrycznych, których koncepcja została opracowana przez autorów niniejszego artykułu. Budowa autonomicznego, telemetrycznego, wielokanałowego systemu oraz możliwe zastosowania również zostały przedstawione. Autorzy planują poszerzenie możliwości urządzenia o pomiar innych wielkości nieelektrycznych.
The structure of the measurement system based on the cellular networks is relatively easy and cheap in building and operation. Remote monitoring system must be appropriately adapted to the specific requirements of network, it is necessary the appropriate equipment allowing to record and transmit the data on the GSM network or the Internet. Operation of the device is presented in this article on the basis of an interesting case of damage of the traction electric motors. The motors were used for driving of vehicles, and the measurements were made during the normal vehicle operation. The examples of measurement results are also presented. Measurements and recordings were carried out remotely using the telemetric devices, whose concept was developed by the authors of this article. Structure of the autonomous, telemetric, multi-channel system and the possible applications are also presented. The authors plan to expand the capabilities of the device by the measurement of other non-electrical quantities.
