Opis:
Revenue management (RM) deals with selling the right product to the right customer at the right time at the right price through the right channel to maximize revenue. The innovation of RM lies in the way decisions are made. The performance of revenue management approaches can be evaluated against several criteria. Both discrete and continuous multicriteria models can be used to analyse RM. The performance pyramid is a comprehensive, fully integrated per performance system that captures multiple perspectives such as internal, financial, customer and innovation. The assessment is based on a combination of Analytic Hierarchy Process (AHP), Analytic Network Process (ANP) and Data Envelopment Analysis (DEA) approaches. Customer behaviour modelling is gaining increasing attention in revenue management. Customer choice models can be extended with more inputs and more outputs. Evaluation of alternatives can be performed using DEA based evaluation methods. The search for an efficient frontier in a DEA model can be formulated as a multiobjective linear programming problem. We propose to use an Aspiration Level Oriented Procedure (ALOP) to solve the problem.

Opis:
Classical methods of data envelopment analysis operate by measuring the efficiency of decision- -making units (DMUs) compared to similar units, without taking their internal structure into account. However, some DMUs consist of two stages, with the first stage producing an intermediate product, which is then consumed in the second stage to produce the final output. The efficiency of this type of DMU is often measured using two-stage network data envelopment analysis. In real world, most data are vague. Therefore, the inputs and outputs of systems with vagueness data create uncertainty challenges for DMUs. As a result, when uncertainty appears, intuitionistic fuzzy sets can show more information than classical fuzzy sets. This paper presents a model of two-stage Network Data Envelopment Analysis based on intuitionistic fuzzy data, which measures the efficiency of the first and second stages of each DMU, and the overall efficiency measures based on the stage efficiencies.

Opis:
In the Red River Delta (RRD) of Vietnam, small-pumping systems are one of main systems for paddy irrigation. It is imperative to analyze the operation and maintenance performance of irrigation systems by using the input factors when applying pricing mechanisms in the irrigation sector in Vietnam. In this study, based on the data of 48 irrigation systems managed by teams under irrigation companies, the non-parametric program, Data Envelopment Analysis, was used to measure the technical efficiency and scale efficiency for small-pumping scale irrigation systems in the Red River Delta. The seven input factors were the annual direct and indirect labor, materials, electricity, recurrent maintenance, overhead, and depreciation cost, and an output factor was the paddy areas irrigated by the systems. The results demonstrated that the average technical efficiency scores under constant returns to scale and variable returns to scale were 0.924 and 0.946, respectively. Thus, the wasted inputs were suggested to be 7.6% and 5.4% of the current input level, respectively. The average scale efficiency score was 0.977 and therefore, some 72.9% of the Decision-Making Units should adjust their input scales to achieve the efficiency in input factors.

Data envelopment analysis (DEA) is a well-known method that based on inputs and outputs calculates the efficiency of decision-making units (DMUs). Comparing the efficiency and ranking of DMUs in different periods lets the decision-makers prevent any loss in the productivity of units and improve the production planning. Despite the merits of DEA models, they are not able to forecast the efficiency of future periods with known input/output records of the DMUs. With this end in view, this study aims at proposing a forecasting algorithm with a 95% confidence interval to generate fuzzy data sets for future periods. Moreover, managers’ opinions are inserted in the proposed forecasting model. Equipped with the forecasted data sets and concerning the data sets from earlier periods, this model can rightly forecast the efficiency of the future periods. The proposed procedure also employs the simple geometric mean to discriminate between efficient units. Examples from a real case including 20 automobile firms show the applicability of the proposed algorithm.

The public transport service is highly essential to meet the demand due to a rapidly growing population and mobility. Thus providing public service and improve its service becomes an urgent need in recent years. In Iraq, the Bus system represents the backbone in public transportation, which is based mainly on highway infrastructure. To meet the growing mobility needs, enhancing public service provided only by bus routes is essential. Measuring bus route performance represents one of the crucial transit research topics in the last recent years. The current study tries to investigate the urban public route's efficiency utilizing the "data envelopment analysis (DEA)" technique. To analyze route performance, DEA is using, and performance measures include route design, cost, service, operation, and comfort efficiency are selected and calculated for different routes. Efficiency and effectiveness are the output of this process. Bus company owners can also use the results of this study to improve their services, attract new customers, and better manage their resources.

Opis:
Hospitals are the most important and costly component of the healthcare system. Therefore, hospital performance evaluation (HPE) is an important issue for the managers of these centres. This paper presents a new approach for HPE that can be used to calculate the efficiency, effectiveness, and productivity of hospitals simultaneously. Efficiency refers to the ratio of inputs and outputs, effectiveness refers to the extent to which outputs align with predetermined goals, and productivity refers to the sum of both efficiency and effectiveness. To this end, a Data Envelopment Analysis (DEA) model is developed to simultaneously measure the efficiency, effectiveness, and productivity (DEA-EEP) of hospitals. DEA is a linear programming technique that in its traditional form, calculates the performance of similar decisionmaking units (DMUs) that have both inputs and outputs. In this study, the inputs are the number of health workers, the number of other staff, and the number of patient beds; while the outputs are the bed occupancy rate and the bed turnover rate. A target value is set for each output to measure the effectiveness of hospitals. The advantage of the developed model is the ability to provide a solution for non-productive units so that they can improve their performance by changing their inputs and outputs. In the case study, data of 11 hospitals in Tehran were evaluated for a 3-year period. Based on the results, some hospitals experienced an upward trend in the period, but the efficiency, effectiveness, and productivity scores of most hospitals fluctuated and did not have a growing trend. This indicates that although most hospitals sought to improve the quality of their services, they needed to take more serious steps.

The aim of this article is to evaluate the technical efficiency of the chosen commercial banks, which in the years 2014–2016 were participants in acquisitions in the banking sector, with the usage of the Data Envelopment Analysis (DEA) model. The DEA model was modified through reshaping the linear form using the Charnes, Cooper, and Rhodes (CCR) model, which is aimed at expenditures. The growing number of the elderly in many countries has made it necessary to develop a wellthought-out policy. In the European Union, the concept of lifelong learning is being promoted which includes third-age universities aimed to activate the elderly through education, learning, expanding knowledge and developing interests, as well as a way of actively spending free time and meeting new people. Third age universities (U3A) have been operating in Poland for over 40 years, but they are very rarely analysed. This article measures the efficiency of twenty U3As operating within state universities in Poland in the 2017/2018 academic year. A non-radial SBM model, which is a non-parametric DEA method, was used to analyse efficiency. The results show that seven U3As were 100% efficient. Two were in a quantitative (number of students) or a qualitative (number of classes) model, and five in both models simultaneously. However, most universities focused on the number of students rather than the number of classes offered to their students.

Subject and purpose of work: This paper aims to assess the operational efficiency of public higher vocational schools in the Lublin Region. Materials and methods: The assessment was based on the non-parametric method of data envelopment analysis (DEA) using the standard CCR-O model. Results: In most of the analysed models (E, N, O series), the public higher vocational schools in the Lublin Region were found to have improved their efficiency in 2019 relative to 2017. Conclusions: E-series models are very susceptible to changes, both in terms of inputs and effects. This gives the possibility of a significant impact on the increase in the assessment of the effectiveness of investigated units DMUs. N-series models demonstrate the importance of aggregation and quality of source data for the results of performance assessment. Class O models justify the need to look for and compare the use of other DEA model variants in the study of the effectiveness of public higher vocational schools.
Przedmiot i cel pracy: Celem opracowania jest ocena efektywności funkcjonowania publicznych uczelni zawodowych z regionu województwa lubelskiego. Materiały i metody: Do opracowania materiału zastosowano nieparametryczną metodę DEA (ang. data envelopment analysis) w standardowym modelu CCR-O. Wyniki: W większości analizowanych modeli (seria E, N, O) odnotowano poprawę oceny efektywności badanych państwowych wyższych szkół zawodowych regionu lubelskiego w 2019 roku w stosunku do 2017 roku. Wnioski: Modele klasy E są bardzo podatne na zmiany, zarówno w obszarze nakładów, jak i efektów. Daje to możliwość istotnego wpływu na wzrost oceny efektywności działania badanych jednostek DMU (ang. Decision Making Unit). Modele serii N wykazują istotność kwestii agregacji i jakości danych źródłowych dla wyników oceny efektywności. Modele klasy O uzasadniają konieczność poszukiwania i porównywania zastosowania innych wariantów modelu DEA w badaniu efektywności publicznych uczelni zawodowych.

The aim of the presented research was to analyse the efficiency of forest management as an approach to promote sustainable multifunctional forestry. A total of 17 Regional Directorates of State Forests (RDSFs) in Poland were studied with the use of data envelopment analysis (DEA). This method has been proposed and tested using criteria and indicators (C&Is) as inputs and outputs of the created models. The research process was divided into two stages: first, we analysed the efficiency of simple DEA models and models with additional variables, which allowed us to determine the major models providing the best combination of efficiency evaluation criteria. Second, we used these models to assess the efficiency of sustainable management of forests by RDSFs. According to our results, RDSFs were found to be highly efficient in converting resources into production and nonmarket results. Nevertheless, the implementation of sustainable development principles requires further actions, in order to fulfil all ecological, economic, and social functions in a more effective way. They are connected with the necessity to increase the areas of both protective forests and promotional forest complexes. Thus, the results of this study might be a valuable source of information for the planning process of forestry services at the strategic and operational levels.

The subject of the research presented in this paper is the efficiency of key commercial banks in Poland. The research sample includes 12 banks listed on the Warsaw Stock Exchange, which hold over 80% of the assets of the entire commercial banks sector in Poland. The research period is 2013-2018. The aim of the research was to examine whether the largest commercial banks are more efficient than the others and to determine the main reasons for the inefficiency of commercial banks. Data Envelopment Analysis (DEA) was used as the research method. The obtained results indicate that the average efficiency is 0.903. It turns out that the largest banks are on average quite efficient and do not have much room for improvement. In the case of large banks, the average technical efficiency PE is 0.96, while in the case of pure technical efficiency PTE it is as high as 0.99. This indicates that the largest Polish banks manage their resources very efficiently.
Przedmiotem badania przedstawionego w niniejszym artykule jest efektywność kluczowych banków komercyjnych w Polsce. Próba badawcza obejmuje 12 banków notowanych na Giełdzie Papierów Wartościowych w Warszawie, które posiadają ponad 80% aktywów całego sektora banków komercyjnych w Polsce. Okres badania to lata 2013-2018. Celem badania było sprawdzenie, czy największe banki komercyjne są bardziej efektywne od pozostałych oraz wskazanie głównych przyczyn nieefektywności banków komercyjnych. Jako metodę badawczą zastosowano Data Envelopment Analysis (DEA). Uzyskane wyniki wskazują, że przeciętna efektywność wynosi 0,903. Okazało się także, że największe banki są przeciętnie dość efektywne i nie mają zbyt wielkich możliwości poprawy – przeciętna efektywność techniczna wynosi 0,96, w przypadku zaś „czystej efektywności technicznej” PTE wynosi ona aż 0,99. To wskazuje, że największe polskie banki zarządzają swoimi zasobami bardzo efektywnie.

Aim: If companies manage their inventory inefficiently, inventory costs can increase significantly due to shortages, overstocking, and risks. Inventory management is critical for company’s success which, in turn, impacts on countries’ development. This paper aims to investigate the efficiency of inventory control systems of companies from Brazil and Chile through Optimal Control Theory and Data Envelopment Analysis. Design/Research methods: Data was collected from Chilean and Brazilian companies covering different industries in which both countries are mostly dependent A new approach using OCT and DEA is applied for dealing with inventory, production, and demand in Dynamic DEA model to benchmark companies’ production-inventory systems. Conclusions/findings: The results show efficient companies among evaluated industries. Such companies are related mainly to Brazilian commerce and Chilean exports. Based on findings, it was possible to identify patterns and relationship among companies and its inventory management. Originality/value of the article: This paper fills a gap in studies including demand, production, and inventory in Dynamic DEA by using OCT to forewarn unrealistic results and observing companies’ behavior. Besides that, this approach is particularly useful for developing countries in this context, determining benchmarks for the most inefficient firms in each sector. Implications of the research: The results show (1) which companies should focus more on improving inventory management, (2) which companies should be used as benchmarks, and (3) it highlights the reasons of different performance of companies in each country. Limitations of the research: For future research, it is suggested including variables and analysis of social and environmental impacts.

Aim/purpose ‒ The traditional data envelopment analysis (DEA) is popularly used to evaluate the relative efficiency among public or private firms by maximising each firm’s efficiency: the decision maker only considers one decision-making unit (DMU) at one time; thus, if there are n firms for computing efficiency scores, the resolution of n similar problems is necessary. Therefore, the multi-objective linear programming (MOLP) problem is used to simplify the complexity. Design/methodology/approach ‒ According to the similarity between the DEA and the multiple attribute decision making (MADM), a game of MADM is proposed to solve the DEA problem. Related definitions and proofs are provided to clarify this particular approach. Findings ‒ The multi-objective DEA is validated to be a unique MADM problem in this study: the MADM game for DEA is eventually identical to the weighting multi-objective DEA. This MADM game for DEA is used to rank ten LCD companies in Taiwan for their research and development (R&D) efficiencies to show its practical application. Research implications/limitations ‒ The main advantage of using an MADM game on the weighting multi-objective DEA is that the decision maker does not need to worry how to set these weights among DMUs/objectives, this MADM game will decide the weights among DMUs by the game theory. However, various DEA models are eventually evaluation tools. No one can guarantee us with 100% confidence that their evaluated results of DEA could be the absolute standard. Readers should analyse the results with care. Originality/value/contribution ‒ A unique link between the multi-objective CCR DEA and the MADM game for DEA is established and validated in this study. Previous scholars seldom explored and developed this breathtaking view before.

Opis:
Niniejsza publikacja przedstawia metodykę DEA jako narzędzie do oceny efektywności technologii energetycznych. W pierwszej części pracy ukazano podstawowe narzędzia wykorzystywane do oceny portfela projektów inwestycyjnych w przemyśle energetycznym. W dalszej części scharakteryzowano metody Data Envelopment Analysis (DEA), czyli nieparametryczne procedury ustalania efektywności technologicznej badanych obiektów pod względem analizowanych czynników. W części praktycznej – wykorzystując analizę DEA – dokonano przykładowej oceny efektywności trzynastu technologii energetycznych, w tym technologii nadkrytycznego spalania węgla, zgazowania węgla połączonego z turbiną gazową oraz samodzielnego układu turbiny gazowej. Do analizy wykorzystano model nadefektywności nieradialnej z uwzględnieniem podziału na nakłady decyzyjne, niedecyzyjne oraz produkty pożądane i niepożądane. Dodatkowo przeprowadzona została analiza wyników dla przykładowej technologii. Zostały wytłumaczone możliwe sposoby interpretacji wyników końcowych z punktu widzenia obiektów efektywnych, jak i nieefektywnych. W tym drugim przypadku przedstawiono także kalkulację rozwiązania wzorcowego dla danej instalacji wraz z wnioskami co do skali działalności.
This publication presents the DEA methodology as a tool for assessing the efficiency of energy technologies. The first part of the work presents the basic tools used to assess the portfolio of projects in the energy industry. In the next part, the methods of Data Envelopment Analysis (DEA), non-parametric procedures for determining the technological efficiency, were characterized. In the practical part – using the DEA analysis – an exemplary effectiveness assessment of the of thirteen energy technologies (including the supercritical combustion of coal, gasification of coal combined with a gas turbine and an independent gas turbine system) was made. The analysis was based on the non-radial super-efficiency model, including the division into dependent and non-dependent inputs as well as desirable and undesirable products. In addition, an analysis of the results for the sample technology was carried out. The possible ways of interpreting the final results from the point of view of effective and ineffective objects have been explained. The second one also presents the calculation of the model solution for a given installation together with the applications for the scale of production activity.

Opis:
The assessment of a university’s functioning is interesting in particular in the context of the development of the region in which it is located. The comprehensive assessment of a university should take into account the efficiency and quality of its functioning on the one hand, and the main processes it implements (didactics and research) on the other. In the analysis, efficiency was assessed according to the use of resources to achieve effects. Quality, on the other hand, was understood as fulfilling the expectations of the environment. The research conducted on the efficiency and quality of the leading public universities in the Mazovia region in comparison to the largest universities in Poland showed that in the study sample, the University of Warsaw obtained the highest level of efficiency both in the case of didactics and research. The highest level of quality of the didactic process, in turn, was achieved by another university functioning in Mazovia, the Warsaw School of Economics.
Ocena funkcjonowania uczelni wyższej jest interesująca w szczególności w kontekście rozwoju regionu, w którym jest zlokalizowana. Do kompleksowej oceny uczelni należy wziąć pod uwagę, z jednej strony efektywnościowe i jakościowe aspekty jej funkcjonowania, z drugiej strony główne procesy realizowane przez uczelnie: dydaktykę oraz badania. W przeprowadzonym pomiarze efektywność rozpatrywano przez pryzmat oceny wykorzystania zasobów w celu osiągnięcia efektów. Jakość natomiast rozumiana była jako spełnianie przez organizacje oczekiwań otoczenia. Przeprowadzone badania efektywności i jakości czołowych publicznych uczelni wyższych, funkcjonujących na terenie województwa mazowieckiego na tle największych uczelni działających w Polsce, wykazały, że w badanej próbie, zarówno w przypadku procesu dydaktyki jak również badań najwyższy poziom efektywności, równy jeden, uzyskał Uniwersytet Warszawski. W zakresie jakości realizacji procesu dydaktyki najwyższy poziom z kolei wykazała druga uczelnia funkcjonująca na terenie województwa mazowieckiego, Szkoła Główna Handlowa.
