    Opis:
    Ensuring a good level of cybersecurity of global IT systems requires that specific procedures and cooperation frameworks be adopted for reporting threats and for coordinating the activities undertaken by individual entities. Technical infrastructure enabling safe and reliable online collaboration between all teams responsible for security is an important element of the system as well. With the above taken into consideration, the paper presents a comprehensive distributed solution for continuous monitoring and detection of threats that may affect services that provision is essential to security and broadly understood the state’s economic interests. The said solution allows to collect, process and share distributed knowledge on hazard events. The partnership-based model of cooperation between the system’s users allows the teams to undertake specific activities at the central level, facilitates global cyber threat awareness, and enhances the process of predicting and assessing cyber risks in order to ensure a near-realtime response. The paper presents an overview of the system’s architecture, its main components, features, and threat intelligence tools supporting the safe sharing of information concerning specific events. It also offers a brief overview of the system’s deployment and its testing in an operational environment of NASK’s Computer Security Incident Response Team (CSIRT) and Security Operation Center (SOC) of essential services operators.

    Theoretical background: The rapid development of Internet interactions and a growing number of information technology users caused by digital society development and accelerated by the COVID-19 pandemic yield the significant growth of cyber-attacks and cybersecurity incidents. Members of Generation Z use information technology as a main tool for broadening their knowledge and skills. For such digital natives, proficiency in ICTs appears as an indispensable element of life. This is even more apparent during the COVID-19 pandemic, when they are forced to use IT tools more often, both for the entertainment, education, and work. Such acceleration generates new possibilities, but also new threats.Purpose of the article: The aim of the paper is to check if members of Generation Z are aware of cybersecurity issues and whether they know basic threats and methods/tools that can improve the safety. We analyse students’ behaviour in the event of cyber incident and examine whether the analysed group is willing to improve cyber knowledge, skills, and attitudes.Research methods: We explored data collected from business students (N = 182). The online questionnaire was prepared in LimeSurvey. Finally, data analysis and visualization were performed in Microsoft Excel and Tableau.Main findings: The analysis indicates that business students have rather poor knowledge in cybersecurity. The results demonstrate the need for targeted educational campaigns and trainings that address the specific cyber weaknesses to build secure ecosystem, combining both technical, organizational, and behavioural aspects.

    The paper depicts a complex, distributed information system aimed at promoting cybersecurity awareness at the national level. The system, that is built in accordance with the Act on National Cybersecurity, passed by the Polish Parliament, enables collecting and processing in near-real time available information on the security status of essential services and digital services and, also, provides for assessment of negative impact of the identified threats concerned with the provision of those services. Advanced access control and dissemination mechanisms, for secure information sharing within the system, are provided in order to aggregate distributed knowledge and use this information for on-line security risk analysis and for generation and distribution of early warnings.

    Artykuł przedstawia wyniki dwóch badań ankietowych, przeprowadzonych w grupach studentów, instruktorów harcerskich oraz pracowników Wojewódzkiego Sądu Administracyjnego. Celem badań było poznanie wiedzy i poglądów respondentów na wybrane tematy związane z cyberbezpieczeństwem, stwierdzenie czy istnieją statystycznie istotne związki pomiędzy cechami statystycznymi uczestników badania, a ich wiedzą (mierzoną liczbą prawidłowych odpowiedzi na pytania dotyczące cyberbezpieczeństwa) oraz poglądami na temat cyberbezpieczeństwa. Badano także nawyki uczestników związane z bezpieczeństwem (takie, jak wykonywanie kopii bezpieczeństwa czy używanie programu antywirusowego) oraz związek między wiedzą, zachowaniami a uczestnictwem w szkoleniach.
    The article presents results of two surveys conducted in groups of students, scout leaders and employees of the Regional Administrative Court. The aim of the research was to recognize the knowledge and views of respondents on selected topics related to cybersecurity, to determine whether there are any significant statistical correlations between the statistical features of the survey participants, and their knowledge (measured by the number of correct answers to questions about cybersecurity) and views on cybersecurity. They surveys also examined the respondents’ habits related to security (such as making back-up copies or using antivirus software) and the relationship between knowledge, behaviour and participation in training courses.

    Pracownicy są najważniejszym ogniwem w ochronie informacji wewnątrz organizacji, gdyż to właśnie oni posiadają regularny dostęp do jej zasobów informacyjnych. Fakt ten jest dobrze rozpoznany przez krajowe oraz międzynarodowe instytucje standaryzujące, które w publikowanych normach zalecają kształcenie, szkolenia i podnoszenie świadomości pracowników jako kluczowy element strategii ochrony informacji przedsiębiorstw. W artykule przedstawiono obowiązujące standardy zarządzania bezpieczeństwem informacji i wskazano miejsca, gdzie definiowane są właściwe polityki, role, odpowiedzialności i działania związane z kształceniem i podnoszeniem świadomości. Następnie zaprezentowano przykład realizacji tych zaleceń w postaci włączenia do programu nauczania Wydziału Zarządzania i Ekonomii Politechniki Gdańskiej przedmiotu „Zarządzanie bezpieczeństwem informacji”. Opisano też doświadczenia i obserwacje wynikające z prowadzenia przedmiotu.
    Security experts agree that people are the critical factor in protection of organisations’ cyber assets. The end-users access the assets on a regular basis and in most cases either they lack the security knowledge necessary to protect them or they know how to avoid protection mechanisms – in both cases the result is the same, namely the exposure of the cyber assets to threats. At the same time the majority of organisations concentrate their information security budget on technical solutions. This is because technical methods are well-defined (thus – comprehensible) and give an illusion that when applied all security issues will be solved. Acquire a “box” – an anti-virus, a firewall or an anti-malware – install it, and consider the problem solved. This approach tends however to be ineffective. Surveys show that despite the gradually increasing investments in technical controls the number of intrusions reported annually also continues to rise. Interestingly, there are reports claiming that the majority of breaches were caused by insiders. Technical solutions cannot make a network more secure than activities of people who use it, because poor user practices overcome the even the most carefully planned security system. Educating and raising security awareness among personnel is like expanding the information security department into the whole organisation. Instead of few security experts trying to protect the network, security manager has at his/her support each employee of the organisation taking care of the security interests of the company. This establishes some sort of a “human firewall” that will be very likely more efficient than a technical solution, and in contrast to it, able to recognise unknown, previously undetected threats. The importance of Security Education, Training and Awareness (SETA) is today widely recognised in the cybersecurity domain. The relevant security requirements and controls are described in majority if not all of security standards. The number of SETA initiatives continues to grow. In this paper security requirements and controls in the information security management standards are presented, followed by the description of an example of their realisation: teaching information security management at the Faculty of Management and Economics of Gdańsk University of Technology.

    Znaczenie edukacji, szkoleń i podnoszenia świadomości zagadnień cyberbezpieczeństwa jest dziś, w erze społeczeństwa informacyjnego powszechnie uznane. W ostatnich latach w Unii Europejskiej pojawiło się wiele nowych inicjatyw związanych między innymi z rozwijaniem programów uniwersyteckich, przygotowywaniem specjalistycznych i profilowanych szkoleń, uruchamianiem masowych otwartych kursów online, a także badaniami opinii publicznej oraz ekspertów. Odbyła się również niezwykle interesująca debata dotycząca skuteczności i zasadności kształcenia zasad cyberbezpieczeństwa oraz przeprowadzono ankietę w instytucjach edukacyjnych dotyczących cech wzorcowego kursu w tej dziedzinie. W artykule przedstawiono te inicjatywy i związane z nimi wyzwania, a także trendy i perspektywiczne kierunki rozwoju nauczania zagadnień cyberbezpieczeństwa.
    Today, in the era of information society, the importance of cybersecurity education, training and awareness is widely acknowledged. In recent years many new initiatives have been taken in the European Union related to the development of academic programmes, creation of specialised, dedicated trainings, launching massive open online courses (MOOCs) as well as conducting stocktaking studies. There was a very interesting debate about the value of security awareness raising and trainings which provided strong arguments supporting inclusion of educative actions into organisations’ cybersecurity strategies. These actions, for instance, significantly improve security level in small and medium enterprises. The indispensable role of user education was confirmed in the European Digital Agenda and cyber security strategies of member states. Relevant courses need to be included into common curricula, not only the programmes for students of information technologies as it is today. A promising direction in popularisation of cybersecurity principles are Massive Online Open Courses (MOOCs). Although generally they expose a low level of completion, they became successful for participants with high self-motivation and previous learning experiences. A survey in educational institutions regarding the characteristics of a model cybersecurity course show that primarily it should rely on practical exercises based on role-playing and simulations, performed in teams. The content of such course should include real-life examples, privacy issues and risks inherent to the use of new technologies, as well as multidisciplinary questions. The paper presents cybersecurity education initiatives together with challenges related to them, and the trends and perspectives in cybersecurity education.

    Od drugiej dekady XXI wieku do chwili obecnej obserwujemy ciągły rozwój sieci komputerowej. Towarzyszą temu zagrożenia różnego typu przestępczością. W opracowaniu ukazano terminy i wyrażenia związane z cyberprzestępczością oraz wskazano na możliwości związane z występowaniem przestępstw i przeciwdziałaniem im w przestrzeni internetowej. Przytoczono również terminologię związaną z cyberterroryzmem i cyberbezpieczeństwem, która dotychczas nie została wprowadzona do przepisów międzynarodowych jako ogólnie akceptowalna. Zwrócono także uwagę, że nie można pominąć ograniczeń i braku kontroli nad nowymi technologiami i możliwościami Internetu dla przeciętnego użytkownika.
    From the second decade of the 21st century to the present, we observe the continuous development of the computer network. This is accompanied by threats of various types of crime. The paper presents terms and expressions related to cybercrime and indicates the possibilities related to the occurrence and counteracting of crimes in the Internet space. The terminology related to cyberterrorism and cybersecurity was also cited, which has not been introduced into international regulations as generally acceptable. It was also pointed out that the limitations and lack of control over new technologies and Internet possibilities for the average user can not be overlooked.
