Based on the assessment of contemporary reality, it can be said that one of the most critical functions of a modern state is to provide its citizens with an acceptable level of security – that is to say, to create optimal conditions for protection against hypothetical and real threats, such as potential natural disasters, consequences of civilizational advancements (accidents or man-made disasters), terrorist attacks, wars, and armed conflicts. It should be emphasized that in modern, democratic societies, the right of people (social groups) to be protected from numerous threats results from the legal, ethical, and moral norms in force, which have been developed in civilizational development and are based on historical experience. The research focused on analyzing normative documents (laws and regulations) and selected scientific and popular science literature dedicated to the functioning of the crisis management system and contemporary management. The synthetic conclusions of this analysis constitute the basis for further in-depth research.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, optimal transient probabilities of the GBNCIN Operation Process at Operation States Related to Climate-Weather Change Process, and the GBNCIN optimal safety and resilience indicators, are introduced. By defining unconditional multistate safety function of the GBNCIN, and corresponding optimal risk function, the optimal coefficients of the operation process related to the climateweather change impact on the GBNCIN intensities of degradation, have been determined. Finally, optimal sojourn times of the GBNCIN operation process at operation states, related to climate-weather change process and operation strategy, are presented.

The article is showing some concept of critical infrastructure system’s safety states model. Model construction is basing on popular technical systems’ safety states models, and notions specified in acts of law related to crisis management and other studies concerning it. Implementation of crisis management issues and problems into technical systems’ safety states model, resulted with formulating of critical infrastructure system’s safety states model, illustrating processes concerned with their transitions, related to particular crisis management phases. Then, probabilistic description of critical infrastructure safety states transitions process have been presented, that, if further evolved, can lead to support works connected to critical infrastructure protection.

The paper presents an approach to modelling operation process of critical infrastructure networks located within certain area. The approach has been conducted basing on networks located within the Baltic Sea area, being however also general concept of network of critical infrastructure networks operational process analysis. Operation process of particular critical infrastructure network has been defined, and then its characteristics described, by applying a semi-Markov processes modelling approach. Further, similar approach has been conducted to model operation process of network of critical infrastructure networks. On the base of models of operation processes of certain critical infrastructure network, and network of critical infrastructure networks, general approach to Global Baltic Network of Critical Infrastructure Networks modelling is presented as well.

After the russian Federation began its aggression against Ukraine in 2022, the Ukrainian critical infrastructure system was attacked with the aim of its complete or partial destruction. In response to these attacks, the Ukrainian authorities announced the reconstruction of the infrastructure protection system based on eU legal solutions. therefore, the article discusses the issues of critical infrastructure, both at the european and Polish level. the provisions of 2007 are in force in the Polish legal system, and the 2008 directive – in the european legal system. however, legal provisions were amended in 2022 and will be implemented into national legal systems in 2024. the aim of the article was to analyze the content of the provisions of legal acts in the field of critical infrastructure in Poland and the eU. the analysis is accompanied by research questions regarding how to define basic concepts and terms in both legal systems and the mutual relations of both systems. the article refers to the document examination method that allows for the analysis of legal acts and comparative analysis. eU Member States have gained a superior position over european bodies, but growing natural and anthropological threats and the process of deepening european political integration have resulted in a gradual change in the way of thinking about critical infrastructure. the position of EU bodies under 2022 directive has been significantly strengthened vis-à-vis member states.
Po rozpoczęciu przez Federację Rosyjską agresji na Ukrainę w 2022 r. zaatakowano ukraiński system infrastruktury krytycznej w celu jego całkowitego lub częściowego zniszczenia. W odpowiedzi na te ataki władze ukraińskie zapowiedziały odbudowę systemu ochrony infrastruktury na podstawie rozwiązań prawnych Unii europejskiej. W artykule omówiono zagadnienia infrastruktury krytycznej, zarówno na płaszczyźnie europejskiej, jak i polskiej. W polskim systemie prawnym obowiązują przepisy z 2007 r., natomiast w europejskim – dyrektywa z 2008 r., niemniej jednak w 2022 r. dokonano zmiany przepisów prawnych, które zostaną implementowane do krajowych systemów prawnych w 2024 r. W tekście jako cel przyjęto dokonanie analizy treści przepisów aktów prawnych w zakresie infrastruktury krytycznej w Polsce oraz w Unii europejskiej. Analizie towarzyszą pytania badawcze dotyczące sposobu definiowania podstawowych pojęć i terminów w obu systemach prawnych oraz wzajemnych relacji obu systemów. Nawiązano do metody badania dokumentów pozwalającej na dokonanie analizy aktów prawnych oraz przeprowadzenie analizy porównawczej. Państwa członkowskie uzyskały pozycję nadrzędną wobec organów europejskich, jednak rosnące zagrożenia naturalne i antropologiczne oraz proces pogłębiania europejskiej integracji politycznej wpłynęły na stopniową zmianę sposobu myślenia o infrastrukturze krytycznej. Pozycja organów Unii europejskiej na podstawie dyrektywy z 2022 r. została zdecydowanie wzmocniona wobec państw członkowskich.

Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The mission and responsibility of CI participants, coordination of activities are very important things. Understanding this is the basis for the effectiveness and sustainability of this system. CI operators are people with the best knowledge about the specifics and functioning of critical infrastructure items (facility/installation/device/service). They also have the conditions to eliminate threats and reduce their negative effects. In this article provides space for entities designated to protect CI, i.e. the person responsible for maintaining contacts and the plenipotentiary for critical infrastructure.

Finally, the GBNCIN operation cost related to climate-weather change minimization, and cost analysis of the GBNCIN operation impacted by climate-weather change, are presented.

Infrastruktura krytyczna, definiowana jako urządzenia, instytucje usługowe, a także inne dziedziny, które mają istotny wpływ na poczucie bezpieczeństwa obywateli i sprawne funkcjonowanie gospodarki państwa, nabrała nowego znaczenia na przestrzeni ostatnich lat. Doświadczenia ostatnich konfliktów zbrojnych i ataków terrorystycznych oraz analiza zdarzeń wywołanych przez siły natury wskazują jednoznacznie, że zakłócenie prawidłowego działania poszczególnych elementów infrastruktury krytycznej może mieć znaczący, negatywny wpływ na jej funkcjonowanie jako systemu. Szeroki zakres potencjalnych, ewoluujących zagrożeń wymusza szukanie nowych i skutecznych rozwiązań jej ochrony.
The significance of critical infrastructure, which is defined as devices, service institutions, as well as other areas that have a pertinent meaning on the sense of security of the citizens and the efficient functioning of the national economy, has gained new importance in recent years. The lessons learned from recent military conflicts and terrorist attacks, as well as analysis of events caused by natural disasters clearly demonstrate that disruption of the regular functioning of the individual elements of critical infrastructure might have a negative impact on its functioning as a single system. A wide spectrum of possible evaluating threats trigger development of new and effective solutions for protecting the critical infrastructure.

The paper presents the terminology of critical infrastructure including definitions of general terms and definitions of more detailed notions. The European Programme for Critical Infrastructure Protection is introduced and infrastructures specified as being critical are listed. There is also presented the approach to the identification and designation of European Critical Infrastructures. Next, presented terminology and taxonomy refer to critical infrastructure networks at Baltic Sea Region. Finally, notions related to climate change and resilience and vulnerability of critical infrastructures to climate change are given. Considering strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resourcefullness, redundancy, response and recovery.

The subject addressed in the paper is about the identification of National Critical Infrastructures (NCI). The focus is the result of the responsibilities of EDP Distribuição, the Portuguese mainland Electrical Distribution System Operator (DSO) serving over 6 million customers in a regulated business with clearly defined tasks, to comply with the transposition to the Portuguese legislation of the European Council Directive 2008/114/EC. Having EDP Distribuição under their responsibility several assets and systems which are essential for the maintenance of vital societal functions, health, safety, security, economic and social well-being of people, the ones considered national critical were selected, from a set of more than 400 main premises. Has been identified their major threats and vulnerabilities, which resulted in emergency response procedures named “Operator Security Plan”.

The paper presents the terminology and taxonomy of critical infrastructures at the Baltic Sea Region including definitions of general terms and definitions of more detailed notions concerned with selected industrial installations at the Baltic Sea Region. In the paper there are distinguished and listed eight main critical infrastructure networks operating in the Baltic Sea Region. Presented terminology refers to these critical infrastructure networks also in the context of climate change and resilience and vulnerability of the critical infrastructures to climate change. Considering the strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resource fullness, redundancy, response and recovery.

W artykule zarysowano problematykę ochrony infrastruktury krytycznej na tle wybranych aspektów odpowiedzialności prawnej. Infrastruktura krytyczna stanowi istotny element ciągłości funkcjonowania państwa w wymiarze gospodarczym, społecznym i politycznym. Podstawę odpowiedzialności prawnej za jej ochronę stanowią normy prawa administracyjnego, cywilnego i karnego. Odpowiedzialność ta pozostaje rozproszona pomiędzy podmioty prywatne i publiczne, co stanowi skutek procesów liberalizacji i internacjonalizacji rynków sektorowych (np. tworzenie sieci transeuropejskich). Wyznaczenie jej granic w przypadku pojawienia się lub eskalacji zagrożeń dla funkcjonowania infrastruktury krytycznej na etapie zapobiegania, reagowania i odbudowy może stwarzać problemy natury prawnej. Ochrona infrastruktury krytycznej staje się trudnym do ustalenia mariażem dwóch sfer: imperium i dominium.
The article is focused on critical infrastructure protection in the field of selected liability issues. Critical infrastructure is significant from the country’s integrity and continuity point of view at all levels: economic, social and political. The process of sectoral markets liberalisation and the spread of international connections of these markets (e.g. arising of transeuropean networks) have resulted in shared responsibility on critical infrastructure protection. Protection duties have been divided between private (infrastructure operators) and public authorities. It is seemingly clear which one: the former or the latter bears responsibility for the protection of critical infrastructure during and after its disruption. In fact clarificatio of this area poses a problem at the level of prevention, preparedness, response, and recovery. The critical infrastructure protection becomes a jigsaw puzzle of imperium and dominium relations that results in sophisticated picture of responsibility.

W pierwszej części artykułu skupiono się na ogólnej definicji infrastruktury oraz infrastruktury krytycznej, przywołując różne źródła prawa i omawiając ujęte w nich zagadnienia dotyczące pojmowania infrastruktury krytycznej. Część druga jest analizą systemów, możliwości i szans ochrony infrastruktury krytycznej.
The article presents the problems concerning the importance of critical infrastructure in the realities of the modern world with special emphasis on the role of critical infrastructure in Poland. With time passing and the economic development, the society becomes increasingly dependent on the surrounding property. And these, in turn, are becoming increasingly vulnerable to various types of attacks and failures. The problem has been noticed, among others, by the national authorities and international organizations. In the first part, the article focuses on the definition of critical infrastructure, mentioning various sources of law and discussing the issues, included in the mentioned sources, related to critical infrastructure. The second part is an analysis of the systems, capabilities and opportunities for critical infrastructure protection.

In that context resilience has become an important factor to fulfil the task of the critical infrastructure protection. Thus, the development of a framework to establish resilience goals could be helpful.

Critical infrastructure is a key element of the functional security of any country. Sea ports (but also river ports) are part of the CI system of the country. The security of such sites is particularly important for the continuity of supply and transit of goods transported by vessels. Ports have always been protected from potential threats. Today, these threats have become more real, particularly as a result of the Russian Federation’s attack on Ukraine. Poland, which today has the status of a frontier state, is a target of espionage and sabotage activities. Security is a state of non-threat. This is the state to which we aspire in every area of modern life of every society, every country. Seaports, like other places, which are essential (special) for the unimpeded and secure delivery of goods. They’ve always been under special surveillance and special protection. Destruction of the port makes it impossible to transport by sea, which is obvious. Threats to port security come from different sources, but at a time of ongoing war in Ukraine, terrorist attacks come to the fore. It is also necessary to highlight the hybrid actions on the border with Belarus, which affect the state of security. Poland, as a front-line country, is particularly vulnerable to acts of terror, diversion and espionage, which is confirmed by the actions of the special services. Monitoring of seaports is part of the security strategy of the critical infrastructure of these places. The threat of CI ports is real, especially at the present time. This applies in particular to the LNG terminal in Świnoujście, which is regularly visited by ships (gas carriers) supplying raw materials of strategic importance. Violation of security rules (principles) may lead to a threat that cannot be ruled out, however, the most important and dangerous are those that come from the outside and are of an intentional nature.

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.

Zgodnie z Ustawą o zarządzaniu kryzysowym infrastruktura krytyczna w Polsce obejmuje 11 systemów, spełniających kluczową rolę w funkcjonowaniu państwa i życiu jego obywateli. W artykule przedstawiono stosowane formy ataków terrorystycznych na systemy infrastruktury krytycznej. Na podstawie prowadzonych kontroli opisano spotykane błędy w zakresie ochrony systemów IK. W końcowej części artykułu powtórzono za NPOIK, że stosowane systemy ochrony IK powinny mieć zastosowanie do wszystkich typów zagrożeń, a także być przygotowane do możliwie szybkiego przywrócenia funkcji realizowanych przez daną IK.
According to the Act on Crisis Management, critical infrastructure (CI) in Poland includes 11 systems that fulfill a key role in the functioning of the state and the life of its citizens. The article presents applied forms of terrorist attacks on CI systems. On the basis of checks that were carried out, errors in the protection of CI systems are described. In the final part of the article it is repeated after NPOIK that the applied CI protection systems should apply to all types of threats and be prepared for the fastest possible restoration of functions performed by the given CI.

In the paper optimization of operation process and maximization of safety lifetimes for interconnected and interdependent critical infrastructure (CI) networks at variable operation conditions related to the climateweather change are proposed. A multistate series network with assets dependent according to local load sharing (LLS) rule is analyzed and optimization of operation and safety of CI network with the LLS rule is introduced. For such CI network, the optimal transient probabilities of CI network operation process at operation states related to climate-weather change that maximize the mean value of CI network safety lifetimes are found. Finally, the optimal safety and resilience indicators of CI network are presented.

Critical Infrastructures (CIs), such as those that are found in the energy, financial, transport, communications, water, health and national security sectors, are an essential pillar to the well-being of the national and international economy, security and quality of life. These infrastructures are dependent on a wide variety of highly interconnected information systems for their smooth, reliable and continuous operation. Cybercrime has become a major threat for such Critical Information Infrastructures (CIIs). To mitigate this phenomenon, several techniques have been proposed within the space of Intrusion Detection Systems (IDSs). IDS is an important and necessary component in ensuring network security and protecting network resources and network infrastructures. In this paper, we propose a lightweight, non-intrusive generic embedded system that aids in the protection of CIIs. The operation of the proposed system is based on state of the art IDS and other open source frameworks for the monitoring and supporting services and aims to fulfill the end-user’s requirements. The generic and non-intrusive nature of the system along with the low configuration effort allows rapid deployment to a wide range of CII nodes such as telecommunication routers and smart grid nodes, as well as for single endpoint protection.

Critical infrastructure plays a key role in the functioning of the state and the lives of its citizens. Due to natural disasters or those being a consequence of human activities, critical infrastructure can be destroyed or damaged, and its functioning can be disrupted, which can pose a threat to the lives and property of the citizens. Simultaneously, such events negatively affect the economic development of the state. That is why protection of critical infrastructure is one of the state’s priorities. In the years 2015 and 2016, NIK examined the regularity of the protection of critical infrastructure items. The audit was also a response to numerous media reports on failures or incidents that could pose a threat to critical infrastructure items in the country. The audit comprised selected critical infrastructure administrators, the Government Security Centre, regional governors and local self-government units.

In the paper the safety function of a multistate series network with dependent assets, with dependent subnetworks and with dependent assets of its subnetworks is determined. The multistate series-parallel network with dependent assets of its subnetworks and multistate series-“m out of k” network with dependent assets of its subnetworks is considered. Further the multistate parallel and “m out of n” networks with dependent assets are analyzed. The safety function of multistate parallel-series and “m out of l”-series networks with dependent assets of its subnetworks, and finally of multistate parallel-series and “m out of l”-series networks with dependent subnetworks and dependent assets of these subnetworks are determined. Proposed theoretical models of dependency are applied to the safety analysis of the exemplary electricity network. Finally, the obtained results are compared with results for the considered electricity network without assumption about dependencies between assets and subnetworks.

Critical infrastructures (CI) are organizations and facilities of major importance and form the backbone of a national economy, security and health. Due to their significance, they may become target of an attack such as terrorist resulting in crisis event. Decision making systems to support and facilitate the operation of emergency health services in major incidents and crises, could play a significant role. In order to support those systems, efficient databases that could store and manage data from different sources, multiple levels of user privileges within a secure environment become a necessity. In this work, we propose and develop the WARSYS component. The main advantage of WARSYS database, is the ability to collect and store information from different sources providing appropriate interfaces. The WARSYS database structure will be developed within IMPRESS framework, with a view of extracting in real time, medical and logistics information from available repositories.

Opis:
In the last years the failure frequency of transformers increased, e.g. due to ageing or external hazards. In particular fires and explosions of main oil-filled transformers are considered as critical. Therefore, international experiences of transformer failures at nuclear and non-nuclear power plants and at substations have been investigated in more detail. Consequences of transformer failures with respect to a reliable electricity transmission and distribution as well as measures to enhance the reliability of critical infrastructure and to avoid blackouts are addressed.

In the reproduced article presents a brief characterization of hazards and dangers caused by the growth of the Internet. Are shown attempts to attack information, conducted online war aimed at different areas of financial and economic, administrative, global military. There have been reviews of various forms and methods of attack on infrastructure, including critical infrastructure. Provides an overview of the risks posed by digital weapons, cyberterrorism, cybercrime, cyberwar, are examples of hacking attacks occurring on a global scale. Discussed an example of a computer system security model computer, using the Internet.

An extraordinary attention is dedicated to the evaluation of fatigue damage and technical life of different technical systems all over the world because breakdowns caused by a fatigue failure have often a nature of catastrophe. Material fatigue of parts of technical means in critical infrastructure (particularly oversized systems and technological devices) belongs to the most frequent causes of boundary states rise and relating operation breakdowns. Paper contains general formulation of reliability and safety of technical systems judging, brief characteristic of basic areas to be taken in account as input into calculated prediction of technical systems fatigue damage and analysis of risk items by its practical application on a transport means in real working conditions.

Critical infrastructure plays a key role in ensuring national security of a state, due to important functions thereof in military, economic, and public administration sectors. The destruction, damage, failure or other deprivation of critical infrastructure of its operational capabilities constitutes a direct threat to the structural and personal security of the state. The research methods and techniques implemented in the research process itself primarily hinge on critical analysis of acts of law and organisational and competence-related documents, subject-matter literature, synthesis and inference in order to reach the formulated objectives based on efficiency criteria. The main findings indicate that critical infrastructure is perceived as a set of systems which exerts a substantial impact on the security of the state and, obviously its residents. The results advocate for a reflection that critical infrastructure embraces a number of facilities which appear to be remarkably diverse. They are buildings, structures, installations, equipment and services which, integrally, form cohesive systems which allow proper functioning of a given state. It is the state whose role is just to supervise and coordinate whereas the operators of critical infrastructure are the ones who are to protect it. The overall findings of this paper present the notion that safeguarding critical infrastructure is a task of crucial importance to national security of a state and, therefore, it would be worth reconsidering the intensification of rules which apply to the infrastructure of the national security and its efficient functioning.

The article deals with protective measures against cyberattacks of information systems of the critical infrastructures and highlights some features of the cyberattacks against the information resources of national authorities. The main objective of the article is to define the characteristics of cyberattacks and the elements of a plan to counter cyberattacks of the critical information facilities. It has been found that a professionally organized cyberattack consists of several phases related to targeting, intelligence, access to the system, direct execution of the attack, and destruction of evidence of unauthorized interference. The results show that to protect the critical infrastructure facilities from cyberattacks, developed and implemented national cybersecurity standards must be developed in Ukraine, in particular for automated control systems of critical infrastructure facilities.

Critical Infrastructure (CI) Preparedness and Resilience modelling, simulation & analysis (MS&A) is a major issue in CI protection (CIP) and crisis management. This is due to the rapid growth of the inference of the smart complex systems in the modern society activities. The concept of resilience in CIP is not yet clearly defined. However, “resilience” is often used as a measure of the system good behaviour facing a given threat. Under a given threat, a CI may evolve within a set of well-defined operating phases. Subsequently, the failure of the CI to provide the expected service will depend not only on the threat nature but also on the operating phase. A tentative probabilistic model is proposed describing the robustness and the resilience of a well-defined infrastructure facing a given threat.

At the beginning, in the paper the basic definitions concerned with critical infrastructures and climate and weather impacts on their safety are given. Next, critical infrastructure networks operating at Baltic Sea Region, forming the Global Baltic Network of Critical Infrastructure Networks (GBNCIN), are distinguished. Dangerous events coming from/to critical infrastructures located in the Baltic Sea area are classified and described. Potential threats are divided into two groups i.e. threats associated with dynamic installations and those associated with various static industrial installations. Moreover, natural hazards associated with weather and climate change are considered.

The Critical Management Act creates a legal basis for dealing with critical infrastructure. It contains the following definition: critical infrastructure includes systems and functional objects which are connected with each other, including: buildings, devices, systems, key services for a country and its citizens’ security and other systems and objects which deal with ensuring efficient functioning of public administration bodies as well as institutions and enterprises. At national level, the protection of critical infrastructure is coordinated by the Government Centre for Security. In accordance with the critical management act, which is in effect at present, the legislator defines that critical infrastructure is created by systems and consists of functional objects connected with each other: buildings, devices, systems, key services for a country’s security and its citizens’ security and other objects and services which deal with ensuring efficient functioning of public administration bodies as well as institutions and enterprises The article contains an enumeration of the systems which are included in critical infrastructure.

In the paper the energy sector as a critical infrastructure is presented and basic terminology concerned with the energy critical infrastructure is given. The interactions and connections between critical infrastructures are described and the effects of power disruptions to other critical infrastructures are highlighted. Next, presented terminology and taxonomy refer to climate change and resilience to climate change of electric cable critical infrastructure. Finally, taxonomy of electric cable critical infrastructure network in Baltic Sea Region is given, especially in terms of climate change and resilience to climate change. Basic notions related to extreme weather events and climate change having impact on energy generation, transmission and distribution are introduced.

Artykuł przedstawia możliwości wykorzystania oprogramowania WinQSB wspomagającego analizę sieciową metodą „ścieżki krytycznej” w aspekcie opracowywania planu ochrony infrastruktury krytycznej w Polsce. W materiale uwzględniono najważniejsze definicje oraz podstawy prawne dotyczące infrastruktury krytycznej, a także odniesiono się do ogólnej charakterystyki ochrony obiektów infrastruktury krytycznej. W dalszej kolejności opisano optymalizację decyzji w zarządzaniu bezpieczeństwem poprzez wykorzystanie analizy sieciowej, co pozwoliło na zaprezentowanie wykorzystania oprogramowania wspomagającego analizę sieciową do opracowania Planu Ochrony Infrastruktury Krytycznej w Przedsiębiorstwie Wodociągów i Kanalizacji.
The article presents the possibilities of using the WinQSB software supporting network analysis using the “critical path” method in the aspect of developing a critical infrastructure protection plan in Poland. The material presents the most important definitions and legal grounds for critical infrastructure, as well as the general characteristics for the protection of critical infrastructure facilities. Additionally, the optimization of decisions in safety management through the use of network analysis was discussed, in order to present a proprietary approach to the examination of the Critical Infrastructure Protection Plan in the Water and Sewerage Company. Particular emphasis was placed on the presentation of the results of tests performed with the use of the WinQSB software in the case study.

In this paper we consider dependent Critical Infrastructures (CI) at variable operation conditions and present multistate approach to their safety analysis. The safety of dependent Critical Infrastructures at variable operation conditions is described. The local, equal and mixed load sharing models of dependency subjected to the operation process are introduced. The conditional safety functions at the particular operation states and the unconditional safety functions of a multistate series network with dependent assets, with dependent subnetworks and with dependent assets of its subnetworks according to LLS, ELS and MLS rules are determined. Furthermore, the all models of dependency are applied to safety analysis of a multistate parallel and “m out of n” network with dependent assets, parallel-series and “m out of l”-series network with dependent assets of their subnetworks at variable operation conditions.

The main objective of this paper is to present recently developed, the general safety analytical models of complex multistate technical systems related to their operation processes and to apply them practically to critical infrastructures. To realize this goal, the integrated model of critical infrastructure safety related to its operation process is proposed. The basic safety characteristics of this model are presented as the very practically significant. Furthermore, the unconditional safety functions of systems with different safety structures are determined under assumption that their safety functions are exponential. In case of the critical infrastructure safety analysis, its safety function and risk function which graph corresponds to the fragility curve, its mean lifetime up to the exceeding a critical safety state, the moment when its risk function value exceeds the acceptable safety level, the component and critical infrastructure intensities of ageing/degradation and the coefficients of operation impact on component and critical infrastructure intensities of ageing are defined.
