Many events can cause them anxiety, and this undoubtedly includes a terrorist act, which is inherently evil. Terrorism develops along with the development of civilization, which forces individual countries to constantly improve and modernize the methods of combating this threat. Although, according to research, Polish society is not afraid of terrorist attacks, in the current political situation it should be assumed that Poland may be the target of such attacks. State authorities have created an anti-terrorist system to ensure citizen safety. In which an important role in anti-theorist and counter-terrorist activities was assigned to the Police.

One of the state entities which have the task of preventing and combating terrorism is the Police, while the Police Academy in Szczytno is their intellectual base. It is not only an organisational unit of the Police, but also a higher education institution with legal personality. This status entitles it to teach at different levels of civilian higher education, as well as conduct in-service training for police officers. Education in the area of terrorist threats and counteracting them is aimed, on the one hand, at making the students aware of the scale of such threats and their accurate identification, as well as the ways of responding to them by the state and its institutions, and, on the other hand, at learning specific reflexes that will allow anyone who finds themselves in an area threatened by a terrorist attack to quickly assess the resulting threat and to react immediately. The goals set in this way are reflected in the employment structure of the academy, which includes specialist organisational units, and among the scientific and teaching staff are experts, including practitioners, who in the past carried out the tasks of the state at different levels of the system for counteracting terrorist threats. They systematically participate in scientific undertakings, including research projects, scientific conferences and publication work, participate in the work of expert teams, both national and international, and cooperate extensively with external entities. The result of their multidimensional activities is shaping and deepening social awareness of terrorist threats and desired attitudes towards them, as well as appropriate preparation of police officers, but also other services, to safely perform tasks related to the elimination of terrorist threats.

Legal solutions adopted over the past few years in Poland indicate that attempts are being systematically made to improve the mechanism for counteracting terrorism. Terrorism in Poland has been opposed for a long time. The commencement of such systematic solutions took place on the 25th of October 2006 through the appointment by the Prime Minister of the Inter-ministerial Team for Terrorist Threats and ended ten years later, on the 10th of June 2016, by the adoption of the law on anti-terrorist activities. For the above-mentioned reasons, the two main parts are devoted to the issues of the commencement of legal and organisational undertakings in the fight against terrorism and the characteristics of systemic statutory solutions are preceded by considerations with conclusions. The article discusses the issues of initiatives undertaken by the government administration and presents the circumstances in which it tried to face up to the problem of developing draft laws of the law now in force. In consequence, this serves to present the areas of responsibility and tasks of government administration bodies specified in the said Act. The considerations presented in this study indicate that global and national experience gained in recent years has shaped the“Polish model of combating terrorism”, which has recently found its confirmation in the relevant legal provisions. The basis for the development of this article is the interest in improving the effectiveness of combating terrorism which, for obvious reasons, is not reducing and remains very substantial. This applies to both theoreticians and practitioners. This results first of all from the needs of the challenges and threats that are subject to dynamic changes. Secondly, through the adaptation of the tools used by the state, including those mainly legal of a legal nature. These must be improved from the moment of their implementation.

Opis:
The dynamics of terrorism and its transnational implications in the Lake Chad region necessitated a regional security engagement between Nigeria and its immediate neighbors. This led to the formation of the Multinational Joint Task Force (MNJTF). The operation of this regional military force has been attracting attention due to cases of terrorist attacks in the region. Relying on secondary sources of data and using desk review method, this study examines the impact of counter-terrorism operations of the MNJTF in the Lake Chad region and assesses the challenges the force faces during counter-terrorism operations in Nigeria. The study found that the MNJTF counter-terrorism operation has been largely focused on coordinating national contingents, which operate following different rules and report to respective member states. As a result, counter-terrorism operations in the Lake Chad region remain uncoordinated. Considering the split of the main terrorist forces into different factions, as well as the fact that inter-agency coordination and cooperation between the Nigerian military and other security forces has been poor, the study established that terrorist groups usually seek refuge along the Cameroon and Chad borders, creating an environment for resilience along the Nigerian borders with its neighbors in the Lake Chad region. The study concluded that terrorist groups adapt to the nature of MNJTF counter-terrorism operations, while terrorists’ knowledge of the area and ties to the local population make it necessary for MNJTF to also recruit help from the local communities in order to curb terrorism in the Lake Chad region.

Changes in security environment after the end of Cold War and 9/11 have strongly affected our security concepts and paradigms. In the field of counter-terrorism, a serious conceptual and practical debate on the relationship between security and human rights and freedoms has begun. The goal of this paper is to reflect on this complex relationship at the conceptual level and introduce the empirical debate on this relationship in the field of civil aviation (case of introducing body scanners). The paper’s results show that the concept of human security usefully integrates the care for human rights and security of individuals. The debate on the potential introduction of body scanners on the European airports was actually a debate on the ways of providing individual human security on the airports with simultaneous concern for other human rights. The output of this debate was a compromise: body scanners can be used at the discretion of individual airports and member states, but are not an obligatory measure on all European airports.

The research results presented in this publication aim to identify the basic task areas that are critical in the response of public security institutions to contemporary terrorist attacks. Corresponding to the objective of the research process is the research question - what are the key task areas of public security institutions that will be critical in responding to contemporary terrorist acts? The author assumed in the research hypothesis the existence of such key task areas, initially assigning them to organisational, communication, educational and logistical activities. The research described in the text was based on scientific methods in the form of document analysis, case studies and participant observation. The research results obtained became the basis for developing key task areas that should be taken into account in the preparation of solutions for institutional response to contemporary terrorist acts. The results of the research also concern several universal features of contemporary terrorist attacks, which take into account the diversity of methods and tools used in carrying them out.
Celem badań, których efekty zostały przedstawione w niniejszej publikacji, było zidentyfikowanie oraz wskazanie podstawowych obszarów zadaniowych, które są krytyczne w reagowaniu instytucji bezpieczeństwa publicznego na współczesne zamachy terrorystyczne. Z celem procesu badawczego koresponduje pytanie badawcze – jakie są podstawowe obszary zadaniowe instytucji bezpieczeństwa publicznego, które będą krytyczne w reagowaniu na współczesne zamachy terrorystyczne? Autor założył w hipotezie badawczej istnienie takich kluczowych obszarów zadaniowych, przyporządkowując je wstępnie do aktywności organizacyjnej, komunikacyjnej, edukacyjnej i logistycznej. Badania opisane w tekście oparto na metodach naukowych w postaci analizy dokumentów, analizy przypadków oraz obserwacji uczestniczącej. Uzyskane wyniki badań stały się podstawą do wypracowania kluczowych obszarów zadaniowych, które powinny być uwzględniane w przygotowaniu rozwiązań w zakresie instytucjonalnego reagowania na współczesne zamachy terrorystyczne. Wyniki badań dotyczą także szeregu uniwersalnych cech współczesnych zamachów terrorystycznych, które uwzględniają różnorodność metod oraz narzędzi stosowanych w ich przeprowadzeniu.

The paper presents the issue of female terrorism, focusing primarily on selected examples in the United States. It additionally discusses the issues related to the attempt to answer the question of whether a system of counter-terrorism should take into account the gender of members of terrorist organizations,and whether the increasing threat of female terrorism may be one of the catalysts behind institutional and legal changes. Furthermore, the development of female terrorism in other regions of the world is analyzed.
Zasadniczym tematem artykułu jest problem terroryzmu wewnętrznego z udziałem kobiet (female terrorism) w Stanach Zjednoczonych. Dodatkowo poruszono kwestie związane z próbą znalezienia odpowiedzi na pytania, czy system przeciwdziałania terroryzmowi powinien uwzględniać specyfikę płci członków organizacji terrorystycznych oraz czy wzrastające zagrożenie terroryzmem kobiecym może być jednym z katalizatorów zmian instytucjonalno-prawnych. Celem scharakteryzowania zjawiska ukazano również rozwój terroryzmu kobiecego w innych regionach świata.

The author presents the de-classified preliminary findings of the European Commission funded FP7 research project PRIME, dealing with extremism, radicalization and lone-actor terrorism (also known as “lone wolf terrorism”). The article provides partial results of the research consisting of a context analysis of the lone actor threat, that is a description of a range of identified contextual elements which may affect the relevance, adoption, implementation or exploitation of the PRIME Project’s final deliverables (counter- and communication measures requirements portfolios), including differences in culture and legislation across Europe, as well as operational (law-enforcement-related and stakeholder-identified) constraints. The article presents a host of definitional issues related to “lone wolf terrorism”, provides results of the surveys/questionnaires performed in Poland and India and ends with a summary of the problems, constraints and obstacles to the successful and efficient use of operational procedures available for the law-enforcement and security agencies and institutions, based on data gathered through engagement activities with security practitioners.

The author presents modes and methods of combating terrorism, along with the relevant documents in force in the Republic of Poland and selected institutions.

The paper shows mechanisms and manifestations of the jihadism in Morocco. It analyses the background of the activity of some radical groups and the terrorist cells that make references to the distortion in the interpretation of Islam and are present in this part of Maghreb region of the North Africa. The article refers to some social and economic conditions for violent radicalization. It is focused on the most important dimensions of the counter-terrorism strategy implemented by the Moroccan government now and in the past. Its main purpose is to approximate some crucial aspects of the counter-terrorism policy and practical solutions applied to fight and prevent terrorism in the national and regional context. The paper shows how the Moroccan government deals with the jihadi threat and evaluates the impact of these efforts. The methodological analysis is based on the integration of historical and system method and refers to the Marc Sageman’s theory of the jihadist network, which is more appropriate to understand how they appear and operate. The main conclusion of the article is that Morocco has implemented the multidimensional and integrated counter-terrorism policy developed both in the national and intenational area. Regarding the effectiveness of this strategy it should be emphasized that ti is essential to introduce on the wider scale the social and economic inclusion programs addressed especially to the youth to prevent violent extremism.
Artykuł ukazuje współczesny charakter zagrożeń płynących ze strony terroryzmu dżihadystycznego dla Maroka. Prezentuje uwarunkowania i katalizatory rozwoju radykalnego salafizmu w tym państwie oraz czynniki sprzyjające krystalizacji postaw radykalnych, odwołujących się do selektywnego i wykrzywionego postrzegania islamu. Zawarta w artykule analiza koncentruje się na ukazaniu najważniejszych wymiarów budowanej od lat strategii antyterrorystycznej władz Maroka. Celem tych rozważań jest przybliżenie priorytetów w określaniu kierunków działań podejmowanych w tym zakresie. Artykuł podejmuje refleksję, w jakim stopniu obecne są aktualnie zagrożenia dla bezpieczeństwa Maroka, wynikające z aktywności ekstremizmu dżihadystycznego, jak władze tego kraju usiłują im sprostać oraz czy wysiłki te należy uznać za efektywne. Analiza ta bazuje na integracji metod historycznej i systemowej oraz - diagnozując charakter tworzenia się i funkcjonowania komórek dżihadystycznych - odwołuje się do teorii sieci Marca Sagemana. Głównym wnioskiem płynącym z opracowania powyższych zagadnień jest wskazanie na wielopłaszczyznową politykę antyterrorystyczną władz Maroka, rozwijaną zarówno w wymiarze krajowym, jak i międzynarodowym. Pomimo efektywności wielu rozwiązań, strategii tej powinny jednak, w szerszym zakresie niż do tej pory, towarzyszyć kompleksowe rozwiązania służące inkluzji społeczno-ekonomicznej, skierowane szczególnie do osób młodych, będące istotnym elementem programów na rzecz zapobiegania radykalizacji.

Artykuł ukazuje najważniejsze płaszczyzny współpracy hiszpańsko-portugalskiej służącej zapobieganiu zagrożeniom wynikającym ze strony terroryzmu dżihadystycznego na Półwyspie Iberyjskim. Akcentując odmienność doświadczeń obu państw w zakresie zmagań z tym ekstremizmem, analiza prezentuje przesłanki i główne wymiary tego partnerstwa w kontekście istniejących wyzwań dla bezpieczeństwa. Artykuł przedstawia inicjatywy polityczne oraz kształt współpracy policyjnej i wojskowej Hiszpanii i Portugalii rozwijanej na przestrzeni ostatnich lat. Podkreśla komplementarność i wielopłaszczyznowość działań podejmowanych zarówno w sferze stosunków dwustronnych, jak i na arenie międzynarodowej w celu neutralizacji zagrożeń terrorystycznych.
The integrated international counter-terrorism strategy is one of the essential factors that help to reduce the threats posed to security. This paper looks at the main dimensions of the Spanish-Portuguese cooperation in the field of challenges caused by the jihadi extremism in the Iberian Peninsula. Placing special emphasis on the different experiences of both countries of confronting terrorism, the paper discusses the key aspects of this partnership in the context of the actual security-related question(s). It also refers to selected political initiatives, analyses the crucial factors that lie behind the police and military collaboration of Spain and Portugal, and proves the complementary and multidimensional face of the counter-terrorism policy adopted by the two countries with regard to both their mutual relations, and on the international arena.

Opis:
The subject of this dissertation is the European Union policies in the area of combating terrorism. The fact that terrorism is regarded as being one of the biggest threats to European Security determined the choice of the subject. The author has tried to explain the terminology applying to terrorism, the history of terrorism, and present methods of fight against it. The objective of the article is the analysis of the European Union main actions taken and decisions made in this respect. One of many determinants that influenced tightening of this policy were the 9/11 terrorist attacks in the USA on 11 September 2001. Also, frequent terrorist attacks forced the European Union member states constant cooperation and continued efforts regarding actions to counter terrorism which is both social and political phenomenon.
Tematem artykułu jest polityka Unii Europejskiej w zakresie zwalczania terroryzmu. Wybór tematu determinował fakt, że terroryzm uznawany jest za jedno z największych zagrożeń Europy. Autorka starała się przybliżyć terminologię dotyczącą terroryzmu i jego rys historyczny oraz metody walki z terroryzmem w czasach współczesnych. Celem badawczym artykułu jest analiza głównych działań oraz decyzji Unii Europejskiej w tym zakresie. Jedną z wielu determinant wpływających na zaostrzenie tej polityki były zamachy z 11 września 2001 roku w Stanach Zjednoczonych. Z kolei częste ataki terrorystyczne wymusiły na państwach Unii Europejskiej ciągłą współpracę i konsekwentne działania w zakresie przeciwdziałania terroryzmowi, będącemu zjawiskiem o charakterze zarówno społecznym, jak i politycznym.

Opis:
Issues concerning terrorism appear to be highly popular and prone to public discussion. This concerns both comments of incidents and occurrences with terroristic backgrounds including looking for reasons of such a situation and attempts to prepare our state for pushing the attack and prevent it. Unfortunately, as one can notice this discussion takes place, in my humble opinion, in the atmosphere of unnecessary tense and commotion each time evoked by the peculiar character of the commented occurrence and relating it to a current situation in Poland, very often with political connotations. What is noticeable is the lack “cold blood and common sense’, which is significantly crucial to assess a particular threat, let alone real actions in the face of it. This article include a multitude of answers posed by potential participants, observes and listeners of such discussions. These questions especially concern designated organs fighting terrorism and their tasks. Moreover, they concern more advanced issues regarding a range of means and methods f work of operational and reconnaissance as well as investigation teams. The above considerations were preceded by an attempt to define the role of the state to assure public safety and the significance of this role for both administrational organs and the society itself. The issues included in this article shall constitute a possibility of, hopefully, objective adjudication of numerous issues cited in the comments in the introductory part.
Niezwykle popularne w ostatnim czasie w dyskusji publicznej są sprawy związane z terroryzmem. Dotyczy to zarówno komentarzy zdarzeń oraz incydentów o charakterze terrorystycznym, w tym szukania ich przyczyn, jak i podejmowanych prób wskazania stanu przygotowania naszego państwa do odparcia takich ataków lub przeciwdziałania im. Niestety, ta dyskusja odbywa się w atmosferze pewnego, niepotrzebnego, napięcia i wzburzenia wywoływanego, w zasadzie każdorazowo, charakterem komentowanego zdarzenia i odnoszeniem go do bieżących wydarzeń w Polsce, często w wymiarze czysto politycznym. Brakuje również zachowania „zimnej krwi”, jakże potrzebnej przy ocenie danego zagrożenia, nie wspominając już o realnym działaniu w jego obliczu. Niniejszy artykuł zawiera odpowiedzi na pytania potencjalnych uczestników, widzów i słuchaczy takich dyskusji, zarówno w kwestiach elementarnych, dotyczących organów właściwych w zakresie terroryzmu oraz ich zadań, jak i bardziej zaawansowanych, wskazujących na zakres środków i metod pracy operacyjno-rozpoznawczej i dochodzeniowo-śledczej. Rozważania zawarte w niniejszym artykule zostały poprzedzone próbą zdefiniowania roli państwa w zapewnianiu bezpieczeństwa publicznego oraz znaczenia tego zadania dla organów administracyjnych i samego społeczeństwa. Poruszone tu zagadnienia dadzą możliwość własnego, obiektywnego osądu spraw omawianych w przywołanych na wstępie komentarzach.
