Opis:
Важным элементом демократической системы является возможность контроля посредством доступа к широкому спектру информации органов власти и государственных учреждений не только уполномоченными органами, но и каждым гражданином. В Польше принято правовое и организационное решение, предоставляющее широкий круг возможностей для такой деятельности. Основным инструментом является «Бюллетень публичной информации». Он должен содержать исчерпывающие данные о конкретном учреждении. Согласно закону, любая информация по общественным вопросам представляет собой общедоступную информацию и подлежит раскрытию. Это создает важный инструмент социального контроля в политической системе государства, способствует развитию интереса граждан к общественным делам, укреплению демократии и формированию гражданского общества.
An important element of the democratic system is the ability to control, through access to a wide range of information, authorities and public institutions not only by authorized institutions, but also by every citizen. In the Republic of Poland, a legal and organizational solution has been adopted that provides a wide range of possibilities for such activities. The basic instrument is the „Bulletin of Public Information”. It should contain exhaustive data on a specific institution. The act defines that any information on public matters constitutes public information and is subject to disclosure. This creates an important instrument of social control in the political system of the state. It is also conducive to developing citizens’ interest in public affairs, strengthening democracy and shaping civil society.

The paper analyzes the main areas of application of mathematical methods inmedical diagnostics, formulates principles of diagnostics basedon fuzzy logic; developed mathematical models and algorithms that formalize the process of making diagnostic decisions based on fuzzy logic with quantitative and qualitative parameters of thepatient's condition; developed mathematicalmodels of membership function. Mathematical modelsand algorithms have been developed that formalize the process of making diagnostic decisions based on fuzzy logic with quantitative and qualitative parameters of the patient's condition; developed mathematical models of membership functions, formalizing the representation of quantitative and qualitative parameters of the patient's condition in the form of fuzzy sets, used in models and algorithms for diagnosis and finding a diagnosis of assessing the intensity of reactive postoperative edema in patients of all study groups. An expert system was implemented for solving the problems of medical diagnosis based on fuzzy logic when assessing the intensity of reactive swelling of soft tissues, which develops in the postoperative period in patientsof all study groups against the background of diabetes.The paper analyzes the main areas of application of mathematical methods in medical diagnostics, formulates the principles of diagnostics based on fuzzy logic.
W pracy analizowane są główne kierunki zastosowania metod matematycznych w diagnostyce medycznej, formułowane są zasady diagnostyki opartej na logice rozmytej; opracowywane są modele matematyczne i algorytmy formalizujące proces podejmowania decyzji diagnostycznych w oparciuo logikę rozmytą z ilościowymi i jakościowymi parametrami stanu pacjenta; opracowywane są modele matematyczne funkcji przynależności. Opracowano modele matematyczne i algorytmy formalizujące proces podejmowania decyzji diagnostycznych w oparciu o logikę rozmytą z ilościowymi i jakościowymi parametrami stanu pacjenta; opracowano modele matematyczne funkcji przynależności formalizujące reprezentację ilościowych i jakościowych parametrów stanu pacjenta w postaci zbiorów rozmytych wykorzystywanych w modelach i algorytmach diagnozowania i znajdowania rozpoznania nasilenia reaktywnego obrzęku pooperacyjnego u pacjentów wszystkich grup badawczych. Wdrożono system ekspercki do rozwiązywania problemów diagnostyki medycznej oparty na logice rozmytej w ocenie nasilenia reaktywnego obrzęku tkanek miękkich, który rozwija się w okresie pooperacyjnymu pacjentów wszystkich grup badawczych z cukrzycą. W artykule przeanalizowano cechy zastosowania metod matematycznych w diagnostyce medycznej, sformułowano zasady diagnostyki opartej na logice rozmytej.

Początkowo informacja służyła człowiekowi tylko do przetrwania. Gromadziliśmy wiedzę na temat praw rządzących otaczającą nas naturą, aby nie zostać zdominowanym lub zabitym przez innych, zdobyć pożywienie. Uczyliśmy się wykorzystywać przyrodę do własnych potrzeb. Poznaliśmy, że życie w grupie jest bezpieczniejsze niż w pojedynkę. Opanowaliśmy materię w stopniu pozwalającym nam nie tylko przetrwać, ale także zdominować inne gatunki. Ta fundamentalna wiedza opierała się na zgromadzonej informacji w postaci obserwacji, spostrzeżeń oraz doświadczenia. Równolegle uczyliśmy się i odkrywaliśmy relacje społeczne. Wraz z upływem czasu, doskonaląc sztukę fizycznego przetrwania do perfekcji, zgłębialiśmy sukcesywnie naukę o relacjach społecznych, ponieważ zdobywanie wiedzy i doświadczenia w tej dziedzinie odgrywało coraz ważniejszą rolę. Ewolucja tych relacji jest doskonałym przykładem wagi informacji w życiu społecznym. Artykuł przybliża jej znaczenia w wielu dziedzinach i obszarach ludzkiej aktywności.
Information was first, and it has been the most important thing in a human life. Nothing else exists but information. All the knowledge and experience of humans is based on information and its processing. Although Gospel reads that “In the beginning was the word”, humans as a species found it out much later, similarly as it was the case of the origins of the Universe. From this perspective, in the beginning there was information about creation. At first, information was used to survive. We collected the knowledge of the laws that governed the surrounding nature in order not to be dominated or killed by others, and to obtain food. We learnt to use nature to satisfy our own needs. We learnt that living in a group is safer than living alone. We took control of the matter to the extent that allowed us not only to survive, but to dominate other species as well. This fundamental knowledge was based on information gathered as observations, insights and experience. Simultaneously, we learnt and discovered social relations. With time, and when we mastered the ability to survive, studies on social relations, knowledge and experience gathering started to play yet bigger and bigger role. Evolution of these relations is a perfect example of the significance of information in social life. The ar ticle presents its significance in many areas of human activity.

Komentowany wyrok stanowi fundamentalne źródło informacji w przedmiocie ochrony praw i interesów konsumentów z punktu widzenia działań podejmowanych przez Prezesa Urzędu Ochrony Konkurencji i Konsumentów a także sądy. Istota wydanego orzeczenia skupia się nie tylko na właściwej procedurze realizującej założenia polityki ochronnej konsumentów, ale także odnosi się do kluczowych dla konsumentów pojęć. W szczególności do pojęcia modelu przeciętnego konsumenta czy interesu publicznego w procesie ochrony konsumentów. Sąd Ochrony Konkurencji i Konsumentów w ślad za Prezesem Urzędu Ochrony Konkurencji i Konsumentów poczynił również znaczące rozważania w przedmiocie znaczenia wyroku wydawanego w konsekwencji przeprowadzonej kontroli abstrakcyjnej wzorców umów.
The commented judgment is a fundamental source of information on the protection of consumer rights and interests from the point of view of actions taken by the President of the Office of Competition and Consumer Protection, as well as the courts. The essence of the issued ruling focuses not only on the proper procedure implementing the assumptions of consumer protection policy, but also refers to key concepts for consumers. In particular, to the concept of an average consumer model or the public interest in the process of consumer protection. The Court of Competition and Consumer Protection, following the President of the Office of Competition and Consumer Protection, also made significant considerations on the significance of the judgment issued as a result of the abstract control of contract templates.

A wide variety of soil and climatic conditions requires extensive study of the characteristics of the use of fertilizers and chemical plant protection products, which sometimes negatively affects the environment. Therefore, there is a need not only to know the ways and amount of application of fertilizers and chemical protectors but also to have a clear idea of the processes occurring in the soil, plants, ecology of the production environment and the rural population. This knowledge will allow us to carefully approach the practical issues of chemicalizing the crop industry and prevent possible negative consequences. To study the integrated interdisciplinary object of management accounting related to the assessment of the reproduction of agricultural land fertility, the functions and complex interaction of IT management, and analysis of specific situations of the impact of costs on fertilizers and chemical plant protection products on the gross crop production in the Kuban economic entities were applied. The study found that modern science has formulated the main theoretical aspects of the economic and environmental efficiency of the use of mineral fertilizers and chemical plant protection products in agriculture. Noting the significant achievements of scientists and practitioners in this field of agricultural development, we believe that the use of digital technologies for assessing the quality of soil fertility, methods and methods of using chemical agents can qualitatively improve information on the costs of their use, and determine the most rational and environmentally friendly areas. The studied experience in the application of methods indicates a fairly high accuracy in assessing the quality of soil fertility. Moreover, the results make it possible to change the associated types of managerial work, such as the planning of the procurement of fertilizers and plant protection products, precisely determine their types, and coordinate the place and time of their use.

Opis:
The purpose of this paper was to develop a methodology for diagnosing the causes of die-casting defects based on advanced modelling, to correctly diagnose and identify process parameters that have a significant impact on product defect generation, optimize the process parameters and rise the products’ quality, thereby improving the manufacturing process efficiency. The industrial data used for modelling came from foundry being a leading manufacturer of the high-pressure die-casting production process of aluminum cylinder blocks for the world's leading automotive brands. The paper presents some aspects related to data analytics in the era of Industry 4.0. and Smart Factory concepts. The methodology includes computation tools for advanced data analysis and modelling, such as ANOVA (analysis of variance), ANN (artificial neural networks) both applied on the Statistica platform, then gradient and evolutionary optimization methods applied in MS Excel program’s Solver add-in. The main features of the presented methodology are explained and presented in tables and illustrated with appropriate graphs. All opportunities and risks of implementing data-driven modelling systems in high-pressure die-casting processes have been considered.

Autorzy artykułu dokonują przeglądu i systematyzacji działań Rady Europy w zapewnianiu jednego z kluczowych czynników demokracji liberalnej – wolności słowa, która jest warunkiem realizacji szeregu innych praw i wolności. Autorzy kategoryzują podstawowe dokumenty, zarówno te, które już stały się klasyką, jak i te przyjęte niedawno, w których zjawisko to uległo utrwaleniu prawnemu. W artykule zbadano, w jaki sposób wpływa ono na kształtowanie i rozwój prawa człowieka do informacji w Europie. Zwraca się uwagę na fakt, że wraz z pojawieniem się nowych sposobów rozpowszechniania informacji, w tym przede wszystkim wobec potencjału internetu, oraz gromadzeniem informacji i wysiłkami społeczeństw Europejskiej na rzecz ochrony tego podstawowego w demokracji prawa, jego dalsze wzmacnianie pozostaje istotną kwestią. Rada Europy utraciła kontrolę nad przestrzeganiem prawa człowieka do informacji, a informacje są wykorzystywane w destrukcyjnych celach, co stanowi zagrożenie dla jednej z fundamentalnych wartości, na podstawie których funkcjonuje dziś społeczeństwo europejskie zwiększając ryzyko przywrócenia autorytaryzmu. Autorytaryzmem zagrożone są przede wszystkim nowe demokracje Europy Wschodniej. Światowa pandemia COVID-19 i światowa recesja gospodarcza, w wyniku której obywatele chętniej wybierają autorytarnych przywódców, może być przyczyną wprowadzenia autorytaryzmu.
In the article, the authors review and systematize the activities of the Council of Europe in ensuring one of the key factors of liberal democracy – freedom of expression, which is a prerequisite for the implementation of a number of other rights and freedoms. The authors categorize the basic documents, both those that have already become classics and those adopted recently, where this phenomenon has found legal consolidation. It studies the way in which it affects the formation and development of the human right to information in Europe. Attention is drawn to the fact that, with the emergence of new ways of disseminating information, including the potential of the internet first and foremost, the accumulation of information and the European community’s efforts to protect this fundamental democratic right, its further strengthening remains urgent. The Council of Europe has lost control over the observance of the human right to information, and information is used with destructive intent, which poses a danger to one of the fundamental values on the basis of which European society operates today, and raises the risk of the restoration of authoritarianism. First and foremost, there is a threat of authoritarianism in the new democracies of Eastern Europe. The global COVID-19 pandemic and the recession of the world economy, which encourages citizens to choose authoritarian leaders, may be the trigger for slipping into authoritarianism.

Opis:
The subject of this discussion consists of selected concepts regarding the codematic foundations of foreign-language learning and cybernetic systems of foreign-language communication. The author focuses on processes of controlling, regulating, and directing foreign-language structures at the inter-individual level from the teacher to the learner. The control process, coupled with the process of basic information transfer, supports and strengthens it, both with linguistic (suprasegmental) means and extra-linguistic (visual) means. The basis of the regulation process are the effects of the coded structures of the learner, effects delivered to the teacher by the control system functioning through feedback. Glottodidactic direction includes the above two processes in order to transfer inaccurate structures, once corrected by the teacher, with the aim of re-decoding them and correctly assimilating them.

Automation of data processing of contactless diagnostics (detection) of the technical condition of the majority of nodes and aggregates of railway transport (RWT) minimizes the damage from failures of these systems in operating modes. This becomes possible due to the rapid detection of serious defects at the stage of their origin. Basically, in practice, the control of the technical condition of the nodes and aggregates of the RWT is carried out during scheduled repairs. It is not always possible to identify incipient defects. Consequently, it is not always possible to warn personnel (machinists, repairmen, etc.) of significant damage to the RWT systems until their complete failure. The difficulties of obtaining diagnostic information is that there is interdependence between the main nodes of the RWT. This means that if physical damage occurs at any of the RWT nodes, in other nodes there can also occur malfunctions. As the main way to improve the efficiency of state detection of the nodes and aggregates of RWT, we see the direction of giving the adaptability property for an automated data processing system from various contactless diagnostic information removal systems. The global purpose can be achieved, in particular, through the use of machine learning methods and failure recognition (recognition objects). In order to improve the operational reliability and service life of the main nodes and aggregates of RWT, there are proposed an appropriate model and algorithm of machine learning of the operator control system of nodes and aggregates. It is proposed to use the Shannon normalized entropy measure and the Kullback-Leibler distance information criterion as a criterion of the learning effectiveness of the automated detection system and operator node state control of RWT. The article describes the application of the proposed method on the example of an automatic detection system (ADS) of the state of a traction motor of an electric locomotive. There are given the test data of the model and algorithm in the MATLAB environment.

The state of origin of the system of education and upbringing of the information age realized in the algorithm of self-organization is predicted on the basis of the regularities of the first stage of the life cycle of the social system of industrial education; the state of the "spirit of the era", which carries the information society, is estimated as an example of a new type of life of the planetary community; worldview, ideological and conceptual prerequisites for forming a new type of education are analyzed; the state of fundamental science is highlighted as a basis for generating a modernization of the content of education in the 21st century; the problems of the theory of education and pedagogy, which are not solved in the perspective of the state educational policy (especially the means of pedagogical influence on the individual, including in the sphere of strategy, tactics and operational management of education) are revealed.

Opis:
The paper presents some aspects of a development project related to Industry 4.0 that was executed at Nemak, a leading manufacturer of the aluminium castings for the automotive industry, in its high pressure die casting foundry in Poland. The developed data analytics system aims at predicting the casting quality basing on the production data. The objective is to use these data for optimizing process parameters to raise the products’ quality as well as to improve the productivity. Characterization of the production data including the recorded process parameters and the role of mechanical properties of the castings as the process outputs is presented. The system incorporates advanced data analytics and computation tools based on the analysis of variance (ANOVA) and applying an MS Excel platform. It enables the foundry engineers and operators finding the most efficient process variables to ensure high mechanical properties of the aluminium engine block castings. The main features of the system are explained and illustrated by appropriate graphs. Chances and threats connected with applications of the data-driven modelling in die casting are discussed.

This text presents considerations regarding control follow-up for persons who have a security clearance, the proceeding being aimed at verifying whether the said person still guarantees the confidentiality of secret information. As part of this proceeding, a person who is subject to a control review procedure is subject to restrictions on some of his or her rights and freedoms, in particular the right to protect information concerning him or her. The aim of the considerations is to present the control proceedings conducted against persons possessing security clearance, in the context of protection of the rights of the individual concerned.

The disclosure of classified information can contribute to causing threat to national security. In order to prevent such situations in the Ministry of National Defense a specialized, full-time organizational units called protection sections have been appointed. Protection sections consists of secret offices which are responsible for recording, storage, circulation, publishing and archiving of classified information. The article also highlights the key threats to classified information, and discusses the organization of secret offices in the Ministry of National Defense. The idea of “instruments of protection” have been presented to ensure the safety for both offices and for the information which is being processed.
