Wyrastający z powszechnego prawa do informacji dostęp do wiedzy publicznej stanowi podstawowe zagadnienie współczesnych czasów. Dostarcza zainteresowanym informacji o sprawach publicznych. Tworzy płaszczyznę komunikowania się jednostek oraz wspólnego decydowania o zagadnieniach istotnych dla nich samych oraz dla całego społeczeństwa. Na tej płaszczyźnie stanowi instytucję społecznego kontrolowania, która obejmuje swymi ramami także sferę udzielania zamówień publicznych. Określeniu prawnie gwarantowanych form i sposobów jego realizacji (realizacji dostępu do informacji publicznej, a tym samym i procesu kontrolowania) poświęcone jest niniejsze opracowanie.
The access to public knowledge, which is the result of the common right to information, is a fundamental issue of modern times. It provides interested parties with information about public affairs. It creates a place for communication and joint determination of issues that are relevant to society as a whole. On this level, it is an institution of social control, which includes the sphere of public procurement. This paper is devoted to determining legally guaranteed forms and methods of its implementation (realization of access to public information, and thus the control process).

Opis:
The disclosure of classified information can contribute to causing threat to national security. In order to prevent such situations in the Ministry of National Defense a specialized, full-time organizational units called protection sections have been appointed. Protection sections consists of secret offices which are responsible for recording, storage, circulation, publishing and archiving of classified information. The article also highlights the key threats to classified information, and discusses the organization of secret offices in the Ministry of National Defense. The idea of “instruments of protection” have been presented to ensure the safety for both offices and for the information which is being processed.

W artykule omawiane są, na podstawie opracowań glottodydaktycznych, niektóre poglądy na temat roli i znaczenia języka ojczystego w procesie nauczania języka obcego. Podkreślamy w nim znaczenie reguły gramatycznej. Omawiamy także znaczenie ćwiczeń tłumaczeniowych z języka ojczystego na język obcy. Opracowanie zawiera rozwiązania dydaktyczne w zakresie wykorzystania języka polskiego w nauczaniu gramatyki języka rosyjskiego na zajęciach z praktycznej nauki języka rosyjskiego. Zaprojektowane przez nas kwanty informacji lingwistycznej mają na celu zbadanie skuteczności oddziaływania ćwiczeń translacyjnych wśród studentów filologii rosyjskiej oraz prezentują znaczenie komentarza gramatycznego i kontrastowania form języka rosyjskiego z formami języka polskiego jako skutecznych środków zapobiegających interferencji języka polskiego.
In the article, some views on the role and significance of the native language in the process of teaching foreign language are discussed. The author emphasises the significance of grammar rules in forming language awareness of students and discusses the role of translation exercises from a native language to a foreign language. The article contains didactic solutions in the scope of using the Polish language in teaching Russian grammar at classes of practical Russian. The quantums of linguistic information designed by the author of the article aim at examining the effectiveness of translation exercises among Russian philology students and explore the significance of grammar explanation and the importance of contrasting forms of the Russian and Polish language during the presentation of a new language material as the effective means of preventing interference from the Polish language.

This text presents considerations regarding control follow-up for persons who have a security clearance, the proceeding being aimed at verifying whether the said person still guarantees the confidentiality of secret information. As part of this proceeding, a person who is subject to a control review procedure is subject to restrictions on some of his or her rights and freedoms, in particular the right to protect information concerning him or her. The aim of the considerations is to present the control proceedings conducted against persons possessing security clearance, in the context of protection of the rights of the individual concerned.

Posłowie są – obok Sejmu in pleno i komisji sejmowych – jednym z podmiotów sejmowej kontroli działalności szeroko rozumianego rządu, na który składają się: Rada Ministrów in gremio, Prezes Rady Ministrów i pozostali członkowie Rady Ministrów, a także centralne i terenowe organy administracji rządowej. Celem artykułu jest analiza statusu posłów jako podmiotów kontroli sejmowej w świetle regulacji normatywnych, zwłaszcza konstytucyjnych. Na ten status kontrolny posłów składa się kilka zasadniczych elementów: 1) ogólny status prawny posła, wyznaczany przez dwie grupy czynników: a) generalnie przez pozycję Sejmu w systemie organów państwowych RP i koncepcję stosunku przedstawicieli do wyborców, b) na płaszczyźnie szczegółowej przez przepisy aktów normatywnych – Konstytucji RP z 1997 r., ustawy z 1996 r. o wykonywaniu mandatu posła i senatora, Regulaminu Sejmu; 2) zakres podmiotowy i przedmiotowy uprawnień posłów do kontroli działalności rządu, który jest identyczny z zakresem podmiotowym i przedmiotowym takiej kontroli określonym w art. 95 ust. 2 Konstytucji z 1997 r.; 3) pozostające w dyspozycji posłów instytucje służące kontroli działalności rządu, którymi są: a) interpelacje poselskie, b) zapytania poselskie, c) pytania w sprawach bieżących, d) informacje bieżące.
Members of Parliament are together with Sejm in pleno, and parliamentary commissions, one of the entities entitled to control widely understood states government, which consists of: the Council of Ministers in gremio, Prime minister, other members of the Council of Ministers, as well as central and local organs of governmental administration. The purpose of this work is an analysis of members of Parliament position as parliamentary control entities, according to normative regulations, in particular provisions of Constitution. The above mentioned position consists of following elements: 1) general status of deputy determined by two groups of features: a) in general by position of Sejm in the system of govering bodies in the Republic of Poland, and concept of relation of deputies to electors, b) on the detailed ground by normative acts regulations – The Constitution of The Republic of Poland of 2nd April 1997, Act on performance of deputy, and senators mandate, Sejm's regulation; 2) subjective, and objective scope of deputies rights to control governments activity, which is identical with subjective, and objective scope of such control determined in art. 95 of 1997 Constitution; 3) institutions remaining in deputies disposal which aim is control, which are: a) deputies interpellations, b) deputies questions, deputies questions in ongoing matters, d) information in ongoing matters.

Artykuł opisuje organizację prac sprawozdawczych, kontrolno-analitycznych i rewizyjnych koniecznych do zapewnienia oczekiwanej jakości informacji wykazywanych w sprawozdaniach finansowych (informacji finansowych), ukazujących sytuację majątkową, finansową i wynik finansowy jednostek. Syntetyczne przedstawienie organizacji wymienionych prac w rozbiciu na etapy z użyciem metody opisowo-analitycznej wskazują, że spójna, harmonijna i skoordynowana organizacja tych prac zmierza do integracji sposobu sporządzania, analizy i badania sprawozdań finansowych oraz przesądza o jakości informacji wynikających ze sprawozdań finansowych jednostek.
The article describes the organization of the work of reporting, control and analytical and auditing necessary to ensure the desired quality of the information disclosed in the financial statements (financial information), showing the financial position and profit or loss. Synthetic presentation of the organizations listed work broken down into stages using descriptive-analytic method shows that a coherent, harmonious and coordinated organization of work aims to integrate the method of preparation, analysis and audit of financial statements, and determines the quality of information derived from the financial statements.

The study presents issues related to the motivation of human action and its shaping. The issues are presented from the point of view of psychology, sociology, management science and cybernetics. It was found that in the application of appropriate stimuli may affect motivation to change and consequently the change in quality of performance. The common denominator of these areas of study is the conclusion that the motivation may be the result of the conditions of information or energy. Maslow, human motivations, addicted from needs. He introduced the so-called pyramid of needs, from which it follows that the greatest impact of human motivations are the needs of an energetistic nature. But the Herzberg in his two-factor theory of motivation found that motivations are the result of exposure to man, so-call motivators such as stimuli (incentives) of the informative nature. At the same time he provided the conditions which made the effectiveness of these motivators. Mazur introduced the man as an autonomous system and describe the processes that determine the motivation of action. He said that the man, as the system must be able both to retrieve from environment as well to place on in to the environment, the information and energy. This means that the motives of human actions can have only informative and energetistic character, what largely corresponds with the results of sociological research. Kossecki linked motivations of human activities with distinctive social norms and depends of the human norm type, he found that motivations can be informative, energetistic, or mixed. To similar conclusions is reaching when it is depending the type of motivation of man's relation to the basic categories of social existence, given by Koneczny. Using the principles of transmission of information it has been shown that the efficiency of the control depends on the motivation. People with the energetistic motivation are more likely susceptible to control. In the discussion are presented examples of control in technical systems, typical for the problems presented in the work.
W pracy przedstawiono zagadnienia związane z motywacją działań człowieka i jej kształtowaniem. Problematykę przedstawiono z punktu widzenia psychologii, socjologii, nauk o zarządzaniu oraz cybernetyki. Wspólnym mianownikiem wymienionych dziedzin nauki jest wnioskowanie, że motywacja może wynikać z przesłanek informacyjnych lub energetycznych. Masłow motywacje ludzkie uzależnił od potrzeb. Przedstawił tzw. piramidę potrzeb, z której wynika, że na motywacje człowieka największy wpływ mają potrzeby o charakterze energetycznym. Z kolei Herzberg w swojej dwuczynnikowej teorii motywacji stwierdził, że motywacje są wynikiem oddziaływania na człowieka tzw. motywatorów, tj. bodźców o charakterze informacyjnym. Jednocześnie przedstawił warunki, od których uzależnił skuteczność tych motywatorów. Mazur przedstawił człowieka jako system autonomiczny oraz opisał procesy determinujące motywacje działań. Stwierdził, że człowiek jako system musi mieć możliwość zarówno pobierania z otoczenia jak i wprowadzania do niego informacji oraz energii. Oznacza to, że motywacje działań człowieka mogą mieć tylko charakter informacyjno-energetyczny, co w dużym stopniu koresponduje z wynikami badań socjologicznych. Kossecki powiązał motywacje działań człowieka z charakterystycznymi normami społecznymi i w zależności od normotypu człowieka stwierdził, że motywacje mogą mieć charakter informacyjny, energetyczny lub mieszany. Do podobnych wniosków dochodzi się uzależniając typ motywacji od stosunku człowieka do podstawowych kategorii bytu społecznego, podanych przez Konecznego. Posługując się zasadami przekazywania informacji pokazano, że skuteczność sterowania zależy od rodzaju motywacji.

Nowadays, the growth and complexity of functionalities of current information systems, especially dynamic, distributed and heterogeneous information systems, makes the design and creation of such systems a difficult task and at the same time, strategic for businesses. A very important stage of data protection in an information system is the creation of a high level model, independent of the software, satisfying the needs of system protection and security. The process of role engineering, i.e. the identification of roles and setting up in an organization is a complex task. The paper presents the modeling and design stages in the process of role engineering in the aspect of security schema development for information systems, in particular for dynamic, distributed information systems, based on the role concept and the usage concept. Such a schema is created first of all during the design phase of a system. Two actors should cooperate with each other in this creation process, the application developer and the security administrator, to determine the minimal set of user’s roles in agreement with the security constraints that guarantee the global security coherence of the system.

The purpose of this paper was to develop a methodology for diagnosing the causes of die-casting defects based on advanced modelling, to correctly diagnose and identify process parameters that have a significant impact on product defect generation, optimize the process parameters and rise the products’ quality, thereby improving the manufacturing process efficiency. The industrial data used for modelling came from foundry being a leading manufacturer of the high-pressure die-casting production process of aluminum cylinder blocks for the world's leading automotive brands. The paper presents some aspects related to data analytics in the era of Industry 4.0. and Smart Factory concepts. The methodology includes computation tools for advanced data analysis and modelling, such as ANOVA (analysis of variance), ANN (artificial neural networks) both applied on the Statistica platform, then gradient and evolutionary optimization methods applied in MS Excel program’s Solver add-in. The main features of the presented methodology are explained and presented in tables and illustrated with appropriate graphs. All opportunities and risks of implementing data-driven modelling systems in high-pressure die-casting processes have been considered.

Opis:
A wide variety of soil and climatic conditions requires extensive study of the characteristics of the use of fertilizers and chemical plant protection products, which sometimes negatively affects the environment. Therefore, there is a need not only to know the ways and amount of application of fertilizers and chemical protectors but also to have a clear idea of the processes occurring in the soil, plants, ecology of the production environment and the rural population. This knowledge will allow us to carefully approach the practical issues of chemicalizing the crop industry and prevent possible negative consequences. To study the integrated interdisciplinary object of management accounting related to the assessment of the reproduction of agricultural land fertility, the functions and complex interaction of IT management, and analysis of specific situations of the impact of costs on fertilizers and chemical plant protection products on the gross crop production in the Kuban economic entities were applied. The study found that modern science has formulated the main theoretical aspects of the economic and environmental efficiency of the use of mineral fertilizers and chemical plant protection products in agriculture. Noting the significant achievements of scientists and practitioners in this field of agricultural development, we believe that the use of digital technologies for assessing the quality of soil fertility, methods and methods of using chemical agents can qualitatively improve information on the costs of their use, and determine the most rational and environmentally friendly areas. The studied experience in the application of methods indicates a fairly high accuracy in assessing the quality of soil fertility. Moreover, the results make it possible to change the associated types of managerial work, such as the planning of the procurement of fertilizers and plant protection products, precisely determine their types, and coordinate the place and time of their use.

Opis:
The paper presents some aspects of a development project related to Industry 4.0 that was executed at Nemak, a leading manufacturer of the aluminium castings for the automotive industry, in its high pressure die casting foundry in Poland. The developed data analytics system aims at predicting the casting quality basing on the production data. The objective is to use these data for optimizing process parameters to raise the products’ quality as well as to improve the productivity. Characterization of the production data including the recorded process parameters and the role of mechanical properties of the castings as the process outputs is presented. The system incorporates advanced data analytics and computation tools based on the analysis of variance (ANOVA) and applying an MS Excel platform. It enables the foundry engineers and operators finding the most efficient process variables to ensure high mechanical properties of the aluminium engine block castings. The main features of the system are explained and illustrated by appropriate graphs. Chances and threats connected with applications of the data-driven modelling in die casting are discussed.

Opis:
Industrial processes’ control systems based on PLC controllers play today a very important role in all fields of transport, including also sea transport. Construction of control systems is the field of engineering, which has been continuously evolving towards maximum simplification of system design path. Up to date the time needed for system construction from the design to commissioning had to be divided into a few stages. A mistake made in an earlier stage caused that in most cases the next stages had to be started anew. Modern software allows for quicker implementation of system design. Available debugging systems allow for defect detection at an early stage of project implementation. Application of additional protective devices will allow for remote diagnosing of the equipment state and introducing changes (depending on authorities granted). The paper presents general characteristic of integrated software for implementation of complex control systems. The issues related to the software use for programming of the visualisation environment, control computer, selection of transmission medium and transmission protocol as well as PLC controllers’ configuration, software and control have been analysed.

Opis:
To provide necessary quality of electric energy and reliable supply and reduce environmental contamination as a result of energy units operation, renewable sources of energy (RSE), in particular solar electric stations (SES), wind electric stations (WES) and small hydropower stations (SHES) are intensively developed. The paper considers the conditions of optimality of renewable sources of energy (RSE) functioning in electric systems, controllability of which is limited by the impact of non-stable weather conditions. The influence of control system information support on the efficiency of RSE usage is shown.
