    The paper aims to present the global determinants of the increased competitiveness of the European Union in the 21st century. Its detailed purpose was to determine the position of the European Union vis-à-vis the USA and Japan, to indicate the role of innovation and employment in the increased competitiveness of the EU, the position of the Common Agricultural Policy under the circumstances of increased competition, the increased importance of ser- vices, the position of the European Union as compared to the competitiveness of BRIC, and how the EU functions within WTO principles. The analysis of these research issues indicates that the European Union is facing a number of significant challenges in the early 21st century. Those related to the prices of goods and resources are particularly worth pointing out. They are closely, mutually related and concern political issues in the field of financial markets, de- velopment, trade, industry and external relations.

    Bezpieczeństwo stanowi współcześnie jedną z najważniejszych potrzeb ludzi, szczególnie zaś borykających się z różnymi formami niepełnosprawności. Niniejszy artykuł ma na celu określenie istoty bezpieczeństwa osób niepełnosprawnych oraz wskazanie najważniejszych czynników na nie oddziałujących. Deprywacja tej potrzeby prowadzi do wielu negatywnych konsekwencji, zarówno w obszarze fizycznym, psychicznym, jak i społecznym. Aktywizacja osób niepełnosprawnych, ich rehabilitacja oraz włączenie w główny nurt życia społecznego wymaga zapewnienia tej grupie społecznej elementarnego poczucia bezpieczeństwa.
    Safety is one of the most important needs of the people today, especially people with various forms of disability. Present article is intended to define the essence of the safety of disabled people and to indicate the main considerations of this issue. Deprivation of safety need leads up to many negative consequences, both in the physical, mental and social sphere. The assurance of elementary sense of safety among disabled people enable to their activation, rehabilitation and integration.

    Research Paradigm Considerations for Emerging Scholars (2021), edited by Anja Pabel, Josephine Pryce, and Allison Anderson, published by Channel View Publication (DOI: 10.21832/9781845418281), is notable among methodological publications for its scientific openness and permission to experimentation in the research process. The book’s target audience is postgraduate HDRs, emerging scholars and higher-degree supervisors, lecturers in methodology seeking to enhance their reflexivity. According to the authors, it is the reflexive approach that differentiates this book from other methodological books, especially those intended for researchers who are in the process of development regardless of their academic status. Among Polish methodological books there is no publication which as clearly as the book Research Paradigm Considerations… encourages the development of cognitive research curiosity by applying and developing already known paradigms but also by modifying them depending on the socio-cultural context of the research. I recommend this book to anyone who is looking for practical applications of paradigms, but the subject of their research cannot be clearly categorized.

    Gathered in the archive over the centuries materials were exposed to the impact of various harmful external and internal factors. The most common damages are mechanical, biological, microbiological and chemical ones and those caused by man. If the extent of the damage is serious and it is impossible to use the materials by researchers, it is necessary to undertake the restoration activities. The State Archives in Katowice has a special conservation workshops where in different ways all the tasks related to the protection of the collections are undertaken. The most valuable and the oldest objects that require a lot of experience, skills and knowledge of the conservator are made in the individual conservation workshops. Objects made of paper or parchment undergo a special conservation process which sometimes lasts for several months and include: cleaning, bathing, patching, ironing. In the Laboratory of Mass De-Acidification of Paper, which was established in 2007 as part of the long-term government program called “Kwaśny Papier” (Eng. Acid Paper), deals only with loose papers from the nineteenth and early twentieth century that require de-acidification. During the process, which takes place in an aqueous environment the alkaline reserve is put into the paper which stops the degradation of documents.
    Zgromadzone w archiwum materiały na przestrzeni wieków narażone były na oddziaływanie różnych niekorzystnych czynników zewnętrznych i wewnętrznych. Do najczęstszych uszkodzeń materiałów archiwalnych należą: zniszczenia mechaniczne, biologiczne, mikrobiologiczne, chemiczne oraz te spowodowane przez człowieka. Jeżeli stopień uszkodzeń jest poważny i uniemożliwia korzystanie i udostępnianie akt badaczom, wówczas konieczne jest podjęcie prac konserwatorskich. W Archiwum Państwowym w Katowicach znajdują się wyspecjalizowane pracownie konserwacji jednostkowej oraz masowej, które w odmienny sposób realizują zadania związane z ochroną zbiorów. Do pracowni konserwacji jednostkowej trafiają obiekty najcenniejsze i najstarsze wymagające dużego doświadczenia i specjalistycznej wiedzy konserwatora. Obiekty na podłożu papierowym lub pergaminowym przechodzą nieraz wielomiesięczny proces, w trakcie którego poddawane są takim zabiegom jak: oczyszczanie, kąpiele, uzupełnianie ubytków, prasowanie. Do Pracowni Masowego Odkwaszania Papieru, która utworzona została w 2007 roku w ramach WPR Kwaśny Papier, trafiają natomiast tylko luźne dokumenty XIX- i XX-wieczne, które wymagają odkwaszenia. W trakcie procesu, który odbywa się w środowisku wodnym, wprowadzana jest w papier rezerwa alkaliczna hamująca degradację akt.

    Received Signal Strength Indication (RSSI) plays a vital role in the range-free localization of sensor nodes in a wireless sensor network and a good amount of research has been made in this regard. One important factor is the battery voltage of the nodes (i.e., the MICAz sensors) which is not taken into account in the existing literature. As battery voltage level performs an indispensable role for the position estimation of sensor nodes through anchor nodes therefore, in this paper, we take into a account this crucial factor and propose an algorithm that overcomes the problem of decaying battery. We show the results, in terms of more precise localization of sensor nodes through simulation. This work is an extension to [1] and now we also use neural network to overcome the localization errors generated due to gradual battery voltage drooping.

    The long-term goal of foreign language (FL) learners is to reach communicative competence. The objective of language teachers is to assist and support learners in accomplishing this goal. However, the task may be challenging, especially, when considering foreign language taught in the context of instructed learning. The advent of new technologies, the emergence of learner-centered teaching, and the emphasis on authentic language do not always warrant a desirable outcome. Foreign language learners often reach a plateau and do not progress as expected. Loss of non-native language skills in the L1 environment, e.g. loss of foreign languages learned at school, is a fact. Foreign language learners may be prone to attrition due to insufficient input, low frequency of language use outside the classroom or lack of adequate motivation. Therefore, it is imperative to raise FL teachers’ awareness and draw their attention to the problem of language loss occurring in a formal context. Teachers should not only facilitate language learning but also prevent language forgetting which, if prolonged, may cease development and lead to attrition. By drawing attention to FL attrition, we aspire to bridge the gap between linguistic research and language classroom pedagogy. The aim of the current paper is to identify and discuss some of the instructional, cognitive, and personal factors contributing to foreign language attrition. Practical implications are discussed that could not only improve language teaching, but also influence more efficient, attrition-free curriculum design.

    Among various modes of the vita activa considered by Hannah Arendt, the ability for action and particularly political action is the crucial one as it endows life with meaning and constitutes human freedom. The question I address in this essay is whether it is possible – according to Arendt – to create active citizenship by means of democratic education. In order to answer this question I consider three models of democratic education, two of which should be rejected if one agrees with Arendt’s assumptions. The third model, aimed at developing abilities to think critically, is the only one that can support those values, which are essential for a healthy democracy.

Przedmiot i metodyczne ramy eksperymentu określa synergiczne włączenie w opracowywanie koncepcji architektonicznej realnych uwarunkowań urbanistycznych oraz kryteriów sprecyzowanych przez rzeczywistego inwestora.
    The article take up the issues of architectural education in relation to the current problems solved in architectural practice. The shaping of architecture is currently accompanied by the lack of coherent - universal formal and aesthetic patterns, the increasing complexity of location conditions and the arbitrariness of investor criteria. The purpose of the article is a critical description of the didactic experiment carried out as part of the education process of students of the 6th semester of 1st cycle studies at the Faculty of Architecture of the Silesian University of Technology. The subject and methodological framework of the experiment is determined by the synergistic inclusion in the development of the architectural concept of real urban conditions and criteria specified by the real investor.

    Artykuł traktuje o względach etycznych towarzyszących przemianowaniom urbanonimów wkontekście dekomunizacji. Skupiono się w nim na kilku kwestiach, dotyczących zwłaszcza uzasadniania zmian nazw ulic i placów, a także traktowania onimów jako nośników wartości, mogących służyć władzy i jej propagowaniu. Zwrócono ponadto uwagę na udział lokalnej społeczności w usuwaniu niepożądanych symboli komunistycznych. Ustalono, że naruszenie norm etycznych dotyczy: nieuwzględniania opinii środowisk lokalnych, zwłaszcza mieszkańców danej ulicy, w kwestii zmiany nazwy oraz wykorzystywania przez władzę swojej uprzywilejowanej w tym względzie pozycji, narzucania przez nią określonego światopoglądu i systemu wartości, a także posługiwania się nieprawdziwymi argumentami.
    This article deals with ethical considerations accompanying the reorganization of urbanonyms in the context of de-communization. It is focused on several issues, in particular concerning the justification of changes in the names of streets and squares, as well as the treatment of onyms as carriers of values that could serve the authority and its propagation. Attention was also paid to the participation of the local community in removing unwanted communist symbols. Based on the observations made, it was established that the violation of ethical norms concerns: disregarding the opinions of local communities, especially residents of a given street, regarding the change of name and the use of its privileged position by the authority, the imposition of a particular worldview and value system, and the use of untrue arguments.

    The article discusses several examples of changes in appearance of historical works from various fields of art, including changes made to the late Gothic paintings from approx. 1510 found in parish churches in Stara Wieś – the painting representing the so-called Sacra Conversazione and the image of the Madonna and Child in Krzyżowice. Furthermore, the author of the paper attempts to present the reasons for conducting such radical changes in the appearance of the works due to the will of the former policy makers. Appearance of these works was recorded in the reception of the faithful for many years, perhaps even for several generations. Most faithfuls are convinced that this work looked this ways for years. Therefore, its sudden change, even though the newly exposed image is the first, original one, is not always favorably received. The article also shows two examples of the so-called small architecture, which in addition to transformation in the appearance of the object underwent changes of ideological character, often concerning the use of opposing symbols. The discussed object are monuments. The first one, located on the square market in Pszczyna, was originally a monument dedicated to German soldiers who died during the Franco-Prussian War. However, over the years along with the changing political situation the monument started to commemorate the visit of German emperors, then Marshal Józef Pilsudski, and during the Second World War – Adolf Hitler. After 1945 it was demolished and after many consecutive years of placing the star at the top (the star in recent years has been replaced by Polish military cross, whose presence even today evokes further controversies), has become the main monument in the cemetery of soldiers of the Red Army. The second example discussed in the article concerns the changes made to the monument now known as Pomnik Czynu Powstańczego (Monument of Insurrection) set on the St. Anne Mountain. Erected to commemorate the “defenders of German values” in Upper Silesia, today the monument is dedicated to the glory of the Silesian insurgents, the opponents of those to whom it was originally dedicated.
    W artykule przedstawiono kilka przykładów zmiany wyglądu (oblicza) zabytkowych dzieł z różnych dziedzin sztuki, między innymi opisane zostały zmiany dokonane w późnogotyckich malowidłach z około 1510 roku w kościołach parafialnych w Starej Wsi – obraz z przedstawieniem tzw. Sacra Conversazione oraz wizerunkiem Madonny z Dzieciątkiem w Krzyżowicach. Usiłowano także przedstawić przyczyny przeprowadzania tak radykalnych zmian wyglądu dzieła spowodowanych wolą ówczesnych decydentów. Wygląd tych dzieł, utrwalony został w odbiorze wiernych przez wiele lat, może nawet u kilku pokoleń. Większość wiernych jest przekonana, że to dzieło wyglądało tak „od zawsze”, dlatego jego nagła zmiana, mimo że odsłonięty jest pierwszy wizerunek – z czasu jego powstania, to nie zawsze jest on przychylnie przyjmowany. W artykule przedstawiono także dwa przykłady tzw. małej architektury, gdzie obok zmiany wyglądu obiektu nastąpiły, może bardziej niż wygląd, zmiany ich wymowy ideowej, często z wykorzystaniem przeciwstawnych sobie symboli. Są to pomniki – na rynku w Pszczynie, który od monumentu poświęconego poległym podczas wojny prusko-francuskiej żołnierzom niemieckim, z biegiem lat i zmieniającej się sytuacji politycznej, upamiętniał wizyty cesarzy niemieckich, potem Marszałka Józefa Piłsudskiego, w czasie drugiej wojny światowej Adolfa Hitlera, po 1945 roku rozebrany, aby po wielu kolejnych latach, po umieszczeniu gwiazdy na szczycie (gwiazda ta w ostatnich latach została zastąpiona polskim krzyżem wojskowym, którego obecność wzbudza dzisiaj kolejne kontrowersje), stać się głównym pomnikiem na cmentarzu żołnierzy Armii Czerwonej. Drugi przykład to zmian dokonywanych w monumencie znanym obecnie jako Pomnik Czynu Powstańczego na Górze św. Anny. Pomnik ten upamiętniał „obrońców niemczyzny” na Górnym Śląsku, dzisiaj poświęcony jest chwale powstańców śląskich, czyli przeciwnikom tych, którym pierwotnie został poświęcony.

    Maritime transportation, an essential component of world trade, is performed by contemporary vessels. Despite the improvements that rapid advances in technology have brought to vessels’ operational efficiency and capability for safe navigation, the cyber risks associated with modern systems have increased apace. Widespread publicity regarding cyber incidents onboard ships has sparked extensive research on the part of universities, industry, and governmental organisations seeking to understand cyber risks. Consequently, researchers have discovered and disclosed an increasing number of threats and vulnerabilities in this context, providing information that in itself may pose a threat when accessed by the wrong parties. Thus, this paper aims to raise researchers’ awareness of ethical concerns and provide guidance for sound decision-making in areas where the research process must be handled carefully to avoid harm. To this end, this paper presents a literature review that explores the ethical issues involved in maritime cybersecurity research and provides specific examples to promote further understanding. Six ethical principles and four categories of ethical dilemmas are discussed. Finally, the paper offers recommendations that can guide researchers in dealing with any ethical conflicts that may arise while studying maritime cybersecurity.

    Retrofit and structural design with vibration control devices have been proven repeatedly to be feasible seismic hazard mitigation approach. To control the structural response; supplemental energy dissipation devices have been most commonly used for energy absorption. The passive control system has been successfully incorporated in mid to high rise buildings as an appropriate energy absorbing system to suppress seismic and wind-induced excitation. The considerable theses that are highlighted include vibration control devices, the dynamic behavior of devices; energy dissipation mechanism, devices installation approach and building guidelines for structural analysis and design employing vibration control devices also, design concern that is specific to building with vibration control devices. The following four types of supplemental damping devices have been investigated in this review: metallic devices, friction devices, viscous fluid devices, and viscoelastic devices. Although numerous devices installation techniques available, more precisely, devices installation approaches have been reviewed in this paper, including Analysis and Redesign approach (Lavan A/R), standard placement approach, simplified sequential search algorithm, and Takewaki approach.

    Artykuł analizuje zalety i wady hodowli mięsa in vitro. Zauważa się, że włoski zakaz, pomimo pewnych uzasadnionych powodów, wydaje się nadmiernym środkiem paternalizmu prawnego, który negatywnie wpływa na dalsze badania. Zdaniem autora bardziej odpowiednie byłoby zatwierdzenie specjalnego rozporządzenia, które regulowałoby procesy produkcji mięsa hodowlanego, zapewniając prawidłowe informacje dla konsumentów i uznając ten produkt za alternatywę dla konsumpcji konwencjonalnego mięsa, a nie jego substytut. Wymagałoby to jednak wprowadzenia nowej konfiguracji produktu i odrębnej nazwy prawnej.
    The article analyses the advantages and disadvantages of in-vitro cultivation of meat, noting that the proposal to ban its trade by Italy, despite some shareable reasons behind it, appears to be an excessive measure of legal paternalism with negative effects on further research. According to the author, it would be more appropriate to approve a specific law that would regulate the production processes of cultured meat, ensuring correct consumer information and considering this product an alternative to the consumption of conventional meat, rather than a substitute. This would, however, require an introduction of a new product configuration and a distinct legal denomination.

    Opis:
    In order to design and develop a new raincoat for children of the age group 7-8 years, in this paper we propose a conceptual model for FEA (functional, expressive, and aesthetic considerations) perception analysis of the desired raincoat. The model proposed has three levels: Goal Level (development of a new raincoat for children of the age group 7-8 years), Requirement Level (FEA considerations) and Design Solution Level (garment design solutions corresponding to the requirements of the Requirement Level). Due to the characteristics and relations of the different levels, we propose a fuzzy AHP (analytic hierarchy process) approach to solve this problem. Through the fuzzy AHP model proposed, requirements and related design solutions can be analysed with their relative weights. 20 designers and 20 evaluators (child care-givers) were involved in the experiments. Related design solutions and evaluation of their overall performance were defined though subjective evaluation experiments with standard procedures. This paper serves as a guide for the analysis of children’s raincoat design. Relative weight values of different design solutions provide suggestions for designers in the future design and development process.
    W celu zaprojektowania i opracowania nowego płaszcza przeciwdeszczowego dla dzieci w wieku 7-8 lat, w artykule zaproponowano model koncepcyjny analizy percepcji płaszcza przeciwdeszczowego przez FEA (względy funkcjonalne, ekspresyjne i estetyczne). Proponowany model miał trzy poziomy: celu (opracowanie nowego płaszcza przeciwdeszczowego dla dzieci w wieku 7-8 lat), wymagań (względy MES) i rozwiązania projektowego (rozwiązania w zakresie projektowania odzieży odpowiadające wymaganiom poziomu wymagań). W celu rozwiązania problemu, ze względu na charakterystykę i relację na różnych poziomach, zaproponowano model AHP (proces hierarchii analitycznej). Dzięki zaproponowanemu modelowi AHP wymagania i powiązane rozwiązania projektowe można było przeanalizować pod kątem ich względnych wag. W eksperymentach brało udział 20 projektantów i 20 oceniających (opiekunów dzieci). Powiązane rozwiązania projektowe i ocena ich ogólnej wydajności zostały określone poprzez subiektywne eksperymenty przeprowadzone zgodnie ze standardowymi procedurami. Zaprezentowane wyniki rozwiązań projektowych mogą stanowić sugestie dla projektantów w przyszłym procesie projektowania.

    W pracy skoncentrowano się na małych elektrowniach wodnych, ze względu na ich niewykorzystywany potencjał w Polsce. Przeważający nizinny charakter ukształtowania terenu nie sprzyja budowaniu elektrowni na rzekach, mimo to występują niewykorzystywane na potrzeby energetyki odcinki rzek, na których można zainstalować tzw. małe elektrownie wodne. Po to, aby zlokalizować optymalne miejsce pod budowę elektrowni, należy nie tylko brać pod uwagę aspekty ekonomiczne, ale również ekologiczne i społeczne. Praca poświęcona jest tematyce racjonalnego wyszukiwania lokalizacji pod ich budowę z wykorzystaniem systemów informacji geograficznej. Cel osiągnięto głównie poprzez przedstawienie kosztów inwestycyjnych (cena budowy MEW).
    The article says about small hydroelectric power plants due to their unused potential in Poland. The predominant lowland topography is not conducive to building a power plant on the rivers, but there are still unused rivers streches on which you can install small hydropower plants. To find the optimum location for the plants should not only consider economical aspects, but also environmental and social. This article is also about searching for a rational location of plants with the use of Geographic Information Systems. This was achieved primarily by the presentation of the investment costs (construction costs of their building).
