In connection with labour and entrepreneurship, these elements are the features of a society which favours efficiency, a sense of security and balance between an individual and a group. Currently, the collaboration is a complex process, including many national, governmental and institutional connections which form the “Nordic family”.

Subject and purpose of work: The subject of the work was intra- and intersectoral cooperation between local governments for the development of tourism. The aim of the work was to evaluate the activity of local governments natural valuable areas of Lublin Province in undertaking co-operation in tourism. Materials and methods: The accomplishment of the objective was supported by the analysis of the literature of the subject and the results of the research carried out in 2013. The area of the study was composed of 30 municipalities of the highest ecological value group in Lublin Province. A diagnostic survey method was applied, with the use of an interview questionnaire which was addressed to village and town mayors. The additional source of information consisted of the web pages of municipal offices, organizations, which belonged to the surveyed local governments and statutes of these organizations. Results: It was shown that local governments within natural valuable areas did not sufficiently exploit diagonal co-operation in stimulating tourism development. The measures aimed at supporting tourism were characterized by lack of comprehensiveness. Only about one third of self-governments undertook comprehensive measures using forms of intrasectoral and intersectoral cooperation. Conclusions: Further development and intensification of diagonal cooperation is postulated, as well as promotion of good practices.
Przedmiot i cel pracy: Przedmiotem pracy była współpraca wewnątrz- i międzysektorowa samorządów gminnych na rzecz rozwoju turystyki. Celem pracy była ocena aktywności samorządów gmin przyrodniczo cennych województwa lubelskiego w podejmowaniu współpracy w turystyce. Materiały i metody: Realizacji celu służyła analiza literatury przedmiotu oraz wyników badań przeprowadzonych w 2013 r. Teren badania stanowiło 30 gmin z grupy o najwyżej cenności ekologicznej w województwie lubelskim. Zastosowano metodę sondażu diagnostycznego z wykorzystaniem kwestionariusza wywiadu skierowanego do wójtów/burmistrzów. Dodatkowe źródło informacji stanowiły strony internetowe urzędów gmin i organizacji, do których przynależały badane samorządy i statuty tych organizacji. Wyniki: Wykazano, że samorządy gmin przyrodniczo cennych w niedostatecznym stopniu wykorzystywały współpracę diagonalną w stymulowaniu rozwoju turystyki. Działania służące wspieraniu turystyki cechowały się brakiem kompleksowości. Jedynie około 1/3 samorządów gmin podejmowała kompleksowe działania wykorzystując formy współpracy wewnątrz- i międzysektorowej. Wnioski: Postulowany jest dalszy rozwój i intensyfikacja współpracy diagonalnej oraz promocja dobrych praktyk.

In the paper the author raises the issue of challenges resulting from euro zone crisis for shaping new role and partnership of Germany and Poland in the EU. The paper consists of three parts, in which one by one the following problems has been presented: Germany’s role in the stabilization of the euro zone (1); implications of the crisis for Poland seeking new role within the EU (2); and challenges for developing of a permanent Polish-German partnership in the EU (3). The principal thesis of the article is as follows: during 2010-2013 Germany, due to its significant economic and financial potential as well as successively implemented domestic reforms, assumed the key role in actions aimed at stabilizing the euro zone. Because of questionable effectiveness of former German strategy for saving the euro area its gradual modification towards substitution of cuts and sanctions policy with activities for economic growth and reduction of unemployment in the EU cannot be excluded. The progressing euro zone crisis with accompanying divisions within the EU led to Poland seeking to enter the first integration circle by development of Polish-German partnership among other things. The successive accomplishment of the above-mentioned goal is a giant challenge for Poland, demanding on its part to unambiguously determine of its interests and aims within activities for accession to the euro area. It also entails providing the public opinion with deepened and thorough analysis of real benefits and threats resulting from Poland’s accession to the euro zone.

This article is an analysis of the development assistance delivered by Peoples Republic of China to the «Third World». PRC is one of the major countries in the group of emerging donor nations. The analysis shows the evolution of Chinese development co-operation from it's early beginnings (agreements with Democratic People's Republic of Korea and Democratic Republic of Vietnam in 1950s) until present times. We can talk about 5 generations of PRC's development assistance: 1.aid for so called «socialistic» or post-revolutionary states, 2. assistance for selected nations close to PRC within the international environment, 3.bilateral development assistance for nations not included above, 4.multilateral development assistance and development co-operation with international organisations, 5.development assistance which is coherent with standards of OECD's Development Assistance Committee. Celem niniejszego artykułu jest analiza relacji pomiędzy kluczowymi aktorami regionalnymi (zarówno z poziomu przedsiębiorstw, jak i władzy samorządowej) a uniwersytetem. Relacje te scharakteryzowane zostały dzięki rekonstrukcji i porównaniu celów działania poszczególnych aktorów (decydenci regionalni – przedsiębiorstwa – uniwersytet). Koncepcja teoretyczna poparta została danymi empirycznymi zebranymi w trakcie pracy badawczej w ramach grantu promotorskiego MNiSW pt. „Społeczna produktywność szkół wyższych. Nowa koncepcja produktywności nauczania” (wywiady pogłębione z kluczowymi przedstawicielami uniwersytetów, władzy lokalnej/regionalnej i przedsiębiorstw). Rezultatem pracy jest odpowiedź na pytania, nurtujące ostatnio zarówno środowiska naukowe, jak i szerokie środowiska społeczne: w jaki sposób uniwersytet może „się otworzyć” na swoje otoczenie społeczne i w jakich obszarach otwarcie to może przynieść najwięcej korzyści i dla samego uniwersytetu, i dla regionu.
The purpose of this article is to analyse the relationship between the key regional actors (fromboth businesses and local government) and the university. These relations will be characterised on the basis of the attempt to reconstruct and compare the objectives of the actions of individual actors (regional decision makers – companies –university). The theoretical concepts are supported by empirical data collected under a MNiSW research grant entitled “Social productivity in higher education. The new concept of learning productivity” (in-depth interviews with key representatives of universities, local government and businesses). As a result I attempt to answer both a scientific and a broad social question: how can the university “open up” to its social environment, and in what areas can it be the opening of the greatest benefits for the university and the region.

There are some typical relations that can be observed in public administration, including management, supervision, control, co-ordination and co-operation. The latter two are seldom subject to scrutiny by administration law academics. The purpose of this article is to initiate a discussion on filling this gap. In most cases, co-ordination is performed in connection with management, supervision or control. This type of co-ordination can be described as functional. However, independent co-ordination also exists. Due to the limited number of positive law regulations regarding this type of co-ordination, it is usually limited to the co-ordinating body applying non-executive measures. The co-ordination relationship in administration law is an unusual type. At least three entities are necessary for such a relationship to exist, namely a co-ordinator and two co-ordinated parties. The analysis of co-operation in public administration is possible upon considering the principle of general co-operation as a separate one. This principle could have the status of a general administration law principle, but the positive law does not currently formulate this principle directly. However, it can be derived from various applicable rules, including rules of constitutional importance. This principle dictates that all public administration entities must co-operate with each other. The article attempts to define forms of co-operation, indicating their diversity. Many issues related to co-ordination and co-operation in administration still require scientific explanation. A further stage should involve regulating these activities within the framework of the positive law. This could be implemented by future act – the “General Provisions of Administrative Law”.

The influence of the co-operation frequency of threads in a parallel heuristic algorithm to solve the vehicle routing problem with time windows on the accuracy of solutions is investigated. The accuracy of solutions is defined as their proximity to the best known solutions of Gehring and Homberger's benchmarking tests. Two adaptive co-operation schemes are proposed and experimentally evaluated.
Wyznaczanie tras dla pojazdów z oknami czasowymi (ang. vehicle routing problem with time windows) jest problemem optymalizacji dyskretnej należącym do klasy problemów NP-trudnych. Istnieją metody heurystyczne rozwiązywania problemu, pozwalające wyznaczyć w rozsądnym czasie rozwiązania nieoptymalne o koszcie bliskim kosztowi rozwiązania optymalnego, takie jak symulowane wyżarzanie, przeszukiwanie tabu, algorytmy genetyczne czy algorytmy memetyczne. Wprzypadku algorytmów dwustopniowych, w pierwszej fazie minimalizowana jest liczba tras, a w fazie drugiej całkowita przebyta odległość. Flota składa się z pojazdów o jednakowej, zdefiniowanej pojemności, która nie może zostać przekroczona, a obsługa klientów musi rozpocząć się w czasie trwania ich okien czasowych.

The article is aimed at analyzing the level of advancement of the co-operation of Poland with individual non-European Union countries in the field of environment protection and its influence on the improvement of environmental standards and pro-ecological modernization of the Polish economy. The resources are unpublished materials of the Ministry of Environment and the Ministry of Economy referring to bilateral agreements between Poland and its foreign partners in the above-mentioned field and the results of that co-operation, as well as information made available by the Polish National Energy Conservation Agency. The conducted analysis shows that thanks to the substantial financial and technological support provided by such countries as Norway, Switzerland and Japan our country was given a unique chance to modernize the economy and maintain high environmental standards not only as a beneficiary of that aid but also as a country deepening neighborhood co-operation with Russia and Ukraine, and sharing its experiences with other partners, especially Moldova and Iran.

This paper presents a possibility of applying a modelling and simulation technique in designing a logistic chain in production enterprises. A new approach, based on simulation technique, together with utility function for partnership selection in cooperative production is the main element of the study. Eastern Cycle Trail Green Velo has a tremendous potential to become a recognizable brand tourism product for Polish and foreign tourists which will present a strong competition against a wide variety of cycling trails already existing in Poland and Europe. In order to achieve this goal, however, one has to implement an effective management model of Green Velo Trail in the years 2016-2020. A recommended management system for Green Velo trail is the tourism cluster. By implementing a proper management model one will avoid the risk of potential coherence loss, both in marketing and operational aspects of the trail. Moreover, it will allow to introduce competitive tourism offers and sales packages to the market and ensure the so called “project durability”. In developing Green Velo product one should benefit from the experience of the existing clusters which have already achieved a significant marketing and PR success, such as Tourism Tropical North Queenisland. Fully functional tourism product based on the idea of a cluster will fully enhance tourism economy of Eastern Poland.

Opis:
As the lumbar region of the spine is particularly predisposed to musculoskeletal disorders, the aim of this article was to assess lumbar spine load on the basis of an accurate model of this part of the body. The model was developed with the finite element method and the energy criterion for optimising muscle work. Computer calculations confirmed that stresses and compression forces in intervertebral discs increased with an increase in the load force and that they were significantly larger in the bent forwards posture than in the erect posture. This result clearly shows that lifting light objects and the erect posture are important elements in minimising spine load.

The problem of co-operation between higher education and business is important both in sector of research and development, and education. The article presents an example of partnership of a public university with a commercial company on the conduct of joint postgraduate studies. The aim of this co-operation is to gain the synergy of the educational service. The article focuses on the reasons for the collaboration and the benefits of creating value for the customer.

The aim of this study was to determine the conditions of sustainable (long-term) partnerships for the development of cross-border co-operation with regard to how they are formed and how they function. The analysis concerns partnerships created as a part of the PHARE CBC Small Project Fund between 2000-2003. It focuses on the sustainability of these partnerships through the prism of their duration and the frequency of actions taken. The conceptual assumption was that cross-border cooperation can be seen as an institution and analysis used the concept of path dependency. Entering into relations of co-operation in a border region in Poland is a behavioural norm, but co-operation is not seen in the light of the benefits of entering into a relationship, that is, not in the light of the direct benefits of co-operation.

Catechesis is intrinsically geared towards the salvific process which goes on between God and man. This process has the structure of an interpersonal dialogue. The task of catechesis is to help young people to engage in a dialogue with God. In the structure of catechesis, pride of place goes to personal contact. It consists in the sharing of the experience of faith and human values which takes place as part of a common search for the will of God. Catechetical dialogue should be characterized by a pursuit of truth; clarity of expression; respect for the other person; transcending one’s thought patterns in order to find new possibilities for understanding and constructive cooperation through a shared quest; and the ability to remain silent and open up to the other person to understand their viewpoint from the inside.

Przedmiotem niniejszego artykułu jest kategoria pogranicza i jej usytuowanie w nauce o polityce (politologii). Istotne jest ukazanie pogranicza w różnych kontekstach i ujęciach, co wynika ze wzrastającego zainteresowania tą problematyką ze strony różnorodnych nauk, w tym politologii, socjologii, geografii czy ekonomii. Widoczna jest tu wymiana myśli i idei oraz wzajemne korzystanie z dorobku naukowo-badawczego. Kategoria pogranicza współwystępuje z innymi pojęciami, a interdyscyplinarność badań prowadzi niekiedy do odmiennego ich definiowania. Dlatego też w pierwszej części artykułu określono podstawowe pojęcia, takie jak: region, region przygraniczny i transgraniczny, współpraca transgraniczna. W drugiej – odniesiono się do badań nad pograniczami na kontynencie afrykańskim, gdzie mimo braku realnych powiązań integracyjnych, w ostatnich latach dostrzec można praktyczne inicjatywy dotyczące pograniczy i promujące współpracę transgraniczną.
This article touches upon the category of bordelands and its place within the realm of political science. It is important to see it in many contexts as well as understand different approaches to it. Lately there has been mounting interest in the subject from various academic disciplines, such as political science, sociology, geography and economy. The category of borderlands is highly interdisciplinary, to the extent that different sources may produce quite different definitions of terms within it. Thus the definitions of region, border region, cross-border region and cross-border co-operation are discussed in the first part of the article. The second part touches upon borderlands research in Africa, where, despite lack of real binding ties, there have been many initiatives promoting cross-border co-operation.

The discussion about the position of Polish sociology at the background of world sociology organized by the Sociological Commission of the Polish Academy of Sciences revealed significant differences among the participating scholars. The pessimistic view about the state of Polish sociology and its functioning within world sociology was expressed by Edmund Mokrzycki and Jerzy Szacki, who pointed out at both institutional and political difficulties (e.g. isolation of Polish sociology from world sociology, limitation of contacts) as well as theoretical predicaments of the discipline (e.g. the fact that the change of dominant paradigm in Western sociology had passed virtually unnoticed by Polish sociological theory). Piotr Sztompka expressed the concern that insufficient number of Polish sociological research was being published in renowned international scholarly publishing houses, at the same time he envisaged the concrete measures for the improve of the current situation. The state of Polish sociology was assessed rather differently by Kazimierz Doktór, who concentrated on the relations between Polish sociology and sociologies of socialist countries. First, he emphasized the good positions of Polish sociology in this group, and second he urged to promote this co-operation further while ceasing to mimic Western sociology. Jerzy Wiatr suggested that pessimistic evaluations of Polish sociology were a misperception. Although he was critical of Polish sociology for the particularity of its empirical research and medium standards of daily work, he optimistically placed its achievements in the long-term perspective and saw the development of theory of socialist society as its unique and original contribution to world sociology.

Każda z form została przez autorkę scharakteryzowana i poddana analizie.
This article refers to the right to associate which units of local government have under Article 172 of the Constitution of the Republic of Poland. The author focused her attention upon the range and forms of voluntary co-operation between poviats and voivodeships, i.e. federations, agreements and associations. The results of the analysis allowed the characterization of each of these forms of co-operation.

Opis:
One of the main conditions for the effectiveness of each conscious and purposeful action, especially long-term and complex one, is the ability of programming. Whoever takes into consideration catechetical programming decides for a certain process requiring consideration and organisation of actions with reference to particular people and situations. In contemporary catechetical programming, an important premise is the revalorisation of diagnostic elaborations prepared with the participation of specialists in human arts and theology. Reliable assessment of reality leads to the indication of key issues with which the contemporarily catechised deal in Church and in the world. To solve them, detailed programmes which indicate the most vital decisions concerning means, methods and time of activity are necessary. The effectiveness of catechetical programming considerably depends on the ability to work as a team. Therefore, catechetical programming requires commitment of various groups and units, both educational and church ones. Participation and joint responsibility in Church do not only arise from good organisation indications. Most of all, they are the expression of the existence and activity of Church as a community.

Spółdzielnie kredytowe były zakładane na ziemiach polskich od połowy XIX wieku w zaborze pruskim. Idea powstawania tych specyficznych przedsiębiorstw koncentrowała się zarówno na kwestiach materialnych, jak i społecznych. Kształt współczesnego sektora banków spółdzielczych w Polsce jest konsekwencją wielu zmian o charakterze regulacyjnym. Transformacja gospodarcza usytuowała bankowość spółdzielczą na równi z sektorem komercyjnym bez uwzględnienia pierwotnej idei. Przepisy prawa w połączeniu z naturalnym dla gospodarki rynkowej zjawiskiem konkurencji powodują cykliczny spadek liczby członków banków spółdzielczych w Polsce.
Credit co-operatives have been established in the Polish lands since the midnineteenth century in the Prussian Partition. The idea of − these specific enterprises focused on both material and social issues. The character of the modern co-operative banking sector in Poland is a consequence of many regulatory changes. The economic transition has placed co-operative banking on a par with the commercial sector without considering the co-operation idea. The legal provisions combined with the phenomenon of competition cause a cyclical decline in the number of members of co-operative banks in Poland.

The article presents the results of empirical research on the role of trust in inter-organizational relations (IORs) and its outcomes. We questioned 210 Polish large and medium sized companies in different industries, experienced in IORs of different kind with Polish and foreign partners. We used a set of non-parametric analyses: Spearman correlation, mediation analyses with bootstrapping and structural equations modeling with RML (Robust Maximum Likelihood). Our findings confirm the statistically relevant correlations between the interpersonal trust of individuals and teams, the trust-building competence of organization and the outcomes of the cooperative relationships of companies. Additionally, the trust-building competence of organization serves as a mediator in the relations of interpersonal trust and IORs outcomes. The aim of this paper is to try to summarize, how, the scholars researching border studies and cross-border cooperation practitioners reacted to the COVID-19 pandemic during the period from 16 of March to 21 of June 2020. As it was not possible to follow all the texts (often published without peer-review in thematic blogs) and events, the overview is not exhausting. Another goal of this text is to synthesize the main messages of those texts and events and to identify possible future trends in border studies. We will most likely experience the discourse change which will lead us towards studying impacts of re-bordering rather than de-bordering. We can also expect the lower engagement of the local and regional actors in cross-border cooperation, which will be in some border contexts considered as an unnecessary luxury.

In the first part of the article the author mentions the Churches and religious associations whose representatives visit prisoners serving their sentences in the Lublin district. Among them there are chaplains of the Catholic Church, the Orthodox Church, numerous Protestant Churches and Jehovah's Witnesses. Further, he describes the legal foundations of prison pastorate and the principles of the functioning of chaplain's ministry in prisons. In the next part there is information concerning mutual ecumenical chapels, organizing academic-pastorate conferences, transmitting ecumenical values in the form of religious press. In the last part profits are mentioned for the Prison Service resulting from ecumenical co-existence of the prison pastorate in the cognitive dimension, in the dimension of understanding, closeness, tolerance, acceptance and spiritual development. Also, the author cites subject literature, including Orthodox literature.
