The liberty or the absence of the liberated. This notion was thought as an alternative between two choices. Kierkegaard or “Give me liberty, or give me death!” By Patrick Henry (the first governor of Virginia during the American War of Independence) Serve as typical examples of this way of thinking. For the people, subjected to the oppression of the despotic feudal system of the Middle Ages, the establishment of a modern society was the glorification of a form of liberty. By the revolution that led to the independence and creation of the United States of America and also by the French Revolution, the people obtained freedom symbolized by the slogan of the French Revolution: Liberty, Equality, Fraternity. The United States, a country that was built on these values, is now a dominant economic and military superpower. From this point of view, having completed the values of the French Revolution in its societies, the West (Europe and the United States) seems to have brought together ideal democracies. This, however, only holds true when we compare with countries suffering from poverty, oppression, tyranny or fascism. Because a nation is the gathering of men and no man is perfect, it is difficult to find an ideal country. Thus J.J. Rousseau, the ideologist and sympathizer of the French revolution, expresses it in his work “Du Contrat Social”: ... To take the term in the strict sense, there has never existed a true democracy, and it will never exist.

According to the Polish constitutional tradition, regulations concerning the duties of man and citizen can be found in chapter II of the Constitution of the Republic of Poland devoted to the rights and freedoms of the Polish Constitution, specifically in Articles 82-86 inclusive. The Constitution devotes relatively little space to its duties, and the catalog indicated therein is not extensive. The purpose of articulating obligations in the Constitution of the Republic of Poland is primarily to emphasize the most important ones from the point of view of the state, society and individual. In each country, some constitutional obligations are addressed only to citizens, while others are imposed on all who are subject to the authority of a given country. The Constitution of the Republic of Poland also does so. Indicated in art. 86 the obligation to care for the state of the environment and responsibility for its deterioration is in the group of universal obligations in terms of subject, which are imposed on every person who is within the jurisdiction of the Republic of Poland. This study is an analysis of the concept of environment, care for the state of the environment and the provisions of the constitution on this subject.

The alternative methods of the organisation and content managing in the citizen mediaThe goal of this article is to find  the differences in managing citizen and mainstream media. For this purpose the chosen citizen medium – Wiadomości24.pl (one of the biggest and most popular citizen journalism portal) and two mainstream media - “Gazeta Wyborcza” and “Rzeczpospolita” were compared and quantitative content analysis of the cultural publications was done. According to the Ch. Fush's definition of the alternative media,  to define the medium as an alternative one, it must differ from the mainstream medium in all mentioned dimensions: journalistic production, media product structure, organizational media structure, distribution structure and reception practices. The analysis of the chosen media shows, that the portal Wiadomości24.pl, as a citizen medium, differs a lot from two chosen mainstream media in every dimension. The portal is attuned to its basic function – including the receiver within the communication process as a sender.  That is why, the portal puts all responsibility on prosumers, provides as high interactivity as possible, delimits all formal requirements and offers high openness. Thanks to that, the content published by the citizen reporters is alternative to the content published in mainstream media. The alternative media are supplement for mainstream media and allow a bigger diversity and variety of the form and content. They include the receivers and encourage them to publish their own content and share their experiences with others.  The alternative media cannot replace public and commercial media, but can be a supplement and sometimes the alternative offer

Partycypacja obywatelska jest istotnym elementem współczesnej demokracji. Traktowana jest jako ratunek wobec stałego obniżania udziału obywateli w życiu politycznym i publicznym. Partycypację można podejmować z bardzo rożnych powodów. Istotne jest to, iż sprzyja ona rozwojowi demokracji lokalnej, chociażby poprzez wzmocnienie oddolnych inicjatyw obywatelskich; pobudza integracje środowisk lokalnych dzięki podejmowaniu wspólnych działań. Jest również skutecznym sposobem na rozwiązanie problemów: daje możliwość wysłuchania opinii wszystkich zainteresowanych osób, rozwiązania lokalnych konfliktów i wypracowania kompromisu. W niniejszym tekście podjęto próbę przeanalizowania zagadnienia partycypacji obywatelskiej na przykładzie konkretnej grupy społecznej, jaką jest wiejska społeczność lokalna. Skoncentrowano się na różnych teoretycznych ujęciach tych dwóch zagadnień. Celem tekstu jest przede wszystkim odpowiedź na pytanie o formy zaangażowania wiejskich społeczności lokalnych w działania partycypacyjne; ukazanie przykładowych instrumentów, które umożliwiają członkom tej wspólnoty uzewnętrznienie ich aktywności i postaw obywatelskich.
Citizen participation is an important element of contemporary democracy. It is considered a panacea to the declining participation of citizens in political and public life. People may decide to participate for various reasons. It is important that participation promotes the development of local democracy, for instance, by strengthening bottom-up civic initiatives; participation stimulates integrationof local communities through joint activities. It is also an efficient tool to solve certain problems, since opinions of all parties concerned can be heard, local conflicts mitigated and compromise reached. This article attempts to analyze citizen participation based on the example of a specific social group, namely the rural local community. The article concentrates on various theoretical views on the issue. The main goal of the article is to answer a question about the form of local rural communities participation, and it presents examples of instruments which help community members to implement their activity and express civic attitudes.

Resilient society and social dialogue are core topics for monitoring citizens’ initiative in participatory democracy as an engaged citizen often empowers governance facilitating active social engagement and democratic. (1) Background: The intent of the current research is to document and monitor the notion of “resilient society” and twenty associated topics in order to provide the latest emerging illustrations of the impact of social media on citizens’ initiative and participation levels in the European Union (EU); (2) Methods: Based on the Brand24 media monitoring tool, the quantitative and qualitative analysis of the social media reach focuses a period of one month (June-July 2023) with the aim to assess a better understanding of the resilient society and citizens’ participation; (3) Results and findings: The results of the research emphasize the role of citizens’ engagement and social dialogue for a resilient society by scaling the linkages between the historical, institutional and participative levels; (4) Discussion: The article shows how policy agenda and decisions, historical facts and social realities influence the social media reach and highlights the outcomes of the sentiment analysis and influence score of the selected topics.

This paper identifies and synthetically demonstrates the most important steps and changes in the evolution of the idea and institution of citizenship in Europe over more than two thousand years. Citizenship is one of the essential categories defining human status. From a historical perspective, the idea of citizenship in Europe is in a state of constant evolution. Therefore, the essence of the institution of citizenship and its acquisition criteria are continually being transformed. Today's comprehension of citizenship is different from understanding citizenship in Europe in earlier epochs of history. In some of them, the concept of citizenship existed only in the realm of ideas. In others, the idea materialised, and membership in the state (or city) and civic rights and obligations found a formal, legal expression. The formation of the idea and institution of citizenship is a long and multi-phase process.

This text is an attempt to subjectively consider of the issue of equality, on the topic of which Ryszard Borowicz in 1988 wrote a monograph entitled “Równość i sprawiedliwość społeczna” [Equality and Social Justice]. The author, referring to a historical and legal overview of the notion of the citizen, tries to suggest that it is the political system that determines the status of its citizens. What is more, it also determines not only their legal situation but also the scope of their subjective rights, freedoms and obligations. The general principles enshrined in the constitution are the means that the legislator uses to show the citizens which values he considers the most important and which are intended to guide social change. The main goal of the authors’ deliberations is to signal the need to continue research on equality, especially given that the notion of equality should be considered from a wider perspective, for example taking into account the change of the political and legal system.

While it has generally been accepted that non-professional media actors empowered by novel digitally networked technologies are changing the media landscape in the West, this is less obvious in the case of sub-Saharan Africa. Recent years, however, have seen the emergence of a diverse range of citizen media in Africa, enabled by technologies such as mobile phones, blogs, micro blogs, video-sharing platforms and mapping. Through in-depth and focus-group interviews with selected experts and citizen journalism practitioners, as well as a review of the existing body of research, this study aims to identify emerging patterns and trends in African citizen journalism, paying particular attention to the Zimbabwean case. The research hopes to establish the notion that digital technologyenabled citizen journalism, although still restricted to a subset of African countries, provides a powerful counter-narrative to professional media that are often constrained, or even controlled, by national governments.

It is possible to state that the organisation and way of functioning of the state administration has gone and will be going through an incessant development process, which has responded and will be responding to the changes and needs of the society. The analysis, which can be considered as an audit made for certain clients groups, is, besides others, also a starting point for the elaboration of an overall municipality strategy. The analysis can be realised by means of primary or secondary research. The present state of our society and the developmental tendencies taken in consideration, it is clear that the existence of leisure activities system will be a significant element in the decision-making processes of state employees on all levels of state (public) administration. The relationship between those who can influence the outer forces and those who occupy positions in the leisure-time organisations defines the dynamics of the future development. The role of municipalities in the domain of public services cannot be replaced. That is why it is necessary to study the opinions and attitudes of employees responsible on the local scale. It is also important for the information transfer and communication to be realized rapidly.

Police brutality in Nigeria assumed monstrous dimensions and indeed remained the greatest threat to the youths and the survival of the nation. The government has not been seen to do much to resolve these problems and has made citizens who are inflicted with constant violence to begin to revolt. This paper examines the impact of police brutality on the peace and progress of Nigeria. It argues that low remuneration for police officers, indiscipline of police officers, corrupt political and judicial system from top to bottom, citizens nonchalance or foolishness, the fact that perpetrators do not get punish but get away free, greed of officers, psychological problems and undefined limits of their power are reasons why these actions strive. The paper extracted some basic proposition of the political participation theory as our theoretical framework of analysis. It employed secondary sources of data collections, which entails the use of materials from secondary sources. The method of analysis is descriptive, qualitative and prescriptive. The paper found out that the inability of government and her agencies to adopt preventive strategies that will focus more on promoting professionalism within the police and citizen friendly attitude are the root course of the challenges. We therefore recommend preventive and proactive approach as opposed to brutality, reactiveness, negligence and fire-brigade response to issues arising between the police and the citizenry.

In fact, cyber threats may affect not only individual units, but also entire systems composed of diverse components. The purpose of this paper is to indicate what effect the actions taken by citizens in cyberspace have on state security. Therefore, it is necessary to find answers to the following questions: Can citizens significantly affect the level of state security? How can the actions taken by citizens in cyberspace influence the formation of the level of state security? The author used the following research methods in his research: system approach, comparison, inference, analogy, abstraction and generalization.

The article analyses attitudes of Poles towards the state. The attitudes are shaped by four factors: both recent and past history, experiences of the young liberal-democratic republic and opening of Poland to the world. Research, conducted on all-national sample in November, 2007, shows that for the majority of citizens of Poland state is an intrinsic value, however they have various visions of its optimal model (from nearly authoritarian to libertarian). Welfare expectations towards the state are widely spread. This attitude has strong positive affective ground, which, however, does not eliminate critical assessment of ways the state is actually functioning. Particularly the criticism is related to unequal treatment of various groups of citizens.

The results of the Seimas elections in 2016 have revealed one of the greatest transformations in Lithuanian party system since its formation in 1992. Though there are similarities between the political processes in Lithuania, Poland, Hungary and the Czech Republic, it is important to stress important differences, which enable us to speak about the unique “Lithuanian way”. First of all, the new political group, which dominates in Lithuanian political system after the elections – Lithuanian Peasants and Green Union (LPGU), not only rejected the tradition political continuum of “right-left” politics, but also does not fit into the main political cleavage in post-communist political system of Lithuania - between ex-communists and anti-communists. Secondly, the elections revealed a huge crisis of democracy based on political parties in Lithuania. The dissatisfaction with parties, as the main actors in modern liberal democracy, constantly increases. Thirdly, we can speak about the decisive victory of anti-politics in Lithuania, the marginalization of political deliberations and political competence in the governance of the state. This triumph of anti-politics in Lithuania is not the outcome of cultural tradition of anti-politics which was strong in Poland and Czechoslovakia during the 20th century (Havelka 2016), but rather a price which we have to pay for the invasion of consumptive mentality in political sphere. The main hypothesis of this article is that the triumph of anti-politics in Lithuania means the victory of “consumer” over “citizen” and it will cause the growing turmoil in political system of Lithuania.

Aim. The present research aims to explore the English language learning motivation of students at the Sapientia University, Faculty of Economics, Socio-Human Sciences and Engineering, Miercurea-Ciuc (Csíkszereda). Method. 103 students took part in the exploratory research where an online questionnaire containing 50 statements was used to find out students’ motivations to learn English, focusing on seven different motivational factors (instrumentality, desire to become a global citizen, ideal foreign language self, desire for self-satisfaction, attitudes towards learning English, cultural integration and ought-to foreign language self). Results and conclusion. Results show that instrumental motivation has a strong effect on the surveyed students as they are highly motivated by the idea of getting a well-paying job with the help of their English language knowledge. Moreover, we also found out that participant students do not want to integrate within a native English-speaking community; they do not want to speak the language as native speakers, they rather aim to become global citizens with English. Cognitive value. The results of this exploratory research might offer valuable insight into students’ language learning motivation. Therefore, the study might be helpful for university teachers to have detailed information and a clearer picture of their students’ language learning motivations.

Aim. The research aim is to present the most common games citizens play, a description of the main game theses and roles, psychological gains and rewards, paradigms of relations between the citizen and the state, which determine the emergence of the game, as well as opportunities to quit the game. Methods. To achieve the goal, a system of general scientific methods was used: analysis and generalisation of the main provisions of source studies regarding citizenship and the social role of the citizen, systematisation and generalisation of scientific provisions about games, as well as methodological provisions of Berne's transactional analysis. Results. 43% of Ukrainian citizens engage in "game" interaction with the state. The most common games citizens play are: "Persecution" ("The state oppresses me"), "Offended" ("If it wasn’t for this state…"), "Parasite" ("The state owes me and should keep me"), "Patriot" ("Only I love Ukraine, all others are traitors"), "Exemplary citizen" ("I perform my civic duties better than anyone"). Conclusions. Implementation of the role of a Citizen can lead to both constructive relations with the state and surrogate relations, which lead to various psychological games-manipulations. The developed system of psychological consulting practices for the prevention of civic identity "game" deformations can be used in the process of psychological support of civic identity formation in the development of complex training, and corrective activities, as well as in the educational process when creating programs of civic education and the development of civic competencies.

Taxes are closely related to the functioning of the state. From the moral and social point of view, it should always be directed towards the common good. Implementing this principle, the state supports the improvement of citizens’ welfare. Provides them with collected taxes their services, such as internal and external security, education, culture, infrastructure, social services and others. The formation of fair tax system and the mechanism of budgetary resources also has great importance because of the importance of the whole economy. In addition, the state’s fiscal system applies to every citizen as a taxpayer. Therefore, this issue also has important ethical dimension of individuality. The article focuses on these issues, emphasizing an ethical perspective the following three issues: (1) The social context of contemporary reflections on the obligations to the state, (2) the state and its goals, and (3) the moral aspects of the duty to pay taxes.

Myśli wojskowej Jana Jakuba Rousseau nie sposób rozpatrywać w oderwaniu od jego najważniejszych koncepcji filozoficznych – stanu natury, umowy społecznej i związanej z nią woli powszechnej. Wszak postulowany przez obywatela Genewy projekt armii wprost wypływa z głoszonego przez niego ideału społecznego – wspólnoty cnotliwych obywateli, w ojczyźnie dostrzegających najwyższe dobro. Stąd prezentowaną przez Rousseau wizję sił zbrojnych należy scharakteryzować jako obywatelską, powszechną i opierającą się na patriotyzmie, tym samym stanowiącą całkowitą odwrotność wojsk zawodowych. Zresztą regularne siły zbrojne autor „Umowy społecznej” potępia jako służące uciskaniu obywateli oraz agresji wymierzonej w inne narody. Aby urzeczywistnić armię obronną typu milicyjnego należy wprowadzić w życie szereg reform społeczno-wojskowych, dostosować ją do charakteru narodowego oraz oprzeć na doświadczeniach militarnych danej wspólnoty. Wspomniane zalecenia okazują się równie istotne odnośnie sposobu prowadzenia walki zbrojnej.
Military thought of Jean Jacques Rousseau couldnt be considered without his most important philosophical conceptions state of nature, social contract and general will. Preached by Rousseau project of army directly results from his vision of ideal society community of virtuous citizens, which their best interest perceive in fatherland. Thats why presented by Rousseau conception of army should be characterized as civil, common and basing on patriotism, ipso facto entirely oppositional toward professional armed forces. For the rest, regular army are deprecated by author of The Social Contract as peculiar tool, which can be used to captivate citizens and perform military aggression against another nation. In order to enforce preached by Rousseau vision of army there is strong need to implement specific social-military reforms, adjust it to the national character and military experience of each nation. Mentioned recommendations are also important in respect of art of war.

Information and communication technologies have undergone substantial development in recent decades. These changes have been manifested not only in the economy, but also in people’s everyday life, as modern technologies have fundamentally transformed working methods, leisure activities, and administrative processes. The strong influence of advanced trends has also left changes in public administration. The international concept of eGovernment has come to the fore, known in Slovakia due to the development of the Internet public services under the “informatization” of public administration. In Slovakia, as well as throughout the world, the primary objective of electronification is to increase the obligations of the state administration, reduce corruption, improve communication within the public administration itself, increase transparency, save finances, eliminate empty bureaucracy, and simplify the contact of citizens with the authorities. eGovernment allows individual states a range of options for delivering public services electronically, such as interactive collaboration or providing information online. In spite of all the advantages brought by information and communication technologies, the Slovak Republic still lags behind in the implementation of computerization in public administration. In the field of electronic public administration, individual processes are constantly influenced primarily by external changes (political), but also by internal changes (organizational). These are precisely the types of changes that can be described as limiting factors for the development of eGovernment. The objective of the present paper is to analyze how public policy actors in three studied countries influence the development and implementation of electronic public administration. The analysis will then culminate in the proposal of appropriate solutions to remove the identified barriers for the conditions of the Slovak Republic.

The article presents changes in the method and scope of data collected and processed about citizens by government administration that have occurred over the last 15 years. During this time, there has been a significant increase in the number of areas in which data is collected, as well as the level of detail of the data itself. The reasons for the changes are the development of technologies for managing large data sets, adapting legislation to EU standards, increasing the number of public benefits and services, and increasing the scope of control and supervision exercised by administrative bodies. The article also presents changes in the methods of obtaining data.

The Citizen of Science
Opis:
Changes of university should not be a result of administrators’ and university managers’ decisions (as a top-down approach), but of initiatives caused by academic community. These engaged initiatives may take a different forms – associations, foundations, membership in academic committees, as well as different kinds of new social movements. An example of such a social movement are Obywatele Nauki (the Citizens of Science). Its members are young (usually post-docs), as well as more experienced scholars, who – despite the fact of achieving scientific and academic success – are working for the common good and the good of the university seen as an important social institution. Thus the Citizens of Science propose and encourage other scholars to seek constructive and parallel solutions, that, on the one hand, will respect the cultural, social, economic roots building the identity of the university, and, on the other hand, that will have will to use the vitality of young academic. There are three main possibilities of interpretation of the activity of the movement. First of all, these are the modern conceptions of social movements (Gorlach, Mooney 2008; Krzeminski 2013; Sztompka 2010; Żuk 2001; Touraine 2010, 2011, 2013), analyzing measures in the dimension of macro, meso and microstructure. Another important interpretation path is a reference to the history of Social Solidarity Movement (Touraine 2010, 2011, 2013; Ost 2007; Staniszkis 2010; Koczanowicz 2009). The third possibility of interpretive is theory of performative democracy (Matynia 2008; Austin 1993; Searl 1980, 1987), which is a particular dimension of public life, what creates an alternative to the undemocratic, unjust practices of power.

The present paper analyses the scope of protection of EU citizens against expulsion under Directive 2004/38/EC and in the case-law of the Court of Justice of the Eu-ropean Union. According to the provision of this Directive, an EU citizen threatened with expulsion must have access to relevant documents and accessible information on the legal procedures to be followed in his/her case. Even if the government claims that national security interests keep courts from disclosing the evidence to the EU citizen, it is obliged to submit any material or evidence capable of corroborating that the interests of national security or public order are at stake. The CJEU requires that the evidence has to be scrutinised by the adversarial proceedings. In particular, the EU citizen must be informed, in any event, of the essence of the grounds on which an expulsion decision is based, as the necessary protection of State security cannot have the effect of denying the person concerned of his/her right to be heard.

Security is perceived by various groups of theorists and practitioners in different ways, and at the turn of the 20th and 21st century, security theory research gained momentum. The concept of security has become important not only in the social, natural or technical sciences, but also in social life, in international relations, and in many research programmes and applications. The term security has systematically expanded as a result of civilization progress to include hitherto unknown challenges and threats and new means and ways of eliminating them. In the past, security was based mainly on the preservation of the military capacity to defend the vital interests of a given social group. The multitude of definitions of security has led to the creation of a separate field of study in the literature, known as securitology. It represents an individual field of human-centred research and assumes that all actions of the human individual are directed towards maintaining security. Security is a separate field of research focusing on the human being and assumming that all actions of the human individual are directed towards ensuring a sense of security. The issue is multifaceted, and the discipline indicated is new, and has only begun to be of interest since 2010.

Political parties are the key element of the representative formula of democratic system. The aim of the paper is to show parties’ attitudes towards the citizen legislative initiative, being an institution of direct democracy. The analysis was carried out with the inclusion of the following three levels of party activity: conceptional, programme-related and functional. Both on the conceptional and programme-related levels there is a lack of reflexion and – in consequence – hardly any debate held on the essence of the institution of citizen legislative initiative, its significance and consequences with regard to the socio-political system. This results in an almost mechanical acceptance of concrete legal solutions, which – at the next stage, i.e., that of realization of these records – ends in an escape from the problem (here: prolonging works of Parliament or an instrumental making use of citizens’ activity).Both ruling parties and those in the Opposition – despite obvious differences in the approach towards institutions of direct democracy – are joined by an axiologically justified dislike of strengthening these forms of citizens’ engagement, which diminish the area of representative democracy.

Przedmiotem rozważań podjętych w artykule jest obywatelstwo ujęte jako kategoria normatywna. Autorka stara się wyjaśnić, na czym polega moralny wymiar obywatelstwa, przekraczający i rozszerzający jego znaczenie prawne i polityczne. Zastanawiając się na tym, jakie cnoty, kompetencje i formy uczestnictwa kształtują postawę obywatelską, podjęła próbę identyfikacji tych struktur podmiotowych i osobowych, które umożliwiają realizację obywatelstwa rozumianego jako współdziałanie w trosce o wspólnotę. Przeprowadzone analizy stanowią więc próbę poszukiwania jego podmiotowych źródeł, czyli takich, które łączą się z ludzką wolnością, świadomością i sprawczością.
The subject of the considerations taken in the article is citizenship recognized as a normative category. The authoress tries to explain the moral dimension of citizenship, which exceeds its legal and political meaning. Pondering over which virtues, competences and forms of participation form an active civic attitude, there were identified personal and subjective structures which enable cooperation for the sake of the community. Consequently, conducted analyzes are the attempt to discover its subjective sources, so those which can by linked with human freedom, consciousness and agency.

The aim of this paper is to indicate the most important elements of the communicative and cultural context, which exert influence on the official discourse in Poland.Initially, the Roman culture had strongly influenced the shaping of the Polish official discourse; after this, it was the culture of the countries that partitioned Poland, and nowadays, especially after Poland’s accession to the European Union, it is the AngloSaxon culture. The influences of these cultures may be seen in the genre templates of the official documents, as well as in the broadening of the communicative roles and inthe changes of the relations between the discourse subjects. The adoption of the concept of good governance, i.e., the administration which is friendly to citizens and different entities, is of considerable significance in the adjustment of Polish offices to the EU standards.

Socio-political changes in the end of the 20th and the beginning of the 21st centuries in the conditions of geopolitical processes specified by the collapse of the Soviet and socialistic systems, rapid development of information-and-communication technologies have transformed information space. Contemporary Ukrainian journalism and its national information space have been established in interdependence with sociopolitical, economic, cultural-educational development of the independent Ukrainian state. Media were both a mirror and a catalyzer of the socio-political processes. Ukraine’s development in the current conditions of the military aggression and increased information threats creates a necessity to protect its national information space, to improve the system of information security and resist to information operations, and to decrease negative results of the impact of external information. Globalization of the information space and the increased scope of untrue information in the post-truth age require an expansion of the opportunities for media education, a development of critical thinking and enhancement of the level of citizens’ media literacy, their ability to counterstand manipulations both from inside and outside.

In social psychology the group polarization refers to the tendency for groups to make decisions that are more extreme than the initial inclinations of its members. This phenomenon constitutes a potential obstacle to positive outcomes attributed to deliberative debates. A deliberative debate is a particular kind of a group discussion tasked with fi nding group consensus on controversial issues. The idea of deliberation originates from the writings of John Rawls, Jürgen Habermas, Amy Gutmann and Denis Thompson. Deliberative debate imposes numerous normative requirements on the communication, relationships among the disputants and their approach to the issue under discussion. These normative requirements make a big difference between deliberative debates and the situations in which the phenomenon of polarization was observed. Thus, we presume that in deliberative debates conditions the phenomenon of group polarization may be limited. The paper investigates the following questions: would the normative conditions of deliberation limit the occurrence of polarization in discussing groups? and What infl uence (if any) would the polarization process have on the quality of group decision? In the light of the empirical data we concluded what follows: (1) In 50% of the analyzed cases of group discussion the phenomenon of group polarization was observed despite the normative conditions of deliberation. (2) The occurrence of group polarization in some cases coincided with making the fi nal decisions which did not alter the initial preferences of the disputants (but did not totally predestinated the fi nal outcome).

This article presents fundamental issues related to the process of planning scientific research in security sciences based on methods belonging to operational research. Operational research is one of the areas that are intensively developed and implemented towards security and performance improvement in areas such as planning, organizing, implementing or controlling various types of projects. Therefore, issues related to operational research, its methodological foundations, and the use of network programming methods in the field of planning research process required a broader explanation in the context of security sciences. As a consequence, a reference to the decision model was made. It was stated that each decision related to security research increases the demand for methods of analysis and objective assessment. Each undertaking, in particular this related to security research, is associated with specific goals, the achievement of which requires possession of appropriate forces and resources. This study refers to the essence of project implementation time, which is very often limited and can be used in a variety of ways, which is determined by the specific conditions in which the technical, organizational or other activities are carried out. As a consequence of the above, it is stated that the research process is characterized by conducting a sequence of activities aimed at achieving research goal, solving research problem or verifying hypothesis within a specified time frame. It is also stated that each research process has a specific duration and one can be tempted to state that it is usually unique.

The Constitution of the Republic of Poland guarantees each person the freedom to organise and to participate in peaceful assemblies. This liberty may be restricted by a dedicated act. The principles of conduct in the case of gatherings are regulated by the Act on Assemblies of 5 July 1990. In view of the above, the assumption that public gatherings are a special case of public congregation was adopted as the basis for the considerations presented in this article. The paper outlines a number of determinants affecting the safety of participants of public meetings, which will be both positive and pejorative in nature. The research conducted indicates that the participants of these assemblies will be subject to the influence of the assembly and aforementioned assembly will be influenced by them. All the more so since a public meeting is a gathering of people with a high power of interaction. The analyses and assessments carried out point to the significant role of state institutions in ensuring the security of public assemblies, which, in addition to their organisers, carry a huge burden of responsibility on their shoulders.

The Albanian challenges have been insistent not just for domestic researchers, academics, or even Albanian citizens; they pique a lot of people in different geographic positions, first of all, the European ones, because by a strong European drive Albanian progresses have been oriented. This brings a great necessity to watch very close those evolutions, processes and the impacts they have in the Albanian social tissue. At the same time, it is very important to understand what streamline has been followed till now by micro and macro processes which have affected the systems affecting thou the relations between pairs, which not necessarily are being expressed in standards. There is no sustainable change or improvement, if it is not built at the cellular level, and when we talk about the state, institutions and citizens, the way they relate, if it is standardized or not by laws or procedures, it becomes the most important reading that we must do to understand the substratum of those changes. Relations, communications and the future of the communicative situations between citizens and public operators including the public administration during the public service proceedings, indicate the quality and sustainability of Albanian evolutions in social view, as well as the forecasting we can do regarding their impact in the future. To increase complexity, we can add another variable to the communication’s analyses in the public service, which represents an important evolution of Albania in this context, the wide introduction of the Technologies of Information and Communication (TIC) in the biggest part of public service provision. This makes us investigate about effects and impacts they have had during the service delivery. We may judge the transparence’s perception related to how much equal citizens consider they are being treated by public operators, what’s the influence it has in the trust climate, notably on the citizens trust towards public administration, whose salaries are being paid by public and who theoretically must carry over public interest. We may, as well, investigate the impact that this variable has had in the new dimension of accountability which en bloc, associated by an accurate lawful and institutional monitoring, has been very sensitive and actually they represents mayor arguments of social and political debate in the country.

The Convention on the Rights of the Child, approved by the General Assembly of the United Nations on 20 November 1989, states in Article 2 that “States Parties shall respect and ensure the rights set forth in the present Convention to each child within their jurisdiction without discrimination of any kind, irrespective of the child's or his or her parent's or legal guardian's race, colour, sex, language, religion, political or other opinion, national, ethnic or social origin, property, disability, birth or other status.” Therefore, the child becomes a citizen from birth and is competent to learn from birth. Competent in learning, asking questions, seeking answers, and generating a culture of their own. By affirming the right to be recognised as a citizen of the present, competent, culture-generating, we affirm the strength and extraordinary potential of the child and their right to express it. Infant-toddler centres and preschools are excellent educational places, where to build the paradigm of care and community for the child as citizen. Not all-encompassing places for education, but essential. They help to process, rework and update childhood data, to define childhood and to be defined by them and to define societies. It is not just the care of the child, it is the child’s culture, it is the child’s look at the world, their generative whys. The great cultural and political “revolution” of the last century – never completely accomplished – is making children active protagonists, leaving them their autonomy, considering them as holders of rights and culture. But now we know that society needs its childhood, too.

This article examines the role of citizens in the process of building and managing city brands. A multidisciplinary approach is applied to explain the multifaceted nature of territorial brands and citizen involvement. Recently, many local governments have tried to improve their efficiency and effectiveness by establishing partnerships with stakeholders such as citizens and third sector organizations, and not only with private companies as it was the case in the 1980s. Nevertheless, to foster productive partner relations between the local government and the local community some conditions must be fulfilled. The article focuses on citizen activity, as well as its forms and dimensions, as one of the most important prerequisites for an effective partnership. The analysis is based on the preliminary findings from the Self-Government Activity Project (Pol. Projekt Aktywności Samorządowej – PAS) that has been realised by seven local governments since February 2011. The article concludes that with regard to Poland citizens’ indifference might be one of the most significant obstacles towards any close cooperation with local authorities. The analysis proves, however, that attempts at establishing partner relations also face other obstacles, inter alia, a  poor awareness of local issues, lack of trust in local authorities, different perspective on local problems and objections raised by the elected representatives.

Citizen participation in the city development planning process is guaranteed by law in every civil society. In Poland, the participation of local communities in spatial planning has been evolving since the political transformation of the years 1989/1990. Changes that occur in the participation process are a result of the formation of civil society and a resulting increase in social awareness on possibilities of expressing one's needs and influencing planning decisions of local governments, as well as modifications in laws and regulations. The article presents the experience gathered in the field of extended social participation in the procedure of drawing up local spatial development plans, on the example of ongoing work on plans for the village of Józefosław in Piaseczno, nearby Warsaw. The problems identified in the area covered by the plans and their origins have been characterized, the assumptions of the plans, whose main purpose is to alleviate diagnosed problems and respond to the needs of the inhabitants, articulated at various stages of the planning process. Then the scope and results of the various phases of social participation – preplanning and based on formal planning procedures – have been described. The experience gained from the phase of public consultation during the preparation of local plans for the village of Józefosław allowed us to draw more general conclusions about participatory procedures specified in the binding regulations, which were included in the summary.

Jewish culture deals a lot with survival stories – most of them became myths, especially since the establishment of the state of Israel. The Jewish ‘survival ethos’ is assimilated in Israel mostly by customs, traditions, and education. Above all, it has been claimed that military service in the Israel Defence Forces (IDF) is the most significant institution that empowers the survival ethos. As a result, it is assumed that those who serve in the IDF are characterized by hatred towards Arabs, and by being extreme nationalists. This claim is examined in the current article, which analyses the level of the sense of security threat among Israelis during the last decade, draws on data on military service and levels of trust in Israeli government institutions, and reveals an essential finding: Israeli’s survival ethos is being eroded among IDF soldiers. This finding, followed by the fact that the leaders of the liberal party in the Israeli parliament are former military generals, indicates that military service in Israel does not empower extreme nationalism; on the contrary, service in the IDF has become a moderating social mechanism.

The paper presents a review of contributions to the scientific discussion on modern methods and tools for public participation in urban planning. This discussion took place in Obrzycko near Poznań, Poland. The meeting was designed to allow for an ample discussion on the themes of public participatory geographic information systems, participatory geographic information systems, volunteered geographic information, citizen science, Geoweb, geographical information and communication technology, Geo-Citizen participation, geo-questionnaire, geo-discussion, GeoParticipation, Geodesign, Big Data and urban planning. Participants in the discussion were scholars from Austria, Brazil, the Czech Republic, Finland, Ireland, Italy, the Netherlands, Poland, the United Kingdom, and the USA. A review of public participation in urban planning shows new developments in concepts and methods rooted in geography, landscape architecture, psychology, and sociology, accompanied by progress in geoinformation and communication technologies. The discussions emphasized that it is extremely important to state the conditions of symmetric cooperation between city authorities, urban planners and public participation representatives, social organizations, as well as residents.

Opracowanie zawiera rozważania na podstawie przeprowadzanych badań ankietowych, w jakim stopniu prowadzone przez policję działania profilaktyczne wpływają na bezpieczeństwo publiczne W pierwszej części opracowania, autor odniósł się do uwarunkowań bezpieczeństwa publicznego. W drugiej części autor przybliżył prowadzone przez instytucje i policję działania profilaktyczne. W trzeciej części opisane zostały efekty prowadzonych działań profilaktycznych, podparte przeprowadzonymi badaniami. Wykazane zostało, że działania profilaktyczne, maja istotne przełożenie na bezpieczeństwo publiczne. Badania wykazały znaczny wzrost poczucia bezpieczeństwa opiniowanych osób z 28% aż nawet do 80%.
The study contains considerations on the basis of conducted surveys to what extent preventive actions taken by the police influence public safety. In the first part of the study, the author referred to the conditions of public safety. In the second part of the study, the author presents preventive actions taken by institutions and the police. The third part describes the effects of preventive actions, supported by the research carried out. It was shown that preventive actions have a significant impact on public safety. The research has shown a significant increase in the sense of security of the persons consulted from 28% up to 80%.

Information and communication technologies play a vital role in the lives of individuals, social groups or society as such. This fact is related not only to new devices but also to a further- and further-reaching software offer. Nowadays, e-services are offered not only by commercial entities (eg. e-banking or electronic trade platforms) but also by central administration (eg. mDokumenty [personal documents available on electronic devices], Regionalny System Ostrzegania [Regional Warning System] or by self-governments (eg. the application BLISKO). Frequent use of these programmes requires providing data which, when improperly secured, may be taken advantage of by criminals. Users, both individual and institutional ones, should remain alert while availing themselves of information and communication technologies. That is why, diagnostic research with respect to estimating threats – also in the realm of internal security – resulting from technological development is so important. Underestimating dangers may result in risky behaviours. Negligence or simply not conducting this sort of explorations usually lead to misfired educational-informational actions or to the increase in the number of crimes. The present paper presents the results of the research conducted among the inhabitants of Kuyavian-Pomeranian voivodeship in the area of threats to internal security, with the threats being contingent upon the development of ICT.
