The circular economy (CE) concept is now gaining increasing attention and it is being widely explored as a promising path to sustainable development. CE implementation requires extensive activities needed for the transition from the linear to the circular model and suitable tools to support decision-makers in setting adequate goals and monitoring the effects of undertaken actions. Considering the need for research on effective CE performance evaluation, this article presents a comprehensive analysis and comparison of CE indicators available at the micro level. Based on a systematic literature review, 19 such CE indicators were identified. The indicators were assessed and compared using the Delphi methodology. The suitability of each metric for a comprehensive evaluation of CE performance was analyzed taking account of the criteria related to analytical opportunities and potential application of CE indicators, together with the criteria related to organizational and operational issues of practical application of CE indicators. The usefulness of CE indicators for practical implementation in companies was determined from a managerial perspective, with particular emphasis on supporting the decision-making process. The comparison of CE indicators presented in this article is intended to facilitate the choice of a specific metric depending on the company’s needs and on the possibilities of its application.

Circular Economy is a new term for already known trend to reduce the environmental impact of the industrial activities. Shifting to a circular economy is not a straight forward process of incremental changes in the production system and that it usually calls for development of new, high risk technologies, implementation of which might be easier if performed under the guide lines of the project management. This is because the new undertakings within the concept of circular economy have all the characteristics of more general class of projects typically managed under the systems assuring the required risk mitigation. These characteristics are: lack of precedence (originality), ambitious tasks, complexity and the risk. When all these “ingredients” are there, there is clear benefit, and perhaps even an urgent need for professional project management approach. Management of the projects involves, among others, scheduling, budgeting and risk mitigation. For the beginners, the advanced procedures of project management might be difficult to comprehend. Thus, in this paper, the focus is on the seven basic steps, which need to be made in this respect to assure timely and strict financial implementation of the projects. The aim of the paper is to familiarize the readers with the basic tools/rules of the project management, which are crucial in the project management practice. Also, based on the Author’s personal experience, these tools/rules are explained in the way, which simplifies their application.
Circular Economy to nowy termin dla znanej już tendencji do ograniczania wpływu na środowisko działalności przemysłowej. Przejście do gospodarki o obiegu zamkniętym nie jest prostym procesem, wymaga stopniowych zmian w systemie produkcyjnym i zwykle wymaga opracowania nowych technologii, których wdrożenie może być łatwiejsze, jeśli zostanie przeprowadzone w ramach wytycznych dotyczących zarządzania projektem. Dzieje się tak, dlatego, że nowe przedsięwzięcia w ramach koncepcji gospodarki o obiegu zamkniętym mają wszystkie cechy bardziej ogólnej klasy projektów zazwyczaj zarządzanych w ramach systemów zapewniających wymagane ograniczenie ryzyka. Te cechy to: brak precedensu (oryginalność.), ambitne zadania, złożoność i ryzyko. Kiedy wszystkie te „składniki” istnieją, występuje wyraźna korzyść, a być może nawet nagła potrzeba profesjonalnego podejścia do zarządzania projektami. Zarządzanie projektami obejmuje między innymi planowanie, budżetowanie i ograniczanie ryzyka. Dla początkujących, zaawansowane procedury zarządzania projektami mogą być trudne do zrozumienia. Dlatego w niniejszej pracy skupiono się na siedmiu podstawowych krokach, które należy podjąć w tym zakresie, aby zapewnić terminową i ścisłą realizację finansową projektów. Celem artykułu jest zapoznanie czytelników z podstawowymi narzędziami i zasadami zarządzania projektem, które są kluczowe w praktyce zarządzania projektami. Ponadto, w oparciu o osobiste doświadczenia Autora, te narzędzia zasady są objaśniane ze taki sposób, co upraszcza ich stosowanie.

The transition from the linear model to the circular economy (CE) model is not an easy task and it requires constant monitoring of the achieved effects. Taking this fact into consideration, in January 2018 the European Union (EU) set 10 indicators to monitor and evaluate the main elements of the circular economy in the EU and its Member States. The list of indicators is short and it is based on the use of current available data. The monitoring results are intended to constitute the basis for setting new priorities towards the long-term goal of the circular economy. In case of companies there is still no framework for monitoring the effects of circular economy at micro level. In practice, various indicators for circularity assessment at micro level are available, but each of the indicators evaluates the complexity of circular economy to different extent. For this reason, there is a need to create a framework for monitoring the circular economy at company level, which would also be based on information already collected by the companies for the preparation of various environmental reports. Therefore, this article presents the results of review 66 environmental statements, which are prepared and updated annually by organizations participating in the Eco-Management and Audit Scheme (EMAS) system in Poland. On this basis, it was determined what circular economy information are already collected and reported by the companies and which information can be included in the framework of circular economy monitoring at company level in the future.

Research background: In order to tackle climate change and ensure Paris agreements are met, countries are forced to look for alternative ways of producing, consuming, and wasting and adopt a circular economy. Reduction of greenhouse gas emissions becomes one of the key elements. The demand for electricity is increasing, and most greenhouse gas emissions derive from the energy sector. Because of that, it is crucial to ensure the transition from fossil fuels to renewable energy. Renewable energy, as a part of the circular economy, also contributes to sustainable development. Only the efficient implementation of circular economy and renewable energy practices can ensure that sustainable development goals are achieved. Purpose of the article: The study aims at determining the efficiency of European Union countries implementing circular economy practices through renewable energy to attain SDGs. The study focuses on the significance of renewable energy as a tool for the circular economy to achieve sustainable development and highlights the progress achieved in SDG through renewable energy in the EU. Methods: For efficiency assessment of the circular economy represented by the renewable energy indicators, data envelopment analysis (DEA) was performed. Findings & value added: This study presents a relation analysis of the circular economy and renewable energy and the importance of efficiency in achieving SDGs through a circular economy. The study helps to understand the circular economy represented by renewable energy and how it transforms into sustainable development and contributes to necessary actions needed for countries to improve. Based on the results, Sweden, Luxembourg, Ireland, Latvia, Estonia, Malta, the Netherlands and Bulgaria are considered the most efficient countries, while Austria is the least efficient. Unused solar and wind power potential can slow down sustainable development; however, EU programs and renewable energy strategies help countries move towards clean energy and ensure efficient implementation of sustainable development goals.

From the dawn of humanity up until the onset of the Industrial Revolution, the use of existing natural resources from the surrounding world caused very little environmental impact. Raw materials were extracted and waste returned in quantities that nature itself was capable of absorbing through natural cycles. The problem began to take on an alarming scale in the 20th century, and more specifically from the final quarter of the century onwards, with “the emergence of an economy based on consumption, a throwaway culture” (UNED, 2016). It seems that in the 21st century business needs to adapt faster than ever to the expectations of the external environment. This makes it necessary to look for new solutions that give the opportunity to reconcile the needs and expectations of consumers who are increasingly aware and enterprise which are trying to meet new requirements. As a result there is a change in the perception of existing business models and a move beyond the linear economic model. The new optics of looking at business is both legitimate and necessary. One of such concepts is Circular Economy (CE) which incorporates the existing management concepts into the strategic idea of natural resources protection. What is more, the assumptions of the CE are coherent with the postulates of sustainable development and, in particular, environmental aspects, which constitutes its additional value. The aim of the article is to present the idea of CE in terms of business models.

The authors of the article examined the municipal waste management system in Poland in terms of the impact of European Union directives introducing a circular economy in the European Union countries. When assessing the functioning of the system, the social factor was taken into account, as municipal waste management has a significant impact on social life. For example, increasing costs of waste management, resulting in high increases in fees for garbage collection, cause opposition from residents. Lack of funds for the implementation of waste management tasks by municipalities may result in failure to comply with the obligatory recycling levels, which may result in imposing fines on the municipalities. In addition, recycling rates may not be met due to the coronavirus epidemy. It should be emphasized that, just as the introduction of municipal responsibility for waste management in 2012 was equated to a revolution called commonly the “junk revolution”, the conversion of the entire economy to a closed loop is an extremely difficult challenge for municipalities, as neglect of waste management may result in an ecological disaster.

Development of waste management system in the European Union is studied. The waste management practice in a range of the EU countries is analyzed. Main principles of solving the problem of managing waste in the EU are revealed. Comparison of indicators for waste management in the EU and Ukraine is provided. The dominant European trends among other areas of waste – “zero waste” and “circular economy” – are identified. The regulatory framework for waste management developed in Ukraine as a step towards international environmental safety standards is discussed.

The paper presents the study conducted in the Mokotów district in Warsaw, encompassing circular practices of eight chosen local entities, from private, public, and NGO sectors. The choice was based on the preliminary research showing that the entities were already engaged in some form of the circular transition. The definition of the circular economy applied in the study was based on the one proposed by Kircherr, Reike, and Hekkert [2017] describing a circular economy as an economic system based on business models replacing the ‘end-of-life’ concept with reducing, alternatively reusing, recycling, and recovering materials in production/distribution and consumption processes. The aim is to accomplish sustainable development, by creating environmental quality, economic prosperity, and social equity to the benefit of current and future generations. The goals of the study encompassed: • verification if there is a common understanding of what the circular economy is; • identification and comparison of circular practices introduced by various actors; • identification of existing incentives for circular practices and expected benefits; • pinpointing the obstacles and barriers, both within organisations and outside. The identified practices were also verified to support more specific goals of the circular economy, present in the literature. The findings show that current benefits of the circular transition are limited and the actions are mostly driven by personal involvement. The lack of the support of local administration is evident, as well as the limitation of market solutions. Networking turns are to be one of the most important aspects of efficient circular practices.

Civilization development has led to emerging of many facilities in human life and business, but has also introduced major changes and created a new order that over time has come to be in opposition to nature. The possibility to reconcile ecological, economic and social reasons is to be found in the idea of sustainable development. The prerequisite for achieving sustainable development is education, which is one of the fundamental human rights that enables integral development. The purpose of the study was to verify the role and importance of education in the emergence and implementation of a circular economy idea. As it turned out, research has shown that sustainable development is largely dependent on the implementation of the circular economy in which the education is a fundamental and necessary tool.

The main aim of the paper is to analyse and evaluate the possible relation between circular behaviours undertaken by the households and the socio-economic features describing them. The paper presents the results of the author’s research conducted among Polish households on the territory of two voivodeships: Podkarpackie and Małopolskie. In the article, the author presents the concept of circular behaviours (understood as an element of pro-ecological behaviours), as well as the result of the preliminary analysis of the frequency of exhibiting those behaviours in the households. This analysis is based on evidence regarding the possible differences between the households due to their distinct features. To indicate the possible differences the Chi2 Test of Independence was used. Obtained results indicate that some socio-economic features may have an influence on the frequency of conducting circular behaviours. It could be important due to the establishment of supporting activities aiming at increasing the overall level of circularity among households (as an economic sector). This article is the fourth one in the publication series devoted to circular economy and sustainable development matters.

Plastik to jeden z najpowszechniej używanych materiałów na świecie. Niestety jego popularność wiąże się również z generowaniem dużej ilości odpadów. Głównym wyzwaniem współczesnych gospodarek, także Polski, jest zminimalizowanie ilości wytwarzanych odpadów plastikowych oraz odzyskanie podstawowych surowców w procesie recyklingu. Celem artykułu jest ukazanie zmian w tym obszarze w Polsce. Analiza statystyczna wskazuje, co prawda, że Polska generuje mniej odpadów z tworzyw sztucznych niż większość krajów UE 15, ale poziom recyklingu sytuuje się znacznie poniżej średniej UE. Recykling odpadów z tworzyw sztucznych w Polsce opiera się w dużej mierze na łatwozbieralnych odpadach z sieci handlowych i transportu. Warunkiem poprawy w tym zakresie jest zintensyfikowanie selektywnej zbiórki i recyklingu odpadów z gospodarstw domowych. Niezbędne są zarówno kampanie podnoszące świadomość ekologiczną mieszkańców, jak i systemowe działania mające na celu zwiększenie stopnia wykorzystania surowców wtórnych.

The aim of our research is to gain understanding about material flow related information sharing in the circular economy value network in the form of industrial symbiosis. We need this understanding for facilitating new industrial symbiosis relationships and to support the optimization of operations. Circular economy has been promoted by politics and regulation by EU. In Finland, new circular economy strategy raises the facilitation of industrial symbiosis and data utilization as the key actions to improve sustainability and green growth. Companies stated that the practical problem is to get information on material availability. Digitalization is expected to boost material flows in circular economy by data, but what are the real challenges with circular material flows and what is the willingness of companies to develop co-operation? This paper seeks understanding on how Industry 4.0 is expected to improve the efficiency of waste or by-product flows and what are the expectations of companies. The research question is: How Industry 4.0 technologies and solutions can fix the gaps and discontinuities in the Industrial Symbiosis information flow? This research is conducted as a qualitative case study research with three cases, three types of material and eight companies. Interview data were collected in Finland between January and March 2021. Companies we interviewed mentioned use-cases for sensors and analytics to optimize the material flow but stated the investment cost compared to the value of information. To achieve sustainable circular material flows, the development needs to be done in the bigger picture, for the chain or network of actors, and the motivation and the added value must be found for each of them.

The life cycle of furniture products has been decreased in the last years as a consequence of the continuous improvement of people’s housing conditions. This behavior increases the waste amount in an urban area. The focus of this study was developing a Life Cycle Assessment (LCA) (cradle-to-grave) of a new countertop product. Two scenarios for countertop waste management were proposed, one considering landfilling and another considering recycling. The functional unit chosen was 1 m2 of finished panel (countertop) and the boundary system involved the study of raw materials, product packaging, the panel production process, the installation process, the panel use, and its end of life. The chosen method for impact assessment was EPD (2018) available in the SimaPro PhD software. The results showed that recycling has a positive effect on the environmental impacts, with the variation ranging from 0.3% on Abiotic Depletion (FF) to 15.9% on Eutrophication. A comparison between the product studied and products with similar functions was also conducted and although this product was not the worst performer, it has a lot of room for improvement.

The aim of the analysis was to identify respondents‘ indications concerning: (1) knowledge of the definition of the circular economy, (2) declared by respondents places of purchase of used products and (3) type of purchased products used by respondents. The analysis was conducted among 495 respondents from Albania, Poland and Portugal representing three generations (X, Y, Z). Correspondence analysis was used for statistical data analysis. Statistically significant differences in knowledge of the definition of the circular economy were shown between respondents from Albania, Polish and Portugal. It was also found that respondents‘ preferences regarding the place of purchase of second-hand goods are differentiated (at a statistically significant level) by nationality and year of birth (generation). The obtained results open the possibility of further research aimed at identifying different behaviors among these groups of consumers. The presented work, both in the cognitive and application part, can be a source of knowledge and popularization of research, as well as a source of inspiration for in-depth reflection and scientific discussion. The analyses presented in the publication may complement the existing research in the field of circular economy. Extending the survey to other EU countries can help define a strategy for policymakers, manufacturers and retailers to make greater use of circular economy solutions, while maintaining the viability of their operations.
