Post 1989, major changes have been made in the teaching of Geography at school. Until then, Geography was expected to provide pupils with "reliable" and "stable" information. For this reason, great emphasis was placed on the astronomical underpinnings of geography, characteristic features of the geographical environment (particularly geological structure and relief) as well as the role of natural conditions in agriculture. In the curriculum, economic issues received a conventional treatment, especially those related to countries of the Communist bloc, while population, social and political issues were only marginally discussed, partly to avoid indoctrination of youth. Contemporary curricula look at the world in a much more dynamic way and put more emphasis on social issues. Examples here include references to electoral geography, conflicts relating to the development of the Amazon Rainforest or various forms of NGO's aid to the poorest countries. All this means that programmes must be updated on a continuous basis. We are not only supposed to impart knowledge, but also to show pupils how to perceive problems in the world at large, how to observe and form their own opinions. The scope of geographic studies used to be spitefully summed up as being "from geology to theology''. Today, Geography at school is definitely evolving "from geology'' to a more or less satisfactory humanisation of teaching.

The paper presents an application of the Rigid Finite Element Method to modelling of flexible links of a manipulator. The equations of motion are derived assuming that the base motion is not know and thus it depends on generalised co-ordinates. Numerical calculations are carried out in order to show not only the influence of the base motion on vibrations of the flexible links but also the reverse connection.
W artykule przedstawiono zastosowanie metody Sztywnych Elementów Skończonych do modelowania członów podatnych manipulatora. Równania ruchu wyprowadzono zakładając, że ruch bazowy nie jest znany, czyli, że zależy od pewnych współrzędnych uogólnionych. Przeprowadzone obliczenia numeryczne pokazują wzajemne oddziaływanie drgań członu podatnego oraz ruchu bazowego.

Zagadnienia poruszane w poniższym tekście odnoszą się do zasadniczej diady w teorii i praktyce edukacji dorosłych, jaką stanowi uczenie się i zmiana. Poniżej analizowana jest kategoria pojęciowa „zmiana”, w szczególności zaś rozumienie zmiany społecznej, zmiany rozwojowej i zmiany osobowej. Tekst ujawnia kategorię zmiany w refleksji andragogicznej, najczęściej odnoszonej do funkcjonowania systemu edukacji dorosłych. Na przykładzie projektu edukacyjnego Lives in changing „Butterfly” zostanie ukazana zmiana spowodowana edukacją/uczeniem się w wyniku zastosowania edukacyjnej metody warsztatów przyszłości. Rezultaty projektu mają odniesienie do teorii i praktyki procesu uczenia się dorosłych.
This article focuses on the issue of main dyad in the theory and practice of adult education, which is learning and change. The conceptual category of “change” is being analyzed and particular attention is devoted to the understanding of social, developmental and personal change. The text reveals the category of change from the andragogical perspective being most often applied to the functioning of adult education system. Finally, with regard to the educational project Lives in changing “Butterfly”, the change caused by education/learning, resulting from the application of educational method of the workshops of the future will be shown. The results of the project may be applied to the theory and practice of adult’s learning process.

While calculating reinforced concrete constructions the relationship momentum - curvature M(κ) has significant importance. In exploitation conditions reinforced concrete construction is subjected to increasing loading and unloading. In bent moments, performing even a few cycles of static loading and unloading causes increase in temporary deflection. Building a unified model of relationship M(κ) describing the whole range from the elastic state to the full plasticisation, allowing for variable reversible loads (hysteresis loop) requires further investigations. Degradation of cross section stiffness is the result of damage process and plasticisation. Unified description of processes taking place in reinforced concrete beam cross section can be obtained with the use of elastic work probability, plastic work probability and damage relating cross section stiffness.

Globally, mainstream media excludes or misrepresents many societal groups, resulting in significant community absences. In these contexts, alternative media plays a vital role in offering meaningful self-representation and political participation. This type of media becomes crucial in revolutionary contexts, where people rise against the injustices of their governments in hopes of change. This article offers a case study approach to revolutionary music in the Middle East, where we review the socio-economic and political contexts behind the emergence of alternative media in Lebanon and Egypt. We analyze our cases by using Bailey et al.’s (2007) comprehensive approaches to alternative media. We propose that revolutionary music evolves and adapts to larger changes in the public sphere. Still, as the article concludes, while music can enable a persistent community when demanding change, it does not guarantee an actual change in the political system.

Opis:
Accurate and timely flash floods forecasting, especially, in ungauged and poorly gauged basins, is one of the most important and challenging problems to be solved by the international hydrological community. In changing climate and variable anthropogenic impact on river basins, as well as due to low density of surface hydrometeorological network, flash flood forecasting based on “traditional” physically based, or conceptual, or statistical hydrological models often becomes inefficient. Unfortunately, most of river basins in Russia are poorly gauged or ungauged; besides, lack of hydrogeological data is quite typical. However, the developing economy and population safety necessitate issuing warnings based on reliable forecasts. For this purpose, a new hydrological model, MLCM3 (Multi-Layer Conceptual Model, 3rd generation) has been developed in the Russian State Hydrometeorological University. The model showed good results in more than 50 tested basins.

The text takes up the problem of the role of names in human life. The author refers to the identifying and ordering role of each person’s name in legal relations; she recognizes that the surname is a personal right and, moreover, that it is part of the marital status disclosed in marital status records. The surname also indicates the particular familylegal relationship of a person, both in terms of being married and being descended from certain parents.The text relates first of all to the method of establishing the surname for a child coming from spouses, and then to the child’s situation in the face of their parents’ divorce and of using the possibility of returning to the surname before marriage. The choice of the child’s name is not arbitrary. The Act regulates in detail the method and timing of selecting a child’s name. As a rule, in the case of a spouse’s child, the child’s surname remains associated with the presumption of descent from the mother’s husband.The article goes on to deal with the issue of the surname being changed by the parents following a divorce and the lack of influence of this decision on a change in the child’s surname. When a parent decides to return to their pre-marriage surname, they exercise their own right, the effects of which do not extend to the child.The author analyzes the impact of changing the parent’s surname in connection with entering into a new marriage, as well as the admissibility of changing the surname under administrative procedure, extending these effects to the situation of the minor’s surname. The text indicates a number of factors from which the law makes it possible to change a child’s surname. In the discussion, the author comes to the conclusion that changing a surname in the administrative mode remains independent of the situations indicated in the Family Code, which means that it should take place only exceptionally and solely for important reasons.

1. Introduction. Since its genesis over a century ago in work of Jacobi, Riemann, Poincar ́e and Klein [Ja29, Ri53, Le64], the theory of automorphic forms has burgeoned from a branch of analytic number theory into an industry all its own. Natural extensions of the theory are to integrals [Ei57, Kn94a, KS96, Sh94], thereby encompassing Hurwitz’s prototype, the analytic weight 2 Eisenstein series [Hu81], and to nonanalytic forms [He59, Ma64, Sel56, ER74, Fr85]. A generalization in both directions at once has also been the subject of some scrutiny. In the present study, inspired by unpublished work of Knopp [Kn94], we consider the nonanalytic automorphic integral.

Artykuł prezentuje metody pomiarów zmieniającej się topologii podczas procesu uruchamiania i odstawiania bloku energetycznego. Autorzy sku-piają swoją uwagę na przemieszczeniach układów kompensacyjnych pyłoprzewodów wraz z ich opisem.
The article presents methods of surveying changing topology during the process of boiler startup and shutdown. Possibility of abnormal movement occurred which led to extensive research of ash pipes. Methodology of those research based on using complex equipment able to measure from a distance up to 200 m with uncertainty of 2 to 5 mm and direct laser measurements was introduced. The main focus of the publication is fixed on describing complicated ash pipe displacements and it's compensation systems as well as exhibition of preliminary results.

The article describes the process of decommunization of urbanonyms in one of the Polish voivodeship capitals, Zielona Góra. It presents both the changes in naming we are witnessing currently and past ones. During the first removal of communist patrons we still had to deal with the period of the Polish People’s Republic after Stalin’s death and Władysław Gomułka’s coming to power. However, the changes introduced at that time were quite limited and concerned a small number of people who were no longer in power – Stalin and Marshal Rola-Żymierski. The proper decommunization was related to the political transformation after 1989. The previous urbanonyms, based mainly on anthroponyms, were replaced with names referring to people and events that could not be commemorated before and were to be erased from history (e.g. ul. Hanki Sawickiej changed to ul. gen. Okulickiego). In addition, the changes were motivated by the need nto commemorate local activists and heroes, and to highlight the history and topography of the city. The last decommunization was enforced by the enactment of the Act on the Prohibition of Propagation of Communism or Other Totalitarian Regimes and ended quite recently (the last street name change was voted on on March 27, 2018). Four streets in Zielona Góra have been renamed, including two referring to military organizations associated with the communist movement (ul. Armii Ludowej→ ul. Władysława Jagiełły and ul. II Armii → ul. Żołnierzy 2 Armii), and two based on dates (ul. Przylep-22 Lipca → ul. Przylep-Solidarności and ul. Przylep-9 Maja → ul. Przylep-8 Maja). Therefore, in the case of both decommunizations, ideological considerations prevailed, and to a lesser degree so did economic or cultural ones.

This article is intended to discuss selected legal aspects of the participation of citizens in the procedure of the establishment and changing the communes’ borders, particularly a legal regulation of the mechanism of holding a local referendum on the citizens’ initiative on the creation, connection, division and removing the commune and establishment of the commune’s borders. The author has exposed differences and the way of establishing relations between the institution of the local referendum on creation, connection, division and removal of the commune and establishing the commune’s borders and the institution of consultations with citizens. The subject of discussion were also procedural issues raising concerns and relating to the conduction of a subjected referendum, such as conditions of an efficient submitting a file on holding a referendum, the assessment of the filed motion, the nature of results of this referendum, the way and catalogue of the entities in these results. Moreover, the most important arrangements which were made in this aspect by administrative courts, have been presented in this article.
W opracowaniu zostały omówione wybrane aspekty prawne udziału mieszkańców w procedurze ustalania i zmian granic gmin, w szczególności prawna regulacja mechanizmu przeprowadzania referendum lokalnego z inicjatywy mieszkańców w sprawie utworzenia, połączenia, podziału i zniesienia gminy oraz ustalenia granic gminy. Autorka wyeksponowała różnice i sposób ukształtowania relacji między instytucją referendum lokalnego w sprawie utworzenia, połączenia, podziału i zniesienia gminy oraz ustalenia granic gminy a instytucją konsultacji z mieszkańcami. Przedmiotem rozważań stały się także budzące wątpliwości zagadnienia proceduralne dotyczące przeprowadzenia przedmiotowego referendum takie, jak warunki skutecznego złożenia wniosku w sprawie przeprowadzenia referendum, ocena złożonego wniosku, charakteru wyników tego referendum, sposób oraz katalog związanych z tymi wynikami podmiotów. Ponadto przedstawiono najważniejsze ustalenia, które poczyniły na tym tle sądy administracyjne.

The paper deals with new technical solutions for outdoor cultivation systems for microalgae production. Various types of algae cultivation systems and materials applied for reactors are described. The characteristics and performance of a novel closed photobioreactor system with “Christmas tree” design (brand name: GICON-PBR) consisting of a silicone double-wall tubing-system, developed in collaboration between the companies GICON and Wacker Chemical corporation, are discussed. Special attention is paid to the issue of temperature control for closed cultivation systems. The performance of the chilling system stabilizing the temperature of algae cultivation, which applies a thermal energy storage filled with Phase Change Material (PCM). Two kinds of the systems are considered: free cooling and with compressor units. The lumped-model equations were developed to analyze heat-transfer dynamics inside the installation and some results are presented here. The model equations describe energy balances for the chiller, PCM thermal storage and heat receiver. Influence of the heat transfer, fluid-flow-rate control, heat capacity of the system components as well as heat losses to ambient were taken into account. The results of PCM storage application are compared with reference water-filled buffer-tank. The study shows a great potential of PCM storage unit to stabilize the temperature of the algae cultivation system.

We study the sublinear Emden-Fowler equation in small domains. As the domain becomes smaller, so does any solution. We investigate the convergence rate of the Sobolev norm of solutions as the volume of the domain converges to zero. The result is obtained by estimating the first eigenvalue of the Laplacian with the help of the variational method.

I present two opposite approaches to this particular problem: human development as choosing preferable potentials and also as striving to actualization of, in some way, every potential, especially these which concern the uniqueness of an individual. In the following parts of the article I locate the problem of human potential in three main discourses regarding: 1) human nature and its origin, 2) the possibility of full experience of individual lifespan 3) the possibility of influence through people on the content and the form of their actualizing potential. To the latter and strictly practical issue I pay most attention. I formulate five thesis regarding this issue. They may, in my opinion, be a starting point to discuss the general problem mentioned above. Therefore, they encourage to think about the mechanism of human development and the future environment of his life.

The present work is devoted to the analysis of the directions of contemporary cultural changes, their nature, causes, consequences and conflicts arising on the background of the processes. The structure of work includes an introduction, six chapters, and a summary. To resolve the problem of the research, the following methods has been applied: analysis of the literature and press reports, and direct and indirect observation. The survey of literature on the subject allowed the juxtaposition of the author’s own thoughts and observations with previous research findings. The method consisting in the synthesis of scattered information and observation was applied.
Celem przeprowadzonej analizy jest próba identyfikacji i zdefiniowania kierunków współczesnych przemian kulturowych, ich istoty, przyczyn i konsekwencji oraz konfliktów powstałych na tle przedstawionych procesów. Konflikty te dotyczą zarówno styku różnych kultur, jak i odmiennych postaw wobec coraz szybszego tempa zmian i ich kierunków w ramach jednego kręgu społeczno-kulturowego.Struktura pracy obejmuje wstęp, sześć rozdziałów i zakończenie.W rozwiązaniu problemu badawczego przyjęto następujące metody i techniki badawcze: analizę literatury przedmiotu i doniesień prasowych, metodę wzorca oraz obserwację bezpośrednią i pośrednią. Kwerenda literatury przedmiotu umożliwiła konfrontację własnych przemyśleń i obserwacji z dotychczasowymi ustaleniami badawczymi. Wykorzystano również metodę polegającą na syntetyzowaniu rozproszonych informacji i obserwacji oraz formułowaniu na tej podstawie określonych wniosków opartych na zasadach analizy logicznej i dedukcji.

The issue of changes in the obligations resulting from contracts on public procurement is constantly present in legal literature and judicature alike. It refers to both modifications related to the contents of a contract, and changes in the parties of a contract. The latter have been discussed in this article. The importance of the issue is unquestionable because, on the one hand, when contracts are realised it frequently happens that there is either an economical or organisational need to introduce certain modifications, but on the other hand, public procurement contracts are rigorously regulated as for legally binding modes of selecting contractors. Hence a question arises whether and on what conditions modifications as for the contracting parties in the area of public procurement can be regarded as permitted.

Opis:
A new robust fixed-lag smoothing algorithm for fault-tolerant signal processing in stochastic dynamic systems in the presence of correlated sensor malfunctions has been developed. The algorithm is developed using a state vector augmentation method and the Gaussian approximation of the current estimate probability density function. The algorithm can be used in the real-time fault-tolerant control systems as well as in radar tracking systems working in the complex interference environment. The performance of the developed algorithm are evaluated by simulations and compared with smoothing and nonlinear filtering algorithms.

Poniższy artykuł skupia się na konsekwencjach wykorzystania nowych mediów w regionie Afryki Zachodniej, w szczególności w Republice Beninu. Rosnąca liczba telefonów komórkowych i smartfonów przynosi szereg zmian gospodarczych, społecznych i kulturowych w społeczeństwie Afryki Zachodniej. Sposób korzystania z nich cechuje się kreatywnością i implikuje różne formy przyswajania, obejmujące między innymi nowe szanse rozwoju.

W pracy zostały zaprezentowane oraz dyskutowane dwa warianty układu torowego w obrębie stanowiska o zmiennym rozstawie szyn pomiędzy zarządami UIC oraz OCЖД, zaprojektowane dla nowego mechanizmu zestawu z rozsuwanymi okręgami tocznymi według prac [1] i [2]. Obydwa zaprezentowane torowe rozwiązania stanowią warianty strukturalnie odrębne, zaprojektowane specjalnie dla nowego typu (rozsuwanego) mechanizmu zmiany rozstawu kół. Szczegółowo przedyskutowano aspekty operacyjne procesu przestawczego z uwzględnieniem wartości sił przełączających. W podsumowaniu podano praktyczne zalecenia wynikające z przedstawionych rozważań.
Two variants of the track system within the track gauge changing stand between UIC and OCЖД boards designed for the new mechanism of the wheelset with displacement treads of wheels according to the works [1] and [2] are presented and discussed in this work. Both presented track solutions are structurally separate variants, designed specially for the new type of the (displacement) mechanism for the gauge adjustable wheelset. The operational aspects of the track gauge changing process including the values of switching forces are discussed in detail. The practical recommendations resulting from the presented considerations are given in the summary.

The present study provides evidence that the activation strength produced by emotional stimuli must pass a threshold level in order to be consciously perceived, contrary to the assumption of continuous quality of representation. An analysis of receiver operating characteristics (ROC) for attentional blink performance was used to distinguish between two (continuous vs. threshold) models of emotion perception by inspecting two different ROC’s shapes. Across all conditions, the results showed that performance in the attentional blink task was better described by the two-limbs ROC predicted by the Krantz threshold model than by the curvilinear ROC implied by the signal-detection theory.

Artykuł został opracowany na podstawie prac badawczych, prowadzonych w Instytucie Pojazdów Szynowych Politechniki Krakowskiej, dotyczących oceny niezawodności i efektywności kolejowych systemów ze zmianą szerokości torów 1435/1520 mm. Efektywność tych systemów uzależniona jest istotnie od metody zmiany szerokości torów, wiążącej się ze złożonymi operacjami przeładunkowo-przestawczymi. W oparciu o analizę kosztu cyklu trwałości (analizę LCC) dokonano porównawczej oceny niezawodności i efektywności przewozu materiałów niebezpiecznych z wykorzystaniem aktualnie stosowanej technologii: wymiany wózków wagonowych i perspektywicznej: systemu samoczynnie rozsuwanych zestawów kołowych SUW 2000.
The paper is based on the research work done at the Institute of Rail Vehicles, Cracow University of Technology, on the assessment of the reliability and efficiency of the 1435/1520 mm track gauge change systems. The efficiency of these systems depends considerably on the gauge change method relating to complex handling and track gauge change operations. The Life Cycle Cost (LCC) analysis served as the basis for a comparative analysis of the reliability and efficiency of the transport of hazardous materials with the use of the currently applied technology: wagon bogie exchange, and the technology of the future: the SUW 2000 system of self-adjusted wheel sets.

In this paper, a system reliability model subject to Dependent Competing Failure Processes (DCFP) with phase-type (PH) distribution considering changing degradation rate is proposed. When the sum of continuous degradation and sudden degradation exceeds the soft failure threshold, soft failure occurs. The interarrival time between two successive shocks and total number of shocks before hard failure occurring follow the continuous PH distribution and discrete PH distribution, respectively. The hard failure reliability is calculated using the PH distribution survival function. Due to the shock on soft failure process, the degradation rate of soft failure will increase. When the number of shocks reaches a specific value, degradation rate changes. The hard failure is calculated by the extreme shock model, cumulative shock model, and run shock model, respectively. The closed-form reliability function is derived combining with the hard and soft failure reliability model. Finally, a Micro-Electro-Mechanical System (MEMS) demonstrates the effectiveness of the proposed model.

The study analyzed the impact of additional tower structure masses on the change of the frequency of its natural vibrations; it also made attempts to mathematical description of this impact. Considerations apply to the tower supporting the lighting system of the city stadium in Ostrowiec Świętokrzyski. The source of additional masses is the icing (frost, rime) and non-structural components constituting the technical equipment of the tower. The analysis was made by modeling by means of the Finite Element Method (FEM) of the structure with the assumption of a one parameter variation of its mass (i.e., the additional mass of all components, structural and non-structural, changes in proportion to one parameter, which is the outer surface of the element on which the ice layer is deposited). Solving the problem of natural vibrations, for subsequent models, representing different intensity of tower's icing, the following natural frequencies have been established. Thus, the increase of the ice-layer thickness on the surfaces from 0 to 2.4 cm caused the reduction of basic natural frequencies by a value, consecutively: for f1 → 26.9%; for f → 27.2%. These values are important from the point of view of technical applications. The findings allow to formulate a postulate that, in the analysis of tower's structure susceptibility to gusts of wind, structure's mass variability resulting from its possible icing was taken into consideration.
W pracy dokonano analizy wpływu dodatkowych mas konstrukcji wieżowej na zmianę częstotliwości jej drgań własnych; dokonano też próby matematycznego opisu tego wpływu. Rozważania dotyczą wieży wsporczej oświetlenia stadionu miejskiego w Ostrowcu Świętokrzyskim. Źródłem dodatkowych mas jest oblodzenie (szron, szadź) oraz elementy niekonstrukcyjne stanowiące wyposażenie techniczne wieży. Analizy dokonano w drodze modelowania metodą elementów skończonych (MES) konstrukcji, przyjmując założenie o jednoparametrycznej zmienności jej masy (to znaczy, że dodatkowa masa wszystkich elementów, konstrukcyjnych i niekonstrukcyjnych zmienia się proporcjonalnie do jednego parametru, którym jest powierzchnia zewnętrzna elementu, na której odkłada się warstwa lodu). Rozwiązując zagadnienie własne drgań dla kolejnych modeli, reprezentujących różne intensywności oblodzenia wieży, wyznaczono wartości kolejnych częstotliwości drgań własnych. I tak, przyrost grubości warstwy lodu na powierzchniach, od 0 do 2,4 cm spowodował redukcję podstawowych częstotliwości drgań własnych o wartości kolejno: dla f1 → 26,9%; dla f2 → 27,2%. Są to istotne wartości z punktu widzenia zastosowań technicznych. Uzyskane wyniki pozwalają na sformułowanie postulatu, aby w analizach podatności konstrukcji wieżowych na porywy wiatru uwzględniana była zmienność masy konstrukcji wynikająca z możliwego jej oblodzenia.
