    The major propose for this article is to examine ten years of Polish membership in the European Union. This paper analyzes characteristics of the system of Europe, as well as the process of “Europeanization”. It also covers the depiction of relations between the Centre and the Periphery of European integration and investigates the Polish role in a process of diffusion of norms and procedures within our continent. The main hypothesis of this paper is that nowadays Poland remains suspended somewhere between Centre and Periphery of European integration, without a real capacity of joining the “hard-core” of the EU in the predictable future.

    W artykule przedstawiono dynamikę negocjacji zadłużeniowych w strefie euro jako strategiczną grę między krajami centrum i krajami peryferyjnymi. W każdej grze strategicznej, negocjatorzy wyceniają, w sposób mniej lub bardziej formalny, wartość funkcji preferencji każdej ze stron. Pierwsze decyzje ratowania gospodarki Grecji podejmowano w sytuacji niepełnej informacji zarówno o wartości wypłat (mierzonych np. szacowaną wielkością zmian PKB), jak i o przedmiocie umowy związanej z realizacją wybranej strategii - refinansowania długów sektora publicznego Grecji. Rozpoczętą grę sekwencyjną, z niedoskonałą informacją, prezentowano na rynku jako skończone negocjacje. Tymczasem w negocjacjach pojawiały się nowe strategie (np. wyjścia ze strefy euro) i coraz większego znaczenia nabierała gra prowadzona między strefą euro a rynkiem kapitałowym. Istotnym problemem w rozpatrywanych negocjacjach zadłużeniowych jest ich koalicyjna postać. W strefie euro koalicje tworzą zarówno kraje centrum, jak i kraje peryferyjne. Ich stabilność zależy od podziału korzyści z przyjmowanego rozwiązania i ma istotne znaczenie dla sposobu rozwiązywania problemu zadłużenia w UGW i losów całej Unii Europejskiej. Autor zauważa, że wyniki interakcji uzyskiwane w negocjacjach z Grecją, Irlandią i Portugalią wpłynęły na kolejne strategie, a także na późniejsze postępowanie wobec problemów Hiszpanii i Włoch. Decyzje w sprawie powołanie Europejskiego Mechanizmu Stabilności, aktywnego włączenia Europejskiego Banku Centralnego w zarządzanie długiem na rynku kapitałowym, powołanie unii bankowej itp. są istotnym „uzupełnieniem" podjętych wcześniej decyzji restrukturyzacji długu Grecji, Portugalii i Irlandii.
    The paper looks at the dynamics of debt negotiations within the euro area as a strategic game between the central and peripheral countries. In each strategic game, players assess, in a more or less formal way, the pay-offs of each party. When the first decisions to rescue Greece were taken, the strategies were created in the game of incomplete information on both the value of pay-offs (for example the estimated size of the measured changes in GDP) and the subject of the contract related to the implementation of the selected strategies - refinancing of the public debt of Greece. The players began a sequential game with imperfect information, presented to the market as finished negotiations. Meanwhile, new strategies emerged (e.g. exit from the euro area) and the game between the euro area and the capital market became also more important. In the ongoing negotiations, the cooperative nature of the game gained an increasingly important role. The stability of the coalition depends on the distribution of the benefits of the adopted solutions and is essential for the process of solving the debt problem in the EMU and the fate of the European Union. It should also be noted that the results achieved in the negotiations with Greece, Ireland and Portugal contributed to the creation of new strategies. Decisions on establishment of the ESM, the ECB's active involvement in the management of debt in the capital market, the creation of a banking union, etc., constitute an important "complement" to the decisions taken earlier - to bailout strategies of Greece, Portugal and Ireland.

    Opis:
    The objective of the paper is to analyse why some firms innovate while others do not. The paper combines different theories of innovation by relating innovation to internal, firm specific assets and external, regional factors. Hypotheses are derived from theories and tested empirically by using logistic regression. The empirical analysis indicates that internal funding of R&D and size of the firm are the most important firm specific attributes for successful innovation. External, regional factors are also important. The analysis shows that firms located in large urban regions have significantly higher innovation rates than firms located in the periphery, and firms involved in regional networking are more likely to innovate compared to firms not involved in networking. The analysis contributes to a theoretical and empirical understanding of factors that influence on innovation and the role innovation plays in the market economy. Innovation policy should be targeted at developing a tax system and building infrastructure which give firms incentives to invest and allocate internal resources to R&D-activities and collaborate with others in innovation. From an economic policy perspective, consideration should be given to allocating more public resources to rural areas in order to compensate for the asymmetric distribution of resources between the centre and periphery. The paper contributes to the scientific literature of innovation by combining the firm oriented perspective with weight on firm specific, internal resources and a system perspective which focuses on external resources and networking as the most important determinants of innovation in firms.

    Europejska Stolica Kultury Wrocław 2016 była drugim, po Krakowie, przykładem organizacji tego cyklu imprez w Polsce. Liczba wydarzeń, szacowana na ponad 2000, spowodowała, że miasto i region (w nierównomiernym stopniu) podlegały oddziaływaniu impulsów kulturalnych o niespotykanej dotąd skali. Ze społecznego punktu widzenia istotne jest przyglądanie się społecznemu efektowi ESK, czyli umieszczonej w kontekście stylów życia i uwarunkowań biograficznych reakcji na te wydarzenia kulturalne oraz temu, jakie może ona mieć konsekwencje dla funkcjonowania mieszkańców regionu (w porównaniu z mieszkańcami miasta centralnego) w obszarze praktyk kulturalnych. Tekst prezentuje wybrane aspekty społecznego efektu ESK obserwowanego na peryferiach regionu Dolnego Śląska. Efekt ESK zdefiniowano jako społeczną reakcję na tę złożoną interwencję kulturalną oraz jej możliwe konsekwencje dla funkcjonowania lokalnych zbiorowości. Podstawą empiryczną analizy są wyniki badań ilościowych wykonanych w ramach projektu ewaluacji ESK. Ujawniły one ograniczenia dostępu do udziału w ESK różnych kategorii społecznych (m.in. kobiet, osób mających dzieci, osób ubogich), zakres uczestnictwa i typ imprez wybranych przez mieszkańców peryferii (ograniczony udział głównie w masowych, otwartych, darmowych, festynowych wydarzeniach rodzinnych) oraz dominujący charakter wyniesionych doświadczeń kształtujących społeczny efekt ESK (skupienie na dobrej zabawie, rekreacyjnym spędzeniu czasu wolnego, powiązaniu uczestnictwa ze spotkaniem z rodziną, znajomymi).
    The European Capital of Culture Wrocław 2016 was the second location, of this series of events in Poland after Krakow. The number of events, estimated at over 2,000, meant that the city and the region were (to an uneven degree) subject to the impact of cultural impulses of an unprecedented scale. From a social point of view, it is important to look at the social effect of the ECOC, i.e., the response to these cultural events, placed in the context of lifestyles and biographical circumstances, and the consequences it may have had for the functioning of the region’s inhabitants (as compared to the inhabitants of the central city) in terms of cultural practices. The text presents selected aspects of the ECC social effect observed on the periphery of the Lower Silesian region. The ECC effect is defined as the social response to this complex cultural intervention and its possible consequences for the functioning of local communities. The empirical basis for the analysis are the results of quantitative research carried out as part of the ECC evaluation project. These revealed the limitations on access to participation in the ECOC by different social categories (including women, people with children and the poor), the extent of participation and the type of events chosen by peripheral residents (limited participation mainly in mass, open, free, family festive events) and the dominant nature of the experience shaping the social impact of the ECOC (focus on having fun, recreational leisure activities, linking participation to meeting family and friends).

    In 1986 Bernard Pivot, a French journalist and literary critic, conducted an interview with Miłosz in the television feature called Apostrophes. The conversation was an archetypal example of an encounter between a representative of the “literary centre” and an envoy from what Pascale Casanova later called “une petite littérature”. The present article discusses Miłosz’s contradictory relations with France as a centre of “world’s republic of letters”, against the background of his difficult dialogue with Pivot, and the wider context of Casanova’s theory of inequalities in the literary world. On the one hand, Miłosz felt wiser than French litterateurs, and frequently pointed out to their political naiveness and ignorance of history and the cruel reality of the world. On the other hand, however, Miłosz’s sense of superiority over Western culture was always dialectically linked to the other side of the coin: the rage of a provincial poet at the headquarters of the cultural and economical power.

    The paper deals with renewal of socialist art history in the Post-Stalinist period in Soviet Union. The modernisation of art history is discussed based on the example of the Estonian Soviet Socialist Republic (Estonian SSR), where art historians were forced to accept the Soviets’ centrally constructed Marxist-Leninist aesthetic and approach to art and art history. In the art context, the idea of progressiveness began to be reconsidered. In previous discourse, progress was linked with the “realist” artistic method that sprang from a progressive social order. Now, however, art historians found new arguments for accepting different cultures of form, both historical and contemporary, and often these arguments were “discovered” in Marxism itself. As a result, from the middle of 1950’s Soviet art historians fell into two camps in interpreting Realism: the dogmatic and revisionist, and the latter was embraced in Estonia. In 1967, a work was published by the accomplished artist Ott Kangilaski and his nephew, the art historian Jaak Kangilaski: the Kunsti kukeaabits – Basic Art Primer – subtitled “Fundamental Knowledge of Art and Art History.” In its 200 pages, Jaak Kangilaski’s Primer laid out the art history of the world. Kangilaski also chimed in, publishing an article in 1965 entitled “Disputes in Marxist Aesthetics” in the leading Estonian SSR literary journal Looming (Creation). In this paper the Art Primer is under scrutiny and the deviations and shifts in Kangilaski’s approach from the existing socialist art history canon are introduced. For Kangilaski the defining element of art was not the economic base but the “Zeitgeist,” the spirit of the era, which, as he wrote, “does not mean anything mysterious or supernatural but is simply the sum of the social views that objectively existed and exist in each phase of the development of humankind.” Thus, he openly united the “hostile classes” of the social formations and laid a foundation for the rise of common art characteristics, denoted by the term “style.” As is evidenced by various passages in the text, art transforms pursuant to the “will-to-art” (Kunstwollen) characteristic of the entire human society. Thus, under conditions of a fragile discursive pluralism in Soviet Union, quite symbolic concepts and values from formalist Western art history were “smuggled in”: concepts and values that the professional reader certainly recognised, although no names of “bourgeois” authors were mentioned. Kangilaski relied on assistance in interpretation from two grand masters of the Vienna school of art history: Alois Riegl’s term Kunstwollen and the Zeitgeist concept from Max Dvořák (Zeitgeist, Geistesgeschichte). In particular, the declaration of art’s linear, teleological “self-development” can be considered to be inspiration from the two. But Kangilaski’s reading list obviously also included Principles of Art History by Heinrich Wölfflin, who was declared an exemplary formalist art historian in earlier official Soviet historiography. Thaw-era discursive cocktail in art historiography sometimes led Kangilaski to logical contradictions. In spite of it, the Primer was an attempt to modernise the Stalinist approach to art history. In the Primer, the litmus test of the engagement with change was the new narrative of 20th century art history and the illustrative material that depicted “formalist bourgeois” artworks; 150 of the 279 plates are reproductions of Modernist avant-garde works from the early 20th century on. Put into the wider context, one can claim that art history writing in the Estonian SSR was deeply engaged with the ambivalent aims of Late Socialist Soviet politics, politics that was feared and despised but that, beginning in the late 1950s, nevertheless had shown the desire to move on and change.

    In this essay, the author addresses the question of Ukraine’s and Russia’s relations with the West in the modern and contemporary era. He believes that the revolution in Ukraine in 2013/2014 signifies a successive stage in Ukraine’s emancipation and modernization, which began with the emergence of a separate nation on its territory in the 19th century. The author is in favor of the further use of such conceptual categories as the ‘centre’, the ‘periphery’, and ‘modernization’. He thinks they still permit the description of the real developmental distance between different parts of the world and the analysis of strategies aimed at diminishing that distance. In his opinion, Ukraine’s present chance for modernization is unambiguously connected with its choice of the ‘western’ road of development. He interprets the Russian attempt to counteract this choice by force as an expression of the disappointment experienced by the elite of the former empire. In essence, it is a sign that Russia is remaining in a peripheral situation in regard to the West, which is ‘escaping’ it.
