Artykuł jest sprawozdaniem z badań prowadzonych w celu identyfikacji zadań realizowanych przez Siły Zbrojne Rzeczypospolitej Polskiej w celu przeciwstawienia się zagrożeniom o charakterze terrorystycznym na lądzie. Badania obejmowały analizę aktów prawnych, na podstawie których mogą być prowadzone tego typu działania. Wyodrębnienie zadań antyterrorystycznych może przyczynić się do zwiększenia wiedzy oraz może wspomóc przegotowanie się wojska do przeciwdziałania zagrożeniom terrorystycznym samodzielnie jak i we współpracy z Policją, Strażą Graniczną oraz Służbą Ochrony Państwa.
The article is a report on research carried out to identify the tasks performed by the Armed Forces of the Republic of Poland to counteract terrorist threats on land. The research included an analysis of legal acts on the basis of which such activities can be carried out. Separating anti-terrorist tasks may contribute to increasing knowledge and may help prepare the army to counteract terrorist threats independently and in cooperation with the Police, Border Guard and the State Protection Service.

The text deals with an important topic of cross-border cooperation between fire brigades from Poland and Germany. Shaping cross-border cooperation at the voivodeship level is the task of the Voivodship Commander of the State Fire Service and is based on the existing contracts and agreements developed at the central level. The provisions of the Act on the State Fire Service show that the Provincial Commander of the State Fire Service is responsible for directing the organizational units of the State Fire Service from the voivodeship to rescue and humanitarian actions outside the state.
Streszczenie Tekst podejmuje ważny temat współpracy transgranicznej straży pożarnych z Polski i Niemiec. Kształtowanie współpracy transgranicznej na poziomie województwa jest zadaniem Komendanta Wojewódzkiego PSP i przebiega w oparciu o istniejące umowy i porozumienia wypracowane na poziomie centralnym. Z zapisów Ustawy o PSP wynika, że Komendant Wojewódzki PSP ma za zadanie kierowanie jednostek organizacyjnych PSP z obszaru województwa do akcji ratowniczych i humanitarnych poza granice państwa.

In recent years, the question of population migration has become more present in the Polish social and political life. One of the examples of this phenomenon was the set of events at the turn of 2021 and 2022, when thousands of people tried to illegally cross the Polish-Belarusian border and enter the Republic of Poland. The state reacted by reinforcing border services, deploying soldiers and police officers to serve on the border. The circumstances of the deployment, conditions of service and related impressions of participants became the subject of research, the results of which are presented in this article. Most of our respondents were deployed to the border by order and were scarcely or completely unprepared to the service. The social and living conditions during service are evaluated as rather good, although leisure activities were poorly organised. Among the feelings and impressions from service, the most highly appreciated were the team atmosphere and cooperation and the attitude of superiors. Nevertheless, what prevails is a moderate dissatisfaction with the job, with a vast majority of participants unwilling to repeat such service.

The article presents the issues related to the fight against terrorism. The author takes into a scientific consideration the role of two formations: the Border Guard and the Customs Service, which, through their statutory tasks, independently and in cooperation with other entities, counteract terrorist attacks in Poland, mainly tracking the movement of people and goods across the border.

The article presents similarities between the nature of a gate as an element of the urban space and the life of the maid at the turn of the 19th and 20th centuries. The gate appears as a portal that connects two distinct worlds: the safe and bright world of the home and the dark and dangerous world of the street. Depending on the point of view, the gate can be a shelter or a place of fall. It is also an egalitarian space of contact for domestic maids and the residents of the building. As a sociocultural place, the gate affected the life of the maid and often determined her fate. The analysis is based on excerpts from the novel Kaśka Kariatyda by Gabriela Zapolska.

The aim of the article is to identify the process of human resource management and factors that influence officers’ motivation in selected uniformed services. This analysis concerns the Police, Border Guard and Customs and Fiscal Service. This choice was made due to the diversity of the tasks carried out by the officers of these services. The concept of uniformed services, characteristics of the analysed services and the requirements for officers, the process of employees recruitment and activities aimed at maintaining officers through appropriate motivation and promotion as a form of professional development were presented. Promotion to successive levels of work is not only an important element in shaping the HR policy but also a determinant of the position of a given officer in the organization. The layout of this work presents elements of multi-aspect status of an officer in each of the studied formations in the context of the characteristics of individual services.Purpose - Identification of the human resource management and factors that influence the motivation of officers in selected Polish uniformed services - the Police, Border Guard and Customs and Fiscal ServiceDesign / methodology / approach - Review of literature, reports on empirical research and applicable legal regulationsFindings - The basic mutual element of the Police, the Border Guard and the Customs and Fiscal Service is the use of uniforms and officers subordination system, but also the centralism of the organizational structure and hierarchical subordination. The activities of these services, including the implementation of the human resource management process, are regulated by relevant legal regulations. Service requirements, the scope of tasks, obligations and responsibilities, the process of employee selection, evaluation, promotion, but also retirement provisions are strictly determined. Similarities and differences in this area have been presented. The analysis of the results of empirical research allows to identify motivating and demotivating factors for officers.Originality/value - A comparison of selected areas of human resources management in the Police,  the Border Guard and the Customs and Fiscal Service was made. The similarities and differences appearing in this respect were pointed out. Recommendations regarding motivating officers were presented

We live in a time when terrorism is everywhere, having become a permanent element of modern world’s landscape. Hardly a day passes without mass media notifying us of yet another terrorist attack. States create laws aimed at making the functioning of the society orderly and protecting citizens against actions aimed at disturbing social balance and interfering with their peaceful and safe life. Under the above-indicated act, the Minister of the Interior and Administration is in charge of most anti-terrorist tasks. He has at his disposal tools, in the form of units subordinate to him, with which such tasks can be performed. Said units include: Police, Border Guard, Government Protection Bureau, State Fire Service. Units subordinate to the Minister of the Interior and Administration are charged with very important tasks as far as preventing and combating terrorist threats are concerned.

Problematyka artykułu koncentruje się wokoł zagadnienia dotyczącego prowadzenia postępowań dyscyplinarnych w polskich służbach mundurowych. Autor zwraca uwagę na istnienie, w ramach polskiego porządku prawnego, dużego zróżnicowania w obszarze dotyczącym procedury dyscyplinarnej, jaka ma miejsce w poszczególnych służbach mundurowych. Zasadnicze wywody sprowadzają się do tego, że istnieje konieczność opracowania aktu normatywnego w randze ustawy, mającego charakter kompleksowy, który w sposob jednolity regulowałby sposób prowadzenia postępowań dyscyplinarnych w służbach mundurowych podległych Ministrowi Spraw Wewnętrznych i Administracji. Końcowa część artykułu stanowi punkt wyjścia do szerszej dyskusji w zakresie skuteczności zaproponowanej nowelizacji aktualnie obowiązującego systemu prawnego w ww. obszarze.
The subject of the article is focused on issues related to conducting disciplinary proceedings in Polish uniformed forced. The author draws attention to the fact that a considerable diversity exists in the Polish legal order as regards the disciplinary procedure applicable in individual uniformed services. The main arguments focus on the need of developing a normative act of a comprehensive nature that would uniformly regulate the manner in which disciplinary proceedings are adopted in uniformed services subordinated to the Minister of the Interior and Administration. The final part of the article is the starting point for a broader discussion on the effectiveness of the proposed amendment to the current legal system in the abovementioned area.

Crime does not recognize territorial boundaries. This statement has taken on a new di- mension as a result of political transformations initiated in 1989. Poland had to face not only positive, and undoubtedly prevailing, changes in the political, social and economic spheres, but also negative aspects of the transformation process (among the others: the rapid development and activity of organized crime groups). The border areas, especially the ones situated along the Polish-German border (until 2004 - EU external border) were particularly vulnerable to the above mentioned dangers in the first years of transforma- tion. Therefore, local Polish police and their western partners (especially German police) played a special role in preventing and combating crime as well as in the protection of public order. The cooperation of Polish and German police, initiated in the 1990s and developed in the following years, undoubtedly contributed to the significant reduction of the risk resulting also from the process of Poland joining the EU and "wider" border opening. Effective cooperation, especially in the field of combating crime and preventive activities, is reflected in the level of security and public order perceived by the inhabitants of cross-border areas.
Przestępczość kryminalna nie uznaje granic terytorialnych. Stwierdzenie to nabrało nowego wymiaru w wyniku przemian ustrojowych zapoczątkowanych w 1989 r. Obok, niewątpliwie przeważających, pozytywnych zmian w sferze politycznej, społecznej i gospodarczej Polska musiała stawić czoła również negatywnym aspektom procesu transformacji (m.in. gwałtowny rozwój i działalność zorganizowanych grup przestępczych). Szczególnie narażone na w/w niebezpieczeństwa były w pierwszych latach transformacji tereny przygraniczne, zwłaszcza te leżące wzdłuż granicy polsko-niemieckiej (do 2004 r. zewnętrzna granica UE). W związku z tym szczególna rola w zakresie zapobiegania i zwalczania przestępczości kryminalnej oraz ochrony porządku publicznego przypadła lokalnym jednostkom polskiej policji i ich współpracy z zachodnimi partnerami (zwłaszcza policją niemiecką). Zapoczątkowana w latach 90. i rozwijana w kolejnych latach, współpraca jednostek polskiej i niemieckiej policji niewątpliwie przyczyniła się do znacznego ograniczenia zagrożeń wynikających również z procesu wejścia Polski do UE i szerszego otwarcia granic. Skuteczna współpraca przede wszystkim w zakresie zwalczania przestępczości kryminalnej oraz działalności prewencyjnej ma swoje odbicie w poziomie bezpieczeństwa i porządku publicznego odczuwanym przez mieszkańców terenów przygranicznych.

W dobie postępującej globalizacji, zacierającej fizyczne granice pomiędzy państwami sąsiadującymi, wymiana kulturowa stanowi integralną część relacji międzynarodowych. Treści i wartości kulturowe są reprezentatywne dla danej nacji. Podobieństwa tożsamości kulturowej zbliżają, przeciwieństwa wzbudzają ciekawość lub zostają odrzucone. By wartości kulturowe odmienne dla naszej akceptacji postaw mogły zostać przez nas uznane, niezbędna staje się bezpośrednia lub interakcyjna edukacja międzykulturowa, której zadaniem jest przede wszystkim oswojenie z odrębnością kulturową przedstawicieli innego środowiska kulturowego oraz modyfikacja negatywnych postaw wobec treści dla nas innych. Obok różnorodnych aktywności mających na celu wymianę i edukację kulturową, bardzo ważne miejsce zajmuje język będący nośnikiem wszelkich informacji. Jeśli dotyczą one zdrowia i życia ludzkiego, edukacja międzykulturowa staje się niezbędną częścią porozumienia międzynarodowego i stanowi podstawę dbałości o bezpieczeństwo pacjentów. W artykule przedstawiono działania podjęte w ramach projektu Interreg VA, mające na celu m.in. edukację międzykulturową w polsko-niemieckim obszarze transgranicznym.
In the age of progressive globalization which blurs physical borders between the neighbouring states, the cultural interchange constitutes an integral part of international relations. The cultural content and values are representative for a given nation. The similarities of the cultural identity bring nations closer, while the opposites arouse their interest or are rejected. In order we could recognize cultural values that differ from the attitudes we accept, a director interactive cross-cultural education becomes indispensable, primarily intended to familiarize people with the cultural distinctness of members of a different cultural milieu, and to modify their negative attitudes toward the content that is other to them. Alongside a variety of activities aimed at cultural exchange and education, of particular importance is language being a vehicle of any conveyed information. If this information concerns human health and life, the cross-cultural education becomes an indispensable part of the international agreement and constitutes a basis of the care of the patients’ safety. The article discuses the activities undertaken within the project Interreg VA, aimed, among others, at a cross-cultural education in the Polish-German cross-border area.

Wojska Ochrony Pogranicza (WOP) formowano na podstawie rozkazu Naczelnego Dowództwa Wojska Polskiego nr 0245/org z dnia 13 września 1945 roku. Proces ten w roli szefa departamentu WOP koordynował radziecki oficer Gwidon Czerwiński. Z uwagi na brak dostatecznej ilości sprzętu zmotoryzowanego, niezbędnego do realizacji zakreślonych rozkazem zadań, w nowopowstałej formacji używano dużych ilości koni wierzchowych i taborowych. Identyczne rozwiązanie zastosowano w ówczesnym Okręgu Mazurskim, w którym północnej granicy strzegł 5 Oddział Ochrony Pogranicza. Organizację oddziału zainicjował ppłk Stanisław Wyderka. Podlegli mu żołnierze w patrolowaniu wyznaczonych odcinków korzystali także ze służbowych koni. W celach rekreacyjnych uprawiali również jazdę wierzchem. Na bazie oddziału w latach następnych formowano inne jednostki z identycznymi zadaniami. Żołnierze WOP, doskonaląc sztukę jazdy, startowali także w regionalnych zawodach konnych, nawiązując w ten sposób do bogatych hipicznych tradycji II Rzeczypospolitej. W Kętrzynie do celów szkoleniowych utrzymywano nawet Pluton Kawalerii.
Border Protection Troops (WOP) was formed upon the order of the Polish Army Commander-in-chief No. 0245/org dated September 13th, 1945. This process in the role of the head of the WOP Department was coordinated by a Soviet officer, Gwidon Czerwiński. Due to lack of a sufficient number of motorised equipment, necessary for the implementation of encircled tasks by the order in the newly established formation, a big number of saddle and train horses was used. The same solution was used in the then District of Masuria, where the northern border was guarded by the 5th Border Protection Division. The organization of the squad was initiated by Lt Col Stanisław Wyderka. Soldiers subordinate to him patrolling designated sectors were also using staff horses. For recreational purposes they also practiced horseback riding. On the basis of a squad in subsequent years, they formed other units with identical tasks. Soldiers of Border Protection Troops were improving the artistry of horse-riding as well as competing in regional competitions on horseback, referring in this way to the rich equestrian tradition of the Second Republic of Poland. In Kętrzyn, for the purpose of training, a Platoon of Cavalry was even maintained.

W artykule omówiony został przykład zastosowania systemów zdalnej obecności w zabezpieczeniu działań logistycznych i taktycznych Służb Granicznych RP.
This paper describes preliminary results of the interdisciplinary research and development venture. General idea of the project comes from boarder control and law-enforcement forces whose big scope of work is related with K-9 dogs activity. The main functionality of the system is to monitor and control the K-9 dog during high level risk operations. The main task of the project is to develop remote solutions that support dogs guide during different special activities. According to the law-enforcement operational procedures, system has been designed basing on three different modules: special dogs electronic vest, mobile command center and supporting UAV (Unnamed Airborne Vehicle) platform. Project integrates such technologies as GNSS (Global Navigation Satellite System), IMU (Inertial Measurement Unit), TLS (Terrestrial Laser Scanning) and UAV platforms as a support device. Three-dimensional spatial mapping for room recognition purposes is one of the required functionalities of the electronic vest. First laboratory tests were taken with 3d spatial mapping tools based on structural light and mobile and terrestrial laser scanning. The main task of these tests was to establish the best performance and quality in relation to weight and spatial capacity. Second set of tests has been taken with GNSS method to establish efficient and disturbances-free positioning system. Testing process contains different receivers (single and multi-frequency) and positioning methods (DGNSS – Differential GNSS; SPP – Single Point Positioning; RTK – Real Time Kinematic) expected to be used for positioning of system modules (dog’s vest, guide, crew, mobile command center and UAV). Optical video modules designed specially for project purposes have been tested. Global result of the described tests shows potential of using the multi-sensor equipment for remote geospatial recognition, measurement and communication during K-9 special activities.

Artykuł omawia Krajowy System Ratowniczo-Gaśniczy bezpieczeństwa państwa publicznego, który stanowi integralną część bezpieczeństwa państwa. Przedstawia organy sytemu, do których w szczególności zalicza się Ministra Spraw Wewnętrznych, jako nadzorującego działania i funkcjonowanie oraz podległe mu organy najbardziej zaangażowane: Policję, Straż Graniczną, Państwową Straż Pożarną i Obronę Cywilną, jak również pozostałe organy ratownicze, państwowe, samorządowe, związki, organizacje pozarządowe, itd. Organizatorem Krajowego Systemu Ratowniczo-Gaśniczego jest Komendant Główny Państwowej Straży Pożarnej. W związku z powyższym do zadań organów w ramach systemu należy: ratowanie życia, zdrowia, mienia ludzi, ochrona środowiska, prognozowanie, rozpoznawanie i zwalczanie pożarów, klęsk żywiołowych lub innych miejscowych zagrożeń. System ten funkcjonuje na trzech poziomach: powiatowym, wojewódzkim i krajowym. Dużą rolę odgrywają w nim stanowiska kierowania, które zbierają najważniejsze informacje o wszelkich zaistniałych zdarzeniach na danym obszarze. Krajowy System Ratowniczo-Gaśniczy funkcjonuje w dwóch stanach: stałego czuwania i doraźnego reagowania oraz wykonywania działań ratowniczych. Jest systemem otwartym, żywo reagującym na wszelkie zmiany i w szerokim zakresie współpracującym z otoczeniem, co jest wyrazem, iż jest on bardzo elastyczny.
The article discusses the National (Emergency) Rescue and Fire System, which is an integral part of national security. It presents the bodies of the system, which in particular include the Minister of Home Affairs, as the supervisor of activities and functioning and its most involved subordinate bodies: Police, Border Guards, State Fire Service and Civil Defence, as well as other rescue authorities, i.e. state, local government, unions, NGOs, etc. The organizer of the National Rescue and Fire System is the Chief of State Fire Service. Therefore, the tasks of the bodies within the system include: saving lives, health, and property of people, environmental protection, prediction, detection and fighting of fires, natural disasters or other local hazards. This system operates at three levels: district, provincial and national levels. The major role play the control rooms, which collect important information about any event occurring in the area. National Rescue and Fire System operates in two states: constant vigilance and emergency response, and performing rescue operations. It is an open system quickly responding to any changes and in a wide range co-operating with its surroundings, which reflects its flexibility.
