Opis:
Increasing development in information and communication technology leads to the generation of large amount of data from various sources. These collected data from multiple sources grows exponentially and may not be structurally uniform. In general, these are heterogeneous and distributed in multiple databases. Because of large volume, high velocity and variety of data mining knowledge in this environment becomes a big data challenge. Distributed Association Rule Mining(DARM) in these circumstances becomes a tedious task for an effective global Decision Support System(DSS). The DARM algorithms generate a large number of association rules and frequent itemset in the big data environment. In this situation synthesizing highfrequency rules from the big database becomes more challenging. Many algorithms for synthesizing association rule have been proposed in multiple database mining environments. These are facing enormous challenges in terms of high availability, scalability, efficiency, high cost for the storage and processing of large intermediate results and multiple redundant rules. In this paper, we have proposed a model to collect data from multiple sources into a big data storage framework based on HDFS. Secondly, a weighted multi-partitioned method for synthesizing high-frequency rules using MapReduce programming paradigm has been proposed. Experiments have been conducted in a parallel and distributed environment by using commodity hardware. We ensure the efficiency, scalability, high availability and costeffectiveness of our proposed method.

Opis:
Cross-selling is a strategy of selling new products to a customer who has made other purchases earlier. Except for the obvious profit from extra products sold, it also increases the dependence of the customer on the vendor and therefore reduces churn. This is especially important in the area of telecommunications, characterized by high volatility and low customer loyalty. The paper presents two cross-selling approaches: one based on classifiers and another one based on Bayesian networks constructed based on interesting association rules. Effectiveness of the methods is validated on synthetic test data.

Nowadays internets of things are generating an enormous data, that data are applied in data mining to extract the knowledge. To many, the massive data generated or captured by IoT are considered having highly useful and valuable information. Some data mining algorithms are used to analyze the potential data in internet of things.This paper begins with a discussion of the IoT and then, it describes about three data mining algorithms such as clustering, classification, and association rules. At last the application areas of Internet of things are discussed in this paper.

Research background: A considerable amount of research has been conducted on the riskiness associated with online transactions in general. However, few studies have paid particular attention to the risk of online second-hand goods transactions. We, therefore, argue in this paper that, while online transactions pose several risks to consumers, the addition of second-hand goods intensifies the risks to the user. As the risk factors brought about by the online second-hand goods transactions persist, the magnitude of such risk inherent in the customer in question has not clearly emerged. Purpose of the article: This paper aims at eliciting the magnitude of risky components aligned with the tendency to connect online in search of second-hand goods. Again, providing insight into demographic variables in relation to the pre-purchasing risk factors; averting customers to connect online in search of second-hand goods stands as one of the key reasons for the present study. Methods: The research adopts a data mining algorithm, notably the Association rule mining to glean relevant patterns in the data accrued from the Czech Republic, premised on risk components governing the online buying behaviour of second-hand goods. To this end, a simple random technique was adopted to gauge the views of e-shoppers in the Czech Republic on online second-hand goods transactions; with 329 out of 411 respondents eligible for our analysis. Findings & Value added: The results of the association rule technique have revealed that respondents within the gender frame are both adamant to hook-up online, in spite of the fact that they have shopped online, yet do not think of looking at second-hand goods sites because of some risky influence inherent in them, even if the respondent is an ordinary personal-user of online transactions. In all these developments, the research concludes that the second-hand industry needs to redesign the websites with much attention to reinforce stringent measures that will give better assurance of the risk factors, which will tend to avert the customer from connecting via the Internet in pursuit of second-hand goods.

This article aims to investigate the phenomenon of the rule of law promotion exercised by the EU through the Deep and Comprehensive Free Trade Agreements (DCFTAs). First, the article emphasizes the unique combination of normative and market power the EU uses to diffuse its norms through trade liberalization. Next, it provides an insight into the particularities of the European Neighbourhood Policy as a policy context for the conclusion and implementation of the Association Agreements, including the DCFTAs with Ukraine, Moldova and Georgia, as well as the conceptual problematic and scope of the rule of law as a value the EU seeks to externalize. Using the DCFTAs with Ukraine, Moldova, and Georgia as a single group case study of the transparency dimension of the rule of law, the central part of the article analyzes the DCFTAs substantive requirements, directed toward promoting transparency in the partner states (while categorizing the requirements into the most general ones; cooperationrelated; and disciplinespecific) and the legal mechanisms that make these clauses operational (e.g., the institutional framework of the AAs, gradual approximation and monitoring clauses, and the Dispute Settlement Mechanism). In concluding, the article summarizes the stateoftheart of the rule of law promotion through the DCFTAs, distinguishes the major challenges the respective phenomenon faces, and emphasizes the prospects for and difficulties of using the DCFTAs as an instrument of rule of law promotion.

One of the crucial problems in the field of knowledge discovery is development of good interestingness measures for evaluation of the discovered patterns. In this paper, we consider quantitative, objective interestingness measures for "if..., then... " association rules. We focus on three popular interestingness measures, namely rule interest function of Piatetsky-Shapiro, gain measure of Fukuda et al., and dependency factor used by Pawlak. We verify whether they satisfy the valuable property M of monotonic dependency on the number of objects satisfying or not the premise or the conclusion of a rule, and property of hypothesis symmetry (HS). Moreover, analytically and through experiments we show an interesting relationship between those measures and two other commonly used measures of rule support and anti-support.

The administrative model of competition law enforcement is the prevailing model in the EU Member States. Although Member States are free to choose between the administrative and the judicial model or their combination, many of them opted for the administrative model taking the EU model as an example. The same is valid for the candidate and potential candidate states of Western Balkans. The new Directive 2019/1 deals with the issue of safeguarding the fundamental rights in competition proceedings in general terms only, while stabilisation and association agreements lay down the rule of law as a fundamental principle, but do not say much regarding the features of the competition enforcement model. Candidate countries did not consider the rule of law requirements when designing their competition enforcement models. Competition authorities combine investigative and decision-making powers, preventing them from impartial decision-making. Rules on the appointment, that is, election of members of decision-making bodies, and the limited term of office, made competition authorities susceptible to political influence. Administrative courts are in charge of disputes initiated against decisions of competition authorities in the second instance. Limitations on applying full jurisdiction proceedings, and the modest expertise of administrative law judges in competition law, prevent courts from dealing with the merits of competition cases. Hence, effective judicial control of decisions of competition authorities is missing. The European Commission should monitor the observance of fundamental legal principles in competition law enforcement when assessing the readiness of candidate states to join the EU.
Le modèle administratif d’application du droit de la concurrence est le modèle qui prévaut dans les États membres de l’UE. Bien que les États membres puissant choisir entre le modèle administratif et le modèle judiciaire ou leur combinaison, nombreux sont ceux qui ont opté pour le modèle administratif en prenant le modèle de l’UE comme modèle. La même remarque vaut pour les pays candidats des Balkans occidentaux. La directive 2019/1 traite la question de la sauvegarde des droits fondamentaux dans les procédures de concurrence en termes généraux seulement, tandis que les accords de stabilisation et d’association posent l’État de droit comme principe fondamental, sans toutefois en préciser les caractéristiques du modèle d’application des règles de concurrence. Les pays candidats n’ont pas tenu compte des exigences de l’État de droit lors de la conception de leurs modèles d’application des règles de concurrence. Les autorités de concurrence combinent des pouvoirs d’enquête et de décision, les empêchant ainsi de prendre des decisions impartiales. Les règles de nomination, c’est-à-dire de l’élection des membres des organes de décision, et la durée limitée du mandat, ont rendu les autorités de la concurrence sensibles à l’influence politique. Les tribunaux administratifs sont en charge des procédures engagées contre les décisions des autorités de la concurrence en deuxième instance. Les limites imposées à l’application des procédures de pleine juridiction et la modeste expertise des juges administratifs en matière de droit de la concurrence ne permettent pas aux tribunaux de traiter au fond les affaires de concurrence. Il manque donc un contrôle juridictionnel efficace des décisions des autorités de concurrence. En conclusion, la Commission européenne devrait vérifier le respect des principes juridiques fondamentaux en matière d’application du droit de la concurrence lorsqu’elle évalue l’état de préparation des pays candidats à l’adhésion à l’UE.

A short-term change of the political climate in Poland in 1956 gave an opportunity to start an open discussion (as the realities of that time) about the condition of obeying the law, proper understanding of the rule of law and “errors of the past”. A major part of this discussion went on pages of new bi-weekly magazine “Law and Life” created by the Association of Polish Lawyers. In the course of this discussion, the Soviet patterns which blurred the meaning of those terms, were left. Newly defined, they described numerous contradictions prior to 1956. Subsequently the discussion focused on the problem of ensuring law-abideness in the judiciary and the administration.
