Opis:
Presented here is a review of the book by Michael Wooldridge The Road to Conscious Machines: The Story of AI. The book was published in 2021 by Pelican Publishing Company. The book presents a philosophical exploration of the AI-related quest to understand the essence of our minds, ethics, and consciousness. Nonetheless, the book is unconventional as it focuses on failures of past AI programs rather than on AI success stories. The author also indicates the possible pathways to develop new, more efficient AI paradigms. The short technical section at the end of the book offers more in-depth information on topics like Prolog, Bayesian, and deep neural networks.

Some fields already incorporate alternatives to methodological naturalism. However, few people outside the field are familiar with these alternatives or how they are used. Sometimes these non-naturalistic methodologies are being used without the participants’ cognizance that the methodology is not methodologically naturalistic. Here, we show a smattering of fields that we are aware of that have touched upon methodologies that don’t depend on naturalism.

Opis:
Artificial Intelligence has made impressive progress in the past few decades, and, especially in the last couple of years, so many different systems able to simulate human response in a very realistic and coherent way have been made available to the general public. This has opened the road to new possibilities for the use of AI in a variety of contexts, starting from the use of generative AI to the shortening of otherwise long working tasks (such as programming). However, it also created unforeseen issues that have yet to be addressed, since there is a lack of legal and ethical guidelines for the use of these new AI tools. This article analyses some of the most controversial applications of these new AI systems, highlighting both problems and ethical concerns, as well as the possible ways in which they can be dealt with in the future.

Opis:
We describe a system allowing a mobile robot equipped with a 3D laser range finder to navigate in the indoor and outdoor environment. A global map of the environment is constructed, and the particle filter algorithm is used in order to accurately determine the position of the robot. Based on data from the laser only, the robot is able to recognize certain classes of objects like a floor, a door, a washbasin, or a wastebasket, and places like corridors or rooms. For complex objects, the recognition process is based on the Haar feature identification. When an object is detected and identified, its position is associated with the appropriate place in the global map, making it possible to give orders to the robot with the use of semantic labels, e.g., "go to the nearest wastebasket ". The obstaclefree path is generated using a Cellular Neural Network, accounting for travel costs with distance or ground quality. This path planning method is fast and in comparison with the potential field method it does not suffer from the local minima problem. We present some results of experiments performed in a real indoor environment.

The conducted review presents the possibility of using artificial neural networks in sectors related to environmental protection, agriculture, forestry, land uses, groundwater and bathymetric. Today there is a lot of research in these areas with different research methodologies. The result is the improvement of decision-making processes, design, and prediction of certain events that, with appropriate intervention, can prevent severe consequences for society. The review shows the capabilities to optimize and automate the processes of modeling urban and land dynamics. It examines the forecasts of assessment of the damage caused by natural phenomena. Detection of environmental changes via the analysis of certain time intervals and classification of objects on the basis of different images is presented. The practical aspects of this work include the ability to choose the correct artificial neural network model depending on the complexity of the problem. This factor is a novel element since previously reviewed articles did not encounter a study of the correlation between the chosen model or algorithm, depending on the use case or area of the problem. This article seeks to outline the reason for the interest in artificial intelligence. Its purpose is to find answers to the following questions: How can artificial neural networks be used for spatial analysis? What does the implementation of detailed algorithms depend on? It is proved that an artificial intelligence approach can be an effective and powerful tool in various domains where spatial aspects are important.

Opis:
The paper concerns the identification process applied for a semi-empirical model of working process in the CI engine. The identification is based on pressure courses in the cylinder recorded during the experimental measurements on the test stand and is performed for estimation of values of the model parameters. Appropriate estimated values of the model parameters ensure minimization of the difference between measured and modelled pressure courses in the cylinder. The identification process can be divided into two stages. The first stage concerns identification of discrete values of the model parameters for a set of discrete engine operating conditions. The task of discrete identification is formulated as a dynamic optimisation task which is sohed using a genetic algorithm. The accuracy of the identification process is evaluated by comparison of measured and calculated values of main parameters which characterize the working cycle such as: the mean indicated pressure, thermal efficiency, the mean indicated pressure in working part of the cycle, maximal pressure of the cycle, the mass of the medium in the cylinder and the crankshaft angle for which the maximal pressure occurred. The second stage concerns generalization of the results for any technically possible engine operating conditions which is sohed by means of approximation. Feed-forward multilayer artificial neural networks are usedfor the approximation. The accuracy of the identification and some examples of verification of the model predictions are presented as well.

The article is devoted to the effects of the unsustainable development of human intelligence that began with the emergence of artificial intelligence do by the imbalance between the slow pace of development of natural (biological) intelligence and the accelerate pace of development of artificial (machine) intelligence. First, in a breakthrough phase of the anthropogenesis process, the development of natural intelligence transformed hominids, which had exceeded their natural abilities, into transhominids, that is, into humans. Now, the development of artificial intelligence transforms humans, which exceed their natural (innate) abilities into so-called transhumans. The progress of artificial intelligence is making a real revolution not only in the field of technology, but also in the economy, medicine, agriculture, transport, finance, insurance, trade, education, work, etc. Thanks to this, our world and we in it are changing at a dizzying pace. Artificial intelligence has become strategically the most important technology of the twenty-first century. The country with the most advanced artificial Therefore, the superpowers accelerate the development of artificial intelligence in competing for global domination. This implies a huge increase in financial outlays, which then are missing for the implementation of other important tasks, such, as for example, to fight poverty. Along with the development of artificial intelligence, its alienation progresses and this causes the dehumanization of people. The author presents a number of benefits and threats resulting from the use of artificial intelligence, which do not balance. Among the greatest threats, they are transhuman and artificial super-intelligence embodied in a super- robot. “The full development of artificial intelligence could spell the end of the human race. Man, who is limited by the slow evolution of biological intelligence, will not be able to compete with the transhuman, whose artificial intelligence is developing faster. He needs to be replaced by a transhuman”.1 Artificial intelligence is able to make man equal to God. It is not difficult to imagine what would happen if such a robot became the "god" who would rule the world and the cosmos, and on whose decisions or whims the fate of individuals, humanity, the world and the survival of our species would depend.

This article describes the use of artificial intelligence in regression calculations. Models built in a traditional manner based on classical assumptions provide the most precise information possi-ble. The model building process itself is based on the initial selection of variables used to create it. Skillful selection of variables has a significant impact on the obtained parameters. Using the solu-tion presented in this work, we get a model with a pre-selected optimal training set. The following chapters discuss the essence of predictive analytics, the machine learning pro-cess, the construction of a decision tree, an example of regression using AdaBoost.

Product and process design is time- and cost consuming [15]. To reduce the cost of product development, it is necessary to integrate product and process design. The proposed product planning approach integrates activities involved in product design and manufacturing process. The aim of this paper is to develop a method of knowledge integration about customer needs, product and process characteristics. The range of analyses is limited to mechanical product type manufacturing for institutional customers. Customer needs are focused on functional characteristics of the product and the trade characteristics include product price, timing and warranty. Integration of functional requirements, product and process characteristics is needed to select the best product from a catalogue and adapt it to particular customer needs. From the given set of products, where a product is described by a set of attributes, the subset is chosen which roughly satisfies customer needs. Basing on artificial intelligent (AI) methods, data related to redesign and production processes is estimated.

Multi-Agent Systems (MAS) have been widely used in many areas like modeling and simulation of complex phenomena, and distributed problem solving. Likewise, MAS have been used in cyber-security, to build more efficient Intrusion Detection Systems (IDS), namely Collaborative Intrusion Detection Systems (CIDS). This work presents a taxonomy for classifying the methods used to design intrusion detection systems, and how such methods were used alongside with MAS in order to build IDS that are deployed in distributed environments, resulting in the emergence of CIDS. The proposed taxonomy, consists of three parts: 1) general architecture of CIDS, 2) the used agent technology, and 3) decision techniques, in which used technologies are presented. The proposed taxonomy reviews and classifies the most relevant works in this topic and highlights open research issues in view of recent and emerging threats. Thus, this work provides a good insight regarding past, current, and future solutions for CIDS, and helps both researchers and professionals design more effective solutions.

Inland water authorities monitor the intensity of the vessels via CCTV. Such classification seems to be an improvement in their statutory tasks. The automatic classification of the inland vessels from video recording is a one of the main objectives of the Automatic Ship Recognition and Identification (SHREC) project. The image repository for the training purposes consists about 6,000 images of different categories of the vessels. Some images were gathered from internet websites, and some were collected by the project’s video cameras. The GoogLeNet network was trained and tested using 11 variants. These variants assumed modifications of image sets representing (e.g., change in the number of classes, change of class types, initial reconstruction of images, removal of images of insufficient quality). The final result of the classification quality was 83.6%. The newly obtained neural network can be an extension and a component of a comprehensive geoinformatics system for vessel recognition.

Its use in the sphere of management has become a big problem. Should we comply with the judgments of the cold rationality of artificial intelligence or, by contrast, are we able to realize the limits of its application? The question should be asked: why can good management not be limited to solutions presented by artificial intelligence? In order to answer this question, one should show what the difference is between artificial intelligence and moral intelligence, and what the use of moral intelligence in management is. The role of ethics in the decision-making process will be shown. The final conclusion is that artificial intelligence will never replace man in management.

The purpose of this article is to introduce some of the problems arising from the rapid development and raising the status of machines and the increasing disregard for human rights in the context of the use of cognitive technologies. Cognitive technologies are highly acclaimed and are being introduced into almost all aspects of life, especially in business. The article asks the question of whether the use of these technologies leads to a gradual humanization of machines while dehumanizing humans. The article is purely theoretical and based on a literature study of selected bibliographic items. On the basis of the analyzed texts an attempt was made to introduce the concept of artificial intelligence, cognitive technologies and algorithms. It also attempts to diagnose the state of work on the regulation of the legal situation related to the development of artificial intelligence and cognitive technologies, as well as the status of robots. The philosophical concept of dehumanization and its selected examples are also outlined. The discussion leads to the conclusion that the pace of development of cognitive technologies, overtaking the human ability to comprehend them, poses a threat of machines getting out of human control.

The aim of the considerations is to determine whether artificial intelligence units can take the place of humans in administrative proceedings ending with the issuance of discretionary decisions. The author starts from presenting the essence of discretionary decisions and guide the scope of judicial control over them. The presented considerations relate primarily to the potential placement of such devices in the “administrative justice system” that can be defined as artificial intelligence units in the strict sense. Therefore, this concerns devices for which human intervention is usually limited to switching on and technical supervision. However, the considerations can also be applied to such devices where human interference in their operation is slightly greater. It should be emphasized, however, that it this does not concern devices that are fully or almost fully controlled by humans.

The objective of reliability prediction is to estimate a time of upcoming nonoperational state at the current operational state of a system through real-time monitoring operational parameters and/or performances. Hence, the predictive (proactive) maintenance in industrial systems involves operational conditions monitoring and online forecasting the useful life of machines equipment to support the decision-making process in selection of the best maintenance action to be carried out. The advanced warning of the failure possibility can bring the attention of machines operators and maintenance personnel to impending danger, and facilitate planning preventive and corrective operations, as well as inventory managing. This problem has been extensively studied in many scientific works, where the predictive models are based on the data-driven approaches that can be generally divided into statistical techniques (regression, ARMA models, Bayesian probability distribution estimation, etc.), grey system theory, and soft computing methods. The artificial intelligence is frequently addressed to the predictive problem by utilizing the learning capability of artificial neural network (ANN), and possibility of nonlinear mapping using fuzzy rules-based system (FRBS) or recognizing and optimizing data-derived pattern by using evolutionary algorithms. The paper is a survey of intelligent methods for failure prediction, and delivers the review of examples of scientific works presenting the computational intelligence-based approaches to predictive problem.

Cybersecurity is closely related to the issue of artificial intelligence. The starting point for its presentation in the EU perspective seems to be the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions entitled „Artificial Intelligence for Europe”. This communication was preceded by the European Economic and Social Committee’s own-initiative opinion „Artificial intelligence: the impact of artificial intelligence on the (digital) single market, production, consumption, employment and society”. In the body of this opinion, the European Economic and Social Committee concluded that there is no single accepted and rigid definition of artificial intelligence.

Thanks to advances in machine learning in recent years the ability of AI agents to act independently of human oversight, respond to their environment, and interact with other machines has significantly increased, and is one step closer to human-like performance. For this reason, we can observe contemporary researchers’ efforts towards modeling agency in artificial systems. In this light, the aim of this paper is to develop a dual-process approach to the problem of AI agency perception, and to discuss possible triggers of various agency perceptions. The article discusses the agency attribution phenomenon, based on which theargument for the dual-process nature of agency perception is developed. Two distinct types of thinking (processing)involved in human reasoning on AI agency are suggested: Type 1 and Type 2. The first one is fast, automatic, routine, and often unconscious; the second is a slower, controlled, more conscious one. Thesetwo distinct types of processing can yield differing and sometimes conflicting results for human cognition and interaction. Thepreliminary philosophical findings may contribute to further investigations in philosophy of mind or cognitive psychology andcould also be empirically tested in HCI and UX studies.

Biznes odgrywa dominującą rolę w rozwoju produktów i usług wykorzystujących sztuczną inteligencję.
Business plays a dominant role in the development of products and services based on Artificial Intelligence (AI). The challenge is to ensure that products and services based on AI are ethical. The difficulty in dealing with this task stems from the facts that: a. the process of development is not transparent; b. companies do not always want to take part in discussionson the ethics of artificial intelligence and adhere to its results; c. the novelty of the issue causes that the results of these discussions do not arise quickly and are not practical. The aim of the article is to indicate the difficulty of conducting research on the ethics of AI developed by business. The article has been synthetically presented in what way business responds to ethical challenges brought about by the phenomenon of development of AI. The answer to these challenges was also given by the High-Level Working Group appointed by the European Commission to develop a code of artificial intelligence.

Opis:
The use of Big Data (BD) in medicine is fundamental for the development of digital healthcare, including the implementation of smart medicine and artificial intelligence (AI) technologies. Proper organization of BD is necessary for the creation and training of AI algorithms, and for AI to work with great efficiency and accuracy. In this review, the existing models for creating and storing BD sets are described, and the numerous opportunities provided to the healthcare system by the effective use of these tools are outlined. The BD phenomenon is especially important for the developing countries, which can use the example of already completed projects and achievements in the field of BD to more effectively implement such technologies in their own countries. However, there are still some problems with the implementation of BD technologies in practical healthcare of the developing countries. One of the fundamental issues is the financial cost of developing, implementing and maintaining a system for collecting, storing and using BD, including the cost of highly qualified personnel, and expensive equipment and network infrastructure that needs to be regularly updated. Another problem is the confidentiality and security of data in healthcare.
Kolejny problem stanowi natomiast kwestia poufności i ochrony danych w służbie zdrowia.

The constant technological changes and its impact in the labor force are causing a domino effect that can change corporate culture, laws and workers in upcoming years. The importance of Artificial Intelligence for companies is also a mayor subject that may cause conflicts among cities around the world. Seasonal workers, 24 hours contracts, and informal methods of employments are reducing the possibilities of collective agreements and job satisfaction. Consequently, the so-called “Information Society”, labor modifications and role transformations have played a key role and have had an ascending evolution. There are different jobs that have been relegated to a substantial change in different industries due to all the information technology advances and robotics innovations. This process will increase in upcoming decades by establishing new types of jobs to sustain this changing economy. The controversy starts when this “macro” and “micro” vision collide with those people who have been dismissed due to the automation process. Because of the facts mentioned and current market trends, we can confirm that digital changes and transformations will continue to increase.

Aim/purpose – This research presents a conceptual stakeholder accountability model for mapping the project actors to the conduct for which they should be held accountable in artificial intelligence (AI) projects. AI projects differ from other projects in important ways, including in their capacity to inflict harm and impact human and civil rights on a global scale. The in-project decisions are high stakes, and it is critical who decides the system’s features. Even well-designed AI systems can be deployed in ways that harm individuals, local communities, and society. Design/methodology/approach – The present study uses a systematic literature review, accountability theory, and AI success factors to elaborate on the relationships between AI project actors and stakeholders. The literature review follows the preferred reporting items for systematic reviews and meta-analyses (PRISMA) statement process. Bovens’ accountability model and AI success factors are employed as a basis for the coding framework in the thematic analysis. The study uses a web-based survey to collect data from respondents in the United States and Germany employing statistical analysis to assess public opinion on AI fairness, sustainability, and accountability. Findings – The AI stakeholder accountability model specifies the complex relationships between 16 actors and 22 stakeholder forums using 78 AI success factors to define the conduct and the obligations and consequences that characterize those relationships. The survey analysis suggests that more than 80% of the public thinks AI development should be fair and sustainable, and it sees the government and development organizations as most accountable in this regard. There are some differences between the United States and Germany regarding fairness, sustainability, and accountability. Research implications/limitations – The results should benefit project managers and project sponsors in stakeholder identification and resource assignment. The definitions offer policy advisors insights for updating AI governance practices. The model presented here is conceptual and has not been validated using real-world projects. Originality/value/contribution – The study adds context-specific information on AI to the project management literature. It defines project actors as moral agents and provides a model for mapping the accountability of project actors to stakeholder expectations and system impacts.

Introduction. Artificial intelligence is increasingly being used in the medicine, particularly in radiological diagnosis of diseases such as an axial spondyloarthritis (axSpA). The aim of this study is to compare the available algorithms designed to detect active sacroiliitis in patients with axSpA. Material and methods. Four algorithms, two semi-automated and two full-automated for the assessment of bone marrow edema (BME) on magnetic resonance imaging (MRI) of the sacroiliac joints (SIJs) were included in the study. They were described and compared in terms of specificity, sensitivity, and correlation of BME detection findings between AI and experts. Analysis of the literature. Among all automated algorithms, the one created by Bressem et al. had the highest number of examinations analyzed in the study, involving 593 MRIs of SIJs. The sensitivity and specificity, as well as the correlation between the AI’s detection of BME versus manual, were not calculated for each algorithm. Rzecki’s algorithm had the greatest sensitivity and specificity for BME detection reaching 0.95 and 0.96, respectively. In addition, its Speraman’s coefficient of correlation between manual and automated measurements was 0.866. Conclusion. Each of described algorithms is certainly useful in assessing BME in the MRI examinations of SIJs.

The process of advancement of artificial intelligence (hereinafter: AI) seen in recent years results in breakthroughs in many areas of human life, such as medicine, agriculture, and science. However, despite its many advantages and benefits, it also inevitably creates room for abuse. This is particularly true of child pornography, where AI systems are increasingly being used to generate nude images of minors – both existing in reality and fictional. These cases, given much attention in the public debate, cause doubts as to whether existing normative solutions are suitable to combat this new phenomenon. The article aims to answer the question of whether the existing law makes it possible to successfully prosecute perpetrators who use AI systems to generate child pornography (including that depicting fictional characters). In addition, it also offers an analysis of the criminal liability of the developers of the AI systems used in this process and of the hosting providers managing the websites used to distribute such pornographic content.

Opis:
The adaptive educational systems within e-learning platforms are built in response to the fact that the learning process is different for each and every learner. In order to provide adaptive e-learning services and study materials that are tailor-made for adaptive learning, this type of educational approach seeks to combine the ability to comprehend and detect a person’s specific needs in the context of learning with the expertise required to use appropriate learning pedagogy and enhance the learning process. Thus, it is critical to create accurate student profiles and models based upon analysis of their affective states, knowledge level, and their individual personality traits and skills. The acquired data can then be efficiently used and exploited to develop an adaptive learning environment. Once acquired, these learner models can be used in two ways. The first is to inform the pedagogy proposed by the experts and designers of the adaptive educational system. The second is to give the system dynamic self-learning capabilities from the behaviors exhibited by the teachers and students to create the appropriate pedagogy and automatically adjust the e-learning environments to suit the pedagogies. In this respect, artificial intelligence techniques may be useful for several reasons, including their ability to develop and imitate human reasoning and decision-making processes (learning-teaching model) and minimize the sources of uncertainty to achieve an effective learning-teaching context. These learning capabilities ensure both learner and system improvement over the lifelong learning mechanism. In this paper, we present a survey of raised and related topics to the field of artificial intelligence techniques employed for adaptive educational systems within e-learning, their advantages and disadvantages, and a discussion of the importance of using those techniques to achieve more intelligent and adaptive e-learning environments.

The paper focuses on the question whether the institution of collective work could be used as an inspiration in order to regulate the legal situation of computer-generated works. Technological progress makes the creation of art by artificial intelligence with only minimal human participation an increasingly popular phenomenon. For this reason, world literature more and more often discusses how to legally qualify algorithmic creativity. An interesting idea, proposed in January 2020 by French Superior Council of Literary and Artistic Property is to regulate the issue alike the institution of a collective work. The study of the nature of computer-generated creativity on the example of the Endel musical start-up conducted in this paper will help to understand the complexity of the problem of algorithmic creativity. It will be also a valuable introduction to the analysis of the institution of collective work in Polish and French law. This comparative study will be important in the context of assessing the French proposals for the legal qualification of algorithmic creativity and examining to what extent the model of the collective work can be applied to computer-generated works in Polish copyright law.

ChatGPT skłania do refleksji nad przyszłością procesu edukacji.
The rapid development of artificial intelligence and its integration into many services used daily by millions of people around the world has become a reality. The growing popularity of AIbased generators such as ChatGPT, for example, makes us reflect on the future of the education process. Banning their use is likely to be counterproductive. However, as Jordan Peterson's experiment shows, language generators are already so advanced that they can produce texts that are difficult to distinguish from those written by humans. Therefore, the use of these tools by students and teachers cannot be given free rein without first equipping them with appropriate skills such as critical thinking.

It has been for several years now that physicians use medical devices based on artificial intelligence (AI) in their professional practice. The use of these tools makes health services more personalized, tailored to the individual characteristics and needs of the patient. There is also a technological possibility for AI systems to provide patients with information regarding their health condition and treatment methods. The use of medical devices equipped with AI creates new types of risk, including the risk of algorithmic error, the risk of cyber-attack, and the risk of algorithmic mismatch (false-positive or false-negative results). Most patients do not know these tools, so not everyone will trust them. Obtaining informed consent from the patient is a necessary condition for any medical intervention. This study attempts to answer the following questions: (1) Is there a legal possibility to provide AI with the ability to inform the patient about their health condition and proposed treatment methods?; (2) Does the unpredictability and opacity of AI behavior affect the scope of information that should be provided to the patient before medical intervention?; (3) What information should the physician provide to the patient for this consent to be considered informed?; (4) Should the patient always be informed that AI was involved in the diagnosis or therapeutic process? The presented study uses comparative law methodology. American, Belgian and German law are analysed.
In recent years different voices have defended the necessity to achieve a legal treatment according to the new reality, given that, the relentless advance of robotics is paving its path to a profound social transformation. A society, which is progressively automated in the digitised global environment, requires to formulate the possibility of a taxation within the applied artificial intelligence framework. Several alternatives have been proposed under the tax environment, from regulating a tax referred to the task executed by robots until demanding a specific or additional taxation on account of their use and maintenance. A priori, the alternatives are numerous but these required to be assessed from the perspective regarding the minimum determinants of the tax justice. In this paper, we will analyse what challenges the taxation deals, considering the necessary postulates that impose the fundamental guidelines of the tax order. The material principles of justice are reinterpreted in their content by their own digital revolution. These notions must clearly report the design of any suggestion and respect satisfactorily the configuration of the essential elements of a tax. At this stage in the 21st century, it seems desirable to reflect from the scientific rigour on the real possibilities of influencing by means of using tax techniques. These techniques could specifically contribute to robotics, but without distorting and complicating further the taxation system.

In this paper, we focus on the analysis of Eliezer Yudkowsky’s concept of “coherent extrapolated volition” (CEV) as a response to the need for a post-conventional, persuasive morality that meets the criteria of active trust in the sense of Anthony Giddens, which could be used in the case of autonomous machines. Based on the analysis of the results of the Moral Machine project, we formulate some guidelines for transformation of the idea of a coherent extrapolated volition into the concept of a coherent, extrapolated and clustered volition. The argumentation used in the paper is intended to show that the idea of CEV transformed into its clustered version can be used to build a technically and socially efficient decision-making pattern database for autonomous machines.

In this paper the author compares the efficiency of two encoding schemes for artificial intelligence methods used in the neuroevolutionary ship maneuvering system. This may be also be seen as the ship handling system that simulates a learning process of a group of artificial helmsmen - autonomous control units, created with an artificial neural network. The helmsman observes input signals derived form an enfironment and calculates the values of required parameters of the vessel maneuvering in confined waters. In neuroevolution such units are treated as individuals in population of artificial neural networks, which through environmental sensing and evolutionary algorithms learn to perform given task efficiently. The main task of this project is to evolve a population of helmsmen with indirect encoding and compare results of simulation with direct encoding method.

Opis:
The purpose of the article is to present the impact of artificial intelligence on racial discrimination. The author in the first part of the article focuses on presenting the essence and significance of the problem, both racism and the development of artificial intelligence, referring to actual, often tragic events. In the second part of the article, the author points to a number of relevant legal norms that to racial discrimination based on the impact of artificial intelligence, however significantly relate. The third part of the paper refers to the analysis of several cases in which it was the action of artificial intelligence that led to the effect of racial discrimination. The author, leaning into the issue of the effect of artificial intelligence on racial discrimination, considered three hypotheses. First, the phenomenon of discrimination by artificial intelligence is a fact that can be isolated from reality and can be appropriately stigmatized using concrete examples. Second, although artificial intelligence does not have the ability to bear legal responsibility, the effect caused by its action requires a response. And thirdly, it is undoubtedly a fact that due to the advan- ced pre-legislative process, market demand, as well as the principles guiding the EU legislator, certain legal solutions of a framework nature relating to the issue in question will sooner or later become law.

Over the past two centuries, we have seen emerging types of crimes coming to the fore and traditional crimes taking on different forms or an entirely new scope altogether. Specificity of various cybercrimes are on the darknet, how computer fraud, computer attacks, the sexual abuse and sexual explotation of children through computer systems, etc. The emergence of the novel SARS-CoV-2 coronavirus in late 2019 and the ongoing COVID-19 pandemic caused by the virus on 2020, has served to underscore the importance of combat to cibercrime. The reporting and research of crimes is crucial for police units and stakeholders in understanding and analysis cybercrime. So, the I.A and collection of stadistical data information are used to evaluations of crime, punishments or sanctions and identifying the people investigated or persecuted. Building cooperation on I.A with stakeholders throughout the public sector, industry, academia, as well as related security entities, intelligence agencies and so on, is an essential next step. Also, the cybersecurity plays an important role in defending individuals, industry and infrastructure. Security vendors focus on users, network, data, application or entire enterprises to provide solutions to detect and respond to cyber threats.

This is a modest endeavour written from an engineering perspective by a nonphilosopher to set things straight if somewhat roughly: What does artificial intelligence boil down to? What are its merits and why some dangers may stem from its development in this time of confusion when, to quote Rémi Brague: “From the point of view of technology, man appears as outdated, or at least superfluous”?

Opis:
Activation functions play an important role in artificial neural networks (ANNs) because they break the linearity in the data transformations that are performed by models. Thanks to the recent spike in interest around the topic of ANNs, new improvements to activation functions are emerging. The paper presents the results of research on the effectiveness of ANNs for ReLU, Leaky ReLU, ELU, and Swish activation functions. Four different data sets, and three different network architectures were used. Results show that Leaky ReLU, ELU and Swish functions work better in deep and more complex architectures which are to alleviate vanishing gradient and dead neurons problems. Neither of the three aforementioned functions comes ahead in accuracy in all used datasets, although Swish activation speeds up training considerably and ReLU is the fastest during prediction process.
Vanishing Gradient) i martwych neuronów (ang. Dead neurons). VALL-E firmy Microsoft).

Opis:
Alzheimer’s disease is the most common form of dementia that can cause a brain neurological disorder with progressive memory loss as a result of brain cell damage. Prevention and treatment of disease is a key challenge in today’s aging society. Accurate diagnosis of Alzheimer’s disease plays an important role in patient management, especially in the early stages of the disease, because awareness of risk allows patients to undergo preventive measures even before irreversible brain damage occurs. Over the years, techniques such as statistical modeling or machine learning algorithms have been used to improve understanding of this condition. The objective of the work is the study of the methods of detection and progression of Alzheimer’s disease through artificial intelligence techniques that have been proposed in the last three years. The methodology used was based on the search, selection, review, and analysis of the state of the art and the most current articles published on the subject. The most representative works were analyzed, which allowed proposing a taxonomic classification of the studied methods and on this basis a possible solution strategy was proposed within the framework of the project developed by the Cuban Center for Neurosciences based on the conditions more convenient in terms of cost and effectiveness and the most current trends based on the use of artificial intelligence techniques.

Purpose – The purpose of this article is to discuss and show that management is a science, not just an art. Decision-making in the enterprise requires talent and special skills supported by the right qualifications. According to Tatarkiewicz, management can be considered as an art, which can be interpreted as follows: “(...) man’s conscious creation is a work of art always when it recreates reality, shapes forms, or expresses experience, yet it is able either to delight, or touch, or shock” (Tatarkiewicz, 1972). On the other hand, the company management is understood as a continuous process of making decisions based on reliable knowledge, observations and experiences – it is, therefore, a science, and modern managers are not just passive consumers of research knowledge, but also its creators. Contemporary theories focus attention on constructing appropriate models, which support the decisions of managers allowing them to somehow “spy” and observe the effects of their decisions. The aim of the paper is to show that in the modern economy, design models to support the management of the enterprise is the science that uses the achievements of other sciences, creative adaptation of these achievements in modeling phenomena occurring in the world economy. The aim of this article is to show that management sciences are increasingly exploiting modern knowledge to build models for developing practical concepts of management systems.Design/Methodology/Approach – The authors present the review of mathematical models, computer models (used in situations where the analytical models cannot find the best solution), and in particular artificial intelligence algorithms and selected models of dynamic system for managing the organization and some examples of applications.Findings – The results obtained show that in the management sciences, many models are used to support managerial decisions. Of course, the achievements of other sciences are very often used, management is of an application, but also of scientific nature, because, in order to skillfully use knowledge from other fields, decision-making models should be developed to solve problems in management and allow to use the achievements of these other areas.Research limitations/implications – The limitations of this paper result from the fact that only selected models are presented in the article. The authors hope that these selected models will be the argument that management science is becoming more and more science and not an art only.Originality/Value – This paper presents the review of modern methods used in management sciences to show that modern management is more a science than an art.

To achieve this, selected methods of artificial intelligence (AI) were used. The results of measurement are generated on the basis of elements, which are systematically assess in non destructive testing (NDT). In NDT, among others ultrasonic testing methods are used. In testing polymer composite samples were used.

Opis:
The world is constantly changing under the influence of new technologies. Artificial intelligence systems are currently used in many areas of human activity. Such systems are increasingly assigned the tasks of collecting and analysing personal data. The areas successfully using AI include transport, medicine, trade, marketing, and others. The number of these areas increases proportionally with the advancement of technology. We can process vast amounts of data and analyse it using IA. It is, of course, big data that sits at the heart of AI. As computing systems generally have grown in power and capacity, data consumption has grown exponentially.

Scientific objective of this paper is to analyse how advanced are Artificial Intelligence (AI) tools to fight successfully information disorder. More specifically, this is an overview and ranking on existing tools based on AI in this specific area. Research method is comparative analytics. We compare the most developed and publicly available fake-news detecting and fact-checking AI based solutions (intelligent machines). The comparison is based on two key parameters: accuracy and comprehensiveness. Results and conclusions: Analyse show that a third of the examined AI systems are, in terms of comprehensiveness, in the top category, while the majority are in the medium category. As far as accuracy is concerned, very few AI machine developers are interested in providing further details about their products and functionalities for studies such as ours which raises suspicions about their actual performance. Surprisingly, one of the most discussed AI systems among EU leaders seems to actually belong to the least developed. Cognitive value: There is a need for a larger and more detailed study with involvement of AI specialists who would be able, and allowed, to test all available AI machines with their key features and functionalities.

Nowadays, the need for digitisation and digitalisation of enterprises, as well as the use of solutions based on Artificial Intelligence (AI), are coming to the fore. The use of intelligent systems in organisations is not a strictly technical issue, and is also important in the management of modern enterprises. The aim of this article is to provide a theoretical analysis of the phenomenon of Artificial Intelligence in management sciences by means of a systematic review of the literature using Scopus database records. Bibliographic analysis of Artificial Intelligence in management sciences in this article points to this topic as something relatively new in the case of management sciences, although rapidly developing. As part of the bibliographic analysis we propose an agenda regarding the issue of AI in management sciences, consisting of thematic clusters related to technologies based on and complementary to AI, the goals of using AI in organisations, human-AI relations and issues related to ethics and sustainable development.

Research background: AI devices and robots play an increasingly important role in consumers’ everyday life, by accompanying the consumer all day long. This presence has several utilitarian and social benefits, but at the same time the optimal functioning of AI requires personal information from the consumer. Purpose of the article: Starting from the premise that people share more information with friends, we have tested empirically whether an emotional behavior of AI can evoke the same emotions in the relationship between consumers and their AI devices, leading to a higher self-disclosing behavior. Methods: To validate the proposed hypotheses, three mediation models were tested using structural equation modelling in Smart-PLS 3.3.3, based on data collected with the help of an online survey.  Findings & value added: We prove empirically that AI’s emotional behavior can increase consumers’ trust, it can evoke feelings of friendship and it can determine a higher perceived control over the shared private information, thus leading to lower perceived threats regarding the consumers’ vulnerability and exposure related to sharing of private data. These results have important implications for designing consumer-AI interactions.

This research examines the challenges and opportunities of AI integration in Islamic banks through a case study of Bank Syariah Indonesia. A qualitative method was applied using an interview approach. Four experts from the IT division of Bank Syariah Indonesia were interviewed. The results suggest that AI applications offer potential benefits such as automation, improved decision-making and efficiency, customer recommendations, and enhanced customer experience. However, the challenges of AI integration include implementation costs, cyber security risks, Shariah compliance, and ethical issues. The research recommends that stakeholders in Islamic banks invest more in cybersecurity and educate their customers about the importance and usage of AI technology. Additionally, the research suggests that the government implements policies related to the ethical regulation of AI technology. Future research should provide comparative analysis and use a mixed-method approach to better understand the challenges and opportunities of AI integration in Islamic banks.

This article presented the hypothesis that expert systems can extend traditional economic modelling. Before this hypothesis was examined, expert systems were specified and example swere given. Expert systems use a knowledge base, often of the form of “if A, then B” rules. It has been highlighted that expert systems have not as often been applied in economics as in other disciplines, like medicine or business science. A SWOT analysis for the stated hypothesis was conducted. Based on this qualitative analysis, the hypothesis was not rejected. An expert system for supporting inflation forecasts will be built in the nearer future.
Przeprowadzono analizę SWOT w celu weryfikacji hipotezy. Wyniki analizy jakościowej nie pozwalają odrzucić hipotezy, system ekspercki pozwala zmniejszyć niepewność zmiennych ekonomicznych, gdy tylko dostarczymy jemu rzetelną bazę wiedzy. System ekspercki także pomógłby w prognozowaniu inflacji, dlatego ciekawym rozwinięciem powyższych rozważań byłaby budowa systemu eksperckiego wspomagająca prognozowanie inflacji.

Opis:
The paper presents an application of signal processing and computational intelligence methods to detect presence of the wood boring insects larvae in the wooden constructions (such as the furniture of buildings). Such insects are one of the main sources of the degradation in such objects, therefore they should be detected as quickly as possible, before inflicting serious damage. The presented work involved the acoustic monitoring for detecting the presence of the larvae inside pieces of wood. An accelerometer was used to record the sound, further analyzed by a computer algorithm extracting features important for artificial-intelligence (AI) based classification employed to detect the old house borer’s (Hylotrupes bajulus L.) activity. The presented task is difficult, as the sounds made by the larvae are of relatively low amplitude and the background noise caused by people, electrical appliances or other sources may significantly degrade the accuracy of detection. The classification of sounds is needed to separate sources of noise which deteriorate the proper larva detection and should be suppressed if possible. The employed classification was based on features defined in the time domain followed by the support vector machine used as the binary classifier. The results allowed us to assess the effectiveness of the old house borer’s detection by the acoustic analysis enhanced with the AI algorithm.

Due to fast-paced technical development, companies are forced to modernise and update their equipment, as well as production planning methods. In the ordering process, the customer is interested not only in product specifications, but also in the manufacturing lead time by which the product will be completed. Therefore, companies strive towards setting an appealing but attainable manufacturing lead date. Manufacturing lead time depends on many different factors; therefore, it is difficult to predict. Estimation of manufacturing lead time is usually based on previous experience. In the following research, manufacturing lead time for tools for aluminium extrusion was estimated with Artificial Intelligence, more precisely, with Neural Networks. The research is based on the following input data; number of cavities, tool type, tool category, order type, number of orders in the last 3 days and tool diameter; while the only output data are the number of working days that are needed to manufacture the tool. An Artificial Neural Network (feed-forward neural network) was noted as a sufficiently accurate method and, therefore, appropriate for implementation in the company

The impact of artificial intelligence (AI) on business, government, and society is getting more attention. The leading AI sectors have higher productivity but a lower share of GDP than those lagging in digitization and AI. There is a technological gap, with still unknown consequences concerning the social contract, the expected new digital welfare profile, as well as the business strategy about globalization. The hypothesis is that while digitization was already in motion (2000–2005), capital outflow from the US to MHGEs (market high-growth economies) in Asia negatively affected its productivity outcome. Additionally, it is expected that AI will give more market power to multinationals, reshaping the social contract. Thus, the current western social contract will no longer be able to cope with the consequences of the weakness of the nation-state, its policymakers, or the powerful profit-driven multinationals to deal with the overall effect of AI. We aim to look at the impact of this new state of technology on the social contract, focusing on the proper actions of government and business to deal with it. We used a descriptive approach based on desk research concerning productivity data, European government policies, trade model analysis, and business approach to AI. We expect to demonstrate the dynamic interaction of the K/L ratio within the prevailing status of global resources mobility, and the dangers unregulated AI represents to labor. Policy actions are needed concerning the legal status of AI and how to avert the collapse of the social contract and the rise of oligarchic cyber‑autocracies. Our general conclusion is as follows: While capital investments, which would have contributed to improved total factor productivity (TFP) in the USA, went to MHGEs, increasing their GDP growth in less than a decade, the broad use of Artificial Intelligence (AI) will reverse massive offshoring, and new types of manufacturing processes will emerge in developed countries.
Sztuczna inteligencja musi być kontrolowana w bardziej skuteczny sposób. Dziś stoimy w obliczu wzrostu populizmu, postaw antyimigracyjnych i rozwoju nieliberalnych demokracji.

To make a decision, an agent is equipped with an algorithm that coordinates premises determined in its profiles. The paper presents main ideas of the architecture illustrated with an actual realisation of an EMAS solving the multi-objective optimisation problem.

Purpose of the article / hypothesis: This article aims to verify the need to introduce additional legal and regulatory requirements in relation to the models used in banks, including, in particular, risk assessment models. At the same time, the article analyzes the need for possible introduction of sector-specific guidelines, or the need to include the above-mentioned models in the classification of high-risk artificial intelligence systems, referred to in the draft EU regulation on artificial intelligence. Methodology: The article is based on an analysis of the available literature on the subject, legal acts as well as regulations and standards developed both at the local and international level. Research results / results: The issue of the application of models in the financial sector, mainly banking, is of significant importance from the perspective of the regulator and supervisor. Quality, compliance with the regulations, but also efficiency and effective supervision may constitute the (instability) of a given financial institution, the instability of which may be a component – at least potentially – of systemic risk. Banks commonly use internal models that generally allow the calculation of capital requirements to cover specific risks in a bank’s business, such as credit risk or market risk. Internal models have been evolving for years and are undoubtedly becoming more and more accurate (they predict with a greater probability the occurrence of certain events), although they are still only certain assumptions that reality can verify, as evidenced by financial crises that have already occurred in the past as well as failures of banks considered to be stable. At the same time, the development of new technologies, in particular the so-called artificial intelligence makes institutions more and more willing to use various models, e.g. machine learning, to support these models and obtain theoretically better results. The European Union, but also other jurisdictions are considering or already introducing specific legal and regulatory solutions that are to introduce clear rules related to the use of certain artificial intelligence systems, including those used by financial institutions. As a result, institutions – already burdened with significant regulatory requirements, may soon be obliged to go through another "health path" of a legal and regulatory compliance nature.

This paper highlighted the use of cyberspace as a conflict zone by the US and China, focusing on competition in various technological spheres, including cyberespionage, military technology, and Artificial Intelligence (AI). The main purpose of this study was to depict how great powers manipulate the cyber domain for their high political objectives through US-China rivalry. The research has been carried out mainly via literature review, discourse analysis, and relevant statistics. Consistent with previous literature and global public perception, the outcome has shown that both states are using cyberspace as a new domain for completion in trade, technology, and military purposes. Cyberespionage, the militarization of cyberspace, and AI have been the main conflict areas between these two global competitors in the last decade.

Research background: Research and measurement of sentiments, and the integration of methods for sentiment analysis in forecasting models or trading strategies for financial markets are gaining increasing attention at present. The theories that claim it is difficult to predict the individual investor's decision also claim that individual investors cause market instability due to their irrationality. The existing instability increases the need for scientific research.   Purpose of the article: This paper is dedicated to establishing a link between the individual investors' behavior, which is expressed as sentiments, and the market dynamic, and is evaluated in the stock market. This article hypothesizes that the dynamics in the market is unequivocally related to the individual investor's sentiments, and that this relationship occurs when the sentiments are expressed strongly and are unlimited. Methods: The research was carried out invoking the method of Evolino RNN-based prediction model. The data for the research from AAII (American Association of Individual Investors), an investor sentiment survey, were used. Stock indices and sentiments are forecasted separately before being combined as a single composition of distributions. Findings & Value added: The novelty of this paper is the prediction of sentiments of individual investors using an Evolino RNN-based prediction model. The results of this paper should be seen not only as the prediction of the connection and composition of investors' sentiments and stock indices, but also as the research of the dynamic of individual investors' sentiments and indices.

Aim. The aim of this paper is to present the results of a pilot validation of an artificial intelligence chatbot for mathematics tutoring. The subject of the analysis is the behaviour of the students in the course, in particular their approach to solving problems without external motivation through scoring or other assessment. Methods. The analysis of student behaviour was carried out on the basis of records in the application database. The subject of the analysis was not only the pupils' responses, but also the time taken to produce them and the overall trajectory through the course. Results. The results of the analysis show that students who choose to join the course, work intensively in the lessons. Most pupils solve more than one basic task. A significant proportion of pupils also use the prepared help and instructional videos. The analysis of the solution time allowed identification of a group of pupils who do not even read the problems and only confirm the results. Conclusion. The pilot validation confirmed that the chat-bot format is close to the learners, and they are able to use the courses created in this environment. Solution time analysis suggests that this parameter can be used to analyse learner behaviour and system control. Further analyses in this area are needed.

Forensic science and psychology are two interdisciplinary fields of study that often work together to effectively investigate crimes (Goc&Gruca 2020). Criminal psychology studies the behavior of criminals, their motivations and psychological profiles. Criminal psychologists help to determine who could be suspected of committing a crime, based on behavior and other characteristics that are related to the crime (Widacki 2018). These psychologists can conduct psychological examinations of suspects, victims or witnesses to determine their role in the incident and increase the chances of a successful investigation. Forensic work includes laboratory tests, the use of modern technologies and tools, as well as data analysis. Forensic science plays an important role in the prevention of crime and in the justice process (Szydłowski 2016), helping to identify and prosecute the perpetrators of crimes and to ensure the safety of society. Collaboration between forensics and psychology can help identify suspects based on behavior and characteristics and use scientific evidence to conduct successful investigations. In the case of crimes involving people with mental disorders, criminal psychology can help to understand their behavior and assess the risk of recidivism (Czudek&Szydłowski 2022). In this way, cooperation between forensic science and psychology can be very effective in carrying out investigations and investigations, as well as in preventing crime and improving the security of society.

The article presents and justifies the thesis that the way of understanding knowledge has changed significantly over the last century. This change consists in departing from the classic definition of knowledge formulated by Plato, and in particular in questioning the subjective role of man as the holder of knowledge and abandoning claims to the truthfulness of knowledge. This process was an intensive evolution; its elements are given and justified in the text. Its source was a deep reconstruction of the mode of creating epistemic structures in mathematics and geometry, based on the abandonment of the principle of representation. Knowledge turned out to be determined by the social context, it became dispersed, decentralized, which led to the rejection of the condition of its truthfulness. The last phase of this evolution is knowledge as a phenomenon in the area of digital technologies, in particular artificial intelligence. This evolution has led to the emergence of many variants of knowledge that act as local knowledge, which justifies the use of the plural in this case.

The casual justification of the influence of a technology, particularly artificial intelligence, by appeal to the existence of the technology constitutes an artificialistic fallacy, analogous to the naturalistic fallacy that is well-known in philosophy. Similar to an invocation of nature to provide moral warrant (the naturalistic fallacy), modern tech evangelists invoke the burgeoning of hardware and software products in order to promote that burgeoning (the artificialistic fallacy). This fallacy is often tacit or committed by omission. Emerging ethical initiatives emphasize the refinement, explanation, and oversight of AI products rather than their fundamental ethical effect, making the fallacy recursive.

Sztuczna inteligencja (SI) w XXI wieku jest dyscypliną naukową o dużym potencjale rozwojowym. Artykuł podejmuje aspekty metodologiczne, polityczne, społeczne i biznesowe (gospodarcze, ekonomiczne) rozwoju sztucznej inteligencji (ang. Artificial Intelligence, AI). Wielowymiarowy kontekst pomiaru rozwoju SI wychodzi naprzeciw decyzjom o monitorowaniu i analizie rozwoju sztucznej inteligencji. Decyzje te pojęte zostały m.in. przez Komisję Europejską, Radę Ministrów RP i OECD.
Artificial intelligence (AI) in the twenty-first century is a scientific discipline with one of the greatest development potentials. The article deals with the methodological, political, social, and business (economic) aspects of the development of AI (pl. Sztuczna inteligencja, SI). The multidimensional context of measuring the development of AI overlaps the decisions about monitoring and analysing the development of artificial intelligence. These decisions were taken, inter alia, by the European Commission, the Council of Ministers of the Republic of Poland and the OECD.The main trends in monitoring and analysing the development of artificial intelligence are global in nature, but preferences specific to local conditions (national, environmental) are also clear. The aim of the article is to identify the conditions for the development of artificial intelligence in Poland in the years 2006–2020 with the use of the applied concepts of measuring its development. The methods of statistics, cybernetics and computer science were used, and the literature (from the last two decades of the 20th century and from the 21st century) and data (from 2006 to 2020) from domestic and foreign sources were used.Aspects of the dynamics of the development of AI resulting from the authors’ experience and strategic analyses for the Polish government are exposed, with particular emphasis on Polish conditions. The article justifies that it is necessary to eliminate barriers to the development of AI in Poland, i.e. stereotypes of decision-makers’ thinking, shortage of AI analysts, low level of AI applications in the economy.

Opis:
With global life expectancy rising every year, ageing-associated diseases are becoming an increasingly important problem. Very often, successful treatment relies on early diagnosis. In this work, the issue of Parkinson's disease (PD) diagnostics is tackled. It is particularly important, as there are no certain antemortem methods of diagnosing PD - meaning that the presence of the disease can only be confirmed after the patient's death. In our work, we propose a non-invasive approach for classification of raw speech recordings for PD recognition using deep learning models. The core of the method is an audio classifier using knowledge transfer from a pretrained natural language model, namely wav2vec 2.0. The model was tested on a group of 38 PD patients and 10 healthy persons above the age of 50. A dataset of speech recordings acquired using a smartphone recorder was constructed and the recordings were labelled as PD/non-PD with the severity of the disease additionally rated using Hoehn-Yahr scale. We then benchmarked the classification performance against baseline methods. Additionally, we show an assessment of human-level performance with neurology professionals.

Atherosclerosis remains the main cause of death worldwide. Most important issues concerning atherosclerosis are hemodynamics and how it affects plaque prevalence and distribution, as well as the symmetry and asymmetry of vasculature and plaques. To present the symmetry in the vascular system an analysis of PubMed and MEDLINE databases was performed. As of February 21, 2023, the results were as follows: for “symmetry” AND “atherosclerosis” there were 47 results; for “symmetry” AND “atherosclerotic lesions” – 20 results; for “symmetry” AND “artery stenosis” – 82 results; for “asymmetry” AND “atherosclerosis” – 87 results. Not without meaning are preventive measures. In the light of the Fourth Industrial Revolution artificial intelligence (AI) solutions help to develop new tools outperforming already existing cardiovascular risk scales. The aim of this paper is to present a current view on symmetry within vasculature and atherosclerosis as well as present a new approach to assess individuals’ cardiovascular risk in accordance with precision medicine assumptions. Symmetry and asymmetry within the human vascular system play a crucial role in understanding of arterial diseases, including atherosclerosis. Moreover, it is unavoidable to use AI in cardiovascular risk stratification.

Digitalisation of courts plays an increasingly important role in dispute resolution. It has the ability to improve access to justice by facilitating faster and less costly access to courts, thereby making dispute resolution more effective and efficient. However, wide use of digital courts also has the potential to restrict access to justice. Attention needs to be given to issues of authentication and identification of the parties, digital divide, cybersecurity and personal data protection. This paper concerns recent guidelines of the Council of Europe that aim to fully address these issues and assist member States in ensuring that implemented digital techniques in the courts do not undermine human dignity, human rights and fundamental freedoms. The author answers and critically evaluates the specific questions and doubts relating to the content of the guidelines. The author’s recommendations can be taken into consideration by the Council of Europe in future updates of the guidelines.

Artificial intelligence (AI) has become part of our daily lives and is a fundamental tool for developing private and professional operations. In this sense, one of the sectors where AI has had the greatest impact has been the financial sector, where it is necessary to establish a regulatory framework to address two fundamental issues to ensure its proper functioning, specifically those aspects that affect digital transparency and neutral algorithms.             To address both aspects, the European Union, through its various institutions, has established guidelines for Member States to apply ethical principles that align financial digitalisation with sustainability and the Sustainable Development Goals set out in the 2030 Agenda. These ethical values have been regrouped in a series of principles that must be present in the legislation that regulates future financial operations, ensuring their application within the territory of the European Union.             In this regard, financial digitalisation must ensure principles that control risks, creating technologically applicable rules for all sectors that guarantee a level playing field between States without fragmenting the internal market. To this end, they must carry out a prior impartial and external assessment for each operation, based on specific and defined criteria that do not violate fundamental rights or the security standards established in EU law. The methodology used in this article is descriptive, compiling European regulatory projects, taking into account academic studies on ethics in the financial sector.

Introduction/background: The research problem was formulated by asking two research questions (RQ): RQ1: What are the similarities and differences in startup activity as observed in Poland and Israel? RQ2: What characteristics of a startup allow it to be treated as an AI-organisation? The conducted literature review allowed us to identify a certain cognitive gap (CG). CG1: There are few study reports discussing the characteristics of the European market of startups utilizing modern technologies. The study was conducted in 2018-2019. Aim of the paper: The main goal of the article is to present the results of a comparative analysis of Polish startups with Israeli organizations using artificial intelligence technology (AI startups). This main goal sets the focus on the respective partial epistemological aims. TA1: To determine the current state of knowledge about the characteristics of startups in Poland and AI startups in Israel. TA2: To try and define the term AI startup. Materials and methods: The research methods employed in implementing the formulated goals included: quantitative bibliometric analysis, systematic and critical review of the subject literature, text analysis and comparative analysis. Results and conclusions: It was noticed that clear differences can be observed between the analyzed markets, especially in terms of the number of AI startups. In addition, an attempt was made to define the concept of an AI startup, and the determinants of AI startups were also presented. In conclusion, the authors set the direction for further research, which would be based on expanding the observation of a broader spectrum of AI startups in other European and American markets.

Artificial intelligence (AI), thanks to pop culture, is widely identified with robots or humanoid machines that take control over humans. Even though we might be feared of the new technology or the questionable social and ethical issues that arise from it, AI is developing rapidly which makes it a priority in the cognitive economy. Consequently, processes or services performed without any help from humans can no longer be considered as a part of the distant future. According to public opinion research from last year, conducted for IBM by NMS Market Research, 92% of Poles have heard of AI and 8 out of 10 expect it to be used more broadly. Efficient legislation can ensure the correct and regulated development of new technologies whilst inefficient legislation or the complete lack thereof can halt and even completely cease further research, or make the usage of AI significantly difficult in both social life and the economy. This paper is an attempt at placing national legislation concerning AI in the context of the legislation of the EU and other countries. I will attempt to answer the question of whether it is possible to introduce into legislation a technology whose usage and full potential are yet unknown. Is AI, in terms of the law, a scientific fantasy or can it be regulated? I have analysed soft law on which some general regulations and future law recommendations are based. Currently, AI is only restricted by single provisions as there are no regulations that can be used in a complex manner in the area of new technology.
