Opis:: There are two types of conditions relating to the provision of airport services- conditions resulting from competition law and conditions resulting from sectoral regulations. These conditions differ mainly in the nature of public intervention. Present competition law considerations of airport services in the EU and Poland derive from legislation and case law on the three major areas of application of the competition rules of (mainly) European Union: the prohibition of restrictive practices (agreements restricting competition and abuse of a dominant position) , preventive merger control and prohibition of anti-competitive practices. In all these areas could potentially occur violations of competition rules, both by airport managers and the airport users.

Opis:: This article deals with the design of new generation of airports terminals using the concept of smart interactive terminal and presents its main functional zones and technologies. In addition, adoption of technology as symbolic expressive tool in the architecture of airports terminals. Problem of the research is lack of approach and practice of smart interactive terminals functional planning and organization, the previous researches about this type of buildings are dealing with the influence of technology on one functional zone inside the terminal, not taking all functional zones inside it. The aims of research are presenting the influence of technology on all functional zones inside the smart interactive terminal and understanding the connection between them, this study will look also at the transformation of airport terminal interior design in relation to technology and automatic passengers processing systems. additionally, introducing the functional planning of smart interactive terminals buildings and its architectural design features. The results of developing a smart integrated terminal are presented. A comparative functional analysis was done of the proposed terminals as well as its design and technology.

Opis:: In recent years, the aviation sector has been developing dynamically. The constant increase in the number of passengers contributes to an escalation in the number of air operations. This trend is mainly due to the increased traffic not only in airspace but also within airports. The large concentration of aircraft at the largest airports makes ground-flying phases such as taxiing or take-off becoming a challenge for pilots, ground services, and air traffic controllers. An intensive operation of many objects on the airport's manoeuvring areas can lead to collisions between them. Global air traffic is growing constantly, with record numbers of air operations and passengers carried. The probability of a collision increases, which leads not only to the cancellation of the flight but also to the significant costs of the aircrafts repair. The statistical analysis allows to highlight the problems related to the issue of ground collisions at airports and can also confirm the thesis concerning the growth and density of air traffic.

Opis:: The participation of air transport in the service of Polish passenger traffic in area of tourism as well as business travels has been slight in the totality of passenger traffic. From the year 2004 Poland take a part of European Union. In that case the process of demonopolization of transportation market, connected with politics of "Open Air" has been began. Initiating changes in the service of passenger flows transformed also the structure of transportation. In result systematically increase the role of regional airports. Expansion of foreign low-cost carriers take a big part of the transformation of this market. According to prognosis of The Civil Aviation Office (CAO) and IATA, the Polish regional airports could service to over 63 millions of passengers in the year 2030. However it demend considerable investment at airoprts infrastructure and air navigation.

Opis:: Wiek XX to okres bujnego rozwoju lotnictwa, wielkiego postępu w zakresie konstrukcji statków powietrznych, rozwoju infrastruktury naziemnej, jak i podnoszenia kwalifikacji personelu lotniczego. Na przestrzeni lat awiacja przeszła od spokojnych lotów wycieczkowych prostymi samolotami do transatlantyckich lotów naddźwiękowych skomplikowanymi statkami powietrznymi. Lotnictwo wojskowe uzyskało możliwości prowadzenia złożonych operacji w każdych warunkach pogodowych. Infrastruktura dużych portów lotniczych osiągnęła wielkość miast. Współczesne społeczeństwo nie akceptuje ofiar w ludziach ani dużych strat materialnych i uszczerbku dla środowiska naturalnego. Na lotniskach pojawiły się wyspecjalizowane jednostki straży pożarnych, które przeznaczone są do prowadzenia specyficznych działań ratowniczo-gaśniczych na statkach powietrznych i infrastrukturze. Ze względu na specyfikę pożarów samolotów konieczne są szybsze metody kierowania działaniami, a ze względu na deficyt sił i środków także uproszczone procedury współdziałania sił lotniskowych z siłami zewnętrznymi. Jako wniosek zaproponowano wprowadzenie podstawowych standardów współdziałania jako metod podnoszących bezpieczeństwo i skuteczność prowadzonych działań ratowniczych. Standardy te powinny stanowić podstawy szkolenia ustawicznego w jednostkach lotniskowych straży pożarnych oraz służyć do budowania ćwiczeń ratowniczo-gaśniczych sprawdzających przygotowanie lotnisk do sytuacji zagrożenia.
The 20th century was a period of rapid development in aviation. It was a time of great progress in the construction of aircraft, development of ground infrastructure and enhancement of qualifications among aviation personnel. Over the years, aviation progressed from leisurely cruise flights with simple aircraft to transatlantic supersonic flights using sophisticated aircraft. Military aviation has acquired the capability to conduct complex operations in all types of weather conditions. The infrastructure of large airports has reached the size of cities. Modern society does not accept human casualties or major material losses and environmental damage. Specialised firefighting units have been deployed to airports to carry out specific rescue and firefighting operations on aircraft and infrastructure. Due to the specific nature of aircraft fires, faster methods of conducting operations are needed as well as simplified procedures for the interaction of airport fire brigade with external forces due to the scarcity of manpower and resources. In conclusion, the introduction of basic interaction standards was proposed as methods to improve the safety and effectiveness of rescue operations. These standards should form the basis of continuous training in airport firefighting units and be used to build rescue and firefighting exercises to test the preparedness of airports for emergency situations.

Opis:: Passenger traffic at airports is characterised by fluctuations resulting from the influence of several factors. The influence of each factor is different, leading to unpredictable passenger traffic patterns that make planning difficult. Previous studies used geographic, demographic, and economic variables as exploratory factors to examine air travel demand. The study explores several variables to confirm airports and airlines’ characteristics as demand factors for domestic air travel in Nigeria. Data for the study were collected by administering a questionnaire to respondents at major domestic airports in Nigeria. The variables were presented in the 5-point Likert Scale for respondents to rank in order of significance. Exploratory and confirmatory factor analyses (EFA and CFA) were employed to identify the significant factors affecting passenger traffic at domestic airports in Nigeria. EFA reduced fifteen variables to four orthogonal factors influencing passenger traffic at domestic airports. CFA validates airport and airline services, demographics, economic factors, and airport size and facilities as significant factors affecting passenger traffic at domestic airports in Nigeria. The model fit test shows CMIN/DF = 2.263; CFI = 0.940; GFI = 0.929; NFI = 0.901; and RMSEA = 0.078. The result identifies airport and airline characteristics as factors influencing passenger traffic at the domestic airport in any country. It implies that airport and airline characteristics significantly influence domestic air traffic and needs to be included in modelling. Identifying airport and airline characteristics as air travel determinants make this study unique for policy decisions to forecast domestic passenger traffic in a country.

The main objective of the study was to prove the thesis that safety is not essential in the choice of air service. Based on the theoretical research, an overview of the issue of safety management is presented. Then, on the basis of the author’s own research, safety as a factor in the choice of air transport is postulated. For this purpose, the role of safety in relation to other factors affecting the choice of air services is shown. Thereafter, the profile of a passenger for whom the issue of safety is a factor encouraging their choice of air service is presented.

Opis:: The air operations in controlled airspace performed according to Instrument Flight Rules (IFR) are composed of three main flight phases, i.e. departure, cruise, arrival. Controlled airspace is divided into the terminal area and en-route airspace. The terminal area encloses the departure and arrival phases while the en-route airspace encloses the cruise phase. The IFR procedures are designed for manned aviation to ensure the safety of air operations. Development of the aviation concerns among others the increase in the number of unmanned aviation operations. Currently, on the European level, there is an on-going, long-term program of integration of the unmanned aviation in the uniform (non-segregated) airspace. This work concerns the research in the integration of the Remotely Piloted Aircraft Systems (RPAS) in the IFR procedures of the controlled airports. The objective was to build the reference models of Standard Instrument Departure and Arrival Procedures (SID and STAR). Basing on the procedure design guidelines the models of procedural nominal track, tolerance area, obstacle clearance area, climb or descend gradient, manoeuvres in SID and STAR were done. The guidelines describe the operational minima thus the statistics of existing procedures was done to select the suitable procedure parameters such as a number of navigational points, segments lengths, altitudes, climb or descent gradients. Reference models of SID include straight departure and turning departure procedures. Reference models of STAR include non-precision approach procedures according to used navigational aids, i.e. GNSS, VOR. The reference procedures were numerically implemented which will be used in the further works on RPAS integration problem by simulations of the RPAS ability to execute of the SID and STAR.

Opis:: Celem pracy jest określenie wpływu cyrkulacji atmosfery na występowanie mgieł na wybranych lotniskach w Polsce. Wykorzystano dane z okresu 1981-2015, obejmujące liczbę godzin z mgłą w poszczególnych dniach na stacjach w Szczecinie, Gdańsku, Poznaniu, Warszawie, Wrocławiu, Krakowie i Rzeszowie. Typy cyrkulacji atmosferycznej zostały opisane zgodnie z typologią J. Lityńskiego. Dodatkowo wykorzystano dane uzupełniające, obejmujące Numeryczny Model Terenu (DEM), mapy sieci rzecznej i zbiorników wodnych w Polsce oraz mapę pokrycia terenu CORINE Land Cover 2012. Z przeprowadzonych analiz wynika, że istotną rolę w występowaniu dni z mgłą odgrywają kierunki adwekcji powietrza. W większości przypadków najwięcej dni z mgłą występowało podczas adwekcji powietrza z kierunków południowych, a najmniej z północnych, niezależnie od pory roku. Zróżnicowanie przestrzenne występowania mgły w określonym typie cyrkulacji jest spowodowane między innymi wpływem warunków lokalnych. Największy wpływ wykazują rzeźba terenu i obecność zbiorników wodnych.
The aim of this paper is to examine the influence of atmospheric circulation on the occurrence of days with fog at the airports in Poland. The data included the number of hours with fog on particular days in the period of 1981-2015 on the stations in Szczecin, Gdańsk, Poznań, Warszawa, Wrocław, Kraków and Rzeszów. The study uses the circulation typology by J. Lityński. Additionallny, Digital Elevation Model, map of rivers and water reservoirs in Poland and land cover map CORINE 2012 were used in this research. The occurrence of days with fog in particular circulation types was assessed with the frequency and conditional probability. It was found that the directions of air advection play an important role in the occurrence of days with fog. In most cases the most days with fog occurred during air advection from southern directions and the least from northern ones. The spatial diversity of fog occurrence in a given type of circulation is caused by the influence of local conditions. The strongest influence is exerted by the relief and the presence of water reservoirs.

Opis:: Airports, as a component of air transport, combine air transport with other modes of transport to strengthen the transportation accessibility of a place in space, attract investors, and stimulate the development of the area. Taking into account that these issues are less exposed in relation to their immediate surroundings, research was undertaken to determine how representatives of the authorities and residents of communes (taking into account the nature of the communes and the size and location of the airport) perceive airports, located within their communes, in the context of their impact on the socio-economic situation in the communes. This was achieved by analysing the communes' strategic documents and data on the operation of communes and airports from 2016 to 2021. These data were obtained from the Civil Aviation Authority, the Central Statistical Office, the International Air Transport Association, and the International Airports Council. In an effort to better understand the relationship between the airport and the commune in which it is located, poll research was carried out using survey and interview techniques. The research focused on 10 airports spread across Poland. A total of 1,200 surveys were conducted among residents of communes, and 10 interviews were conducted with representatives of local governments and the port. To analyse the collected data and present the results, Statistica v.13.3 and R/RStudio software were used.
