    The article assesses the food security of one region of Kazakhstan - the East Kazakhstan region. In the analyses, criteria such as the level of the region’s food independence, the degree of satisfaction of the population’s physiological needs in basic food, and the level of economic availability of food were applied. The research has shown that the food security in the East Kazakhstan region was at an acceptable level. However, some threats to food security were identified, including: a high level of income differentiation among the households of the East Kazakhstan region, an increase in the price index for food products, and a significant proportion of the population with incomes below the subsistence minimum. The results of the evaluation can be useful for creating agri-food policy measures that will ensure, maintain and improve the level of food security at both a regional and national level.

    The global factors have been influencing the shape of the common agricultural policy (CAP) at least since the WTO agreement. Yet, not only trade agreements influence the CAP. The situation of agricultural sector in non-EU countries also affects the way and extent the EU supports its farmers. Moreover, the EU interests in other sectors of economy or its global strategy and policy interests can translate into specific alterations in the CAP. The aim of the paper is to identify the meeting points between CAP and global issues, present the status quo and analyze potential alterations within the CAP that could be made to strengthen the EU position on the world arena. The paper is based on the analyses of the WTO negotiations concerning agriculture, CAP policy instruments and the EU priorities in external relations. The results show that the process of CAP’s internationalization progresses in a non-linear way but is an important factor determining the shape of subsequent CAP reforms.

    The turnover in Polish foreign agri-food trade is constantly growing, and the sale balance is positive. The gradual yearly increase in the value of Polish agri-food exports not only comes from its price competitiveness, but also from its quality. The dynamics of the increase in the volume of agricultural production as well as agri-food imports is greater than the increase in national agricultural production. Moreover, growing exports stimulate import growth more than the domestic agricultural raw resources. Further excessive growth of agrifood imports and an increase of the share in value of export, i.e. an increase in the import intensity of exports, will result in reduced effectiveness of foreign trade of agri-food goods, which results in reduced export and domestic agriculture. Therefore, activities in the field of production activation of farms and reconstruction of the agricultural market are necessary, in order to support smooth and profitable sales of products. This would allow production to be rebuilt, especially in those branches of Polish agriculture that collapsed during the transformation period after 1989 and after Poland’s accession to the EU in 2004.
    Obroty w polskim handlu zagranicznym produktami rolnożywnościowymi stale rosną, a saldo tego handlu jest dodatnie. Stopniowy od wielu lat wzrost wartości polskiego eksportu rolno-żywnościowego wynika nie tylko z jego konkurencyjności cenowej, ale też jakościowej. Dynamika wzrostu wartości zarówno eksportu, jak również importu rolno-żywnościowego jest większa niż wzrost krajowej produkcji rolniczej. Ponadto, rosnący eksport bardziej stymuluje wzrost importu niż krajowej bazy surowców rolniczych. Nadmierny dalszy wzrost importu rolno-żywnościowego oraz wzrost jego udziału w wartości eksportu, czyli wzrost importochłonności eksportu, będzie powodował zmniejszenie efektywności handlu zagranicznego towarami rolno-żywnościowymi, a w efekcie następować będzie kurczenie się eksportu i krajowego rolnictwa. Zatem, niezbędne są działania w zakresie aktywizacji produkcyjnej gospodarstw rolnych oraz odbudowa rynku rolnego, w celu zagwarantowania płynnego i opłacalnego zbytu produktów rolnych. Pozwoliłoby to na odbudowanie produkcji, zwłaszcza w tych gałęziach polskiego rolnictwa, które uległy załamaniu w okresie transformacji ustrojowej po 1989 roku oraz po akcesji Polski do UE w 2004 roku.

    The SARS-CoV-2 pandemic had a negative impact on all branches of the economy, including the food processing sector. The aim of the article is to initially define the impact of the COVID-19 pandemic on the Polish food processing sector and to indicate possible perspectives and directions of actions aimed at stabilizing and strengthening this sector.
    Pandemia koronawirusa SARS-CoV-2 wpłynęła negatywnie na wszystkie gałęzie gospodarki, w tym na sektor przetwórstwa spożywczego. Celem artykułu jest wstępne określenie wpływu pandemii COVID-19 na sektor polskiego przetwórstwa spożywczego oraz wskazanie możliwych perspektyw oraz kierunków działań mających na celu ustabilizowanie oraz wzmocnienie tej gałęzi przemysłu.

    The intention of this paper is to explore the internationalization efforts of German pork producers towards Central and Eastern Europe (CEE) with a special focus on recent dynamics, market development strategies and policy conditions. The added-value potentials offered by CEE countries have become increasingly lucrative for the German pork industry, particularly as the domestic market currently shows a certain degree of saturation in terms of consumption. The results of this study which is mainly based on qualitative interviews with selected pork producers from North-West Germany reveal that transnational pork production networks between Germany and CEE are shaped by a high degree of fragility and discontinuity. This is reflected not only by the fluctuating development of foreign trade in piglets, live hogs and pork products, but also by the uncertainty and hesitancy of the interviewed pork producers with regard to business operations in CEE markets. It will be shown that the policy conditions on the national level still have a clear impact on internationalization processes in the pork industry. The paper further illustrates that the configuration of transnational pork production networks can be explained, in part, by insights from the global production networks (GPN) and the agri-food geographies literature.

    The military aggression of the Russian Federation against Ukraine has significantly and drastically changed the political and economic situation in Ukraine. The outbreak of war and the justified imposition of economic sanctions on Russia by the European Union and other Western countries also has a significant impact on many sectors of the global economy, including the agri-food industry. The ongoing war in Ukraine is associated with a number of negative and longterm macroeconomic consequences for Poland and other countries, both in the area of trade and maintenance of the supply chain, as well as security of supply of energy resources. Following the SARS-CoV-2 coronavirus pandemic, this is another economic crisis that poses a challenge for the entire agri-food sector. In the medium and long term, much depends on the timing of the end of hostilities in Ukraine. Therefore, due to dynamic changes in the political and economic situation, at present it is a priority to maintain constant and full monitoring of changes in both the Polish in the Polish economy, as well as in the world economy.
    Zbrojna agresja Federacji Rosyjskiej na Ukrainę znacząco i drastycznie zmieniła sytuację polityczno-gospodarczą w Ukrainie. Wybuch wojny oraz uzasadnione nałożenie przez Unię Europejską oraz inne kraje zachodnie sankcji gospodarczych na Rosję ma również znaczący wpływ na wiele gałęzi gospodarki światowej, w tym branży rolno-spożywczej. Trwająca wojna w Ukrainie wiąże się z szeregiem negatywnych i długookresowych konsekwencji makroekonomicznych dla Polski i innych krajów, zarówno w obszarze wymiany handlowej i utrzymania łańcucha dostaw, jak też bezpieczeństwa dostaw surowców energetycznych. Jest to kolejny, po pandemii koronawirusa SARS-CoV-2, kryzys gospodarczy, który stanowi wyzwanie dla całego sektora rolno-spożywczego. W perspektywie średnio i długookresowej wiele zależy od terminu zakończenia prowadzonych na terenie Ukrainy działań wojennych. Ze względu na dynamiczne zmiany w sytuacji polityczno-gospodarczej, obecnie kwestią priorytetową jest utrzymanie stałego i pełnego monitoringu zmian zarówno w gospodarce polskiej, jak i światowej.

    Il saggio analizza l’evoluzione della legislazione italiana dell’impresa agricola in relazione agli sviluppi delle politiche agricole europee. Il saggio evidenzia che, sia la normativa europea che quella nazionale nei più recenti sviluppi confermano la specialità del diritto agrario, finalizzato alla conservazione delle attività agricole e del territorio rurale, così come al funzionamento della filiera agroalimentare al cui interno l’attività produttiva agricola europea rappresenta un anello essenziale.
    W artykule omówiono ewolucję włoskiego ustawodawstwa regulującego działalność rolniczą i jego ramy prawne ukształtowane zgodnie z rozwojem Wspólnej Polityki Rolnej. Obserwowane tendencje w ustawodawstwie, zarówno na poziomie krajowym, jak i europejskim, potwierdzają szczególną rolę prawa rolnego, którego celem jest utrzymanie działalności rolników opartej na użytkowaniu ziemi, jak również (europejskiej) produkcji rolnej, przeznaczonej do łańcucha dostaw żywności.
    The article deals with the evolution of the Italian legislation on agricultural business and its legislative framework shaped in accordance with the development of the Common Agricultural Policy. The observed trends in legislation, both at the national and European level, confirm the special role of agricultural law, aimed at the maintenance of farmers activities based on the use of land as well as of the (European) agricultural production, destined for the food supply chain.
