Opis:: Goal – to analyze and summarize the normative legal acts that regulate the procedure for the provision of administrative services in Ukraine and identify the main problematic issues of legal regulation of administrative services in Ukraine and ways to solve them. The analysis includes a set of guidelines for improving the quality of the provision of administrative services by the executive authorities and local self‑government bodies, and identifies certain gaps in the legal framework on these issues. Research methodology – the paper uses the analysis of regulatory documents on the organization of the provision of administrative services in Ukraine, mechanisms and theoretical foundations of their organizations. Score/results – the goal identification of the main problematic issues of legal regulation of the provision of administrative services in Ukraine and ways to solve them. Recommendations for solving these problems have been developed. Originality/value – the paper is done by the authors independently without any help and assistance of others. The paper provides links to researches, as well as links to legislation. The nature of the paper is a review report.

Opis:: The article presents the results of the diagnostic survey carried out in 2019 and presents the conclusions. The subject of the study was the behavior of users of selected public e-administration services. The study, carried out in 2019, was attended by students of the University of Silesia of three degrees of education. The aim of the study was to check the extent to which the surveyed people use public administration e-services and to outline solutions that can increase the use of these services.
W artykule przedstawiono wyniki i wnioski z przeprowadzonego w 2019 r. sondażu diagnostycznego dotyczącego zachowań użytkowników wybranych usług e-administracji publicznej. Celem badania, w którym wzięli udział studenci Uniwersytetu Śląskiego trzech stopni kształcenia, było sprawdzenie, w jakim stopniu korzystają oni z e-usług administracji publicznej, oraz nakreślenie rozwiązań mogących zwiększyć intensywność używania tych usług.

Opis:: Based on an amendment of the act on gmina local government and certain other acts of October 2015, legal solutions were introduced to enable the establishment of shared services centres in the local government administration structure. Their task is to increase the flexibility and efficiency of the management of local government units. The aim of the paper is to find out about the first experiences of capital cities of voivodeships, and to indicate the most commonly functioning organisational models. The studies were based on the analysis of resolutions establishing shared services centres and the analysis of city budgets.
Na podstawie nowelizacji ustawy o samorządzie gminnym i niektórych innych ustaw z października 2015 roku wprowadzone zostały rozwiązania prawne umożliwiające powołanie w strukturze administracji samorządowej – centrów usług wspólnych. Ich zadaniem jest zwiększenie elastyczności i sprawności zarządzania jednostkami samorządowymi. Celem artykułu jest sprawdzenie pierwszych doświadczeń miast wojewódzkich oraz wskazanie najczęściej funkcjonujących modeli organizacyjnych. Podstawą badań była analiza uchwał powołujących centra usług wspólnych, a także budżetów miast.

Opis:: Among the functions fulfilled by cities in relation to their hinterland, an important function is that of public administration. Changes in administrative division, instituted in Poland in 1999, have either weakened or strengthened the economical role of many cities. A city's position within the hierarchy of the centers of public administration within a country has, in Poland's case, a significant effect upon the geographical movements of companies. An attempt was made to preliminarily gauge the effect of administrative changes upon the location of corporate offices. Changes in the distribution of companies providing the selected types of services in the 100 largest Polish cities were taken into account. The relationship between the change in the number of companies in each city and the potential social and economic role of the city in the general sense was examined.

Opis:: The aim of this article is to present the new model of social work introduced on a pilot basis at the Social Welfare Centre in Bielany district in Warsaw. What is innovative about this model is the way of conducting professional, in-depth social work by a social worker who is not troubled by preparation and payment of social assistance benefits. This solution meets the needs expressed for years, both in the concept of a new law on social assistance and in experts’ opinions, to separate tasks concerning the administrative procedures from the proper social work. In this article I would like to show how the proposed changes have been implemented in current state of law and how the division of tasks performed by social workers functions.

Opis:: The present publication is directed towards bringing closer the current state of the law in the field of Polish tax authorities’ cooperation in tax cases, when it comes to exchange information with other countries, with special reference to the automatic exchange information. Apart from general issues of international cooperation, mainly the powers and obligations of the National Tax Authority in the field of the process of exchanging tax information between other countries, as well as financial institutions and other operators, were examined in this publication. Various methods of exchanging tax information, including the exchanging information at the request, as well as the information about issued tax interpretations and decisions according to setting the transaction prices, were assessed in greater detail. In the field of automatic exchange information about reported accounts, an institution of so called due diligence and consequences of financial and penal and fiscal responsibility in case of its breach by any responsible entity, are worth attention.

Opis:: The article considers the primary and secondary legislation of the European Community and normative legal acts of different European countries that regulate the provision of administrative services. Related concepts used in European Union law to define the scope of public services were distinguished. The practice of providing administrative services was analyzed on the examples of Poland, England, France and Sweden. Characteristics of the subject composition of public services were studied. The assessment of public service standards was made. The analysis of long-term programs of public administration reform in EU member states was carried out. The basic principles of functioning of state institutions and organizations that provide services to citizens, as well as the obligations of government agencies in the sphere of organization, distribution and provision of administrative services were determibed. In addition, various ways of improvement the quality of the provision of services, which the countries of the European Community are already using and are planning to use in the future, were considered. Obstacles to the introduction of new approaches to the improvement of the quality of public services were found. The analysis of formation of systems of various social services was carried out. The activity of state social services on needs assessment and planning of social services was considered. The concept and direct implementation of the principle of “mutual complementarity” were analyzed.

Opis:: The authors of this article analyse legal aspects of the procedure connected with determining charges for water services regulated in the new Water Law Act. First of all, the authors indicate interpretational doubts related to a specific form of decision-making procedure and also related to appeal procedure. The authors interpret legal regulations connected with the specific form used by the legislator within this procedure, i.e. “information” through which the Polish Water Management Enterprise (Wody Polskie) notifies the obliged entities of the amount of charge for water services. What is more, the authors try to attribute formal and legal status to such form of decision-making. An issue related to applying provisions of the Administrative Procedure Code within aforementioned procedure is also considered in relation to passing on the administrative decision and also to the appeal procedure. Under the applied research method, the authors refer to the interpretation of legal provisions, views of representatives of the doctrine, and the Constitutional Tribunal and administrative courts’ case law.
W pracy przedstawiono prawne aspekty związane z procedurą określania wysokości opłat za usługi wodne na gruncie przepisów nowego prawa wodnego. Autorzy przede wszystkim zwracają uwagę na wątpliwości interpretacyjne związane ze szczególną formą rozstrzygnięcia wydawaną w toku postępowania, jak i trybem odwoławczym w ramach tej procedury. Dokonują wykładni przepisów prawa związanych ze szczególną formą wykorzystaną przez ustawodawcę w ramach przedmiotowego postępowania, tj. „informacją”, za pośrednictwem której Wody Polskie przekazują podmiotom obowiązanym do ponoszenia opłat za usługi wodne wysokość tej opłaty. Nadto autorzy podejmują próbę przypisania tej formie rozstrzygnięcia formalnego statusu prawnego w ramach obowiązującego porządku prawnego. Rozważają także, w jakim zakresie, w ramach badanej procedury, znajdują zastosowanie przepisy kodeksu postępowania administracyjnego w związku z wydaniem decyzji administracyjnej, jak również na gruncie postępowania odwoławczego. W przyjętej metodzie badawczej autorzy przede wszystkim opierają się na wykładni przepisów prawa, poglądach doktryny i bazują na orzecznictwie Trybunału Konstytucyjnego oraz sądów administracyjnych.

Opis:: Obviously the study of this paper consists on identifying and why not in addressing the important factors underlying the bailiff office in Albania and changes in the form of organization, under the administrative and implementing reforms in law. The paper also introduces some changes in national law, private or state organizational form. The Bailiff Section in Albania serves two key roles as part of the Judiciary. Both roles help to ensure that justice is fairly administered and carry to its proper conclusion. The Bailiffs and their assistants serve summonses and other important legal documents on parties as required by a Court or Tribunal, or as requested by a person who is a party to litigation, as an instance, a court or tribunal sentence which parties are required to attend. Surely it cannot proceed unless there is proof that the parties concerned have had the summonses attending properly served on them in a specified way by law. The judicial power is one of the most important issues on the legal state. As stated in the Albanian constitution, one basic principle is: equality and control between governments. Our paper research will analyze the justice reforms in Albania; will analyze bailiff organizational management (private or state form).
