Opis:
The intention of this paper is to trace links between welfare economics and the concept of welfare state. We show that welfare of man, according to Vilfredo Pareto and Arthur Cecil Pigou, was a much wider notion than just economic one. It seems that, however, economists had chosen to follow the Pareto optimum principle in their research. It was also not welfare economics that triggered the construction of welfare states, but ideas and political motives. Yet nowadays the pursuit of efficacy and innovations changes the way that welfare policies are perceived. The approach becomes more instrumental instead of humane. It follows the Pareto improvement principle leaving distributional aspects to inconsequential considerations. It stands thus with clear relation to the concepts of welfare economics, but gradually detaches from the idea of human welfare.

The paper aims to highlight the microeconomic aspects of the Swedish model. Although one may easily find many characteristic examples of behavior or structures on micro level, we claim that there were three crucial cases. First, it was the widespread expectation for paternalistic behavior of the government that originated long before the model was implemented. Second, the emergence and successes of particular interest groups (especially the trade unions). And third, the system relied heavily on large enterprises which were expected to achieve high growth and to be the middleman for executing egalitarian policies. It is hard to expect that the Swedish model would be such a success if it weren't for these microeconomic features.

Opis:
Corporate social responsibility (CSR) implies that corporations integrate social and environmental concerns in their business operations and in their interaction with their stakeholders on a voluntary basis. CSR’s component parts include: economic, legal, ethical and philanthropic responsibilities. Although social norms and ethics are inherent features of CSR the modern literature of economics and finance focuses mainly on CSR as a firm value-driver. Such narrow view may lead to the deterioration of CSR identity as well as underestimating the role of CSR in building welfare. Thus the purpose of the article is to show the role of CSR in achieving welfare improvements by considering social responsibility as a factor of prosperity and especially as a mechanism of ethically and institutionally anchored self-regulation supporting the organization of market failure correction reducing this welfare. The main thesis is that CSR brings about considerable benefits in terms of allocation efficiency, redistribution and stabilisation. The method employed is the analysis of international literature.

The question concerning the range of the functions of the state in contemporary market economies is not a new one, although it is a basic issue. It may still be encountered in the present day macro-economic discussions that express the anxiety connected with the great and ever increasing participation of the public sector in many countries' economies. The approaches to this issue may be divided into ones emphasizing the role of the state in economy and society, and hence proving that it is necessary for such a great public sector (and public finances sector) to exist; and ones considering the market as the basic regulator of the economy, and hence aiming at limiting the role of the state. These opposing approaches are presented against the background of the three basic functions of public finances: allocating, redistributing, and stabilizing ones. Concerning the first function – as there are lots of critical opinions, J. Gray's views deserve attention, concerning the state financing (but not producing) the access to public goods. Within the redistribution function of the state the concept of the welfare state is the most important one. And finally, the stabilization function of the state is dominated by the views of Keynes and his followers on the one hand, and the classical economics and its protagonists on the other. When discussing the state versus market issue one should stress the ideas of ordoliberals who developed the system of social market economy and contributed to the German economic miracle. The most recent theories are reflected in real life, in the experimental actions undertaken by the governments of some countries (e.g. Reaganomics in the USA, Thatcherism in Great Britain). However, they did not succeed in fighting the unemployment and making the economic growth more dynamic. This is why the process of investigating and reforming the state continues.

W opracowaniu podjęta została próba wykazania, że dotychczasowe ujmowanie kluczowych pojęć, na jakich opiera się większość teorii nie odpowiada ani empirycznym obserwacjom, ani też nie wydaje się być pozyskane w drodze logicznego wnioskowania z bardziej ogólnych teorii. Ma to oczywiście konsekwencje zarówno dla teorii ekonomii jak i dla polityki gospodarczej. Definiowanie dobrobytu i wartości bardziej zgodne z obserwacją oraz mocniej zakorzenione w teoriach poświęconych zagadnieniu dobrobytu, mogłyby wpłynąć na lepsze powiązanie teorii ekonomii z polityką gospodarczą, a przez to pomóc w zbudowaniu lepszej teorii rozwoju, tak potrzebnej w czasach obecnego kryzysu i grożącej katastrofy cywilizacyjnej.
The research paper is an attempt to prove that the so-far perception of key notions providing a basis for majority of theories is not in line with empirical observations. The perception is neither gained by means of drawing logical conclusions from more general theories. Thus, the above has an impact on both theory of economics and economic policy. Defining welfare and value basing –to a large extent- on observations and tracing their roots to welfare theories might result in a better link between theory of economics and economic policy. Thus, it could help to develop a more effective theory of development, so badly needed in the time of the current crisis and looming civilisation catastrophe.

Zasadniczą kłopotliwą kwestią w ekonomii dobrobytu jest pytanie, jak mierzyć bogactwo ekonomiczne, jak zmierzyć dobrobyt w ujęciu jednostki czy całego społeczeństwa. Historycznie prace teoretyczne skupione były na zagadnieniach dotyczących z jednej strony tworzenia bogactwa, z drugiej sprawiedliwych kryteriów podziału wytworzonego bogactwa, próbowano odnajdywać teorie czy prawa ekonomiczne wyjaśniające te kwestie. W pracy dokonano przeglądu – w ujęciu historycznym – zagadnień dotyczących kwestii pomiaru dobrobytu jednostki i dobrobytu społecznego. Przedstawiono kolejne etapy ewolucji i pomiaru użyteczności. W tradycji nauk ekonomicznych dobrobyt ekonomiczny (welfare) utoż-samiany był z użytecznością dochodów. Początkowo oznaczało to kardynalny charakter pomiaru, a następnie ordynalny charakter, tj. utylitaryzm porządkowy, który przyjął teorię i poglądy włoskiego ekonomisty V. Pareta. Przeciwko utylitaryzmowi wypowiadali się także ekonomiści Hicks, Allen, Houthakker, Samuelson, Arrow czy Debreu, a także zwolennicy tzw. teorii umowy społecznej. Przedstawiono także współczesne nurty dobrobytu oparte np. o koncepcję capabilities A. Sena. Zostały także wyjaśnione aktualne definiujące pojęcia, które przekraczają zakres pomiaru czysto dochodowego oraz idą zdecydowanie szerzej w kierunku ocen jakości życia i dobrostanu ogólnego (well-being). Współcześnie ocena dobrobytu jednostki wychodzi poza ekonomię dobrobytu, a pomiar staje się coraz bardziej skomplikowany i wielowymiarowy, obejmując sferę materialną i pozamaterialną łącznie. Pomiar obiektywny i subiektywny dobrobytu musi być dodatkowo wspierany naukami pozaekonomicznymi, stając się równocześnie bardziej skomplikowany.
The principal problematic issue in welfare economics is the question how to measure the wealth of economic, how to measure an individual well-being or social welfare. Historically, theoretical studies focused on issues concerning on the one hand, the creation of wealth, on the other – equitable criteria’s for the distribution of produced wealth. In the past theories and economic rights of explaining these problems were created. The paper presents review from the historical perspective issues, relating to the measurement of the social welfare and the individual well-being. In the tradition of economic, welfare was identified with the utility of income. The article shows the successive stages of evolution of the measurement of utility. Initially was used cardinal nature of the measurement, then ordinal utilitarianism – which adopted the theory and the views of the Italian economist V. Pareto. Against utilitarianism have spoken out economists: Hicks, Allen, Houthakker, Samuelson, Arrow, Debreu and Rawls. Also contemporary trends of welfare, based on the concept of A. Sen's capabilities was presented. They were explained current concepts, that exceed the measurement (the utility of income) more widely towards of quality of life and well-being assessment. Contemporary evaluation of welfare extends beyond welfare economics and the measurement. It becomes more complicated and multidimensional, including material and nonmaterial sphere. The measurement of objective and subjective welfare must be supported by non-economic sciences, becoming also more complicated.

Having identified four interrelationships between possible theoretical developments within the two fields, we propose a framework for the analysis of normative economic theories. The starting point for these considerations were competing stances on well-being proposed by neoclassical welfare economics, Robert Sugden, Amartya Sen, and Daniel Hausman.

Looming crisis, public discontent with privatization, and widening inequalities are factors which have historically set the electorate in favour of social democratic welfare policies. Today, however, these concerns rather appear to support new right-wing populist countermovements, even in the traditionally progressive Nordic countries. This article asks why there is not more explicit support of progressive policies, despite the presence of socio-economic factors which would normally favour such a policy shift, at least not just yet. In response to this query, the article first analyses the comparisons between the present crisis and the crisis of the 1930s with regard to alleged political inertia. It then reinterprets the contemporary political consequences of crisis by revisiting three classical social theorists who took pains at analysing the political responses to the economic crisis of the 1930s: Karl Popper, Gunnar Myrdal, and Karl Polanyi. On the basis of this revisitation of these three classics, the article argues that the combined effects of distrust in politics and the persistence of admittedly rolled-back welfare systems mutes the progressive reform potential of the present crisis.

Opis:
This article presents the health care system in Poland, in particular the organisation, principles of functioning and financing. The financial results of the Polish system have been compared against European countries, in order to analyze the effectiveness of the system. The analysis assumes that the Polish system is not enough financed and poorly adapted to the changing socio-economic trends. Results of the analysis confirm no sufficient health care financing in Poland. Some of changes are observed and adapt to them through the development of new services. Therefore, changes are necessary in the financing of health care services and obtaining new sources and special funds.

In this essay, the essential aspects of Welfare Economics are summarized in order to analyse the possible links with Ethics, and consequently to provide useful suggestions for Economic Policy. The Introduction contains the principles of neoclassical Welfare Economics, without considering the circumstances in which the so‑called failures of competitive markets occur. The second part of this paper contains a description of two possible solutions to the problem concerning the integration of Welfare Economics and Ethics. The first solution is the determination of the optimal combination of general competitive equilibrium principles and social ethics ones, without removing the theoretical structure of Welfare Economics. This first proposal, while retaining some economic liberalism principles, assigns a central role to the government, which is delegated to superimpose on the Pareto criterion a distributive justice rule. Another solution, which is suggested by Sen, is essentially directed to modify Welfare Economics by ethical criteria aimed at improving every individual deprivation, and it is based on the distinction between the two concepts of ‘utility’ and ‘agency’. We also proposed exploiting the original considerations written by Smith about social aspects as a useful integration and support to Sen’s approach.

In recent deliberations on the quality of life, the air quality that man breathes plays a significant role. It is beyond dispute that since 1990, Poland has been a period of making up for many years of neglect of the natural environment. The study aimed to check whether the measures taken to reduce pollutants’ emissions into the atmosphere were effective and to what extent it was possible to improve its condition and improve the environmental quality of life of Polish society in this area. The index of emission of the main air pollutants was used (this group includes: sulphur dioxide, nitrogen oxide, carbon oxide and dioxide, non-metallic volatile organic compounds, ammonia and particulates) to achieve the assumed objective. Using the statistical data available in the yearbooks Environment, an analysis of these compounds’ emissions was carried out. The study used the descriptive, statistical and analytical method. The analysis showed that over the period analysed, emissions of the main air pollutants had decreased significantly in most cases, which has undoubtedly contributed to improving the environmental quality of life.
We współczesnych rozważaniach na temat jakości życia, jakość powietrza, którym oddycha człowiek odgrywa bardzo ważną rolę. Nie podlega dyskusji, że w Polsce okres od roku 1990 to czas nadrabiania wieloletnich zaniedbań dotyczących środowiska przyrodniczego. Celem podjętego badania było sprawdzenie czy podjęte działania służące zmniejszeniu emisji zanieczyszczeń do powietrza atmosferycznego były skuteczne i na ile udało się poprawić jego stan i podnieść środowiskową jakość życia społeczeństwa polskiego w tym zakresie. Dla realizacji założonego celu użyto wskaźnika emisji głównych zanieczyszczeń powietrza (do tej grupy zaliczany jest: dwutlenek siarki, tlenek azotu, tlenek i dwutlenek węgla, niemetalowe lotne związki organiczna, amoniak oraz pyły). Wykorzystując dane statystyczne dostępne w rocznikach Ochrona Środowiska przeprowadzono analizę zmian emisji tych związków. W opracowaniu wykorzystano metodę opisową, statystyczną i analityczną. Wykazano, że w analizowanym okresie w większości przypadków znacznie zmniejszyła się emisja głównych zanieczyszczeń powietrza, co bez wątpienia przyczyniło się do poprawy środowiskowej jakości życia.

This paper aims to answer the question of whether it is economically profitable for net taxpayers to introduce public education financed by consumption or income tax in a situation where it is impossible to finance public education with a flat-rate tax. This question was answered using a modified Nelson-Phelps model including both private and public investments in human capital. The results obtained indicate that such a move may be profitable, especially in the case of developing countries with insignificant differences in property. It was also found that positive income effects are greater in the case of financing education with consumption tax, and that in developed countries such effects can only occur with this type of tax. On the other hand, developing countries may find it more socially profitable to introduce education financed by income tax due to the greater tax base and a stronger positive effect on human capital.
Niniejsza praca łączy zmodyfikowany model Nelsona-Phelpsa z modelem Ramseya-Cassa-Koopmansa z kapitałem ludzkim. W zaprezentowanym modelu występują zarówno prywatne, jak i publiczne inwestycje w kapitał ludzki. Poszukuje się w nim odpowiedzi na pytanie, czy w przypadku występowania oporu społecznego przed wprowadzeniem finansowania publicznej edukacji podatkiem ryczałtowym opłacalne jest dla płatników netto podatków wprowadzenie edukacji publicznej finansowanej podatkiem konsumpcyjnym bądź dochodowym. Wyprowadzony model wskazuje na możliwość wystąpienia wzrostu dobrobytu płatników netto opodatkowania nieneutralnego względem rynku w przypadku finansowania z podatku edukacji publicznej. Badanie wskazało, że jest to bardziej prawdopodobne w przypadku państw rozwijających się i o małym zróżnicowaniu majątku w gospodarce. Pozytywne efekty dochodowe są większe, kiedy edukacja jest finansowana podatkiem konsumpcyjnym. W państwach rozwiniętych efekty te występują wyłącznie w takim modelu finansowania. Natomiast dla państw rozwijających się bardziej opłacalne może się okazać wprowadzenie finansowania edukacji podatkiem dochodowym – ze względu na większą podstawę opodatkowania i związany z tym silniejszy pozytywny efekt dla kapitału ludzkiego.

Treścią artykułu jest analiza instrumentarium zarządzania kryzysem fiskalnym w Eurolandzie. Autor stawia tezę, że zarządzanie kryzysem fiskalno-bankowym w Eurolandzie wymaga innowacyjności transformacyjno-wydajnościowej, a nie innowacji podtrzymującej mechanizm funkcjonowania strefy euro i całej UE. Jakby to paradoksalnie nie brzmiało, o innowacyjności w zarządzaniu procesem integracji europejskiej może świadczyć powrót do przeszłości, czytaj: przywrócenie dominacji ekonomii nad polityką integracji.
The content of the article is an analysis of instruments for managing the fiscal crisis in the Euroland. Th e author puts the thesis that managing the fiscal and banking crisis in the Eurozone requires transformation - and effi ciency - related innovativeness and not innovation supporting the mechanism of functioning of the Eurozone and the whole EU. Though it may have sounded paradoxically, innovativeness in managing the process of European integration may be witnessed by the return to the past, read restoration of the dominance of economics over the policy of integration.

We propose and construct an indicator of labour market well-being in Poland for the year 2013. The indicator is positively related to the degree of civilizational welfare, social welfare, material welfare and psychological well-being in Poland. We conclude that ameliorating the labour market situation improves the quality of the public’s life. The link between our labour market indicator and the total fertility rate turned out to be statistically insignificant.

Well-being is becoming an increasingly popular issue in economics. The aim of the article is to present the concept of well-being and the methods of its measurement and to examine the statistical significance between the results obtained by specific indicators. The article was written based on the meta-analysis of the books and scientific papers on the subject, as well as well-being and welfare measurement reports. The study shows that there is a very wide range of theories and concepts related to well-being which are sometimes exceptive. The most important conclusion from the study is that the correlation between welfare and well-being represented respectively by GDP and HDI is very strong, while the correlation between welfare and life satisfaction as well as well-being and subjective well-being are negligible.
