Research background: Entrepreneurship issues in the transition economies have attracted growing attention from scholars in recent years. However, the debate over the value of entrepreneurship in reinforcing structural change is still incomplete. The need for a more thorough approach is noticeable, taking into account drivers which determine entrepreneurial activity in the transition economies. The findings may be useful for recognising opportunities and threats of the development of these economies. Purpose of the article: This paper extends research on entrepreneurship in the transition economies by considering drivers of entrepreneurial activity. The aim of the paper is to investigate what drivers have their consequences for entrepreneurial activity in the Visegrad countries. As the Visegrad countries represent a unique context, because they faced a similar structure at the beginning of the transition process, a valuable insight can be gained by focusing on them. Methods: Hypothesis development is based on the literature review. Fixed effects panel regression was employed for hypothesis testing. Panel data consists of 440 observations for the Visegrad countries for the 2004-2014 period. To control for autocorrelation and heteroscedasticity, Durbin-Watson test and Wald statistic were used, respectively. Findings & Value added: This paper contributes to the existing literature by presenting an analysis of drivers having their impact on entrepreneurial activity in the Visegrad countries. It provides new insights on understanding of the entrepreneur-ship issues in the transition economies. The main finding is that entrepreneurial activity in the Visegrad countries is determined significantly by the economy structure and human capital. However, the significance and the intensity of these effects are different. The findings may be interesting for policymakers in particular. Shifting from general entrepreneurship support towards a focus on promoting entrepreneurial behaviour among high-skilled workers should be considered. Fostering networking, collaboration and internalisation should be regarded for knowledge transfer and spillover enhancement.

Outsourcing and offshoring are getting more and more popular in the “new EU” countries. They constitute very attractive venues for more developed EU countries to outsource or offshore their business activities. Authors of the article have investigated the advantages and disadvantages of locating outsourcing activities in each of the Visegrad (V4) countries. The authors have studied macroeconomic factors based on the reports of international organizations. They helped to resolve the following research problems: what are the key barriers for investors who intended to outsource or offshore in V4 countries, what factors inflict those problems, do Visegrad countries have similar problems and finally, which country according to the collated data and analysis creates best conditions to outsource or offshore business. The main objective of this paper is to identify advantages and disadvantages of investments in V4 countries and to update information about investment conditions of those economies.
Outsourcing i offshoring są coraz bardziej popularne w „nowych” krajach UE. Tworzą one bardzo atrakcyjne warunki dla bardziej rozwiniętych krajów Unii Europejskiej do przekazania innym organizacjom pewnych obszarów działalności gospodarczej. Autorzy artykułu zbadali wady i zalety lokalizacji działań outsourcingowych w każdym z (V4) krajów Grupy Wyszehradzkiej. Autorzy dokonali analizy czynników makroekonomicznych opartych na raportach organizacji międzynarodowych. Pomogły one rozstrzygnąć następujące problemy badawcze: jakie są główne bariery dla inwestorów, którzy zlecają przekazanie procesów w organizacjach w krajach V4, jakie czynniki generują te problemy, czy kraje Grupy Wyszehradzkiej mają podobne problemy, i wreszcie, w jakim kraju grupy V4 według zebranych danych i analizy stworzone zostały najlepsze warunki do outsourcingu lub offshoringu. Głównym celem niniejszego opracowania jest wskazanie zalet i wad związanych z inwestycjami w krajach V4 oraz zaktualizowanie informacji o warunkach inwestowania w tych gospodarkach.

This article outlines developments in empirical research on social stratification in the four countries constituting currently the Visegrád Group (V4). Sociology has been developing, if unevenly, as a discipline in these countries since the 19th or early 20th century. Empirical research on social stratification, based on data collected in large surveys, started here by the mid-1960s, first in Poland, then in Hungary, and later in the former Czechoslovakia. In spite of the ideological pressure of the communist regimes in all of these countries, the conditions for sociological studies were much better in Poland and Hungary than in Czechoslovakia, where such research was frozen for a long time after the communist putsch of 1948 and again after the Soviet occupation in 1968. After 1990, this kind of research enjoyed an energetic new start in all the post-communist countries, as they opened fully to the West and integrated into international networks. In addition, comparative research within the V4 region started with the challenging project “Social Stratification in Eastern Europe after 1989.” Many national surveys were conducted and East-West cooperation intensified. Currently, most empirical research on social stratification occurs on a national or bilateral basis, or is developed within larger European projects.

The importance of services and the international trade in services is growing systematically. There are some reasons for that, especially the rapid development of IT technologies. This increase in the international trade in services is a global phenomenon, however there are some other specific issues, other than economic or technological, which might influence the trade in services in particular countries. As for the countries of the Central and Eastern Europe such a factor could be the accession to the European Union (EU). The objective of the paper is to analyse the export specialization of the Visegrad countries in the international trade in services and how it changed over seven years after the EU accession. The service sector comprises of a variety of highly heterogeneous economic activities and the diversity of services is also reflected in the international trade of particular countries. Generally, the trade theories deal with trade of goods, but there are some attempts already to apply these theories for services. To find out the export specialization based on the comparative advantage in particular services, the main categories of services are analysed based on the adjusted RCA index assumptions. The analysis prepared in the paper is based on the balance of payment statistics provided by the WTO. The article is concluded by discussing the questions about the export specialization of particular countries and how it changed after the accession to the EU.

The article contains an analysis of the level and structure of expenditure on selected goods and services in Poland, Czech Republic, Slovakia and Hungary. The changes that have taken place in the structure of consumption in these countries in the years 1995–2012, show the positive trends occurring in households and consumer behavior modernization. The consumption structure of inhabitants of these countries are similar to the customs of the societies of Western Europe and Northern Europe.
Artykuł zawiera analizę poziomu i struktury wydatków na wybrane dobra i usługi Polski, Czech, Słowacji i Węgier. Zmiany, jakie dokonały się w strukturze konsumpcji w tych krajach w latach 1995-2012, wskazują na pozytywne tendencje zachodzące w gospodarstwach domowych oraz unowocześnianie zachowań konsumpcyjnych. Struktury konsumpcji mieszkańców tych krajów stają się podobne do struktur społeczeństw Europy Zachodniej i Północnej.

The concept of circular economy (CE) has become popular in the last decade: both decision-makers and businesses are looking for alternative solutions replacing the present economic model. Official governmental documents have been selected for introducing Visegrad countries’ (V4) initiatives and monitoring the progress toward a transition to a circular economy. Based on selected material flow and resource productivity (RP) indicators, the study compares the regional differences among Visegrad countries. The current performances of the V4 in the implementation of the circular economic model are below the EU average. Moreover, it is noticeable that the dynamics of the changes of each indicator is more positive than on average in the EU, however, only moderate relative decoupling of domestic material (DMC) from GDP has occurred. When comparing individual countries, the wide range of the policy measures taken by V4 countries to support the transition to a circular economy can be considered promising. Despite the different characteristics of Visegrad countries, they show similar performances that are rather close to each other and incrementally approach to the EU average.

The post-communist transformation of Central Europe, in particular the Visegrad countries (Poland, Czechoslovakia - later the Czech Republic and Slovakia, and Hungary), as well as its consequences have been largely analysed through the liberal IR theory: democratization, liberalization of trade, and the accession to the EU and NATO have been considered as conforming to the interests of post-communist countries. However, some authors have proposed alternative interpretations that are rooted in the globalist theory of international relations, i.e. empire studies, dependency theory, 'world-system' perspectives, and post-colonialism. According to these interpretations, the transformation of the Visegrad states essentially constituted a change of the dominant power in the region: the declining Soviet Union/Russia was replaced by the Western powers - the United States and the European Union. The neoliberal economic reforms followed the principles of the “Washington consensus” and corresponded neither to economic rationality nor to the will of the people of the Visegrad countries. The enlargement of the EU forced post-communist countries to adapt their political, economic, and legal systems to the Western norms. This process brought some benefits, but was realized at the expense of democratic standards. In consequence, the Visegrad countries remain a semi-periphery of the West - convenient export markets and a source of cheap labour - which situates them far behind the highly developed Western Europe.

Research background: Due to having lack of financial power and low amount of revenues, most of SMEs' major concerns are bankruptcy and low financial performance. Those issues are risky situations for SMEs when making for their exporting activities. Therefore, depending on their performance and bankruptcy risk, they might more intensively perceive export barriers and this fact might determine their export decisions. Purpose of the article: This paper examines whether financial performance and bankruptcy concerns of SMEs affect their perceptions of export obstacles or not. Methods: This research performs random sampling method and directs an internet-mediated questionnaire to the selected respondents who are the executives of 408 Czech, Slovakian and Hungarian SMEs. To examine the influences of firm performance and bankruptcy on the perceptions of export impediments by SMEs, this paper employs Ordinal Logistic Regression Test. Findings & value added: The results show that SMEs having less healthy financial conditions less intensively perceive cultural-linguistic export barriers in comparison with SMEs having better financial performance. Moreover, firm performance is not a predictor variable in the perceptions of export costs, legislative and tax-related barriers by SMEs. On the other hand, while SMEs having more bankruptcy concerns more intensively perceive tax-related and cultural-linguistic barriers, bankruptcy concerns of SMEs do not influence their perceptions of export costs and legislative differences. Although many studies have investigated the impacts of financial conditions of SMEs on their internationalization and exporting decisions, they are isolated with only a market or only with a financial issue. The limited extents of those studies cause a partial investigation of export and financial issues of SMEs and make readers having a narrow perspective in this specific area. By focusing on various export obstacles and financial issues that SMEs face in different markets, this research offers a detailed understanding of SMEs' perceptions regarding their financial conditions and export barriers, from a comprehensive perspective. In this regard, this is the research gap that this paper aims to fill.

The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

The aim of the article was to identify and quantify the impact of human potential on the level of innovation of the Visegrad Group (V4) countries. In the theoretical part of the considerations, a critical analysis of the literature on the subject and a library query were used, while in the empirical part a statistical analysis was applied, which included the characteristics of a sample of selected features, an analysis of a series of correlations examining the matching of features, and an analysis of the results obtained. The collected data was compiled using descriptive statistics - average values, dynamics of changes, and Pearson's correlation coefficient. In the course of the analysis, it was possible to identify several dependencies with a fairly strong or moderate strength of the relationship. The main conclusions include the fact that there is a fairly strong positive correlation between human resources in science and technology and expenditure on research and development in the enterprise sector. The practical implication of the study may be the fact of diagnosing the main attributes of human capital which, in turn, may be interpreted as outlining a certain field for the application of a targeted policy aimed at increasing the innovativeness of the Visegrad Group.

Research background: Export activities are crucial for SMEs' growth and income since they enable businesses to expand abroad. However, SMEs encounter some export impediments, including legislative, tax-related, and cultural-linguistic differences, which increase their export risk. Moreover, since different legislative, tax-related, and cultural conditions affect SMEs' export activities, SMEs' perceptions regarding export obstacles might also differ. Purpose of the article: This paper aims to determine whether the SMEs' perceptions of export barriers in selected Visegrad countries differ. Methods: The researchers employ a random sampling method to create the research sample and create an Internet-mediated questionnaire to collect the re-search data, including 408 SMEs from the Czech Republic, Slovakia, and Hungary. The researchers ran ANOVA analyses with the Gabriel Post Hoc test to find differences between those SMEs. Findings & value added: The results reveal that the perceptions of Czech and Slovak SMEs differ regarding legislative and tax-related export barriers. On the other hand, the perceptions of SMEs from various countries do not differ concerning cultural-linguistic export barriers. Unfortunately, there is a lack of studies comparing the perceptions of SMEs from Visegrad countries regarding legislative, tax-related, and cultural barriers. Thus, evaluating this topic from an international perspective brings novel findings and fills this research gap. Therefore, policymakers, SMEs, governments, public institutions, and academicians might gain benefits from the results of this unique research.

Background. Physical inactivity is also a significant problem in East-Central Europe and Hungary where 20% of the population does sports regularly while 53% of them never, in turn, 24% of the people does sports few times monthly. Insufficient physical activity is an increasing public health problem among young people and adolescents. Several types of research examined the quality and extent of physical activity related to different factors (social demographic, psychosocial, and lifestyle, etc.). Material and methods. Interviewing was carried out from April to June 2015 at the same time in each Visegrad country. IPAQ extended physical activity questionnaire and a self-edited questionnaire were used to assess nutritional and activity habits (In order to evaluate data, INDARES software, and paper-based questionnaires were used for 2145 persons from different secondary schools). Results. In low PA level category, male students were rather found while in high PA level category, male students showed higher ratios than females. From 56.7% to 77.8% of male students occurred in high PA level category opposite to female students where this rate was from 42.4% to 67.4%. We found significant gender differences in total MET/week values (p<0.001) in the V4 countries. Conclusions. We found significant differences in the Visegrad countries and between sexes. These differences draw the attention to improving deficiencies in physical activity of secondary school students with well-defined risk group interventions.
Wprowadzenie. Brak aktywności fizycznej to poważny problem występujący w Europie Wschodniej i Środkowej, a także na Węgrzech, gdzie 20% ludności nie uprawia regularnie żadnego sportu, podczas gdy 53% ludzi nie uprawia sportu wcale, natomiast 24% populacji uprawia sport kilka razy w miesiącu. Zbyt niska aktywność fizyczna to rosnący problem z zakresu zdrowia publicznego wśród młodych ludzi i nastolatków. Przeprowadzono już szereg różnego rodzaju badań związanych z jakością i zakresem aktywności fizycznej w odniesieniu do wielu czynników (socjodemograficznych, psychospołecznych oraz związanych ze stylem życia itd.). Materiał i metody. W okresie od kwietnia do czerwca 2015 przeprowadzono wywiady równolegle w każdym z krajów grupy Wyszehradzkiej. W badaniu wykorzystano kwestionariusz IPAQ z rozszerzonym zakresem aktywności fizycznej oraz stworzony przez autorów kwestionariusz w celu dokonania oceny nawyków żywieniowych oraz tych związanych z aktywnością fizyczną (w celu oceny danych wykorzystano oprogramowanie INDARES oraz wydrukowane kwestionariusze w przypadku 2145 uczniów z różnych szkół średnich). Wyniki. W zakresie niskiej aktywności fizycznej prym wiedli uczniowie płci męskiej, podczas gdy w kategorii wysokiego poziomu aktywności fizycznej, uczniowie płci męskiej wykazywali wyższy poziom niż uczennice. Między 56,7% a 77,8% uczniów płci męskiej znalazło się w kategorii wysokiej aktywności fizycznej, w przeciwieństwie do uczennic, w przypadku których ten wskaźnik odnotowano na poziomie między 42,4% a 67,4%. Autorzy badania wykazali także znaczne różnice pod względem płci w całkowitych wartościach MET/tydzień (p<0,001) w krajach V4. Wnioski. Wykazano znaczne różnice w krajach grupy Wyszehradzkiej w odniesieniu do płci. Różnice te kierują naszą uwagę na konieczność ulepszenia braków związanych z aktywnością fizyczną uczniów w szkołach średnich, w obliczu istnienia dobrze zdefiniowanych działań wobec konkretnych grup ryzyka.

This article focuses on analysing the consequences of Brexit for the European Union and its Member States, with particular emphasis on the Visegrad Group (V4) countries. Through the prism of neorealism theory, the changes in the balance of power and international dynamics resulting from Great Britain’s exit from the EU are analysed. The aim is not only to identify specific Brexit outcomes but also to understand the mechanisms influencing relations among European states, especially in the future. In this context, neorealist analysis becomes a particularly valuable tool, allowing us to view Brexit not only as a one-time incident but also as a manifestation of broader trends in global international relations which may adopt disintegrative stances in the future.

The contemporary division of production in the global economy poses challenges typical for dependent market economies of the Visegrád countries (V4: Czechia, Hungary, Poland, and Slovakia). This comparative study explores whether the foreign trade of V4 with Germany contributes to their structural change. The analysis seeks to determine the long-term impact of specific intra-industry trade variables on the economic complexity, examined at different levels of technological sophistication. Our findings show that as a result of the characteristics of the trade dynamics, the progress of V4 structural change remains not as comprehensive as expected. As a result, it is critically important to provide incentives aimed at strengthening the geographical diversification of their exports and upgrade their position within the global value chains.
