Purpose: The aim of this paper is to show the positive impact of public support for the relationships within the triple helix model on the local development of Western Poland (WP). Design/methodology/approach: The paper presents the econometric model based on backward stepwise multiple regression in which the explanatory variables were expenses aggregated into 44 categories dedicated to triple helix model. The model defines a theoretical framework for local innovation systems in 111 counties of WP (5 western voivodeships). An economic aggregate based on average salaries was chosen as a dependent variable, treated as a measure of local development. Findings: Relationships diagnosed within triple helix model were supported by public expenditures from the European Union cohesion policy in 2007-2013. Two hypotheses were proposed in the paper. In the first one, a presumption was expressed for the positive impact of statistically significant expenditures on innovative activity, and technical and knowledge infrastructure for the local development of WP. The hypothesis was tested in basic and extended variants. In the second one, a presumption was expressed in which public expenditures on technical infrastructure were more influential for the local development of WP than expenditures on knowledge infrastructure. The first hypothesis was confirmed in both basic and extended variants. The second hypothesis could not be confirmed as a result of the research procedure. Importantly, bi-lateral synergy effects in the triple helix model within the researched counties of WP, positively influencing local development, are evident. Research limitations/implications: The Triple helix model, treated as a template for creating local innovation systems, could be extended into quadruple helix model. Future research may include variables related to “society” as forth side supporting innovative processes in local economy. Practical implications: The results of the regression model confirm the positive impact of expenses related to the broadly understood innovation activities on local development. In contrast, expenditure on technical infrastructure, representing the administration–business relationship, demonstrates a negative impact on the adopted local development measures. Originality/value: the paper presents the methodology, that could be used in diagnosing trilateral relationships occurring at the interface of science–business–administration. In the research, only bilateral relations have been diagnosed at the interface of science–business and administration–science.

Modern economic thought provides various theories on the best models of socio – economic development. On the one hand, it raises the need to build innovative, competitive economies, on the other enhances great importance of sustainable development, which refers to meet all human needs through regular contact and relationship to the natural environment. Considering the above, the purpose of this article is to answer the question of whether and how the concept of Triple Helix is combined with the concept of sustainable development. Can the development of cooperation within the above mentioned model foster sustainable development processes? Answers to the above question can be found in the analysis of the characteristics and goals of sustainable development model and the Triple Helix. It can be assessed, that these two concepts could complement each other and promote mutual development.
Współczesna myśl ekonomiczna dostarcza wielu teorii dotyczących najlepszych modeli rozwoju społeczno-gospodarczego. W szczególności z jednej strony podnosi się konieczność budowy gospodarek innowacyjnych, konkurencyjnych, z drugiej dużą wagę przywiązuje się do aspektów zrównoważonego rozwoju, który dotyczy zaspokojenia wszystkich potrzeb człowieka poprzez prawidłowy kontakt i stosunek do środowiska przyrodniczego. Mając na uwadze powyższe, celem artykułu jest znalezienie odpowiedzi na pytanie, czy i jak założenia koncepcji Triple Helix wpisują się w ideę zrównoważonego rozwój regionalnego, czy rozwój współpracy w ramach powyższego modelu może dynamizować procesy zrównoważonego rozwoju? Odpowiedzi na wyżej postawione pytania, można znaleźć w analizie cech i celów modelu zrównoważonego rozwoju i Triple Helix. Analiza pokazuje, że te dwie koncepcje mogą się wzajemnie uzupełniać i sprzyjać wzajemnemu rozwojowi.

According to literature data not many scientific studies exist about the influence of innovations on the hospital performance also in Poland, therefore the aim of this paper was to study assessed the use of databases collected on Wielkopolska Innovative Platform (WPI), an innovative internet tool realised since 2009 by the Department of Business Activity and Agriculture (WDGR) of the Town Council of the City of Poznań in cooperation with scientific institutes, research centres and universities, for healthcare services using knowledge discovery in databases analysis. The study was preceded by snowball sampling analysis of literature data also complement the Triple Helix concept of University-Industry-Government relations in Knowledge Society introduced by Etzkowitz and other authors. The major result of the research has shown that Wielkopolska Innovation Platform is a successful medium and communication platform between science, business and government used in healthcare. WPI strengthens the market ability and sharing of scientific achievements in healthcare into practical productive forces and thereby contributes to local economy.

Building upon insights from earlier investigations of innovation collaboration from A regional perspective as well as the triple helix perspective, local/regional innovation systems and open innovation approaches, this study explores whether cooperation between firms, universities and government increases the intensity of innovation equally for the capital city and peripheral regions. We investigate whether firms located in the capital region benefit more from public support, cooperation with universities, and cooperation with different stakeholders than firms located in peripheral regions. Using logistic binary regressions, we find that capital region firms are generally not more innovative than those located elsewhere. We also find no effect on innovation from cooperation with universities, although public support is related to engagement in product and process innovations. Our results warn against simple applications of triple helix and open innovation approaches, as many forms of collaboration seem to have little impact on innovation, regardless of regional context.

This paper presents an attempt to formalize the concept of the Triple Helix of university-government-industry interactions as a prototype of an innovation ecosystem. Such a formalization is based on game theory principles, methods and models, as well as the methods and instruments of the theory of optimal allocation of resources. The constructed game-theoretic model simulates the phases of R&D, the implementation and commercialization of a new project, as well as the risks and uncertainty in each of these innovation stages.

Educational fundraising could pose significant challenges for Ukrainian universities in times of neoliberal ideology of contemporary educational reforms. The purpose of this paper is to provide an analysis of the best fundraising practices in public US universities in order to implement them in the area of higher education in Ukraine. Examples and data published in a range of educational science journals as well as Ukrainian state laws are analyzed to highlight the purposes, features, and structure of university financial endowments. The article focuses on the “Triple Helix” model as one of the most effective schemes of university development. All things considered it can help Ukrainian universities carry on their social mission, funding various activities relating to education, research, and innovation.

Alterations in the expression of growth factors and their receptors are associated with the growth and development of human tumors. One such growth factor is IGF-I (insulin-like growth factor I ), a 70-amino-acid polypeptide expressed in many tissues, including brain. IGF-I is also expressed at high levels in some nervous system-derived tumors, especially in glioblastoma. When using IGF-I as a diagnostic marker, 17 different tumors are considered as expressing the IGF-I gene. Malignant glioma, the most common human brain cancer, is usually fatal. Average survival is less than one year. Our strategy of gene therapy for the treatment of gliomas and other solid tumors is based on: 1) diagnostic using IGF-I gene expression as a differential marker, and 2) application of "triple-helix anti-IGF-I " therapy. In the latter approach, tumor cells are transfected with a vector, which encodes an oligoribonucleotide - an RNA strand containing oligopurine sequence which might be capable of forming a triple helix with an oligopurine and/or oligopyrimidine sequence of the promotor of IGF-I gene (RNA-IGF-I DNA triple helix). Human tumor cells transfected in vitro become down-regulated in the production of IGF-I and present immunogenic (MHC-I and B7 expression) and apoptotic characteristics. Similar results were obtained when IGF-I antisense strategy was applied. In both strategies the transfected cells reimplanted in vivo lose tumorigenicity and elicit tumor specific immunity which leads to elimination of established tumors.

Ukraine is suffering from low level of innovation activities and widening gap between the industry and research institutions, both in government and higher education sectors. This is reflected in shrinking of R&D financing, declining share of a number of graduates in natural sciences and engineering and some oth-er indicators. Orientation on development of traditional industries of the national economies, such as metallurgy, basic chemicals and agricultural products prevents the country from focusing on knowledge production sectors. Lack of demand for R&D results widens the gap between the remaining R&D establish-ments and the industrial enterprises. Ukrainian state innovation policy has not changed substantially in recent years. Up to now, the main focus of government policy mix is on direct support of innovation in the form of (partial) financing of S&T programs and provision of direct financing to selected innovation projects. The gap between the higher education sector and the industry is substantial. Current legislation does not allow universities or research institutes to be founders of a spin-off company with non-state ownership in Ukraine. At the same time, it is evident that problems of innovation development could be solved only within broader context of transformation of the national economy. Implementation of the Triple Helix (TH) concept for transformation of the Ukrainian national R&D and innovation system could open new opportunities for its development.

The cooperation of the three sectors included in the Triple Helix (TH), i.e. science, business and public administration is carried out in varied ways. The course of the relationship is not only affected by the sectors themselves but also by factors specific to the environment in which they operate. The article focuses on the local aspects of the TH model – actors who create it and give it a specific, individualized dimension. At the beginning of deliberations, the authors hypothesized that the formation of Białystok Science and Technology Park contributed to the intensification of cooperation between the three sectors in the city of Bialystok and the incubation of new innovative enterprises. The aim of the study was to determine the local TH model parameters in the City of Bialystok and evaluate the potential of individual actors. In Bialystok, public administration has highest potential within the local TH model. Due to the relatively high degree of integration and concentration of authority in the city it is much easier to carry out long-term innovation policy. The basic problem of business and science turns out to be a low degree of concentration, which hinders the diffusion of knowledge and reduces competitiveness. In Bialystok LGU is the moderator of cooperation between the three sectors – there is a etatistic model. The current local government intervention is supposed to lead to the independence of the two other spheres, through their innovation and increase in competitiveness.
