Celem opracowania jest przedstawienie zmian w zakresie bezpieczeństwa w latach 2001-2016, ze szczególnym uwzględnieniem nowych wyzwań pochodzących z otoczenia łańcuchów dostaw, takich jak wzrost zagrożenia terrorystycznego czy kryzys migracyjny, które miały znaczny wpływ na państwa europejskie, a tym samym również na działające w nich przedsiębiorstwa. Analiza opiera się na danych statystycznych pochodzących z międzynarodowych baz danych oraz raportów organizacji międzynarodowych, dotyczących wybranych zagrożeń wobec łańcuchów dostaw, a także na wynikach badań ankietowych na temat bezpieczeństwa przeprowadzonych techniką wspomaganych komputerowo wywiadów telefonicznych wśród polskich eksporterów oraz importerów w 2013 i 2016 roku. Dzięki porównaniu danych i wyników badań z różnych okresów możliwe jest wykazanie dynamicznego charakteru bezpieczeństwa.
The aim of this paper is to present the changes in the area of supply chain security in the years 2001-2016, with the emphasis on the new challenges from the environment of the supply chains, such as the increase of terrorist threat and migration crisis, which had a significant impact on the European countries and thus also on the companies operating in these countries. The analysis is based on statistical data from international databases and reports of international organizations on selected threats to supply chains, as well as on the results of surveys on supply chain security conducted using CATI (computer-aided telephone interviews) method, among Polish exporters and importers in 2013 and 2016. By comparing data and research results from different periods, it is possible to demonstrate the dynamic nature of security.

Opis:
The purpose of this article is to try to identify the types of individuals and/or non-state organizations that are most capable of carrying out attacks on passenger aircraft using chemical warfare agents. The research was conducted on the basis of recorded cases in the past of deliberate use of chemical warfare agents in attacks not related to military activities. The first part of the article presents examples of attacks with the use of chemical warfare agents that were carried out by individuals or nonstate organizations. Using these examples, an attempt was made to create an ideological-psychological model of the perpetrators of the attacks, which can be used to select potential assassins with the use of chemical warfare agents. The research was conducted using characteristics of motivations and ideologies adhered to by individuals or non-state organizations.
Celem niniejszego artykułu jest próba określenia typów osób lub/i organizacji niepaństwowych, które w największym stopniu są zdolne do przeprowadzenia zamachów na pasażerskie statki powietrzne z użyciem bojowych środków chemicznych. Badania przeprowadzono na podstawie odnotowanych w przeszłości przypadków celowego posłużenia się bojowymi środkami chemicznymi w atakach nie związanych z działaniach militarnymi. W pierwszej części artykułu przedstawiono przykłady zamachów z wykorzystaniem bojowych środków chemicznych, które dokonały osoby lub organizacje niepaństwowe. Na ich przykładzie dokonano próby stworzenia ideologiczno- psychologicznego modelu sprawców zamachów, który może posłużyć do wytypowania potencjalnych zamachowców z użyciem bojowych środków chemicznych. Badania przeprowadzono z wykorzystaniem charakterystyki motywacji i wyznawanych ideologii osób lub organizacji niepaństwowych.

In recent years, various types of commerce including transport have suffered significant damage and costs due to cyber-attacks. The geographic scope of freight transportation has no boundaries, attacks can be launched almost anywhere there is an Internet connection. Therefore, there is no immunity from the failure of computer systems and information of delivery processes in the networks of organizations and companies engaged in maritime transportation. In addition, while the consequences of cyber-attacks on major shipping lines and ports, as well as the digital systems of logistics companies, can be comprehensively analyzed, the vulnerability of ships remains insufficiently studied. This paper offers an analysis of the risks in the field of maritime freight transport and the main factors of influence such as digitization on the safety of the transport process. The basic threats to the information system of the ship are defined and the techniques of risk analysis for the ship information security is proposed.

Opis:
The International Atomic Energy Agency (IAEA) estimates that 10 million shipments of radio-active materials are transported annually. Each shipment is made up of either a single package or a number of packages transported from one location to another. The vast majority of these shipments, some 95%, relate to non-fuel cycle transports such as the transport of smoke detectors, and cobalt sources for medical purposes. Only 5% relate to nuclear fuel cycle transports. This study investigates the safety stability aspect, harmonized regulation based transportation, sustaining shipment aspect for the transportation of radioactive materials by ships. Consequently the originality of this paper appears the alignment of existing maritime rules and regulations with the IAEA regulations in order to provide easy understanding and usage for the establishment of code of safe and secure practices for seafarers with the countermeasures and harmonized regulations that are practically implemented by the navigation officers and Master.

Objective: The purpose of this text is to determine ways of diversifying the sources of origin and directions for importing natural gas to Poland until the agreement for the supply of Russian gas expires in 2022. In so doing, the growth of extraction in Poland, deliveries from other countries and the partial replacement of gas in the economy with raw materials available in Poland are all analys ed. Research design and methods: A reasonable approach to energy policy, factor analysis and elements of multidimensional comparative analysis were adopted. Findings: It is important that gas imports to the country are substantially increased in winter and it is essential that the capacity of gas storage facilities, in particular cavity facilities, is increased as well. Furthermore, it is necessary to attempt to reduce energy consumption, with different preferences that facilitate the growth of the share of renewable sources of energy (RSE) in the energy mix. Implications / Recommendations: This article presents arrangements which may prove to be useful for implementation of Polish energy policy. Contribution / Value Added: Considerable political changes and alterations to the gas market have superseded a number of researchers’ arrangements and forecasts concerning Poland. What is missing is a comprehensive analysis, based on data from 2017 and 2018, of increasing the diversification of gas supplies to Poland.

Artykuł poświęcono problemowi cyberbezpieczeństwa w transporcie miejskim. Omówione zostały zagrożenia, jakie związane są z udostępnianiem i przesyłaniem informacji w sieci internetowej na temat elementów systemu transportowego. W artykule przedstawiono elementy miejskiego systemu transportowego najbardziej narażone na ataki cybernetyczne oraz podjęto się próby przedstawienia sposobów przeciwdziałania im. Analizę zagrożeń cybernetycznych w artykule przeprowadzono dla: systemów informacji pasażerskiej, planerów podróży, systemów nawigacji drogowej, systemów sterowania ruchem drogowym, automatycznych systemów zliczania pasażerów oraz systemów opłat parkingowych i sprzedaży biletów. W artykule opisane zostały skutki udanych ataków oraz przykłady tego typu działań, które miały już miejsce na terenie Polski. Artykuł zakończono podsumowaniem i wnioskami będącymi wstępem do dalszych prac nad opracowaniem standardów mających na celu przeciwdziałanie zagrożeniom cybernetycznym w transporcie miejskim.
The article is focused on the problem of cyber security in urban transportation. The paper discusses the threats that are associated with the sharing and transmission of information on the Internet about elements of the transportation system. The paper presents the components of the urban transport system most exposed to cyber-attacks and attempts to present measures to prevent them. The analysis of cyber threats in the article was carried out for: passenger information systems, trip planners, road navigation systems, traffic control systems, automatic passenger counting systems and parking fee and ticketing systems. The article describes the consequences of successful attacks and examples of such activities that have already taken place in Poland. The article concludes with a summary and conclusions that are an introduction to further work on developing standards to counter cyber threats in urban transportation.

W artykule przedstawiono ocenę konsekwencji rozbudowy bałtyckiego systemu transportu surowców energetycznych na poziom bezpieczeństwa energetycznego i ekologicznego Polski. Zasadniczymi determinantami poziomu polskiego bezpieczeństwa energetycznego są: budowany gazociąg Nord Streem, dynamicznie rozwijający się system przewozów drogą morską ropy naftowej oraz planowana budowa Terminala LNG. Czynniki te kreują określony poziom zagrożenia w postaci możliwości skutecznego sterowania skalą dostaw do Polski surowców energetycznych oraz ekologicznych konsekwencji katastrofalnego rozlewu ropy naftowej i jej przetworów. Autor uważa jednak, że zwiększające się znaczenie bałtyckich szlaków transportowych surowców energetycznych, obok kreowania zagrożeń bezpieczeństwa państwa, stwarza także istotną szansę rozwojową. Jej wykorzystanie wymaga prowadzenia racjonalnej polityki gospodarczej w wymiarze krajowym i regionalnym. Za najważniejsze przedsięwzięcia uznać należy rozbudowę krajowego systemu transportu surowców energetycznych oraz wewnętrznej sieci transportowej. Ich zakres ukierunkowany być powinien na maksymalne wykorzystanie niezbędnych inwestycji do stymulacji procesów rozwojowych wybranych obszarów kraju oraz zwiększenia znaczenia polskich portów w europejskim systemie transportowym.
The paper presents the evaluation of the consequences of the extension of Baltic energy resources transportation system concerning the energy and ecology security level of Poland. The major determinants of the level of Polish energy security are: the gas pipeline Nord Streem under construction, the dynamic development of the marine system of oil transportation and the planned construction of the LNG Terminal. These factors determine the known levels of threat for the possibilities of the effective control of the scale of the energy recourses deliveries to Poland and the ecological consequences of the oil and its products. The author believes that the growing importance of the Baltic energy resources transportation tracks and the formation of the national security threats may be an important development opportunity. The proper use of this opportunity is dependent on rational state and regional economic policy. The most important undertaking is the development of the national resource transportation system and the transportation network. The emphasis should be put on the maximized use of the necessary investments in order to stimulate the development processes in the selected areas of the country and the enhancement of significance of Polish harbors in the European transportation system.

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

The paper presents the statistic data analysis of total losses of the fishing vessels. The emphasis is put on the total losses caused by the insufficient stability of considered ships. The research is focused on the fishing vessels, which are relatively small ones in marine industry, so they are most affected by the wind and rough sea. The correlation between type of the vessel, its size, the shape of its hull and the capsizing statistic is presented. The regularities noticed in course of statistic analysis allows to formulate the suggestions regarding the influence of some hydrodynamic phenomena on the safety of fishing vessels and the number on their total losses at the sea.

The paper presents the model of interaction between ship’s tank structure and water contained in the tank. The experimental investigation of sloshing loads in ships’ tank is characterized and the need for description of mutual influence is underlined. The model of interaction is made up for rectangular ship’s tanks and it is assumed to be in time-domain and nonlinear. The solution is based on the data obtained by the experimental research and numerical simulation. The study may be the contribution to more sophisticated estimation of ship’s stability than it takes place nowadays.

This article reveals the essence of energy diplomacy in Ukraine to be an effective and powerful tool for improving national energy security. The focus lies on an analysis of the European energy diplomacy rules that presuppose the ability to take into account the interests of all parties, including the interests of Ukraine, which comply with European legislation and should be considered as an integral part of the EU gas market. With a powerful resource, it is a transit country for’ the transportation of gas, Ukraine needs to concentrate all its efforts on maintaining the status of a geopolitical player. However, playing by European rules requires compliance with European standards on the organization of gas production and transportation. Currently, Ukraine has been developing an proactive energy diplomacy strategy that faces external challenges and threats. While playing a crucial role as a strategic geopolitical gas transit country, Ukraine requires the use of proactive strategies to advance the agenda for European energy security. Currently, Ukraine has been developing an proactive energy diplomacy strategy that faces external challenges and threats. While playing a crucial role as a strategic geopolitical gas transit country, Ukraine requires the use of proactive strategies to advance the agenda for European energy security. To conclude, it is necessary that Ukraine should vigorously develop suitable energy diplomacy as an effective tool for improving energy security both on the national and European levels.

Artykuł poświęcony jest wpływowi pandemii koronawirusa na pojmowanie bezpieczeństwa w komunikacji lotniczej. Dokonuje przeglądu skutków nowej sytuacji zdrowotnej na świecie z perspektywy lotnictwa cywilnego. Prezentuje różne formy aktywności omawianych instytucji o charakterze globalnym, regionalnym oraz lokalnym ukierunkowane na zarządzanie niespotykaną dotąd sytuacją kryzową w lotnictwie. W szczególności porusza kwestię nowego spojrzenia na ryzyka w sferze operacyjnej. Wskazuje ponadto na specyficzne czynności o charakterze prewencyjnym oraz kontrolnym, podejmowane przez porty lotnicze oraz linie lotnicze, mające na celu stworzenie skutecznej bariery dla rozprzestrzeniania się wirusa oraz przekonanie podróżnych o możliwości bezpiecznego korzystania z usług lotniczych.
The article examines impact of the coronavirus pandemic on understanding of safety in air transportation. It reviews effects of the new global health situation from the perspective of civil aviation. It presents various forms of institutions’ activity of global, regional and local focus, aimed at managing an unprecedented crisis situation in aviation. In particular, it addresses the issue of a new approach to risk in the operational sphere. It also points to specific, unprecedented preventive and control measures taken by airports and airlines to create an effective barrier against the spread of the virus and to convince travellers that they are securely able to make use of air services.
