The main objective of the research was to determine how temporary employees perceive the process of their onboarding in the context of the efficient performance of their responsibilities. The analysis covered the information obtained by the employee during onboarding, such as the employer’s expectations concerning the position in question, organization of work, procedures and values applied at the company, as well as work evaluation terms. A quantitative research was held based on a questionnaire filled in by 286 respondents. The study revealed that temporary employees had a good opinion of the methods of onboarding. It turned out that the opinion on onboarding, especially with respect to work organization, worsened with age. The study also determined that with increasing level of education, employees’ opinion worsened with regard to the completeness of information provided during onboarding and concerning work evaluation methods and the values applied at the company.

During the last several years most European countries have noted a rapid increase in the share of temporary employment in the total number of employees. Among the forms of temporary employment have dominated: fixed-term employment contracts and temporary work agencies employment. [OECD]. Poland was located among the top of the countries with rapidly growing temporary employment and high unemployment. In 2003, Poland introduced regulations regarding the employment of temporary workers. There was a sharp increase in demand for the services of temporary work agencies. The number of temporary workers rose from 0.23% of total employment in 2003 to 3.27% in 2012. Using empirical data, the author analyses the impact of temporary work agencies on the number of the unemployed. The results show that with the increase in the number of temporary work agencies, the number of the unemployed fell. Each agency employed an average of 795 unemployed. The largest group of temporary workers were those unemployed for 6 to 24 months.

Praca tymczasowa jest zjawiskiem niezwykle ważnym, choć doktryna nieczęsto je omawia. Jako zatrudnienie atypowe rozwiązanie to umożliwia m.in. samotnie wychowującym dzieci rodzicom wykonywanie pracy, zaś dla władzy państwowej zmniejszenie zjawiska bezrobocia. Należy jednak pamiętać, że w związku z występowaniem w tym stosunku pracy trzech podmiotów istnieje wiele wątpliwości i nieścisłości. Mając na uwadze ochronę pracowników tymczasowych należy stworzyć konstrukcje prawne, które ochronią pracowników przede wszystkim przed dyskryminacją, naruszeniem równości i alienacją w zakładzie pracy w stosunku do pozostałych pracowników. Zjawisko naruszenia wskazanych zasad jest od lat zjawiskiem powszechnym, stąd też zasady te unormowane są w najważniejszych aktach prawnych tak krajowych, jak i międzynarodowych. Pojęcie pracodawcy w przypadku pracy tymczasowej przenika się nieustannie z pojęciem pracodawcy użytkownika i agencji pracy tymczasowej i niełatwo jest dokonać oceny, który z przepisów w zakresie podmiotowym dotyczy poszczególnego z nich. Niniejszy artykuł ma na celu omówienie wskazanych terminów, a także zaprezentowanie ich za pomocą przepisów obowiązujących. Ustawodawca miał trudne zadanie – stworzyć odpowiednie przepisy, które nie tylko umożliwią pracę, ale jednocześnie odpowiednio ochronią pracowników tymczasowych przed nierównościami. Celem niniejszego artykułu jest przedstawienie wad i zalet aktualnych konstrukcji prawnych w oparciu o analizę przepisów i doktryny i linii orzeczniczej, a także zaproponowanie koniecznych rozwiązań.
Temporary work is an extremely important phenomenon. As an atypical employment, this solution makes it possible for single parents to work, and for the state authorities to reduce unemployment. However, it should be remembered that due to the presence of three entities in this employment relationship, there are many doubts and inaccuracies. With the protection of temporary workers in mind, it is necessary to create legal constructions that protect workers primarily against discrimination, violation of equality, and alienation in the workplace in relation to other employees. Violation of these principles has been a common phenomenon for years; hence these principles are standardized in the most important legal acts on national and international level. The notion of employer in the case of temporary work is constantly overlapping with the notion of user employer, and temporary work agency. Due to that, is not easy to assess which provisions applies to a particular situation. This article aims to discuss the indicated terms, as well as to present them using the applicable regulations. The legislator had a difficult task – to create appropriate provisions that not only make work possible, but at the same time adequately protect temporary employees from inequality. The purpose of this article is to present advantages and disadvantages of the current legal constructions based on the analysis of the legislation, and the doctrine and line of jurisprudence, as well as to propose the necessary solutions.

Rozwój pracy tymczasowej — podobnie jak ona sama — wzbudza wiele kontrowersji. Wiąże się ją z upowszechnieniem prekaryjnych form zatrudnienia, które obniżają jakość zatrudnienia i przyczyniają się do segmentacji rynku pracy. Akceptacja warunków zatrud- nienia obciążonych tymczasowością i niepewnością relacji zatrudnienia może być trakto- wana przez pracowników tymczasowych jako swoista cena, którą przychodzi im zapłacić za wzrost przyszłych szans na uzyskanie trwałego zatrudnienia oraz rozwój potencjału kariery zawodowej. W artykule niniejszym, opartym na rozważaniach teoretycznych i wynikach badań z 2013 r. w firmach-użytkownikach pracy tymczasowej z terenu Łodzi, ustosunko- wano się do kwestii wiary i nadziei, które towarzyszą pracownikom podejmującym pracę tymczasową, oraz skonfrontowano ich przekonania z realiami praktyki.

The article presents various aspects of temporary protection of military equipment that has been withdrawn from active service. It contains the analysis of the temporary protection methods used by the Polish Armed Forces, and describes their impact on the technical condition of the equipment (vehicles) stored. In addition, explanations of the basic storage-related terms used in the military are provided. The causes of corrosion and its types are considered as well. Due to the fact that temporary protection schemes play a vital role in the operation of military equipment, an attempt has been made to systematize the area. Hence, a proposal determining the structure of the temporary vehicle protection system has been put forward.

Skupiono się nad strategicznymi zagadnieniami tworzenia i funkcjonowania tych sieci, które mają wpływ na wyniki funkcjonowania sieci, a w konsekwencji na sukces lub porażkę przedsięwzięcia. W opracowaniu przedstawiono charakterystykę sieci tymczasowej jako pewnej kategorii organizacji sieciowych. Celem artykułu jest dokonanie diagnozy w oparciu o analizę literatury i wywiady strategicznych zagadnień tworzenia sieci tymczasowej od strony organizacyjnej i formalnej oraz zasad współpracy w ramach sieci.
The article presents the results of research on issues that characterize the creation and functioning of temporary networks, ie networks, which are organized to carry out large, complex projects, mostly costly and beyond the capacity of one enterprise and which are set up for a specified period of time. Focused on the strategic issues of creating and operating these networks that affect the performance of the network, and consequently the success or failure of the project. The description of the temporary network as a certain category of organization network is presented. The aim of the article is to make a diagnosis based on literature analysis and interviews on strategic issues of creating a temporary network from the organizational and formal side as well as principles of cooperation within the network.

The study is divided into theoretical end empirical part. First part presents the concept of avoidable mortality (Rutstein et al. 1976) including its further development and modifications. The objective of the second part is to examine the potential impact in medical care on changing population health in Poland from 1999 to 2008. We used the concept of avoidable mortality divided into three groups: treatable disease, preventable diseases and ischemic heart disease (Newey et al. 2004). We calculated the contribution of changes in mortality from these conditions to changes in life expectancy. The analyses were based on temporary life expectancy between birth and age 75 (e0-75). Chiang’s method was used for constructing abridged life tables, and Arriaga’s method was used for decomposition. Mortality data were obtained from the WHO mortality files using ICD-10th revision (WHO 2011). The findings indicate that changes in the health care system were associated with improvements in life expectancy, between birth and age 75, in Poland. The avoidable mortality decreased considerably from 1999 to 2008, especially due to causes avoidable through improved treatment and medical care (amenable). Although the improvement there is still potential for further progress in avoidable deaths in Poland.

Celem publikacji jest analiza i ocena wpływu zmian w regulacjach urbanistycznych, ze szczególnym uwzględnieniem nowelizacji ustawy o planowaniu i zagospodarowaniu przestrzennym, na elastyczność procesów i adaptacyjność struktur miejskich. Przeglądu dokonano, korzystając z analizy literatury naukowej, aktów prawnych i orzecznictwa oraz studiów przypadków ze Szkocji i Szwajcarii. Przeprowadzone badania pokazują, że uelastycznienie regulacji może mieć znaczący wpływ na adaptacyjność struktur urbanistycznych. Różne elementy środowiska miejskiego, określane jako szkielet, tkanka i „plazma”, wykazują zróżnicowaną podatność na zmiany. Podkreślenie rangi „plazmy” miejskiej jako przedmiotu planowania podnosi znaczenie krótkotrwałych elementów w urbanistyce. Kluczową refleksją jest to, że tymczasowość obejmuje procesy, a podatność na zmiany odnosi się do struktur miejskich.
The aim of the paper is to analyse and assess the impact of changes in urban planning regulations, with particular emphasis on the amendment to the Act on Spatial Planning and Development, on the flexibility of processes and adaptability of urban structures. The research contains the analysis of scientific literature, legal acts and case law, as well as case studies from Scotland and Switzerland. The conducted research shows that making regulations more flexible can have a significant impact on the adaptability of urban structures. Various elements of the urban environment, referred to as frame, tissue and “plasma”, show varying adaptability. Emphasizing the importance of urban “plasma” as a design subject increases the importance of short-term elements in urban planning. The key reflection is that temporality involves processes and adaptability relates to urban structures.

Fiscal crimes and violations are in principle of a blanket character, and their specifi c characteristics are linked to the content of many provisions of the fi nance act, which complement the statutory features of offences under the Polish Penal Fiscal Code. This situation takes place in the case of offences under Art. 88 of the Penal Fiscal Code involving violations of procedural rules for temporary admission. The criminal-law evaluation of the fi scal offences from this provision requires taking into account the fi scal regulations included in the legal acts in the fi eld of customs law. This article thoroughly analyses the issues related to the temporary admission procedure with simultaneous assessment of the behaviour of the perpetrator, which may constitute fi scal offence violation conditions of temporary clearance.

This article sheds light on the unintended consequences of temporary migration from Poland by combining Merton’s functional analysis with Levitt’s work on social remittances. In addition to economic remittances, Polish migrants have been bringing norms, values, practices and social capital to their communities of origin since the end of the nineteenth century. The article presents a juxtaposition of the non-material effects of earlier migration from Poland, dating from the turn of the twentieth century, with those of the contemporary era of migration from Poland since the 1990s. The analysis shows that some aspects, such as negotiating gender roles, the changing division of household labour, individualistic lifestyles, new skills and sources of social capital, and changing economic rationalities are constantly being transferred by migrants from destination to origin communities. Contemporary digital tools facilitate these transfers and contribute to changing norms and practices in Polish society. The article demonstrates that migration fulfils specific functions for particular sections of Polish society by replacing some functions of the communist state (e.g., cash assistance and loans from communist factories, factory and post-coop cultures) and by facilitating their adaptation to changing conditions (e.g., changing gender relations, new models of family, job aspirations and social mobility).

The paper is dedicated to a presentation of a fragment of the first phase of a comprehensive empirical study conducted in Białystok in the year 2015 (Biernacka head, Wądołowski, Wołyniec), with a focus on the young generation’s attitudes with reference to migration. Taking into account high unemployment rates in Poland and relatively meagre life chances comparing to many so-called old Europe countries, a life trajectory based on migration is recognized by many Poles as the only one that makes sense and is worth the effort. Thereupon, future orientation options to be selected by respondents in an original self-administered survey designed for the purpose of this project have been organized with a direct reference to migration. Those were investigated in particular contexts, with relation to study, job and remuneration prospects in their homeland and abroad. The project allows to envisage patterns of probable future behaviours of young generations in the country where migration in the early adulthood has become a common course of action.

The article discusses the notion of return migration with regard to its permanency and temporariness. In reference to selective patterns of return migration, factors conducive to permanent returns and to re-emigration, i.e. subsequent migration after the return, are examined with the use of a logistic regression model. Analyses demonstrated in the article are devoted to return migration to Poland in 1989-2002 and based on the 2002 Polish census data. The obtained results confirm earlier findings on the major role of the level of human capital and family attachments in shaping the nature of the return waves. It was revealed that return migrants who decided on a longer stay in Poland were more often living in Polish urban areas, and had higher human capital and stronger family attachments to Poland, when compared to re-emigrants. It was also observed that return migrants possessing dual nationality were the most likely to engage in re-emigration, while descendants of Polish emigrants tended to settle in Poland on a more permanent basis.

Objectives. This study investigated the effect of a fixed-term job contract on encounters of violence at work. We assumed that fixed-term employees encountered more violence or threats of violence at their work than permanent employees. Methods. This study is based on 3 large statistical data sets: (a) the Work and Health surveys carried out by the Finnish Institute of Occupational Health in 1997–2006 (n = 7 519); (b) the socalled Victim study carried out by Statistics Finland in 2006, where 4 088 working people were interviewed about victimization resulting in injuries and violence; and (c) another study from Statistics Finland, which interviewed 4 392 wage-earners about their working conditions in 2008. Results. One of the 3 data sets showed that fixed-term employees encountered more violence at work than permanent employees, whereas the other 2 did not show any difference between different contract groups. Conclusions. Our hypothesis concerning greater violence encounters among fixed-term employees was not confirmed.

In 2022, upon the unexpected activation of the Temporary Protection Directive (TPD) by the Council Implementing Decision 2022/382, the Member States had to revive the EU law that had not been used for over 20 years. Poland adopted a new law that was aimed at offering extended rights to Ukrainian nationals and their family members. Other persons enjoying temporary protection under EU law were offered general protection available in Poland since 2003. This contribution sets out to answer the question of whether Poland followed the TPD and the Council Implementing Decision 2022/382 in its two-way response to the Russian invasion of Ukraine. The article is based on a comparative analysis of Polish and EU law, doctrinal views concerning temporary protection and available information about domestic practice. It focuses on the following areas of interest: eligibility for temporary protection, residence permits, accommodation, family reunification, returns and measures after temporary protection ends, and remedies. The analysis conducted showed that Polish law on temporary protection is not fully compatible with the respective EU law. In the selected areas of interest, Poland either did not thoroughly follow the Council Implementing Decision 2022/382 or did not meet the minimum standards arising from the TPD.
