    Olej spełnia trzy podstawowe funkcje w układzie smarowania: smaruje, przez co chroni części maszyny przed zużyciem i zmniejsza tarcie; czyści, czyli zmywa powierzchnię i transportuje zanieczyszczenia i chłodzi - odprowadza ciepło i chroni przed korozją. W wyniku spełniania tych funkcji możemy uznać, że olej jest elementem konstrukcyjnym maszyny. Okazuje się jednak, że najsłabszym, z uwagi na wysoką wrażliwość i podatność na uszkodzenia we wszystkich fazach "życia", najszybsze zużycie, czy wysokie narażenie na destrukcję. Z uwagi na jego cenę w stosunku do innych elementów maszyny jest również poddawany największej ilości eksperymentów. Najistotniejszym jest jednak to, że pomimo swoich słabości pojawia się w obiegu każdej części urządzenia i jest najprostszym nośnikiem informacji o jego stanie technicznym.

    W artykule, podjęto próbę przedstawienia skutecznego sposobu oceny stanu technicznego maszyn i urządzeń górniczych. Celem jest przedstawienie skutecznych metod pomiarów temperatury oraz drgań i wibracji generowanych podczas pracy urządzeń i maszyn górniczych. Urządzenia mierzące temperaturę bez kontaktu z danym obiektem, zbudowane są w oparciu o różnego typu detektory promieniowania podczerwonego lub matryce takich detektorów. Urządzenia termowizyjne obrazują rozkład temperatury na całej powierzchni w przeciwieństwie do pirometrów mierzących temperaturę punktowo. Natomiast drgania i wibracje generowanych podczas pracy przekładni urządzeń i maszyn prowadzono przy pomocy pióra wibrometrycznego, oraz testera stanu maszyny a uzyskane pomiary wykorzystano do diagnozowania stanu zużycia poszczególnych elementów tych maszyn. Głównym celem jest opracowanie sposobu wykorzystania technik diagnostycznych dla potrzeb realizacji procesu bezawaryjnej pracy zakładu górniczego.
    The dissertation attempts to present an effective method of assessing the technical condition of mining machinery and equipment. The aim is to present effective methods of measuring temperature as well as vibrations and vibrations generated during the operation of mining equipment and machines. Devices that measure temperature without contact with a given object are built on the basis of various types of infrared radiation detectors or matrices of such detectors. Thermal imaging devices show the temperature distribution over the entire surface, unlike pyrometers that measure the temperature at points. On the other hand, vibrations and vibrations generated during the operation of the gear of devices and machines were carried out using a vibrometric pen and a machine condition tester, and the obtained measurements were used to diagnose the wear of individual elements of these machines. The main goal is to develop a method of using diagnostic techniques for the needs of the process of failure-free operation of a mining plant.

    W artykule przedstawiono przegląd wybranych problemów prawnych, związanych z opodatkowaniem w Polsce podatkiem od nieruchomości urządzeń technicznych stosowanych we współczesnym przemyśle ciężkim i usługowym. Autor koncentruje się na prawie polskim, ale wskazuje także fundamentalne kwestie związane z podatkiem od nieruchomości oraz jego wpływem na politykę fiskalną i podatkową w innych państwach Europy Środkowo-Wschodniej. Szczególną uwagę zwraca na rozróżnienie budynków, budowli i obiektów budowlanych w rozumieniu ustawy opodatkach i opłatach lokalnych oraz Prawa budowlanego. Poruszane są też bardziej złożone zagadnienia, takie jak opodatkowanie sieci elektrycznych i telekomunikacyjnych, elektrofiltrów czy konstrukcji wewnątrz budynków. Ponadto omawia najnowsze poglądy doktryny oraz aktualne stanowiska prezentowane w orzecznictwie sądów administracyjnych.
    The study provides a high-level law technical walk-through of selected problems of taxation with real estate tax in Poland, especially connected with technological devices used in modern heavy industry and service industry. It focuses on Polish law and points out the fundamental issues related to real estate tax and its influence on fiscal and taxation politics in other Central and Eastern European countries. In the article particular attention is paid to the distinction of the buildings, structures, and building objects within the meaning of the act on local taxes and fees and the Construction Law. Then, more complex issues are discussed, such as taxation of electricity and telecommunication networks, electrostatic precipitators, and structures inside buildings. The latest views of the doctrine and current positions presented in the jurisprudence of administrative courts are analyzed hereinbelow.

    W artykule przedstawiono nową koncepcję oceny predyspozycji operatora w zadaniach decyzyjnych w inteligentnych systemach interakcji z urządzeniami technicznymi. Opracowany inteligentny system dokonuje analizy, sprawdzania i oceny predyspozycji operatora oraz nadzorowania i optymalizacji procesu oceny. System oceny predyspozycji przedstawiono w przykładowym zastosowaniu w systemie interakcji za pomocą mowy i języka naturalnego pomiędzy urządzeniami technicznymi i ich operatorami, który zawiera inteligentne mechanizmy służące do identyfikacji biometrycznej operatora, rozpoznawania słów składowych i całych komunikatów operatora, analizy składni i skutków poleceń, oceny bezpieczeństwa poleceń, nadzorowania procesu, oraz oceny reakcji operatora.
    In this paper, a new concept of assessment of operator's ability for decision making tasks in intelligent interaction systems with technical devices is presented. The developed intelligent system performs analyses, evaluation and assessment of operator's ability, as well as supervision and optimization of the assessment process. The assessment system of operator's ability is presented in exemplary application in an interaction system by speech and natural language between technical devices and their operators, which consists of the intelligent mechanisms of operator biometric identification, speech recognition, word and command recognition, command meaning and effect analysis, command safety assessment, process supervision, and operator reaction assessment. In the paper, a review of selected issues is carried out with regards to intelligent interaction layers (Fig. 1), process supervision systems (Fig. 2), intelligent interaction systems (Figs. 3, 4), assessment of operator's ability for decision making tasks (Figs. 5, 6, 7), as well as recognition and evaluation of speech commands in natural language. Application of hybrid neural networks allows recognition of commands in natural language with similar meanings but different lexico-grammatical patterns, which will undoubtedly be the most important way of interaction between humans and devices. The condition of the effectiveness of the presented system is to equip it with mechanisms of command meaning and effect analysis, as well as safety assessment. The condition for safe communication between operators and technical devices is analyzing the state of the technical device and process before the command is given and using artificial intelligence for effect analysis and safety assessment of the command. The development of a basis of building and applying systems of control, supervision and optimization of processes which communicate an operator with a technical device, is an important goal. These systems allow remote control of the process quality by an operator being in any distance. It is very significant for development of new effective and flexible methods of control. The system for remote control, supervision and optimization provides an innovative solution using more complete advantages of applied technological processes nowadays. The presented solution can belong to attempts of creation of the standard of mobile applications for control, supervision and optimization of processes using two-way speech communication between technical devices and their operators.

    W artykule przedstawiono nowatorską metodę efektywnego rozpoznawania pisma odręcznego z zastosowaniem opracowanych sposobów analiz geometrycznych znaków i wybranych metod sztucznej inteligencji. Proponowana metoda analiz geometrycznych znaków oparta na opracowanym sposobie odpowiednich pomiarów odległości wybranych ich punktów pozwala na rozpoznawanie pisma odręcznego niezależnie od stylu i charakteru pisma operatora. W rezultacie zastosowania metody otrzymuje się zakodowaną reprezentację znaku dla efektywnego rozpoznawania przez sztuczne sieci neuronowe. Artykuł również przedstawia system rozpoznawania odręcznego pisma operatora zbudowany z podsystemów wstępnego przetwarzania, analiz geometrycznych, logiki rozmytej, sieci neuronowych oraz ich wyspecjalizowanych modułów. Proponowany inteligentny system może stanowić nowoczesny i efektywny system interakcji urządzeń technicznych i ich operatorów w zadaniach sterowania.
    In this paper, an innovative method for effective handwriting recognition is presented. It uses the developed methods of geometrical analyses of isolated handwritten characters and selected artificial intelligence methods. The proposed geometrical feature analysis method, based on the developed manner of appropriate measurements of distances of selected character points, allows handwriting recognition independent of different writing and character styles, and writing conditions. As a result of using the method, encoded representations of characters are obtained for effective recognition by artificial neural networks. The paper also presents an operator's handwriting recognition system consisting of the subsystems of preprocessing, geometrical analyses, fuzzy logic, neural networks, and their specialized modules. Handwriting recognition has always been a challenging problem for artificial intelligence researchers, and remains an open issue. It is because of the complexity of the handwriting recognition task. The intelligent handwriting recognition system of the technical device operator's natural writing can be a modern and effective interaction system [3, 5]. In the paper, a review of selected issues is carried out with regards to the handwriting recognition issues, new geometrical analysis method (fig. 1, 2, 3, 4) and concept of a handwriting recognition system (fig. 5, 6). The proposed system is novel in that it integrates efficient geometrical processing with artificial intelligence methods to use neural networks and fuzzy logic for effective handwriting recogni-tion.

    W artykule omówiono zagadnienie wykorzystania wyników badań diagnostycznych urządzeń sterowania ruchem kolejowym w podejmowaniu decyzji eksploatacyjnych. Przedstawiono mierzalne i niemierzalne cechy stanu charakterystyczne dla urządzeń srk. Zaprezentowano opis stanu technicznego urządzenia z wykorzystaniem wartości własnych oraz wartości uniwersalnych cech, a także metodę klasyfikacji stanów technicznych w ujęciu decyzyjnym. Zaproponowano metodę wyboru odpowiedniej procedury postępowania eksploatacyjnego na podstawie analizy przestrzeni stanów w mikro i makro skali oraz identyfikacji stanów rozróżnialnych urządzenia.
    Technical state of any object can we specify as a set of properties instantaneous value, called properties of state. For signaling systems, number of state properties and their values which they can become is usually very big. The choice of properties characterizing condition of the device should take into account his building, the principle of working and destination, his role in system, and also valuation criterion applied by managing of exploitation. Device technical state can be described in macro or micro scale. Macro state identification let us to make the choice of suitable strategies for exploitation process management.

    W poniższym artykule analizuję rolę urządzeń cyfrowych w twórczości plastyczno-technicznej dzieci i młodzieży z niepełnosprawnością intelektualną. Na podstawie przykładów popartych pracą praktyczną, pokazuję twórczy wpływ zastosowania narzędzi cyfrowych na edukację plastyczną. W publikacji poruszam pojęcie twórczości, rozwoju rysunku dziecka, edukacji plastyczno-technicznej, urządzeń cyfrowych, które są punktem wyjścia do dalszych rozważań. Opisuję swoją pracę z uczniami z niepełnosprawnością intelektualną oraz powstanie pracowni cyfrowego uzawodowienia, w której łączę twórczość plastyczną z pracą z wykorzystaniem urządzeń cyfrowych. Przy odpowiednim użyciu konkretnych urządzeń wspieram rozwój kreatywności dzieci i poczucia bycia twórcą. Wprowadzając innowację pedagogiczną doświadczam pozytywnych zmian w funkcjonowaniu uczniów, w postaci poczucia bycia ważnym w procesie tworzenia i doznawania satysfakcji z rozwijanych kompetencji.
    The article analyses the role of digital devices in the artistic and technical creativity in children and adolescents with intellectual disabilities. Based on examples supported by practical work, the author presents the creative impact of the use of digital tools on art education and describes the concept of creativity, development of a child’s drawing, art and technical education, digital devices, which are a starting point for further considerations. The author describes her work with students with intellectual disabilities and the creation of the digital professionalisation studio, where she combines artistic creativity with work with digital devices. With the appropriate use of specific devices, she supports the development of children’s creativity and sense of being a creator. By introducing pedagogical innovation, the author experiences positive changes in the functioning of students, in the form of a sense of being important in the process of creating and experiencing satisfaction with the developed competencies.

    The purpose of this article is to present the results of a one-month voice intensity treatment with specialized technical devices in a client with hyperkinetic dysarthria. The main aim of the study was to assess the effects of voice treatment software in people with dysarthria. The results show a gradual improvement in voice intensity after one month of voice treatment.
    Celem niniejszego artykułu jest przedstawienie wyników miesięcznego leczenia służącego poprawie natężenia głosu u pacjenta z dyzartrią hiperkinetyczną. Terapia przeprowadzono z zastosowaniem specjalistycznych urządzeń technicznych. Głównym założeniem badania jest obserwacja efektów użycia oprogramowania służącego leczeniu zaburzeń głosu u osób z dyzartrią. Wyniki wskazują na zdolność do stopniowej zmiany natężenia głosu po okresie miesięcznego leczenia zaburzeń głosu.

    The subject of this article is the legal basis of the activity of radio, television and other technical media devices in Sweden. The basis of this activity is freedom of expression guaranteed in the act on the instrument of government (Regeringsformen – RF). There are specific constitutional regulations for some forms of expression. Freedom of the press is regulated in the ordinance on freedom of the press (Tryckfrihetsförordningen – TF) and it includes freedom of expression in writing. The fundamental law on freedom of expression (Yttrandefrihetsgrundlagen – YGL) is applicable to other forms of expression like radio, television and other technical devices: film, video, sound records, CD and DVD. The fundamental law on freedom of expression (YGL) is the youngest of the Swedish constitutions and it is modelled on the ordinance on freedom of the press. The basic principles and their construction are the same in both acts. It applies among others to economic freedom in terms of broadcasting programs, prohibition on censorship, the right to provide information and protection of the source of information, catalogue of crimes, one-person liability, separate procedural provisions with the court with a jury. The author points out the leading principles of the fundamental law on freedom of expression: to ensure free exchange of views, free and comprehensive obtaining of information and free artistic output. Every Swedish citizen is entitled to publicly express their thoughts, views, feelings and other information in any field by means of the radio, television or other similar media devices. As a rule the law is applicable if broadcasting of a program takes place from Sweden. The fundamental law on freedom of expression guarantees for every Swedish citizen the right to provide information in any field with a view to it being made public on the radio or in other recordings as well as the right to obtain information with a view to it being passed or made public. A radio program author is entitled to remain anonymous and is not obliged to disclose their identity. In order to ensure the possibility of establishing the person responsible for violation of the fundamental law on freedom of expression it imposes the obligation to indicate the responsible editor (ansvarig utgivare) and made their identity available to the public. This liability comes on a one person basis; in the first place it applies to the editor, next to the person obliged to indicate the editor and finally to the person disseminating the program. The fundamental law on freedom of expression makes numerous references to other acts of law. For example, in terms of principles on placing advertisements and commercial announcements the applicable law is the act on radio and television, in particular regarding product placement and program sponsoring as well as the act on alcohol and the act on tobacco products. The article also describes regulations of the principles concerning granting licenses by the government (granting frequency) or the Office for radio and television. Independent control over the broadcast programs is exercised by the Office for control (and in terms of advertisements also by the Consumer Advocate). Foreign stations are not embraced by the act on radio and television and for this reason they are not subject to the supervision exercised by the Office for control.

    Opis:
    The goal of the study is to contribute to the problem in hand regarding the insufficiently developed digital competencies of teachers of social scientific subjects within the secondary education. The solution to it is based on a precondition that if the teachers will not be digitally competent they will not be able to develop the digital competence of students. This fact can negatively affect their ability to find employment at the labour market of the 21st century, preparedness to further professional education and ability to participate at the lifelong learning. The text at issue solves the problem of digital technology integration into teaching of social sciences, emphasizes multidisciplinary approach to the humanities, social and technological sciences, presents the need of development of teachers´ technical thinking relating to social scientific subjects and specifies common features and differences of the pedagogical and technological sciences. The study is the actual output of the project TAČR (PID: TL 01000192, in the period 02/2018 – 02/2021). It is based on the sub-chapter ”Integration of the digital technology into teaching of social sciences” that will be embodied in the currently prepared monograph “Development of teachers´ digital competencies relating to social scientific subjects at vocational schools”.
    Celem artykułu jest wniesienie wkładu w problem niedostatecznie rozwiniętych kompetencji cyfrowych nauczycieli przedmiotów społecznych w ramach szkolnictwa średniego. Rozwiązanie tego problemu opiera się na założeniu, zgodnie z którym jeśli nauczyciele nie będą kompetentni cyfrowo, nie będą oni w stanie rozwijać kompetencji cyfrowych uczniów. Fakt ten może negatywnie wpłynąć na ich zdolność do znalezienia pracy na rynku pracy XXI wieku, gotowość do dalszej edukacji zawodowej oraz możliwość uczestniczenia w procesie uczenia się przez całe życie. Tekst rozwiązuje problem integracji technologii cyfrowych oraz nauczania nauk społecznych, kładzie nacisk na multidyscyplinarne podejście do nauk humanistycznych, społecznych i technicznych, przedstawia potrzebę rozwoju technicznego myślenia nauczycieli w zakresie nauk społecznych oraz wskazuje cechy wspólne i różnice pomiędzy naukami pedagogicznymi a naukami technicznymi. Przedstawione opracowanie stanowi rezultat projektu TAČR (PID: TL 01000192, w okresie 02/2018 - 02/2021). Bazuje ono na podrozdziale „Integracja technologii cyfrowej w nauczaniu nauk społecznych”, który zostanie ujęty w przygotowywanej monografii zatytułowanej „Rozwój kompetencji cyfrowych nauczycieli w zakresie nauk społecznych w szkołach zawodowych”.

    W artykule przedstawiono wybrane urządzenia techniczne wspomagające przechowywania sprzętu wojskowego. Jednym z zasadniczych kryteriów jest wymóg, aby przechowywany SpW był w pełni kompletny, sprawny technicznie co wymaga opracowania m.in. procesu technologicznego oraz spójnego cyklu konserwacji, oraz dobrania właściwych urządzeń osuszających w układzie pojedynczym, ale najczęściej jednak w układzie kompletnego systemu osuszającego. Artykuł uwzględnia nowo wprowadzone wojskowe przepisy branżowe normujące problematykę przechowywania w wojsku. Uzupełnieniem artykułu są zdjęcia związane z tematem.
    This article presents chosen technical devices which assist army equipment storage. One of the basic requirements is that the stored army equipment is complete and fully operational, which requires preparing e.g. a technological process and a coherent maintenance cycle, as well as choosing the appropriate drying devices in a single unit, but most often occurring in a complete drying system.

    This paper presents techniques which base on the concept of flows thinning together with the identification techniques. These methods are proposed to determine the expected number of failures to assess the efficiency of technical diagnostics of instruments. Additionally, this research focuses on the improvement of multi-machine troubleshooting systems, based on the ‘AND-OR’ graphs. Respective algorithms are presented. The majority principle uses the input information to check the correctness of the decision regarding identification of faulty machines. In this paper we base on the complete testing algorithm for elements of multi-computer complexes searching by criteria of failed element.

    The article presents the idea and the structure of the research and test apparatus system for the support of safety and technical rescue, and sets the directions for the changes and the development of technical objects directed at the improvement of technologies of technical rescue. The authors present the expectations and problems stemming from the need for constant improvement, and the proper and safe usage of both rescue and fire protection equipment. The mechatronic research and test apparatus set, designed to meet the needs of the developing system of certification testing of technical rescue equipment and the elements of the fire protection systems, is shown. The apparatus have been designed at the Institute for Sustainable Technologies-National Research Institute in Radom and implemented at the Scientific Research Centre of Fire Protection (CNBOP) in Józefów.
    W artykule przedstawiono koncepcję i budowę systemu aparatury badawczo-testowej wspomagającej bezpieczeństwo i ratownictwo techniczne. Określono kierunki generowania zmian i rozwoju obiektów technicznych nastawione na doskonalenie technologii bezpieczeństwa technicznego. Przedstawiono oczekiwania i problemy wynikające potrzeby z doskonalenia, właściwej i bezpiecznej eksploatacji sprzętu ratowniczego i przeciwpożarowego. Zaprezentowano zestaw mechatronicznej aparatury badawczotestowej opracowanej na potrzeby rozwijanego systemu badań certyfikacyjnych narzędzi ratownictwa technicznego oraz komponentów systemów przeciwpożarowych. Aparatura opracowana w Instytucie Technologii Eksploatacji - PIB w Radomiu została wdrożona w Centrum Naukowo Badawczym Ochrony Przeciwpożarowej - PIB w Józefowie.
